Mono-Democracy is a unique form of government known only to Zapan'Rei. Combing elements of both Monarchy and Democracy, Mono-Democracy was formed. Mono-Democracy has a King & Queen (known as the Bloodline Ruler & Nonbloodline Ruler), however, the one who wields true power is the one who was born with the Royal Bloodline. When the leader who has the Royal Bloodline in them dies or retires, the country comes together and votes which of the leader’s kids they want to rule the nation. If the Bloodline Ruler only had one kid, then they vote between the kid and the next family member that would be in line for the throne. Should there be no children of the Bloodline Ruler, the family member next in line are put up to be voted on. If a tie comes up, the Bloodline Ruler’s cabinet votes between the possibilities and the two with the most votes are voted on by the nation. The ruler that has the most power is the one that has the actual royal bloodline in them. The King/Queen do not have unlimited power and thus have to follow the law and their countries constitution. Laws from the King/Queen can be voted down by their Cabinet, Councils, or shut down by the Supreme Court if found unconstitutional. The duty of the King/Queen is to ensure the safety, prosperity, and freedom of their citizens. The Bloodline family can be completely removed and replace, but must meet certain guidelines. If the Royal Bloodline is no longer working for the country, then they can be removed and replaced. To do so, the Supreme Court and 2/3's of the population must agree. The only other way for the family to be replaced is if all remaining Bloodline family members are killed or there are no more Bloodline family members left to take the throne. Political parties are strictly banned in the country. Not to control the population, but to avoid partisanship and similar unwanted political unnecessaries. The government wants it to be up the individual's ideas on what they believe for their political ideas and not a group telling them what their political ideas are.
Other parts of the government belong to the Bloodline Cabinet, Supreme Court, National Council, Territorial Council and Noble Council. Each piece of the government can write up legislation and vote up or down any legislation proposed. Following the Bloodline Ruler, the other two most powerful government figures are the Prime Minister and Chief Justice. The Prime Minister is voted in every six years and doesn't require any previous political experience. The Prime Minister and Bloodline Ruler share near identical amounts of power giving the two the power to halt the others legislative proposals. Meanwhile, the Chief Justice is the top Justice in the Judicial Branch and top Justice within the Supreme Court. The Chief Justice is voted upon by members of the Judicial Branch based on ones career history. No other member of the government can place a Justice on the Supreme Court nor can they halt the acceptance of a rightfully voted in Justice onto the Supreme Court. However, the Prime Minister and Bloodline Ruler can throw suggestions in on who they believe deserves to be considered for Supreme Court duty.
King/Queen & the Bloodline Ruler
The leadership of Zapan'Rei was set up by a family which has become known as the Royal Bloodline. Zapan'Rei is ruled by a King and Queen, however, one of them has little power compared to the other. The one who wields the power is the ruler who was born with the Royal Bloodline in their veins. The Bloodline Ruler is expected to have at least two kids, but is not required. Though the Bloodline Ruler has the most power, even they must a bid by the law. The leaders are not above the law and can be arrested. The Bloodline Ruler can hold power until they die, step down, or are removed from office for whatever reason. When the Bloodline Ruler is no longer in power, the country then comes together and votes on which of the Bloodline Ruler's kids they want to rule the country. If the Bloodline Ruler only had one kid, then they vote between the kid and the next family member that would be in line for the throne. Should there be no children of the Bloodline Ruler, the family member next in line are put up to be voted on. If a tie comes up, the Bloodline Ruler’s cabinet votes between the possibilities and the two with the most votes are voted on by the nation.
- Bloodline Family
The Bloodline family that aren't leading the nation are able to pursue their dreams of any career as they wish. However, if they are put on the ballot, they are informed and will be ready to take the country under their arms if they win. The Bloodline family is not above the law and can be arrested. Until the age of 18, the kids of the Bloodline Ruler live in the palace with their parents. No member of the Bloodline family beyond the Bloodline Ruler is paid by the government unless they are employed in a government position of their own accord.
Bloodline Cabinet
The Bloodline Cabinet is a group of people placed in charge to watch over different areas of the government and the country, specifically chosen by the Bloodline Ruler and can be changed at any time. The Bloodline Cabinet plays a major role, advising the Bloodline Ruler, helping with voting, and even has the power to vote down laws/bills if necessary. Members of the Bloodline Cabinet are not above the law and can be arrested. The Bloodline Cabinet can introduce laws/bills to better help the nation.
There are currently 15 seats held for the Cabinet with each member being assigned by the Bloodline Ruler and Prime Minister.
Supreme Court
The Supreme Court handles situations much like the US Supreme Court. They also have the power to veto/shut down any laws/bills that are deemed unconstitutional. This applies to current laws as well, which can be repealed if found unconstitutional later in time or no longer are needed for the nation. The Supreme Court also holds the special power to be able to remove the Royal Bloodline from power or the current Bloodline Ruler from power. Supreme Court members are not above the law and and can be arrested. Supreme Court members are called upon from judges who've shown exceptional skill and earn recognition. There is always an odd number of Supreme Court Justices, usually 9, to be sure that there is never a tie.
There are currently 9 seats on the Supreme Court to avoid a tie.
National Council
The National Council, or more commonly called Council, is voted up by the people and are elected every 5 years. Their duties are to deal with the concerns of the people and represent them, and are seen as a very honorable position, and one of the few which give you the chance to work closely with the Bloodline Ruler. The Council has the power to vote down laws/bills if necessary and can introduce laws/bills to better help the nation. However, the Council primarily works to help the day to day person rather than make changes for the whole nation.
There are currently 189 seats in the National Council which is led by the Prime Minister in most cases.
Territorial Council
The Territorial Council is similar to the National Council in the fact that they are voted in by population every two years. Their role to supervise the states within the country and help past legislation for the states along with keep the unique traditions and culture of each state.
There are currently 37 seats in the Territorial Council.
Noble Council
Zapan'Rei is split up into nine provinces, all of which are assigned a Lord/Lady by the Bloodline Ruler. Each time a new Bloodline Ruler takes power, they can change any of the Lords/Ladies whenever they want. Lords/Ladies are not above the law and can be arrested and have little actual power. They are put in place to help better over-watch the country. They help provide security and police actions to the people of the province they watch, and bring attention to what's going on in their province to the Bloodline Ruler. Together, the Lords and Ladies make up the Noble Council, which is the lowest "official" government form. They can help vote down laws/bills and can even introduce laws/bills that they feel would help the country or their province.
There is a seat for each Lord/Lady which currently equals to 9 seats.
