We wish you the best of fortune in acquiring the right to host the Winter Games. At present we consider each of the bids to be equally worthy and believe both nations would put on an incredible experience for both participants and spectators. With that in mind we would be more inclined to cast our vote should the following accommodations be made.

1) The Dragon-Emperor is permitted to present medals for two events. We wish to promote sport across our nation and as such having the Dragon-Emperor taking a visible interest in the Games is likely to draw our people's attention to it.

2) As a way of helping promote sport within the Majestic Empire your nation will provide 100 sets of uniform for youth teams across the nation. This may be in any sport you wish and may also feature sponsorship from companies in your nation so far as the companies good and services comply with Lijiang law.

3) Queen Dandan be given a position of prominence during one female event final.

4) A delegation from the Games committee that hosts your games to visit Lijiang within six months to advise on our own intent to bid to host the Summer Games.

5) Upon the honour of your Head of State an agreement that when we do apply for the Summer Games they will give visible support in a manner befitting their status and role for our bid.

With regards to your requests.

1. East Moreland will welcome applications by any individual who is accredited to their nations Mundus Games Committee if they wish to attend and present medals. On the condition that the Dragon-Emperor is accredited as such we would be happy to have him present the medals for the mens four man bobsleigh and the men's individual luge.

2. We already have ties with rugby teams in your nation following the test series played before you hosted the rugby world cup. During that we promised that we would help support rugby across Lijiang. As part of that arrangement we shall endeavour to equip 100 youth teams with equipment for rugby.

3. Many of the events will be watched by members of our Royal Family. Should Queen Dandan wish to attend she would be welcome to watch an event of her choosing with Queen Stasya who also would like to pitch an idea about further co-operation between our nations to her.

4. Regardless of the outcome of the vote East Moreland would always be happy to help Lijiang, or any other nation understand the logistics of hosting such an event. We ourselves have hosted the Summer Games previously and would gladly share our experiences of doing so.

5. King David has already shown support for fostering stronger relationships between East Moreland and Lijiang, after all he is a benefactor to a Cultural Museum within your nation. While he would not give support to a bid unsuitable for the Summer Games should the arrangements you put in place meet the standard we would expect for our athletes His Majesty will support your bid.

Regardless of your decision on how to vote we would still be honoured to support the growing sport of rugby in your nation.
