A build up to the referendum

The Grand Marshall,  Kenneth Macrae, had invited a delegation from East Moreland to the Federation to discuss the arrangements for a future referendum. The last one had seemingly split Mundus. The old fashioned and backward looking Celtic world clinged to their notion of hierachy among clans where as many in the Federation saw unity of all people under a single, merit based system was better than clans still being influenced by in some cases centuries ago blood feuds. The fact the other Celtic nations had swung to support Queen Aoife of Eigg left him in an awkward spot yet he had been pleased to see some such as Zaparozah fully support the Federation while others like East Moreland had tightrope walked between them. Now it was up to him to ensure a schedule and outline was in place so they could finish this Eigg non-sense once and for all.

The Grand Marshall had hoped it would be the King himself who would come to the Grand Marshall's Palace but as the car approached he was unsure who would actually step out. It was set to be one of the most significant moments in the Federations history to date.

David had contemplated attending the meeting in person but had instead elected to distance himself for fear of playing favourites. It was moments like this having a Prime Minister came in handy. Normally Henrietta Quinn was simply the Kings most trusted adviser but today she would be representing him with the Grand Marshall. Accompanying her was the King's Foreign Minister, his cousin Duchess Orlaith. Completing the East Moreland line up was Major Alex Redfern a man whose coat buttoned up over a number of roles. He was the King's brother in law, a former military intelligence officer and a leading commissioned officer in Red Legion. He had also conducted several international referendums and this was likely to be one more.

They were lucky enough to have been loaned Ironside One and so the trip was rather luxurious meaning they were ready and eager to go once they touched down. Orlaith was the first to greet the Grand Marshall. "Mr. Macrae its nice to meet you." She offered a hand, "My cousin King David hopes you'll excuse his abscence. He thought it best to not have a monarch directly involved in the set up of the referendum. He does however hope that regardless of the result you'll invite him to visit in the near future." She introduced the others. "May I ask exactly who is joining us? "

Macrae hid his disappointment that he was meeting the King's cousin and not the King. "I completley understand." he agreed despite believing it was best had the King attended for the Federation as it would have given the idea that the Federation was pro-monarch which was not entirely too far from the truth. Like many of the Celts they believed that the old Chieftain hierarchies was part of the normal order of the world, where he didn't agree was that an overarching monarch who was unelected needed to be in charge. A Chief of Chiefs was more to his liking and in the position of Grand Marshall that was almost what he was. He escorted the Morelanders into the conference room. "My hope is we'll be joined by representatives of the Celtic nations, the aim there is to ensure we can put the mess of the current situation behind us. Once we have everyone then I'm able to ask Queen Aoife to be escorted here. We can then begin sorting this mess out."

The Aos Si were a group of people in Ruasliabh marked from birth, the status of their parents mattered extremely little but rather the omens and circumstances of their birth used as a way of determining whether they were one close to the Gods. Even the Queen had been from a rather middle class family as her  father and mother ran a business making decorations for weddings and festivals. The group dominated national leadership and Sir Wallace Acheson found himself as Minister of Foreign Affairs. He had been born on a day when not a cloud had been in the sky and several eagle chicks had been seen circling. That had apparently been enough to determine that he was blessed by the Gods. He had attended the nations elite selective school, the Phrontistery, and graduated fifth in his year. He'd then spent thirty years lecturing on international history before entering politics. Now he had been sent to deal with this matter so it didn't look like Queen Talulla was seeking to influence the matter.

"Grand Marshall I'm sorry we meet under such circumstances. Duchess Orlaith its a pleasure to meet you and the Prime Minister. Mr.Redfern isn't it?" He introduced himself before turning back to Macrae. "I'm sad that it came to us imposing border controls. I've got with me a letter that formally opens the border again if we can put in place an agreement to ensure this matter is settled as quickly as possible. I'll be keeping my fingers crossed that we can achieve that."

First Minister Rory MacDuff would be representing Arcaibh. He arrived at the meeting with Ealar MacCallion the Queen's most favoured member of the Privvy Council. The two had brought instructions with them on what Queen Eithne expected but it largely fell into three points, secure the referendum, reopen the border, ensure an Arcaibhian input into running the referendum. That would be seen to once they began. MacDuff greeted everyone and nodded as Sir Wallace outlined the Ruaslibhian stance. "I can say that in Arcaibh we share a similar opinion as to Sir Wallace here."

With the Celts already beginning to put pressure on the Federation Duchess Orlaith needed to try and get things rolling. "The sooner that we can get this referedum bottomed out the sooner the relations between you Celtic nations can begin to return to normal. I have a suggestion for how we should proceed."

1. In 60 days from the signing of this document a referendum of the future of the relationship between The Kingdom of Eigg and the Federation of Dál Riata.

2. Anyone who is a citizen of Eigg may vote so long as they are registered to do so 30 days before the referendum.

3. The referendum shall be made up of two question. Question 1 shall be "Should the Kingdom of Eigg leave the Federation of Dál Riata." the choices given shall be "Yes" or "No.". Question 2 shall be "If the Kingdom becomes independent should the Kingdom of Eigg remain under the leadership of Queen Aoife." the choices shall be "Yes" or "No"

4. Upon the signing of this document the Federation and the Kingdom shall both appoint an official spokesperson for the campaigning period.

5. There shall be an oversight committee run by Major Alex Redfern who shall ensure both campaigns abide by mutually agreed rules regarding TV and press coverage, funding and other relevant details to ensure a fair referendum.

6. Queen Aoife is to be released from custody with immediate effect. She may campaign for independence but may not leave the territory of Eigg.

7. On the day of the referendum members of the East Moreland electoral commission shall man polling stations.

8. Security for ballot transfers and voting forms shall be handled by the East Moreland Military Police.

9. Each of the Celtic nations may nominate an individual to observe the counting of ballots.

10. Should Question 1 receive a majority of votes in favour of independence steps shall be put in place to allow Eigg to become independent on the 1st anniversary of the referendum.

11. Should Question 2 receive a majority of votes in favour of Queen Aoife not remaining as leader of Eigg a constitutional committee headed by Duchess Orlaith Kade and with representatives of political parties in Eigg and royal representatives shall meet with a randomly selected group of 50 eligible voters. The aim of this meeting shall be to frame a new constitution for the nation. Once a constitution is proposed a further referendum shall take place. This process shall continue until an acceptable constitution is reached.

12. The Federation of Dál Riata agree that they shall not hinder the referendum in anyway and shall honour the results.

13. The Celtic nations agree that they shall not undertake any actions that could influence the referendum.

The date for the referendum was set, Thursday, 27 April 2023 would determine the future of the Kingdom of Eigg. Large crowds gathered at the border to welcome Queen Aoife home following her release and already graffiti and posters were going up to support the nation becoming independent.

There were 38 days left until the referendum and members of the independent electoral commission headed up by the Morelanders were busy ensuring tallies of those registered to vote were correct. It was a rather straight forward job as Eigg had maintained a local taxation system for a few decades now and all that was really needed was to match those to the electoral rolls for the Federations elections.

Meanwhile Queen Aoife had been touring the Kingdom as part of her campaign to promote independence from the Federation, meanwhile the Grand Marshall was busy trying to put together his own campaign to try and keep the Federation together. The Grand Marshall was on the back foot in many ways whereas Aoife had spent many of her young years preparing for this moment.

Aoife has sent word to Welt in Heyra asking them to prepare for the campaign team a set of reports about the financial future of the Kingdom if it went independent. Aoife had been told by her own advisers that the Kingdom could see some growth but it would be nice to be able to say to the general public that an independent body had also agreed with their assessments.

Aoife's only disappointment was that she hadn't been able to travel to Ui Cenneslaig to watch her people compete in the Shinty competition but with luck their would be future years to do that as the monarch of a free and independent Eigg.
