The Decree of the Khan and Nom
In 1887 Khan Ganzaya III drafted and then issued this Decree that has is effectively a constitution of the Khanate. Nom is the God of Wisdom and therefore the title of the Decree itself establishes a link between the Khan and the Gods.
In order to create a land in which all people are able to witness the justice, mercy and love of the Khan the following orders are to be observed by all of his subjects.
1. The Khan is the true conduit between mankind and the Gods, in particular Ezen, the earth goddess
2. The Khan shall rule all the lands of Jargalant and be given the loyalty and respect of all his subjects. The Khan shall in return protect and guide all his subjects like a beloved child.
3. No subject may be punished without first being given a trial. This trial must be overseen by an appointed judge from the Khan. A persons guilt will be determined by a collective of three Jereebs and three other subjects. This collective must be selected from people drawn from neighbouring Sums. If found guilty by a majority of the collective the judge will administer punishment in keeping with existing decrees from the Khan. Should an individual wish to appeal the sentence they may do so should two Shaman support their appeal. All appeals shall be considered by the Khan and his ruling shall be final.
4. The Khan shall meet every summer with a council of his subjects at his Palace in Otgon Sum. The Khan shall send word to each Jereeb at least 60 days before the council is to meet. Each Jereeb is to oversee annually the selection of an individual to be picked by all male adults of a Sum. On the appointed date the Jereeb and appointed person are to attend the Council. Any Jereeb not attending without good reason shall forfeit their land and title.
5. The council shall follow an agenda that shall be as follows. First oaths of loyalty to the Khan will be heard, any individual not taking an oath shall be disqualified from the council and if a Jereeb held for treason. Once the oaths have been taken each member of the Council will be free to present a petition to the Khan, the petitions must have the signature of at least ten members of the Council and will be heard in order of number of signatures. Once petitions have been dealt with a period of no longer than two hours shall be put aside for members of the Council to respectfully ask questions of the Khan. On his honour the Khan shall take no action in retribution for words spoken during this time. Once questions have been answer the Khan shall present his tax agenda for the coming year. This shall be voted on by the Council. Any changes shall require a majority. Finally the Khan shall present the Council will a list of Government Ministers, Senior Military Officers and Provincial Administrators that need to be replaced. For each post he shall propose two candidates. These candidates may be questioned by the Council and then the Council shall vote for which they wish to fulfil the role. The Council shall then be addressed by the Khan before returning to their homes.
6. The Khan may not change the tax agenda between Councils.
7. The Khan may take not any horse without the agreement of its owner.
8. The Academy of the Khan shall be open to all boys who can pass the entrance exam set for their year.
9. Upon completion of Academy education an individual will be permitted to apply for any government job they are old enough or have enough previous service to be permitted to. The candidate with the highest Academy score will be given the job regardless of their families standing.
10. The Khan shall be permitted to maintain a standing army which shall be supported by all subjects.
11. The Khan shall be free to make laws for the good order and stability of the Khanate so long as they do not change this Decree. Any changes to this Decree must be supported by a minimum of twenty Jereebs.
Since its passing there have been several changes to it.

A Jereeb may if aware of an issue that would prevent their attendance send their eldest son if the Khan is informed three days before the Council. 1933 Amendment - 4. The Khan shall meet every
six months with a council of his subjects at a designated place. The Khan shall send word to each Jereeb at least
30 days before the council is to meet. Each Jereeb is to oversee annually the selection of an individual to be picked by all male adults of a Sum in a secret ballot. On the appointed date the Jereeb and appointed person are to attend the Council. Any Jereeb not attending without good reason shall forfeit their land and title. Should an individual wish to appeal the verdict they may petition the Jereebs and if they can find six who believe they may have been found guilty in error a trial in front of three judges will be sanctioned. Any individual believing their sentence is unfair appeal should two Shaman support their appeal. All sentence appeals shall be considered by the Khan and his ruling shall be final.
1967 Amendment -
4. The Khan shall establish a permanent council of his subjects at a designated place. The Khan shall permit each Sum to have two representatives, one selected by the Jereeb and one elected by the people of a Sum annually by way of secret ballot. To aid in the establishment of this Council payments shall be made to those members of the Council in keeping with their status as Councillors to the Khan. A Sums Jereeb may change their selected representative with 10 days notice. An elected Councilman may only be replaced in the event of their death or if they have not attended Council for seven days. In these cases a new secret ballot must take place and they are disqualified from standing. The Councils calendar shall run 1st September to 1st of August giving the month of August for elections. 4b - The Khan shall not need to attend all Council meetings and may appoint a representative to speak on his behalf. On occasions when this happens that person shall be afforded the same respect and dignity as the Khan.
5. On the 1st September each year all Council members shall give oaths of loyalty to the Khan, any individual not taking an oath shall be disqualified from the council and held for treason. Any individual joining the Council part way through the year must take the oath on their first apperence in the Council. Council meetings shall always begin with any member of the Council will be free to present a petition to the Khan or his representative, the petitions must have the signature of at least ten members of the Council and will be heard in order of number of signatures. Once petitions have been dealt with a period of no longer than an hour shall be put aside for members of the Council to respectfully ask questions of the Khan or his representative.
