Ashinxao Annual To Proceed Despite Terror Threat


Queens of the Stone Age have been confirmed as the headlining act of the three-day Ashinxao Festival, the largest of the Rokkenjiman music festivals.

The Ashinxao Annual, Rokkejima's largest music festival, is scheduled to begin on July 10th and will stretch on for three days despite the increased risk of terror attack, according to festival organizers. Headlining the festivities this year is veteran Rokkenjiman rockers Queens of the Stone Age, who will be joined by a host of Rokkenjiman rock and metal musicians over the course of the festival. Foreign guests Muse shall hold honourary headlining duties on Day 2, whilst Ghost will play a major role on Day 3. Day 1 will also see a special performance by Britney Spears, who is "excited to be again performing in the Annual."

The Annual is expected to draw upwards of 450,000 people to Ashinxao from across the First Empire and globally, with some estimating an attendance breaking 470,000 due to the inclusion of Dartfordian natives Muse in this years' Annual. "Naturally in any case where you have this many people gathering for an event vigilance is required. Working with the vast array of Rokkenjiman intelligence, police and military resources we're confident in the security of the Annual against any threat," read a statement from festival organizers. It is rumoured that the Empress will be in attendance on at least one of the days before returning to official duties, although the timing of her arrival is being withheld due to security concerns.

Karapetyan Family Inbound For Rokkenjima


Mr. Karapetyan kissed the ground at the Rokkenjiman Embassy before departing Djerb.

In an update to a story recently reported the RBC can confirm that Mr. Karapetyan and his family have boarded the personal jet of Mr. Bateson bound for Rokkenjima. "Earlier today I received word that my jet was returning with Mr. Karapetyan and his children, with their final destination listed as Pyrettania International," Mr. Bateson said with a broad smile. "From there they will be transported to Rosa, where I've already taken the liberty of signing over ownership of Port Rosa Estate to Mr. Karapetyan. Work has also started to begin their process towards Rokkenjiman citizenship. I'll be on hand in Rosa to hand him the keys to his new home, after which we'll throw this piece of paper in the fireplace as a sort of house warming gift," Mr. Bateson continued, holding up the document establishing his ownership of the Karapetyans.


The Port Rosa Estate, which Mr. Bateson has signed over to Mr. Karapetyan.

"Over the next few weeks we'll get acquainted with the Information Technologies Division, where Mr. Karapetyan will work on Abstergo's search technologies as well as several facets related to technologies which AbsterGO and our desktop operating system, Renix, relies upon. I do hope the work is enriching as well as challenging, as I'm giving Mr. Karapetyan great latitude in bringing fresh ideas to the division which powers much of  the backbone behind Abstego's consumer-facing and industry standard applications." Mr. Karapetyan will earn a salary of $110k (र59.45k) a year. "Tomorrow we head to the car lot and finish arrangements for furnishing the Estate, after which I'll see him at work once they've all settled in."


The Estate has been largely emptied, ready for the Karapetyan Family to furnish as they wish.

"There remain challenges, and while this is one small victory there's more everyone can do," Mr. Bateson said. "I have high hopes in what the Empress is trying to accomplish through dialogue, however, I'm happy to be able to help one family in light of this complicated situation."

Empress Condemns Terrorist Attacks Of Separatists


Empress Beatrice has condemned the Separatist attacks while calling on concerted action to bring Barren to justice.

Empress Beatrice has condemned the "wave of violence unleashed by the Borland Separatists upon the Peoples of East Moreland, Nya Aland, Ui Cenneslaig and Lodja. These acts of violence remind us, once again, the true nature of the Borland Separatists and their pretentious leader, Kyle Barren, as he attempts to hold the whole of Mundus at ransom to achieve his ambitions. Our condolences go to the victims and their families in these dark hours. The First Empire is prepared to offer whatever aid or assistance is required as we, jointly, face this ruthless threat."

"The actions of Barren and the Separatists are an attack against civilization and humanity itself; as well as a sword drawn against the rule of law and international customs. We must work together to bring a final end to the Borlander threat, to bring Kyle Barren to justice for the countless lives lost under his order, and to dismantle the Separatists as an organization capable of claiming one further life. Rokkenjima is presently preparing a host of options to bring greater pressure to bear upon the Separatists. Mr. Barren's fate must be sealed from this day forward; so long as he draws breath this threat shall not depart us."

When asked about demands related to Charles Ofdensen the Empress continued, "The Great Traitor rots in prison, though if he were to be released I would implore the Achkaerinese to release him to the custody of East Moreland. His crimes against both our nations are great and many, and if anyone should have the right to bring him to ultimate justice I feel that party is the Kingdom of East Moreland. Either way, I know Mr. Ofdensen shall not live another day as a free man at any point in the future. Traitors, terrorists, and those who usurp authority to commit evil cannot be accommodated."

The Empress also called for "a new international commitment to addressing the threat of the Separatists together. Kyle Barren has shown that this terrorist enterprise is an enemy of the world, we must thus ensure that the Separatists know not one further day of any sort of comfort or peace. Those who placate the Separatists or aid them in any way on their quest for even a shred of legitimacy must also realize the consequences of such a course of action. Rokkenjima has made clear it shall not tolerate a terrorist enterprise assuming the trappings of a state, thus it is natural that those who lend such enterprises any assistance have cast their lot with the terrorist menace."

When asked if Tamora's recognition of the self-proclaimed "Principality of Northern Borland" would impact the potential upcoming diplomatic talks between the nations the Empress stated "it's a decision which will be calculated into our response moving forward. We do not recognize any Borlander state as they are a terrorist enterprise and recognized as such by the majority of the international community. Those who provide any measure of aid, comfort or assistance to the Separatists will realize there are consequences for willfully aiding terrorists. I hope that this is a decision which will be fully considered and discarded, as it places Tamora on a path which is incompatible with the path we were working toward."

Empress To Seek Seaforth Permission For Zimalia Operations


Empress Beatrice is due to speak with King Andrew regarding military operations against Zimalia, which hosts the Separatists' so-called "Principality".

Following the announced intentions of Nya Ĺland and the Empire of Tamora to provide military support in the case of Zimalia hosting territory held by the Borland Separatists Empress Beatrice has announced that she will be seeking the permission of the Seaforthian Government to utilize "assets stationed at QAMB to address the so-called 'Principality'. As we are treaty-bound in regards to the utilization of forces stationed at QAMB to receive the sanction of the Seaforthian Government no operations will proceed if this permission is not granted. I shall be meeting personally with King Andrew to present our case and then proceed from there," the Empress shared with the RBC. When asked of recent developments of deployments announced by Nya Ĺland and the Empire of Tamora the Empress was clear.

"The so-called Principality is an entity which is a jewel in the Separatists' campaign for legitimacy, its value in propaganda and morale amongst the Separatists is without doubt. As we have seen the Separatists bring death and destruction across Mundus Rokkenjima has determined to not sit by and allow these sorts of attacks to go unanswered; while I do not wish for a loss of life we must recognize that we are, indeed, at war. Those who interfere in Rokkenjiman operations or provide material aid to the so-called 'Principality' or the Zimalians who host it will be forced to be recognized as combatants. Whereas the powers of Mundus should be cooperating to tackle this multi-faceted crisis instead it gives Barren many valuable gifts, the least of which seems to be sheltering the power which hosts his platform for legitimacy."

"Should the Zimalian Government transfer sovereignty over the so-called 'Principality' to a neutral force, perhaps a trusteeship of the CTO or the CMA, and expel any Separatists from it the First Empire will no longer consider it a threat and will remove the military option from the table. These moves could also be coupled with increased foreign aid to improve broader conditions throughout Zimalia. However, each day the 'Principality' exists is unacceptable; if Zimalia is incapable of removing itself from the business of supporting Borlander legitimacy we shall be forced to act. In regards to Tamora itself the Imperial Council at present is debating a full restoration of Rokkenjiman tariffs upon Tamoran goods and resources as it becomes increasingly clear that our diplomatic endeavours have been wasted. Imperial High Command will be certain to watch Tamoran military moves, while the Imperial Rokkenjman Kyne Fleet prepares to shadow any Tamoran naval movements toward the Illumic."

Officials Offer Inside Look Into Special Relationship Meltdown

Leaks from the top have offered us an inside look at the trouble brewing within the walls of Pyrena Castle. Good evening, I am Masaki Satsuki and this is RBC breaking news.

In an unusual flurry of activity RBC News has been in touch with an Imperial Council insider and a member of the Imperial Diet who have offered inside glimpses into what many are calling the greatest challenge to face the 'special relationship' since Darxit. Boarding an unscheduled flight for Dartfordia Empress Beatrice has engaged Dartfordian Foreign Minister John Lankly in a round of impromptu talks following leaks that the Dartfordian Government was looking to close Queen Katenka Naval Base. The leaks continued from the Dartfordian Government, highlighting grievances and annoyances, as well as apparent consideration of an offer by Duchess Ekaterina Stasiuk in transforming QKNB into a resort.

"The last I understood the Empress and Foreign Minister Lankly are set to reconvene their talks in the morning," a source close to the Imperial Council, who wished to remain anonymous, said in comments to the RBC. "The Empress has been more than accommodating in respect to Dartfordian concerns and conditions, not once striking out or rejecting a proposal which Mr. Lankly has brought before her. I, and many on the Imperial Council, are quite frustrated that she refuses to be more forceful with the Dartfordians who have benefited greatly, not only from QKNB, but also the relationship our nations have shared. Let's not forget that one of the first actions the Empress took was to forgive the entirety of Dartfordian debt to the First Empire; imagine the figure that would represent, with interest, if we would have called upon it. The Empress would be well within her rights to call for concessions from Mr. Lankly and she should; she's relying too much on past friendship instead of the realities of the present situation which only benefits an ungrateful Dartfordia."

When we asked our source about the issue of Barnacle/Nurashima it was clear that tensions remain. "Obviously the Imperial Council has weighed in on the issue and I feel the Empress' position on the issue has evolved. It wasn't a decision many were pleased with however the opinion of the Council remains in support of the Empress, and we can expect to see a statement on that situation in the coming hours. At the end of the day the Empress has been a tireless champion for Rokkenjimans from all walks of life, thus our support remains behind her. So long as she sets this situation right I do not foresee any long-term damage to her support here in the First Empire."

"We again get tied back into the meeting with the Dartfordians: so far the Empress is doing all of the giving only to get kicked in the teeth in return. Let's not forget that just recently we've seen the Borland Separatists attack Rokkenjima twice, with at least 60 Rokkenjimans killed and others injured at QKNB alone; not any mention of support from the Dartfordians or a joint path forward in respect to this common threat, but talks of closing QKNB behind closed doors. It's a slap in the face to the so-called 'special relationship' our nations supposedly enjoy, and I've been quite honest that if the present tone continues she should walk away from the free trade area as well as reconsider our stances on several other components of the Pyrettania-Hematite Accord."

Discussions within the Imperial Diet, meanwhile, include a non-binding Resolution to rescind recognition of Barnacle/Nurashima Island while 'remaining supportive of the Empress overall.' "The Barnacle/Nurashima affair is certainly a headache, and one we have implored the Empress to resolve in a swift manner," a Member of the Commons shared with the RBC. "It's a distraction from the work we're attempting to do here at home and our broader international objectives and was ill-advised. In the future we're looking forward to the Imperial Review Authority in ensuring the People's elected representatives have a strong say in the conduct of Imperial foreign policy. As the Empress has followed a long arc of returning powers to elected officials we remain confident in the long-term success of her reign, and that of the Crown Princess."

As for the situation in Dartfordia our source was clear on his position: "Queen Katenka Naval Base has been a solid contributor to the Dartfordian economy and our joint security position. When Dartfordia fell victim to terrorist attack Rokkenjima stood by her side without question, reservation or hesitation, to see that steadfast dedication repaid as Borland launches attacks against countless nations is a sign of retreat by the Kingdom of Dartfordia. Could we see an Empress Adriana question whether or not she can count on the Dartfordians to honour their commitments to Rokkenjima, or would she have good reason to fear they would tuck their tail between their legs? I hope such questions never have to be asked and both parties can rebuild the trust and faith which have long existed between our nations."

Both our Imperial Council and Diet sources said that not all hope is lost, but both concurred that frustrations are mounting in Pyrettania. "We see the Dartfordians enchanted by the fortunes of a Lodjan Duchess, rumblings of our Achkaerinese 'friends' possibly circling QKNB; these are the actions of vultures. At the end of the day our faith remains in the Rokkenjima-Dartfordia relationship which is amongst the longest standing bilateral relationships in modern history, however, that faith is not infinite. If the Empress is unable to make ground and continues to give it until the very deed to Pyrena is the last thing she has to offer, perhaps our faith may have been horribly misplaced."

One person doesn't believe that faith has been misplaced, the Empress herself. Our Imperial Council source added "Thus far the Empress has pushed back on Imperial Council attempts to take a harder approach towards Dartfordia, saying it is 'our turn to listen and make things right. My faith in the People and Nation of Dartfordia is reaffirmed each time I look into the eyes of Adriana and Lucius, and I am reminded of our joint path and just how important that is.' With pressure mounting from the Council it remains to be seen how much longer the Empress will be able to keep their desire for a more forceful approach at bay."

Outright Centre Majority In Doubt As Polls Open


If current projections hold a Centre-Teikokutō Coalition Government may be the next to hold power in the Imperial Diet.

An outright majority for the Centre Party seems increasingly in question as Teikokutō has gathered sizeable support across Azukishima, Kavania and Ecskana Prefectures. Current projections show that the Centre Party is set to gain at least 315 seats in the new House of Commons, whilst Teikokutō may gain as many as 325 if current projections hold. Both the Green Party and the Socialist Party are expected to see a markedly decreased presence in the Diet, a massive change of fortunes following the election which brought them to power. Many voters have cited the present international atmosphere in their support for Teikokutō, also known as the Imperial Party, with the preset difficulties with Dartfordia providing yet more wind in the sails of a party which calls for "greater attention to the concerns of the Rokkenjiman People, increased latitude for our Empress to act in the best interests of her People, and the wisdom of our Empress, Blessed of Islyna, as the highest authority throughout the Empire."

New elections were promised in response to a series of debacles by the Rokkejiman Government and faltering levels of support for the Green-Socialist Coalition in recent times. Katsuhiko Sugano, Leader of the Imperial Party, has stated that "the difficulties we've seen are the result of certain politicians who take upon themselves a station which is greater than their sum. Trust in the Empress is crucial to the continued prosperity and growth of Rokkenjiman society; it is time that we act in our own interests, as represented in our renewed relations with Lakhzovia and the budding relationship with Heyra. While we may not gain a majority, we will be in a strong position to shape Rokkenjiman policy in a manner which best supports the initiatives of the Empress and serves the interests of the Rokkenjiman People and Nation."

Teikokutō has also called for changes to the Imperial Tax Code, a review of economic regulations to re-energize Rokkenjiman economic growth, and a greater focus on promoting national sovereignty in the foreign affairs of the First Empire. "Uniting sovereign nations in trade reduces the spectre of conflict across the board, while respecting the sovereign will of nations reduces the sort of tensions we are seeing today. We must also review the necessity of vast accumulations of military might in alliances, such as the CNN or LISA, in an era where there is no clear adversary which poses a common threat to our People or our prosperity. Just as these institutions may be tools of maintaining peace, so too may they become tools with which to strangle the sovereign will of nations," Katsuhiko Sugano stated in a recent campaign event.

Pyrena Castle has offered no comment on its position on present projections, citing its neutrality from partisan politics. "The Empress will work with whatever Government the People determine best represents their interests. Chrysanthemum Throne does not weigh into the People's electoral process. The Empress remains an impartial advocate for the Rokkenjiman People," Tomeka Araya, Imperial Media Liaison, said to the RBC.

Breaking Brief: Centre-Teikokutō Parties To Form Coalition Government


Incoming Premier Shinjirō Koizumi will form a coalition government with the Imperial Party.

Following a count of the votes the Centre Party is set to be the largest party in the House of Commons with 329 seats, followed by Teikokutō with 320 seats leading Shinjirō Koizumi to form a coalition with the Teikokutō Party. The Socialist Party saw its representation decline to 120 seats, whilst the Green Party sunk even further to 81 seats in the House of Commons. In the House of Councillors the Centre Party captured 37 seats, Teikokutō 19, the Socialist Party 9 seats, and the Green Party at five seats. This election marks the first time since the reforms of Empress Beatrice and Premier William Hartnell that no members of either party have been independent of party affiliation.

Just a few months ago predictions held that the Centre Party would not only be the largest party, but would also hold a clear majority in the House of Commons. The situation changed with re-energized nationalist voters heading to the polls to support Teikokutō, an off-shoot of the Centre Party itself which could not reconcile with Centre Party members on incorporating more right-wing policies into the Centre Party platform. Mr. Koizumi is expected to appoint Katsuhiko Sugano, Leader of Teikokutō, as Deputy Premier when he meets with the Empress to formally constitute a new government.

Empress Announces New Vicegerent Ahead Of Imperial Address


Achkaerinese Count Emerson Ravenswood has been appointed Vicegerent, the first foreigner to hold the position.

Empress Beatrice has stated that this would be a year of change, highlighting that fact by appointing a foreigner to the powerful position of Vicegerent ahead of the annual Imperial Address. Speaking with the RBC regarding her decision the Empress noted that the nation had dealt with this situation before when she married the Prince of Littlebrook, "and just as we did then, Rokkenjima will come to accept its new Vicegerent." While some were concerned the move would prompt a furor with the new Diet responses so far have been muted, with Teikokutō stating its "faith and trust in the judgement of the Empress. Her wisdom dawns directly from the Seven Divine and as such is beyond our question."

"In making my decision I considered a variety of candidates and criteria I wished to see met, with Count Ravenswood checking all the right boxes so to speak. The Count was instrumental in bridging the divide between the First and Holy Empires, and having his wisdom to guide the First Empire as it enters a new era will be equally crucial. We've already discussed a number of measures to be taken in the coming weeks, zeroing in on those areas most in need of reform. Our work is as great as the challenges we shall face, but I am confident that the results will be a renewed foundation upon which this First Empire will stand for generations to come," the Empress said in a brief period of questions aboard the Austrana.

"Prior to the selection process I was handed a list by the Imperial Council of candidates they felt would be the best successor to Princess Euphemia, although none of them met my personal expectations," the Empress continued. "Those Rokkenjimans who would are either already in the service of the Imperial Government, or are set to embark upon ventures of their own, thus moving me to broaden our horizons. In a productive meeting with Count Emerson aboard the Austrana that decision was reaffirmed, with our goals in perfect alignment as we move into the future. The team we shall form will work in the best interests of the Rokkenjiman People in all spheres, domestic and foreign, as we see that the flaws which led to the greatest domestic attack against Rokkenjima since the conclusion of the Second Patriotic War may never transpire again."

In related developments the Empress approved the retirement of Grand Marshal Henry Cole by the end of the year, with Commodore Alex Rowe set to be appointed to the position. "Commodore Rowe has been a faithful servant to the First Empire and, while we have disagreed at times, I have every confidence that he will lead Imperial High Command with the distinction and dedication he's shown over his career of service. He shall also be appointed as Marshal Admiral of the Imperial Rokkenjiman Navy, while former Grand Marshal Cole will become Head of the Imperial Household Ministry."

Heyran Aid, Shipping Contracts Suspended

The Imperial Treasury has suspended the disbursement of an aid package to the Heyran Republic for reconstructio efforts in Barnacle/Nurashima. "At this time it is not appropriate for the Imperial Treasury to provide financial assistance to the Heyran Republic when sovereignty over the islands in question are disputed. Instead, the Imperial Treasury will be working with Rokkenjiman allies, partners and other parties involved in aid operations to channel these funds where they may be of the greatest impact. Funds will also be made available to local communities directly, without having to pass through Heyra, to begin the process of rebuilding swiftly and efficiently," a spokesperson for the Imperial Treasury shared with the RBC.

In addition to the moves on aid Rosa Shipyards has received official guidance that delivery of Ashinxao Class vessels to the Heyran Republic is to be suspended until further notice. "With the prospect of Rokkenjiman weapons systems being used to suppress the inhabitants of Barnacle/Nurashima in the exercise of their right to self-determination, or those nations with forces deployed across the islands, it would be irresponsible to allow any transfers of Rokkenjiman weapons systems or vessels to the Heyran Republic to proceed. So long as the present situation exists these vessels shall not be delivered."

Following the natural and political tsunami impacting Barnacle/Nurashima Islands the Ministry of Foreign Affairs has noted a marked increase in Rokkenjimans seeking to return from the Heyran Republic. During the Great Patriotic War many Rokkenjimans departed with many establishing lives in Dartfordia, with Heyra proving a popular choice for wealthy Rokkenjiman families who chose to depart. Many have been content to remain in Heyra, though with the handling of a referendum for the inhabitants of the Islanders and the concern of further repercussions upon the Heyran economy, many have decided it is time to return home to Rokkenjima.

Rokkenjimans bringing their families, and their wealth, back to Rokkenjima has increased in the days following the tsunami and the collapse of talks between the First Empire and the Heyran Republic. Embassy officials are assisting with every step in the process of their return, with the Empress welcoming home "those who left the ruin of the Federal Republic shall find prosperity and opportunity. We are blessed to finally welcome our sisters and brothers home."

Officials with the Imperial Treasury have been assisting with the process, while some families have held their wealth in a variety of foreign banks throughout Mundus. "The Treasury is assisting these expats in the transfer of their wealth home," a spokesperson shared with the RBC. Both expats and Rokkenjimans at home have also begun to divest their holdings of Heyran stock and assets as fears of uncertainty grow.

Crucial Voice Missing In Nurashima/Barnacle Process


The Princess of Arovium and Duchess of Somerset shared her concerns over the Nurashima/Barnacle sovereignty dispute in an editorial to the RBC.

The right to self-determination is a principle which has gained widespread recognition as a crucial principle in international relations, having established itself as a metric in the modern era which places the future of a People in their own hands as opposed to those in capitals afar. As we see the questions continue to mount surrounding the future of Nurashima/Barnacle the Heyran Republic has committed itself to a meeting in Bakkermaya to find a resolution to what it terms as present tensions. However, to the knowledge of anyone outside of this process, a voice which represents those who see themselves as neither Heyran or Himeyaman and prefer independence appears wholly absent for a meeting which has the potential to influence the future of these islands. Regardless of whether one may view the Islands as Heyran or Himeyaman we have set forth that a People hold the right to determine for themselves the course they will take as a People, thus an absence of their voice in any setting which may impact the future of Barnacle/Nurashima would be a most concerning development.

We have moved beyond an era where archaic texts and voices from those eras bygone determine the fate of the living. In any resolution to the question of sovereignty in regards to Nurashima/Barnacle it is prudent that all voices are heard, especially those of populations which would otherwise be marginalized in a process removed from their hands. We know that a movement for independence from both powers exists on the island, although whether that movement has grown stronger in light of recent developments has yet to be seen. Certainly, the introducton of combat forces by the Heyran Republic carries with it the risk of further increasing such sentiments amongst the populace whom support an independent Nurashima/Barnacle.

I believe the words of King Finely are important and uphold best those principles commonly accepted throughout Mundus: "...the only true solution to this long standing dispute is one that involves the decision of those living on the island." Unilateral declarations, no matter what they are based upon, have little standing in resolving the dispute. Only through a process which grants the inhabitants themselves a voice in the decision making process may we hope to find a lasting and peaceful resolution to the Nurashima/Barnacle dispute, conducted in a fair and open referendum which ensures the true will of the People is heard. Ultimately the best course would be for present aid and relief operations to be tended to before questions over sovereignty are even considered, however, due to the actions of some we are forced to tackle both crises at once.

We have seen a great outpouring of aid and assistance in the aftermath of the tsunami, and an equally strong dedication to ensuring the actions of a few do not rob the People of Nurashima/Barnacle their rights to determine their future. East Moreland, Ui Cennselaig, Achkaerin, Dartfordia, Lodja, and yes, Rokkenjima (though late in their consideration) are wise to ensure these principles upon which the international community is based are upheld, even in the most critical of times. The question of legitimacy, thus, can ultimately be answered by the People themselves. Do they wish for a future with Heyra, Himeyama, or as their own nation? These are the questions which should be asked prior to any party involved declaring any notion of legitimacy or, even, divine recognition of said legitimacy.

To say that one people do not deserve this right is to set a precedent upon which future regimes may suppress the will of the People. May we not allow that precedent to be set, rolling back the progress we've made as a community of nations, as we continue to address the many challenges facing Nurashima/Barnacle. The first, and foremost of those concerns, is the well-being of the inhabitants as they recover from this great natural calamity.

Abstergo Eyes Technology City, Seaforth For Expansion


Abstergo is exploring options in the Illumic and Cotf Aranye region, according to CEO Bateson.

Another casualty of the Rokkenjima-Heyra fallout hit the news today as Abstergo Industries announced it was looking at "alternative locations" to establish operations centred in the Illumic-Cotf Aranye region. "The Empress shared with me the possibility of partnership with the Heyran Republic, however, under present conditions, the stability just isn't there," CEO Bateson shared with the RBC. "Therefore we're looking into options such as Technology City in East Moreland, with a more general purpose location elsewhere. A Seaforth location has been a topic of much discussion, though if we do bring both sites online we expect to add a good number of jobs at both as well as contributing to the diverse economies of East Moreland and Seaforth. Both have long established themselves as stable powers in the region, with eager work forces who would contribute to the Abstergo family and mission."

"So while we'll see our more technology related Divisions, namely the Future Technologies Division, focus on Technology City we've also our financial, defense and consumer-oriented Divisions which would work out of a satellite campus," Bateson continued. "Seaforth possesses an incredible indigenous capacity for innovation and industry, thus our high hopes that we may work with the Seaforthians and play a role in the recovery of the Seaforthian economy from the days of the Fall. I'll be sure to let you know how that goes, but for now, we've a roadmap before us and in the execution of that we hope to see Abstergo hit yet new heights." While a single location in Heyra was under consideration previously, Abstergo now expects to create thousands of jobs at the two future locations.

The Empress In Tamora: Protest Peaceful At Tamoran Embassy

The Empress has arrived in Tamora on a mission of understanding, but not everyone is pleased with the Empress of Rokkenjima personally visiting a nation which sees no problem with slavery. I'm Masaki Satsuki, thank you for joining us this morning on RBC World Service.

While a group of fifty protestors stood outside the Tamoran Embassy in Pyrettania the Empress sat with Emperor Abbas of Tamora watching a military parade. "She says we have to understand them, but what the hell is there to understand?"one man shared with our reporters. "Slavery is wrong, it is evil, and our Empress shouldn't be honouring them with a state visit." Another protestor added "There's other ways to accomplish what she's trying to do. Giving them any form of respect says 'hey, don't worry, this is alright.' Is that what we're doing now, saying slavery is okay?"

"Of course slavery is wrong, but it does little good to say that and slap sanctions on a nation and expect any tangible change to take place. You look at a nation like Rokkejima and compare it to Tamora: one is matriarchal the other patriarchal; one has, like nearly all others moved away from slavery and has developed into the third-largest free market economy on Mundus while the other is decidedly dwarfed by comparison and clings tightly to slavery. I can see what the Empress is trying to accomplish, the very first step to solving a problem is understanding what it is in the first place. Somewhere along the course of history Tamora never developed away from slavery; finding out why and how that happened is necessary if we ever hope to see Tamora even consider abolishing slavery."

"I say if because, ultimately, that's Tamora's choice to make. Implementing blind sanctions only gives Tamoran officials ammunition, and changes the narrative from any discussion of why slavery is bad to one of 'us versus them'; ultimately you preclude any chance for progress from the beginning. While a horrible system which I can in no way justify, Tamora isn't traveling Mundus and kidnapping people as Transvaal once did. This is a situation which was born of their culture and society and, ultimately, will be one where the answer to effecting a progression away from slavery will be found, if it is to be found. That idea can be protested and will likely be used against the Empress in some circles but the decision to talk and learn will grant her a vantage point which, to date, no one outside Tamora has a clear picture of."

Unlike the rest of Mundus where slavery was abolished in a multitude of ways Tamora seems to have developed on a parallel path to this collective history. Here in Rokkenjima slavery was brought to our shores during the Ardian occupation, being abolished again following their eviction from our lands. However even this experience cannot be compared to slavery in Tamora; not imposed by a foreign power or intervening culture, but largely from within. Approaching Tamoran slavery based on this historic experience, or even that of the form which existed in Transvaal, is a roadmap to failure according to the Empress Emerita.

"You're fighting a problem with a strategy which has little relation to what's at hand. Sure there are some similarities, but you're going after a root cause that doesn't exist in this case. You're going to fail because the experience and information you are working with is not applicable here."

Masaki "But certainly applying pressure..."

Evanthe "Will backfire and ultimately empower the status-quo, as I explained before. If I've learned anything it's that I don't want to approach a situation without first doing my homework so I have the right tool set to work with. We could sit here all day and say slavery is bad and sanction Tamora into oblivion, but that accomplishes nothing. Indeed, you saw what the first round of sanctions did: push more people into slavery. Clearly information is needed, and an approach which doesn't create yet more slavery has to be found through that. As the Empress said to another leader recently, or so I've heard, honey is more effective than vinegar."

The Duchess of Somerset, Princess Evanthe of Arovium, spoke with the RBC at length regarding the release by the Heyran Republic of notes on the meeting between Empress Beatrice and President Blackwind, as well as a recorded telephone call between the two leaders. "Unprecedented," the Duchess said at first before elaborating. "In one fell swoop the Heyran Republic has obliterated its diplomatic capital, sowing seeds in the minds of every foreign leader and diplomat that no expectation of confidentiality can be had when dealing with the Heyrans. I doubt the switchboards at the Defense will be handling very many foreign calls, just as calls from there will likely go unanswered."

"Never before has a Head of State released audio of a telephone call held with another Head of State," the Duchess continued. "Everything from intelligence to vital conversations are going to be seriously doubted as the Heyrans have shown they have no concept of diplomatic norms or protocols, severing several crucial links which will no longer be available to them. In my years as Vicegerent, Imperial Diplomatic Liaison to the Empress, Secretary-General of the Covenant of Nations and Commonwealth Treaty Organisation, never has something like this ever been ruminated upon due to the sheer stupidity and shortsightedness such an action entails."

"The Heyran breech of diplomatic confidentiality has grave, far-reaching consequences for the future relations between any two nations, though especially those between any nation and the Heyran Republic. Diplomatic capital, trust, faith, these are currencies worth far more than their weight in gold, and Heyra has essentially pissed them away, excuse my language. Heyra may very well find that it has also undermined talks regarding Nurashima/Barnacle, placing its objectives yet further away in an attempt to take a shot at the Empress of Rokkenjima. The world can no longer hold talks in good faith with the President of Heyra, nor likely his diplomatic agents; essentially, we've seen the Heyran Senate aim a missile at the First Empire which ultimately found its target as Heyra's foreign endeavours."

"Now if we look at the meeting itself, the topic matters, the treaty; not the best situation for the Empress, however, knowing her for many years and working with her in Pyrena Castle you notice that the Treaty was not signed. With the precondition of recognizing Heyran sovereignty over the Islands what I see, from my experience with the Empress, is that she saw a Treaty based on depriving a People of their self-determination was itself rotten from the core. The bases themselves, often a talking point, proved inadequate to move the Empress to the point of signing, knowing full well the firestorm a base on Redfern would provoke. Essentially she was presented with options, she considered them, and ultimately dismissed them as not being worth the cost."

"It certainly doesn't look good, however, her rejection of the Treaty is an action which does speak. In the follow-up call to Blackwind which, if ill-directed and worded at times, was ultimately well intended. You can hear the nuances in her voice as she urges Blackwind regarding 'those upon Barnacle who desire independence and those who wish to remain Himeyaman just as greatly as those who desire reunion with Heyra'. I can see the strategy she was pursuing, however, at this point appeasing the idea of Heyran sovereignty was likely a vehicle to impress upon Blackwind the importance and necessity of a referendum. The Empress will pick up the finer points the longer she's back, but one must remember she has been away for some time; this is an issue I believe will see some remedy in her selection of a most capable Vicegerent."

"If we look at the points raised, the Empress ran into a brick wall at times in their conversation, ultimately moving her to end it as no progress was to be made; his mind was made up, and that was that. A deployment of combat troops, to a contested territory by one of the contending powers in a time of natural disaster is also not the best manner in which to announce good intentions. Heyra's goal of bringing Nurashima/Barnacle under its sovereign control is well known, the same goals could have been accomplished by working with the forces aligned in assistance and would have been a neutral option which would not have had the spectre of fueling the flames. As for Senators elected from 'Barnacle Prefecture' the point is irrelevant as we're talking about the concerns of those Islanders who desire independence. It is their voice which remains unrepresented, and a cloud which I said continues to hang over the process. Would the citizens of Hake-Shima feel their voice is represented in these talks because of these Senators?"

"Now as you may be aware I sat upon Chrysanthemum Throne for a while, so I might have an idea how the Imperial Government works as well as its relation to the People. Following the Second Patriotic War the Anselmo Restoration returned to the People their culture, language and liberty from foreign and corporate owned thieves masquerading as democratic leaders. This resulted, naturally, in a measure of distrust in the elected Government which is still being combated to this day. Empress Beatrice is seen as a liberator and the first advocate of the People who trust the Crown to ensure that the sordid state of affairs under the Federal Republic never takes root again. This saw the birth of Rokkenjiman Democracy which has continued to evolve since the Anselmo Restoration."

"As time passed, the Empress routinely granted more power and authority to the elected Government, to the point where today they hold an effective review of foreign policies initiated by the Crown. Prior to that the Empress devoted great efforts and was an early pioneer and advocate for e-democracy which has been incorporated throughout the Imperial Government. It was also a prime concern of the Empress to ensure the People had a direct line to the Crown, while other initiatives such as reforming the Imperial Diet to ensure more local representation have further strengthened the Rokkenjiman democratic foundation. So as the years pass and public trust equalizes between the institutions of the Rokkenjiman Government we have seen an Empress who willingly sheds power to the elected officials, as has been her stated goal since the Anselmo Restoration."

"No boots, no misunderstanding of democracy, only an ignorance of the Senate upon the workings of the Imperial Government. As we have seen through actions of the First Empire, East Moreland, Achkaerin, Seaforth, Dartfordia and others there is a will among international powers to assist Peoples and Nations beyond self-enrichment. From the breaking of the Soviet Blockade, the interventions in Safraen (and Themata before it) nations have come together to challenge injustice wherever it may spring from, advocating for those with no other advocate. That conflict with the USR and its WARSAW allies led to Rokkenjima arming itself accordingly, not in the pursuit of expansion; though on the nuclear arsenal we have the Republican administrations to thank for that. So afraid of losing their power, I am pleased to see Empress Beatrice turn that wretched thing into the Strategic Energy Reserve which will power all manner of peaceful and humanitarian endeavours."

"Equating elections on an Office appointed by the Empress, through her power represented in the Constitution, to a referendum which ensures a People their right to self-determination is a false equivalency. Nurashima/Barnacle remains a contended territory, thus the process becomes much greater than a question of an internal affair. To summarize those points remaining I understand the Empress enjoys an approval rating somewhere near 68%, with individual policy matters scoring higher than this average approval rating, in a Government that holds democratic principles throughout it. The only sword which hangs over the Illumic, Mhorish and Kyne Seas is that of Heyran origin; and it is a most dangerous path upon which they could have embarked had they not effectively bulldozed their Foreign Affairs apparatus. Without the diplomatic capital and international confidence with which to execute their foreign policy, Heyra has effectively neutered itself on many, many fronts in such a way I never thought was possible."

Shifting gears the Empress Emerita touched upon implications in regards to East Moreland. "As I said before the Empress and President held discussions, she was presented with proposals but, when the deciding moment came, the Empress declined to bind Rokkenjima to this Treaty. In effect this shows that she is committing to the reductions promised to East Moreland, untangling Rokkenjima from any further direct roles in the Illumic and showing a clear preference for a future aligned more closely to East Moreland than that of the vision presented by President Blackwind. At the end of the day the Empress valued the self-determination of Nurashima/Barnacle while rejecting an appeasement of Heyra; regardless of the process which saw that resolution it is one I think is certainly worth consideration. I am certain the Empress will address these questions herself, however, until that happens that is my assertion based upon my knowledge of the Empress."

News In Brief: Rosa Shipyards To Service Heyran Vessels


HRS Valiant, which sustained damage in the tsunami, is to be serviced by Rosa Shipyards

Rosa Shipyards has confirmed that it is to provide repair services to two Heyran vessels damaged in the tsunami, while the Imperial Government has confirmed such services were outside the scope of guidance provided to Rosa Shipyards. "Guidance to Rosa Shipyards involved further sales to the Heyran Republic and does not preclude the servicing of vessels already sold to the Republic. The Imperial Government shall not interfere nor intervene in the operations of Rosa Shipyards as it provides repair and maintenance to vessels it is already obliged to service," a statement read from Pyrena Castle. The statement came after questions as to whether the Imperial Government would impound the vessels if they were brought to Rosa Shipyards, a proposition which received a sound 'no' from Imperial officials.

"The Imperial Government does not involve itself in the obligations of Rokkenjiman businesses for services rendered as part of this pre-existing arrangement. We have provided guidance that future sales are suspended, however, services to existing vessels are not impacted by this guidance," the statement concludes.

Grand Maester Speaks On Aberrations Against Life's Sanctity


Grand Maester Yuna gives personal remarks during a service at the Caelestis Curia.

Grand Maester Yuna has echoed the sentiments expressed by High Priestess Maddix of the Cult of Helus, battering the Future Foundation and Welt Young as "aberrations against the sanctity of life and the family unit. Most concerning to me is the concept of 'life on order' so to say, as well as the notion of corporations adopting children which denies them the life a child would otherwise normally have before them. Childhood is precious, and to treat children as an asset towards the bottom lines of a corporation is appalling. Though small in stature, the Republic is heralding an era of moral corruption, both through its attitudes toward life and its disregard for the lives on Nurashima/Barnacle," the Grand Maester said before an assembly of followers at the Caelestis Curia.

"Thus we see before us an era which is increasingly defined by the overreach of Heyran capitalism, a particularly discouraging machine which devalues human life and seeks expansion on all fronts irregardless of the moral cost. Empress Emerita Reforms Independent Diplomatic Services


Empress Emerita Evanthe makes a return to international diplomacy.

The Empress Emerita has announced the reformation of the Independent Diplomatic Services, describing it as "an institution comprised of former diplomats, lawyers versed in international law and other experts on the international affairs of Mundus. The advice and work of the IDS will be impartial, whilst our staff members hold no allegiance or affiliaton to any government or institution, international or otherwise. We will be looking to network with a variety of individuals and organisations, including firms of law and universities, to support and assist with the work of the IDS which will always be conducted on a pro-bono basis," the Empress Emerita stated to the RBC. "In an age where there are disenfranchised voices, such as the residents of Nurashima/Barnacle, the vision I originally held for the IDS is that much more crucial."

The IDS will maintain for itself strict adherence to ethical standards while requiring its beneficiaries to be committed to democracy, human rights and the rule of law. Operating as a non-profit, the IDS will source its budget through donations from foundations, governments and individual donors. Exercise Verity Advent To Test Imperial Rokkenjiman Armed Forces


Endymion leads the way in Exercise Homeland Watch, Rokkenjima Sea, late 2017.

Sources close to Imperial High Command have confirmed that Exercise Verity Advent was set to take place in the coming weeks. The exercise is designed to test the capabilities of the Imperial Rokkenjiman Armed Forces to meet the specifications called for in the Annual Defense Review. This standard, known as the 'Two and a Half Doctrine' calls for the Imperial Rokkenjiman Armed Forces to be ready and capable of "engaging in two major conflicts while being able to engage in a relatively minor regional incident simultaneously." This capability may be met through augmentation by allied forces, however, Imperial High Command maintains a focus on ensuring the Empress has that unilateral option should it be necessary. The Doctrine has not been put to the test since the times of the Cross-Straits Treaty Organisation (CSTO).

A basic outline of the exercises, provided to the RBC, is as follows:

1. Joint, simultaneous naval exercises in the Krimeon Sea and the  Sea of Antalin.
2. Joint, simultaneous air and ground exercises in Ardia and abroad [Location abroad to be determined in concert with allied partner].
3. Cyberwarfare exercises simulating attacks, counter-attacks and locating/identifying cyber attacks.

"Recent times have highlighted how volatile the international landscape can be, with crises at times being difficult to predict. Whether it be a dispute over sovereignty, the outbreak of regional violence or cases of civil war, the IRAF must maintain a capability to respond as necessary. Whether unilaterally, or with the support of allied operations, maintaining the Two and a Half Doctrine continues to be a central element to Rokkenjiman military planning. When the Empress has these options to act, in defense and support of our allies as well as in the interests of international peace and security, we may ensure not only our domestic tranquility but that of the international community at large," Grand Marshal Cole shared with the RBC. Included in the exercises will be a range of tests involving ICON, including emergency remote control of a Kashiwa Class destroyer, as well as various infrastructure tests to ensure ICON is capable of handling 'any level of stress and burden to be expected of such a large scale combat situation'.

"The full spectrum of Rokkenjima's military capabilities shall be put to the test, ensuring that when crisis strikes they are ready to respond at a moment's notice," Grand Marshal Cole continued. "Our exercises are not aimed at any party internationally and reflect fully our interests in ensuring the IRAF maintains a capability to act on a global scale should the situation demand it. The data and experience gained through this exercise will be most useful in future calculations of Rokkenjiman military capabilities. Further details will be provided well in advance of commencement to ensure disruption to local shipping, aviation and other spheres are not impacted."

ISEA Eyes Moon As Stepping Stone To Nergal


ISEA Clarifies 'stepping stone' approach to Nergal in new Diet hearings.

Luna has not surpassed Nergal as ISEA's target for human spaceflight, according to ISEA Director William Nye. With a slate of missions involving astronauts upon the Lunar surface ISEA officials stressed the importance of Nergal in future calculations. Nergal remains the ultimate destination, with Luna serving as a stepping stone along the way, according to Director William Nye and Deputy Director Neil Tyson in hearings before the Imperial Diet earlier today.

"Luna is our proving ground, while Nergal is our goal," Tyson said during testimony before the Subcommittee on Space Exploration. "The glory of Luna is that it's a mere three-day journey home, so we can prove these technologies while reducing all of the risks. All of the different maturations that are necessary to live and work on another world can be tried as well, on Luna. If there's a problem there, or an emergency, we know we can get our people home," Tyson added.

Current and near-future moon work should "accelerate the path to arrive upon Nergal," Tyson continued. This work includes the construction of a small space station in lunar orbit, with a target date of 2022. This outpost, called the Lunar Orbital Platform-Gateway, could be ready to accommodate astronauts by 2026, ISEA officials have said. Crewmembers will stay aboard the Gateway for 30 to 90 day stretches conducting a variety of science and exploration work, while some of these astronauts will head from the Gateway to the lunar surface. The first of these sorties could occur before the end of the 2020s.

Visits to the Gateway, both human and robotic, won't all be endeavours of ISEA If all goes to plan. ISEA aims to make the outpost interoperable and accessible to use by private companies as well as other national space programs.

"Nergal has never taken a back seat to the Moon, what we see is the need to do activities around the moon to prepare us for our journey to Nergal," Nye said in his appearance before the Subcommittee. "We're not ready to go to Nergal directly today," he added, "but Luna is certainly an enabler for Nergal." Nye touched on the enabling nature of Gateway technology, singling out one piece of complex hardware as an illustrative example.

"We take the Gateway spacecraft we talk about around the moon; it can be moved to different locations around the moon. It could also be thebasis for a Nergal spacecraft. What we're going to do is try to size that ascent vehicle that comes off the moon, that which takes the crews fom the surface of the moon to Gateway, to be be sized toward a Nergal-class lander."

Empress To Undertake Shizukesa


The voice of the Empress goes silent as she undertakes the path of Shizukesa.

Following a surprise visit to the Caelestis Curia by the Empress it has been confirmed that the Empress spoke with Grand Maester Yuna concerning spiritual guidance. The conversation, which consumed up to four hours, concluded with the pair addressing members of the press, although the Empress spoke no words and took no questions. "The Most Blessed of Islyna, Empress Beatrice, has undertaken Shizukesa," Grand Maester Yuna announced, "and shall not speak a word until this path has been explored to its end. Following shizukesa the Empress shall find herself grounded in, and a capable master of channeling, her emotions; the mind shall be in unison again with the soul."

"The Empress will be free of squandered, impulsive speech while being better capable of observing the truth around her. Control of anger and that which grows from its seeds will enlighten her ability to view each and every challenge which comes before her non-obscured. Upon completion of this journey she will be more mindful of the importance of consideration of others, while each word will be weighed with more scrutiny before passing forth from her lips. One may speak many words and say nothing at all, and while few would doubt the Empress' ability to communicate, in her silence she will eliminate any tendencies toward speaking without weight."

"In three days time the Empress will begin the trials which are to accompany her shizukesa; she shall sit here in the Caelestis Curia and face the commentary of the Council of Maesters. She shall not be permitted to protest, no opportunity shall be granted for explanations or justifications; she shall sit in silence. The most minute of sounds to pass from her lips will begin the path anew. Following our session the Empress shall be placed in a chamber of sensory deprivation, her focus directed within without the distractions of the outside world to lead her mind astray. For the next three months following the Empress will continue to remain silent, communicating by written word only in the conduct of her duties as Empress and for the maintenance of relationships within the household."

"Following this period the Empress shall return here and we shall hear her first words and see if she has found success on her journey. Once again soul and mind shall be in a state of perfect unison, each word delivered with purpose; I expect not a breath shall be wasted by the Empress," the Grand Maester continued. "Silence is a path to purity and restores the calm within, I have every confidence the Empress shall find internal calm through this journey." When asked if the Council had imposed this upon the Empress the Grand Maester was quick to reject the notion. "The Most Blessed came to me for guidance to restore the calm within and rejoin mind and soul. Pyrena Castle Offers Support To Bakkermaya, Caution To Ecclesiastical State


The Elsa Carrier Strike Group has departed QKNB in light of the unilateral actions of the Ecclesiastical State.

Queen Katenka Naval Base has been placed on high alert as Pyrena Castle cautions the Ecclesiastical State against "actions of a unilateral nature which would bring undue amounts of suffering and destruction to bear in the situation. We have seen in past instances where unilateral military actions have wrought even greater harm and destruction. The mechanisms of international diplomacy must be employed to bring a multilateral response to bear upon the situation, not decisions made rashly and without a full understanding of the situation at hand." Imperial High Command proceeded to suspend Exercise Verity Advent while deploying the Elsa Strike Group to the region as a check against "unwarranted unilateral actions without any form of sanction."

Pyrena Castle was also quick to offer its support to Bakkermaya, via a written statement from the Empress. "The First Empire has long viewed itself as a friend to all Ardian states and offers its staunchest of support as Bakkermaya faces these challenging times. It is clear that we of the international community do not yet have a full understanding of the situation or the depth of the elements in play, thus I pledge to our continental partners that Rokkenjima will look to them for information as well as a strategy forward as this challenging crisis develops. At the same time, recognizing the lack of information available, I find it highly concerning that the Ecclesiastical State is declaring war without all of the information available to win such a war, and without the sanction of any international body; these are not the wild days prior to strong mechanisms of international diplomacy and security being readily available, and such unilateral actions cannot be again tolerated in a community of nations ruled by treaties and international norms."

The Empress went on to highlight the folly of the declaration, stating "Declaring war upon a state which has no legitimate recognition is unwise for many reasons, as the Pope hands them an endorsement of credible recognition while also inviting a multitude of contingencies which will only make our approach to this brewing crisis that much more difficult. This is why I have authorized Elsa and her Carrier Strike Group to depart from Queen Katenka Naval Base to dissuade any measure of unilateral actions. The Expedition Strike Group has also received orders to prepare for deployment should the need arise, or should the Ecclesiastical State doubt our resolve in preventing yet a greater crisis through their reckless course of action. Once this immediate threat for sowing more instability in an already volatile situation has been addressed, Rokkenjman forces shall stand ready to assist with any operation of a multilateral nature."

Concluding her statement the Empress encouraged the Ecclesiastical State to "adhere to international norms and pursue a multi-lateral solution which also receives the sanction of the Government of Bakkermaya. I shall make no comment on the issue of referendum or sovereignty until we've the word of the Bakkermayan Government on the developing situation. I do not, however, imagine they should be pleased when Ecclesiastical ships, planes and mechanisms of war traverse their territory without sanction."

The First Empire has joined Royal Seleucid in condemning the execution of Imran Gamal as "an act of barbarity not seen often in modern times. The First Empire is shocked by the method employed in the execution as well as the method of disposal which followed it. Regardless of the crimes one is convicted of it is upon all of us to rise above and show humanity in our conduct, even by those who employ capital punishment, just as it is upon all states to ensure the rights of those accused and/or convicted of crimes are upheld. In response, the First Empire is imposing a Travel Advisory upon The Commonwealth of the Unified Iwi, while withdrawing Imperial sanction for the bid Abstergo Industries made in potential arms sales to the Commonwealth. This bid included the potential sale of Sirius-B Main Battle Tanks and Resolute Class Frigates, both of which are off the table as the Iwi is removed from any future consideration for arms sales."

The execution of Imran Gamal is the latest in a series of inhumane executions within the Commonwealth. "While no one is denying that the crimes for which Imran Gamal was convicted of are crimes against humanity of the highest order, crimes for which the Iwi are well within their rights to prescribe a sentence fitting of the crimes, the method of execution and disposal of the body afterward do nothing but to perpetuate a cycle of violent barbarity which fall outside the punishments we've seen prescribed by other states with capital punishment. Such actions have no place in the modern era and must be condemned as vehemently as we would any other example of a state which acts so out of bounds of international norms. The Empress Responds To King Piripi


The Empress addressed points raised by the King in response to Rokkenjiman actions following the execution of Imran Gamal.

Empress Beatrice, following the completion of Shizukesa, was asked about the execution of Imran Gamal, the Rokkenjiman response, and her thoughts on the response issued by King Piripi to Rokkenjiman actions in response to the execution. "In my visit to Tamora I saw what I had suspected before my arrival; a culture and nation which developed on a parallel path aside from that of the international communities march toward more progressive causes and principles. Allow me to be clear that Rokkenjima has never purchased a person; the actions of Mr. Bateson to alleviate the imposition of slavery upon the Karapetyan Family due to Rokkenjiman sanctions were taken of his own accord. Slavery is something Rokkenjima, like much of the world, views as wholly abhorrent, however the 'tool set' we've used in the past when confronting slavery has proven ineffective and indeed more harmful for everyday Tamoran citizens. It will be a long road, but we must take caution that actions of the international community do not bring such hardship upon everyday Tamorans."

"While it is regretful that our nations never engaged one another as they should have as represented by our initial visit I cannot, in good conscience, legitimize clubbing people to death, injecting poison into their veins, or strangling the life from them only to throw their remains into a vat of acid, nor can I legitimize effectively kidnapping people at sea in a direct violation of the Fair Seas Concordat. It is for these reasons why Rokkenjiman arms have been prohibited for sale to the Commonwealth and why extradition requests shall not be considered; our culture values the sanctity of life, recognizes the importance of each life, and as such cannot be complicit in actions such as those displayed by the Commonwealth. Asked if there would be further measures considered the Empress stated that "Rokkenjima will respond as necessary to any further developments. As I have made clear throughout my reign decisions will be made based upon upholding our beliefs and principles, never that which is politically convenient. We have ensured that our arms will not be placed in the hands of those who would use them in a manner contrary to those principles or international norms, just as we've ensured that not one Rokkenjiman will be complicit in state-sanctioned brutality. Whether or not further measures are necessary shall depend very much upon the Commonwealth."

Empress On The Senate: "Out Of Their Depth"


The Empress responded to questions regarding recent remarks from the Senate of Neu Uburzis.

Pyrena Castle has commented on remarks recently issued by the Senate of Neu Uburzis, with the Empress saying the Senate is "out of their depth on this matter." The Senate, stating it was "unable to understand" the actions of the Empress called restrictions on the sale of Rokkenjiman arms to the Commonwealth an embargo implemented "yet again on short-sighted terms." The Empress, speaking from Pyrena Castle during daily Questions with the Press, dismissed the criticisms, saying that "when a state operates out of their depth, things are often said in error. I shall not hold it against them, especially in light of recent talks aiming to establish more formal relations between our nations."

"Abstergo made a bid to supply the Commonwealth with options to purchase Sirius-B main battle tanks and our Resolute Class Frigate. Given the serious concerns as to the application of human rights, especially those afforded under the MCUR, toward those accused of crimes it was decided that Rokkenjiman arms should not be placed in the hands of such a nation. Furthermore, given that we know the Iwi have no issue with violating the Fair Seas Concordat by kidnapping upon the high seas, I would rather not entertain the possibility such crimes could be hatched from aboard a Rokkenjiman-supplied vessel. The response is measured, well-thought, and is appropriate given the circumstances," the Empress continued.

"In the application of justice we must protect the rights of the accused, while also rising above those convicted of crimes by not employing methods of rivaling barbarity while calling it 'justice' for the crimes they committed. The crimes of Imran Gamal were horrendous, no one is questioning that, but I am no better than the Republicans who preceded me, the Borlanders mentioned by the Senate, or any other force which employs brute force and brutality in the pursuit of their goals if I decry one for their actions but say nothing in response to those of another simply because they so happend to kill a 'bad guy'. Civilziation has common norms and expectations, we see this reflected in the international community, thus when something so out of line of these common norms happens it is upon us to speak up or show our complicity."

"Upon the matter of slavery, which we have long taken a stance against, it is not slavery which I traveled to Tamora to understand but the method in which their culture, in opposition to nearly every other culture upon the face of Mundus, embraced slavery so tightly while nearly every other civilization progressed away from it. We have seen that sanctions will not work, nor will great foreign pressure, to effect a Tamora without slavery; more people will be harmed and Tamora will herself recede further into isolation as a response; two developments which would only worsen the situation. As I share what I learned with the Imperial Government we will use that information in the formation of future policy toward Tamora which does not see yet more people cast into the chains of slavery."

The Empress went on to answer a variety of questions, including further Imperial Council reform, reviews of Imperial policies, as well as proposals for two potential bridges that would decrease travel time in two metropolitan areas.

Empress Focuses Remarks Abroad


The Empress spoke personally of Dilara Haghighi, a Slavan Tamoran sentenced to death, who is seen in Rokkenjima as representing the ignored plight of Tamorans in Slava Lavosk.

A group of student journalists were amongst those students invited to Pyrena Castle for a 'day of learning' with the Empress, allowing them a view of the inner workings of Pyrena Castle. Included with the working tour was an initiative pursued by the Empress in which she addresses concerns personally presented by the Rokkenjiman People. Recalling remarks made by Sheriff Sakura Sheppard the Empress devoted time to responding to many of the points raised while chastising the lack of communication preceding the turn to the media. The Empress also spoke at great length about Dilara Haghighi, a Slavan of Tamoran descent who faces the death penalty for displaying pride in her heritage.

During the Great Chasm, we would often see the First and Holy Empires engage each other most publicly in their differences over policy. Without reaching out to the First Empire we've now Sheriff Sheppard enacting a scene reminiscent to those times, and it is only because her words were spoken first to the press that I speak to you today. Otherwise we've an Achkarinese Vicegerent and capable Foreign Affairs infrastructure that could most certainly have been better utilized. While disappointing, we won't allow such a mistake to re-open that great division although I cannot leave such maligned words without a proper response.

In the early part of this 21st century we witnessed a series of events unparalleled in our shared history: a grand progressive movement energized by a number of powers who shared Rokkenjima's beliefs that Mundus should be a more fair and progressive place for all Peoples, regardless of where they were born. Great international efforts produced cornerstones of the international order, some of these treaties which are still in effect to this day. When we saw people being tortured and persecuted we didn't stand on the sidelines or hide behind the veil of culture; we responded with decisive action. Whereas the Holy Empire speaks of concern for Tamorans in one breath, it remains silent on those Slavan Tamorans who continue to suffer, whilst Slavan authorities have yet to face any manner of outcry, save that from Rokkenjima, Royal Seleucid and East Moreland.

What is the Achkaerinese position on detention camps erected by Slavan authorities, the outright discrimination and mistreatment that Slavans of Tamoran descent face on a daily basis or, perhaps, we may be enlightened upon the Achkaerinese position on the plight of young Dilara Haghighi, who still sits on death row? A girl, not much older than my own daughter, sits in such atrocious conditions with an atmosphere so devoid of hope, and only East Moreland, Royal Seleucid and Rokkenjima can be moved to care for her fate? If you care for the Tamoran People so strongly care for all of them, speak out on the injustice they face in Slava Lavosk. Anything less is to cherry pick offenses, leaving countless people in conditions of squalor, where the threat of death is real each and every day; where is their advocate? If they were of Achkaerinese descent would you be so content to remain in silence?!

To Slavan Tamorans, you are not alone. The Rokkenjiman People stand with you, and Dilara Haghighi, and I promise you we will do what we can to see that the injustices foisted upon your people are addressed. I call upon the authorities in Slava Lavosk  to open their detention camps to foreign observation as well as the immediate release of Dilara Haghighi, allowing for an independent review of her trial and the conditions under which she was arrested and detained. If Slava Lavosk has nothing to hide, if this is not a situation of discrimination of the highest order, then there is nothing to fear. There is much to lose, however, in Slava Lavosk persisting upon its present path.

We see examples of systemic bias against those of Royal Seleucid descent in the Commonwealth as well, a fact which may be observable in their legal system as well. The concerns of Royal Seleucid merit investigation and should be taken with the full weight the international community would place upon allegations of this nature. I am also reminded of the words of my cousin, Princess Evanthe, which spoke of great concern to ensure the rights of the accused are upheld, as they are often the most vulnerable amongst our peoples. This would be more true of a population within a country that is already systemically biased against their people and culture. With all due respect, I cannot see the justice in torturing and brutally killing people, nor do I wish to have any complicit role in such practices through remaining silent; if it were another nation, not so well connected, would your answer be the same and could you abide these gross violations of the rights accorded to all peoples?

If prosecution under the MCUR is sought in regards to Mr. Bateson I am confident he will comply. Likewise I have no doubt that his decision to intervene in the case of the Karapetyan Family was based in the best of intents, to free a family enslaved as a direct result of Rokkenjiman sanctions. He saw a family who had done everything right, they did not utilize slavery in their work, yet because of the actions of the Imperial Government Mr. Karapetyan had everything he had worked for taken from him and, ultimately, was enslaved himself. He had the means and opportunity to act, to free a family from slavery, and he took that path which he believed was right and just. Now, as I understand, Mr. Karapetyan continues to prove himself as a vital asset to Abstergo Industries, his children learning in Rokkenjiman schools instead of looking forward to a lifetime of servitude as slaves themselves. The Imperial Government has shared its concerns with the method in which this occurred and has enacted measures to ensure foreign participation in such transactions is wholly impossible via the Rokkenjman banking system.

There remains points I haven't addressed, however, we will approach those topics via the appropriate diplomatic channels. Enough has been said publicly, and those matters I've left untouched serve only to distract from those issues the Holy Empire has danced around. I will instead close with a question: shall the Holy Empire join me in tackling these serious issues, or shall we instead waste time as the Holy Empire sets aside the issues raised and instead makes this a issue about Rokkenjima? Will international responsibility, and dedication to our shared values, be set aside in such a manner yet again? Shall we work on behalf of those of Tamoran descent in Slava Lavosk or instead shall you continue to aim your vitriol against Rokkenjima? Rokkenjiman Destroyer To Visit Gulf Of Aaraxis


Excelsior will be operating in the Gulf of Aaraxis as part of focused anti-piracy operations.

IRN Excelsior, a Mizuchi Class Guided Missile Destroyer, has been dispatched to the Gulf of Aaraxis as part of Rokkenjima's long-standing missions targeting piracy, terrorism and black market activities in the Sea of Kyne. While no specific threat was shared with the RBC Imperial High Command confirmed that it was standard policy for the Imperial Rokkenjiman Navy to "maintain an active presence across the Kyne, ensuring the tranquility of this vital sea is not threatened. This includes an active anti-piracy campaign which has been maintained since the times of the CSTO. Often times certain regions will be targeted for patrol, lasting anywhere from ten hours to a week, depending upon the information Imperial High Command is acting upon," IHC shared in a written statement to the RBC.

Excelsior is operating under Task Force Steady Aim, which has formed the IRN's anti-piracy operating group for this region of the Kyne. While no word has been provided to the RBC as to the duration of this targeted patrol Imperial High Command reaffirmed the standard nature of the patrol. "Threats by non-state actors remains an ongoing concern of the Imperial Rokkenjiman Navy. Through maintaining an active presence illicit activities may be dissuaded, while ensuring that the seas remain safe for international shipping and commerce."

While the RBC sought comment on developments in the region, especially those surrounding the ongoing situation in Slava Lavosk, Imperial High Command referred those questions to Pyrena Castle. "The Slava Lavosk situation is one best addressed by Pyrena Castle," came the response of IHC. Pyrena Castle stated that "Updates on the situation will be provided as the situation develops. Rokkenjima To Host President Kadassa


Lakhzov President Sachim Kadassa will be welcomed to Pyrettania for a formal state visit.

Pyrena Castle has confirmed that Empress Beatrice will be welcoming Lakhzov President Sachim Kadassa for a formal state visit in the coming weeks. The pair will visit the future site of the new Lakhzov Embassy, to be located in the Mount Shizuka District, placing the Lakhzovian Embassy in a prominent location with greater proximity and access to Pyrena Castle. "Our nations once stood upon the precipice of being torn asunder by our mutual enemies, the Hand of Emet militia and other domestic threats within Lakhzovia. While the Kashiwa Class boasts capabilities primarily aimed at land attack scenarios Imperial High Command feels its full package of capabilities will better supplement the continued anti-piracy mission than the Excelsior.

Lucretia Marino Named New Governor Of Rishiri


Lucretia Marino takes over governing duties of the Northern Rokkenjiman territory.

Lucretia Marino, the former Imperial Liaison for Illumic and Tripartite Affairs, has been selected by the Empress to serve as the new Governor of the Rishiri Imperial Overseas Dependency. She takes over from Gregory McKenna who has taken a job in Pyrena Castle as a Diplomatic Liaison of the Empress. Having overseen resolutions in times of crisis involving Rishiri Ms. Marino was selected by the Empress "as she holds experience in working with East Moreland, diffusing times of crisis, and holds the interests of Rishiri-Rokkenjimas close to her hear. I have every confidence in Lucretia who will serve as a fine Governor of Rishiri."

Speaking before reporters at the Governor's Mansion in Urakawa City Governor Marino announced that "Today, Rishiri is open for business. Her Imperial Majesty has given me broad latitude in ensuring the success of Rishiri, thus I have announced initiatives which will see a new tax code for Rishiri-Rokkenjimans and businesses which operate in Rishiri. These taxes will be rivaled only perhaps by our Illumic neighbours of the Conglomerate, whom I hope to prove quite the competition for. We shall also take advantage of rules and regulations tailored for Rishiri, not those back-ported from the First Empire that serve little use or function here."

"We'll also optimize our position by offering a new open registry, allowing for vessels to be capable of flying the Rokkenjiman Flag while taking advantage of Rishiri's local laws and regulations. These shall include tax incentives, labour laws which do not infringe upon business, as well as an introductory registration program. We'll also be looking to opening Rishiri data centres, cooled by 100% green methods, to the businesses of the world as environmental concerns continue to move up the priority scale across regions and national divides. In short, whether it be financing, mercantile matters, or needs of a service nature, Rishiri is open for business."

While speaking on the future of QAMB Governor Marino wasn't concerned. News In Brief: Ongoing Payments To Slavan Company Discovered In Budget Review

Annual payments to a little-known Slavan company totaling र55.1bn ($102bn) since 1999 have been revealed in a review of the Imperial Budget mandated by Pyrena Castle. The company, SRN Group, is reported to have entered into a contract with the Federal Republic for components assembly and distribution. The account to which the payments originate from was approved by the former Congress and continued to disperse payments for what was originally a twenty-year contract. Details of the arrangement and of the payment schedule were essentially buried, delaying their discovery until the review was ordered by Pyrena Castle.

"Naturally I'm concerned why Rokkenjima has paid billions of Ducats to the Slavans over this past decade, I certainly haven't seen anything tangible from it," one Member of the Diet shared with the RBC. "The Republican administration treasured secrecy and corruption, so going off the official account for the reason these payments were and are being made is a fool's errand. We must find out where this money is going, what it is being used for, and why the payments continued following the end of Republican governance."

Empress Emerita Restored To Line Of Succession


Princess Evanthe has been restored to the Line of Succession while also reaffirming her Rosari Faith.

The Instrument of Renouncement, signed January 19th of 2015, has been declared void by Empress Beatrice. The move restores the Princess of Arovium and her descendants to the line of succession, restoring their rights to Chrysanthemum Throne. The Empress, explaining the decision, cited "the valuable service of Princess Evanthe, her dedication to family and nation, and the increased stability her restoration shall afford. There no longer exists any reason why her rights should not be afforded to her and her descendants."

The Princess of Arovium was at Pyrena Castle in an unannounced visit when the decision was rendered and offered a short statement to the press:

Princess Evanthe also visited the Caelestis Curia where she reaffirmed her Rosari Faith before Grand Maester Yuna. "While I have at times been moved toward the Cult of Helus, the faith of my husband, I was born and raised in the teachings of the Rosari Faith. The teachings and wisdom of the Seven Divine play an important role in my daily life and have shaped the woman I am today, which is why I reaffirmed my Faith with the guidance of the Grand Maester. I shall also speak with my husband about naming a Patroness for our son Josiah, and it shall be a woman who has proven her honour, her selfless dedication to the service of others, and who has long been a courageous voice for the march of progress. Josiah's Patroness shall serve an important role in his life as a role model and someone he may call upon for help or guidance. I can't say anything more until Joshua has weighed in, but we'll keep you updated for certain."

The Princess also spoke of her faith in Empress Beatrice, "who has navigated a great domestic attack against Rokkenjima, that being the betrayal of Mr. Ofdensen, yet in each case where fate has bestowed misfortune upon her the Empress has found ways to give back positive energy in return. I once cast my doubts upon the Empress sitting upon the Throne again, however, I shall not make the mistake of not standing by her side again. Those issues she does face we'll address as a family, but I will say with all certainty that my cousin is a woman of integrity and a heart that beats with compassion and the desire to always advance the common good."

Anauša Decoupled From Imperial Intelligence Apparatus

As the review of the Anauša begins Imperial High Command has announced that the venerable institution has been decoupled from the Rokkenjiman intelligence apparatus "until the conclusion of the review and any actions decided as a result of that investigation." This leaves the Military Intelligence Directorate (MID) and the Rokkenjima Security Agency (RSA), the later of which which operates under the authority of the Imperial Rokkenjiman Navy, although the former trifecta of Rokkenjiman intelligence were known to enjoy levels of cooperation. "Imperial High Command expects that the MID and RSA will be able to continue meeting the intelligence needs of the First Empire whilst the Anauša review proceeds. The RSA is certainly capable of maintaining the roles formerly met by the Anauša, whilst the MID will supplement the operational capabilities of the RSA as necessary," a spokesperson for IHC shared with the RBC.

Fielding a question regarding rogue agents of the Anauša who had pledged their loyalties to Mr. Offdensen Empress Beatrice answered the question personally. "All Anauša take an oath to their Empress; this is very much a binding oath as the Anauša are recognized by the Rosari Faith to be Islyna's guardians of the Most Blessed during her life on Mundus. Should those agents still in the field return home and renounce their loyalties to the Great Traitor they shall be greeted with mercy; should they decline, however, their fate in the hands of the Seven Divine shall not be guaranteed. Their first duty remains to their Empress, and I trust that despite the corruption of the Great Traitor they will do the right thing, answer the call of their Empress, and return home without incident."

Empress Approves Emergency Aid To Combat Terrorism

Empress Beatrice approved an emergency measure which, if accepted by the Soviet Republic, would see र810m ($1.5bn) made available to the Soviet Republic of Kaitaine to "combat terrorism originating from the Bene Gesserit." Speaking before reporters the Empress recognized that Rokkenjima and Kaitaine had shared a difficult history. "To say that the First Empire and the Soviet Republic have had challenging relations would be an understatement. We must recognize, however, that we are aligned in the fight against terrorism and as much of the world turns its back upon Kaitaine as it faces the daily threat posed by the Bene Gesserit it is my hopes that we may be of assistance against this common threat."

The Empress also approved the sharing of any information "which would further enable the Soviet Republic to tackle the terrorist threat" while committing to "joint actions to ensure these terrorists are shut off from the global financial system. If we should hope to defeat this threat we must see it wither and wilt, denying it the resources necessary for its operations. Regardless of our past, I state unequivocally that Rokkenjima stands ready to aid Kaitaine as it faces the daily violence, chaos and destruction inspired and conducted by the Bene Gesserit. We cannot allow this menace to pose a threat to our Peoples any longer."

Rokkenjiman Carrier To Transition To QKNB As Tensions Rise


Enterprise will be replacing Elsa as tensions continue to rise in Midaranye.

As tensions continue to rise in Midaranye with the imminent execution of Dilara Haghighi Imperial High Command has announced that the Excalibur Class Carrier IRN Enterprise would replace the smaller Endeavour Class Carrier Elsa in forward deployment to Queen Katenka Naval Base in Dartfordia. Enterprise joins her sister, IRN Expedition, which has been deployed to QKNB as the flagship of the Imperial Rokkenjiman Kyne Fleet. Enterprise will transit south of the Bay of Sargon whilst Elsa will transit the Sea of Kyne as she returns to Azukishima for routine maintenance. The longer southern route was chosen for Enterprise to test her systems in a variety of climates and conditions, according to Imperial High Command.

"The situation in Midaranye remains one of utmost concern, with the imminent execution of Dilara Highaghi and the plight faced by those Tamorans held in Slavan internment camps, it is increasingly clear that the Slavan regime has no intentions of changing course. The First Empire renews its calls for Slava Lavosk to open these camps to foreign observation while allowing for an independent review of the trial of Dilara Haghighi to include, but not be limited to, her trial and the conditions under which she was arrested and detained. Failure to comply with these calls will bring with them a cost which Slava Lavosk shall find most unpalatable. Whilst many global powers are content to remain silent on the blatant mistreatment of Slavan Tamorans the First Empire shall not relent, for the consequences of inaction are far too great."

In related developments the Imperial Treasury has expanded sanctions upon Slava Lavosk to include ores and other raw materials mined in Slava Lavosk. Due to stringent Rokkenjiman regulations Slavan agricultural, textile and manufactured products aren't imported however reports surfaced that Slavan ores and raw materials had been sourced by a number of Rokkenjiman firms.
