"I'm not overly familiar with the Cross Straits arrangements however the idea that you suggest is a good one and I like the concept of this symbolic fort becoming more than a venue for a once a year meeting between our nations, it will become a constant reminder that we are more than just geographic neighbours that share an interesting past. I therefore approve." Next as the issue turned to defence matters. The Khanate didn't have a great deal of heavy manufacturing and so relied quiet often on old Lijiangian or other nations equipment to beef up its defence. This was an opportunity to begin to change that. "I'm fully in favour of your idea for a business. I would though have two conditions, the first is that in terms of distributing the 20% you plan to offer around to entice workers I propose that we make it clear either of us may veto the inclusion of any company or individual for any reason. I also would insist that any patents acquired by the company would be usable for free by either nation but only once they have informed the other that they intend to. For example if we develop lets say a fighter and as a result we patent a new piece of equipment for the radar I would like to think we could fit them into our existing aircraft but would first have to inform you that we were to do so. However I would not want such a patent being given access to a foreign power unless we both agree. Is this agreeable?"

The Khan had wanted the two nations to become close but he had not expected the Dragon-Emperor to go as close as he was now proposing. "I think this could help us both. Our nation has very little fixed agriculture, you do. Our nation has a vast array of untapped natural minerals and you have the ability to get them out. We meanwhile have lots of untapped workforce that can be utilised. I think a closer amount of co-operation could be useful and working towards common standards will make that possible. I believe that in order to make this happen we must have a trade body, I suggest we each appoint an envoy with the ability to negotiate what standards we should have on different matters and then once they present a suggestion we each approve it in whatever manner we see fit." The Khan suggested.

Saruulbuyan was beginning to like the sound of the Enclave. His homeland was still not that most modern and the royal family were committed to  their duties and so luxury living was not high on his list. Perhaps for a few months it would be interesting. "If I'm honest I've never seen a film in a cinema." The Prince laughed, "They're not that common in the Khanate, theatre and circus style shows are watched a lot more. Perhaps we can go watch one together. As for dance, well I'm not much of a dancer, men back home are expected to learn to ride a horse rather than how to dance. I suspect though I can bring a tutor with me who would be more than happy to teach you. Music I enjoy though, I play the Khuuchir....rather badly.....but I'd be happy to show you sometime."

"The idea of placing such trust in the men from Jaargalant that you would give them the duty of guarding your family home is perfect. I agree that the optics of that would send a very stong message of the unity between our nations. Thank you." He smiled, it seemed things were heading back on track. "Now we have a way of showing that strong unity how do we create this powerhouse?"

Saruulbuyan thought for a while on the Princesses request. "Our summers are exceptionally warm and beautiful, our winters are in my mind just as stunning but the weather chills you to the bone, perhaps a nice winter dress would be fitting if I come in the new year. I suppose though the Enclave is nice and warm year round? As for speaking to your friends I'd be delighted. It would be my hope that if they are your friends then one day they will be mine so I'd be more than happy to do what you asked. What do you like in school? I was never much of a student much to my fathers disappointment, I think though the fact I can ride well means he doesn't find me too bad of a son." He hoped the small grin showed the Princess he was joking a little about his father. He knew the Khan loved all his children deeply and while he may see them as political chess pieces he also intended for them to be happy.

As Tielin spoke about the way the previous talks had just ended the Khan spoke frankly. "I can't help but say to you I think you've made a mistake. Your people want to cling to their traditions and this whole missed oppurtunity would never have happened hundreds of years ago. Then my ancestors deeply wanted to ensure our two nations were aligned making us a central Ardian powerhouse. You are a new dynasty and so the ties to the past between us cling on ever so delicately. A marriage would have cemented these ties. Away from your daughter I would urge you to do everything possible to ensure Wenjun and Saruulbuyan marry, I think its a match that would benefit your nation greatly." He had said what he had not been able to with others listening in. "Now of course what has happened between us is in the past and we must look forward yet with a need to form a tie between your dynasty and my nation." The Dragon-Emperor spoke of a transport network and economic friendship but for Mönkhsaikhan there was a more important thing first. "I will speak with you about your transport ideas but first I need to get in place something that will show the bond I have spoken of." He produced a copy of an ancient document. What was once written on a scroll was now on an A4 piece of paper "In the 9th Century the Dragon-Emperor helped my ancestor become the Khan, since then there has been an agreement between our lands that every year young men are sent to serve in your military at our expense. A small gesture that gave us people close to the Dragon-Emperor and ensured we held onto our honour. During the mourning period we placed those men under the command of the Dragon-Priestess. When one man leaves the unit due to old age a new man takes his place. That has not happened under your reign. It will however this year. What I want to happen is the following. First you will accept my 19 year old nephew, Tomorbaatar, as an officer in the unit, he has served in one of our Regional Patrol Units the past two years riding the steppes with men and is an excellent soldier. I want him to be permitted to learn and one day command the horseman who serve you. Second the new members will take their oath in your Palace to your family thus re-establishing the link between the dynasty and mine. Finally I wish them to ceremonially take turns guarding either your palace or the Golden Enclave, showing the world that you value, trust and respect my men and as an extension our nation. If such grounds of trust do not exist a railway is pointless."

OOC- I assume unless its an issue that some kind of embassy exists between all nations. I fully intend to RP that Jargalant have neglected to appoint really good and active ambassadors for the last five years though. Hope this is ok


Gansükh Batzorig had been ambassador in Neu Uburzis just over three years now. His predecessor had been a nobleman and was recalled to the Khanate on grounds of his sisters health,  Gansükh had only ever been intended to be the caretaker ambassador until either the former had returned or a new nobleman was appointed. He himself was merely a 32 year old lawyer with some admin experience in the diplomatic corps but over the three years he'd grown to like the role. Today though he was actually tasked with doing something other than just dealing with the odd piece of correspondence. A message had come through on the teleprompt and now he sealed it in a thick card envelope that was dark red in colour. He carefully affixed the wax seal of his office as ambassador and then retrieved the item requested. He would have called for a car but the staff was basically himself, a secretary, two security guys and Tömör who was a kind of quartermaster, receptionist and chef all in one. He grabbed Tömör and made his way to the small embassies underground garage where a non descript little black electric car sat. It was the kind that a low paid office worker might use for a daily commute in a busy city and certainly not what a real ambassador would have enjoyed. Tömör drove as Gansükh double checked he had his credentials every few minutes until they arrived at the Neu Ubruzis government HQ. "Wait here please" Gansükh  instructed as he flashed his ID at security. "I have a message from my Khan and a package" He handed them over for security unsure whether he needed get a receipt or anything, deeming his job done he gave them a small bow, turned and re-entered the car.

It is my hope this letter finds its way to you and that you are well. I am writing as after meditation I came across the old proverb "Honor, like a yurt, stands tall when repaired from within." It is with sadness that I believe there is the potential that my words in council about your upcoming marriage arrangement may have caused you to feel I had dishonoured you. I wish to apologise if that is the case. I am a man who is proud of my nations traditions and sadly not too aware of the traditions of foreign lands. No offence was intended as I answered the question but with hindsight a better answer may have been given. Our two nations are ones that sit far apart in many ways, geographically, spiritually and traditionally yet I see no reason to cause ill will. It is my hope that you find happiness with whomever is selected.

As a token of my goodwill I hope you will accept the saddle which should have also been delivered. Every man should have a solid saddle on which to build a strong foundation in life. It is my hope that perhaps in the build up to your nuptials you can visit the Khanate and select a horse from our stables to match your saddle and select one for your future wife.

KHAN TO LAUNCH "DIPLOMATIC OFFENSIVE"

The illusterous Khan of Jargalant, His Majesty Khan Mönkhsaikhan II has today announced from his Palace that he intends 2024 to be a year under which a "New horde is unleashed upon Mundus only this time rather than armed with steel and riding horses they shall be armed with briefcases and airplanes." The Khan was addressing the Council of Nom to outline the agenda he wishes to follow over the next 12 months. His Majesty began by explaining that he believed he, and his ancestors, had been to concerned with ensuring the relationship with Lijiang was restored following the ending of their honourable mourning period. The Khan has meet with the Dragon-Emperor and said that he is "confident that the restored throne there is as strong as it has ever been and our two nations shall again be siblings." The Khan also hinted that there would be further announcements about their meetings in the coming weeks and months.

The Khan addressed the stagnating economy. "We in the Khanate have been a nation where we have relied heavily, too heavily, on our agricultural base and even that is far too focused on herding. We have ample space for some large scale projects and the purse of the Khan must be opened to help make these happen. I fully intend to see us utilise to the fullest what the Gods have blessed us with in regards to us developing our nation. Vast wide rivers flow throughout the Khanate and I plan on utilising some of these for hydro-electric. I then believe we can potentially be free from using our small gas industry for electricity and we can then export, in addition we can look at developing this industry and potentially become a continental player. Sadly I think our supplies will prevent us being a global player. I also believe that we can exploit resources of the southern oceans, we've been a largely land based nation but we should make use of the full bounty of what the Gods have given us."

The Khan then went on to address the military stating. "Our nation has a proud military tradition. All of us men are to serve and I have no plan to change that. The Khanate requires us all to be ready to serve the Gods, I have, I have ensured all my sons have and I intend to keep that happening. We though are moving to a time when culture is beginning to change. As such I am aware we have a growing number wishing to explore education to a higher level. I admire that and we will need that. I will therefore allow people to postpone their military service if they go on courses of study. Should they have been in education until the age of 30 however at that point they must serve in the military. I also think in the 21st century there are other ways to serve. We will therefore be removing some exemptions for service, for example currently if you are deaf you do not have to serve. I will now introduce a system of non-military style public service which would for example allow a deaf person to serve in another capacity. We shall establish a new branch of the military called the National Labourers Corps which will carry out jobs such as supporting agricultural work, providing labour on infastructure projects and any other duties we require. Jobs there will involve physical work but also administration. More people will serve."

Finally the Khan spoke of diplomatic efforts saying that the Khanate lacked connections with many nations including its neighbours. "In the long distant past my ancestors controlled small territories. Every now and then one would gather a horde together and ride forth with weapons and spread their influence. My plan is to see that a new horde is unleashed upon Mundus only this time rather than armed with steel and riding horses they shall be armed with briefcases and airplanes. We will by the end of 2024 have formed a series of diplomatic networks unknown to us in the past."

The Khan was then asked several questions about the speech. One member of the Council asked regarding the diplomatic efforts whether the Khan would consider having his daughter Princess Azjargal compete in the traditional Neu Urburzis contest to become the Emperors bride. The Khan rejected the idea saying. "Neu Urburzis should rightly follow its traditions, our traditions though are very different. My daughter is not going to compete with others for a husband. She has no need to compete for a husband as a prize for she is the prize. Emperor Orion would be very fortunate if he got to marry Azjargal and should pray to whatever Gods he holds dear that such a woman would even consider marrying him. I hope his Gods grant him happiness and a large family of course but it will not be with my daughter who will have her pick of men."

It would seem like they would be going in circles for some time and the Khan still would not get the result that he wanted. Tielin was stubborn but it did at least seem that he was a man who would stand by his word. In some ways that was a good thing to have learned during their conversation, especially when it came to the bride price. "In terms of my son Saruulbuyan and Wenjun we have an agreement. In the new year he'll come to the Golden Enclave and you can make arrangements for him to experience life there and spend time getting to know your daughter. Then of course we can explore where this decision takes us."

"I'm honoured you are giving me this oppurtunity" Saruulbuyan said as he stood. "Princess Wenjun I promise that I will arrive in the new year with every intention of showing you that I would make an excellent husband. Should I bring any particular gift as a new years present for what I hope will be my future wife?" He asked before taking a seat again. The discreet pat on the arm from his father telling him he'd done his bit right.

The Khan continued, "I am saddened that Chun and Azjargal will not be married, I know my daughter was committed to the marriage but will now have to learn to accept it. I will of course find her a suitable husband without any issue but having our two lands connected at the highest level would have been a strong message to send Mundus about the bonds between our lands." He leaned back with his glass of wine and turned to his daughter. "When we return home you shall have your pick of the horse-lords." He said even though it was clear Azjargal had taken the rejection a little more personally than he had hoped. "Things happen for a reason and we must respect the Dragon-Emperors steadfast commitment to his word." He proceeded to turn to small talk with the Dragon-Emperor and his family and as things became more relaxed sent Saruulbuyan to sit next to Wenjun.

"So Princess when I come to the Golden Enclave what should I expect. I understand you'll be finishing school but is that within the Enclave or somewhere else? Would I be allowed to see it?" Saruulbuyan was keen to show interest in the girl and begin seeting the foundations his father had urged him to build.

The initial plan of the Khan had not gone the way he had hoped. By now he was hoping to be toasting two engagements with the knowledge that the future Dragon-Empress would be from Jargalant. There was however hope as the Dragon-Emperor hadn't said "no" to any of them he had just put obsticles in place and they could be navigated. "I understand the importance of you keeping your word but what exactly did you promise? That Chun would marry Jincheng? If that is the case you can keep your word. We marry the Prince to my daughter, we could even do that before we leave here. Then upon your return to Lijiang he marries Jincheng. I do however think it important that Azjargal is his first wife, after all she is a Princess while Jincheng is merely a the daughter of a Lord. You'll be keeping your promise and gaining a Princess as a daughter." He tried his best to convince the Dragon-Emperor.

"Now as for Saruulbuyan I have no issue with him coming and spending time in Lijiang, I'll even gladly let you put him to work, maybe you can attach him to some military unit, or do you need someone to train your horses. He needs something to keep him busy while he is there. I don't want him sitting around enjoying being lazy. The problem I also have is that I have plenty of nobles back in Jargalant who are offering their daughters. He could be courting them and getting to know them. So my compromise is that if he fails to marry Wenjun it becomes your duty to find him a high ranking bride from Lijiang or once he finds a woman to marry you will pay the bride price demanded? I believe that would off set the risk we would be taking. Personally I do not see a reason either of these marriages should not proceed. Wenjun will not find a better husband than a Prince."

Naval power had traditionally never featured in the armed forces of the Khanate and what Navy they have had has largely been defensive in nature. The KNS allows conscripts to join the Marine Guard which protect naval bases and conduct amphibious operations. They provide security onboard ships and often support customs inspections. Despite joining the KNS an individual, even a pilot, would be expected to pass a horse riding proficiency test.

KHANS AIR FORCE (KAF)

The Air Force of the Khanate is designed primarily to support ground operations. As such it relies heavily on multi-engine and rotary wing aircraft. The KAF do not take on conscripts except in the role of members of the Air Guard which are responsible for protecting air bases and occasionally providing manpower for things such as escorting medical and rescue evacuations. Despite joining the KAF an individual, even a pilot, would be expected to pass a horse riding proficiency test.

ARMY OF THE KHAN (AOK)

The Army of the Khan has required service for all men. At some point between the age of 16 and 35 an individual must complete two years of military training. The vast majority of individuals end up in the Regional Patrol Units (RPU) which are cavalry units that carry out regular long range patrols across the plains of the Khanate. As well as carrying out military duties the RPU are expected to also support local communities in rural areas by helping with livestock, repairing equipment, offering medical care and agricultural labour. Each RPU is made up of a core of five career soldiers who are specially trained in various skills such as engineering, medical care and mechanics who lead the squad. The rest of the RPU are made up of around 20 conscripts. The RPU is based very much on the traditional element of the Khan's forces being horseman and as such still use horses for these patrols and can call upon air support when required.

Mönkhsaikhan accepted Jing's embrace happily, while the people of Lijiang and Jargalant may share some distant DNA it was a case that the Jargalantan's seemed more open and less formal than their ethnic cousins. "And I wish you both many more years ahead" he commented on the Dragon-Empresses comments about the length of their marriage. As the Dragon-Empress went around the table the Khan said hello to each of those introduced in turn. "Prince Chun we will of course be delighted to attend your upcoming wedding regardless of when it takes place. I hope that once your nuptiuals are completed you would consider spending a honeymoon of sorts in Jargalant as our guests." As Princess Wenjun was introduced he paused for a moment or two. "Princess its wonderful to meet you." then onto Daoming, the young Prince. "I hope young man that you too will come and visit us." It was strange to Mönkhsaikhan that a Concubine would be here but that was were the two nations may have differed, while the Dragon-Emperor fathered children with those of less noble blood the people of Jargalant did not concern themselves too much beyond the Khan's senior wife about the social standing of others. While introductions had been made his own family had arrived.

"Tsagaan-arslan you know but this is my boy Khicheengüi and my youngest son Saruulbuyan, he is 17." the two boys both still had one parts of their ceremonial armour and each placed a hand over their heart and sat. "Next we have my senior wife Ankhtsetseg and our daughter Princess Azjargal." The group took seats and the Khan took a sip of the wine, "I like it" he said keenly holding his glass up towards a server to indicate he would like some more. He shot Khicheengüi a glance as the Prince was already loading a plate beyond polite heights. The boy must have a tapeworm, he ate like the world was running out of food yet never put on weight. "I'm apologising if this is rude but while we have family here I wish to speak a little of family business. We will have much to discuss Dragon-Emperor to Khan later. Our nations should be the closest of friends but your nations mourning has put us back several generations but I think we have a speedy fix. Next summer Saruulbuyan here will be expected to marry, pretty Wenjun there is reaching an age you will be searching for a suitable husband. I think a Prince of Jargalant would be a very good match. I also hope you do not take offence to this but Azjargal should have married a while back but wished to attend University. If Prince Chun here has yet to marry his bride I would propse Azjargal marries him, I would have no worries if once Azjargal and Chun married he also marry his current betrothed, your religion though will have customs much different to ours and if I have offended you then please accept my apology." He finished and noted that both Azjargal and Saruulbuyan, who were well aware of their fathers plan, had shown little reaction. The Khan took another sup of his wine, picked up some strips of meat and waited the Dragon-Emperors response.

To the Khan a man who wasn't comfortable in the saddle couldn't be comfortable on a throne. As the words his father had told him when he had fallen off an unbroken stallion one day and claimed he was never riding again ran through his mind he turned to Prince Khicheengüi holding the Royal Guards banner firm and shot him a smile that indicated he found the situation funny. The world though was changing and the Khan maybe was stuck in the past but the world would be a nicer place if people remembered some of their morals from times before the internet. He was though pleased that the Dragon-Emperor seemed to like the horse even if he seemed well out of practice on its back. As Prince Tsagaan-arslan handed over the jade dagger that had been given as a gift the Khan drew its blade and examined it. The blade was pretty and clearly a mark of a skilled craftsman. He was also impressed that the Dragon-Emperor had sent gifts for all his children and as he sheathed the blade he found a way to attach it to his belt before nodding a thank you to Tielin. As his counterpart made his way to the centre line and yelled across the Khan slid down from the saddle and handed his ornate helmet to his now horseless soon. The King then stood with his arms out in the shape of a cross and two guardsman appeared and removed the leather armour chest plate that he'd been wearing and then the bracers. The Khan handed the men his sword belt and now wearing a dark purple tunic and leather riding trousers strode over towards Tielin. He held out his arms to offer an embrace as monarch to monarch. "I would be delighted to join you, once my sons have ensured our horses are cared for they will join us with my two Khatuns. First though I'd like to meet your family. I hear we are expecting a wedding sometime soon?"

While the Dragon-Emperor may have been satisfied making his way the the Narun Sebusitai fort and keeping a relatively low profile the Khan was not going to do things by half. The village of Dzürh sat around 20km away from the fort and after a journey by car there the Khan changed into traditional robes and accompanied by his entourage of red armoured ceremonial soldiers, his two wives and his two youngest sons, mounted his horse and in the early morning sunshine rode the remaining distance to the fort with several of his soldiers drumming an accompaniment. As they reached their nations entrance to the fort his soldiers there opened the gate and formed a guard of honour as he entered. Seeing the Dragon-Emperors banner already flying he turned in his saddle to 19 year old Prince Tsagaan-arslan and issued a series of commands. The boy elegantly and effortlessly slid out of the saddle of his grey steed and reached into the saddle bag removing a piece of carefully folded cloth. He made his way over to the flagpole accompanied by two men from the forts guard and their in traditional leather armour he fixed and then raised his fathers own banner to the same height as the Dragon Emperor. He then returned to his horse and took it by the reigns and made his way to the road that marked the divide between the two nations. He then removed his helmet, handed it to a soldier who had followed him and then loudly spoke. "Your Imperial Majesty, Dragon-Emperor of the Majestic Empire of Lijiang, friend of the Khanate I wish to present to you the stallion, Batbayar, his name means "Strong joy" and we wish him to stand as a symbol of our desire to maintain the bonds between our nations that have brought peace for so long." To: The Dragon-Emperor of Lijiang.

Over 1000 years ago our ancestors negotiated an arrangement to prevent them going to war. With a few exceptions over that time the arrangement has held peace between our nations. Even during your nations period of mourning we abided by our ancestorial pledges. There was a time when the Khan of Jargalant and the Dragon-Emperor would meet at Naran Sebusitai Fort every two years. Since both of us have gained our crowns this has not happened and I believe that now is the time to both travel to the fort that was built to symbolically mark the agreement. We both must respect and honour the past and I can think of no better way to do that than reviving this important tradition.

THE KHAN

The first person to be called Khan was Batzorig in 878. He had previously been using the title "Khan of Three Clans" before then but having brought all of the territory that makes up Jargalant under his control he assumed the title of just "Khan". Since then the title has passed down the male bloodline of his family with rules for inheritance being eldest male child capable of riding a horse with no saddle. Should the Khan's son(s) be unable to do this or he has none it then becomes "oldest brother capable of riding a horse with no saddle", then first cousins and then if none exist the husbands of any daughters, sisters, first cousins are utilised. This has happened several times during the history of the nation, the last being in 1892 when Khan Chono V died and had only a two year old son, no brothers and no male first cousins. As a result his sister husband became Khan.

The Khan has always utilised a crown made out of silver. It has on the front a portrait of the Goddess Ezen whom is responsible for the creation of the Universe and is said to have a special connection to the Khan. While the crown is worn only on special occasions a steel neck piece is worn more regularly. The Khan has lots of power and while some of these are laid out in the Decree of the Khan and Nom it is widely accepted that as the Decree states it is his duty to "protect and guide all his subjects like a beloved child" he is free to do as he wishes, however since 1967 the fact the Council, known as the Kurultai, became a permanent sitting body it gave them the power to block taxation and effectively hold the Khan hostage in terms of him being able to change laws and impose his will.

The Khan has several key responsibilities.

1. Create laws for the smooth running of the nation.
2. Appoint judges to oversee court cases.
3. Lead the military
4. Act as the final arbiter in cases where sentences are considered unjust.
5. Issue decrees to carry out executions.
6. Appoint and oversee Jereeb to oversee and maintain regions of the Khanate
7. Listen to and act upon petitions brought by the Kurultai.
8. Carry out all rituals as required by Shaman.
9. Create shortlists for the appointment of government ministers to be determined by the Kurultai.
10. Negotiate with foreign governments.




Khan Mönkhsaikhan II

The current Khan is Mönkhsaikhan II. His full name is Anchin Mönkhsaikhan Tamir. (In Jargalant culture names play significant roles in culture, his name translates as  Hunter (Achin) who is eternally handsome and kind (Mönkhsaikhan) and strong (Tamir).

He was born in 1976 as the second child of his father Sükhbaatar II and his first wife Altantuyaa. He has an elder sister and four half-siblings. He grew up attending the Academy of the Khan but was considered not that academic. He was a keen wrestler and weightlifter. He left the Academy at the age of 16 and his father sent him into the Mounted Pioneers, a group of young men who ride the steppe repairing water systems, maintaining remote barns and other seasonal farming structures as well as hunting predators to herds. He enjoyed this life and when at the age of 18 he could have joined the military he requested his father let him stay in the Pioneers as a "Bashi" which was a person responsible for the conduct and safety of 20 younger members. He did this work until 2001 when he undertook his mandatory time in the military where he served as in a Wolfhound Regiment. These Regiments were long range scouts that used light vehicles including motorbikes to scout for enemy positions and report back. He found this similar to his time in the pioneers and after completing the minimum term enlisted for a further two years.

After leaving the military he returned to the Pioneers as a logistics commander ensuring the teams of pioneers in the field received the materials they needed for things they found on their rides. In addition he sat several times in the Kurultai both as a Jereeb and then later as a representative of his father. He became Khan in 2019 after his father passed away from illness.

He is married to two wives.

Khatun Ankhtsetseg (first flower) - They were married in 1993 and have three children. Prince Aimshiggüi (fearless) Khüchitbaatar (powerful leader) who was born in 1997, Prince Khicheengüi (hard-working) Otgonbaatar (younger son) born in 1999  and Princess Azjargal (Happiness) born in 2002.

Khatun Tsaiglan (good hearted) - They were married in 2000 and have two children. Prince Tsagaan-arslan (white-lion) Saruulbuyan (Good luck) born in 2004 and Princess Uuriintuya (Morning light) who was born in 2007.

The Decree of the Khan and Nom

In 1887 Khan Ganzaya III drafted and then issued this Decree that has is effectively a constitution of the Khanate. Nom is the God of Wisdom and therefore the title of the Decree itself establishes a link between the Khan and the Gods.

Each Jereeb is to oversee annually the selection of an individual to be picked by all male adults of a Sum. On the appointed date the Jereeb and appointed person are to attend the Council. Any Jereeb not attending without good reason shall forfeit their land and title.

10. The Khan shall be permitted to maintain a standing army which shall be supported by all subjects.

11.  The Khan shall be free to make laws for the good order and stability of the Khanate so long as they do not change this Decree. Any changes to this Decree must be supported by a minimum of twenty Jereebs.

A Sums Jereeb may change their selected representative with 10 days notice. An elected Councilman may only be replaced in the event of their death or if they have not attended Council for seven days. In these cases a new secret ballot must take place and they are disqualified from standing. The Councils calendar shall run 1st September to 1st of August giving the month of August for elections.

4b - The Khan shall not need to attend all Council meetings and may appoint a representative to speak on his behalf. On occasions when this happens that person shall be afforded the same respect and dignity as the Khan.

5. On the 1st September each year all Council members shall give oaths of loyalty to the Khan, any individual not taking an oath shall be disqualified from the council and held for treason. THE KHANATE OF JARGALANT
National Motto: Together Under One Sky


In the 5th Century AD the leaders of Lijiang penetrated the Guulin Mountains intending to put the vast steppes under their control. At that time the people of the Jargalant region where more likely to fight each other than a foreign invader as their way of life was still very nomadic. The Lijiangian invaders secured the territory until the 9th Century until a time when a War-Lord by the name of Batzorig united three of the largest families and lead an attack into the ???? where the Lijiangians had established several key cities. Batzorig was highly successful and pushed them back through the mountain passes, there the much larger Lijiangian army were able to use their superior numbers and discipline to hold the advance. Over the next fifteen years there were a series of back and forth clashes where the Lijiangians would clear Batzorig and his forces from the mountains but once they attempted to march across the steppes the superior horseman skills of Batzorigs forces pushed them back until the whole process was repeated. As a result the then Dragon-Emperor and Batzorig, who was now using the title Khan of Three Clans, meet at Otgon Sum, what is today the capital of Jargalant, and made an agreement. The Lijiang Dragon-Emperor would help Batzorig defeat all the other Clans in return for an agreement that he and his descendants would never cross through the mountains, it was also agreed that the Dragon-Emperor would maintain at Batzorig's expense 150 fully equipped horseman drawn from the horseman of Batzorigs Army. This agreement held and by 878 Batzorig was declared Khan of All the Clans and accepted, according to legend, a bride from each of the Clans at his now capital of Otgon Sum. Once confirmed as Khan of All the Clans Batzorig declared his nation to be Jargalant, roughly translated meaning "Land of Joy"

Jargalant passed down five generations of Batzorig's bloodline until several of the more isolated clans tried forging independence from the Khan, these conflicts often lasted several years and the nation underwent several decades of conflict. This was a pattern that would persist until the 1600s. In 1687 Khan Chono II reformed the way the Khanate was set up, while the family had tried to control lands through family members appointed to be commanders in regions Chono realised it was best to use local families. As such he established a system heavily borrowed from Lijiang. He set up a series of schools, the largest in Otgon Sum, which took boys aged around three from across the Khanate and effectively brainwashed them into theological and military obedience to Chono II. Once they had reached the age of 15 they were returned to their family and put into service either through the religious service as Shaman or in the military as Jereeb, best described as the equivalent of a noble knight found in other cultures. Jereebs were given an area known as a "sum" or district to enforce the Khans law in, dispense justice, protect the people and manage day to day problems. The Jereebs were fiercely loyal to the Khan both because of their education but also they knew failure to do so would see all other Jereebs honour bound to kill not just them but their parents, wives and children. The Shaman class also used their teachings to help establish the Khan as a kind of conduit with Nom, the God of Wisdom.

Khan Chono II's reforms brought relative peace to the nation until the 1800's where there was a brief revolution by the peasant classes. This was harshly put down by the Jereebs and mass executions swept the nation using rather brutal methods. Khan Ganzaya III however understood that unless changes were made further Revolutions would be undertaken and so he opened up further schools to produce what could best be described as a civil service, this was open to boys of all classes and based on academic excellence alone. He also instituted the "Decree of the Khan and Nom" which put in place several moves to make life fairer for the peasants for example stating that each summer a Council would meet in the capital made up of all Jereebs and one elected individual from each "sum". At this Council the Khan would present lists of candidates for key jobs and must secure the support of both Jereebs and peasants in attendance for their appointment. The Decree also introduced a form of trial by jury and the Council would also be able to block changes in taxation. This seemingly did the trick as there have been no further serious revolution attempts.

Starting in the 1880's various occasions have seen the Council established under the "Decree of the Khan and Nom" used by succeeding Khan's to amend the Decree. Each of these amendments did not need the support of the Council but the Khan at the time did abide by their vote. One of the key amendments came in 1967 when it was determined modern technology meant the Council could more or less be established full time and no longer meet once a year, although this has remained a ceremony.

The Khanate is a land that has held tightly to its traditional roots and customs however the means have often changed. A good example of this is the connection to the horse, initially the horse was seen not just as a warriors tool but also central to herding lifestock ranging from sheep, to yaks, to feral horses. A man must present a potential wife with a horse before legally being allowed to marry. However in many ways vehicles have replaced them with Toyota Hi-Lux pick ups being a regular fixture on the steppes today, or even some more high tech families using drones to herd livestock.

The country is mainly made up steppes, forest and a small desert while in the ????? the ????? Mountains separate the nation from Lijiang and the foothills of these mountains include several cities. The majority of Jargalant citizens however live in settlements with less than 3,500 people.

TREATY SEES FLEET TAKE TO SEA


Following the majority of nations attending an anti-piracy conference in Eskdale reaching an agreement on measures to protect commercial shipping. Queen Diane was the first to sign the agreement that will see several nations co-operate to stop organised piracy. The treaty will see the creation of a recognised route through the Krimeon region, a route that is currently being called the "Rainbow Route" which will be patrolled by participating nations navies. The treaty will also put in place a series of officer exchanges, a task force to deal with piracy home bases and also establishes a fund to try and tackle poverty. Explaining the contents of the treaty the Queen said. "The treaty is a sign of co-operation between the nations of the Krimeon. We have today put in place a system that will give the world confidence in passing through our regions waters. In addition we are giving people of all nations within the Krimeon region a chance to take advantage of investment loans that can hopefully allow their enterprises to flourish. It is my intention that we can end piracy without firing a shot by showing people they have other ways of living that are going to be less hazardous to their health." Almost immediately after the Queen and her guests had signed the treaty ships began departing home ports across the nations coasts in order to begin patrols. Among them was HMS Holme, a nuclear submarine, which is being assigned to a pool of vessels available for assignment by other nations in the treaty. While it is not yet understood if the vessel will be utilised by treaty partners the ship is part of a six vessel contingent assigned for this role.

The Queen however did go on to say that she suspects the Treaty goes beyond what is actually needed. "The talks were started after reports of Rokkenjiman naval forces intercepting a pirate vessel and taking it to Lakhzovia. We invited the Lakhzovian President to talks but they failed to attend. As of now there has been only this single vessel undertaking piracy and it is clear Lakhzovia can not be too concerned if they have ignored regional co-operation. We though are now in a position where the problem will never have a chance to get a foothold."

The Queen also indicated that she will be contacting members of MICA in the coming day about other piracy issues. "We are now committed to three oceans, it will mean some rejuggling of assets but it is a series of operations well within our capabilities. The approach we have now outlined in the Krimeon is very similar to that adopted by MICA and we have seen how that has worked superbly. I'm equally as hopeful for this."

Diane was delighted, it seemed that they had a path forward. "If we are now in agreement I suggest that we each sign the document and then we can instruct our navies to bring this piracy to an end."

On the 29th April 2023 the nations that have signed this document have done so with the intention of ending piracy in the Krimeon. The nations have agreed to a four step solution which is outlined in this document.

Step 1 - Protecting Shipping.

a) The Krimeon will have a recognised maritime trade route that will be divided into zones for each nation. This shall be called the Rainbow Route.

b) Each nation shall maintain a naval, and if possible, aerial prescence in the region designated to them.

c) While this route is in international waters signatories will allow, as far as possible, the nation designated that section of the Rainbow Route to take a lead in handling security for that region.

d) Details of this route will be published and commercial shipping passing through the Krimeon is recommended to utilise it.

e) Details of this route will be published and military shipping from non-signatory nations are recommended to liase with the designated responsible nation while operating in the area.

f) Any nation stopping acts of piracy in the region shall, as far as practical, take any seized vessel and its crew to the nearest signatory nation for processing.

Step 2 - Establishing Co-Operation

a) The signatory nations will, as far as possible, provide resources to a Krimeon Naval Coalition (KNC).

b) The KNC resources will be allocated first to nations who believe they need support fulfilling their patrols of the Rainbow Route and then to a multi-national team patrolling the extremities of the Rainbow Route.

c) The KNC will undertake in October 2023 a series of naval exercises and drills.

d) The KNC will establish an officer exchange programme allowing officers to gain knowledge and experience of different nations militaries.

Step 3 - Preventing the establishment of a Krimeon base of operations for Piracy

a) The signatory nations shall establish a Krimeon Strike Force (KSF).

b) The KSF shall be made up of a collection of land, air and sea assets made avaliable for missions designed to disrupt pirate operations.

c) Each nation providing forces shall nominate an officer to be their nations KSF representative.

d) If a base of operations is discovered within a nations territory or waters (territorial and EEZ) as recognised under the terms of the FSC then the officer from that nation shall take command of disruption operations.

e) If a base of operations is discovered outside of all signatory nations then negotiations with the nation in question shall be carried out by representatives of signatory nations. This may include offering KSF assets to support that nation.

f) Any individuals taken prisoner during operations are to be handed over to their home nation in the first instance so long as that nation will place that individual on trial. If that will not take place then the nation of the ship which was pirated will have authority over the prisoner on condition that they will place the person on trial. Should neither of these things be possible then the nation making the arrest will take control of the prisoner.

Step 4 - Removing the Need for Piracy

a) The signatory nations shall establish the Krimeon Development Fund (KDF)

b) The KDF shall hold a balance of funds as made available by signatory nations, private donations or corporate gifts. Any funds given more than $10,000 shall be declared publicly.

c) Any signatory nation may appoint a Trustee to the KDF.

d) The purpose of the KDF shall be to offer micro-loans to individuals in the Krimeon region who intend to establish or expand small businesses or enterprises.

e) No micro-loan may be for more than $100,000.

f) The development loans can be used for any of the following purposes.

i)To improve regional access to education
ii)To improve the standard of agriculture and aquaculture.
iii)To provide better access to clean water, energy production, health care or waste disposal.
iv)To create employment opportunities for people outside the person applying's family.

g) Those gaining mirco-loans for purposes ii and iv shall make the accounts of the enterprise available for the next eight years. Should the enterprise make in excess of $500,000 before tax the enterprise shall begin repaying the loan. Trustees shall negotiate with the enterprise a reasonable rate of repayment.

h) Once/if the enterprise begin making repayments they will be charged 1% interest. All payments, including interest shall be repaid into the KDF.

i) If after eight years the enterprise has not made in excess of $500,000 before tax then the loan shall be written off.

k) Enterprises located in any nation with a border touching the Krimeon may apply for the micro-loans.

Queen Diane was rather impressed with the draft that the young man from Lijiang had put together. It seemed to be rather concise but would clearly send a clear message that the Krimeon where not going to accept piracy. It also would go some way towards letting the region begin to work together. She had seen the power of how that worked well in the Mhorish and Illumic and if this was successful the third sea that Eskdale was on would be pretty secure. "Thank you for this draft. I don't see much to add to this however if we are talking of potential aerial prescence in Step One then perhaps when we talk of the KNC Officer exchange we could make it so that this extends to air force as well? Otherwise I'm pretty happy to put Eskdale's seal of approval on this."

Diane was glad people seemed keen to at least do something, what worried her though was some of the non comital moments from some of those in attendance when it meant putting boats in the water. "If it is of any help I will here and now issue that RCV Oddendale along with its enoturage of RCV Farleton, RCV Keld and RCV Redhill and Warcop will be made avaliable to plug any holes in the "Rainbow Route" in addition members of our Royal Marines will be forming an anti-piracy force onboard Oddendale. Should anyone else be willing to share assets I am confident we can plug as many gaps as appear."

Prince Henry was suspecting that his sister would be feeling a little disappointed. It wouldn't though stop the day from going ahead and with some luck positive steps would come out of it. The barges had been set up to ensure the final stage of the journey was comfortable and hopefully a nice insight into the city of Westlinton. The parts near the canal itself where still evidently from the industrial revolution that the nation had passed through in the late 1700's. While hundreds of years ago the warehouses stored wool, coal, iron and a variety of other materials for use in the factories that dominated the skyline once upon a time, today they were offices, or trendy appartments, one or two were even bars. Today a few curious onlookers peered out to watch the barges pass by, each one bearing the flag of Eskdale off the rear portside and the guests on the starboard. An off branch of the canal ran straight past the bottom of the garden of Queen Anne's Palace and down by the dockside Queen Diane waited to greet the delegations. There were a series of benches alongside the dock and she sat with the slowly growing number of guests until all had arrived and then walked as a group up the beautifully cared for lawn, past the small herb garden which at this time of year was just beginning to get aromatic as the mint mixed with the wild garlic. They entered the Palace and made themselves upstairs to the Paget Drawing Room, so named after the Palace's founder's family. It was a room now filled with large comfortable chairs tucked under a freshly varnished oak table. Little name tags showed where each person should sit and a specially prepared bank of headphones to various translators were handed to each party as they sat.

Satisfied everything was in place Queen Diane began. "It is good to meet each and every one of you. Its my hope that today we can put into place a series of measures that will allow us to co-operate to ensure that this piracy problem is eradicated. Between the five of us we can ensure that our trade shipping is unharmed by this threat. While so far we have had a single incident I am keen to ensure that is all that happens. With this in mind I would like to make a proposal. It sadly will need some reworking. I had drafted a plan that would have seen the Krimeon split into areas of safety. Each of us would have taken a portion of the sea to look after two trade routes, one in the south, the other the north. We would run patrols along these routes thus helping trade shipping have confidence in the region being secure for their passage. We will of course now have to revisit this idea as we lack some key attendees if this plan was to work. Can I therefore ask each of you what you propose?"

Reports of piracy in the last few days present a concerning picture. With the Illumic at one end and the Matilda's at the other the Krimeon is an important naval passageway. It is our belief that we need to formulate a united policy regarding such actions. Previously the Illumic had become a hotbed of piracy and action by various regional organisations has all but eradicated that from the region. I believe that we should therefore learn from their example and meet to ensure that we, as a group of nations, can ensure the safety of important trade links. I would therefore like to invite representatives to Westlinton to discuss such matters.

It had been some time since Westlinton had received overseas visitors but with the reports of pirates in the Krimeon it was important steps where being taken by everyone in the region. As a result the airport was expecting the various VIP aircraft and waterborne traffic had been given a curfew on the Papcastle Ruddock Canal that ran through the city. It was routine that any visitor was given a trip down the waterway that had once been a main transport artery of the city in the 1800's. It was today more popular with tourists and some small local industries and while some cities may close airspace for VIP's here in Eskdale they close waterways.

Prince Henry, the Queen's younger brother was waiting to meet the delegates. At one time he had been regent of Eskdale for 12 months as Diane had nursed her husband through his terminal illness however since she took back the reigns in 2015 he had contented himself with the odd royal function, public appearance and occasional consultancy with a shipyard. Today though he was looking forward to something more meaty. His personal secretary informed him the first aircraft was turning up and so Henry watched the aircraft grow larger before touching down.

DETAILS OF FAILED "FIRST ATTEMPT" REVEALED

Several weeks ago a groups of computer researchers managed to access a vast range of internationally censored data. One one these files contains definitive proof of an early East Moreland attempt to create their Empire. While it is common knowledge the Morelanders persuaded King Walter of Eskdale to put his first born child, the then Princess Diane, into their care to attend the centre of Imperial preparation at the Royal Northfort University. In 2002 she was manipulated into a relationship with Prince David of East Moreland, the man who aims now to create the Empire of Helus. It is clear that 21 years ago King Sven of East Moreland, the father of the now King David, was laying what he hoped to be the foundations for the slowly forming Empire. The couple soon began a romantic relationship and looked set to marry. This is a well documented fact mentioned by both biographers of the East Moreland monarch and the Eskdale Queen. What however these newly unearthed documents reveal is that in 2003 she was made pregnant by David, no doubt a ploy to ensure a marriage that would lead to the Morelander royal line inheriting both Kingdoms. This evil seed however was not allowed to grow within the womb of the soon to be Queen Diane and as her medical report reveals she had a termination, a fate many wish upon all Morelanders. Eskdale therefore should be seen as a beacon of freedom for Mundus. While once upon a time in the clutches of the Morelander agenda Eskdale has broken free and while her unborn child may be dead the sense to resist the Ironsides was born. To this day while Eskdale and East Moreland are friendly the Commonwealth of Eskdale has not followed any of the political paths the Ironsides have pushed for. What wll now remain to be seen is if King David, who is on record as wanting a large family, will react to knowing that a future heir to the legacy he is trying to create was killed.
