Statement From Empress Evanthe On Lakhzovia
It is highly concerning to me that Maj.-Gen Haleva believes that Rokkenjima, a treatied ally of Lakhzovia, has been working to undermine the Lakhzov State. These statements could not be further from the truth, as Rokkenjima has stated its position clearly before the Commonwealth Treaty Organisation. This is a position which I have further made clear, at great length, in my Statements on the brewing crisis in Lakhzovia. At present, and at no time in the past, has the First Empire conducted operations geared toward supporting an 'infrastructure of opposition' towards the rightful government of Lakhzovia. Indeed, the First Empire has endeavoured to see faith restored in the Lakhzov Government following the Election Crisis, offering a hand of partnership to our Lakhzov friends and allies.
In the international arena Rokkenjima has made clear that the Utman Crisis is one which must be resolved with a strong voice representing Lakhzovia. As a matter of the internal stability of Lakhzovia, I have made our support clear. However, with the lack of meaningful developments in the joint crises in Lakhzovia I have also made clear that our patience is not infinite. If we are to be of assistance to our allies we must see progress, initiative and dedication towards a resolution on their part.
The recent test of a Mk II thermobaric warhead is a routine test of the thermobaric arsenal to ensure the continued potency and operational state of the arsenal. I have spoken with Marshal Admiral Cole regarding statements he made in apparent connection to Lakhzovia and it is our mutual understanding that such statements do not serve the best interests of our mutual concerns.
Rokkenjima will continue to offer its support to our Lakhzov allies, however, we must see greater action and determination from Nakim if we should hope to see these crises brought to resolution. One cannot assist another who is unwilling to heed the advice of their allies or, worse, look for enemies amongst their allies. The disconnect between Pyrettania and Nakim must be bridged, lest an outcome all of us wish to prevent is realized before our eyes. I remain faithful that my words shall not be wasted breath, and that our friends in Nakim will address with haste and wisdom the challenges which stand before us.

Subsidiary Diplomatic Offices
As announced by Her Imperial Majesty, the Empress Evanthe, the Imperial Diplomatic Corps is seeking a location in Albion for a subsidiary Office of Albion Affairs. This location will serve as a hub for Rokkenjiman diplomatic efforts and engagement with the nations of Albion while providing a host of embassy services to Rokkenjiman and Cross-Straits citizens. Suitable locations include those with well developed utility services, including high-speed Internet and telecommunications infrastructure, with an international airport within a forty-five minute drive of the location. The Subsidiary Office will also look to the local populace for certain staffing needs and will establish contracts with local businesses for the provision of services required by/at the Office. The IDC will consider all proposals put forth and looks to build a long-lasting, mutually beneficial relationship with our host nation.
Furthermore, the IDC is seeking a location in Ardia for a Subsidiary Office of Ardian Affairs. Due to the vast nature of Ardia the IDC has deemed it in the interests of efficiency that a Satellite Office be established elsewhere in Ardia. Suitable locations include those with well developed utility services, including high-speed Internet and telecommunications infrastructure, with an international airport within a forty-five minute drive of the location. The Subsidiary Office will also look to the local populace for certain staffing needs and will establish contracts with local businesses for the provision of services required by/at the Office. The IDC ideally desires a location in Western Ardia, however, all proposals put forth will be considered.
Proposals may be forwarded to the Imperial Diplomatic Corps for review along with any inquires interested parties may have.

Statement From Empress Evanthe On The Pyrettania-Nakim Accord
While the Pyrettania-Nakim Accord has certainly faced several challenges in recent history thus far we have seen neither the First Empire nor the Lakhzov Republic rescind the Accord. This gives me hope that, together, we may work to rebuild relations between our nations while working together with concerned international parties to bring the crisis in Lakhzovia to a peaceful and lasting resolution.
We have seen certain states threaten the Lakhzov Republic, such as Arstotzka, with unilateral military action. This is a development which the First Empire views with great dismay and disappointment, as well as one which threatens ongoing efforts to diffuse the situation within Lakhzovia.
I strongly encourage our Arstotzkan partners and allies to disavow any intention or policy which would see Arstotzka commit to unilateral military actions against Lakhzovia, as such a development would bring Rokkenjima into a position where it would be bound to honour the Defence clauses of the Pyrettania-Nakim Accord in all but very few circumstances. Arstotzkan threats against the Lakhzov Republic introduce an unnecessary element of instability in an already inherently unstable situation and increase the risks for miscalculation.
If Arstotzka wishes to be a partner in a lasting solution I guide them to the ongoing efforts of the international community, which Lakhzovia is engaged with at present, as the best path forward to resolving the crisis in Lakhzovia and ensuring lasting stability throughout Cotf Aranye.

Statement From Empress Evanthe On Bene Gesserit
Following a closed session of the Imperial Council it has been determined that the Bene Gesserit faith does indeed meet the merits for official recognition by the Imperial Government. This is a status which is extended to a plethora of faiths and allows the Bene Gesserit to rightly exercise the rights and protections afforded to recognized religions throughout the First Empire. I am confident that the responsibilities which come with this extension of recognition will be adhered to and welcome Bene Gesserit faithful to reside within Rokkenjima and pursue a life free of religious persecution. This extension of official recognition follows similar moves in the Eccleastical State, Achkaerin and Ui Cenneslaig.
While I understand the concerns presented by our Morelander allies we must recognize that the whole of the Bene Gesserit faith cannot, nor should they, be held responsible for the reprehensible actions of a few. Responding to terrorism with persecution and discrimination merely provides those who hold malice in their hearts valuable ammunition, furthering the cycle of radicalization which fuels terrorism. Much like the millions of peaceful adherents of faiths across Mundus it is my belief that the majority of Bene Gesserit faithful merely desire that which we all take for granted: to live in peace.
In times past the Rosari Faith was recognized as a 'force of insurgency which threatens the national unity of Rokkenjima', a position put forward by successive Republican administrations as they attempted the complete annihilation of Rokkenjima's native culture and traditions. Rosari Faithful ventured out from Rokkenjima finding refuge in nations such as Dartfordia, Seaforth and Elpidia, while many more remained in Rokkenjima and fought alongside the Free Rokkenjiman Army to bring Rokkenjima back under the control of her People. Just as foreign powers lent their aid to Rokkenjimans in their hour of need so too shall this First Empire open her doors to those fleeing persecution, pursuing the dream of freedom and a better life for themselves and their families.

Statement Regarding Execution Of Warrants
The National Security Bureau, in conjunction with the Defense Intelligence Directorate, has executed a series of warrants targeting individuals who have acted against the interests of the Crown, the Rokkenjiman State, and its allies. These developments have resulted in the following actions undertaken with the full sanction of Chrysanthemum Throne:
Grand Marshal Guren Ichinose has been relieved of his duties pending trial for actions undertaken at Queen Adriana Military Base which delayed a response to suspected Borlander activities in the waters off Somerset, then Rishiri Island. Taking direct actions to obscure official records Ichinose willingly caused equipment at the base to be rendered temporarily disabled. These actions aided an enemy of the First Empire and her allies, for which Guren Ichiose and an additional four officers stationed at QAMB shall stand trial on the charges of treason. These actions shall be further prosecuted under the Terrorist Enterprises Act.
Lucinda Hadley, former High Commander of the Anaua, faces an international warrant for her arrest for the charges of treason, providing aid and comfort to an enemy of the First Empire and her allies, impersonating the Empress of Rokkenjima over a communications device, and for crimes against the Imperial Crown and People. Ms. Hadley knowingly engaged with the Borland Separatists, utilizing her surveillance mission in a plot to deal with the Borlanders. In exchange for the safe return of the Crown Princes Ms. Hadley offered a series of promises to the Separatists; this brings Ms. Hadley in violation of the Terrorist Enterprises Act.
Effective immediately Grand Marshal Henry Cole is hereby recognized as Acting Grand Marshal of the Imperial Rokkenjiman Armed Forces.
In Pyrettania, seven members of the Imperial Guard were brought under military custody for charges ranging from their association with Mr. Ofdensen, collusion with Ms. Hadley as she operated without mandate and off mission. The sum result of the actions of these individuals placed the security of the First Empire at risk, threatened Rokkenjiman diplomatic and foreign interests, and denied the opportunity to remove a high profile target from the field. Justice shall be thorough and forceful as these investigations and cases continue.
Information and findings shall be presented to our allies as this process continues under a policy of full and complete disclosure. In cases where crimes may be applicable on foreign soil full access will be granted to those individuals as necessary.

On Rokkenjiman Threats Abroad
Following a series of incidents in which Rokkenjiman nationals have been slain the Ministry for Foreign Affairs encourages increased vigilance by Rokkenjiman nationals living and visiting abroad. While no specific threat has been received Rokkenjiman intelligence has picked up upon increased chatter amongst Republican sympathizers indicating a level of organization not seen since the closing days of the Second Patriotic War. Following their defeat in Rokkenjima the Grand Republican Army conducted an escape operation through Toshindai, with Republican agents suspected of departing the Ardian Peninsula to establish 'cells' from which to conduct renewed aggression against the First Empire.
The Ministry for Foreign Affairs encourages increased vigilance for those living or visiting abroad. Report unusual activities or individuals to your local authorities. If it does not feel or seem normal it likely is not. Thus far the only connection between the victims of these incidents has been their Rokkenjiman nationality.
The First Empire will continue to work with its international partners and allies to ensure the safety of her People abroad.

Assisting The Heyran People and State
Following discussions with the Imperial Council in regards to Rokkenjiman foreign aid for the 2018 fiscal year र2b ($3.7bn) has been set aside to assist in the recovery efforts presently underway in Heyra via the Developmental Grant Program (DGP). These funds shall be dispersed for further detox, mine-clearing and land-sweep operations throughout Heyra. The Grant was approved by Vicegerent Euphemia on behalf of Her Imperial Majesty the Empress Beatrice.
It is also the intent of Her Imperial Majesty to visit Heyra at her earliest convenience to discuss further ways in which the First Empire may be of assistance while strengthening the bilateral relationship between Rokkenjima and Heyra. A Treaty formalizing relations further between the two nations shall be a top goal of the visit to Heyra, while various other topics are expected to be upon the Empress' agenda. The Office of the Press will provide all relevant updates as the visit approaches.

Charges Withdrawn Against Ms. Hadley
Having consulted the Deputy Crown Counsel all charges against Lucinda Hadley have been withdrawn and her name is henceforth cleared in the ongoing investigations into the misconduct of certain actors within the Imperial Government. With a lack of credible evidence the Office of the Attorney for the Crown filed the necessary motions to withdraw the charges faced by Ms. Hadley, with Pyrena Castle voiding the international arrest warrant previously issued.
Cases against Guren Ichinose and several other targets in the ongoing investigation into crimes against the Imperial Crown and People continue.

Release Of Empress Beatrice
Empress Beatrice Anselmo has successfully been released on parole from custody in Achkaerin, having served six weeks of her sentence. She shall be under a suspended ten-year custodial sentence, and offered a brief statement for release through this Office:
Throughout my life, and my tenure upon Chrysanthemum Throne, I have pursued the causes of international law, justice and order. In each and every action I have advocated personal and national responsibility, pursuits which are highlighted by my full cooperation with the warrant and subsequent proceedings in Achkaerin of my own volition. Regardless of any reason or intent behind my actions to not comply with the warrant issued by the Holy Empire would have been an abdication of personal responsibility and all that I have worked for, both at home and abroad.
As we move into a new chapter of Rokkenjiman history I look forward to re-engaging the international community with an open hand towards mutual objectives, making Mundus a safer place for all Nations and Peoples, and addressing those shortcomings, whether they be mine personally or of a more policy-oriented nature.
I shall be taking a few days to settle in at home, after which I shall review the policies and endeavours of Empress Emerita Evanthe and proceed accordingly from there. I can, however, confirm that the Imperial Government will be undergoing a series of changes to ensure the conditions which existed that allowed Offdensen to usurp legitimate control of the Imperial Government can never again exist. In two weeks the position of Lord High Steward will be abolished, with all powers and responsibilities being divided between the Vicegerent and the Premier of Rokkenjima, ensuring that the elected leader of the People has yet a greater voice in the conduct and affairs of the Imperial Government.
Likewise, in the near future, Rokkenjima shall see a new Vicegerent selected as Princes Euphemia has relayed her desires to resume service in the Imperial Rokkenjiman Air Force. A list of candidates is already before me for her successor, and it is a process which will ensure a steady hand shall always be at my side in the governance of this First Empire.
At present our nation faces the challenges in Lakhzovia, represented by the Hand of Emet and the Trinitron Attack, one which targeted Rokkenjima's diplomatic interests in Lakhzovia and the other which aimed itself at Rokkenjiman energy infrastructure and the public's trust in that very infrastructure. Working with our allies we will see that these threats against our nation are permanently and irreversibly dismantled piece-by-piece, with just retribution being delivered to those responsible.
I thank the Rokkenjiman People for their support and well-wishes during these times. Those darkest of chapters in our history are behind us, and our eyes shall remain focused ahead as we continue our work to build a better future for our People and our neighbours abroad. May Islyna's warmth touch all of your hearts and her wisdom guide us always on that path which is just and true.

Withdrawal From The Treaty of Mutual Cooperation and Security between Rokkenjima, East Moreland and Seaforth (Amended: Dartfordia)
The First Empire of Rokkenjima hereby gives due notice that, as per Article X of the Treaty of Mutual Cooperation and Security between the Rokkenjima, East Moreland and Seaforth (Amended: Dartfordia) the First Empire no longer believes this Treaty serves the best interests of the Parties involved. It is the position of Her Imperial Majesty, the Empress Beatrice, that the Tripartite itself is obsolete and no longer serves a role in the modern era. With the open hostility and disrespect East Moreland has shown the First Empire and the Empress directly those bonds upon which the Tripartite was founded upon no longer exist. The First Empire has no need, nor want, for a reluctant ally which itself is incapable of processing new information and seeing beyond its own internal biases.
As the Treaty has been in force for more than ten years the First Empire hereby initiates the Termination Clause of the Treaty of Mutual Cooperation and Security between Rokkenjima, East Moreland and Seaforth (Amended: Dartfordia). One year from this date, the Tripartite shall cease to exist.
In place of the Tripartite the First Empire shall pursue stronger bi-lateral relations with the Kingdom of Dartfordia and the newly reformed Seaforthian state as the basis for relations moving forward. Should Northfort return to its good senses Pyrettania maintains hope that reconciliation is possible and a resumption of the traditionally strong bonds between our nations may take place. However, until such a time, maintaining existing relations is no longer viable, nor desirable. This decision does not reflect upon the relationships enjoyed between the Rokkenjiman People and the Peoples of Dartfordia and Seaforth, which remain traditionally strong.
The First Empire views these developments as most unfortunate, however, duly necessary.

On The Tamoran Asylum Program
To ensure the security and continued harmony of the First Empire the Ministry for Foreign Affairs has announced that the Tamoran Asylum Program announced by Her Imperial Majesty the Empress Beatrice shall be conducted under the following guidelines:
- Tamorans escaping conditions of slavery or servitude shall be granted priority consideration in all cases. Documented proof of servitude may be presented at a Rokkenjiman embassy for these purposes.
- Tamoran asylum seekers shall be subject to a full background check. In cases where information is not available, or it is purposely withheld, the Ministry must, in an abundance of caution, deny requests to preserve domestic peace and stability.
- Given the thorough nature of these investigations the Ministry estimates that the asylum process may take six months in some cases before a decision is reached.
- Tamoran asylum seekers shall be provided provisional housing units at Queen Katenka Naval Base pending a decision on their application.
- Benefits accorded to Rokkenjiman citizens shall only be afforded to those Tamorans who complete the process to become nationalized citizens of the First Empire.
- Recognizing the limited scope of this Program unexpected delays may arise, whether those be in Tamora or at QKNB, as well as depending upon the number of individuals who apply. This later aspect is why we encourage those who are not escaping conditions of slavery or servitude to pursue alternative emigration options.
The Tamoran Asylum Program is geared toward assisting those seeking escape from the practice of slavery and servitude implemented by the Tamoran Government. Those who are not escaping such conditions should pursue emigration options instead of asylum, as it is likely their applications will ultimately be denied.

Tamoran Tariff Adjustments, July 2018
As a show of good faith and in commitment to pursuing the diplomatic process in regards to the issue of slavery in Tamora the Imperial Government hereby announces the following policies:
- Products which contain materials sourced from Tamora shall bear an 'Informed Consumer Choice' label stating that the product in question contains materials or components derived from slave labour. Under this labeling scheme the First Empire shall remove tariffs on domestic and foreign consumer goods which contain materials, resources or components sourced from Tamora.
- Tariffs shall be levied upon Tamoran goods and resources at a new rate of 10%, with the potential for these tariffs to be abolished as the diplomatic process bears fruit.
- Additional removals of tariffs imposed upon Tamora will be considered as the diplomatic process proceeds and yields fruit.
- Inspections of Tamoran vessels will be suspended as Tamora has not exhibited, to presently available intelligence, an active engagement in the slave trade. Furthermore, due to the structure of slavery in Tamora, the First Empire does not see it as beneficial to potentially break apart families due to the execution of this policy.
It is the hopes of Her Imperial Majesty, the Empress Beatrice, that these measures will resolve Tamoran concerns as to the commitment of the First Empire in pursuing diplomatic measures as opposed to retaliatory measures upon the Tamoran economy. These adjustments should be viewed as a starting point, with further adjustments becoming possible as the diplomatic process proceeds between our two nations.

On The Heyran Senate
Given the massive acts of terrorism which were unleashed by the Borland Separatists it perplexes the Imperial Government that the Heyran Senate would find condemning the First Empire was the most important agenda item of the day. We must show compassion and solidarity with the victims of these attacks while taking concrete actions to ensure the threat posed by the Separatists and other terrorist enterprises are permanently dismantled. The decision of the Senate to use this as an opportunity to issue a condemnation of the First Empire is most unfortunate. It is the hope of Her Imperial Majesty that the Heyran Senate will review its priorities in the future.
The First Empire never desired nuclear weapons, inheriting a large arsenal from the Federal Republic who we can assure the Senate had no lofty goals of securing peace and stability. As an illegitimate government the Federal Republic pursued whatever means it could to perpetuate its hold on power, nuclear weapons assuring its existence against foreign intervention. There shall be no reconsideration of the path to disarmament, nor a revocation of Rokkenjima's pledge as a nuclear-free power. Through a comprehensive non-proliferation agreement Rokkenjma, East Moreland and Achkaerin have an opportunity and responsibility to ensure these moves are not for naught as we move toward the realization of a nuclear-free Mundus.
Through fostering stronger diplomatic institutions and ensuring trade and commerce are not impeded the security and stability of Mundus can be better guarded than it ever could by nuclear arms. The Heyran Senate also ignores the potent thermobaric deterrence which ensures that those who seek to attack the First Empire or her allies would face a retaliation of great magnitude, at any time or place of our choosing.
With diplomatic talks proceeding between Empress Beatrice and President Blackwind it is our hopes that the Heyran Senate will not jeopardize the outcome of such discussions through reckless and irresponsible actions.

On The Status Of Barnacle Island
By Imperial Decree of Her Imperial Majesty the Empress Beatrice the First Empire declares its recognition of Barnacle Island, also referred to as Nurashima, as an indivisible part of the Heyran Republic. As aid operations continue in response to the tsunami which impacted Barnacle Island Rokkenjima declares itself a partner to the Heyran Republic in the massive rebuilding operation which faces Barnacle, as well as the restoration of public utilities and services. This assistance shall continue until such a time it is no longer required by our Heyran partners.
While the question of sovereignty over Barnacle has been a prominent question, especially in recent times, the First Empire has long questioned the Himeyaman claim over Barnacle. In light of the decisive action of the Heyran Republic in response to the tsunami and the inability of the Himeyaman state to mount any effective response in kind, this belief is reaffirmed. As previously announced र2b ($3.7bn) has been set aside for immediate distribution to the Heyran Republic towards the relief and reconstruction efforts presently afoot upon Barnacle Island.

Referendum Regarding Barnacle/Nurashima
During a productive meeting in the Kingdom of Dartfordia Her Imperial Majesty has aligned Rokkenjima's policy on the status of Barnacle Island with that of our Dartfordian allies. Recognizing the bond shared between the First Empire and the Heyran Republic the Empress will endeavour to work with the Heyran Republic on working with the international community in moving toward a referendum following a conclusion of relief efforts and a return to normalcy upon the Islands. As we understand the concerns of the Heyran Republic so too do we understand the concerns of the international community. Bringing the Heyran Republic to a position where it shall cooperate with the international community is in the best interests of all parties involved.
The First Empire and the Kingdom will continue to work together in pursuing a more common foreign and military policy, a state of affairs which has fallen aside following the dissolution of the Cross-Straits Treaty Organisation.

Statement From Empress Beatrice On Heyra
When the First Empire approached the Heyran Republic we originally believed that the Republic shared common views on several foreign policy issues, as well as holding values and principles in line with those held by the First Empire. While my visit with President Blackwind was pleasant enough later interactions have proven that my faith in the Republic was most misplaced. At a time where the People of Barnacle/Nurashima are recovering from a most vicious tsunami the Heyran Republic has seen fit to deploy combat forces to the Islands while increasing the risk for violent confrontation with the Himeyamans upon the Islands. While the move for talks in Bakkermaya are a step of reassurance, even those talks are flawed in the complete absence of those Peoples who desire a path free from both Heyra and Himeyama.
We have seen before the spirit of the Heyran administration, we've great experience with their kind, as they are cut of the same cloth as those Republicans who imposed their will upon the People of Rokkenjima and sold off anything of value which they could for the better part of the last century. To believe that any other resolution was possible was naive of me, and I should have realized that fact the moment President Blackwind, of his own volition and in support of the principle of self-determination, was either incapable or unwilling to commit to a referendum for the People of Barnacle/Nurashima. Instead of supporting the common front presented by our traditional allies and partners I placed my faith in the Republic to adhere to values greater than its owns self-interests and the results were as disappointing as one could imagine.
It is impossible to betray an alliance which never existed, especially one for which shutting one's ears to the interests of a People is the cost of its existence. The First Empire should have placed its faith in the positions of the Holy Empire and the Kingdom of Dartfordia, two nations with which we actually hold long-standing ties of trust and partnership over the expansionist ambitions of the Heyran Republic. This error shall not be repeated as we move toward a closer and more common foreign policy approach with these allies.
If the Republic were confident in its claims over Barnacle/Nurashima a referendum would be no great challenge, nor would it be feared as such by the Republic. Furthermore, an entity which is wholly too eager to be reliant upon the donations, funds and armaments of foreign powers is one which cannot long stand on its own, if it may stand as such in the first place. Such an entity is incapable of the level of partnership the First Empire enjoys with its traditional allies, and it is a blessing of the All-Mother that we shall not bind our brave women and men in the defense of such a fickle power. A nation which does not share our values and principles, nor the defense of those in determining their own future, is a nation we cannot hope to ever find common ground with.

Dismissal Of The Imperial Council; Appointments
By Imperial Decree of Her Imperial Majesty The Empress Beatrice, with the approval and support of the House of Councillors, the Imperial Council is hereby dissolved. Following a review by Chrysanthemum Throne and the Office of the Vicegerent a new and reformed Council shall be instituted.
Recognizing his long service to the First Empire Grand Marshal Henry Cole, upon his retirement, shall be appointed Head of the Imperial Household Ministry. Upon his retirement, Commodore Alex Rowe shall succeed him as Grand Marshal of the Imperial Rokkenjiman Armed Forces and Marshal Admiral of the Imperial Rokkenjiman Navy.
Grand Marshal Cole shall also be named 'Duke of Pyrettania' in recognition of his service to the First Empire, upon the effective date of his retirement.

Motions of the Throne
Her Imperial Majesty the Empress has put forth a series of Motions following the release of the annual Imperial Decree:
- A Centre of Excellence shall be established as an annex of Azukishima Imperial University, Pyrettania. This shall include the re-purposing of facilities already existing at the University to bring this Centre online in as swift and efficient a manner as possible.
- Imperial High Command shall work in conjunction with command at QAMB to reduce the naval presence stationed at QAMB to those levels fitting with a mission profile of humanitarian aid. Any resultant reductions are to be presented to East Moreland and Seaforth, finalized, and put into action no later than six months upon approval and finalization.
- Forty five teachers are to be provisioned to the Refugee University Programme in addition to those resources provided by Rokkenjiman educational institutions free of charge. Previous interest from IUA to engage this initiative in a more direct capacity remains strong, as does industry support for providing infrastructure, bandwidth and cloud computing resources.
- The Imperial Treasury shall allocate funding to ensure the financial needs of the RUP are fully met for the next three years, while making available no less than fifty percent of funding for the three years following that period.
- Work shall commence with the Vicegerent on directing resources toward common efforts and international institutions while ensuring the Social Interest Service works in conjunction with established institutions, building a platform of interoperability which does not distract from or dilute established institutions. Should concerns arise during this process any developments toward the SIS shall instead be presented to established institutions for incorporation into their ongoing efforts.
- The Imperial Treasury shall allocate funding in preparation for the Fair Water Initiative in the amount of र283.7m ($525m) to provide for the acquisition of resources, distribution of aid connected to the Initiative, the payment of those working in connection to the Initiative, and other financial obligations of the Initiative.
Following a session of consultation with the Vicegerent further actions may be announced.

Travel Advisory Issued The Commonwealth of the Unified Iwi
The Ministry for Foreign Affairs has issued a Travel Advisory cautioning against 'all unnecessary travel to the Commonwealth of the Unified Iwi." The text of the Advisory may be found below:
Travel Advisory: Commonwealth of the Unified Iwi
The Ministry of Foreign Affairs hereby advises against all unnecessary travel to the Commonwealth of the Unified Iwi. The Ministry for Foreign Affairs remains concerned that foreign nationals, may not be afforded their rights under the Mundus Convention for Universal Rights if apprehended by Iwi authorities. The risk for inhumane treatment toward those accused of a crime cannot be set aside, hence enhanced precautions from the Ministry being deemed necessary.
Rokkenjiman and Cross-Straits nationals presently within the Commonwealth should monitor media reporting and ensure that comprehensive contingency plans are in place. The Ministry of Foreign Affairs will coordinate efforts with fellow CSU member states to assist all Rokkenjiman and CSU nationals in their departure from the Commonwealth should the need arise.

Furthermore, due to deep seated concerns as to the application of human rights to those who stand accused of crimes in the Commonwealth the First Empire shall not honour extradition requests from the Commonwealth. While the First Empire respects the choice of those nations who employ the death penalty to govern their judicial affairs as they see fit it cannot condone acts which are beyond international norms and wholly disregards the human rights accorded to all Peoples, nor shall it be complicit in the application of such abominable means of execution. Individuals who stand accused of crimes against the Commonwealth will instead be held in Rokkenjiman custody until an international approach to these concerns takes form.

Imperial Government Actions By Decree
During meetings with the Imperial Diet Her Imperial Majesty, the Empress Beatrice, has enacted measures via Imperial Decree in response to the situations in the Commonwealth of the Unified Iwi, and the Empire of Tamora. These measures, agreed upon by Diet Leadership and the Empress, are announced as follows:
- With further review of the situation surrounding the Commonwealth, the Travel Advisory is hereby lifted. The situation will be continuously monitored to ensure the safety of Rokkenjiman and foreign nationals, and will be updated should conditions change.
- The First Empire shall continue to refuse to extradite individuals facing capital crimes within the Commonwealth on moral grounds. While the First Empire disagrees with the manner and method employed by the Iwi, however, the First Empire shall not deny the right of the Iwi state to seek and enact justice.
- The First Empire supports the proposal put forth by Lodjan Envoy to the Ardians for the Kingdom of East Moreland to have oversight of court cases tied to the genocide, thus being responsible for executions of those found guilty. The First Empire would willingly comply with any extradition requests put forth by the Government of East Moreland under such an arrangement.
- The Imperial Treasury shall no longer clear transactions involving Tamoran slavery. While the actions of Mr. Bateson were based in good intent and humanitarian cause participation in the system by foreigners is one manner through which it is perpetuated.
The Empress presented further remarks once the session had concluded:
The actions the Diet Leadership and I have taken reflect the severity of the situation while maintaining a level-handed approach in our response. As members of a vast community of nations I grow concerned that a double standard is increasingly becoming apparent in the manner in which states apply their values, or the concern they claim to hold for them, depending upon who the party in question may be. We see terrorist attacks against Kaitaine go unanswered, yet when strikes impact any other state the condemnations crowd out any other headlines of the day. The Iwi may kidnap a man from sea, inject poison into his veins and the response is mute, yet if a state such as Kaitaine were to commit such acts the chorus of condemnations would be swift, forceful and unanimous.
Speaking of Kaitaine, as I speak Kaitaine continues to face the threat of terrorism without the attention nor the consideration of the international community at large. Despite the actions of the Bene Gesserit, perhaps amongst the most serious being the attempted theft of nuclear material from East Moreland, Seaforth sees fit to allow a school to be built for recognized terrorists, and not a single protest. Despite the Bene Gesserit forcing children into combat Seaforth considered this idea as sound, while the only response we see was a warning from East Moreland, but aside from that? Nothing. Not even a whisper was uttered by any other power.
Slavans of Tamoran descent face deplorable treatment and conditions only to be given the approval of the international community through their complicit silence and inaction. What if it were Slavans of Achkaerinese descent, Morelander descent, Cennselaig descent? Would the world be silent as their plight plays out? We all know the answer to that question, and it is yet one further failure of the international system as it presently stands. It says to all the Peoples of Mundus "We will act to protect you so long as your lives hold value to us."
The First Empire cannot abide this rotten system, nor the double standards which support it. We can reform the MCUR, we can make pledges to international treaties and organizations, but if we do not act and if we do not apply the same standards to all nations, it is all in vain.

Statement From Empress Beatrice On Tamora And Slavery
While I never would have believed necessary that these topics be covered in 2018 there are powers amongst us who would rather act as agitators rather than solving the issues at hand. Dating back to the times of The Great Matriarch, Queen Adriana, the unified Rokkenjiman state has stood in opposition to slavery. Throughout every facet of our culture and faith is the underlying belief that all lives are worthy of respect, that freedom and dignity of self are imbued in each soul, and that no soul should deny another those inherent rights. Although it may seem like distant history Rokkenjima, joined by numerous nations acting in concert, imposed effective sanctions against Transvaal in response for their program of slavery. The Trade Empire embarked upon reform and eventually moved toward a position which (albeit temporary) the international community no longer held such ire for Transvaal.
As we saw following the imposing of sanctions by a growing number of powers, without due thought and consideration for their consequences, the impacts upon the Tamoran People as economic conditions worsened pushed yet more people into the bonds of servitude, empowered hard-liners and entrenched the Tamoran position against an international framework even more. Whereas the traditional tools available to the international community effected change in Transvaal they have proven ineffective and most harmful in the case of Tamora. Recognizing that a different approach is mandated, and to lessen the conditions which allow slavery to grow within the Tamoran Empire, the First Empire has reversed those policies which unduly impose hardship upon the citizens of Tamora by increasing their risk of becoming slaves due to policy decisions thousands of miles from their shores in some cases. If it is the intent of the international community to bring about an end to slavery, engaging in practices which places families and individuals in a position of becoming enslaved themselves tells us that the traditional toolset is useless in our approach to Tamora and indeed may prove more harmful than the intended good upon which they are based.
Those hoping to effect change must do so in a manner that does not worsen conditions for the Tamoran People, nor one which imposes slavery upon new people and/or their families. Not being so swift to recklessly impose sanctions which tear the lives of people asunder who have nothing to do with the actions which the sanctions are targeted at does not imply approval of the practice of slavery. One could indeed argue that, knowing the end result of sanctions is inevitably an increase in the Tamoran slave population as a direct result of such sanctions is an irresponsible and amoral response merely so a state may say they're doing something. Genuine effort toward tackling this great challenge comes not in the form of misguided punitive actions, but in effecting an environment through which change may actually transpire.
Let us be responsible and measured in our decisions, especially those which hold such far-reaching consequences.

Statement Regarding Yanni Tawfeek And Seleucid Nationals
A private jet touched down at Sonne Airfield carrying five individuals, amongst them Lt. Yanni Tawfeek, seeking asylum in the First Empire of Rokkenjima. In a note presented upon their arrival the individuals cited concerns that "being sent to the Commonwealth of the Unified Iwi, where our flight originated, would see us executed following an unfair trial." As per established policy of the Refugee and Migrant Bureau of the Ministry for Foreign Affairs applications for asylum must be processed upon request, however, due to the accusations against the applicants a 'due diligence' investigation has been launched alongside the asylum process. Further updates on the results of this investigation, being spearheaded by the Office of the Vicegerent, shall be released and any questions related to the investigation may be forwarded to his Office.
The First Empire, unfortunately, shall not relinquish custody of Lt. Yanni Tawfeek or any other Seleucid national to the Commonwealth of the Unified Iwi as, per Imperial Decree, extradition requests shall not be honoured as there exists grave concerns regarding the rights of those accused of a crime under Iwi law. Furthermore, the systemic racism cited by the individuals in their request for asylum toward the Seleucid living in the Commonwealth are matters which could not be ignored. For these reasons Lt. Yanni Tawfeek, and those Seleucid nationals with whom he arrived, shall remain in Rokkenjiman custody pending the results of the investigation led by the Vicegerent.
Should there be sufficient evidence of crimes committed by these individuals the First Empire shall work within the internationally established and recognized justice system while maintaining a willingness to work with compromises as set forth by King David of East Moreland. Pyrena Castle will reach out to partners such as the Kingdom of Seaforth to explore these avenues as the investigation moves forward, including a proposal to separate the International Court of Justice from the Commonwealth Treaty Organisation and see it established as a non-partisan, independent institution capable of operating on behalf of all nations whilst not being tied to a parent institution.

Mr. Patricius Bateson, following the issuance of charges stemming from his involvement with the Karapetyan Family, has voluntarily rendered himself to the custody of Pyrettania Metropolitan Police. It is the understanding of the Imperial Government that Mr. Bateson shall cooperate fully and understands that while his actions stemmed from a moral will to effect good, it places him in a legally questionable position.

The First Empire rejects the validity of the accusations made in a recent leak to the Free Mundus Network for the fabrications that they are.

As the terms of the Tripartite are still in effect until the close of the year these facts could have been addressed utilizing the channels provided therein.
Once an investigation has concluded into the deaths of Rokkenjiman nationals abroad the First Empire shall present its findings and ensure anyone with a role in these acts are brought to justice.

Midaranye and Kyne Concerns
As per the orders of Her Imperial Majesty the Empress Beatrice the State of Alert at Queen Katenka Naval Base has been increased following continued destabilisation in Midaranye and, by extension, the broader Sea of Kyne.
In order to ensure the readiness of the Imperial Rokkenjiman Armed Forces leave has been cancelled for the Imperial Rokkenjiman Navy and Air Force, whilst the Empress is calling upon the Imperial Rokkenjiman Army to ready itself for deployments should the situation deteriorate further.
In addition the Strategic Rocket Corps has been placed on standby, with any action of the SRC being relayed to allies, partners and states in the region prior to action to ensure our intentions are not misinterpreted. The Empress will keep the People up to date as these volatile situations continue to develop.

Statement From The Empress To President Kravec
With concerns in Midaranye increasingly worrisome in recent days, not to mention those tensions between Rokkenjima and Slava Lavosk which have brought us to the brink of open hostilities, I am reminded of the lessons I learned from those who came before me. In such times one can accomplish much more in denying the path to conflict. In past statements I informed President Kravec that maximum pressure would be brought to bear upon Slava Lavosk if it elected to persist upon its present path. As per those statements the resources and assets of the First Empire have been made ready should the hour arrive that action is demanded to ensure a further loss of life within Slava Lavosk is prevented.
In order to prevent a further escalation, to cease our mutual walk down this most perilous path, I would be willing to meet with President Kravec on a date and time of his choosing in a venue he would feel most comfortable. As of now I am incapable of understanding why a young girl being put through such brutality serves some higher purpose, nor do I have a deep understanding of Slava Lavosk beyond its history with the Soviet powers of old.
President Kravec, let us exchange words. Should you accept this offer I shall ensure that Rokkenjiman vessels are pulled back from the vicinity of the Gulf. Even those words most unpleasant, some of which I assume we may exchange, do not result in deaths nor the destruction wrought by explosions. It is clear we are both resolute in our positions and ready to act, and should that hour come this First Empire will meet that responsibility. As life is irreplaceable, let us move to see not another drop of blood be shed while we still hold that opportunity.

Furthermore, those missile assets readied shall stand down as to allow for discussions to proceed. They will not be activated so long as provocations do not take place between our nations.
As stated those forces positioned in support of Morelander operations shall not act in a manner to jeopardize those operations. Furthermore, should we host such talks, Rokkenjiman forces would not act in a manner which would place me in an untenable position.

Statement On Conflict In Midaranye
The execution of Dilara Highaghi, combined with the tens of thousands of Slavan Tamorans being held throughout internment camps within Slava Lavosk continues to be a matter of grave concern. Rightfully, when one of your People is subjected to such barbaric treatment one can understand that a nation would respond with anger. As leaders it is our most solemn duty to ensure the safety and security of our Peoples no matter where they may be throughout Mundus, and I reflect upon the time when in Transvaal 15 Rokkenjiman nationals were held on false charges, some of them faced execution and only five returned home.
In those times I approached the international system in place and, through that course of action, five Rokkenjimans returned home from their unjust imprisonment in Transvaal. Obviously, and most unfortunately, that is not the case with Dilara Highaghi, and no actions may bring her back. I certainly recognize the stakes are undoubtedly high with tens of thousands still in camps throughout Slava Lavosk, and that there is justified anger within Tamora. Having spoken with the Emperor in the past I would most certainly implore him to not perpetuate a vicious cycle of violence and retaliation, as yet more blood would be spilled and countless innocent lives lost in the carnage of conflict.
There are many avenues and methods available in response to this situation, many of which should be employed before undertaking the march to war which is so often difficult to reverse once undertaken. While the First Empire understands your anger, we cannot condone a campaign which would see hundreds of thousands, if not millions more, brought into danger by what would be a most vicious conflict on any measure. Most in the world are expecting such a conflict, show them that the Tamoran Empire is capable of pursuing justice without the spectre of deadly war.

The Treaty of Friendship And Non-Aggression Between The First Empire of Rokkenjima And The Holy Kingdom of Cabbagelandiet (also known as the Pyrettania-Brasscirom Accord) forms the basis of friendship and cooperation between Rokkenjima and Cabbagelandiet. Also included in this Treaty is a pledge from the First Empire to the issuance of an International Development Grant to modernize Cabbagelandiet infrastructure. In a separate action the Empress has purchased र175.675m ($325m) of Cabbagelandiet debt in order to meet prior contractual arrangements and provide Cabbagelandiet every economic opportunity available to it.

The Treaty of Friendship And Cooperation Between The First Empire of Rokkenjima And The Holy and Celestial Empire of Xζth (also known as the The Pyrettania-Jiloola Accord) forms the basis of friendship and cooperation between Rokkenjima and Xζth. The Accord provides measures for joint economic prosperity, intelligence sharing, efficient travel for Rokkenjiman and Xζthoon citizens, as well as cultural provisions intended to lead to a stronger friendship between the two Empires. The Accord also has mechanisms for amendment so that it may "reflect the contemporary relationship between the First and Most Serene and Celestial Empires."

Addressing Tamora Support For Terrorists
Following the announcement that Tamora has elected to recognize the so-called Theocracy of Kaitaine the First Empire gives sue notice that the Tamoran Empire shall henceforth be recognized as a state sponsor of terrorism under the Terrorist Enterprises Act. Terrorist organisations must be recognized and treated as what they are, and granting them any level of legitimacy undermines the international fight against terrorism.
Under the terms of the TEA the First Empire shall cease any trade, financial transactions or any such business activity with the Tamoran Empire as well as any Tamoran entities. Any Tamoran assets held within Rokkenjima are frozen with immediate effect. The Tamoran Embassy is to close within 48 hours, and her diplomatic staff removed from the First Empire by the close of this window. Any Staff who refuse to leave will be arrested as, at the close of this window, they shall no longer enjoy diplomatic immunity.
Further steps will be taken as deemed necessary by the Imperial Government.

The First Empire joins the Lakhzov People and Nation in celebrating this prosperous new chapter in Lakhzovian history. Whatever challenges which may lay ahead Rokkenjima holds full faith in the solidarity between our Peoples and Nations, and we shall meet them together. Imperial Actions On Kaitaine
The First Empire does not, and shall never, recognize the self-proclaimed "Theocracy" of Kaitaine and reaffirms its recognition of the Soviet Republic as the sole legitimate government of Kaitaine. The imposing of sanctions upon Kaitaine was a mistake which took place during the Interregnum, and one which I would have never allowed had I been on the Throne at the time. To look upon the Soviet Republic of Kaitaince with the same lens as that which we viewed the United Soviet Russia through is unfitting of the situation within Kaitaine, especially as they fight against a terrorist cancer from within their borders which deploys child soldiers, has attempted to steal nuclear materials from the Kingdom of East Moreland, and is implicated in other actions across Mundus.
Therefore I, Empress Beatrice, hereby serve due notice that any state which recognizes the so-called "Theocracy of Kaitaine" shall be recognized as a state sponsor of terrorism under the Terrorist Enterprises Act, as seen in the case of the Empire of Tamora.
The First Empire shall cease any trade, financial transactions or any such business activity with such a state as well as any entities or subsidiaries of such a state. The assets of such a state shall be seized with immediate effect, while any diplomatic staff of such a state shall be granted 48 hours to remove themselves from Rokkenjima and her sovereign territory. Staff which should refuse to depart our borders shall find themselves facing the prospect of arrest as they shall no longer be accorded diplomatic immunity at the close of this window. Officials of such states shall also face travel restrictions and further individual sanctions as deemed necessary by the Ministry for Foreign Affairs.
Recognizing the terrorist threat, one which Kaitaine faces on a daily basis, I have increased to र1.081b ($2bn) in emergency military aid to the Soviet Republic annual until such a time Bene Gesserit terrorism no longer poses a threat to Kaitaine or the broader international community. I also propose to President McPherson a formal process of reconciliation between the Soviet Republic and the First Empire so that we may better cooperate in meeting this common threat, and place firmly behind us the misguided actions carried out during the Interregnum. Terrorism is a threat to all free nations and societies, and one which demands the support of all states should we hope to succeed. Those states, like the Tamoran Empire, which aid terrorist enterprises in their quest for any trappings of legitimacy through recognition (or any other form of aid) must be addressed for what they are: sponsors and enablers of terrorism.
Should President McPherson agree I would be willing to meet with him personally to set this process into motion.
Finally, those states which host Chapterhouse schools shall find that their nationals subject to increased scrutiny at all points of entry to the First Empire. This is to ensure the safety and security of the First Empire. The First Empire shall also mirror East Moreland policy in regards to those under the age of 18 traveling to or from the First Empire from such a state: they shall be subject to further screening to ensure that the First Empire is not facilitating their use as child soldiers. Those children who are suspected of being connected to this practice be placed under the watch of social services in secured housing pending the outcome of further investigations. Should our investigations confirm that the child is indeed being sent to war in Kaitaine they shall be returned to their nation of origin whilst any adult(s) traveling with them shall be charged under the Uppsala Convention.

Following a recent report by Tamoran media the Imperial Space and Exploration Agency wishes to set aside any speculation as to the fate of Fairuza Kuto:
"During the ongoing mission aboard Space Station Adora Fairuza Kuto has been embraced by her Rokkenjiman colleagues. It is our understanding that the team have left behind geopolitical questions to focus on the mission, whilst ISEA has secured grantees from the relevant Rokkenjiman authorities that Fairuza Kuto does not face the prospect of arrest upon her return to Mundus. She shall be free to return as she so wishes, and shall not be hindered in that process."

As I understand our crew has formed quite the bond with her, and I have seen to it that she shall be able to communicate directly with Tamora should they wish for further verification of her well-being. Announcing The Tamoran Awareness Campaign
Jason Cole, Imperial Liaison for Diplomatic Affairs, has announced that the Imperial Diplomatic Corps are set to begin a new campaign. This initiative of the Imperial Diplomatic Corps is a general well-being and educational awareness program aimed at informing the Tamoran Government and People that the practice of slavery, specifically the harm which this institution imparts upon the mental health and well-being of those held in servitude as well as the societal and economic benefits of advancing beyond a slave-based economy. Continued perpetuation of the slave system can have serious consequences to the well-being of millions of Tamorans, the effects of which the Tamoran Government seems to show little to no regard for.
According to Mr. Cole people from across Mundus are encouraged to utilize Internet resources and short-wave radios, in conjunction with regular radio broadcasts from the Foreign Radio Service, to speak directly to the People of Tamora about the full depth of the costs of slavery on Tamoran society and the health of those held in servitude. As many Tamorans are likely to hold a world view largely forged by the Tamoran Government it is crucial that they have a view to the world which is unbiased, citing the benefits of a modern society and economy which empowers people rather than forcing them into servitude. Information should also be provided for those who may wish to escape, but lack the means or the support to do so safely.
Civilian broadcasters are asked to remain respectful, as the Tamoran People are very much victims of the policies their Government has implemented for countless decades which has denied them opportunity and an honest assessment of the world around them. The Tamoran Government is known to promote an "us versus them" mentality, enabling hardliner positions to go largely unchallenged and enjoy levels of support which would otherwise be unthinkable.
The Imperial Diplomatic Corps also wishes to remind the Tamoran Government directly that Bene Gesserit-inspired terrorism has killed people across Mundus, sowed chaos and death in Kaitaine itself, and has seen the attempted theft of nuclear materials from the Kingdom of East Moreland. Imperial Actions On The Second Imperial Chinese Republic
Earlier today I presented to the Imperial Diet a package of sanctions against the Second Imperial Chinese Republic following revelations that ten thousand Tamoran families had been 'purchased' by the Second Imperial Chinese Republic. While the Emperor may believe that the intent behind his actions are just and noble actions such as these only serve to perpetuate the Tamoran institution of slavery, as I am certain as we speak the next Tamoran is waiting for the next foreigner of well-intent to inject billions into this most vile of institutions.
Following this र1.621b ($3bn) transaction the First Empire hereby implements sanctions upon the Second Imperial Chinese Republic and condemns any actions which perpetuate slavery, as well as those actions which further incentivize further slavery throughout Tamora. The suffering faced by these People has again been shown to be a most profitable endeavour for the slavers of Tamora. Just as Rokkenjima is taking action against Patricius Bateson for his misguided actions, so too must we act to ensure Ardia does not become a continent which blissfully engages in business with slavers and enables this institution to spread its reach from Tamora's borders.
The First Empire will discuss all measures possible with her CSU partners, as well as proposing measures to our Ardian to exert concerted pressure on our wayward neighbours. We should not, nor can we, allow darkness to find fertile ground in Ardia and must act to ensure all powers know that engaging in the slave trade, regardless of the intents, shall not be permissible.

Re: Imperial Actions On The Second Imperial Chinese Republic
I do believe that the Emperor-Admiral is confused, perhaps out of touch with the definition of the word 'liberty' and what it entails. To be certain an act which frees many thousands should normally be commemorated, even celebrated, but this is not one of those cases. What our Southern neighbours have done is nigh irresponsible and so utterly reckless and, has the question been asked, whom is going to replace the now former slaves which have been purchased by the Second Imperial Chinese Republic? Who is the next slaver who shall profit because, in quite a few incidents by now, the slavers of Tamora have learned they have a lucrative foreign market which is all too willing to funnel billions of dollars into their coffers, bringing yet further people under the yoke of slavery and enriching the priveldged few who live in excess at the expense of the many.
Yet, while not mentioning it even once in my statement, the Emperor-Admiral wishes to divert attention from these grave realities by evoking the Southern Line, a project which Rokkenjima has not stated a position on since its inception. While at one point in our history we could have seen another chapter added in the differing paths of Rokkenjima and Ui Cennselaig this is not one such case. The spirit of the Trans Ardia Railway lives on in both the Southern Line and NEATO and, at some point in the future, NEATO has considered that both lines should converge once a viable route was secured and established. Rokkenjima has never bore ill will for the Southern Line, nor in her Ardian neighbours, and this level of paranoia exhibited by the Emperor-Admiral is concerning.
The point at which the First Empire and the Second Imperial Chinese Republic have found themselves at is unfortunate, however, I have long been known to give the benefit of the doubt as well as second chances even to my worst of adversaries. To show such benevolence to a fellow Ardian neighbour is no great feat; should no provcative actions take place by either side I would wish to discus with the Emperor-Admiral why our views on this issue stand in such stark contrast, and why these actions undermine the goals he is trying to pursue. The immediate benefits of these actions, that of seeing several freed souls, pales in comparison to the further evils they sow the seed for down the road of history that we both share.

Re: the Reunified Socialist Republic of New Derusmia
The First Empire grants the Reunified Socialist Republic of New Derusmia a period of 48 hours to reconsider the full depth of the actions they are presenting today. As stated in regards to the Second Imperial Chinese Republic I believe, while certainly of well intent, the actions taken in fact sow the seeds for worse things to come. The Tamora question is highly intricate and delicate, with several aspects at play in their culture and religion which makes it perhaps one of the greatest challenges of our time. We've had far too many disjointed responses, which leads us to a place where no one may hope to make any manner of progress.
I also understand that some may, in a misguided fashion, see Rokkenjiman sanctions as a dagger at the neck of the Southern Line. While I know this is not true I am willing to make a good-faith effort to prove that is indeed not the case: should New Derusmia reconsider its position I shall withhold the implementation of sacntions upon the Second Imperial Chinese Republic until such a time comes that discussions yield no meaningful results. If the Second Imperial Chinese Republic is indeed a power against the institution of slavery, I am confident we may find a path forward that harnesses collective efforts and does not tear Ardia asunder as the Tamorans laugh at the discord this situation brings to our shores.

On Tamoran Provocations
The First Empire announced sanctions against the SICR for their open enagement in the purchase of slaves from the Tamoran Empire, a practice no foreigner, nay, no human being should be engaged in. When New Derusmia announced sanctions in support of the SICR the First Empire took that opportunity to delay the implementation of Rokkenjiman sanctions provided there were in-kind responses from New Derusmia and the SICR. That offer has been extended to the talks being carried out by the Grand Duke and still stands, despite the posturing and mobilization of military forces. Rokkenjima has no desire to spill the blood of fellow Ardians, and I urge our Southern neighbours to take the opportunity presented by Bakkermaya to resolve these issues in a manner which benefits our home continent as a whole. To date Rokkenjima has taken no actions against New Derusmia.
Should Tamoran fighters attempt to enter Ardian airspace, however, the First Empire would be forced to ensure they do not land upon Ardian soil. The First Empire shall thus recognize any Tamoran assets moving toward the Ardian continent as hostile, and will take all actions to remove that threat. Tamoran interference in Ardian affairs is unwarranted, unwanted, and will lead to their destruction if necessary.

Clarifying Rokkenjiman Fishing Practices
Following the suggestion of the Head Gothi that Vaguzia should implement sanctions upon the First Empire for utilizing "the sea for a source of food, including tuna, three of the four sub-species being listed as on the threatened section of the risk endangerment continuum" I would remind the Head Gothi that Rokkenjima, along with nations such as Achkaerin, East Moreland and others, took part in a Sustainable Fishing Conference some years ago. At that conference we shared many ideas and, while nothing concrete came of the Conference, many nations who attended adopted policies based upon what was discussed at the Conference.
For example Rokkenjima had brought its fishing practices more in line with those of the Kingdom of Dartfordia:
- A total ban on fishing critically endangered or endangered fish species
- Halving the quota allowed for the domestic fishing of species that are of least concern to bring it into line with other countries in the region
- Reducing the quota further for fish species that are vulnerable, near threatened, data deficient or have not been evaluated yet
- Increasing the number of patrol boats enforcing fishing regulations
- Fishing in sections of Rokkenjiman waters will be 'frozen' on a rotational basis to allow for fishing stocks to be replenished.
- Sustainable fishing practices shall be employed by those fishing within Rokkenjiman waters, including its EEZ.
- Greatly increasing the fines of fishing above-quota
The First Empire has long been an outspoken voice for animals, the health of our environment and Mundus itself; recognizing its rights to environmental renewal. If the Head Gothi wishes we would be willing to share the research and information we've built upon over the years to move forward the interests of a sustainable Mundus and fishing stocks which still exist to provide for future generations.

Addressing Clysperi Support For Terrorists
Following the announcement that the Kingdom of Clysperis has elected to recognize the so-called Theocracy of Kaitaine the First Empire gives due notice that the Kingdom of Clysperis shall henceforth be recognized as a state sponsor of terrorism under the Terrorist Enterprises Act. Terrorist organisations must be recognized and treated as what they are, and granting them any level of legitimacy undermines the international fight against terrorism.
Under the terms of the TEA the First Empire shall cease any trade, financial transactions or any such business activity with the Clysperis as well as any Clysperi entities. Any Clysperi assets held within Rokkenjima are frozen with immediate effect. The Clysperi Embassy is to close within 48 hours, and her diplomatic staff removed from the First Empire by the close of this window. Any Staff who refuse to leave will be arrested as, at the close of this window, they shall no longer enjoy diplomatic immunity.
The First Empire remains resolute in its stance against terrorists and those who grant any measure of comfort or support for terrorists and the causes they champion. Those who recognize the so-called Theocracy effectively cast their lot with the terrorists and shall be dealt with as called for by Imperial law. Mundus cannot make the mistake of granting legitimacy to terrorist movements or their causes, nor may we allow terrorists to gain any shred of legitimacy as sovereign powers. Let us not set a precedent which rewards the spilling of innocent blood in the pursuit of vile designs.

Recognizing The Wise Northern Soul
When the news of Paul the Explorer visiting these lands broke it solved many questions regarding the 'wise man who visits from Northern shores', indeed many Rosari scholars point to a variety of reforms in the Rosari Faith following this time. Islyna's Code, that which all Rosari are instructed to keep in their daily lives, is thought to have been heavily influenced by ideals which Paul shared with our People during his travels here. Prior tothe isolation of East Moreland, prior to our meeting in the modern era, ties were made, influences imparted, that even at this time of impasse we must mutually honour.
That the Rokkenjiman and Morelander Peoples are connected by this common bond is of no accident, for our very Rosari Faith speaks of a 'grand alliance to preserve order from chaos'. I firmly believe that the forces aligned to chaos, those of Charles the Great Betrayer, saw fit to sow the seeds of discontent to further the agenda of chaos, and thus far, he has won. No longer, I say. To admit the Rosari Faith, although older than that of the Cult officially, is indeed influenced by Paul himself, is a matter we should take pride in. A man wise beyond his own mortality, we should all take a moment to revere him just as we do Islyna herself.
It truly pained me when Grand Marshal Henry Cole who, like myself is, a descendant of Paul the Explorer, determined it best to remain here in Rokkenjima whilst East Moreland laid him to rest. In response I have requested his early resignation, a request he has fulfilled, and thus I announce that Admiral Alex Rowe is our newly appointed Grand Marshal of the Imperial Rokkenjiman Armed Forces.
I also proclaim the date upon which this link was discovered a national day of reverence, as well as declaring an eternal reverence to East Moreland for the knowledge their ancestor shared with our earliest of peoples. On this date, the 28th of July, this Year of Islyna 3,510 (2019) I am pleased to announce our signature upon the Charter of the MAEA. This most vital of institutions, born of Rokkenjima, implemented of Bakkermaya and Nya Εland, and brought into fruition by a multitude of nations, shall work to ensure a Mundus which is free of the spectre of nuclear war and conflict. I know that some in the Imperial Diet have been hesitant and, in some cases, even spiteful; to them I say your emotions have gotten the best of you. For it is not the process which matters in this case but the end result and that result is one which sees a Mundus free of nuclear arms that much closer.
The First Empire, having signed the Charter of the MAEA and giving birth to its fruition, hereby submits for the consideration of the nations of Mundus a proposal to host this most vital of institutions. Rokkenjiman infrastructure, which includes world-class access to data networks and internationally renowned road and rail access for those incapable of traversing the untold tubes of the Internet, shall ensure that the MAEA is connected, capable and has the full support necessary to conduct its most necessary work. As a nation which inherited its nuclear arsenal I feel that Rokkenjima has much to share, both as a nation which has possessed these weapons willing, and not so willingly, throughout its history. The success of the MAEA, in many ways, may most certainly impact the success of us as a human species to inhabit this very world. Let us not get this vital challenge wrong.
Furthermore, I proclaim that Rokkenjiman nuclear weapons, upon the conclusion of talks in Paracambi, shall resume the previous programme of removal. With the oversight and guidance of MAEA they shall be forever rendered incapable of stealing the life of any person upon Mundus and shall instead be dedicated to bettering their lives. Imperial Actions On The Diarchy of Hassfurt
The First Empire has taken note of the recent emergence of the Diarchy of Hassfurt from isolation. Normally in such circumstances the First Empire would be quick to welcome such a nation back to the community of nations, establish a formal relationship, and move toward re-integrating that nation into the broader international community. Noting the history of the First Empire as a staunch supporter of a universal standard of human rights and a belief that all Peoples, regardless of sex, religion, creed or race are equals, however, pursuing such a course with the Diarchy becomes impossible to reconcile with the values, and principles, of the First Empire. It is for this reason that I must announce that the First Empire shall not be seeking to establish full diplomatic relations with the Diarchy of Hassfurt.
For the purposes of serving the interests of Rokkenjiman and Cross-Straits nationals within the Diarchy the First Empire shall maintain a Consulate. The decision on whom to head this mission was undertaken after a long and careful process and while Princess Euphemia was offered the position she has politely declined. Following this I consulted with Imperial Diplomatic Liaison McKenna whom suggested a qualified and studied candidate, herself a protege of Princess Evanthe; Melicia Alston. Ms. Alston shall be the first Ndambian-Rokkenjiman to head a Consular mission in a foreign nation, and I am certain that she shall serve in her post with dedication and determination.

Mundus has made great strides in ensuring the protection of human rights and dignity in the 21st century, an unprecedented effort which has seen nations from all corners of the globe come together in agreement. The division of human life by their genetics, as seen in the Diarchy, hearkens back to an era ruled by misunderstanding and superstition, one many of us thought had been consigned to the pages of history. The First Empire therefore announces that it shall restrict wholly the sale of military arms or armaments, technologies and products with a secondary military use, as well as export of cryptography technology and devices, to the Diarchy of Hassfurt.
Furthermore, the First Empire henceforth advises Rokkenjiman citizens that there may be inherent dangers in travel to Hassfurt given the systemic discrimination and advises against all but absolutely necessary travel. In the coming days I shall be conferring with my Government, as well as that of Prime Minister Thatcher, on further measures which may be appropriate, including a moratorium on all trade between the First Empire and the Diarchy.
At such a time the Diarchy reconsiders its policies the First Empire shall review its decisions and adjust its policy accordingly. Until such a time we shall work with our Tytorian allies, and the broader international community, in ensuring that the values we have endeavoured so dearly to promote upon a global scale are reinforced through our convictions and actions.

A Statement On Euirasian Developments
The First Empire notes its concern with aspects of the upcoming legislative agenda of the incoming Euirasian government. As Rokkenjiman businesses have holdings throughout the Euirasian economy, with Abstergo Industries managing a variety of projects and developments, it is our concern that Rokkenjimans working in Euirasia may face increased risks and difficulties, especially under the Migration Monitoring Act. For the foreseeable future, the Ministry for Foreign Affairs shall be offering official guidance that Abstergo freeze present numbers of personel working in the Commonwealth at present levels and delay dispatching any further workers until the situation has stabilized, and the Imperial Government receives assurances from the Euirasian Government regarding the safety and security of Rokkenjimans working there.
It is also concerning that the new Government is putting into place measures which are aimed at stifling public expression, terming it broadly as "incitement" and "promoting....civil strife."
As a partner of the Euirasian People the First Empire offers whatever assistance it can as Euirasia enters this troubled phase in its history. In any crisis there are actions taken with the intent of restoring order, actions which can often do more harm than good. As a good neighbour the Euirasian Government can rest assured that the only interests of the First Empire are seeing a restoration of calm and tranquility while preserving the rights of the Euirasian People. Our doors, and all lines of communication, are open to the Commonwealth as well as those who have expressed concerns on the new legislative agenda.

A Statement On Euirasian 'Defense Of Borders'
The First Empire must note its concern and dismay following recent decisions of the Euirasian Government, especially those moves announced in regards to Rokkenjimans whom live in Euirasia. At present the Euirasian Government has offered no clarification as to what should happen to Rokkenjiman citizens who are unable to prove titles yet decide to remain in Euirasia. Indeed, there are Rokkenjimans who have lived in Euirasia for the entirety of their lives and have not once set foot in Rokkenjima. How this policy shall effect them needs to be clearly communicated.
Furthermore, that such decisions were not coordinated in advance with the Imperial Government is an area of concern which presents further difficulties moving forward. For the time being, in response to the uncertain atmosphere within Euirasia, the Imperial Government has instructed Abstergo Industries to postpone the construction and related developments of a Euirasian 5G network. Abstergo Industries may continue to provide maintenance and other services for the existing networks under its remit.
The First Empire would invite Euirasian officials to work with the Imperial Government moving forward in response to the challenges present, and to ensure such policy changes do not have unforeseen consequences.

On Seleucid Actions In The Kyne
The First Empire condemns the Seleucid seizing of a Maori gas tanker as it transited the Sea of Kyne and calls for the immediate return of the Maori vessel to the Commonwealth of the Iwi. Should Royal Seleucid refuse to return the tanker the First Empire shall be forced to consider all avenues in response to this illegal seizure. Furthermore, the Imperial Rokkenjiman Navy will resume routine naval patrols of the Northern Kyne to ensure the safety of international shipping in the region from piracy, whether it be state-sponsored or otherwise, and other threats to international trade and commerce.
Rokkenjima offers whatever assistance which should be required of the Commonwealth of the Iwi in rectifying this situation.
Rokkenjima will be coordinating with the Holy Empire to put into action their plan to ensure the Fair Seas Concordat is capable of addressing any and all violations of this cornerstone international accord.

Earlier today the Imperial Diet passed the following Sanctions against the Tamoran Empire, in line with Her Imperial Majesty's desires to limit civilian impacts of Rokkenjiman sanctions. They are as follows:

On The Seleucid Crisis
Chrysanthemum Throne finds itself amused, and disappointed, that Royal Seleucid has donned the image of a "victim" in the present international crisis ignited by their misdeeds. While the loss of life is always tragic, there are six citizens of Royal Seleucid who would be alive and well had King Heydar not, in violation of the Fair Seas Concordat, stolen an Iwi gas tanker, while there are a twenty further who would not be injured today. There would not be damage to facilities and infrastructure had King Heydar not acted in the manner of a rogue state with no regard for long established international norms and standing treaties. There would not be an assembly of naval vessels in the Sea of Kyne, nor the imposing of sanctions nor the spectre of further military action had King Heydar remembered that which we all learn as children: if it does not belong to us, we do not touch it.
While it is unfortunate that the Iwi were forced into such a course of action one is free to do with their property as they see fit. While Royal Seleucid had possession of the tanker, it remained the property of the Commonwealth and, rather than it benefiting the thieves who stole it, the Commonwealth disposed of its property in a manner they saw fit.
In response to the actions of Royal Seleucid the First Empire is hereby adopting sanctions against Royal Seleucid in line with those announced by the Kingdom of Tytor. We shall not, at this time, be levying sanctions against the Commonwealth of the Iwi. While the First Empire would not normally agree with the methods employed the history of Iwi-Seleucid relations is one which I can understand. If I were faced with such actions by a resurgent Ardian Empire or its rump state, I would most certainly leave nothing to chance.
The First Empire remains hopeful that a peaceful resolution may yet be found. However, in the case that Royal Seleucid should again attack a vessel of the Commonwealth of the Iwi, as an Ardian state, the First Empire would be forced to consider further measures to ensure that Royal Seleucid no longer poses a threat to our continental neighbours, nor to international shipping and commerce.

Clarifying Rokkenjima's Stance On The Clysperi Rebels
After viewing the images from Apne, where a vicious attack against a mosque left fifty-seven dead and a non-confirmed number of civilians injured, there is no doubt within my mind that the call of Empress Emerita Evanthe is one which this First Empire must heed. Despite the denials of Nekhtou regarding the involvement of his forces in the crimes transpiring in areas under rebel control we cannot doubt the verification of our Achkaerinese allies, nor the footage aired via social media which shows scenes of religious persecution not seen in quite some time. Indeed, it is becoming increasingly clear what a Clysperis under the "Confederation" would look like, and it is a picture none of us would have thought to be possible yet again.
I have been informed that the Imperial Diet shall be holding a vote tomorrow to recognize the Clysperi Rebels as a Terrorist Enterprise under the Terrorist Enterprises Act. Should such an Act be passed I will be ready to sign it into Imperial Law. Just as we stood against the Borlanders attempting to assume legitimacy, so too shall we stand against those who employ terror and religious persecution to seize power. Our disagreements with the Kingdom shall not be allowed to blind our eyes with bias against the terrorist threat which is building within Clysperis.
We must recognize and combat the forces of terror wherever they may arise, for their cause is one which threatens the very peace and stability of the community of nations at large. Those who utilize the toolset of terror, and those who support them, are one in the same. I find it concerning that we must address nations supporting such forces against the legitimate government of a nation and, in heeding the warnings of the Empress Emerita, I shall not see such a wicked precedent set. I trust the Imperial Diet shall vote in line with the principles and values of the First Empire tomorrow and, upon that vote concluding, shall present any actions demanded of the Imperial Government should the Clysperi Rebels indeed be designated as a Terrorist Enterprise.

On The Crisis In Nueva Ardia
The First Empire notes with great concern the developments playing out in Nueva Ardia. With the true will of the People laying under a shroud of doubt, and the questionable methods by which Melos has held onto power, greater international attention is most certainly required to ensure that tyranny is not being established under the guise of a referendum. With the situation as it presently stands the First Empire cannot recognize the legitimacy of Melos' administration.
The First Empire thus joins the calls for a new referendum carried out under the supervision of unaligned, neutral parties which may present an unbiased view to gauge the true will of the Nueva Andean peoples. It is also with disappointment that the First Empire notes the intervention of Quintellia by aligning itself with Melos whom has yet to establish a clear mandate to continue his rule, unhinged from constitutional restraints.
As a member of the Ardian Assembly it would have been prudent for Quintellia to forge a strategy with this continental institution. As this has not transpired the First Empire will coordinate with our continental partners to ensure that a just solution which ensures the Nueva Ardian right to self-determination is preserved, whether that be from parties domestic or foreign who may have other designs for Nueva Ardia.

An Update On Nueva Ardia
Under the direction of Mr. Melos elements of the Nueva Ardian Military Police, Marines and Coast Guard have re-opened roads and ports blocked by the Farming and Fishing unions in protest of a Referendum which has enabled Mr. Melos to remain in power beyond previous term limits as established by the Nueva Ardian Constitution. As serious doubts continue to remain as to the legitimacy of the referendum which effected that Constitutional change, it is increasingly concerning that Mr. Melos continues to wholly discount the possibility for a referendum which is independently verifiable. This is but one reason why doubt shall grow as Mr. Melos declines to take action which would put such doubts to rest once and for all.
It is a prudent responsibility of Nueva Ardia to ensure that a referendum, especially one with such far-reaching implications, is conducted without even an ounce of doubt or suspicion of corruption. If there is indeed genuine support for Mr. Melos an independently verifiable referendum will reflect that in the results; results which have the added benefit of not being so easily cast into doubt. Continuing to reject that possibility speaks to concerns within Mr. Melos' circles that, perhaps, the "small majority of people" indeed have legitimate allegations and well grounded concerns.
To clarify, the First Empire has taken no course of action against Nueva Ardia, with such ideas being ideal material for conspiracy theorists. The First Empire has issued a call for a referendum which is not shrouded in allegations of a corruption of the democratic will of the Nueva Ardian People. If there is great confidence in the results as they stand this may also serve as an opportunity to prove to critics that the results were indeed accurate.

On Rokkenjiman-SANE Relations And Southern Ardia
As Praetor Devaux has cited "some kind of arguement swinging back and forth between SANE and Rokkenjima" I felt it was necessary to set the record straight.
Rokkenjima and the membership of SANE signed a Treaty of Non-Aggression late last year, a development which resolved a multitude of issues which existed between the First Empire and certain SANE members. Despite a recent declaration of support for the regime of Mr. Melos, the Rokkenjiman-Quintellian relationship is one which does not see great hostility. Naturally when nations take actions which are of concern the First Empire will stand by its principles and take action which, in this case, do not violate the TNA held with the Kingdom of Quintellia. In regards to the SICR specifically the First Empire does not respond on a case-by-case basis to those cases of paranoia highlighted by state-controlled media and maintains a policy of not responding to provocations should they be made.
The states of the so-called 'sandwich club' would be better served by joining the rest of Ardia in moves to bridge divides across the continent and foster a closer spirit of co-operation between Ardian states. Voices from Toshikawa, the Allied States of Ardia and Nueva Ardia would be beneficial to both the interests of the continent as a whole and in improving circumstances in a variety of fields. A disseverance of Ardia in a time where Ardian states should be coming together to tackle issues together is a move which sets back the clock on the progress we've seen heralded by the Ardian Assembly which, I would add, is an institution which the respective states could present any concerns which would be heard, and acted, upon.
In response to Prime Minister Shiro Ishihaka specifically the purpose of the Endymion Strike Group's deployment to the region was clearly stated; "...operations in the Quinntopia Bay region to monitor the situation as it develops." I am confident that Mr. Melos would have employed a more forceful course of action upon those protesting, as well as the Unions, absent a Rokkenjiman presence in the region. As we investigate the issues surrounding the recent referendum which sees concerns of corruption, as well as taking a closer look into how Melos originally rose to power, I am certain we will establish answers which aids the preservation of self-determination in Nueva Ardia. Furthermore, the idea for a canal was presented with nothing being imposed upon states without their consent.
In short, if the concerns of Toshindai, the ASA and Nueva Ardia are truly centred around being "bolted onto" Ardia, the answers lie in the Ardian Assembly. The same opportunities are available to them as they would be to any other Ardian nation. The First Empire would be pleased to assist in any manner in their ascension to the Assembly, and in providing support for measures and concerns they may bring before the Assembly. Walling themselves off as a sub-division of the continent, however, does nothing to solve the issues presented and detracts from the work we've seen devoted to the Ardian Assembly and its mission for a more diplomatic and inclusive Ardia.
The Rokkenjima Sea region continues to enjoy an unparalleled level of safety, security and tranquility when compared to other regions of Mundus. As evidenced by the Rokkenjiman, Novincian and Josaian economies it is also a region of economic prosperity and opportunity. The First Empire recognizes the myriad circumstances which see this level of economic activity not translate beyond the northern Rokkenjima Sea and will look toward opportunities to invite Toshikawa, the ASA and Nueva Ardia (once issues of legitimacy have been addressed) to a reconvened meeting for the Rokkenjima Sea Cooperative Union. Perhaps, through working together, we may see the economic prosperity of the North realized by our neighbours in the South.

Imperial Government Decisions and Foreign Reviews
Prior to ascending to Chrysanthemum Throne again some within the Imperial Government wished to know my position on the present composition of the Imperial Council, as well as that of the Vicegerency. At this time I see no reason to appoint new members to the Imperial Council, nor to the Vicegerency, both of whom I look forward to working with as we conduct the affairs of the First Empire. In short, there shall be no changes in the foreseeable future to the composition, or structure, of the Imperial Government.
Given that there are areas which I wish to address in Rokkenjiman policy, I am hereby requesting that the Vicegerent conduct a review of Rokkenjiman policies and practices in the following areas:
- Rokkenjiman policies toward the Bene Gesserit and the Soviet Republic of Kaitaine (including intelligence arrangements and program of military assistance to the Soviet Republic)
- The conduct and structure of the Imperial Diplomatic Corps. Areas of deficiencies, as well as policies and programs which are under-performing or obsolete should be identified and either updated to modern standards or repealed and replaced.
- Rokkenjiman policy regarding Nueva Ardia and the matter of the Melos Referendum.
In the coming days I will be reaching out to states regarding a variety of issues, including Achkaerin, East Moreland, and members of SANE to discuss and work on a variety of issues which have been left over from the Beatrician Era. I shall be approaching each with an open mind to find solutions and paths forward together. In the mean time, should there be concerns which one would wish to address I invite them to contact my Office directly and I shall be more than happy to listen and work with you.

Rokkenjiman Policy Regarding SANE Affairs
The First Empire recognizes that the present state of affairs between it and the membership of SANE may be described as tense, at best. In order to effect a new beginning in relations with the powers of SANE I am hereby directing the Ministry for Foreign Affairs to effect new policies toward SANE. In effect, I am approaching the Rokkenjiman relationship with these nations solely upon the Treaty of Non-Aggression signed by Empress Emerita Beatrice between Rokkenjima, Quintellia, New Derusmia and the Second Imperial Chinese Republic. Situations which have occurred prior to the beginning of my reign will not have a bearing upon my approach to SANE.
In effect, I am offering each SANE member a blank slate from which we may move forward absent of any bias toward the individual members of SANE. The First Empire holds no desire for a course of conflict between Rokkenjima and SANE and views a continued state of tensions as a situation which is detrimental to the mutual interests of our respective nations, and the broader region as a whole. The First Empire further announces that it shall make no further military deployments to waters bordering SANE nations except for situations of humanitarian aid, natural disaster, actions prescribed by the Ardian Assembly or should a clear and present military threat to the First Empire or her allies exist.
We have an opportunity to ensure that the Southern region of Ardia exists as a harmonious expanse, fertile for the expansion of diplomatic and economic opportunities between all nations which call it home. Ensuring that cordial relations exist between our nations, providing meaningful opportunities for non-aligned states such as the Allied States of Ardia, Toshindai, and Nueva Ardia to engage in regional conversation and matters, and seeing that the spectre of conflict is removed from the horizon benefits all of our nations. As neighbours who share these lands, my hand is outstretched in the spirit of friendship to any and all willing to move beyond distrust toward a future of cooperation and understanding within the community of nations.

Dismantling The Rokkenjiman Nuclear Arsenal: An Update And Statement Of Intent
In the coming days I hereby announce that the First Empire will put into motion measures to bring into effect the swift, efficient and irreversible dismantlement of the Rokkenjiman nuclear arsenal. As the Kingdom of Seaforth is not a participant in the MAEA the previous program for the removal of the Rokkenjiman arsenal became unworkable, while domestic efforts to remove the arsenal from existence shall take much longer than any of us should wish to see. After discussing this situation with the Imperial Council I have made clear my intention to raise this issue with the Kingdom of East Moreland who have an exemplary program for the decommissioning and dismantling of former nuclear weapons.
Just as the First Empire entered into a partnership with the Kingdom of Seaforth, it is my hopes that we shall see a new partnership with the Kingdom of East Moreland. A nuclear-free Mundus provides a more safe and stable future for all generations to follow, and the responsibility upon the First Empire to see this large arsenal dismantled must be met in a safe and efficient manner. Following the required discussions, I will be keeping our Government and People updated as to the progress we're making toward reaching these goals. As the Imperial Council has agreed that this is the best avenue to pursue in the realization of our goals I shall be making contacts and setting forth a program to see movement in an area which has not received the due attention of the Imperial Government in the months following the most recent nuclear crisis.

Announcement Of Referendum
The transition of power from Empress Emerita Beatrice to Empress Evanthe was undertaken under the Imperial Vacancies And Continual Provisions of Government (IVCP) Act of 2013. This law was put into place to ensure the continuity of government, and the stability of Chrysanthemum Throne, when responding to unforeseen circumstances.
In the aftermath of the Second Patriotic War the Rokkenjiman People have, on several occasions, made their support for the Throne known. After the Federal Republic left their public offices stained by corporate bribery and foreign loyalties, amongst domestic programs which saw Rokkenjiman culture, religion and our language itself the target of efforts to eliminate them it has been Chrysanthemum Throne which has restored and defended the interests and voices of the Rokkenjiman People. This includes the first modern nation-wide referendum system which has been emulated by many nations across Mundus, as well as efforts of the Empress Emerita to transfer many powers to the Imperial Diet and, until its abolishment via referendum one year ago, the Office of the Premier. This referendum placed the following question before the Rokkenjiman People:
Should the Office of Premier be abolished and all functions and responsibilities be assumed by the Crown?

Despite the clear results of this Referendum which saw the Rokkenjiman People entrust the Crown with full executive authority I have instructed the Office for Referenda to schedule a Referendum for March 24th which will place the following before the Rokkenjiman People:

Yes - Continue as a Monarchy
No - Abolish Monarchy and fully embrace democracy

On The Question Of The Right To Water
Having reviewed the information available surrounding recent statements from Waddan, including the belief that water is not a basic human right, the First Empire is surprised to see that there is even a debate on the matter. However, if we are to have a debate, it may be put in much more simple terms than those presented thus far.
Adult humans are roughly 60% water, and while one may be able to survive over a month without food the amount of time one perishes without water may be measured in days. To borrow the comparison presented by Waddan if one were to deprive a human being oil or gas they will most certainly survive; depriving them of water, they will most certainly die.
To put it even more simply, there is no sane argument under which one may deprive another of water; attempting to do so is morally and ethically abhorrent. That we are having this discussion in the 21st century, where our understanding of basic human biology was established long ago, is difficult to believe. If the government(s) of Waddan are incapable of providing for the basic needs of their Peoples there are funds and international programs available to provide the infrastructure which would ensure that no one needlessly perishes due to a lack of clean and safe water.

Foreign Military Installations Review
As per the request of the House of Councillors for a review on foreign military bases and installations on sovereign Rokkenjiman soil the Imperial Government has determined to take up the requested review while taking into consideration the recommendations of the House of Councillors on this matter.
At present there are three military bases on Rokkenjiman soil: Akrotiri (Dartfordian), Antares (Achkaerinese) and the Joint Military Facility (Cross-Straits Treaty Organisation).
The review will be conducted jointly by Imperial High Command and a representative of the Ministry for Foreign Affairs with any decisions based upon the review being released shortly thereafter.

Regarding Seleucid Nationals Who Fled To Rokkenjima
Following a lengthy period in Rokkenjiman custody the First Empire is rendering to Royal Seleucid Yanni Tawfeek, and those Seleucid nationals, who accompanied him into Rokkenjiman territory. This decision follows the expiration of motions of the Imperial Government allowing Mr. Tawfeek and Seleucid nations to remain within Rokkenjiman borders, motions which the Imperial Government has elected not to renew.
While the allegations against the men in question are severe in nature, so too is the Iwi system of justice which has seen men dissolved by acid only to be disposed in the sea. We have also witnessed the Iwi making unlawful arrests at sea in willful violation of the Free Seas Concordat. These are remedies to justice which the First Empire cannot rightfully condone.
Arrangements will be made with Royal Seleucid officials in the coming days to arrange for their nationals to be transferred home.

In Regards To Merina
The First Empire shares the concerns presented by Prime Minister Thatcher regarding the deployment of Tamoran troops to Merina, a development which will most certainly increase the instability within Merina and threaten the broader stability of Albion as a result. We thus encourage the Merina Government to work with the Council of Albion and those neighbours who are genuinely interested in the restoration of peace and stability within their nation, not the expansion of their own spheres of influence at the expense of the Merina People.
We do not doubt the capability nor the capacity of the Kingdom of Tytor, or her continental neighbours in Albion, in being best positioned and equipped to support Merina during these difficult times. Naturally, as a near-neighbour via the Strait of Shaw, the First Empire would be willing to provide services and logistical assistance should it be required by Merina or those Albion states positioning themselves to assist.
In such a situation it is wise to ask not what Merina would gain from Tamoran assistance, but what would Tamora gain in assisting Merina? The Tamoran Empire is establishing a track record of intervening in troubled states across Mundus. Whereas we've seen countless statements against interventionist Helusians and so-called internationalists, perhaps the Tamoran Empire is deflecting from actions it itself is engaged in?
The First Empire offers its support to the Kingdom of Tytor and its continental partners toward a lasting and peaceful resolution. The involvement of Tamoran forces foreign to the region, however, presents many risks to the work already underway as an unpredictable variable. Whatever course is determined by native forces in the region the First Empire offers her support unconditionally.

On The Republic of Lakhzovia and the Union
The First Empire received news of the Lakhzov Republic applying for membership in the Cross-Straits Union warmly, seeing this as an opportunity for the Lakhzov People to expand their economic and cultural interests following the period of unrest which rattled their nation in the not-so-distant past. Having witnessed the rejection of the Republic as a member of the Union the First Empire must note its disappointment with the decision which was rendered.
Rokkenjima held high hopes that the Republic would embark upon a mutually beneficial relationship with the broader Union, expanding spheres of economic cooperation which would mutually enrich the lives of our Peoples.
In the wake of this decision the First Empire has called a session of the Cross-Straits Treaty Organisation to explore options between the Organisation and the Republic. Whilst the Union has made its decision clear the First Empire is committed to preserving the partnership we've seen since the signing of the Pyrettania-Nakim Accord many years ago. While the CSTO is a much different organisation than the Cross-Straits Union we feel that the avenues for cooperation may offer a compelling case for the Republic to consider, pending discussion with our Cross-Straits allies.
In the coming days we shall have further developments on this issue. It is our hopes that, while a future with the Union is now precluded alternative doors to further cooperation with the Cross-Straits System may have been opened.

Should there be anything which the First Empire can do to help in this time of mourning, we stand ready to do so alongside our Ardian neighbours.
The First Empire hopes that we may continue to build upon the foundation of friendship which we were building with Emperor-Admiral Jinduming, a process which has seen many breakthroughs in repairing the rifts which developed between Rokkenjima and the Second Imperial Chinese Republic. First Empire Sanctions Upon The Tamoran Empire
The First Empire, recognizing the decision of the Empress Emerita to modify sanctions against the Tamoran Empire for the duration of the Clysperi Civil War, has worked with the Imperial Diet on measures to actively oppose and resist Tamora's maintenance of the institiution of slavery. These sanctions recognize that slavery has no place, nor sound foundation, in the 21st Century and is an institution which must be vehemently opposed.
Having been proposed to and passed by the Imperial Diet, the First Empire presents the amended sanctions against the Tamoran Empire.
Upon enactment of this Act, by and under the authority of Her Imperial Majesty Empress Evanthe, the following sanctions are hereby placed into effect:

Section 2: Sanctions against military transactions with The Empire of Tamora
Sanctions against any foreign person or state which sells or provides financial, material, intelligence or technological support or knowingly does a transaction with the Tamoran military, including:
Aircraft or aircraft parts, machinery, used by the Tamoran Air Force
Automotive equipment and services utilized by Tamoran Land and Naval Forces
Weapons or defense articles utilized by the Tamoran Military
Information which benefits the military apparatus of the Tamoran Empire
Section 3: Sanctions against the Tamoran Energy Sector
Sanctions any foreign person, state or entity who supplies goods, services, technology, information, or other support that maintains or supports Tamora's domestic petroleum production and natural gas production for use by its armed forces.
Section 4: Sanctions against the broader Tamoran economy
Imports and exports between the First Empire and the Tamoran Empire are hereby prohibited until such a time the Tamoran Empire no longer employs slavery or forced servitude in any form.
Rokkenjiman financial institutions are hereby barred from engaging in any transactions with a Tamoran business or institution of the Tamoran Government.
These sanctions will be levied regardless of the Freestone Mark status held by a Tamoran business.
Section 5: Cultural, Sporting And Diplomatic Sanctions against the Tamoran State
Rokkenjiman institutions of higher learning shall be henceforth barred from any manner of cooperation or exchanges of information with their counterparts in the Tamoran Empire.
Students from the Tamoran Empire shall no longer be granted visas to study within the First Empire of Rokkenjima, effective on this 22nd Day of May, 2020. Students presently attending classes in Rokkenjima shall be allowed to complete their studies.
Rokkenjiman athletes shall be prohibited from competing in any sporting events held within the Empire of Tamora. Likewise, Tamoran athletes shall be excluded from sporting events hosted within the First Empire of Rokkenjima.
Diplomats from the Tamorna Empire shall be denied diplomatic accreditation within the borders of Rokkenjima. Tamoran diplomats presently within Rokkenjiman borders shall be afforded a period of 48 (forty eight) hours to remove themselves from Rokkenjiman soil. Those who refuse to depart shall face arrest and deportation.

On Tamora Imperial Bank Subsidiaries
The Imperial Government hereby serves due notice that it will be scrutinizing the relationships between subsidiaries of the Tamora Imperial Bank operating on foreign shores. The purpose of this increased scrutiny will be to determine whether these subsidiaries allow for the Tamora Imperial Bank to evade Rokkenjiman sanctions, and whether this evasion supports the Tamoran institution of slavery or transactions involving the armed forces of the Tamoran Empire.
Should the conclusions of this investigation prove either of these conditions are true the First Empire will be forced to impose sanctions upon such entities under the sanctions package implemented by Her Imperial Majesty the Empress Evanthe. While the First Empire is conducting these investigations we invite nations who host such subsidiaries to clear up the circumstances surrounding them with the Imperial Government beforehand.
The sanctions imposed by the First Empire against the Tamoran Empire are clear and support our principles as a state opposed to the institution of slavery. Establishing whether subsidiaries of the Tamora Imperial Bank support the Tamoran institution of slavery or the Tamoran military are crucial to ensuring that Rokkenjiman financial institutions and businesses are not running afoul of Rokkenjiman law.
A report on the findings of this investigation, and any actions which should follow as a result of them, will be provided on a regular basis along with any findings which support Rokkenjiman actions against such a subsidiary. At this time no actions are taking place upon subsidiaries, however, should evidence arise which points to a subsidiary being utilized as a front to evade Rokkenjiman sanctions additional measures will be considered against such institutions under the guidance from the Imperial Government on sanctions against Tamoran institutions.

Announcement Of Support To The Council of Albion
Following a working session with the Councillors' Committee for Foreign Affairs I, Empress Evanthe Rhodes, hereby declare this First Empire's full support for the Council of Albion position on bringing the conflict and unrest within Merina to an end. I firmly believe that the approach which has been adopted by the Council of Albion offers the best path toward a lasting peace in Merina. Initiatives of states foreign to the shores of Albion, such as those of the Tamoran Empire, are harmful to the peaceful resolution of this crisis and pose an even greater risk to innocent life and property.
As a fellow Ardian state the First Empire is dismayed by news that the High Council of Soleimani is considering involvement in this conflict. As a continent which still bears the scars of interventions by forces foreign to Ardian shores I implore the High Council to reconsider this course and support those efforts led by Merina's neighbours to forge a lasting peace. No good may come from nations foreign to Albion throwing the process which the Council of Albion has worked so diligently to implement. If assisting in achieving peace is the objective of Soleimani, then supporting the position of the Council of Albion is the only just decision. A declaration of support for any faction, or the deployment of military forces and equipment to Merina under such a declaration, does nothing to secure a lasting peace.
Should Soleimani persist in such a path the First Empire will bring the matter before the Assembly of Ardia to explore joint Ardian responses in support of the Council of Albion's efforts in Merina. Furthermore, as a show of support to the efforts of the Council of Albion, the First Empire shall be adopting those sanctions adopted by the Empire of Paracambi and other Albion states against those foreign parties who are interfering in the Merina conflict in an unwarranted manner.

The First Empire hereby makes known its severe disappointment at the decision of the Republic of Heyra to involve itself into the Merina crisis while denigrating the efforts of the Kingdom of Tytor to limit the risks posed to Merinians by a flow of foreign armaments into the conflict. As the First Empire has said before this is a conflict which the Council of Albion is best suited to address, with the native nations of Albion working with the Merinians toward effecting a lasting peace. This decision of the Republic of Heyra was taken with no consultation with the First Empire nor any forewarning that the Republic intended to dispatch the HA Elysium to the region beyond that which was released through its Press Office.
The First Empire, which led the efforts which saw the birth of the Fair Seas Concordat, has thus far seen no cause for concern in the legality of the actions of the Kingdom of Tytor. The Kingdom of Tytor has an established history of contributing to causes of global peace and stability and a proven track record which should dissuade the concerns relayed by the Republic. Consultations with the First Empire on this matter, as opposed to the Republic's effort to impugn the Kingdom, would have yielded greater results for the Republic.
Given that the First Empire was not granted the diplomatic courtesy of the decisions of the Republic being relayed via the diplomatic channels which exist between our nations, I see no need to grant that courtesy in relaying the decisions of the First Empire to the Republic beyond the Imperial Rokkenjiman Office of the Press.
Should at any time HA Elysium act in an aggressive manner toward forces of the Royal Tytorian Navy the First Empire will consider its obligations to the Kingdom of Tytor, through our long-standing allegiance and friendship in addition to our joint obligations to the Cross-Straits Treaty, as taking precedence over the C.F.T. Rokkenjiman and Tytorian forces have bled together, and throughout the course of history the First Empire has known fewer friends more steadfast than the Kingdom of Tytor. As the Kingdom works with its partners in the Council of Albion to forge a resolution to the Merina crisis, the First Empire has made clear that we stand beside not only our ally, but their Albion partners in this endeavour as well.
That the Republic has taken upon itself to denigrate the Kingdom of Tytor without any consultation or advisory and is dispatching a destroyer to the region I am hereby ordering Vicegerent Ravenswood to conduct a swift review of that Treaty. The purposes of this review will be to determine whether it aligns with the values-based foreign policy of the First Empire, whether it serves the security interests of the First Empire and, finally, whether the Empress-Emerita sacrificed Rokkenjiman land and abdicated her duties to long-standing Rokkenjiman allies, friends and partners in the signing of the C.F.T. The Vicegerent shall bring his findings before Chrysanthemum Throne to present one of three recommendations: the continuation of the C.F.T. as it presently exists, the renegotiation of the C.F.T., or the withdrawal of the First Empire of Rokkenjima from the C.F.T.
The Empress Emerita was clear in her intentions regarding the C.F.T. in proclaiming that, once again, the First Empire was an Illumic power as she announced its signing to the world. This is a position which placed the First Empire on a course of opposition not only to East Moreland, but the nations of MICA and the Illumic Council who have worked tirelessly and valiantly in securing the Illumic and Mhorish in initiatives led by their respective nations. Indeed, the very signature of the C.F.T. nearly scuttled efforts by Rokkenjima and East Moreland to resolve issues and resume the path of partnership and cooperation they once enjoyed without doubt or question. While the Empress Emerita placed great value upon securing a naval base in the Illumic, perhaps a maneuver of hers to 'even the score' with the Kingdom of Seaforth, perhaps for other reasons, I do not see the sense in tarnishing Rokkenjiman relations with her long-standing, if strained, friendship with the People of East Moreland and the broader Illumic and Mhorish regions in the pursuit of that base.
Should the Republic of Heyra have a case to make why these decisions are unwarranted they may provide them for my consideration. In the mean time, the First Empire has relayed its decisions and will follow-up once the results of the Vicegerent's review have been relayed to me.

On Operation: Armageddon
Following receipt of information from the Heyran Republic that a whole of four days would be allotted for the removal of Rokkenjiman equipment from the former Queen Adriana Military Base complex Imperial High Command worked with the Imperial Rokkenjiman Navy to effect a removal strategy. While the IRN was capable of removing many items from QAMB it became clear that not all equipment would be capable of being removed within the time-frame provided by the Republic. Therefore, in order to ensure that Rokkenjiman equipment, technological know-how and other assets did not fall into the hands of a bad actor, Imperial High Command initiated Operation: Armageddon with the goals of ensuring those assets ranked as 'most risk' were rendered irrecoverable, which would have then been followed by further strikes to render the entirety of the complex inoperable. At this hour, Imperial High Command has no reason to believe that those systems ranked 'most risk' survived the initial phase of Operation: Armageddon.
While the Tamoran Empire has stated Rokkenjiman allies should be concerned, this statement is not based anywhere within the realm of reality.
The relationship between Rokkenjima and Heyra is one which saw vast Rokkenjiman resources committed to the Republic and, in some instances, saw the First Empire utilized as a counter-balance against the Republic's neighbours. Empress Emerita Beatrice signed the C.F.T. with the primary objective of seeing a return of Queen Adriana Military Base, an act of spite against traditional Rokkenjiman allies and the broader Illumic region, which was a primary reason why Vicegerent Ravenswood recommended Rokkenjima's withdrawal from the C.F.T. Given the long-standing nature of Rokkenjiman relationships with its current treaty partners, none of which involve the First Empire being utilized as a cudgel against their neighbours, it is inconceivable to envision relations reaching a point as we've seen with the Republic of Heyra. Furthermore, it is highly unlikely that should a situation arise which would see the closure of QCMB, that our Achkaerinese allies would allot a mere four days for the removal of Rokkenjiman effects from the facility.
While unfortunate, Heyran constraints upon Rokkenjima's ability to remove assets from QAMB on a reasonable timeframe, coupled with growing ties with the Tamoran Empire, forced our hand in ensuring the security of our systems and, by extension, the safety and security of our allies. Leaving assets in place without any guarantee as to their handling would open systems presently employed by the Imperial Rokkenjiman Armed Forces and, by extension, Rokkenjima's CSTO allies, exposed to a vector of attack from powers unfriendly to the First Empire and her allies. This is a situation which was deemed unacceptable by Imperial High Command.
The C.F.T. is an example of a treaty which should never have been signed, as evidenced by the advice of the Empress Emerita's appointed Vicegerent who cautioned her prior to its signature. While Empress Evanthe did all that she could to honour the terms of the C.F.T. as a Treaty which had been signed in the name of the First Empire, the circumstances surrounding its existence are very much tied to the Empress Emerita and her personal agenda. These facts, highlighted by the Report delivered by Vicegerent Ravenswood, show that Empress Evanthe was more than accommodating in maintaining the C.F.T. prior to her request of the report, an incident which followed the Heyran Republic inserting itself into the Meridian crisis while denigrating the efforts of the Kingdom of Tytor in maintaining a stable environment, in concert with the Council of Albion, in which Merinia may find a peaceful resolution and growing concerns surrounding the secretive nature of the Heyran economy following reports of the incorporation of a subsidiary of the Tamora Imperial Bank in Elysium.
Following the recommendations of Vicegerent Ravenswood Rosa Shipyards has complied in revoking the contract to the Republic of Heyra. As some of these vessels were nearly 75% complete at the time of the request the Imperial Rokkenjiman Navy has agreed to pick up the contract and will receive delivery of the vessels upon their completion.

1. Nations agree to not engage in practices designed to weaken or disrupt the trade of other members.
2. Nations agree to reduce tariffs to match that of the lowest tariff charged non-member nations. Exception to this is if a non-member nation has its own treaty or agreement with a member nation.
3. Nations agree to a common standard for food and drink product packaging. This must contain an expiry date, ingredients, allergy information and nutritional data.
4. Member nations allow other member nations companies to establish a presence so long as the following criteria are meet.
i) The company adhere to all local laws regulating the practice of their business.
ii) The Company pay all locally required taxes
iii) The Company recruit at least 70% of its staff from host nation citizens.
5. A foreign company shall not be charged any additional taxes or charges beyond that paid at a local level for removing profits back to their nation.
In response to this breach the First Empire will be calling for a meeting of the Assembly to discuss this breach of the Charter by the Commonwealth of Soleimani. In the mean time, the First Empire urges the Commonwealth to rescind their sanctions and restore their compliance with the Charter of the Assembly.

Re: Soleimani Breach Of Assembly of Ardia Charter
The Charter of the Assembly of Ardia is simple, clear to understand, and leaves no room for misinterpretation. It states, in common language, that "nations agree to not engage in practices designed to weaken or disrupt the trade of other members." It does not give exceptions, nor does it grant allowances for such practices to be engaged in, it says that which it says, period. It states prior to that "The Assembly shall discuss options for solutions to problems facing Ardia and shall vote on recommendations. This process shall include the settling of disputes between Ardian nations, in those cases the nations involved may not vote but may take part in discussions."
By maintaining sanctions upon the First Empire of Rokkenjima the Commonwealth remains in blatant breach of the Charter of the Assembly of Ardia. Pursuant to Section 7, Article 4 the First Empire will be presenting a motion to the Assembly which shall seek a 30 day ban on the Commonwealth of Soleimani should this position remain unchanged. Should the conduct of the Commonwealth still not improve following that motion, the First Empire will seek the exclusion of the Commonwealth from the Assembly of Ardia.
The First Empire has displayed patience and a willingness to work this issue through the channels provided by the Assembly of Ardia, a position which the Commonwealth has labelled a "trap". The Charter which Soleimani signed is clear on the actions which are expected of the Commonwealth; a refusal to uphold the Charter is an issue which is upon the Commonwealth to resolve. The First Empire will continue to show patience and restraint as it works through the avenues provided by the Assembly to address the Soleimani breach of the Charter.

Rokkenjiman Boycott Of The 2020 Mundus Games
Following the vote by the Mundus Games Committee which sees the Mundus Games being hosted jointly by the Empire of Tamora, the chief proponent of slavery in the 21st Century and the Emirate of Royal Seleucid, a state which employs the practice of indentured servitude in lieu of imprisonment for certain crimes, the First Empire hereby announces that it has decided to formally boycott Mundus Games 2020.
Against a backdrop of slavery in Tamora, itself anathema to the human spirit, and the practice of indentured servitude in Royal Seleucid, Rokkenjiman athletes shall not compete in environments which deprive their Peoples of their basic human rights as prescribed by the Mundus Convention for Universal Rights.
While the First Empire recognizes the significance of the Mundus Games we cannot, in good conscience, compete in two lands which stand in blatant opposition to the basic rights all Peoples are born with. The present year has presented many tests to the international community on the challenges presented by the Tamoran institution of slavery, and this decision to host the Mundus Games in the cradle of oppression serve to show just how broken the moral compass of Mundus has become.
It is imperative that the free world remembers the millions of slaves in Tamora as well as the countless indentured servants in Royal Seleucid who have worked and will, undoubtedly, work harder as the whole of Mundus turns its attention upon Midaranye for this years Mundus Games. Perhaps it is thus imperative for the free world to ask itself what the price for this years Mundus Games is, and if that price is truly worth being paid. The First Empire cannot rightly justify the human costs associated with the Mundus Games to participate this year, nor shall she forsake her principles in allowing Rokkenjiman athletes to compete as slaves, or indentured servants, toil away in the Tamoran Empire and Royal Seleucid, two Peoples living not in freedom.

Recognition Of Heyran Republic As State Associated With Institution Of Slavery
Following a joint process involving the Imperial Council and the Imperial Diet the First Empire hereby announces the adoption of new policies in regards to the Heyran Republic. With several Tamoran businesses incorporating subsidiaries in Elysium, including the Tamora Imperial Bank and the inability to fully verify that businesses operating within the Heyran economy are in compliance with Rokkenjiman regulations the Imperial Government has labelled the Heyran Republic as a "state associated with the institution of slavery." The designation precludes Heyran businesses, financial institutions, governmental bodies and organizations from any manner of participation in the Rokkenjiman economy while also barring Rokkenjiman financial institutions, businesses and governmental bodies from conducting any manner of business within the Heyran economy.
Councilor Faust gave the following remarks upon the declaration of the Republic of Heyra as a 'state associated with the institution of slavery':
"The secrecy which has long surrounded the Heyran economy, coupled with an increasingly intertwined economic relationship with the Tamoran regime, means that Rokkenjiman businesses engaging with firms in Heyra could unwittingly be involving themselves with firms with some connection to the institution of slavery. Likewise, firms which would otherwise be precluded from participation in the Rokkenjiman economy due to sanctions imposed upon the Tamoran regime could seek to circumvent these measures through subsidiaries located in Elysium. Given that the Heyran economy has long held a reputation as a black hole when it comes to any manner of independent verification, the First Empire must protect the integrity of the Rokkenjiman economy while ensuring that no Rokkenjiman firms engage with any firm tied to the institution of slavery while, likewise, ensuring firms which are tied to that shameful institution are precluded from benefiting from participation in the Rokkenjiman economy."
Specifically, the designation sets in place the following restrictions:
Upon enactment of this Act, by and under the authority of Her Imperial Majesty Empress Evanthe, the First Empire henceforth recognizes the Republic of Heyra as a state associated with the institution of slavery and imposes the following restrictions upon the Heyran Republic:
Section 1: Restrictions against military transactions with the Heyran Republic
No Rokkenjiman firm shall provide financial, material, intelligence or technological support, nor shall they knowingly conduct a transaction with the Heyran Armed Forces. These restrictions shall include:
Aircraft or aircraft parts, machinery, used by the Heyran Air Force
Automotive equipment and services utilized by Heyran Land and Naval Forces
Weapons or defense articles utilized by the Heyran Military
Information which benefits the military apparatus of the Republic of Heyra
Section 2: Restrictions upon the broader Heyran economy
Imports and exports between the First Empire and the Republic of Heyra are hereby prohibited until such a time the Heyran Republic is no longer associated with the institution of slavery or forced servitude in any form.
Rokkenjiman financial institutions are hereby barred from engaging in any transactions with a Heyran business or institution of the Heyran Government.
Rokkenjiman businesses, governmental bodies and organizations shall be precluded from conducting any manner business with the Heyran economy.
Heyran businesses, financial institutions, governmental bodies and organizations shall be precluded from participation in the Rokkenjiman economy.
Section 3: Visa Restrictions
Visa restrictions for Heyran leadership, governmental servants, military leadership and diplomatic personnel to travel to the First Empire.
Pyrena Castle calls upon its Cross-Straits partners to implement similar measures, stating that it will discuss with the Union measures to isolate the Heyran economy from participation in the the Cross-Straits economy. Upon further review, similar measures will be considered regarding other states which may fall under the designation as a state associated with the institution of slavery.

Statement On Recent Lodjan Developments
As we have witnessed an attempted coup against the legitimate government of Lodja and an attack against the Embassy of East Moreland, the First Empire condemns the attacks carried out by Leopold against the Queendom of Lodja and our allies, the Kingdom of East Moreland. The First Empire shall not recognize the existence of a "Monarchy of Lodja" as a legitimate entity and condemns the unjust usurpation of power via the means employed by Leopold. We call upon Leopold to relinquish control of Morelander, release those hostages presently in his custody, and render himself to Lodjan authorities to face justice for the deaths and harm which have been wrought by his actions.
Vessels of the Imperial Rokkenjiman Kyne Fleet, operating under the command of IRN Alexander Vaughn, are present in the Sea of Alucard and have been ordered to view HMDS Morelander as a pirate vessel and will act accordingly should it encounter Rokkenjiman vessels in the region.
The First Empire will continue to stand by the legitimate government of Lodja, that of Queen Klara, as well as our friends in East Moreland who have suffered lives lost at the hands of Leopold. The First Empire has also placed measures into place to ensure that Leopold, or individuals connected to his insurrection, may not benefit from interactions with the First Empire or her economy. Any assets within Rokkenjima identified by Queen Klara, a representative of the Queen, or Morelander officials shall be held until Queen Klara is in full control of Lodja.
Nations which support the actions of Leopold will face measures imposed by the Imperial Government on a case-by-case basis.

Statement On SSU Demonstrators
The First Empire condemns the abusive use of force against the peaceful demonstration carried out by the Socialist Student Union, both by Lodjan Guards and local police. Incidents such as these only add fuel to the fire and, ultimately, may act to solidify support for the positions of Leopold throughout Lodjan society. These violent acts against peaceful demonstrators must be condemned and disavowed by the Lodjan Government with care being taken in the future to ensure that the People are able to exercise their freedom of speech, even if their opinion is frowned upon by the Queendom. Essential freedoms and liberties must not be withheld, even in times of upheaval. Indeed it is in times such as these that they must be guarded ever more so.
The First Empire, upon the acceptance of the SSU, shall disperse funds to address any legal needs SSU demonstrators may currently be facing and extends to them the services of Rokkenjiman diplomatic staff should the situation not be resolved.

Review Of Ruby Incident; INPA
Earlier this month I tasked Councillor Faust with conducting a review of policies and decisions undertaken by the Imperial Government during the Saisei Era. Midway through this review Ms. Faust pointed specifically to the proposed sale of five Ruby Class Submarines to the Kingdom of Tytor in 2019, an episode which highlighted the increasing instability and unpredictability of the Saisei Empress in discharging the duties of the Crown. Also highlighted during the review was the fact that while the sale was eventually scrapped the Imperial Government did not take any measures to rectify the circumstances surrounding the proposed sale.
Due to these steps not being taken by the Saisei Empress I would like to take this opportunity to say, unequivocally, that both the Saisei Empress and the Imperial Diet acted in a reckless manner which did not respect the First Empire's commitments under the MAEA while attempting to blatantly mislead both the public and foreign nations as to the nature of the process by which measures are approved by the Imperial Government. The Saisei Empress' attempt to backtrack was inappropriate and did nothing to address the matters at hand surrounding the proposed sale. While Assent was not granted, the statement of support from Pyrena Castle implied that such Assent was anticipated. Both the Saisei Empress and the Imperial Diet failed in their duties during this affair, and it is disappointing that it was not recognized before the Saisei Empress' departure from Chrysanthemum Throne.
With this being said I would encourage our Tytorian allies to reconsider their position on MAEA membership as it is an organisation with great promise and a crucial function to play in our ever-evolving world. To ensure that our goals of ensuring non-proliferation in the post-nuclear weapons age is not threatened I will be working with the Vicegerent to review and, if necessary, modify the International Non-Proliferation Agreement before presentation to the community of nations for adoption. We must ensure that the progress we have made is never threatened but, if threats should arise, that we have the mechanisms at our disposal to see that they are swiftly dealt with.

Re: Trilateral Talks
After discussing recent events with the Imperial Council I can recognize where my words and actions were overzealous, where they were inaccurate, and where I did not grant our Ardian neighbours the opportunity or the courtesy to stand based on their present actions. Each nation has a past which has aspects that would certainly not reflect their present course, to grant others the benefit of the doubt and hold faith in their capacity to better the lives and rights afforded to their Peoples while denying it to the Majestic Empire was unfair and offensive. I offer my deepest of apologies to the Dragon Emperor and the Majestic Empire on the words, decisions, actions and spirit in which I met them and remain committed to a path which sees this division between our nations and peoples bridged so that it may be replaced with a spirit of cordiality and ever improving relations and understanding. I recognize where I was misguided and where my lack of understanding led to this point and offer the Majestic Empire an open ear clear of bias: let us learn from each other in good faith.
King David is a man whom I know to be fair and balanced; it is not in a spirit of compliance with which we approach this matter but one of cooperation. Given recent events I believe that King David's presence would act as a reassurance to the Majestic Empire that Rokkenjiman intentions are purely in the spirit of improving relations from this point forward and giving every assurance that the mission and purpose of the MAEA is worth the time and energy of the Majestic Empire. The goals of the Agency, independent of any political interference or grandstanding, ensure a safer and more secure world for all nations. While sources beyond the MAEA may exist I would ask that the Majestic Empire, who joined I believe recognizing the dangers of proliferation, take pause on that path and reconsider. Each nation dedicated to limiting the proliferation of nuclear materials requires partnership, and I look to the Majestic Empire in the hopes of establishing partnership on this vital issue.

After a period of reflection and consultation with my Council I wish to fully disavow all notions that the Majestic Empire holds the capacity for human suffering. Indeed, from the evidence available, the Majestic Empire appears to be a society on the cusp of advancement in many spheres. When a nation, culture and society are reintroduced to the world after such a period of isolation there are, naturally, differences and divergences to be expected and, just as the Kingdom of Tytor has proven itself capable and worth faith in progress we must extend this same faith toward our Ardian neighbours in the Majestic Empire. As we have learned it is all too easy to fall into the trap of us versus them instead of extending good faith and confidence, something which cannot be allowed to hamper international cooperation. I personally apologize to the Majestic Empire, its People and its Emperor for the grave and misguided insults I have levied against Lijiang. It is with these in mind that I approached the MAEA and the Kingdom of Dartfordia to make clear that Rokkenjima would certainly step aside if it was viewed as being in the best interests of the Agency.
In the era following the mutual disarmament the international community saw great strides in reducing the risks of slipping back into the dangerous era which preceded it, placing Mundus upon a path where we see the power of the atom harnessed for the peaceful advancements of societies across Mundus. The MAEA is the principle vehicle in that effort, safeguarding not only this present generation but generations to come through the protections inherent to its structure. However, the proliferation of nuclear materials outside of the Agency hamper the very principles which, clearly, are shared by the membership of the MAEA and the Majestic Empire. If we are to preserve and safeguard the progress all nations, regardless of their political or societal differences, have achieved then it is crucial that proliferation is eliminated and we place our trust and faith in the Agency moving forward.
I have personally worked with the Rokkenjima Atomic Energy Agency to set aside funds in the form of grants, materials as well as expert resources to be readied at no cost so that should the Majestic Empire re-instate its membership in the MAEA they may be ready on day one to lend their knowledge and capability to the Majestic Empire in the formulation of a world class future-proof program which will not only meet the needs of the Majestic Empire today, but well into the future. The Rokkenjiman nuclear industry has seen great advances, constructing one of (if not the) largest nuclear power generating stations (Azukishima-Ashinxao), with the most recent advancement in the form of Advanced Nuclear Energy for Enriched Life, promising amongst the cleanest and safest manners of nuclear power generation. To share these advances and engage with the Majestic Empire as a partner not only in the myriad issues regarding nuclear security but also the advances they may enable in societies across Mundus in harnessing the peaceful potential of the atom to its fullest extent, would greatly humble me as our two Empires remind the world just what is possible through cooperation, understanding and a forward-focused vision on these important matters.
As Empress of Rokkenjima it is my responsibility to represent this Empire at its best, a responsibility I did not uphold in our previous conduct toward the Majestic Empire. I am not so proud as to not learn from my mistakes. As I have not proven to set the best example in this affair, to ensure that the next generation is not so woefully ignorant in our future relations with the Majestic Empire, I would wish to discuss the prospects of the Crown Princess conducting a part of her education within Lijiang, an arrangement which we presently see her undertaking in the Kingdom of Tytor. Learning alongside, and in association with her peers, shall offer an invaluable bridge between our cultures and societies. I await word on these proposals from the Majestic Empire at their leisure.

Statement From Empress Evanthe On Arashkai Attacks
On behalf of all Rokkenjimans I offer our deepest condolences to the People of Arashkai on the death of His Imperial Majesty, the Kosokh Eshva and Prime Minister Erel Kosai. Should either family require anything, know that I stand beside you in these troubling times. I am certain that I speak for the whole of Rokkenjima in expressing our collective sympathy to everyone affected, and to the relatives of those who have been killed or injured. While the scenes we have seen across the Empire are reflective of the darkest recesses of the human heart I remain confident that we shall see the Arashin respond with determination and resolve. In this response, the Arashin shall prove beyond doubt the strength of the Empire; that where the intent to sow chaos and fear is clear, neither shall find fertile soil from which to grow.
Whether these be the acts of terrorists or an unknown state actor the response of the First Empire shall remain the same: steadfast support for the Empire of Arashkai, and a relentless pursuit of those responsible. We must make unequivocally clear that the utilization of terror and its tactics is not tolerated by the community of nations and, when these tactics are employed, they shall be met with a swift and determined pursuit of justice.
The First Empire hereby makes it clear in no uncertain terms that it stands beside its Arashkai allies and condemns the cowardly attacks which have been perpetrated. Our nation has been the victim of cowardly attacks in the past, we have seen our allies face them, and in each instance violence was unleashed upon our shores or those of our allies we have pursued the perpetrators, or aided in their pursuit, to the fullest extent of our capabilities. Today, the full spectrum of Rokkenjiman military and intelligence assets stand ready to assist the Empire of Arashkai in whatever capacity may be requested. Furthermore, utilizing the infrastructure put into place following the relief efforts of the Crown Princess in response to attacks upon the Kingdom of Tytor the First Empire is preparing, if needed by the Empire, shipments of donated blood and disaster relief supplies to those cities impacted by these attacks.
In order to ensure safety and security is preserved the First Empire shall be enacting enhanced protocols at our borders, while Pyrena Castle has enacted Protocol Guardtower. With past instances of attacks which have targeted Royals and Imperials prudence calls for all precautions to be taken should this prove to be a prelude to further attacks outside of the Empire's borders. While details of the Protocol shall not be released to the Public I can confirm that all members of the Imperial Family are safe, and all efforts shall be taken to ensure the continued safety and security of the First Empire.

On Rakalin
The First Empire is dismayed by the disproportionate deployment of military assets of the Queendom of Lodja in Rakalin. While the First Empire has condemned the actions of Leopold and condemns those who would hang a man from a lamp-post we do not believe that Lodja will find a path which heals the divisions exposed by Leopold through dropping bombs on its own soil. The unity and cohesion of a nation cannot be compelled through the use of force, for at that point the social contract between the Government and the People can no longer exist. Instead it is clear to the People that they must either conform to the position of the Government lest bombs be unleashed upon their heads.
Following Rokkenjima's concerns regarding the abusive use of force against peaceful demonstrations carried out by the Socialist Student Union to be joined by the deployment of military munitions on Lodjian soil the First Empire is also concerned by the silence of the international community, most notably the CNN, in regard to both incidents. If Lodja is to be a nation at peace, one which bases itself upon love and harmony, actions such as these are incompatible with the values espoused by Queen Klara. Violence begets violence, yet there is still time for Queen Klara to ensure that the path she leads Lodja down is one which sees peace restored, not a path which spirals the nation toward greater instability, destruction and death.
Unfortunately it is becoming increasingly clear that both parties are disregarding the rights and safety of civilians in the conduct of their operations. It is the hopes of the Imperial Government that the CNN shall be capable of moderating the impulses of the Queen in responding to further developments within the Queendom. The damage imparted by Leopold and his cohort cannot be excused, however, the actions we have seen at the Gaia dockside and now Rakalin have certainly caused further damage. The disproportionate use of military force must not be repeated.

Addressing The Threat Of Rising Seas
Tens of millions of Rokkenjimans depend upon the seas for their livelihood, while many more call the shores of our nation home. However, the continued release of greenhouse gasses poses an imminent and obvious threat to the lives of our People, their property, and the continued prosperity of the Rokkenjiman economy through rising sea levels and increasingly warmer waters. All nations have been aware of the threats the release of greenhouse gasses into the atmosphere poses to Mundus as a whole yet there remain some nations who refuse to recognize the legitimacy of the science as well as those who do nothing to curb emissions or make only token gestures. As we move forward into the future this combination of inaction, or of inadequate action, must thus be recognized as a threat to the national security of the First Empire and I imagine many other island nations.
To these ends the First Empire formally recognizes states which release gross amounts of greenhouse gasses into the atmosphere without taking swift and adequate action to reduce their warming footprint as threats to the national security of Rokkenjima. The Imperial Council will be convening to determine appropriate responses to this challenge in manners consistent with international norms and laws. We invite other states who will be impacted by the effects of rising seas to join us for coordination, and to find ways in which we may enable states further behind on the path to a more sustainable future to achieve lower levels of emissions as we move into the future.

Clarifications
Pyrena Castle has released Nick Craig from his position as Imperial Media Liaison, effective immediately. This comes after the Imperial Media Liaison called the safety zones established by the Imperial Rokkenjiman Navy an "exclusion zone". Mistakes such as these are not acceptable by a position which acts as the voice of the Empress.
As a reminder, vessels may not approach within 100 yards of any Rokkenjiman naval vessels. We recognize that sometimes this may be impossible, thus if there is a need to pass within 100 yards of a Rokkenjiman vessel in order to ensure safe passage you must contact the Rokkenjiman naval vessel on Channel 7 of your VHF radio.

Statement on Clysperi Abolition
The abolition of slavery and other forms of forced servitude in Clysperis is seen as a welcome development by the First Empire. As I have said before slavery is incompatible with human dignity and has no place whatsoever in the 21st century. I am also aware that, in a region dominated by powers who support the continued existence of slavery and often view the opinions of women as holding less weight than those of men, that Pharaoh Akasha is opening herself, and her Kingdom, to criticism and ostracization from the major powers in Midaranye. While there remains much work to be done in Clysperis I applaud the braveness shown by the Pharaoh as well as her trademark boldness in standing up and not allowing her voice to be silenced.
In response to these moves by the Kingdom of Clysperis the First Empire is removing the Amended Sanctions (https://independentorder.net/index.php?topic=174.msg14851#msg14851) imposed upon the Kingdom in addition to removing personal sanctions against Pharaoh Seti Di-'nh-mi-Re (named as 'Prince Naser Safavid' in Rokkenjiman sanctions upon the Tamoran Empire), and allowing Rokkenjiman businesses to take advantage of the economic initiatives we've seen centred around Setri. Furthermore, Rokkenjima shall welcome the restoration of normalized diplomatic relations with the Kingdom of Clysperis and shall be initiating an exchange of embassies in the coming weeks.

Announcing Sanctions Upon Royal Seleucid and Waddan
The plight of peoples across Mundus to live freely and outside of the binds of servitude continues despite the measures we've seen in the Kingdom of Clysperis. Today we see many people in Royal Seleucid who are bound by indentured servitude and, across Waddan, people who remain bound by slavery. This is a state of affairs which cannot be allowed to continue. Until each man, woman and child live a free life in the Emirate of Royal Seleucid and the Unified Tribes of Waddan the First Empire announces the following sanctions upon each state:
- A ban on the export of military equipment or dual-use equipment.
- A ban on the importation of goods or resources produced through slave labour or indentured servitude.
- A ban on the importation of oil, natural gas, or rare earth minerals regardless of the means utilized in their extraction and transport.
- A ban on Rokkenjiman firms and entities conducting business with firms and entities in Waddan and Royal Seleucid.
- A freeze on any and all assets in Rokkenjima held by government officials, military leaders and public figures advocating for the institutions of servitude.
- A ban on travel for leaders of Waddan and Royal Seleucid to Rokkenjiman territory, including Rishiri.
- Individual sanctions upon the leadership of Waddan and Royal Seleucid.
- A ban on Waddan and Royal Seleucid firms from utilizing any portion of the Rokkenjiman financial system.
There remains work to be done to remove forced servitude from our world, and despite the strives made there remains nations who openly attack the dignity of human life. We, as a community of nations, must take all measures to make that institution too costly to maintain.

Recognition Of The Holy Kingdom Of Samantra As State Associated With Institutions Of Slavery And Servitude
Following a joint process involving the Imperial Council and the Imperial Diet the First Empire hereby announces the adoption of new policies in regards to the Holy Kingdom of Samantra. With the Samantran Secular and Spiritual Governments announcing the "Good Samaritan" initiative to enable Samantran and foreign companies "support to affected parties of the Rokkenjiman sanctions against Royal Seleucid and Waddan by paying for the costs of transitioning from Rokkenjiman goods and services to Samantran ones" the Holy Kingdom has, through its aid to Royal Seleucid and Waddan, become a "State Associated with Institutions of Slavery and Servitude" under Imperial law. This designation precludes Samantran businesses, financial institutions, governmental bodies and organizations from any manner of particcipation in the Rokkenjiman economy whilst also barring Rokkenjiman financial institutions, businesses and governmental entities from conducting any manner of business within the Samantran economy. Entities which take part in the "Good Samaritan" initiative will also face scrutiny of aiding and abetting slavery and servitude and may face the consequences associated with being an Entity Associated With the Institutions of Slavery and Servitude.
While the Imperial Diet previously overturned sanctions upon the Samantran economy by Empress Evanthe the most recent actions of the Holy Kingdom place it in a "club of nations who have thrown aside human dignity for the pursuit of profit. It is for these reasons which the Imperial Diet offers no objection in recognizing the Holy Kingdom of Samantra as a State Associated with the Institutions of Slavery and Servitude."
Specifically, the designation sets in place the following restrictions:
Upon enactment of this Act, by and under the authority of Her Imperial Majesty Empress Evanthe, the First Empire henceforth recognizes the Holy Kingdom of Samantra as a state associated with the institutions of slavery and servitude and imposes the following restrictions upon the Holy Kingdom:
Section 1: Restrictions against military transactions with the Holy Kingdom
No Rokkenjiman firm shall provide financial, material, intelligence or technological support, nor shall they knowingly conduct a transaction with the Samantran Armed Forces. These restrictions shall include:
Aircraft or aircraft parts, machinery, used by the Samantran Air Force
Automotive equipment and services utilized by Samantran Land and Naval Forces
Weapons or defense articles utilized by the Samantran Military
Information which benefits the military apparatus of the Holy Kingdom of Samantra
Section 2: Restrictions upon the broader Samantran economy
Imports and exports between the First Empire and the Holy Kingdom of Samantra are hereby prohibited until such a time the Holy Kingdom is no longer associated with the institutions of slavery or forced servitude in any form.
Rokkenjiman financial institutions are hereby barred from engaging in any transactions with a Samantran business or institution of the Samantran Government.
Rokkenjiman businesses, governmental bodies and organizations shall be precluded from conducting any manner business with the Samantran economy.
Samantran businesses, financial institutions, governmental bodies and organizations shall be precluded from participation in the Rokkenjiman economy.
Section 3: Visa Restrictions
Visa restrictions for Samantran leadership, governmental servants, military leadership and diplomatic personnel to travel to the First Empire.
Pyrena Castle calls upon its Cross-Straits partners to implement similar measures, stating that it will discuss with the Union measures to isolate the Samantran economy from participation in the the Cross-Straits economy. Announcing Operation Midori Ryū
The Imperial Rokkenjiman Navy is hereby announcing preparations for Operation Poseidon which will encompass a multifaceted operation of the Imperial Rokkenjiman Navy to shadow the 2022 SANE Olympus exercises. Three Pods of the Imperial Rokkenjiman Submersible Fleet will be deployed to monitor the exercises with a secondary goal of testing their abilities to coordinate beyond the usual two Pod arrangement. Operation Poseidon will also feature the utilization of unmanned vehicles, both airborne and submersible, in monitoring the 2022 SANE Olympus exercises. Data from Operation Midori Ryū will then be utilized to further hone Rokkenjiman capabilities in monitoring a surface fleet, while simulations will be run purely in a software environment concerning a variety of contingencies which may inherently arise in Rokkenjiman and foreign fleets operating in relatively close contact.
Imperial High Command has left the possibility for allied nations to take part in Operation Midori Ryū, however, declined to comment on any such contributions to the Operation at this time.

Having contacted the RBC personally following the release of a statement from DAMSTEC that when the IOAA released the information reported it was believed to be accurate at that time. The Royal Oceanic and Atmospheric Administration indeed confirmed its interest in pursuing the project, while a meeting between the IOAA and its partners is to follow to lay the groundwork for the multinational project. Given that oceanographic studies do not generate nearly the amount of excitement as space launches the IOAA saw the opportunity to stir public interest as Rokkenjima invests heavily in underseas studies.
DAMSTEC may join representatives from the IOAA and the ROAA in the coming week. I have suggested to RBC editors that they double-verify with sources in the Empire of Daitō as an increased measure of due diligence.

Withdrawal Of Rokkenjiman Embassy; Midori Ryū Update
Earlier today the Rokkenjiman Embassy in Nis was evacuated due to growing chatter indicating that the embassy was in imminent danger. Personnel, documents and sensitive equipment have been removed from the embassy and the Imperial Diplomatic Corps have confirmed the safe arrival of staff at JMF Cecelia. They will arrive in Rokkenjima by the beginning of next week.
Operation Midori Ryū is hereby being modified to focus primarily on the surveillance capabilities of ICON, and an undefined submersible presence which will be operating unmanned vehicles. Imperial High Command will reconsider extending the privilege of Liaisons to SANE member states when they have demonstrated that they have regained their facilities instead of falling prey to unnecessary fear mongering.

Many of us will remember the days which saw quite public disagreements and divisions between the First Empire and the South Ardian New Electorate. While it was never the intent of Midori Ryū to be anything more than an operation of supervision, and one certainly not aimed at those states with which the First Empire holds treaty relations and obligations to. We saw the fruits of trust shown in the initial response from President Feish, with whom we worked in partnership to address any potential concerns which may have been held. While these concerns were satisfied between Rokkenjima and New Derusmia it is clear that they were not resolved in the eyes of the other members of SANE.
In respect to the measure of trust shown to Rokkenjima by New Derusmia, and to assuage the concerns brought to our attention by the remainder of SANE, I have personally ordered the cancellation of Midori Ryū. With that being stated I would also wish to extend a personal invitation to the Heads of State of SANE to the Enthronement of Crown Princess Asuna so we may have an opportunity to discuss ways in which we may continue to foster trust between our nations and open the doors to new avenues of cooperation and understanding between us. May our nations continue to know peace and may we all continue upon the road of friendship which we certainly remain committed to.

While we continue to review measures put into place against the Kingdom and welcome an opportunity to lessen Rokkenjiman measures imposed upon the Kingdom that decision will be made as the situation evolves. At present the outlook has not changed, however, as stated previously we shall continue to review policy toward Samantra and should they cease support for Waddan, which continues to actively allow slavery within its borders, Rokkenjima is fully committed to the normalization of trade and relations between our nations.

Superficial differences are thus meaningless to us at this time between the Rokkenjiman Chrysanthemum and the Daitōjin Chrysanthemum. After a period of consultation the Empress has allowed a request from Princess Kyōko to speak with a representative from the Empire of Daitō on this matter. Should this proposed discussion be accepted by the Empire of Daitō we will thus move forward from that point.

Notice Of Impending Satellite Operation
In the coming days Imperial High Command shall be conducting an operation to remove a Rokkenjiman military satellite from orbit. This measure has been deemed necessary to prevent hazardous conditions as systems aboard the satellite have failed, rendering a controlled re-entry operation impossible. As the satellite contains hazardous materials, to save and reduce injury to human life, Imperial High Command has elected to ensure that these materials are destroyed rather than re-entering Mundus' atmosphere. As the operation proceeds Imperial High Command will provide a live feed of information to our regional allies and partners until its successful conclusion.
IHC and ISEA have determined that the resulting debris will pose no threat to Space Station Adora or those of other space-fairing nations. All steps are being taken to ensure the safe and effective conclusion of this operation. It is projected that if the satellite were to be allowed to continue in its deteriorating orbit that population centres in the Midaranye and Rus regions.
A modified Century missile, dubbed Nagareboshi, will be launched from a Millennial-class submarine in the Sea of Kyne. Separate notifications will be dispatched prior to, and upon the launch, of this missile. This platform has proven successful in accomplishing the mission at hand safely, previously removing the threat posed by a malfunctioning Rokkenjiman weather satellite in 2014.

Condemnation Of The Federation Of Dal Riata
The First Empire of Rokkenjima condemns in the strongest possible terms the actions of the Federation of Dal Riata, which include active measures to suppress participation in the independence referendum as well as the arrest of Queen Aoife, an arrest which many have questioned the very legality or legitimacy of. The First Empire calls upon the Federation to release Queen Aoife, to respect the results of the referendum, and to cease and desist from undertaking actions which undermine the principles of self-determination and the rights the People of Eigg have in that pursuit. It is the belief of Rokkenjima that this is, ultimately, an exercise in futility by the Federation and that their efforts to continue to force their will in this matter only serve to worsen the situation moving forward.
The Imperial Government recommends that Rokkenjiman nationals avoid travel to the Federation and that Rokkenjiman nationals presently within the Federation make plans to leave immediately. Imperial Assistance For Djabidjan
The First Empire stands with the people of Djabidjan in their recovery from these tragic floods. The Empress has announced an Emergency Aid and Reconstruction Package of र810.8m ($1.5bn) would be made available to Djabidjan initially, with the needs of the nation being taken into account in further Rokkenjiman aid disbursements. Furthermore Imperial High Command has stated that it is prepared to deliver humanitarian supplies, medical and humanitarian personnel and has ordered the hospital ship IRV Guardian, with 1,000 beds, to the region to aleviate conditions due to damaged medical facilities within Djabidjan. At 8:25 AST Admiral Sugimoto Kisho, Commander of the Imperial Rokkenjiman Home Fleet, was taken into custody pending charges before the Supreme Court of Judicature for violations of the Declaration of Rights' for Cetaceans and Elephants. Imperial High Command authorized a test of the Ifrit under conditions which were changed by the Admiral during the conduct of said test, placing him in contravention of Rokkenjiman law. Rokkenjiman Boycott Of The 2023 Winter Mundus Games
Following the controversy which surrounded the 2020 Mundus Games, jointly hosted by Royal Seleucid and Tamora we see now, in 2023, another Mundus Games which will be tinged with controversy due to the associations of the host with the institutions of slavery and servitude. Heyra, via the financial black hole which is Elysium, has enabled Tamoran firms access to capital and foreign markets, circumventing sanctions imposed upon the Tamoran Empire where some forty million people live their lives, to this day, as slaves. I am reminded of the words of the Duke of Somerset, Joshua Rhodes, and the approach which should be taken toward Tamora and, indeed, an approach which should be taken against any state which grants any aid or comfort to states actively maintaining slavery:
"Slavery. It is clear that no person has the right to own another and cannot and will not be tolerated by wider Mundus. This is reflected by the signatories of the MCUR. I recommend the complete economic and political isolation of the Tamoran Empire as long as they continue to practice slavery in any form. This includes the closing of all borders, revocation of VISAS, PNGing of diplomatic personel and a naval blockade established by the signatories of the MCUR. It has been argued that economic measures against Tamora will result in the creation of more slaves. This is false. Economics do not create slaves, other people create slaves. There are more than enough poor people and poor nations across Mundus who do not create, nor are slaves to reflect that."
As the matter of Elysium remains a point of contention all these years later Rokkenjiman athletes shall not compete in a nation which has not done its share in seeing that slavery is eliminated across Mundus; indeed, one could argue, this state profits from the continued human suffering of forty million people, if not more. While the First Empire recognizes the significance of the Games we cannot, in good conscience, lend any manner of legitimacy to a State Associated With the Institution Of Slavery.
The international community has a responsibility to effect the end of slavery, servitude, and the crimes against the human spirit which they represent by taking more forceful action, not only against those who engage in slavery directly but also those who support them via auxiliorary means and methods. My predecessor asked in 2020 for the free world to ask itself "what the price for this years Mundus Games is, and if that price is truly worth being paid." This year, much like in 2020, the First Empire cannot rightly justify the human costs associated with the Mundus Games to participate, nor shall she forsake her principles in allowing Rokkenjimans to compete or Rokkenjiman Ducats to benefit the Heyran economy in any way, shape or form. Until such a day comes that light disinfects Elysium, until these associations are unequivocally disavowed by the Heyran Republic, much more work stands before the international community.

The First Empire remains fully committed to the process of peace, one for a conflict which this First Empire did not ask for, yet it is forced to resolve. We shall see that the victims of Ofdensen's aggression are duly compensated while ensuring that acts of Daitojin aggression against the First Empire are likewise duly compensated. At this moment the First Empire, working with our Tytorian allies, are assessing the damages and preparing for the reconstruction ahead. Imperial High Command assures me that our position in Suisenjima and Akarishima[1] are strong; while damage was certainly taken, they remain under Rokkenjiman sovereignty. I remain perplexed on the silence of Achkaerin on these attacks as the Emperor and I discussed the path to peace, however I trust that my concerns shall be addressed in short order by Valtheim. These actions have certainly put to an end any diplomatic discourse over the status of Suisenjima and Akarishima; the First Empire shall not entertain any further questions as to their status as sovereign Rokkenjiman territory and will defend them just as fiercely as we would defend Azukishima itself.
So long as my counterpart in the Empire of Daito realizes that Suisenjima and Akarishima are inseparable from the First Empire I am confident that the path to peace remains open and viable before us. I lament that my first actions as Empress are resolving an illegitimate conflict, that valuable time must be consumed in the fallout from actions instituted by one man, but this is the hour I have been chosen for. At the first notice of trouble in the Rokkenjima Sea Imperial High Command took all possible actions, including purposeful sabotage of rogue aircraft, to render their elimination easier. Release Of Data On Ofdensen Plot; Military and Intelligence Services Review
Following verification of Rokkenjiman reports on the events which led up to the military and electoral plots of Mr. Ofdensen by independent and unbiased bodies in East Moreland the Imperial Government has released the findings to our international partners, allies, and involved parties. I would like to thank the Morelanders for their time and their willingness to provide an impartial look into the events which took place, establishing with certainty that the Imperial Government was correct in its assertions as to the operations of Mr. Ofdensen, as well as vindicating Rokkenjiman actions to bring to an end the threat which Mr. Ofdensen posed not only to the First Empire, but to international peace and tranquility.
The Centre Party has thus been ordered to reform itself while those who played a direct operational role in the Ofdensen Plot, in addition to the legal remedies now being pursued against them, facing a life-time ban on participation in Rokkenjiman elections. Upon the expiration of this prohibition any move to reform the Centre Party will be met with resistance; no Party bearing the name will be certified, nor will its legitimacy be recognized. Never again shall the political machinery manipulated by Mr. Ofdensen be allowed to usurp the voice and will of the Rokkenjiman People.
As per the advice of the Attorney for the Crown the Imperial Government shall face reorganization, constituting itself as it existed prior to the restoration of the Premier. The Ofdensen Plot has hampered faith in elected officials; as such, during this time, Chrysanthemum Throne will provide stability, order and security for the Empire. The Empress, along with a team comprised of current and former members of the Imperial Government, will work to ensure the methods employed by Mr. Ofdensen will not be viable in the future while reforms to YourGov.RK and other Rokkenjiman voting systems will be initiated to close the manners of exploitation highlighted by the NIA. Public faith and trust in the Crown remains certain, with no reports of civil unrest following the successful efforts of the Imperial Government to bring Mr. Ofdensen to heel.
Earlier today a review of the Imperial Rokkenjiman Armed Forces and Imperial Naval Intelligence Service (IRAF and INIS henceforth) concluded and its findings presented to the Empress. This review concluded that subversive elements, those loyal to Mr. Ofdensen, have either been taken into custody or otherwise rendered inert; full command of the military and intelligence apparatuses of the First Empire rest within the hands of the Empress. With these facts before us Chrysanthemum Throne calls on those nations who have instituted travel restrictions to revoke them, those that asserted Rokkenjima is "unstable" to update their position based on current and verified information, and those who recognized assets of the IRAF as "hostile" to likewise rescind such recognition as we have seen the threat posed by Mr. Ofdensen brought to an end.
The Imperial Government looks forward to working with the international community, both those states allied to the First Empire and those further afield, in moving forward from this affair as Mr. Ofdensen and his associates are brought to face justice.

Responding to Foreign Concerns
All data presently available points to the chain of command being subverted, just as data available shows that what would have otherwise been a close election instead returned an Ofdensen victory. While the First Empire appreciates concerns as shown by the Holy Empire and the Daitojin, Chrysanthemum Throne rules with the concerns of the Rokkenjiman People in mind, not foreign audiences. The assessments from both nations, especially a Daitojin claim that the Empress has "no legal grounds" represent intrusions upon the First Empire's rights to conduct its internal affairs on behalf of the Rokkenjiman People. We have already witnessed the damage wrought by a domestic attack upon the First Empire, we shall not entertain foreign designs upon what is, or what is not, right for the Rokkenjiman People. Trust in the Throne remains high; with the failures exhibited by the elected government it is every intent of the Crown to maintain peace, order, and stability as we move forward from this most unfortunate period of history. Foreign attempts to meddle in the internal affairs of the First Empire will be resisted.
Chrysanthemum Throne suggests to both the Daitojin and the Achkaerinese to remain focused upon the concerns of their Peoples instead of seeking to sow seeds of discontent and disharmony in the First Empire. We've already seen the Daitojin fire their weapons in anger after the Empress made clear that the actions taken against the Empire of Daito were illegitimate; further actions of the Empire which seek to discredit the Imperial Government will be seen as hostile interference in the internal affairs of Rokkenjima and will be addressed appropriately by the Imperial Government of Rokkenjima. Centre Party Addresses Concerns
The Centre Party, independent of guidance from Chrysanthemum Throne, has presented a path forward which resolves the concerns of the Crown regarding the structure of the Party and the circumstances which led to the rise of Mr. Ofdensen. In this light, the Crown has dropped any mandates towards the Party and has removed restrictions, apart from those upon Party members directly implicated in the Ofdensen Plot, on the Party and Members not implicated directly.
New elections have been scheduled for the 2nd of April, 2023. While a Premier will not be elected in this upcoming election the Speaker of the House of Councillors will be entitled a seat on the Imperial Council. I look forward to working with whomever is elected to that post in moving our Empire forward from this affair.

Condemnation Of Terrorist Attacks In Daitō and Mersch
On behalf of the People of Rokkenjima and the Imperial Government I offer my deepest of condolences to all those who have been impacted by the terrorist attacks in Daitō and Mersch. We have seen such attacks before impact the Peoples of Mundus, with the Remembrance Day attacks marking perhaps the deadliest day due to terrorism. Attacks such as these are always rooted in cowardice and remain an illegitimate means of addressing any issues. Just as we've seen before, however, from the shores of Rokkenjima, Tytor, Dartfordia, East Moreland and sadly countless others, these attacks never achieve their aims. While these coming days and weeks will be difficult I am confident that we will see the strength of the People of Daitō and Mersch rise above and ensure that justice is pursued for each life touched by these attacks.
The First Empire offers its full support to those impacted and, as it has done before, shall provide any humanitarian assistance if requested. Stocks of blood, medicines and other life-saving provisions will be on stand-by should they be required to meet the challenges on the ground. Meanwhile, the First Empire will be taking enhanced security measures to ensure the continued safety and security of this First Empire, our friends and our allies. I will be meeting with Imperial High Command and the Imperial Naval Intelligence Service to receive a full briefing on these attacks and any measures the First Empire may have to take in response to them beyond standard protocol. At this time it is not believed that a threat exists to the First Empire, however, steps are being undertaken to ensure that state of affairs continues to exist.
I encourage the Rokkenjiman People to act as you have before, help in any way that you can. We saw what we could do when the People of Tytor were most in need, hosting one of the most successful blood drives in the history of the First Empire, I ask that you rise to the occasion once again. Funds will also be established for those who wish to donate to those impacted by these attacks which, with the cooperation of the governments of Daitō and Mersch, will be disbursed to those most in need. Empress Signs Bill Curtailing Digital Currencies
To protect the economy of the First Empire banks and financial institutions have been barred, under Imperial Law, from engaging in business related to digital currencies. In a joint statement from the Imperial Palace and the Imperial Bank of Rokkenjima has, following legislation adopted by the Imperial Diet, precluded digital currencies from certain interactions in the Rokkenjiman Economy, walling off the Exuperia Stock Exchange from any transactions made in digital currencies as well as outlawing their use for the repayment of loans, the purchase of Imperial Treasury Securities, and transactions with entities in foreign nations. The Imperial Bank of Rokkenjima reiterated the fact that Rokkenjiman citizens and foreigners, especially those in former CSU states, "can feel confident that holding assets in Rokkenjiman Ducats will always be a more safe decision than pursuing risky gains in the digital currency market."
The Joint Statement continued, stating that "transactions conducted using a digital currency open both the buyer and the seller of a good or service to surveillance from a foreign actor, reducing privacy and allowing for an intrusive level of government interference and snooping into your personal financial interactions. For this reason the First Empire has also placed limits on digital currencies which employ the Internet to offer services to Rokkenjiman citizens as illegal and illegitimate financial activity. Utilizing real currencies, such as the Rokkenjiman Ducat, the Dartfordian Pound, the Tytorian Crown, the East Moreland Pound, the Achkaerinese Iso and the Clysperi Shat as opposed to digital currencies will always offer a level of confidence, a degree of privacy and countless other benefits over employing digital currencies which are logged and stored for foreign eyes to look upon at any time they should wish to.
Special attention must be paid to such currencies offered by a central bank, which the Imperial Government considers little better than surveillance disguised as money. The central bank issuing a so-called "digital currency" would now exactly what you use it for, how much you're saving, how much you borrow, spend in addition to when and where. Furthermore, with politics playing an increasing role in foreign central banks, they could even penalize those who spend in a manner they deem to be inappropriate. The entire notion of privacy in monetary exchanges, as well as further monetary limit mechanisms would be essentially eliminated. Worse yet, a so-called digital currency would allow for a foreign central bank to more easily increase monetary supply, fueling inflation to levels not previously imaginable as the limits upon the transmission vehicle are essentially removed.
The continued guidance of the Imperial Palace and the Imperial Bank of Rokkenjima is for Rokkenjimans and, indeed, all Peoples, to utilize real money in the conduct of their financial affairs. Digital currencies will never reach the levels of assurance, confidence and privacy as cold hard cash.

Recognition Of The Republic Of Lakhzovia As A State Sponsor Of Terror
Recognizing the elements within Lakhzovia that have acted against the interests, safety and security of the First Empire of Rokkenjima through the attacks upon the Azukishima-Ashinxao Nuclear Power Plant and the Rokkenjiman Embassy in Nakim, attacks which have seemingly at times received a delayed response from the Imperial Government, it is my solemn responsibility to the First Empire and the People of Rokkenjima to announce a broader Rokkenjiman response to those attacks. Allow me to be perfectly clear, both to my People and to the Lakhzovian People, that my actions are not targetted at the People of Lakhzovia; to myself and my People you remain our brothers and sisters. The First Empire has long considered herself, first and foremost, to be a friend and ready ally to the voiceless, to those whose voices are misappropriated by their Governments, and while we have seen one tyrant toppled in Nakim I weep that you remain without a voice on the international stage. Rest assured that I, and my Government, will always have an open door to those who share our desire to see the Lakhzovian People realize their freedom and chart their course through the passages of history under their own dictation, that we'll continue to be friends, and with the fall of the Pyrettania-Nakim Accords I offer to the People of Lakhzovia a new Accord, one not between our governments, but one between our Peoples.
Rokkenjima will never abandon the People of Lakhzovia, our bonds of friendship will survive this time and I look forward to a day where we may establish a new Pyrettania-Nakim Accord. Students from the Republic shall no longer be granted visas to study within the First Empire of Rokkenjima, effective on this 14th Day of October, 2023. Students presently attending classes in Rokkenjima shall be allowed to complete their studies and seek asylum within the First Empire or any other free nation.
Diplomats from the Republic of Lakhzovia shall be denied diplomatic accreditation within the borders of Rokkenjima. Lakhzovian diplomats presently within Rokkenjiman borders shall be afforded a period of 48 (forty eight) hours to remove themselves from Rokkenjiman soil. Make no mistake, these actions pain me, but they must be undertaken. The Imperial Palace calls upon our treaty partners to implement similar measures and cautions foreign states from engaging with the present government of Lakhzovia as, under the Terrorist Enterprises Act, states which do so may be considered states associated with terrorism and face similar measures enacted upon them.

Far too many years have passed since the original sin which took place in Scordisci whilst the international community cast a blind eye to the crimes taking place within its borders. I can only imagine this is due to the CNN which surrounds the Kingdom, acting almost as a shield, but no shield is impenetrable. The First Empire of Rokkenjima recognizes the plight of Scordisci as one which sees the Kingdom reintroducing imperialism to the Ardian continent and, given prior Rokkenjiman statements on the subject, we shall not abide it. It is the pleasure of the Imperial Palace to announce that, earlier this evening, Empress Sutāraito signed into law the Constitutional Amendments proposed on her behalf by the Vicegerent and passed by the Imperial Diet. Although there was an episode which saw a trio of Rokkenjiman lawmakers attempt to hamstring the process the package of Amendments ultimately cleared the hurdles in both Houses of the Diet, with the Empress affixing her signature to them. The Amendments will thus come into effect as scheduled, with great coordination taking place between the Imperial Palace and the Diet over the coming days.
Empress Sutāraito hailed the passage as "bringing the First Empire in line with its proclaimed values, and I must credit the Vicegerent for enshrining what Rokkenjiman Democracy is and seeing it reflected in our Constitution. Today is one of celebration, one of joy, and the dawns which follow see a Rokkenjima which is more reflective of who we actually are as an Empire. Following talks in the Holy Empire an arrangement has been made concerning the Saisei Empress which will see her return to the First Empire. The Imperial Government recognizes the bond which the Rokkenjiman People maintain with the Saisei Empress, who has relayed her joy at returning home and her intention to return to beekeeping while intending to explore philanthropist endeavours as she readjusts.
It has been conveyed to the RBC and other media that she will not be engaging with the Press. The Imperial Naval Intelligence Service is cooperating with its Achkaerinese partners on the logistics involved.

In short, the statements I made regarding East Moreland in the Imperial Address were not words which came from my heart; they were coerced upon me in the hours leading up to the Address by elements within the Rokkenjiman power structure which will, at this time, remain unnamed. Know, however, that I have shared these identities with relevant parties in what I hope is a first step to speaking my truth, claiming my birthright, and ruling in my own right. I believe I have found the courage to honour the Eternal Contract and will seek forgiveness for my transgressions against it as it is prescribed:

The First Empire is in the process of sharing documents which show discrepancies in logs provided by a source within the PDRK indicating a diversion of nuclear materials from their intended waste storage sites. These discrepancies began a month and a half prior to the attack upon Pyrettania. Furthermore, the plutonium utilized in the attack shows relics which match previous data gained in intelligence efforts directed at the Kusanese Civil Nuclear Program. By checking the ratio of contamination of the plutonium utilized in the attack upon Pyrettania that ratio matches levels of contamination one would expect to see in plutonium which once served as fuel in a Kusanese reactor.
A summary of the current understanding of the findings, along with source documentation and material provided by our source within the PDRK, is being prepared for disbursement to invested partners in this matter.
Furthermore, the Empress has appointed Princess Sophia as Imperial Liaison for Kusanese Affairs with a broad purview in settling the present issue before the First Empire and the PDRK, as well as exploring paths toward eventual normalization in relations between our nations, efforts which will be contingent on removing any Kusanese involvement in the attack upon Pyrettania.

Under my direction the Special Imperial Service of the Imperial Rokkenjiman Armed Forces has placed under arrest 12 agents of the Imperial Naval Intelligence Service. These individuals are suspected of being involved in activities which resulted in a fire in Ashinxao under suspicious circumstances. SIS has declined to release the names of those arrested in this wide-reaching operation to conceal what we know so that no further criminal activities take place so easily against the Rokkenjiman People and Chrysanthemum Throne itself. Rest assured, however, that whereas the INIS has failed in the duties of policing the actions of its agents the combined capacity and might of Imperial High Command stands, as always, as the stalwart guardian of the Rokkenjiman People and the Empress. While we respect the work of the INIS under normal circumstances to allow their agents free reign to act as arsonists is unacceptable. We will establish the activities they were trying to conceal in Ashinxao and, by my word, those involved will be charged at the very least with reckless endangerment on behalf of our cherished first responders who were forced to respond to their unnecessary and most willful acts of degenerate vandalism.
The SIS encourages Rokkenjimans to report suspicious activities in their neighbourhoods to SIS as this information helps Imperial High Command to not only defend Rokkenjima from threats abroad but those which develop from within as well. Civic defense is the duty of every Rokkenjiman, and is in fact, a service to the Empress herself. Do your duty: if it seems amiss, something most likely is amiss. That is all.

The First Empire would encourage the Kingdom of Clysperis to adopt a less confrontational approach in regards to Kalasin. As the world witnessed the wanton destruction cast outward into the world, and indeed the unspeakable atrocities which took place within Kalasin itself, it is a testament to the skill and dedication of the Allied Provisional Authority that a position has been reached for these elections to take place. The First Empire has every confidence in the authenticity of the results and congratulates the People of Kalasin in taking these first monumental steps in taking charge of the future of their nation. Pharaoh Akasha has an opportunity to put her intentions to action: instead of seeing things through the lens of "Occident vs Orient", a divide which the First Empire does not truly believe exists, the Pharaoh could dispatch aid to a fellow Aranye nation which is rebuilding from a period of unspeakable tragedy and trial. While the Imperial Palace will refrain from outright criticism of the Clysperi position, as thus far we've seen only words on the matter, it is our hope that the actions of the Clysperi Kingdom will prove to be on the right side of history.
Speaking of aid, the First Empire is prepared to offer any assistance to the People of Kalasin as they regain their footing and recover from the horrors of the Soknatkrrm. It would be my honour to meet with Minister-President Tai Montri in Ranong to discuss the ways which the First Empire may best assist the People of Kalasin in this moment. Whether it be materials, humanitarian supplies, volunteers or other methods of assistance we stand ready and willing to assist along the path of healing, recovery and remembrance for those who tragically perished. While the worst intents of the human heart could not be prevented from enacting their evil actions, together we may see that the best intents of the human heart ultimately prevail. I can be in Ranong in a few mere hours, if my invitation should be accepted. In any event, Rokkenjima stands ready and willing to support Kalasin as your nation writes its next chapter. For decades my People fought a genocide against our very language, culture and traditions and, to this day, we bear the scars of that operation against the Rokkenjiman people and nation. Following discussions which heard the concerns of Abstergo Industries that their business operations are being unfairly targeted by the Government of Mktvartvelo, notably through the use of an Act of which the text the Imperial Government has been incapable of tracking down, the First Empire is concerned at the allegations of protectionism and unfair business practices apparently being exhibited by Mktvartvelo. In response to this unfortunate situation, one which we feel could have been addressed efficiently and without such coverage in the press if officials in Mktvartvelo had engaged with Abstergo to address any existing concerns, or at least to share the passages of the Act which Abstergo is allegedly in violation of, the First Empire is forced to consider a range of measures in response to the actions of Mktvartvelo.
At present, the Imperial Government is considering a sanctions package against the following firms in Mktvartvelo:

This is a preliminary list and may expand depending upon how the present situation progresses. To be honest, to date law in Mktvartvelo has been a black hole for eyes peering in from the outside; that a corporation can face punitive actions such as we've seen in the case of Abstergo vs Mktvartvelo should be of concern for any foreign firms conducting business within Mktvartvelo. The Imperial Government shall grant authorities in Mktvartvelo one week to provide evidence of any behaviour from Abstergo which justly runs afoul of the law, and for Mktvartvelo to provide Abstergo with any tools to rectify such behaviour within a reasonable period of time. As Rokkenjima possesses some of the fiercest regulations on the protection of consumer data the Imperial Government is confident that the conduct of Abstergo is above the board 100%. A failure of Mktvartvelo authorities to comply will enact snap sanctions upon the above listed entities as a response to the government engaging in blatant anti-competitive activities.

As the text of the "State Security Powers Act of 1974" has not been released or revealed by the Unitary State of Mktvartvelo, nor the very nature of the allegations levied against Abstergo Industries being made blatantly clear, the Imperial Government is forced to move forward with a sanctions package against the following firms in Mktvartvelo:

This is a preliminary list and may expand depending upon how the present situation progresses. While we know Rokkenjiman consumer protection law quite well we cannot say the same of our knowledge of Mktvartvelo consumer protection law, not even that of the "State Security Powers Act of 1974". When considering the Abstergo Privacy Policy has been called "one of the privacy policies of all time" by some on social media, combined with stringent reviews of Abstergo practices and the continued opaque approach taken by Mktvartvelo when asked in clear, concise language to provide the full text of the Act in question as well as the specific alleged violations committed by Abstergo, the only logical conclusion this Imperial Government can reach is that the Act is being used as an economic weapon. In return, the First Empire must protect Rokkenjiman consumers, and the Rokkenjiman economy, by excluding the above listed Mktvartvelo firms from any interactions with Rokkenjiman consumers and any operations within the broader Rokkenjiman economy by the authority vested in Chrysanthemum Throne.
We have also advised Abstergo Industries to proceed with a case before the MCUR as the Imperial Government does not believe that the right to a fair trial has been met in these legal proceedings to date. While it is unfortunate that the situation has reached this point the Imperial Government will protect the interests of Rokkenjimans, and the stability of the Rokkenjiman economy, when both are so blatantly targeted by a foreign power. Naturally, should the nature of the alleged violations or even the text of the Act in question itself be provided, we may see the punitive measures enacted by the First Empire repealed. However, until such a time either of those events should transpire or we see the resolution of a case before the MCUR, the punitive actions enacted by the Imperial Government shall stand.

With the exit of Abstergo Industries from Mktvartvelo as announced earlier today the First Empire will continue to maintain obstacles imposed upon previously listed Mktvartvelo firms from ever hoping to engage with the Rokkenjiman economy. The actions we've seen toward a foreign company must not be allowed to be normalized and I call upon the friends, partners and allies of Rokkenjima to ensure that does not happen. If we allow this situation to stand the very basis of the international economy hangs in the balance and I, for one, will not sit comfortably and let that happen. Rokkenjiman sanctions will stand as they are as it is the position of the Imperial Government that Abstergo was forced out of the market in Mktvartvelo. Naturally the door shall be open for the Unitary State to prove otherwise however, until the date and time they choose to do so, Rokkenjima will stand steadfast in the actions of the Crown. While we'll never close the door entirely to anyone, we'll demand an action of trust in the future to sooth the wounds of trust lost previously.

As required by newly implemented Financial Reporting Standards by the Imperial Diet the Imperial Household Ministry is hereby presenting its 2024 report on the assets held by the Imperial Family. At the start of the present year the Imperial Family holds net assets worth र648.6bn ($1.2tn). These assets are a combination of equities, the market capitalization of Abstergo Industries, real estate, precious metals, art, yachts, luxury vehicles, rare earth minerals revenue, commercial properties, agricultural land, foreshore and bonds. This portfolio, and any profits derived from it, are managed by the Imperial Household Ministry via the Imperial Sovereign Fund (ISF) which utilizes a portion of the profits to enact meaningful positives in the lives of the Rokkenjiman People, at the direction of the Empress.
These figures do not take into account assets owned by the Empress Emeritus and Emperor Emeritus, which are considered separately for the purposes of our reporting and are not required by the Financial Reporting Standards the Imperial Diet passed.

The Imperial Government, acting in coordination with the Imperial Rokkenjiman Naval Intelligence Service and Rokkenjiman regulatory officials, has banned the importation of computers and consumer electronics from the Unitary State of Mktvartvelo, as well as any products which contain hardware originating from the Unitary State and those which operate utilizing software designed in the Unitary State. In a joint effort it has been found that these products do not meet the requirements as mandated by the Consumer Privacy and Protections Act of 2017 and present a real and present danger to Rokkenjiman consumers utilizing products which either originate, or utilize components or software which originates, within the Unitary State. The Imperial Government recommends that Rokkenjiman consumers immediately cease conducting data sensitive tasks on such devices and replace them with a CPAP-complient device at their earliest convenience. Several such devices are available from Rokkenjiman, Achkaerinese, Dartfordian, Morelander, Fusanese and other foreign firms.
This ban on the importation of devices from the Unitary State is effective at 12:00 AM AST this evening, which includes sales on third-party sites between individuals within the First Empire and the Unitary State. Devices sold in such a manner will be blocked from import once they reach Rokkenjiman shores and will be seized for analysis by Rokkenjiman authorities in the pursuit of ongoing investigations. We further recommend that Rokkenjiman consumers cease the utilization of any such products they may already own. We will continue to keep the Rokkenjiman People updated as our investigation proceeds.

As the Imperial Government continues to monitor the situation within Nya Εland the Ministry for Foreign Affairs has issued an advisory for Rokkenjimans within Nya Εland to make arrangements to either depart the nation or see that they move to areas under the firm control of the legitimate government. Arrangements are being made for flights to take place to remove any Rokkenjiman citizen, as well as those of our Oshini cousins, from Nya Εland until this present period of crisis is resolved. Rokkenjima will be maintaining full consular services for the time being and urges Rokkenjiman, allied and partner nations to make use of them in this difficult time.
The First Empire further warns the Gungnir that any actions against just one citizen of the First Empire of Rokkenjima will result in severe consequences being imposed upon them. Under my order the Imperial Rokkenjiman Navy is dispatching a Task Force centred around IRN Kitsune (https://i.postimg.cc/GhD1L43W/Megitsune.jpg) and IRN Alexander Vaughan (https://i.postimg.cc/ZKbx3NQn/Vaughn2.jpg) from QKNB to monitor the situation and provide assistance to Rokkenjiman nationals as well as any operations conducted in concert with the broader international community. While I am pleased to see that there is an air of understanding between us concerning the most important aspects of the present situation I am, at present, unable to accept an invitation abroad at this time as there are matters which require my presence within the First Empire. While I will leave my original invitation on the table, if that is not possible I am prepared to send the Imperial Liaison for Diplomatic Affairs, Gregory McKenna, to represent Rokkenjima. Furthermore, while I am open to being amendable on current economic actions, upon the lifting of any Rokkenjiman response products from the Unitary State would be subject to the same fourteen-point evaluation system which Rokkenjiman products are mandated to meet or exceed; those products (hardware or software) which fail that evaluation system will be banned just as any Rokkenjiman product which fails to gain certification under that evaluation would be.
I shall await the response of your Government.
