As the various guests relaxed in the gardens of the Lodge Emperor Benson proceeded to, along with his family,  give blessings to those with passes to allow them access to the Lodge to see its opening, meanwhile the rest of large gathering crowd around the building were blessed by a large number of Hougon and Mamba happy to take bowls of the deep red blood with them to anoint the heads of the faithful. As the last of the guests entered the lodges green gardens Benson appeared his family fanned out behind him. It would have appeared Benson had changed into a reddish pink set of clothing however on closer inspection it was only the slick red blood that had dyed his outfit. He seemed unfazed by the feeling of the thick cold blood on the clothing making it cling to his legs and arms and made his way happily through the crowds. "Please follow us up." He gestured to the foreign guests. "You'll forgive me but ladies please ensure your head is covered before we enter." They had made their way through the gardens and now reached a doorway which featured no actual door within it. "The home of the Loa is open at all times, they must be permitted to come and go as they see fit, the faithful must be able to visit whenever they wish too." Benson explained and watched as two reed clad Zangbeto stood either side of the door inspected Princess Sophia to ensure she had properly affixed her head scarf. Benson had ensured he had explained to these religious enforcers the importance of today and while he didn't want them to forgo their duty to the spirits he also didn't want them to offend the guests from overseas and so the women within the group were given just a casual glance over and so long as their head seemed covered the two men stood in silence.

The inside of the Lodge was in some ways not as impressive as the outside. It was rather dimly lit and had very few seats and those it did have appeared more like long benches than anything else. They were arranged in a kind of diamond shape leaving a large open space in the Lodge's main chamber. The main chamber itself was diamond in outline with the roof looming high above them creating a vast open space decorated with richly coloured wood carvings in the form of masks representing the different Loa. It seemed like to the uneducated eye the masks were haphazardly placed along the walls but each of the four walls represented one of the seasons and the Loa on that wall were at their most comfortable during those periods. For example in the spring there was Ayida-Weddo her mask a writihing mass a brightly coloured snakes for she was of course the "Rainbow Serpant". Arranged around her mask were images of flames, phallic and yonic symbols and farm tools representing her role as the Loa mainly responsible for fertility, fire and the harvest. Prince Christian helped the visitors find a seat. "Its likely to get a little chaotic" the Emperors brother seemed to relish that but pointed to a large table at the side of the hall opposite where they had come in. "That is the alter table that gets used for certain ceremonies, its unlikely to get used today. Next to it you'll see a door. It leads into a walled garden outside, we've instructed the Zangbeto to only allow you guests into it. Should things get too wild then please feel free to have a moment or two." The Prince watched as the chamber began to fill up until finally one of the Zangbeto by the door raised a hand as a signal.

Emperor Benson had gone and stood in the middle of the room a circle of people pressing close around him so that had he reached out a hand he would have touched those on all sides of him. A simple wooden chair was passed over the crowds head and soon Bensen appeared above the crowd standing on the chair. Without any warning to those watching Bensen sang a few words in Paracambian. "Since I was small, I have been singing for the Loa" No sooner had he sung the words than drums were rattled and rather haphazardly the crowd sang back the words. "Oh it wasn’t a little guy who showed me how to sing" Bensen's voiced boomed and echoed around the hall and once more but more unified this time the faithful sang the words back. Bottles of the nations favourite dark rum were already being passed around the Lodge floor as people began to drink. "Oh friends, let me teach the Loa’s songs!" The crowd applauded and then repeated the line back in the same tune the Emperor had. Between him and the assembled masses they were gathering the attention of the Loa ready for the ceremonies. "Ever since my mother’s womb" someone had handed Bensen a bottle of Rum and he took a great swig from it as the crowd sang his own words back to him. From across the room the guests would have seen him then pour a large stream of the thick brown liquid into his son's mouth as he sang the next line. "the great Loa have claimed me. Rejoice." He jumped from the chair and embraced his family as the crowd repeated the final line before the space in the centre became a heaving mass of dancing and drumming. Bensen put an arm around the shoulders of his son Marcus walking him through the crowd towards the area the visitors had been gathered. The Emperor was now looking far from royal, his clothing was stained with the blood from earlier and soaked in rum. The two royals arrived before the guests. "We have greeted the Loa and now we watch and wait" Bensen explained. "The Loa are now according to our faith all around us and if they wish to speak with us they will, when the right question is asked or the right person offers themselves take possession of someone, maybe multiple people at one time." Little pockets of people formed now each with their own chair at the centre and one at a time people climbed onto the chair and sang in the same manner as the Emperor had, those gathered around being friends, neighbours and family sang back as each gave thanks or asked for blessings to individual Loa. Closest to the visitors a young woman of about 20 had climbed up and now sang.

"Father Larak[1], I’m thanking you,
it’s not about the money you gave me.
I came to thank you.
It’s true the yard gave me the calling of the Loa.
When I call the Loa, the Loa hear me.
When I speak to the Loa,
they take care of my problems"

The crowd around her cheered her song as they repeated it and Bensen applauded at the end with them. "I don't know that you girl." he began to explain, "Her outfit though is that of a new Mamba, she's giving thanks for becoming essentially a Priestess." Out of nowhere there was a sudden rush as a group of worshippers split apart there in the centre was a young boy dancing wildly his arms and legs a blur he would freeze momentarily and adopt some kind of pose before becoming a blur once more. Bensen took hold of Princess Una's hand and guided her to get a better view before turning to address everyone behind him. "That boy.....he's been possessed by Father Larak. We can tell by the poses." Bensen pointed to a mask on the wall and almost immediately two Zangbeto appeared with a ladder and took the mask off the wall rushing it through the crowd above their head a passage opened among the dancers allowing them through and they carefully placed the mask on the boys face while he seemingly ignored them and carried on. Soon crowds gathered around him each trying desperately to touch him as he seemingly was possessed by the Loa. "People will be speaking with the Loa now." He moved Besarian's future wife Isidora slightly closer, "Do you hear him." even with Bensen translating for the group what was being said was nonsense. "People will ask their question, but with so many asking at once things get lost and people will hear a message from within the boy's voice and the sound around which answers there question. This is because the Loa guide the words, the sound waves even, to our ears to help us." Across the large room Bensen could see other ladders gathering masks off the wall and for the next hour or so the room became a mess of drum circles, possessed, unpossesed and then reposseded faithful all mixing together in the room filling with the smell of rum, stale blood and sweat. It was perhaps a rather unregal ceremony compared to many but it was clear that the people felt a strong connection to the Loa. It was time though to bring the ceremony to an end and so Benson made his way to the alter table and clambered onto it. It was clear he was no longer totally sober by his climb but he was still more than in control of himself. "PEOPLE!" he yelled and like an army listening to orders then drumming stopped instantly and the dancing and singing stopped except for those who were in the midst of the Loa who even without the rhytmic beat of the drums continued their random dancing. Zangbeto moved close to these people to help ensure they didn't accidently hurt anyone in the midst of their actions. "The Loa have come, they have come and rejoyced with us. They love their new home and they love us. This is the first of a new wave of Lodges I plan to build, first one for each island, then more and more. We have been today so happy to welcome those from East Moreland, Achakerin, Ui Cenneslaig, Lodja, Bakkermaya and Aosta to witness the day. They are the first from outside our homeland to see such a ceremony and from the bottom of our hearts I thank them for not believing so many awful movies about Vodou Dolls and Zombies.......we save them purely for Tamora......" the Emperor grinned and the crowd laughed enjoying his jab at the slavers. "I hope our guests will take the knowledge that our faith brings all together equally, happily and rejoycefully to their homes and here and now officially on record I ask those of you who can to speak to your Heads of Government, to your Heads of State to allow us, at the Empire's expense, to construct a Lodge in your capital. I ask that you permit a delegation of those here today to come and welcome the Loa to your nations. You have each today meet the Loa and seen them and I know that even though they know you are yet to take them to your heart you came in honest friendship so they will watch over you and your people." The crowd applauded and as the noise still echoed a young boy in a mask oblivious to where he was in his trance came close. Zangbeto didn't stop him but kept a close watch to make sure he didn't trouble the guests too much. The boy was in his early teens and wearing the mask of a female Loa, a Loa dedicated to love and happiness. He seemed to make gestures in his dance towards Besarian and then Isidora. Benson as a trained Hougon watched on interpreting the motions along with several others gathered. Before Benson could explain the crowd began singing and dancing again. Benson was forced to move close to the couple and speaking loud enough for everyone to hear explained what was happening. "Gerau is an Loa of long marriages. She is preparing great happiness for you two. She says even when this world falls apart the bond of yours will not. Its a very very promising and happy blessing." He shook Besarains hand and then kissed Isidora on the cheek. Benson once more jumped onto the alter table landing slightly awkwardly. " Tonight we celebrate all the blessings we have received. TO THE BEACH" He pointed towards the door and people began hurrying towards the door.

Christian waited for the locals to leave and then marvelled at the Lodge, what had been a pristine chamber was now a mess, broken bottles, rivers of rum and some blood from sacrifices people had brought, there were even items of clothing littering the floor. The Zangbeto were already getting busy with brooms brushing out the reeds they'd put on the floor to soak up the inevitable booze. As each person left the Lodge though they placed something, be it money or an item in one of several buckets by the door. "We are a passionate but messy faith" the Prince laughed as he helped guide Sir Jacob and Rosa Ayanami between a mound of what looked like a pair of trousers, a wooden mask and crate of now empty rum bottles. "I think someone is going to have a tough morning tomorrow" Christian said more to himself than anyone as he reached the buckets and removed from his trouser pocket a envelope which he deposited in one of the buckets. The envelope spilled a bundle of banknotes as it hit, Prince Marcus and Princess Sophia were doing likewise in different buckets while Benson brought up the rear with a golden necklace and several rings which he placed in the buckets. "Each bucket represents a group the Loa should help, the Old, the sick, the young and the poor" Christian began to explain. "Any cash goes to charities to help those causes, any items are used as is best seen." Each bucket had a Zangbeto watching over it and as the royals left they began the process of taking them to somewhere secure.

"Now." the Emperor took a large intake of the fresh air outside. In the garden some people were clearly enjoying the sunshine and a few more drinks continuing their singing in praise while others began the move through the gates they'd entered through and turning left down towards the road that would take them to the beach about 1km away. "You have a choice" he addressed his invited guests. "I clearly need a shower and a new suit" He held his arms wide showing the state his own clothing, now stained, stinking and ripped, had been reduced to. "I however would love to speak with you all properly. So if you wish to freshen up yourself we can have cars take you to your accommodation, naturally if we wish to see the celebrations continue then we can have you escorted to the beach, sadly that's a walk though. There you'll find the Paracambians starting their own beach parties but we have a nice venue for a bite to eat there which will allow us to see the celebrations but have some privacy. I will see you there in an hour, assuming I can get the smell of rum out of my beard." He bowed to his guests as he excused himself leaving several smartly dressed aides to help the guests with whatever they wanted to do or see.

The Empire of Paracambi finds that at present it can not support the people claiming territory and declaring it the Cross Island Republic of Gungniröar. We do not believe they should at this time be recognised as a nation as despite the islands they claim being uninhabited we know first hand that much goes into protecting islands and surrounding waters beyond just a physical occupation. We are certain that within the last 19 years Runavik will have undertaken work managing the environment and safety of this region and that this shows they have not abandoned the islands. We do however admire the pioneer nature of what these people are trying to achieve and hope that the government of Runavik can reach a compromise allowing this group to remain residing on the islands while respecting the territorial sovereignty of Runavik

EMPIRE ISSUE GAMES EDICT

The government have today confirmed that no Paracambian athlete will compete in this years Mundus Games. The Emperor explained the decision stating, "Other nations have, perhaps understandably, stated that they will allow all athletes to make up their own mind and avoid staying in Tamora. This is a decision that each nation must make on their own merits. Paracambi meanwhile has a unique history with these nations as we actively faught and sought out slavery to eradicate it. Our nations heritage is proudly built upon our anti-slavery action and not a single Paracambian is untouched in their ancestry by the institution of slavery. Some of us will have lost ancestors to the war on slavery, some will have been captured, others will have been granted their freedom and brought to the safe arms of the Empire. We can never turn our back on this heritage." It was explained that the Emperor has the agreement of all national governing bodies that they will not be sending competitors to the games and even went further that he has their agreement that any Paracambian who competes under the Mundus Games banner will never compete for the National Team again.

The Head of the Paracambian Mundus Games Committee, James Amway, announced that TV coverage of the games would not be taken up by the national broadcaster as has been the case in other years and to date no independent media outlet in Paracambi has announced that they have gained permission to broadcast the Games. The Head of the Committee though did announce that during the dates of the Mundus Games the Empire Games would take place with all the same sports as the Mundus Games. Mr.Amway also confirmed that while the Paracambian athletes would be taking part representing their Principality not the Empire they had also issued invitations to the Dukedoms of Bakkermaya and the Islands of Lodja. "While I understand Lodjains and Bakkermayans may go to the games we can still celebrate the true Mundus Games spirit that does not downgrade human beings by surrounding arenas with slavery. In Aluhampton we shall have our own events, broadcast across the Empire and celebrate the way sport can unite people."

The room above the gate was filling up now and it wasn't really a large room as it was. Prince Christian had been enjoying welcoming the various guests and seeing who was next through the door. He'd kept everyone stcoked with drinks and was delighted when Walter had handed over a bottle of port. He didn't have a great in depth knowledge of the Aostan Marine's but the Regent's aide was right there was a kind of unwritten bond between Marines across the world and when Walter suggested they open the bottle Christian didn't need asking twice. He went around offering the fortified wine to each of those willing to partake.

As the clock neared the appointed time Christian felt that he should at least warn those in the room what was going to happen. "Shortly with a bit of luck a procession will form from the various different groups wandering the city.  My brother is heading towards this gate and once here we'll begin the walk up to the new Lodge. It's been planned as a bit of a parade but don't expect any slick orangisation like a military parade it'll be lots of dancing and strutting. You'll notice quiet a few animals being herded along with us these will be needed for the rituals up at the Lodge, I think though you'll find lots of people bringing their own along too." He shrugged his shoulders indicating that it was just one of those things and beyond anyone's power to stop. "My best advice for today, just go along with the flow."  As if perfectly timed the sound of hundreds of steel drums and horns could be heard approaching by now all playing the same tunes.

Downstairs the Emperor and his children had arrived and were standing waiting patiently for the faithful to arrive as the sound of music drifted ever nearer. Prince Christian waited for the guests to finish their drinks before heading downstairs just in time to see the people stop at the gate. Emperor Benson held up a hand and little by little the music stopped and the crowd silenced themselves with hissed "shhhss"

"People of the Vodou faith" Emperor Benson spoke loudly "Today is such a momentous day that even Bondyé[1] will look down at us and smile. Today is a hugely momentous day for the Vodou faith, finally we are giving the Loa a home here on Mundus. This day shall go down in history alongside with the building of Christianities Vatican, the construction of the mosque in Mecca, the Temple in Jerusalem and the Temple of Helus in Northfort. Today I am thankful that I am alive to witness such joy in our faith and to see for the first time in history those from beyond our shores come to witness the Vodou faith." The crowd cheered and a wall of noise from steel drums and horns filled the air. The Emperor turned to face the gatehouse and holding hands with his daughter and son lead the people into the old part of Aluhampton through the gateway. Several of the Parcambians surged forward as the music began and people weren't so much walking through the old part of the city but dancing and strutting. Soon the foreign guests found a loose ring of smartly suited men around them, clearly bodyguards of sort and Prince Christian walked with them. Around the group the locals swarmed not paying them much attention until a young girl of about six or seven years of age sneaked past and without a word took hold of the hands of Isidora Smirnov and Rosa Ayanami without breaking dance step she casually danced a few steps without really realising where she was before catching the eyes of a bodyguard who simply lowered his sunglasses and shot her a look which made the girl let go and send her skipping ahead. Prince Christian spotted the girl go ahead of their group, do a cartwheel out of nowhere and then carry on dancing much to his amusement.

It wasn't a long or difficult walk to the parkland where the Lodge of the Loa was built. It was a large, maybe five story, pure white building in a kind of stepped design. It wasn't a pyramid as such as it didn't have equal sides. Stretching out before it was a single story walled area again ringed by a white wall. It had only one entrance to this area and as they neared it the procession stopped and a set of speakers on the back of a truck were waiting. Benson clambered up onto the flatbed of the truck and took hold of a microphone to address the crowd. "When I became Emperor of Paracambi I was content only to see to the matters of running a nation. I was dedicated to providing nourishment only of our stomachs, what I failed to understand was the fact that I hold a unique position in Mundus. Paracambi is the only nation in our world that can claim to be the home of Vodou. It is the only place which speaks with the Loa and I as its Emperor should have held many conversations with them, but I didn't. I was deaf to their words and guidance but you the people of our nation kept the faith and your example opened my eyes, my ears and most importantly my heart to the Loa. I studied, I listened and now I am so proud to lead you into their new home. First though we must bless this place." Benson leapt down off the truck and headed towards the double wide door that would lead inside. Instead of going inside he stood while a pair of Zangbeto, the nations religious police as such, dressed in woven grass costumes brought over a trio of sheep. Benson withdrew the knife from his belt and took hold of one of the sheep holding it roughly in place with one hand and his legs until confident he had it in position. "To the Loa, accept this offering as a sign of our devotion to you." With a swift and strong cut he severed the sheeps throat the bright red blood gushing onto the floor and across the white clothing he was wearing. While the sheep's life struggled away he manouvered it so the blood flowed across the grass of the parkland and onto the white stone of the Lodge. Once the sheep was done thrashing he smeared blood from his hands on the doorway and then moved to his daughter Sophia. He pressed a bloody thumb to each of her cheeks before repeating the process on his son and brother.

Large TV screens had been erected in the park and now a large group of Zangbeto gathered at the entrance way. Behind the truck a pen of sheep was visible along with a group of four or five Hougons and Mambo's each ready for the next part of the task. What resembled a walking haystack appeared before the foreign guests. "His Imperial Majesty would like you to enter." The man's voice was partly muffled by his outfit but the sweeping arm gesture was clear. Prince Christian, the smeers of blood on his face reappeared with his niece Princess Sophia who now had her headscarf tied around her long hair which was piled on top of her head in the local style.

"The blood is the mark that you are with the Loa" Sophia said proudly as she joined them, "everyone here today will get a blessing but only those with tickets for the bit inside will be blessed by my father.....if they want." she added knowing the foreigners may not be willing to accept such a mark. They made their way towards Benson who was now armed with a pot of what was clearly fresh blood.

"Welcome to Paracambi" Benson greeted them for the first time with a thumb dripping in blood ready for any who wished to accept the mark. "I would like to talk with each of you but sadly my thumb is about to get a work out." He looked at the large line forming behind the VIP's and once he'd seen them go past he set about marking each of the faithful entering the lodge.

THE NEW INSOLENT ANNOUNCED

With the old HIMS Insolent leaving service in 2017 following a massive fire on board the aging Destroyer the name sake replacement had not been determined. Today though at Alemba Dockyards an announcement was made that the 6th reincarnation of the HIMS Insolent would be a Helicopter Cruiser, half Destroyer and half Helicopter Carrier. The ship baring the name Insolent is seen as the flagship of the Imperial Navy after it's first incarnation under famed commander Jebadiah Braithwaite rose to national prominence because of the national legend of the Minstrel Boy. The Emperor's brother, Prince Christian, was at the dockyards to see the design unveiled. The Prince stated "The new ship is something our Navy has never had. It will be the 6th ship to bare the legendary name Insolent and looks just as impressive as the first to have that name. As a former Marine I think the new Insolent is an asset that I wish we had in our day as it packs a useful amount of firepower into something highly mobile. Keeping a close to 300 year old tradition alive is important and that is why the construction was brought to Alemba, the place the original Insolent was finally retired."

A second Helicopter Cruiser is also going to begin construction at Aluhampton in mid September. It is estimated that each of the ships will cost $750million however several more will need to be spent acquiring more helicopters to operate off them. Upon completion the new HIMS Insolent will tour each of the provinces of the Empire. Its crew will be determined by applications from those whose family have served on past incarnations of the vessel. The second Helicopter Cruiser has yet to be given a name and several people are already suggesting it should be named HIMS Braithwaite or HIMS Jebadiah after the Insolents original captain.




PRINCESS CONFIRMS CONVERSION

Princess Sophia was brought up for 16 of her 18 years of age as a member of the Rastafarian faith as is tradition among the Imperial Family for females to be brought up in the minority faith of the Empire. Around a year ago though Emperor Benson passed a law stating that it was no longer a requirement for any Empress of Paracambi to be a Rastafarian. Since the death by assassination of her mother Empress Madeline however the Princess has been rarely seen as Rastafarian gathering and yesterday confirmed she had indeed adopted the Vodou faith.

Today the Princess explained her decision. "When I was a little girl the Rastafarian faith seemed like a duty I had to be part of. I loved going to the services, the rituals. People were so friendly and the atmosphere was always fun. One thing however that I never really liked the idea of was the way women were seen as being subordinate to men. Some of the rules just seemed unfitting for the fact that as soon as I turned 18 I became a Duchess in my own right. The Rastafarian way for the Imperials just can not work out. I'm a Princess by birth and if I marry it would be someone of a lesser rank, however suddenly under Rastafarianism I would be expected to do what he instructed. I also did not like the way that Marijuana was a necessity to be close to God. The more I learned the more I felt it was un-Paracambian too, its a faith based on Christianity a faith foreign to our shores and one that didn't even originate in Albion, if I'm an Imperial Princess of Paracambi I should be the embodiment of all that is Paracambi."

The Princess explained how the family reacted, "My father showed no concern at all. He has always held the belief that a person should be free to be whatever faith they wanted. He was naturally in love with my mother but he always found her faith a little divisive. My brother Marcus was happy as I think he knew I'd been unhappy attending the Rastafarian services once mother was murdered."

Many citizens in Aluhampton celebrated the news calling the Princesses announcement her "rebirth" or "awakening". One senior Mambo Priestess stated, "The Empire is overseen by the Loa, today we've one more soul accepting their guidance and the fact she is a Princess seeing the light after nearly two decades of misguided education speaks to the Loa's power. We move ever closer to a time all Paracambians accept the true faith of our people and our race." Meanwhile prominent Rastafarian figure Ayotunde Clement who was once spiritual adviser to Empress Madeline has spoken of it being a "Betrayal of the Rastafarians of the Empire. Today we have no one in the Imperial Family fighting our cause, we run the risk of becoming an enslaved group once more, we escaped opression, served the Empire against the Seleucid slavers and now the Emperors own blood betrays us. Laws need to be in place meaning the Imperial family represent all Paracambians. With the Emperor taking the role of Head Hougon of the Vodou Faith and then stating he will not be committing to marrying a Rastafarian if he ever remarries it is clear we run the risk of the Empire becoming an Alander style nation where those of minority faiths are punished."

The Palace released a statement saying that Mr.Clement's words were "non-sense. Religious freedom is enshrined in law in the Empire and despite his wife's death the Emperor has stated several times how he felt supported by the Rastafarian's of Paracambi. Even if no member of the Imperial Family attends Rastafarian services the Emperor hopes he will still be welcome to come and pay his respects to the faithful at times of significance for their faith." Emperor Benson also pointed out while on his way to a cabinet meeting, "I have always allowed the Principalities of the Empire to set their own rules on things that have an impact on religion. No Principality so far bans marijuana, no Principality has an established religion and all Principalities teach Rastafarianism, Vodouism and even the ancient faith of Tekuism in schools. We are an Empire open and protective of all."

NATIONAL HERO 1 - THE MINSTREL BOY


Paracambi is a nation that is rightfully proud of its navies history. Throughout the period of time when the Seleucid Empire tried to sell slaves across Mundus the Paracambians made it their duty to track down Seleucid slave ships and attempt to free those onboard, regardless of where in the world they had originally come from. As a result the Navy often clashed with the Seleucid in almost every ocean of Mundus and as a result certain ships and certain individuals became legends, chief among them is a young man who later symbolised the nations determination to stand for freedom.

Little is actually known about The Minstrel Boy except that in 1743 on the Island of Alemba a 16 year old inn musician named Thomas was wooed by the tales of legendary naval captain Jebadiah Braithwaite and joined the Navy. For a few weeks Braithwaite and his crew toured the various provinces of the Empire recruiting replacements for the HIMS Insolent, a ship that already had a reputation for leading the charge in freeing slaves. Eventually the ship ended up in Aluhampton where the crew spent several weeks refitting the ship ready for its next deployment. As usual the crew of the ship had been billeted in the cities fort and upon leaving the city marched through the streets to the dockyards lead by Thomas and his harp singing various songs. Little did the people of Paracambi know this would be the final time the young man would set foot on his homeland's soil.

The HIMS Insolent set off for the Kyne and spent several months raiding Seleucid shipping lanes and freeing various slaves whom they would off load to other Paracambian ships before returning to the fray. In 1744 we have confirmed reports of the ship docking in several ports including Gaia, Edwinstowe and even Portworth as they chased Seleucid ships across Mundus. Letters sent by Braithwaite while in some of these ports tells us about the life on the ship and while we never get confirmation of Thomas' surname we do get regular mention of "Thomas the Minstrel" who would according to his captain "while away many an off-duty writing shanties, ditties and ballards praising our victories and mourning our lost brothers." In 1745 several sheets of music were left by Braithwaite in Claith and a local dairist of the city speaks of witnessing a "Musical duel between a young Paracambian and his harp and a broad Celt on bagpipes." The story goes on that the "Young bern and old man parted as brothers in music." We also have from this stay the mention of Thomas being praised for his bravery for helping carry wounded sailors from boarding parties back to safety from the enemy vessel.

In 1745 we get the final mention of Thomas The Minstrel in Braithwaite's reports. This time from a letter sent from Walesby in Bakkermaya. It tells the tale of how the HIMS Insolent emerged from fog to find itself faced with a pair of Seleucid ships. The Insolent and the Seleucid exchanged fire for around an hour as the Insolent sought to escape. Realising escape was impossible Braithwaite realised the ship would eventually be caught so determined the Insolent would board the first ship which had strayed too far ahead of its partner. As the two ships got close Marines and deckhands from the Insolent crossed onto the Seleucid ship and with his harp as usual strapped to his back Thomas went with the boarding party. The Paracambians realised slaves were being kept below deck and so four of them, including Thomas made their way below to try and free them. It was during this that the second ship arrived and collided with the Insolent and its sister ship which was badly damaged. Braithwaite realising both Seleucid ships were now damaged because of poor seamanship thought he may be able to slip away so sounded a recall and cut the lines linking the ships together. He was recorded by several other officers as waiting "until the very last moment before taking his own sword and cutting the lines knowing in his heart he had failed to rescue a single slave and likely consigned some of his men to a life in chains." Braithwaite himself took up the story.

"Through teary eyes our vessels began to drift away, some ten men were on deck begging us to come back, some launching themselves into the sea trying to swim to us, we pulled three men from the sea that way. Suddenly we saw a commotion on deck and the men who had gone below returned to see that we had abandoned them. We could hear the Seleucid commander order them to lay down their arms and their lives would be spared. Suddenly a harp flew from the deck into the ocean and a brave shout of "Insolent always" was heard. We watched as men tried to hold back the Seleucid as Thomas the Minstrel disappeared below deck. Moments later we shielded our eyes as the Seleucid vessel exploded into matchwood. It was clear Thomas, Richard, Peter and Henry had decieded that the songs we sang alongside that harp would never sound in slavery. We prayed that the spirit of these men would return to guide our nation and our righteous mission. Here is to the Minstre Boy torn perhaps in body, not in spirit."

The Insolent managed to slip away and limped to Alemba, fittingly where the Minstrel Boy's story began. Braithwaite attempted to find the boys mother however was unable, likely she had died in the plague of 1744. Braithwaite and the crew spent the winter there repairing the ship and as news of Thomas' heroic death spread more and more men came forward to join. In the spring of 1746 the Insolent took back to the seas with a new figurehead, gone was the mermaid replaced with a harp. For the next five years the Insolent raided Seleucid ships and a newly recruited youngster called Richard Bowyer took up the mantel of the ships Minstrel. He began writing songs inspired by the ships adventures and this included a song in honour of Thomas. The song soon began to spread along with Thomas' story and began to be something sang across the Empire until it eventually reached the ears of the Emperor of the time who was familiar with the tale already. He insisted the song be sung at all royal and military functions and that became the National Anthem. Braithwaite meanwhile was offered command of the whole Navy but refused as it would mean leaving the Insolent.

In 1747 while  resupplying in Walesby a local came to the ship and having heard of the story of Thomas the Minstrel presented the crew with a heavily damaged harp which bore the ships name and an inscription, "To My Boy Thomas", the harp was that thrown away to prevent the Seleucid taking his pride and joy just before his death. The harp was brought back to Aluhampton where it remains to this day on display in the Royal Museum.

In 1751 the HIMS Insolent carried out its final raids and having experienced a huge amount of damage raiding Seleucid ships in the Kyne limped home to Castries. A Royal Shipwright declared the vessel unsalvagable and the battered old vessel was decommissioned. Braithwaite was now aging and despite wanting to remain in command was granted an estate in Alemba. Instead of fully enjoying his twilight years Braithwaite established a small Naval Academy and commissioned two boats of his own, The Minstrel and The Harp. He helped train a large number of future naval leaders and in 1754 he was made Duke of The Insolent.

Upon his death in 1762 Braithwaite wrote the following to his Emperor, "My Emperor. I have dedicated my life to freeing those in chains and when my arm lacked the strength to do so I tried to prepare others to do what I could no longer do. I will go before the Loa and tell them how many are free because of the Insolent, how many have their families because of our work and I know they shall be proud. I know though that as I speak to Papa Legba behind him will be the four, Thomas the Minstrel, Richard, Peter and Henry. While I know it is Legba who shall judge my soul it is the judgement of these four brave souls I am concerned of. I pray they find in their heart the compassion to forgive me for leaving them in the enemies hands. That moment of poor judgement is the blight on my career, my biggest shame and regret. I have done what I can to ensure their memory and sacrifice is never forgotten. I ask you, my beloved Emperor, to ensure that the story is never allowed to fade." In his will Braithwaite left considerable funds to provide pensions for his crew, educate their children and build a memorial to his HIMS Insolent.

Braithwaite was given a heroes funeral with his body buried at the Academy he had built in Alemba. The old mast head of the harp was taken from its place in the Academy and displayed in Aluhampton. At this point the city was beginning to expand and the old wall was seemingly becoming pointless in terms of defence as the city had spread outside of it. The then Emperor was Jovian II who had on top of the gate that the crew of the Insolent had marched through a new guardroom constructed and the gate was renamed the Minstrel's Gate. Above the gate now stands a bright yellow clocktower with a panel bearing an incription welcoming people to the city. It reads "Here is Aluhampton. Tread lightly for on these streets the spirit of The Minstrel Boy shall forever be." around the panel are the names "Thomas, Richard, Peter and Henry"

The last request of Braithwaite is still recognised today in many ways. HIMS Insolent is still a ship in the Paracambian Navy with the nations Naval Officer Training Centre being located at Braithwaite's Academy in Alemba and two training ships operating there called HIMS Minstrel and HIMS Harp. Additionally whoever commands the Insolent upon retirement is granted the title Duke of The Insolent, a title they surrender when the next commander retires. The ship also carries a unique rank that of Lead Harpist which is given to some individual onboard who is skilled in music.   


The Minstrel Gate

The story of the Minstrel Boy is very clear to see in Paracambian popular culture. Along with the memorials and military rememberance of the boy the nations National Anthem is an ode to the story. In the modern period a large number of films and TV shows have told the story the most recent being The Warrior Bard which was released in 2019. The nations sports teams wear a harp as their emblem and male teams use the nickname "The Minstrel Boys" while the women's teams use "The Minstrels".

Controversially in 2016 in the Commonwealth of the Iwi a grave was found on a former Seleucid plantation that read simply "Thomas Insolent" and seemed to date from the 18th Century. This lead many to believe that Thomas did not die in the manner described by Braithwaite and was infact captured and spent the rest of his life as a slave. A case was made that Braithwaite embellished the story of Thomas in order to create a national hero and inspire the nation. This point of view however finds next to no supporters in Paracambi.

If you had the misfortune of being in Aluhampton for any reason other than the opening of the "Vodou Vatican" then today was not your lucky day. The streets began to fill up with people from about 4am and where the Paracambians went and a celebration was happening steel drums came along too. By 4:30am there was no chance that anyone in central Aluhampton was still asleep, what had been isolated little bands from local community clubs had merged as they had made their way towards the Lodge of the Loa and now it was like one huge band were playing with the sounds drifting over the city as the sun began its ascent to start another warm day. Among the crowd little groups were carrying effigies of the Loa decorated by schools, sports teams, youth groups or even just small groups of friends. Every now and again pairs of effigies of the same Loa would meet and the people crowded around them would momentarily burst into a spontaneous song in praise of that Loa before exchanging hugs and handshakes before dancing off again. Naturally large quantities of rum were already being passed around along with quiet a bit of weed, contributed by a fair few of the Rastafarians who despite not sharing the faith were happy to just enjoy the day. This was the cause of a few problems as among the crowd the Zangbeto wandered, the defenders of the Vodou faith, a kind of multi-coloured religious police force. For the followers of the Vodou faith the smoking of cannabis was a no no and the Zangbeto confiscated a fair few spliffs and threatened to punish those with it if they caught them again. This intervention however wasn't stopping the atmosphere.

Up at the Palace in Aluhampton the Emperor was getting ready. Today would be the first day the international community would see him not as an Emperor but as the Chief Hougan, the most highest ranking priest of the Vodou faith. Out had gone the sharp designer suit, in had come the lose fitting white trousers and a simple v neck white shirt, around his waist he had a simple long piece of white cloth had been tied with a long knife with no sheath was tucked into it. This would be the only thing considered a weapon allowed during the ceremony to open the Lodge. He could hear the music from the city drifting into the Palace grounds and the joyous nature of the music was already making some of his guardsman smile and dance a little at their posts. The Emperor didn't mind the men having some fun but he knew they would be disciplined enough to not get that distracted. Satisfied that he was prepared the Emperor made his way downstairs and found his son Prince Marcus and his daughter Princess Sophia were waiting. They were both wearing beautifully bright coloured clothing similar in style to their father however Sophia has a head scarf of red and blues tied around her head. There had long been a tradition that the men in the Imperial family followed the Vodou faith while the woman the Rastafarian, so much so that the Emperors arranged marriage to his now deceased wife had ensure he married a Rasta. Sophia however had always leaned more towards her father's faith and when her mother was killed two years ago she had taken the opportunity to persuade her father, who in truth took like persuading, to drop that law.  The children each embraced their father. "Your knife sharp?" Marcus asked his father. Benson drew the knife and gently ran a thumb down the blade.

"Sharp enough." Benson said as he let Marcus inspect the knife before putting it back in his belt. "Kids, I need you today to do several things First be good hosts, while not as many nations are coming as we had hoped they are here as friends. The second thing is to be pious, make sure you are an example to our people. Especially you Sophia." He took hold of her hand, "You're the Princess who has changed our Empire forever and this will be the first time in public you've shown your true self." Sophia nodded feeling a little emotional as though the Loa Anaisa Pye was embracing her. "Finally, I want you to enjoy yourself. We're not Christians singing sad songs about God, we're not bloody Cultists banging on about Underlords and battles, nor are we Manists proud to enslave. We're Vodouists, we celebrate life, we celebrate everything. You must look like your enjoying yourself......" he pulled Marcus aside a little , "Just not too much ok." His son had a repuatation for being a frequenter of many of Aluhampton's beach bars and clubs but the father and son knew this was a jest and smiled.

The three of them walked out the Palace and into the open top car which had given the Emperors security guards nightmares but the Emperor had insisted, if the Loa wanted the family gone then they'd get rid of them so whatever was to happen today was going to happen. No sooner had the gates opened for the two mile journey to the Lodge in the city itself a crowd began cheering and waving throwing flowers at the royals. "Sophia! Shopia!" they chanted happy to see the Princess in the car as many had speculated she would be largely absent today. The Princess waved back and took some of the flowers that had entered the car and put them into the head scarf she was wearing.

In the centre of Aluhampton sits The Minstrals Gate a place where legend has it a young boy called Thomas went off to war in the 1700s against the Seleucid his father's sword and his harp being his only possessions. Just three years later the same boy died refusing to surrender to the Seleucid and become a slave, his last act of defiance being  to smash his own harp before igniting a barrel of gunpowder aboard the Seleucid ship his boarding party had been cut off on. It was a story that had inspired the nation even so far as his crew mates who had survived writing a song in his honour, the song later became the national anthem and it was the words from the song "No chains shall sully thee, Thou soul of love and bravery" that were inscribed on the archway that would have at one time marked the entrance to the city. It was here that  Christian Soloman, the Emperors younger brother was waiting in the small room above that archway in a bright yellow building. He was half hanging out of the window watching the crowd beneath them already partying. "Prince Chris" several men yelled up. He looked down and recognised them as men he had served in the Marines with and waved back. "Ya coming for a drop" one help a large clay bottle, no doubt full of dark rum.

"Nah man" Christian responded with a smile, "Sun ain't o'er yardarm." he pointed only half seriously to the monument to the Minstrel Boys ship, The Insolent which was made of a mound of stones from each part of the Empire topped with a ships mast. "I've some bigwigs to look after. Walk Good bro." He waved goodbye as his comrades headed off towards where the Lodge would be opened. Christian waited patiently for the sound of footsteps on the wooden spiral staircase that came up into the the old guardroom.

As has been reported in the Paracambian media our faith has been constructing its first purpose built home. The Vodou faith has yet to spread much beyond the homeland of Paracambi but we are hopeful as people gain knowledge of our faith they will accept the Loa into their hearts.

The opening of what has been described as the "Vatican of Vodou" is a historic day in the Vodou faith, and for the Empire of Paracambi, as such we would like to extend an invitation to all embassies in Paracambi to have a representative attend the event with a guest of their choosing. For those unfamiliar with the Vodou faith however there are a few rules which they must be aware of when visiting a Temple or Shrine dedicated to the Vodou faith.

1) Rituals within a Vodou place of worship include animal sacrifice.
2) No "weapons" unblessed by the Loa may enter a sacred site, even knives used for sacrifices must be blessed before entering a temple.
3) Women are expected to cover their head, a head scarf or hat of some variety is acceptable.
4) No one who has been in communion with an evil Loa may attend until after the next full moon.

Additionally while non-Vodou followers visiting a Temple or Shrine are expected to follow these rules above they may wish to be aware of the following.

1. It is customary to bring a gift to offer the Loa. This is usually some form of food or drink.
2. Vodou ceremonies will (we hope) feature people coming into contact with the Loa, therefore do not be surprised to see people acting strangely and this may mean them trying to interact with you.
3. It is customary for alcohol to feature in ceremonies, there is no compulsion to drink, but it will be present. ]
4. Places of worship are watched over by people known as Zangbeto, what some may consider a ritualistic religious police, they have authority over all but the Hougon and Mambo within a Temple or Shrine. It is expected their instructions are followed.

We hope that people will join us for this historic occasion. We are aware many nations with embassies[1] in Paracambi have interacted seldom with the government of the Empire and hope this opportunity will change that.

VODOU'S BIGGEST TEMPLE OPEN SOON

Since becoming the Head Hougon the Emperor of Paracambi has sought to raise the profile of Vodou as an important religion. He has carried out many ceremonial duties himself, established stricter rules on who can be a Mambo or Hougon as well as setting up a Headquarters of the world Vodou movement. The faith has always taken its leadership from Paracambian Hougon's however two years ago all Paracambian Hougon's agreed that the Emepror should be the head of the faith in a similar way to how the Pope is head of the Catholic Church. One of the problems the Emperor identified however was that the faith lacked a real home. In December the Emperor moved a team into the old Cathedral of the Catholic Church in Aluhampton, a building that was built following a brief attempt at missionaries bringing the faith to the Empire however for the last 100 years it has largely been unused until the Emperor established it as a centre for the administration of the Vodou faith.

Since it was established in December the administration set up a system to properly select, licence and empower Zangbeto to ensure Vodou rituals and sites were being used correctly. The Emperor also ordered construction of the Lodge of the Ioa, a construction that he confirmed would be the "Vodou Vatican" which he explained by saying, "We want a centre piece for our faith, an iconic building that shows people that we are not some religion only of the people of Paracambi. The Ioa wander the whole of Mundus and the sooner that people accept and realise this the better. Religions such as Catholicism, Islam and even the Bene Gesserit have a spiritual home, a place established after maybe centuries of history. We sadly do not have that, until now. The Lodge of the Ioa will be the largest Vodou Temple in the world by a long way, we need to take the faith out of the backyards of the local Hougon and into glorious public view. The Lodge will be visible across all of Aluhampton I hope and will seat around 1,000 individuals for rituals and prayer. It will feature outdoor pools for ceremonies, a library and a small administrative centre. It is my hope that once open for visitors, which will be soon, we can also establish a centre to train and educate the Hougon and Mambo of the future."

The Lodge of the Ioa is set to open in around a weeks time.

Its a well known fact on Gustavia that when the height of summer was reached the Police reached the height of their work. It was probably because the mines that made up a lot of the interior of the island took the hot summer months to carry out their maintainence work. It served a dual purpose, first it allowed the workers to be given a time off all together meaning the plant machinery used there could be better inspected and if needed repaired. It also meant that the problem of the ventilation in the tropical heatwave wouldn't be needed and running the system was expensive. The problem for the towns on the coast though meant they now had a large number of men, with for what in Paracambi was a lot of money in their pocket, descend upon the towns. "Ten Marks its two guys arguing over a woman." Officer Jose Lima of the Gustavia Police said to his colleague Sergeant Peter Washington as they stepped out of the local police station and into one of the two pale blue police cars sat outside. There was no hurry in their view, it'd be two guys arguing over either a woman, a game of cards or a spilt beer.

Washington looked at his watch, 11:08 am. "Too early for women, someone will have split a drink." he countered. The drive wasn't too far and the only reason why they'd took the car rather than perhaps jogged to the scene was because they'd likely have to take someone back to the station in handcuffs. They didn't even bother with the sirens and as they approached the scene they began to instantly think perhaps neither of them would win today's bet. Outside one of the towns many dive bars a crowd had gathered but it was actually the small market opposite that was the scene of the disturbance. Washington made the decision to blast the siren for a short while as he parked up and the crowd parted a little to reveal a pen of around four or five animals, a market salesman and two brightly dressed individuals. "Oh shit" the Sergeant muttered under his breath. The two men were Zangbeto, religiously appointed officials who were expected to enforce Vodou rules about a whole host of things. The crowd withdrew a little more to make room as Washington and Lima approached. "Good morning" the Sergeant said merrily. "What seems to be the problem?"

"These two" the market stall holder began. "They..."

"Silence" one of the Zangbeto yelled at the trader. He reached into his brightly patterned trousers and removed a ID badge. "I am Zangbeto Rush" He showed his official I.D that granted him the right for the next 12 months to ensure the Ioa were well respected. Unlike in some parts of the Empire the Zangbeto on Gustavia were appointed directly by the Duke and did have slightly more powers than elsewhere within the Empire. It created a grey area the Police hated, while the Zangbeto couldn't actually enforce laws they could create scenes like this where it was much simpler to agree with them rather than allow what many believed were the religious police to whip the population into a frenzy. "This man. He is licenced to sell animals for sacrifice to the Ioa, but look at the garbage he is selling." Without a word and despite the protests of the trader Rush clambered over the small fence and roughly grabbed one of the small goats and brought it to the fence. He pulled open the animals mouth revealing a horribly discoloured and swollen tongue. Next he reached down and showed the Police the hoof. "This animal is diseased, it is not fit to be offered to the Ioa."

"Please get out of the pen Sir." Washington motioned politely and Rush did as instructed but not before waiting a little as though considering defying the Police officer. "There is no crime that has been committed but...."

"You enforce the laws of the Emperor" Rush yelled loud enough for the crowd to hear who mumbled that they agreed. "The Emperor is the most powerful Hougon of the Vodou faith. Do you think he would permit this? If you think for a moment you know he will not. Therefore if you do not take action then you are defying your Emperor. Is that what you want Sergeant."

Washington could sense the crowd growing restless agreeing with the Zangbeto. "I'll tell you what sir." Washington could see the market stall trader looking as though he realised at any moment this crowd may turn on him whipped up by the anger of the zealot Zangbeto. "We can take action to stop potentially unsafe foods being sold." This was a stall dealing with Vodou ritualistic objects, it was far cheaper to go and buy meat from a butcher rather than buy an animal for sacrifice and the stall owner was about to point out he wasn't selling food but Officer Lima pulled him back to prevent his protest and in that moment the trader seemed to understand what was happening. "We'll have a vet come and inspect the animals. If the vet says they're not fit for human consumption we'll seize them and then issue a summons. If the vet says they are fit for human consumption then surely the Ioa would be happy with them, or is there something else wrong." Washington was not as well read in the faith as the Zangbeto but he understood enough to know that if a human could eat the food then the Ioa would too. Washington also knew that it would take the rest of the day until a vet could get here and then tomorrow the stall owner would be somewhere else in Gustavia, and then this wouldn't be his problem.

"That is fair. Papa Legba would smile at your decision" The Zangbeto seemed to instantly be calmed, maybe because Washington had made it seem like he'd given Rush the decision on the course of action.

Washington was right, it took until 3pm for the vet to arrive and by that time the crowd had returned to their lives and only Rush remained standing a kind of lone guard over the goats to make sure that the animals were not removed or sold. The vet took one look and was immediately aware of what he was looking at, he'd been keeping up to date with the goings on across Mundus and now it seemed Gustavia had its first cases.



In Aluhampton the Emperor was not shocked when his Agricultural adviser entered his office with a stack of papers. "Your Imperial Majesty" he stood in front of the desk and bowed.

"Let me guess William" the Emperor leaned back a concerned look on his face. "Yellow-tongue?" he had been aware of the disease thanks to the global media and suspected it wouldn't be long before a case was found in the Empire. Seeing William Manningham come in was a sight he was expecting sooner rather than later.

"Yes Sir" William responded. "I have here all the reports that have come in. I can talk you through them and we can....."

"William" The Emperor stood and walked round to the adviser taking the folders from his hands and seemed to weight them on his flat palms. "The weight alone tells me that you're concerned and I trust you have a plan. Is that correct?" William nodded that he indeed had. "Then I'll support it. Do whatever needs to be done." The Emperor trusted his advisers and while he would read the folder it would take him hours if not longer. In his mind it made it far simpler to just go along with it for now, after all he was an Emperor not a farmer or vet.




The Empire of Paracambi is sad to report four cases of Yellow-Tongue have been found on the island of Gustavia. It is well known that livestock trading between the provinces of the Empire is common and has very little if any internal checks. As a result it is highly likely that more cases shall sadly follow. The four animals have been destroyed and were discovered at a Vodou paraphanalia stall at a market. As such we are now tracing their origins. With immediate effect the following measures will be implemented across the Empire. Furthermore to help speed up the detection of the virus I am authorising all Zangbeto to carry out inspections of livestock.

1. Any livestock scheduled for transportation within the Empire must be kept in quarantine for 14 days prior to leaving their originating province.

2. Any livestock imported into the Empire from outside must be kept in quarantine for 21 days before leaving the port of entry.

3. Any animal showing symptoms of Yellow-Tongue must be destroyed immediately.

4. A compensation scheme shall be established for destroyed animals.

5. Any farmer in areas unable to employ a vet to carry out destruction of an animal may do so so long as the animal is shot. To claim compensation the farmer must present the tongue of the infected animal.

6. Anyone found breaking these orders will be liable to 2 years in prison and/or a 200,000 M ($200,000) fine.

The bigger issue for me is the fact that I don't think the majority of the nations in RP are signatories of the major treaties (Uppsala, MCUR, FSC, Space, Hygelac, etc) if that is the case then I don't see how a body can be said to be dealing with these issues. So for example how can a body try and enforce some resolution when its got no basis in laws/rules/treaties etc. The only way I can think of is that membership of an organisation means you actually have agreed to abide by the treaties needed to essentially formulate some kind of international law.

Following a statement from the government of Fleur the Empire of Paracambi wish to state the following.

1. We applaud the idea that Fleur wish to see action"ensuring long-term stability, and the safety of the liberties of the people" of Merina. We feel this is best obtained by the talks which we have beginning in Gaia. We would therefore request Fleur to allow these talks to take place without the backdrop of military escalation of the ongoing civil war.

2. We applaud the government of Fleur to offer humanitarian aid. This is something that we ourselves shall be including as part of the talks regardless of their outcome in terms of ending the Civil War. Should the war hopefully end all nations of Albion should offer whatever support and help is within their power to help the nation rebuild, and should talks fail to bring about an end then urgent action will be needed to support those impacted by the ongoing bloodshed. In regards to this we have stated that we shall do whatever we can to not permit more weapons to make their way into Merina. We however will not stop humanitarian aid and would even be willing to support this process.

It is clear that Paracambi and Fleur share similar hopes for the people of Merina. We disagree on the methods of achieving this. I firmly believe that the route adopted by Fleur will lead to an extension of the crisis and would urge them to reconsider their approach.

Following an announcement in the press of Soleimani we encourage their High Council to not commit to supporting any faction in the Merina Civil War. As has been announced the Council of Albion have secured talks attended by every faction. These talks are our best chance for a peaceful conclusion to the conflict and an end to loss of innocent life. As we have already seen Fleur are also considering involvement and as we have already stated should they supply any materials or support then sanctions would be put in place against them. Should Soleimani also offer support to any faction we will level sanctions at them too. We would also urge the Council of Albion members to do like wise.

Following announcements that the nation of Fleur intend to support a faction involved in the Merinan Civil War despite a recent Council of Albion attempt at bringing all parties to the negotiating table the Empire of Paracambi makes the following statement.

Should any military hardware, servicemen or women or intelligence be dispatched to support ANY faction involved in the Civil War we shall see this as a deliberate attempt to derail the talks that are to soon take place in Lodja. As such should that happen the Empire would have no choice other than to bring in strict sanctions against Fleur both economically and diplomatically. Every effort must be taken to ensure peace is given a chance and while the rest of Albion are currently throwing their full weight behind finding a solution that would bring about an end to bloodshed the current messages coming from Fleur seem determined to maintain the conflict. This can and shall not be permitted to happen.

ZANGBETO FESTIVAL TO BEGIN THIS WEEKEND


The annual Zangbeto Festival is due to begin this weekend across Paracambi. The festival marks the day on which the Ioa appoint their guardians for the year. These guardians are known as Zangbeto and patrol the streets of towns and cities ensuring that evil spirits are not able to damage any of the local inhabitants. The Zangbeto are in effect a spiritual police force and keep watch for omens of evil and if they spot one they are empowered by the Ioa to carry out rituals to ensure the evil spirits can't damage any people. Each city, town and village appoint several Zangbeto based upon their size and the manner in which they are chosen varies from place to place. For example in the capital of Aluhampton the various Mambo and Houngan each appont a Zangbeto to patrol the area around where their shrine is based meanwhile Rosenberg on Roseau a lottery takes place among those Vodou worshipping citizens who have turned 18 that year, it is seen as almost a form of national service. The role see's those appointed paraded through the streets anomoniously wearing brightly coloured outfits and it is excpected that the locals of the area bestow upon them gifts of alcohol, food or various other offerings. The Zangbeto quiet often have to march through their area with an escort to help them see through the elaborate costumes but also to help them carry the gifts. That evening huge parties rage into the small hours during which at midnight the Zangbeto are permitted to reveal their identity.

For the rest of the year the Zangbeto are expected to make regular patrols through their allocated area undertaking a variety of rituals and collecting offerings from those unable to personally attend rituals at shrines due to ill-health, old age or other such impediment. It is expected this year that Emperor Benson will be appointing Zangbeto on behalf of the Empire and that they will be charged with travelling around the nation ensuring that everything spiritual is being carried out correctly. The ceremony is also a huge boost for the economy with people spend heavily to purchase animals to sacrifice, costumes and food and drink for the celebrations that follow.






MAJOR CORAL FARM MADE IN CASTRIES

The island of Castries is most well known internationally perhaps for being the location of the old biology lab which recently saw the island put into lockdown to prevent a global Smallpox pandemic. The Prince of Castries, Grayson II, however is now keen for the island to earn a more positive reputation and is doing so by trying to create what he believes is the world's largest Coral Farm. "We've seen sea changes and fishing damage coral reefs across Mundus. These take a long time to come back naturally however we believe that we may be able to rebuild them in a lot shorter time." The Prince took journalists to a small area off the coast of Castries where a Professor from the local University explained the concept.

"We find areas of current coral which are at risk of dying. There we harvest coral tips or polyps and bring them to a lab where using petrie dishes and nutrients we start the growing process. At that point we transplant them to our coral farm. This is effectively a large metallitic lattice work frame in the sea where we can better control conditions so that the coral begins to thrive. Once it reaches a maturity after about a year we take the coral saplings back to the reefs and there using epoxy or even masonary cement we reattach them. We can then essentially get what would be 30 years of natural growth in about 24 months. This promotes a huge amount of biodiversity and helps boost fish populations. If we can do this in the right area we can also make sure that we can protect some of our beaches by making waves collapse sooner than normal." The press where shown a demonstration of where a team of six divers set about trying to repopulate a reef off the coast of Castries that had been badly damaged by decades of cyanide fishing by Water Nomads.

Prince Grayson II also spoke about the other reasons for the project. "We believe this has a huge number of benefits for our island. The corals will bring back species of fish which are in decline. These types of fish are also stunning to look at and we hope that may attract tourists to the area in order to see the spectactlour aquatic life. We also think that the project could utilise the Water Nomads. The project means we need people to constantly keep their eyes on the floating platforms. This is a form of employment that may suit some of these wanting to have a regular income. Finally we think the project is something we can spread to the whole of Mundus." It is understood that the Prince hopes to utilise the project in much the same way as the Bakkermayans utilised the Great Alucard Plastic clean up. "I think we can make the Alucard a hotbed for aquatic diversity if we all work together. We had a horrible surprise when we found that old lab and its escaped samples. We can now hopefully use science on Castries for a positive reason and help Mundus."

Benson spoke next. "I think we broadly agree with what is put here except that 3 and 4 should contain wording to not tie nations to the proposal if not financially viable. Not all TUNA nations have the same amount in their bank accounts and as such we should not seek to place any unexpected financial commitment on nations before knowing the full extent to what it could mean for them. As for Article 6 I think it should be removed as it is not about this current crisis however I do think it is perhaps something worth visiting once we have our satellite systems back in hand."

Emperor Benson had not particularly enjoyed the day so far. It wasn't because of it being a foreign religion, or the fact he'd recently had a disagreement with the Morelander King, nor the fact he believed the future Queen was a touch of a attention seeking strumpet these were all things he could take in his stride or he realised they would have no impact on his life. What he hadn't enjoyed was the coldness, not in terms of temperature, although he found Northfort a bit chilly compared to his tropical paradise home, but in terms of  the building, it was just cold stone. The ceremony was almost sterile, just people watching on. He thought how different it was to a wedding back home be it a Rastafarian one or a Vodou one. It was this somberness that he didn't like. He stood and headed to find a drink while waiting for the coronation and in hope that something more exciting would take place there.

The Emperor was rather impressed with the Palace, it was much grander than one back home but then again Northfort didn't have the weather. The Emperor waited for his daughter to exit the car before following and warmly accepted the King's handshake. "Thank you for your hospitality. Your people have taken very good care of us and its certainly been eye opening at some of the things you've got going on here. Very different to back home there we're focused on our agricultural and tourism industries where as here, well swarm robots and space travel. Very different." He placed his tea down on the table. "If we can I'd like to get the unpleasant business done with first. The operation, strike, whatever you want to call it in the Alucard is a worry for us. Its an area that ourselves and the others in TUNA have worked hard to try and protect. The Alucard clean up is a project like none other on Mundus and our nation has invested a lot of time and money into driving it forward and making it a success. The operation that you carried out is I believe something that could have been a threat to all that work and investment. I would appreciate knowing whether you informed Lodja before carrying out the operation and where they specifically told not to pass information on to us. You do have a trade agreement with TUNA and so I would have expected the same courtesies be given to us as to them, furthermore I want to know what precautions you took to ensure there was not an environmental disaster. If we are to be partners through your deal with TUNA then a level of respect and co-operation has to be established."

Benson had arrived three days ago and had enjoyed the few days visiting different places around East Moreland. First he had visited EMAC's HQ and spent the day learning about their various projects before heading to the Royal Aeronautical Society where he gained an insight into space exploration. From there he had gone to Portworth and spent a bit of time poking around the marine institute there even going so far as an informal meeting with Matilda Osman. He had gained some insight into the methods used by East Moreland to establish no fishing zones and that would be useful. Finally he had spent the day in Northfort investigating the University there as well as getting his bearings ready for the upcoming wedding.

Having got up at sunrise, said his morning prayers, checked e-mails from back home and discovered there were now issues in the Empire he had time for a lesuirely breakfast before making his way to Northfort Royal Palace accompanied by his daughter Princess Sophia. The Princess had yet to take part in any form of royal duty beyond those of her homeland and Benson was expecting her to begin taking on more and more. He believed today would be a good mix of business and difficult conversation. "I'll be doing all the talking" Emperor Benson explained, "There will though be a time when you'll be expected to attend these types of meetings on my behalf, or through our various connections. Today is like work experience" They had stayed the evening in the Paracambian Embassy and Benson thanked the ambassador and his staff for their hospitality before leaving for the short journey to the Palace. Upon arrival he presented himself to those at the gate and waited for them to show him in to meet King David.

"I have made it clear that Paracambi does not agree fully with an easy route to granting of citizenship. We agree the Water Nomads should have free movement so long as they comply with the FSC and national laws regarding the use of the nations EEZ. However we oppose the granting of citizenship unless this article is worded in such a way as to those seeking/gaining citizenship are planning permanent residency in the nations territory or waters.

We therefore suggest that the following is adopted as the stance of the organisation.

TUNA recognise the Water Nomads as one of many indigenous groups that have managed to maintain their way of life. As a result this organisation shall commit to, wherever possible, supporting their way of life. As such the organisation shall adopt the following measures.

a) Water Nomads in environmentally serviceable vessels may freely travel through the waters of member nations.
b) Water Nomdas shall face no restrictions on the use of a nations EEZ beyond those placed on citizens of the nation of which EEZ they are in.
c) Water Nomads shall be permitted to stay in the water of a member nation, so long as they comply with said nations rules of use of the EEZ, indefinitely.

In addition the following processes shall be applied to the Water Nomads.

a) Any Water Nomad wishing to leave their traditional way of life behind will be supported to do so by members of this organisation.
b) Water Nomads presenting themselves at an official port of entry to a TUNA member nation shall be granted 12 months residency and must be treated as a citizen during that time
c) Following the 12 months the person shall be permitted to apply for full residency which must be granted if the individual has a) full time employment/study b) a permanent land based residence. c) not commited a criminal act d) is not deemed a threat to national security. 
d) Water Nomads not granted residency may be removed.
e) One a Water Nomad has fulfilled all criteria to gain citizenship of a member nation they are granted all rights and privileges associated with this organisation.

The nations of the Alucard recognise that they face unique and common difficulties. These nations further recognise that by working together they are more likely to overcome these problems. Additionally the nations realise that when one of them prospers so can the others and that through mutual co-operation in certain fields all nations may prosper.

In order to achieve this the nations of TUNA agree to the following.

1. That any nation with  territory in the Sea of Alucard may affirm this Treaty and receive the full benefits so long as they accept the responsibilities outlined.

2. All signatories recognise the territorial waters of the others as determined by the Free Seas Concordt.

2.1 Nations agree to not build artificial islands for the purpose of expanding their territorial waters or EEZ's.

2.2 Nations may construct said islands but recognise that they shall not be included in waters as directed by the FSC.

3. Any waters outside the Exclusive Economic Zone of signatory nations shall be divided into Patrol Areas, one for each nation. Within these Patrol Areas the Navy of the allocated nation shall assume control of co-ordinating the following operations.

a) Anti-Piracy Operations
b) Anti-Smuggling Operations
c) Search and Rescue Operations

4. Signatory nations shall share information regarding criminal and terrorist activity so long as the sharing of that information does not endanger the nations national security.

5. Signatory nations shall seek to work together to reduce pollution in the Sea of Alucard. All member nations will be required to fund an equal share of the Alucard Plastic Clean up system (Approx $60million a year for the project)

6. Signatory nations shall seek to work together to reduce climate change as we recognise that our homes are among the most threatened areas of Mundus in this regard. In order to do this the signatory nations shall seek to co-operate in international organisations to influence global or regional legislation.

7. Signatory nations agree to ensure port fees for other signatory nations are equal to or lower than non signatory nations.

8. Signatory nations agree to reduce tariffs between each other to levels lower than non signatory nations excluding those covered by specific treaties.

9. Signatory nations meet once a year as a minimum to discuss issues of concern to each nation.

10. The nations of this treaty agree to live peacefully with each other and use international organisations to arbitrate any disputes between them.

11. Nations agree to establish an embassy in each of the others. Should the Head of State of a signatory nation request it the Ambassador must present themselves within 24 hours.

12. Nations agree to respect the free movement of the Water Nomads so far as they comply with the FSC and national laws regarding the use of a nations EEZ. Water Nomads may apply for citizenship in any nation who is a member of TUNA with island territories so far as they have spent at least 12 months continiously inhabiting the waters of the nation they wish to apply for.  Paracambi does not agree fully with this article put forward. We agree the Water Nomads should have free movement so long as they comply with the FSC and national laws regarding the use of the nations EEZ. However we oppose the granting of citizenship unless this article is worded in such a way as to those seeking/gaining citizenship are planning permanent residency in the nations territory or waters.


12. A nation may withdraw from this treaty after 60 days written notice.
