Sea of Alucard, Aboard the MSS Heppenberg (Trade vessel), 03:30 19th February 2018


Captain Martin Exner awoke to his Midshipman, Josef, banging heavily on the door to his cabin. Exner sat up rubbing his eyes. The banging continued.
'Cap'n, It's Josef, you need to see this.'
'Bloody Hell,' Exner grumbled to himself, 'What is it Jo?'
'I don't know sir, Koenig spotted something on the LRS.' Josef continued. Exner opened the door.
'It's called a ship, Josef, there's lots of those out here on the Alucard.' Exner snapped.
Josef looked shocked. 'No sir, its big, bigger than a ship could be.'
'Could it be a war vessel? Lodja, Muneski, Nya Aland?' The Captain questioned.
'Come and see for yourself, sir,' Josef requested.
'Very well.' Exner mused.

He followed the Midshipman back to the bridge where he found many members of the crew crowding round the monitors. A smattering of different conversations were taking place, all just out of Exner's earshot.
'Crew, retake your posts. Koenig, what's going on?' The captain began.
Koenig stood to attention, 'It's the new LRS system, sir, its reading a landmass but there's no mapped island in that quadrant.'
'Well its clearly a glitch then isn't it? So we're going to need to return to port if this issue is serious, if the LRS is scuppered we can't continue on.' The captain explained reluctantly.
'No, sir, I checked as did Koch and Kalinowski, LRS is fully functional all diagonistics were clear. There's an island out there.' Koenig explained sheepishly.
'Captain, may I speak?' Seaman Dudek, also know as Patch due to a birthmark on his forehead, interjected.
'Mmmhmm, Patch, what have you got to add?' The captain sighed.
'Thank ye' sir, its was that storm last week I'd say. When we adjusted course we've gone a few miles wide of the normal trade route. By a few it's like 40 or so which might have been enough for us to be in range of this island if no one ever came so far east with this level of radar equipment before.' Patch said.
'Not a bad theory, Patch,' the Captain nodded, 'Koch, record this, send it to SFF command, get them to check this out. If the LRS is working fine, we continue our course.'


Sea of Alucard, Aboard the MSS Ramsau (Reconnaissance vessel) , 13:40 12th May 2018

Captain Exner was onboard once again, this time however the vessel was under the command of Captain Zumr. The ship also played host to a small detachment of IST Marines under the command of Major Ackermann. The bridge contained the necessary crew members and both captains, Exner sat nervously in his seat since he had received a fair amount of ridicule after he had claimed the Heppenberg had discovered an island without ever seeing it. Contrastingly, Zumr stood at the helm, hands on the desk scanning the horizon intently, only breaking his search to briefly check the LRS and other detector systems.
'So Exner,' Zumr mused, this sudden speech causing the other captain to spin in his seat. 'We're where you recorded your position and nothing yet.'
'Give it time...Captain.' Exner replied.
'We've come a long way already and there's no sign of anything.' Zumr retorted. 'Maybe it was just a glitch in the system? Did you ever think about that before throwing away your repuation and having command send me on a wild goose chase?'
'It was no glitch, Zumr, my crew assured me.'
'Again did you ever think your crew were wrong? They're merchant fleet after all, not the brightest...'
Zumr was cut short by a single beep. And another moments later.
The crew sprung into action, reading off dials and signals.
'Large unknown object detected, sir.' One of the crew members shouted. Zumr ran over, starting at the radar screen. A single green dot stared back. He spun on his heel.
'YOU,' he barked at a sailor, 'Fetch Major Ackermann,' he turned to Exner. 'by god, man you were right.'
'Apology accepted.' Exner smiled.


Coast of Zib, Aboard the Marine landing vessel, 15:15 12th May

Ackermann sat at the helm of the RIB as it hurtled towards the island.
'Right men, listen up!' He yelled over the sound of the air rushing past them and the sea crashing below them. 'We have no idea if the island is populated and if it is populated who is there and whether they are hostile... frankly we don't know a damned thing so body cams on and weapons at the ready. We're about 5 minutes out, we have to make radio contact with the Ramsau by 1700 hours or they assume we have encountered hostiles.'

The Miteravian Marines approached the shore at a rate of knots. Little did they know they were about to land on not just any island but on the island of Zib.

The Central Bank and Mint of Miteravia (CBM) is government-owned SOE under the directive of the Ministry of Industry and Economic Policy. The Ministry appoints the Chief Operations Officer (COO) of the CBM. As the name would suggest there are two halves of the CBM, The Central Bank and the National Mint with the Bank being headed up by the Chief Banking Officer (CBO) and the Mint headed up by the Chief Officer of the Mint (COM). There exists a third part to the CBM which is the National Vault, which posses Miteravia's Gold reserve which is under the direction of the Chief of Vault Security (CVS). The COO, CBO, CVS and COM comprise the executive board of the Central Bank and Mint.

The Central Bank

The Central Bank of Miteravia is the only bank authorised to issue banknotes within Miteravia, thus granting it a monopoly on the issue of banknotes in all six states of Miteravia. The Bank's internal monetary policy committee manages the national financing significantly however the Ministry may pass orders requiring the bank to comply if Parliament votes for the order to be upheld.
The bank offers and provides a vast majority of the commercial and consumer banking within Miteravia. The bank is obligated to attempt to maintain the Miteravian governmental and civil financial stability and is the designated national 'lender of last resort'. Another responsibility of the Central Bank setting the interest rate nationally in alignment with the government and the mint. The National Vault and Mint are often mistaken to be a part of the Central Bank as the bank is the largest part of the CBM and is often inaccurately referred to as the CBM.

The National Mint

The National Mint is a government-owned mint that produces coins, medals and bullion for Miteravia. As the sole body responsible for minting legal tender coins in Miteravia under contract from the Ministry, the mint produces all of the country's physical currency apart from banknotes which are printed by the Central Bank. The sale of commemorative coins also form part of the mint's operations with coins of varying quality and made of different precious metals released yearly for the collector's market.
Another important operation performed by the mint which contributes to half the mint's revenue is the sale of bullion to investors or general members of the public in the form of bars or coins. Historically the mint has refined its own metal, however since the conclusion of the Civil War that responsibility has been outsource to a different supplier. Bullion bars produced by the mint are stamped with the National Mint emblem and the Laurel Wreath of Miteravia; the bars come in a range of different sizes.
All medals, both Military and Civil, have been produced by the Mint since the 17th century; this tradition has been guaranteed to continue by the Ministry indefinitely. Rarely, the mint may produce commemorative medals for dignified societies, universities or other institutions

The National Vault

The Vault is the official custodian to the national gold reserves of Miteravia and many historically significant or valuable artificats owned by the central government or any of the state governments. Access to the main vault is restricted all but five people: The Minister of Industry and Economic Policy, The CVS, The COO, the Vaultmaster-General and the Deputy Vaultmaster-General with the last two never able to access the vault at the same time. The vault itself is 1.2km bellow the surface and the lift ride is more than five minutes long, the opening to the vault is within Fort Torsten, about 8 miles outside Oklan, and is home to a significant Army and Militia Garrison (Approximately 6,000 active personnel). The vault is estimated to contain 120,000 bars of gold approximately weighing 1540 tonnes.

During the Civil War, he joined the FLA and worked in administering occupied territories and was a founding member of the SLP during the late stages of the conflict. He was elected leader of the party after the war and was a key player in the drafting of the initial constitution and reformed the electoral system. When the SLP was elected to office he was appointed the first president by the MGUP.

Part 1: First Days

Univeristy Housing district, Miloscar City, Miloscar State

Roman Zejda (Ro to his friends), son of a Catholic priest, was usually a reserved and erudite fellow; he had a university permit issued to him by the central government to study Theology since his father was a priest. With a little negotiation with the dean he had switched over to philosophy and ethics but tonight he was not hunched over a book as one would usually find him.
Instead he sat in his state-allocated room on a phone he wasn't meant to own, watching a social media feed that if he was caught using would land him in prison or worse, his interest in current affairs (and his unrequited love of internet memes) made this worthwhile however. The news was coming in thick and fast; Jan Neužil, the current Miteravian Dictator-President, had won his second term in office.

He flicked on the dilapidated television to see the national media's biased view.
'A Momentous occasion for Miteravia has unfolded here today!' The Reporter exclaimed. She continued on showing the high voter counts and approval ratings with graph after graph and photo after photo of ecstatic civilians.
'LIES ALL OF IT' Roman yelled at the television set in futility. He angrily stood from his bed and forcefully pushed the off button on the television set. The silence left behind the noise of the television allowed Roman to hear better than he had whilst he was browsing his illegal social media account; for now he could here a voice. A lone voice, echoing in from outside his window.

The aged window frame lifted, enough for Roman to stick his head out the window to see how was shouting in the middle of the day. The sight he saw before him dumbfounded. A man walked down the middle of the thin street, blocking the traffic, with a pillowcase with a hole cut for his mouth over his head, screaming all kinds of profanity. The pillowcase-headed man shouted with his arms outstretched, called for the death of the Neužil regime over and over.
"He must be drunk", Roman thought to himself.
A car pulled over in the street, a man got out and ran over to the protester trying to quiet him down, probably so the Guard didn't hear him, since if he was caught saying any of what he was saying he'd be hung in the city square. Pedestrians were walking up to observe the commotion, the cars honked their horns and the residents of the road, like Roman had stuck their heads out the window to watch.
Another pillowcase-headed fellow came dancing out a side street, jumping up and down joining in with the cries of the first man that hadn't yet been successfully silenced.

Five or so minutes had passed and now the street had come to a standstill, with cars abandoned in the road and maybe 100 or so people stood outside with a range of household objects obscuring their faces. Another 100 or so people were peppered throughout the crowd trying to quieten them, which was failing dismally. Roman's phone buzzed. He picked it up, reading the message. It was a notification from a news app of his. It read 'Protesters take to the streets all over Miteravia, fighting the election results.', was this what he was witnessing he thought. No the article showed protests of people numbered in their thousands in every major city. He thought momentarily of his family back in Semily, his father and his sister, at least they would be safe in the small village. He ran into the kitchen and grabbed the meat knife, he pulled a spare pillowcase from his cupboard and walked out into the street.

What Ro didn't know is that his father and older sister had taken a day trip to Gwyza, one of the largest cities in Western Miteravia, in anticipation of the election results. Roman's father, Reverend Swen Zejda, had a very deep set hatred for the Neužil. His brother, Ro's uncle, was killed in the Spring Uprising and his wife, Ro's mother, had died after being beaten by a member of the National Guard just after Ro was born because she refused his sexual advances. Three factions formed in the first few days; in the West with Swen and Karolin (Ro's father and sister) were the Western Freedom League or WFL, in a few isolated cities there was the Communist Workers' Union or CWU and then throughout the country there was the Freedom and Liberty Alliance or FLA of which Ro was a member. The revolution had begun on the 9th of November, the day Ro saw a crazed pillowcase-helmeted man, by the 11th the National Guard was fully deployed, causing a full scale civil conflict with 2500 already dead or seriously injured.

The night of the 12th would live in infamy forever, in the town of Pracht in the south of Miteravia the CWU had taken control. At 3am the outlying sentry posts fell silent on the radio. A yellow-green cloud had drifted into the town bringing with it a stench of bleach, only death followed in its wake. Nearly 200kg of weapons grade chlorine gas had been release upwind of Pracht by the Neužil forces, the town had a population 86,000 and 2,000 CWU militants. There were 1,176 civilians and 85 Militants that survived, according to a communique sent out by the CWU moments before The Guard moved into the town and slaughtered the survivors. The Pracht Massacre was over by 6am, with the sun barely on the horizon. Two days later the CWU had taken sufficient casualties that they joined as a branch of the FLA, whom had made nothing but territorial gains since the beginning of the conflict. FLA forces moved into to bolster CWU strongholds, halting any Neužil advances. The FLA with the CWU under its wing now had a manpower of around 135,000 armed militants, although armaments ranged from stolen Neužil assault rifles down to kitchen knives and baseball bats. The National Guard numbered only around 100,000 at the beginning of the conflict but casualties and deserters had rapidly shrunk the number to 90,000 by the 15th. The WFL however only numbered around 22,000 armed with even less than the FLA, they were also isolated with their backs to the coast. The Neužil forces knew all this so on the 16th of November a vicious counterattack struck in the west.

40,000 Neužil Guardsmen, armed with artillery and vehicles attacked the WFL-held city of Luboń, around 8,000 WFL soldiers were stationed there. Of the 8,000 one was Ro's dad and one was Ro's sister. By the end of the second day, half the rebels lay dead in the city although they had taken around 6000 Guardsmen with them. This was the bloodiest day recorded in the entire conflict.

Part 2: Fall of the West

WFL Barracks, Luboń Suburbs, West Miteravia State

Early morning came and Karolin Zejda awoke in the makeshift barracks to the smell of a swimming pool.
'Dad.' She said trying to wake her father. 'Dad, Gas!' She exclaimed. He jolted awake and sat straight up.
'We've gotta go.' He said turning to his daughter. 'Raise the alarm, God damn.'
A few of the other rebels had awoken to the commotion and the smell. A cry of 'Gas, Gas, Gas' went up into the air as all hell broke loose.
The Zejdas rushed outside into the low light of the early morning. The horizon glowed a faint yellowy green.
'Karolin!' Swen yelled, 'Get to a truck, get out of here and find your brother.'
'Dad, what about you, you're coming with me.' She retorted, still standing in the street, watching the gas cloud grow closer.
'Just damn go, they need me here.' He shouted over the sound of the artillery barrage that had just increased its intensity.
She ran to him and grabbed his wrist, 'No, you're coming with me!'
He shook free of her and shouted 'Listen to me just this once, go!'
The explosions were getting louder and closer.
The Zedja's squad leader, Hans, came over to them.
'Revered, you're needed on 18th street, Karolin you're coming with me!' The burly man ordered.
Karolin looked at her father and he nodded. Hans and Karolin set off for the machine gun emplacements that blocked the access down the main street, they began setting more and more landmines to slow the enemy advance so they could retreat and put some ground between them and the Guard. Forty minutes of setting landmines under heavy shelling and sniper fire and the job was done.
'We're heading to the truck depot on 41st and Gwyza-strasse and getting the hell out of here.' Hans announced to the squad.
'What about my dad?' Karolin asked.
'He'll be right behind us, there's enough vehicles for everyone so as soon as 18th is secured we can leave.'
'Fine lets go.'
The group all but sprinted the half-mile to the truck depot. There was maybe another hundred yards to go to the truck when an artillery shell exploded behind them, knocking Karolin unconscious. When she awoke she was in a moving truck, an arm less than she would have hoped. The blast had sent shrapnel through her left forearm, obliterating it.  She had said after meeting up with Ro in Miloscar she did not remember any of the journey. She would die of septicemia on Christmas day of 2016. Ro's and Her father's body was never found and it was assumed he was killed during the battle either by the shelling, the gas or the Neužil death squads that roamed the streets after. The WFL had been destroyed, but the horrors of the battles had embolden the FLA and turned Roman Zejda from a university student into a vengeance-seeking rebel.

Economics and Industry / Economic Treaty Between Miteravia and Iypra

The Democratic States of Miteravia hearby propose a system of Free-Trade co-operation with the Commonwealth of Iypra. The treaty is subject to the following definitions:

  • This Treaty has the official name Miteravia-Iypra Free-Trade Agreement 2018, which can be shortened to MIFTA.
  • Tariff-Free or derivative terms are defined as an absence of all tax or duty to be paid on a particular class of imports or exports.
  • A product of Miteravia/Iypra is defined as any good with a monetary value manufactured, refined or developed within Miteravia/Iypra, not imported from another nation to be exported further.
  • Exempt goods are defined as any raw materials goods, any components required in computer devices, car or aeronautical vehicles or any literature.

The agreement is as follows:
  • All trade in Exempt goods should be entirely Tariff-Free if they are products of either Miteravia or Iypra.
  • All merchants or traders holding Citizenship of either or both nations are to be treated as equals to local traders and merchants in Stock Exchanges or other places of commerce in terms of rights and effective taxation
  • Transactions between traders of the two nations may be executed in any form of legal tender currency of either nation, the choice of currency is at the discretion of the traders
  • When trading takes place within one nation the trade is subject to all local laws.
  • When trading via the internet the laws of the nation the purchasing party is in are to be adhered to

Amendments Rules:
The Commonwealth of Iypra has a right to Veto before deciding if they wish to sign this agreement, after the agreement has been signed by both parties it is effective immediately. Any future amendments have to be agreed upon and signed off by both parties before they come into effect.

Catalog
  • Type 102—austenitic general purpose stainless steel
  • Type 201—austenitic that is hardenable through cold working
  • Type 202—austenitic general purpose stainless steel
  • Type 301—highly ductile, for formed products. Also hardens rapidly during mechanical working. Good weldability. Better wear resistance and fatigue strength than 304.
  • Type 302—same corrosion resistance as 304, with slightly higher strength due to additional carbon.
  • Type 303—free machining version of 304 via addition of sulfur and phosphorus.
  • Type 304—the most common grade; the classic 18/8 (18% chromium, 8% nickel) stainless steel.
  • Type 304L—same as the 304 grade but lower carbon content to increase weldability. Is slightly weaker than 304.
  • Type 304LN—same as 304L, but also nitrogen is added to obtain a much higher yield and tensile strength than 304L.
  • Type 308—used as the filler metal when welding 304.
  • Type 309—better temperature resistance than 304, also sometimes used as filler metal when welding dissimilar steels, along with inconel.
  • Type 310 310S— is a highly alloyed austenitic stainless steel used for high temperature application. The high chromium and nickel content give the steel excellent oxidation resistance as well as high strength at high temperature. This grade is also very ductile, and has good weldability enabling its widespread usage in many applications.
  • Type 316—the second most common grade (after 304); for food and surgical stainless steel uses; alloy addition of molybdenum prevents specific forms of corrosion. It is also known as marine grade stainless steel due to its increased resistance to chloride corrosion compared to type 304. 316 is often used for building nuclear reprocessing plants.
  • Type 316L—is an extra low carbon grade of 316, generally used in stainless steel watches and marine applications, as well exclusively in the fabrication of reactor pressure vessels for boiling water reactors, due to its high resistance to corrosion.
  • Type 316Ti—variant of type 316 that includes titanium for heat resistance. It is used in flexible chimney liners.
  • Type 321—similar to 304 but lower risk of weld decay due to addition of titanium. See also 347 with addition of niobium for desensitization during welding.
  • Type 405—ferritic for welding applications
  • Type 408—heat-resistant; poor corrosion resistance; 11% chromium, 8% nickel.
  • Type 409—cheapest type; used for automobile exhausts; ferritic (iron/chromium only).
  • Type 410—martensitic (high-strength iron/chromium). Wear-resistant, but less corrosion-resistant.
  • Type 416—easy to machine due to additional sulfur
  • Type 420—Cutlery Grade martensitic; similar to the Brearley's original rustless steel. Excellent polishability.
  • Type 430—decorative, e.g., for automotive trim; ferritic. Good formability, but with reduced temperature and corrosion resistance.
  • Type 439—ferritic grade, a higher grade version of 409 used for catalytic converter exhaust sections. Increased chromium for improved high temperature corrosion/oxidation
  • resistance.
  • Type 440—a higher grade of cutlery steel, with more carbon, allowing for much better edge retention when properly heat-treated. It can be hardened to approximately Rockwell 58 hardness, making it one of the hardest stainless steels. Due to its toughness and relatively low cost, most display-only and replica swords or knives are made of 440 stainless. Available in four grades:
  • Type 440A—has the least amount of carbon making this the most stain-resistant.
  • Type 440B—slightly more carbon than 440A.
  • Type 440C—has the greatest amount of carbon of the Type 440 variants. Strongest and considered more desirable in knifemaking than the Type 440A variant[citation needed], except for diving or other salt-water applications.
  • Type 440F—a free-machining variant. Contains the same high carbon content as Type 440C.
  • Type 446—For elevated temperature service
  • 500 Series—heat-resisting chromium alloys
  • 601 through 604: Martensitic low-alloy steels.
  • 610 through 613: Martensitic secondary hardening steels.
  • 614 through 619: Martensitic chromium steels.
  • 630 through 635: Semiaustenitic and martensitic precipitation hardening stainless steels.
  • Type 630 is most common PH stainless, better known as 17-4; 17% chromium, 4% nickel.
  • 650 through 653: Austenitic steels strengthened by hot/cold work.
  • 660 through 665: Austenitic superalloys; all grades except alloy 661 are strengthened by second-phase precipitation.

It is with great pleasure that I, President Eryk Seiler, hereby extended an invitation for you to visit our country on behalf of the Miteravian people. It would be a terrific honor for our nation to host such esteemed guests. Our nations adherents to the Catholic faith have wished for such an opportunity for some time and have been looking for religious and spiritual guidance from a power higher than the existing clergy of Miteravia. Furthermore, we hope that such a visit would strengthen relations between our two nations.

In the event of His Holiness or Her Catholic and Imperial Majesty being unable to visit our nation for any reason I would personally lead a delegation to the Statum Ecclesiasticum, if it were to please you.

BACKGROUND

Miteravia has always been a strong proud nation; held under the yoke of a Nationalist government for too long, a popular uprising occurred leading to the first truly democratic elections held here for almost three centuries. Previously a merchant republic, Miteravia is currently in the process of attempting to re-establish trade links with the world. Its economy and military prowess are growing in the wake of the Civil War. ECONOMY

The economic situation of Miteravia is quite dire due to recently ended civil war, however it is recovering quickly. Its main industrial format is State Operated Enterprises or SOEs which are for-profit corporations with the Government as Primary share holders, share trading is heavily regulated in SOEs. In Miteravia approximately 2.5% of the GDP is produced by Private Enterprise since it is discouraged by the State not recognising the difference between the company's finances and individual share holders. Foreign business are exempt from this. Black Market dealings and crime are almost nonexistent since the legalisation and decriminalisation of all narcotics, organised crime has difficulty funding itself; common black market goods are experimental medicines, firearms, raw materials and banned animal products.

PEOPLE

A hard working, industrious people are the Miteravians yet are world-renowned for being exceedingly friendly, liberal and tolerant. A variety of ethnic and religious minorities are present within the population, with a recent uptick in inwards migration from expatriated Miteravians claiming asylum all over Mundus and an increase in foreign immigration too. Miteravians are considered one single ethnicity with three sub-groups (German Miteravian, Polish Miteravian, Czech Miteravian) that all have slightly differing genetic haplogroups and slight variation in dialect from standard Miteravian German. The Polish Miteravians are primarily Catholic or another christian denomination, with small pockets of irreligiousness, the Czech Miteravians are almost entirely (85% estimated) religiously unafilliated with sizeable Christian populations within, the German Miteravians are a mixture of Protestant, Catholic and irreligious with smaller communities of Islam and other religions. Ethnic divides are not too deeply set or exacerbated by any governmental policies, although due to the slight instability after the civil war there are a few separatist movements although theses are small and few in number.
