Announcement of Royal Engagement

His Lordship Emerson Ravenswood, Count of Saika and her Imperial Highness Evanthe Anselmo-Rhodes, Princess of Arovium and Rokkenjima and Lord Protector of Somerset are delighted to announce their recent engagement. The Count proposed to his wife to be during the celebrations of Somerset's Establishment Day a moment that surprised the Princess. The couple have received the congratulations of the Emperor of Achkaerin, Peter Azurewind and Vicegerent Euphemia, as well as that of Governor McKenna of Somerset. Details of the wedding are yet to be released though it is expected to happen in the near future and all are warmly invited to share in the celebrations.

Emergency Advisory to Shipping

Following the strikes by the Iwi (https://independentorder.net/index.php?topic=104.msg5746#msg5746) and the subsequent developments in Royal Seleucid (https://independentorder.net/index.php?topic=755.msg5781#msg5781) the Achkaerinese government is issuing an emergency advisory to Achkaerinese shipping to avoid the marked area on the above map so as to maximize the chances of not becoming caught up in a situation that has the potential to become quite volatile. This does not amount to a statement of the Achkaerinese Government's position, that is something still under debate in cabinet, though a statement regarding that is imminent.
The Achkaerinese Navy will be positioning the INS Ninetales, INS Riviere and the INS Saix in the area positioning them to the south of the marked area to act as shepherds and sentries for Achkaerinese shipping, this will enable more comprehensive updating of this advisory depending on how circumstances on this issue change.

Concerning the Actions of Patricus Bateson
Following a close examination of the Mundus Convention of Universal Rights, consultation with legal experts and investigative measures in regards to the interaction of Patricus Bateson with the Karapetyan family from Tamora the following is charged against Mr Bateson by the Achkaerinese Government:
1) Violation of the Mundus Convention of Universal Rights by breach of article 5.1 "No one shall be held in slavery or servitude."
The Achkaerinese Government hopes Mr Bateson will turn himself over to Rokkenjiman authorities, failing that Achkaerin demands that Rokkenjima take steps to apprehend Mr Bateson and notes that Rokkenjiman inaction on this could constitute condoning the actions of Mr Bateson something that the Achkaerinese Government is sure Rokkenjima wishes to avoid.

On the Actions of SICR Police
The Achkaerinese Crown and Government unreservedly condemn the actions of SICR Police (https://independentorder.net/index.php?topic=1111.msg11914#msg11914) in executing without due process Dr Yu. This is an action that challenges the very fundamental principles of justice and in the opinion of the Achkaerinese leadership appears to make the SICR police nothing more than badged vigilantes, and not very well trained ones if the report of the incident is accurate. As a signatory state to the Mundus Convention of Universal Rights Achkaerin stands by the provisions of Article seven which enshrines the right to a fair trial, it is also noted that if the report of the incident is accurate none of the provisions under article 2.2 of the MCUR apply in this case.
The Achkaerinese Government also wishes to draw the attention of Quintelia and New Derusmia to this incident and reminds those nations as well as the SICR that one of the conditions of membership in the Southern Ardian New Electorate is as per section 4 article 4 "All member nations shall have signed the Uppsala Convention and the MCUR." SICR are not an MCUR signatory[1] and this action is clearly against the MCUR, we strongly urge other nations to join us in this condemnation and for SANE to make clear to its member that this sort of behaviour is not acceptable in this day and age.
As a result of this action the Achkaerinese government will be advising all citizens against travel to the SICR until further notice.

Announcing the Treaty of Friendship Between the Holy Empire of Achkaerin and the Kingdom of Seaforth
The Holy Empire of Achkaerin and the Kingdom of Seaforth share strong ties going back to the days when both nations were members of the CIS, in that time through the CIS Treaty the two nations shared a variety of mutual benefits with the collapse of the CIS and the fall no such treaty between these two partners has existed until today through the treaty of Friendship between the two nations:

Section I - Diplomacy
(1) The parties agree to maintain active embassies with each other. If summoned an ambassador shall present themselves to the host government within twenty four hours of the summons.
(2) The parties agree to visa free travel so far as the following conditions are met
a) The traveller has a pre-booked return ticket
b) The traveller does not stay more than 60 days
c) The traveller has no prior criminal convictions
d) The traveller is not deemed a threat to national security
(3) The parties agree to extradite criminal suspects if they are presented with reasonable evidence and are assured that torture (as per article 4 of the MCUR) will not be used to extract evidence and that the accused will get a fair trial (article 7 MCUR). The parties shall not be obliged to extradite to the death penalty.
(4) The Parties agree to settle any dispute arising between themselves through diplomatic channels and failing that through third party arbitration.
Section II - Trade
(5) The parties pledge to trade fairly with each other and to respect the lawful commerce of each party. To that end, each party agrees to the removal of tariffs, to be phased out over the period of one year.
Section III - Security
(6) An armed attack on one party shall be considered an attack on both parties. Neither party shall be under an obligation to aid the other should the other party be the aggressor in the conflict.
(7) The parties agree to share military intelligence that is believed to be in the interest of the safety and security of the other, so long as doing so does not compromise the safety or security of themselves.
(8) The parties agree to an annual exchange of thirty military officers (rotating between Army, Navy and Air Force) each exchange shall last for a three month period.
(9) The Parties agree to coordinate patrols of the Great Northern Ocean to ensure the security of those waters.
Section IV - Science and Culture
(10) The Achkaerin Space Agency shall train aspiring Seaforthian Astronauts, 50% of the training costs to be borne by the relevant Seaforthian authority.
(11) Seaforth shall in oceanic explorations work with the Centre of Oceanic Research And Learning (CORAL), 50% of the costs of the projects involving CORAL personnel to be borne by the relevant Achkaerinese authority.
(12) The Parties shall work to establish a twinning program between schools of their respective nations and encourage interaction between twinned schools.
The treaty reinstates many of the benefits the two nations enjoyed when members of the CIS and also builds in new ones displaying the jointly held desire of both nations to not only look backwards to what they shared previously but to the future and what they can share together there. The science provisions especially show a commitment to work collaboratively rather than tread on each others toes. The Emperor has always viewed the Kingdom of Seaforth as one of Achkaerin's most significant friends and he believes that this treaty lays the foundations of a bright future for that friendship.

Statement On the Situation in the Kyne
The Achkaerinese Government notes the opinions expressed by the Governments of Tamora and Abuqiya in regards to the decision to deploy Achkaerinese Air Force assets to the region. Let's be clear that what has happened is that Royal Seleucid seized a gas tanker belonging to the Iwi, now whether you regard such an act as right or wrong or piracy or not, the fact that such an act occurred presents a clear and obvious risk factor to the many shipping vessels of many different nations that traverse the Kyne each day, because we do not accept that the threat to shipping extends only to Iwi and Paracambi vessels therefore in our judgement it is appropriate to take steps to ensure the safety of Achkaerinese shipping vessels in the area. We also remind Tamora that Achkaerin has never enforced a treaty against a nation that lay outside the jurisdiction of that treaty and we are certainly not about to start today, we do not seek to enforce the Fair Seas Concordat against a non signatory nation but we do remind Tamora that this is a situation that has already attracted the attention of signatory states and that the victim of the seizure, the Commonwealth of the Unified Iwi, is also a signatory state and this is a point that carries with it potentially huge ramifications. Our intention is to ensure that those nations that are bound to the Concordat follow its provisions and we are well aware that this does not include certain Midaranye states.
As Tamora will be aware ever since the Slava Lavosk nuclear test happened a small Achkaerinese naval group has been stationed in the Gulf of Auraxis, our step in response to the current situation has been to task this naval group with the responsibility for monitoring Achkaerinese shipping in the area, due to the distances involved this required the deployment of certain Air Force assets. This is in our judgement a more appropriate step than deploying a second naval task force to the area.

Statement on Clysperis Developments
The Achkaerinese Crown and Government have noted the concerns expressed by our friends in Safraen and Vanora in relation to the number of military vessels present in the Gulf of Safraen area and we understand their concerns. We accept that this is a larger military presence of this type than would normally be seen in similar circumstances, the decision on what to deploy to the area was made following a detailed conversation with the Kingdom of Clysperis Government and we in the interests of clarity will say that the Achkaerinese naval deployment in the area is confined to the Clysperi EEZ with the agreement of that government, the Achkaerinese presence in international waters is three vessels. We do appreciate that there is a possibility of shipping hinderance in the Gulf. We reassure our friends that once the so called Confederation is defeated we will withdraw in a sensible manner Achkaerinese forces from Clysperis and that will of course include a withdrawal of the increased naval presence, in the meantime we will through diplomatic channels work with our friends in Safraen and Vanora to minimize the disruption as much as we can.
In relation to the so called Confederation the Achkaerinese Government makes clear that there is no such nation as the Confederation of Clysperis. There is no law, no proclamation, no decree from the legitimate government of Clysperis that brings into being a state of this name and only the legitimate government of a state can sell its land to another and only the legitimate government of a state can cede sovereignty over it to another. There are many who seem to be treating this conflict as if it is a fight between two countries when in truth it is an insurgency within a single state, anyone who is calling for negotiations needs to understand that they are in effect asking for Pharaoh Akasha to sit down with terrorists and that is not something you do.

Statement on Royal Bereavement
It is not normal that I personally issue statements out of the Royal Press Office, this is normally the domain of Royal Press Secretary Hannah Cartwright. However the events that this statement covers are of a nature that requires in my opinion a personal touch.
This afternoon as is tradition members of the Royal family were out in festive cheer attending various events across the country to celebrate Life Day which falls tomorrow on the 25th of December. One such event was a visit to the Royal Valtheim Children's Hospital carried out by daughter Serenity, her husband Isaac and their daughters Astrid and Lisa. It is my unfortunate duty with this statement to inform everyone that at the conclusion of this visit that family came under attack and my son in law Isaac was killed in what I can only be described as a terrorist attack.
I respectfully ask that the family be given time and space to grieve at this time.

Statement on East Moreland "Operation Pixie Dust"
Following the execution of what the East Moreland military has termed Operation Pixie Dust, an action that saw East Moreland military personnel engage the Borland Separatists and secure the platform known as SeaTowers, a location that was in August 2014 taken over by the Borland Separatists. Following this operation's completion allegations of war crimes carried out by East Moreland forces in the course of this operation were made by the Borland Separatists, this has since been supported by a Izhitsa Governmental Press Statement (https://independentorder.net/index.php?topic=1730.msg15421#msg15421).
As East Moreland is an Uppsalla Convention Signatory, the procedure for this set of circumstances is in motion - an investigation is underway, once evidence has been gathered and reviewed the findings will be presented to the Convention Advisory Committee of the Uppsalla Convention and it is for that committee to say whether prosecution is to be pursued and who that may be against. Most importantly at this point in time no one has been found guilty in a court of law of any war crime in relation to Operation Pixie Dust so I would urge national governments to be mindful of their language in this matter for the moment. An accusation has been made it will be thoroughly investigated and I would suggest people wait for the procedures to be gone through before making statements on this - the presumption of innocence applies not just to individual and corporate entities but to nations as well, so I would ask that the international community have a little patience while this is looked into.

Statement in Response to Minister Safavid (https://independentorder.net/index.php?topic=845.msg15719#msg15719)
Following a statement made by Tamoran Head of Foreign Affairs Alya Safavid the Achkaerinese Government makes the following response:
The substance of the statement made by Deputy Minister of Foreign Affairs Chloe Murray is founded in scientific fact. The Deputy Minister was asked a legitimate question in a Foreign Affairs questions session in the Senate, we appreciate that the Tamoran Government may not be aware of the precise ins and outs of this procedure but the sessions do require that all questions be answered unless one of the exceptions are met, none of which were. Having been asked the question Minister Murray responded by quoting directly words used by His Majesty Sultan Yahya IV and then explained quite logically how basing access to water on a contribution to society basis carried with it the implication that those who do not contribute to society do not get water, she then further highlighted that if an average person were, under such a system, refused water for three days that they would die, the point there being that it would be a death as a result of a state policy. We would also remind Minister Safavid that Minister Murray did make a point of explaining that it was not known what did and did not amount to a contribution to society in addition it's also not clear what happens in respect of the ill, the elderly, the disabled etc.
The primary objection from Minister Safavid seems to concern the use of the word "Immoral" by Minister Murray, in making this point Minister Safavid states "nothing said by His Majesty Sultan Yahya IV can be described as immoral according to the book of the Prophet Mani which stands as the foundation of the Tamoran society." this is accepted however what Minister Safavid should consider is that in much the same way as it may be moral by the holy book of Manism it can equally be described as immoral according to the teachings of the Namis faith which form the foundation of Achkaerinese society and with that in mind I'm sure that Minister Safavid can understand why Minister Murray chose to use that word. In terms of the effect on the war effort, there is no evidence as yet that there is a lack of trust or erosion of support and if Minister Safavid wishes to make the suggestion that criticism by one party of another involved in the same effort is detrimental to the cause and should be avoided then the same could be said of what this government views as the blatant disrespect shown to Doctor Byrne and Amber Duff by Pharaoh Akasha, the Pharaoh just like everyone else is entitled to decline participation but she should surely first wait and see what is actually proposed in detail before rushing to judgement.
The primary concern the Achkaerinese government has with the policy of Wadden in respect of access to water is rooted in scientific fact and the implied potential ramifications of it. In our judgement a state that denies its own citizens something they need in order to survive with the potential for this to result in fatalities is in the event of such fatalities engaging in a criminal act. We appreciate that others may disagree and that is something that they are well within their rights to do. However equally Minister Safavid should accept as we're sure she does that Minister Murray is entitled to answer a legitimate question in a manner that follows her own conscience and sense of morality just as we would accept that if Minister Safavid were to be asked the same question that she would respond in a manner compliant with her own conscience and sense of morality.

Statement On Ubbriekland Developments
The Achkaerinese Government notes the outlawing of the majority of religions within the nation of Ubbriekland (https://independentorder.net/index.php?topic=1815.msg16061#msg16061), while it is accepted that a state can act in this manner if they so choose it does throw up questions in relation to how this ban will implemented, how it will be enforced and what the scope of the ban is. We will be updating the travel advice for Ubbriekland to reflect the current situation in the country.
Remaining on the religion point the Achkaerinese Government also notes an omission on the part of the Ubbriekland government in that only three of the four Abrahamic faiths are mentioned, this leaves followers of the fourth faith, Manism, in limbo as there is no apparent knowledge of whether they are included in this or not, the Achkaerinese Government seconds the request of the Tamoran Government (https://independentorder.net/index.php?topic=907.msg16173#msg16173) that this be addressed.

Statement on Yani Twafeek and Other Seleucid Prisoners
For a few years now investigators from the Iwi have been engaged in the pursuit of persons believed to have committed war crimes against the Iwi population during the Seleucid occupation of the Iwi. Yani Twafeek is one such person, he was detained in Kaitaine and extradited to the Iwi to stand trial all of which is within accepted norms, before that trial could occur he was freed by other persons who are Seleucid in terms of nationality, this group of people have since been able to take refuge in Rokkenjima who have, again reasonably, refused to extradite Mr Tawfeek and the others back to the Iwi. However this does not resolve the issue.
The suggestion of the Iwi is that the Uppsalla Convention Court could hear the case against Mr Twafeek, and this is the request Rokkenjima has made. As the crime of which Mr Twafeek is accused falls within the scope of the Convention and the expertise of the staff we are happy to have Mr Twafeek extradited in this manner. However in regards to those with Mr Twafeek it is a different matter, these are persons who are not wanted for any offence within the scope of the Convention as such it would be inappropriate for the Convention Court to deal with them. If the Iwi can provide evidence demonstrating otherwise then of course it will be examined however failing that we suggest Rokkenjima explores other avenues.

Statement on QAMB and Resulting Environmental Issue
While the Achkaerinese Government understands and respects the right of Rokkenjima to withdraw from a bi-lateral treaty we do note that the sequence immediately following that announced withdrawal does leave a lot to be desired, an adequate period of time for the safe demolition of the facility and removal of all Rokkenjiman equipment could have been agreed to and wasn't.
In terms of the resulting environmental issue, this clearly poses a threat to the health of the Heyran people, the maritime environment and the environment in a more general sense. The Achkaerinese government will send aid in the form of medical supplies, food and water to the area affected with a small number of emergency medical personnel, we will deploy the hospital ship INS Apothecary to the area however it will take around ten days to arrive in the area and will also mobilize the INS Rio Grande our Global Pre-Positioning Vessel assigned to that area of Mundus and send it to the affected area.
In addition the drone carrier INS Rhyth Icerider, presently docked in Vaguzia, will be sent into the area to monitor the spread of the leak into the sea while the crew of the INS Groundon in coordination with experts from CORAL will take measures to attempt to contain the leak and prevent the spread further into the sea.

Statement on Izhitsa
The Achkaerinese Government notes the plight of the Izhitsa and will make available food, water and other supplies as required to assist them through this. No one in this world should be without food or water, the aid will be sent on an unconditional basis.
We would on a separate point request that the relevant authorities clarify the circumstances of what appear to be POW's being used as farm hands, the implications of the news article suggest this is far from voluntary, clarifications on this matter would be appreciated.

Statement on Operation Wren
At 2300 on the 20th of June[1] Achkaerinse Special Forces raided and seized control of the compound of terrorist militia leader Zhen Qiang. Mr Qiang known for being prominent in the area of human trafficking with believed criminal links across Mundus was killed in assault. The total of those rescued from the compound and immediate surrounding area is believed to be around one hundred and fifty. We have also confirmed that one of those rescued is Cecelia Anselmo, mother of the Empress-Emerita of Rokkenjima. Arrangements for the former Rokkenjiman's travel home have been made.

Actions in Relation to Yellowtongue
The Achkaerinese Government recognizes the current situation surrounding the Yellowtongue virus and it's rampant spread to several nations, in response to the current situation the Achkaerinese Government is implementing the following steps:
1) The importing of livestock is banned as of midnight on the 24th June 2020, this ban will be reviewed and potentially extended if necessary on 1st August 2020.
2) All domestic animals that fall within the identified at risk categories (Sheep, Cattle, Yaks, Goats, Buffalo, Deer and its sub-species, Dromedaries, and Antelopes and its subspecies) will be subject to testing by Vets. Any animals that test positive are to be isolated and quarantined for a period of 30 days. Should an infected animal die the carcass will be burned.
3) Development of a vaccine and treatment programs will be undertaken and the Achkaerinese Government would welcome the assistance of Huaxia authorities in providing samples for that purpose, we would also welcome collaboration from other nations in this effort.
4) In relation to Gowu the approach that has been agreed upon, following consultation with the Gowu authorities, sees mirroring of the content of points 1 & 2 in this press release. In addition because of the wild animal herd factor seen in the Ardian Peninsula area there will also be an adapted testing methodology put in place. We appreciate that the Ardian Peninsula is not the only space on Mundus like this and if other nations would like further information on specific steps in relation to this point then we advise they contact the Gowu Authorities.

Humanitarian Aid to Merina
The Achkaerinese Government, following consultation and communication with their Merina counterparts, have reached an agreement to send humanitarian aid in the form of supplies and personnel to the nation. The primary concerns for the aid effort will be ensuring the wellbeing of civilians and assisting in the safe extraction of those fleeing the conflict to a safe area removed from the conflict zone. Part of this effort will involve the deployment of the INS Iona Azurewind a hospital ship. We appreciate that the Council of Albion is presently undertaking measures to ensure that certain items do not reach the conflict zone from outside actors, we would like to assure the Council of Albion that we are not acting contrary to this and we hope that will not obstruct that passage, however if deemed necessary we will cooperate with it.

Response to Hassfurt
In response to The Diarchy of Hassfurt (https://independentorder.net/index.php?topic=1509.msg18087#msg18087) the Achkaerinese Leadership would like to make the following points:
1) Advance notice of intention to act was sent by private communication to MICA an organisation which includes a majority of Illumic nations including East Moreland, Seaforth, Heyra and Zimalia. This notification explained that Achkaerin intended to act in relation to the human trafficking issue presently unfolding as it has had an effect on Achkaerinese citizens who live on sovereign Achkaerinese soil in the Illumic and precisely what actions were to be taken by Achkaerinese forces in that event. Approval for the deployment of military force must first pass through the Achkaerinese Senate this has not yet happened as such it remains an intention to act in the communicated manner.
2) It is disappointing that the Diarchy has seen fit to publish privately communicated information in the public sphere as such the Government of Achkaerin shall review what information is communicated with the Diarchy in the future.

The apology is accepted however the Diarchy should bear in mind that in releasing the information to the public at large of the Achkaerinese Governments proposal that they forced the Senate to debate the matter sooner than they otherwise would have done which in practical terms killed off the opportunity for co-operation and discussion. It is also worth noting that Achkaerin now has a stake in the Illumic and matters of security in the Illumic are also matters of Achkaerinese security just as much as they are matters of Hassfurtian security, Seaforthian security, Morelander security, Heyran security and so on.

The Achkaerinese Government appreciates the Heyran Government's support of Achkaerin's status as an Illumic nation. However we would remind the Heyran Republic that as a member of the Council of Illumic Nations Zimalia has agreed to abide by the terms of the Fair Seas Concordat. In addition if the argument of "You cannot board a vessel if they fly the flag of a non signatory under any circumstances" is to be advanced then the Heyran Government should perhaps provide the evidence upon which it relies in making that claim. We also repeat that notification of intention to act was communicated with the opportunity for nations to whom it was communicated to raise questions and discuss the approach, this didn't have the opportunity to happen because of the Diarchy of Hassfurt's decision to publicly announce what the Achkaerinese Government was intending to do as a course of action.
We remind the international community that the Achkaerinese interpretation of article 110 of the Fair Seas Concordat is not disputed a state has the right to stop a foreign vessel on the high seas if there is reasonable suspicion that the foreign vessel is engaged in one of several things, in this instance we believe that human trafficking equates to the slave trade this is undisputed. What is disputed is what amounts to reasonable suspicion, we respect that three nations have made clear that they don't agree with the Achkaerinese government's view on this and that one does agree. Therefore the Achkaerinese Government will not at this time implement the proposal at this time, pending further investigation of the situation at hand, however we will not hesitate to exercise our rights under the Fair Seas Concordat at a later date if such suspicion is enhanced.

Statement on Continuing Situation in Kopsje
The Achkaerinese Government has continued to note the evolving situation in Kopsje. Throughout the course of this situation Achkaerinese citizens in Kopsje and Namists as a whole have been advised, whether by the Foreign Office or the Cult Leadership to comply with the law of the land, this advice will continue. At this time the Achkaerinese Government will not enact a blanket travel restriction to Kopsje however we do suggest that those people intending to travel there consider the importance of their trip and whether making it is of critical importance to them.
In relation to the statement of the Authority & Administration Council of Dzunho, it is hoped that evidence of criminal activity will be provided to the Achkaerinese embassy in regards to any Achkaerinese citizen or cleric of the Namist faith whose arrest is sought so that the appropriate legal action can be undertaken by the Achkaerinese Foreign Office. We do not presently have any information of any Namist cleric being involved in any violent protests, it would be most troubling if they were involved as it would be incompatible with their priesthood vows.

Statement on the Awhaele Transition
As previously stated by the Achkaerinese Government (https://independentorder.net/index.php?topic=695.msg17524#msg17524) work was being undertaken to, following the free democratic choice of the people living on the island of Awhaele, transition the island from its previous governing settlement under the joint concordat to part of Achkaerinese sovereign territory. The transition is now finalised with the following being enacted:
1) Effective as of Midnight Valtheim Meridian Time on the 22nd of January 2021 the island of Awhaele will formally finish the period of transition to an Achkaerinese province, it shall keep its name and for jurisdictional purposes all laws and treaties pertaining to Achkaerinese territory shall be applicable to the island.
2) Her Majesty Queen Siora Qivalur of the Faejeon people shall be bestowed with the noble title of Marquesa of Cyalona and Awhaele, thus granting her status equal to that of other Achkaerinese nobles such as Lady Kristina Ayanami and Lord Antonio Gliss. She will be granted a seat in the Noble Moot.
3) The island of Awhaele shall for National electoral purposes be divided into thirty constituencies each electing a Senator to the Achkaerinese Senate this will increase the total number of Achkaerinese Senators (including the Speaker) to 530. Under the provisions of the Elections and Referendum Act elections to fill these new thirty seats will be held on the 4th of March 2021 and shall be subsequently contested in the 2025 General Election. The Provincial governing of Awhaele shall operate as a devolved Government operating on the same terms as Gowu.

Statement in Response to Fleur
The Achkaerinese government utterly refutes the baseless accusations leveled by Fleur. The deployment of naval vessels as announced by the Ministry of Defence does not violate the agreement with Izhitsa, we respect our international agreements and we agreed not to deploy weapons onto Izhitsan territory as these ships will not be entering Izhitsan waters nor will the aircraft fly within Izhitsan airspace as such they are not in Izhitsan territory and the agreement is not violated, therefore the action is not illegal. If it becomes necessary to withdraw or alter the humanitarian deployment to Izhitsa because of the situation in Parbhani then we shall communicate with the Izhitsan authorities on that matter.

Statement in Response to Events in Kopsje et al
The Achkaerinese Government notes the tragic turn of events in Kopsje, the massacre at the village of Kuniatiat is completely unacceptable and is without question or reservation condemned by this Government. Those responsible for it must be brought to justice and we take note of the announced investigations associated with doing so. Regional Achkaerinese diplomatic offices in the border area will see their security tightened as a result of this incident and we hope there will be no repeat of it.
Concerning the reports of a rogue Clysperi submarine having mutinied and declaring support for the defeated so called Confederation of Clysperis, the Achkaerinese ships originally deployed in respect of circumstances concerning Parbhani have been diverted to deal with this more pressing danger.

Notice to Shipping in Waters off the Gowu Coast
Those operating vessels that will be traversing Gowu waters in the period between the 28th of February 2021 and the 5th of March 2021 are advised that they will need to stick to the northern shipping lanes and approach's to those lanes this being due to the Achkaerinese Navy conducting a series of exercises in the area, weapons fire will be a part of the exercises and we advise civilian traffic to stay away from the vicinity of the exercises. Gowu harbour control will have extra operators on staff throughout the exercises to minimize disruption to shipping during the time period.

Message In Response to the Death of King Comegin of Cantabria

Statement on Lodjan Situation
The Holy Empire has watched with great sadness the events that have occurred in the Queendom of Lodja, we have seen an attempt on the life of Queen Klara and now we have seen a cowardly attack against the East Moreland embassy. The thoughts and prayers of Achkaerin go out to Queen Klara, the families of those who have lost loved ones or have had members of their families injured and the Queendom as a whole. The Holy Empire condemns the violence and abductions perpetrated by Leopold Hamsik and will not recognize this so called "Monarchy of Lodja" as anything other than a terrorist enterprise brought together because of one mans desire for power and revenge made worse because he seeks to disguise his ill intent under the cloud of "reform", we will not stand for that and we are confident that Mundus will not stand for it, there is no evidence contained in the declaration made that gives rise to any meaningful reform that deviates from the path already pursued by Queen Klara, there is no suggestion of changes in the Governance of Lodja in principle but in semantics, there is also no evidence that the people of Lodja support this attempted power grab by Mr Hamsik. We are advising any Achkaerinese citizens presently in or intending on travelling Lodja to consider carefully whether their stay or journey is necessary. Security at the Achkaerinese embassy will be heightened.
The false imprisonment of six members of the Conclave, not to mention the attack on the East Moreland embassy, is sufficient criteria to designate the HDMS Morelander as a pirate vessel, if an Achkaerinese naval vessel or aircraft encounters the HDMS Morelander appropriate action will be taken. Leopold Hamsik, who is clearly party to these events, has committed actions contrary to the Uppsala Convention and must face justice for his actions, actions which are not those of a Monarch but a terrorist hellbent on revenge for circumstances he has no one other than himself to blame for him being in.
If the Queendom of Lodja or any of our allies require any further assistance in this matter they need only ask.

Statement on The MAEA
The Achkaerinese government is concerned by the current state of affairs regarding the bidding for Headquarters of the MAEA, there are several possible misconceptions and misunderstandings in regards to things that have been said. Let it be very clear that at no point in the bidding has Achkaerin attacked or squabbled with Rokkenjima over the merits of Asagao Tower as a viable headquarters for the MAEA, we have only following statements from Rokkenjima's Empress which made several questionable claims corrected the record, we have not sought to attack Asagao Tower's capabilities. Achkaerin's principle objection to Rokkenjima's hosting the organisation is as has been stated that we do not believe that a nation that disregards and breaches the charter of the MAEA should have the honour of hosting it. We understand how the back and forth may be perceived as an argument, that was not the intent.
Most alarmingly we have now witnessed what can only be described as a disgraceful and unwarranted attack on Lijiang by the Empress of Rokkenjima. It must be remembered that Lijiang is a nation returning to the international stage after one hundred and twenty years of isolation it is not therefore surprising to see significant differences due to this period of time in isolation, much the same can be said about any nation that emerges from a period of isolation. Additionally Empress Evanthe should bear in mind that it is only within the last twenty to thirty years or so that the standing of same sex marriage has been determined both in terms of legality and equality, it is only in recent years that we have come to understand transgender. It is not therefore surprising nor unthinkable that a nation that has been engaged in isolation for one hundred and twenty years would not cover in law these issues. Change does not happen overnight, these are issues that take time to resolve, if we use a common phrase as an illustration you must learn crawl before you can learn to walk and you must learn to walk before you can learn to run. Change takes time and no one should be surprised by that.
The MAEA is supposed to be the most uncontroversial international organisation on Mundus, it is potentially also the most critical international organisation as it forms a key part of ensuring the future in the post nuclear weapon world, it is saddening to see it tarnished in a such a manner by one of its members. We hope Lijiang will not withdraw either its bid to host or its membership of the MAEA, we will however understand if they choose to do so as it is their right. We call on the Empress of Rokkenjima to apologise for her rather insulting remarks and we further call on her to withdraw Rokkenjima's bid to host the MAEA as the perceptual damage that would be done to the organisation should Asagao Tower's be chosen is now far more than an objection on principle, the message that would be sent in light of the Empress's remarks is unacceptable.

Statement on Events in Arashkai
The Achkaerinese Government condemns the terrorist attacks in Arashkai and offers its condolences to the nation of Arashkai and all those affected on the loss of His Imperial Majesty, the Kosokh Eshva, Prime Minister Erel Kosai and all those who have lost their lives in this coordinated attack. As a fellow member of the CSTO Achkaerin shall liaise closely with its partners and relay any pertinent information we have as investigations into what happened continue. Those responsible should be in no doubt that whatever they sought to achieve through these attacks they have failed to achieve it and they should equally be in no doubt that they will be found and they will face the consequences of their actions.

Statement on Heyra Situation
Following reports made in Northfort News (https://independentorder.net/index.php?topic=150.msg21245#msg21245) and consultation of other sources, it appears that something of a serious nature is occurring within Heyra, the specifics aren't yet known but like our friends in East Moreland the Achkaerinese Government will be operating on the basis that this is an attempt to seize control of the country through the use of force by as yet unknown actors. We will be enacting relevant protocols at the Achkaerinese embassy in Heyra and we will be summoning the Heyra ambassador to obtain information about what is happening. Close monitoring of the situation will be maintained.

Statement on Clysperis
The Achkaerinese Government, as already indicated by the Royal Press Secretary, welcomes the ratification of the Uppsala Convention by the Kingdom of Clysperis as well as the steps taken to abolish the practice of indentured servitude, the Holy Empire looks forward to a developing relationship with the Kingdom of Clysperis and both parties in that friendship are committed to ensuring the safety and well being of those released from servitude. It is unfortunate that such a moment is unjustly maligned by the Fleuroix Republic though given the Republic's actions during that conflict this is not surprising. We advise the Fleuroix Government to choose its words more carefully in the future when attempting to assert fact. It is a fact that Achkaerin chose to support the Kingdom of Clysperis in the civil war and it was done on the very clear ground that the Pharaoh is the legitimate Head of State. We would remind the Fleuroix Republic that Achkaerin's position on slavery and indentured servitude is very and just because actions and arrests and so on do not receive national press coverage does not mean they are not being taken, if the Fleuroix Government would like information on this it can as it well knows request Ambassador Pierce attend a meeting and inform them. In addition we add that the phrase "giving it the means to as well openly threaten its neighbours." implies that Achkaerin somehow gave Clysperis the ability to buzz Kopsje airspace, considering that Achkaerin did not provide anything to Clysperis in the way of assets nor was there any use of Achkaerinese territory in this, we believe this statement from the Fleuroix Government to be a blatant falsehood and we suggest again that they choose their wording more carefully in the future.
Finally with regards to Clysperis we are concerned with a statement from Fleur that says "given its many inhumane acting during the fight against the Clysperi Confederation" and then from the Emperor of Daito "in light of the behavior of their forces during their civil war. Truth be told, I don't have any reason to suspect that similar breaches will not occur in any future wars." we question what behavior both these statements refer to on the part of Kingdom of Clysperis forces, as is a matter of record the international coalition involved in the Clysperi civil war signed an agreement which stated among other things that the Uppsala Convention would be abided by their forces this included both the Kingdom of Clysperis and the Empire of Tamora, to the best knowledge presently available no war crimes were committed and no breaches occurred, if either the Fleuroix Republic or the Empire of Daito believes a breach occurred they are advised to present evidence to the appropriate authority, if they do not have such evidence we strongly suggest they retract the statements.

Statement on Cartier Situation
The Achkaerinese Government has noted the concern expressed over the apparent lack of prosecution of Colonel Sebastian Cartier. The Government is determined that he will face trial for his crimes as per the recommendations of the review of the Colonel's conduct in the Marseilles crisis published in 2017[1]. Like all those charged with criminal offences under the Uppsala Convention Colonel Cartier is entitled to due process, certain aspects of the situation during and shortly after the crisis have led to several legal questions that must be resolved before a substantive trial can occur, these are of particular importance because they impact things at the trial stage.
Those concerned about the time this is taking can rest assured that he will face justice under the convention for crimes he committed, but we remind everyone again that he is entitled to due process. If people wish to contact the Achkaerinese Government concerning this matter they may do so.

Statement on Lodja
The Emperor, Royal Family and Government offer their most heartfelt condolences to the people of Lodja on the death of their monarch Queen Klara, she was a young, vibrant and committed woman who sought the best for her people. During her reign she oversaw amendments to the Mundus Convention of Universal Rights and further established Lodja's place among the community of nations with a passionate and common sense voice. She will be sorely missed by many.
We also pass on our best wishes to Queen Nataliya, in our opinion she now forms the legitimate government of Lodja. Achkaerinese operations associated with the crisis in Lodja will continue now as they have up to this point, Leopold Hamsik is advised to end this crisis now and return the HDMS Morelander to the Lodjan authorities. If he does not choose to do this then he should be under no illusions he will be found and he will be held to account for his actions.

The Round Table Conference[1] has been convened and options in response to what is unfolding are being explored. Statement on Sanctions Imposed
The Achkaerinese Government, like many across Mundus, opposes slavery. In recent days we have seen sanctions imposed by Rokkenjima and Daito in respect of this issue. We agree that measures to counter slavery and servitude should be taken, however there is a need to get it right. The Seleucid Government has outlined in very clear and precise terms an argument that suggests that what the practice is in that nation falls within the scope of the MCUR rather than outside it. Therefore in the interests of resolving this particular issue, the special envoy to Midaranye Scotia Conway will be heading to Ipsus immediately where she will hopefully observe the Seleucid justice system on this point. We hope that the Royal Seleucid government will be accommodating with this.

Statement on Achkaerinese Cross-Straits Membership
The Achkaerinese Government had hoped that the recent Cross-Straits summit would result in something meaningful to address the increasing loss of credibility that the Cross-Straits group has in the eyes of the international community, we won't list the catalogue of incidents but it had become clearer and clearer that change within the community was required, this was a view held by the majority of the membership however elements within the community for whatever reason chose to pursue 'solutions' that failed to address the problems that exist. As a result Achkaerin has formally submitted notice of its intention to withdraw from the Cross-Straits Community and pursue alternatives. Achkaerin will formally leave the CSTO and CSSEA at midnight on the 14th of August 2022, our departure from the CSU will in accordance with the relevant treaty occur at midnight on the 1st of August 2023 this will also constitute the departure from the CSC in its entirety. Non Rokkenjiman forces stationed at QCMB and non Achkaerinese forces stationed at Antares Base shall have until the end of August 2022 to depart. The Achkaerinese Government wishes the CSC well in the future.

Statement on Remei-9 Incident
The Achkaerinese Government notes its disapproval with the manner in which Rokkenjiman authorities have de-orbited Remei-9, the incident smacks of both recklessness and incompetence. The initial notice (https://independentorder.net/index.php?topic=174.msg25155#msg25155) uses the phrase "In the coming days" this clearly implies that an assessment of the situation was conducted and that concluded that it was not critical to deal with it at the drop of the hat but that there was time to consider course of action. The Rokkenjiman authorities are well aware that a viable alternative course of action existed and would undoubtedly have seen the success of the operation had the Rokkenjiman authorities picked up the phone and called the appropriate foreign government.
The Achkaerinese Government also contends that Rokkenjima's actions constitute a violation of the Outer Space Standards Convention.

Statement on Luca Riots
The Achkaerinese Government takes great issue with the Rokkenjiman authorities comments in respect of the riots in Port Luca (https://independentorder.net/index.php?topic=8.msg25321#msg25321). While we condemn such acts of violence and would not be surprised to see small groups of people holding particular political opinions, to openly levy unsupported accusations against two foreign governments is not only inappropriate behaviour but also quite disturbing, we suggest if Rokkenjiman authorities have evidence that they make clear what it is and if they don't that they don't make such ludicrous speculations until they have the evidence. INIS Director Tamaki Kado should know the dangers of making such inflammatory remarks and if he has done so without reasonable suspicion or evidence to support them then he should resign or be removed from post immediately. We are further concerned by the tone of the sentence "Those who are inevitably charged and found guilty are expected to face upwards of 3 years in prison" - the implication here is that those detained following the riots will be found guilty, such a comment runs contrary to article 7 of the MCUR, it is also a sentence that has no place in a state media article.
We strongly urge the Rokkenjiman Government to take appropriate actions to address these concerns before they become embroiled in yet another avoidable diplomatic incident.

Statement on Eigg
The Achkaerinese Government condemns the actions of the Federation of Dal Riata, while it is understandable that they may wish to take issue with the legitimacy of the referendum their actions are not the manner that best serves that end. If the Federation wishes to challenge the referendum's legitimacy then, as they have jurisdiction over Eigg as evidenced by their claims around the arrest of Queen Aoife, then they could have challenged the legitimacy of the referendum in court, instead what we have seen amounts to voter suppression, obstruction and now arguably false arrest. Queen Aoife either has the authority to call this referendum or she doesn't, the way the Federation has acted suggests she does and if so then she has committed no crime. Many times in recent years the nations of Mundus have affirmed their belief in the right of self determination, the eyes of the world are on the Federation and the Kingdom now, we will watch what happens and hope that the situation is resolved peacefully but we also advise all Achkaerinese citizens against travelling to the Federation and those presently there to leave.

The Achkaerinese Government is frankly appalled by the manner in which the Heyran authorities have chosen to treat the most serious issue of slavery, rather than address the actual concern expressed, the Heyrans have engaged in moving the goalposts, deflection, defamation, and character assassination[1] It speak volumes that rather than issue a straight up denial or lay out steps they will take to address the concerns they have chosen this path and the international community will take note.
There appears to be a misunderstanding on the part of the Heyran authorities that the concern pertains to whether or not there are slaves physically in Elysium, this is not the case, the Achkaerinese Government does not believe there are slaves in Elysium, our concern remains as it always has that Elysium can be and has been used as a backdoor means by Tamoran slave owning companies to conduct business without being caught by the sanctions regime in place against Tamora. That is why Elysium has become a focal point, and the Heyran Government should understand that to effectively combat slavery requires this backdoor to be closed, locked and the key thrown away. The Heyran authorities can either remove all companies in Elysium that are affiliated with slavery or they can explain what measures it has in place that prevent Elysium being used in the backdoor manner described. If neither is forthcoming then regretfully we will have to factor Elysium into steps we take in the future against slavery because if we can't be sure the backdoor is locked then we will have to focus on the garden fence.

Statement on Measures in Respect of Rokkenjima
The Achkaerinese Government continues to recognise Rokkenjima as an unstable country and therefore updates measures taken to the following:
1) The Achkaerinese embassy in Pyrettania will remain closed until further notice.
2) Extra security measures will be put in place at the Rokkenjiman embassy in Valtheim
3) The revocation of the lease for QCMB stands as does the alloted time frame for the withdrawal of Rokkenjiman forces.
4) Achkaerinese citizens are advised to avoid traveling to Rokkenjima for the foreseeable future.

Statement in Respect of Rokkenjima
Given that the Empress of Rokkenjima took the course of action to obtain third party verification of evidence it would be reasonably expected that any subsequent action taken would be based off of that evidence this is not however the case. The information released raises several further questions about Charles Ofdensen's activities however nothing released at this time amounts to evidence of culpability either in respect of military action or electoral irregularity on his part or that of the Centre Party. To therefore see a political party, without established cause, ordered to "reform itself while those who played a direct operational role in the Ofdensen Plot, in addition to the legal remedies now being pursued against them, facing a life-time ban on participation in Rokkenjiman elections. Upon the expiration of this prohibition any move to reform the Centre Party will be met with resistance; no Party bearing the name will be certified, nor will its legitimacy be recognized." represents nothing other than an outrageous attack on Rokkenjiman Democracy carried out by the Empress on the advice of the Attorney for the Crown, who at the very least should be aware of the issue here - no evidence, no cause renders the sanctions against the Centre Party unjust, the case must first be proven and it has not been, to see a co author of the MCUR act in such a manner is shameful and disappointing. We therefore strongly suggest the Empress roll back any action and wait for the conclusion of the legal processes which have been alluded to as I'm sure she does not wish to damage her nation's international standing any further than recent events have already done.
If the Empress knows something we don't then she's more than welcome to come and present her case in person, but absent a clearly established link she is being over zealous.

While it is always heartening to see the continuing adoption of direct action by nations against the scourge of slavery it is important that there be clarity and understanding especially when such measures involve the provisions of international law. As Operation Tsubaki involves action under article 110 of the Fair Seas Concordat the Achkaerinese Government assumes that the basis for the action is the same as that which underpins Operation Wren, this being shared intelligence back during the days of Achkaerin's CSTO membership. Assuming that is the case the Achkaerinese Government supports the action in respect of Tamoran shipping, however we cannot support the same course of action being used against Heyran shipping, as according to all information at our disposal there is no cause to arbitrarily declare Heyran vessels as "suspect" in the context of this specific operation. We do recognise that the Heyran Government has hindered the fight against slavery on multiple occasions, however this is the wrong approach to apply in respect of Heyra. In order to enforce Article 110 in the context the Empress of Rokkenjima is suggesting the vessel attempting to make the visit must have "reasonable suspicion" that the ship is engaged in the slave trade (Article 110.1(b)) in short they must have reason to believe that slaves are being trafficked on the vessel they wish to stop. There being no reason to believe at this time that Heyran shipping does traffic slaves we believe extending this action to Heyra would ultimately be a waste of fuel, manpower, resources and time that could be better spent focusing the operation on the shipping known to traffic slaves, it would also save the Rokkenjiman Government a significant amount of money as the Empress has surely been made aware of the implications of Article 110.3 of the Fair Seas Concordat.
If or when there emerges evidence that Heyran shipping participates in the slave trade then we will naturally review our position, however there being no evidence of that at present the Rokkenjiman leadership is strongly urged to stand down this action in respect of Heyra.

Announcement of Travel Advisories
Following the bombings in Lafiagi the Foreign Office has updated travel information for Abertone advising against travel to the eastern part of the nation at this time, Achkaerinese citizens presently in that part of Abertone are advised to leave for their own safety. It has been noted that the Republican Front has claimed responsibility for the attack and has threatened further such action, in the event such action does manifest and should it disrupt the ability for travel abroad then arrangements will be made to ensure the safe evacuation of any Achkaerinese citizens in that half of Abertone.

"Good afternoon everyone, I know I don't normally come down here and make statements like this so thank you for bearing with us today. Last night the Rokkenjiman Government announced sanctions against Ui Cenneslaig (https://independentorder.net/index.php?topic=174.msg28030#msg28030) for 'reintroducing imperialism to Ardia'. Sanctions are a tool used primarily to apply pressure to a nation or nations to try and influence them, they are a very serious matter and not to be used flippantly, unfortunately here they have been used in a flippant manner. The sanctions imposed appear to be grounded in a narrative that is ignorant of the events and employ what might be termed selective memory as well as being ignorant of legal principle.
In 2016 a recognised terrorist group the SFU carried out several terrorist attacks and activities in a valley of Ui Cenneslaig territory that was at the time disputed by Scordisci, these actions included murder, kidnapping a school bus of Cenneg children and other such activities. It should never have gotten to the point of a Cenneg military intervention, but faced with inaction from Scordisci authorities the Cenneg military was ordered to act against the SFU, I understand that course of action. This counter terrorism operation subsequently escalated to a full blown conflict between Ui Cenneslaig and Scordisci for a variety of reasons largely to do with actions on the part of the Scordisci government. A number of nations including Achkaerin did at this point become concerned that we were indeed watching a land grab unfold, however such concerns were proven wrong when following the conclusion of the conflict the Cenneg military withdrew from Scordisci, abiding by the terms of an agreement brokered by the West Ardian Forum which included a DMZ being installed and monitored by East Moreland, this was implemented in November 2016 and at that point Scordisci was although defeated in the conflict still an independent nation. Further investigations and reports concerning the events of the conflict were later published and verified, these pertained to the conduct of forces on both sides of the conflict finding that Scordisci military units endangered civilians and used chemical weapons.
Now we come to the detail that doesn't get mentioned. In late 2016 to early 2017 there was the Jacobson virus outbreak in Protoa, this spread to several other nations including Scordisci, reports from the DMZ indicated that infected persons were numerous, it was suggested that they were being used as some sort of biological weapon but it appears more likely that it indicated the extent of the effect of the virus in Scordisci, so the Cenneg military was sent back in this time on a humanitarian mission and this time with East Moreland forces ensuring that it was exactly that. The reports of what they found can be found in the JET archives, Scordisci had collapsed as a result of the virus, 10% of the population dead, dead in the streets, buildings on fire it's no wonder that acting President McKay surrendered turning authority over to Ui Cenneslaig. What happened following that is well known Ui Cenneslaig put a lot of effort into rebuilding Scordisci, it made it a protectorate, rebuilt towns and ensured a referendum would allow the people living within Scordisci to choose their own path, this referendum was due in 2019 it happened in the summer of 2017, it happened well ahead of schedule. Concern was expressed by East Moreland and Rokkenjima about the potential for the influx of Cenneg citizens to skew the vote. Now let me get technical, the referendum was a two question referendum the first question was 'Should Scordisci become a part of Ui Cenneslaig' if that did not get a 50% affirmative then the second question on the paper would determine it 'If Scordisci does not join with Ui Cenneslaig how should it be governed? a) As a permanent semi autonomous protectorate of Ui Cenneslaig or b) As a fully independent sovereign state.' the result (https://independentorder.net/index.php?topic=190.msg1341#msg1341) of the referendum saw them vote no to the first and option one to the second[1]. That doesn't sound like a skewed vote to me, it sounds like the people of Scordisci said they didn't want to formally join Ui Cenneslaig by going all the way but were happy to continue with the relationship developed during the Jacobson virus relief situation.
Now everything I've just spoken about apart from the referendum itself occurred by the end of February 2017, and this is important because the Rokkenjiman press release states 'Rokkenjima calls upon the CNN to address their original silence on this matter and revisit the issue of Scordisci in the interests of the People of Scordisci, lest they wash their hands of the issue and announce their complicity in the restoration of imperialism in the modern era.' I would ask the following question - how could the CNN address the matter? The conflict concerning the SFU was in 2016, the Jacobson virus was dealt with by the end of February 2017, the CNN was founded on the 30th of March 2017, I remember because like all keen sports fans I was tuning in to watch the Quad Nations and see the Honeybadgers and the Maori go head to head and then King Finley walked out onto the pitch and announced the CNN's founding. The CNN didn't even exist at the time of the Scordisci crises and an organisation cannot be held responsible for or be complicit in events that occurred prior to its creation. I suggest the Empress of Rokkenjima withdraw the sanctions immediately as it is quite clear her reasoning and the facts are at odds."

The Achkaerinese Government notes the desire of the Rokkenjiman people to have the Saisei Empress returned home. Having read and heard the comments made in the Rokkenjiman press we will out of good faith assume that such comments are primarily those of an emotional eighteen year old who misses her mother and who is ultimately an amateur when it comes to the intricacies of law. The Rokkenjiman Empress knows very well the reputation Achkaerin has in regards to the legal field and how we will uphold the integrity of law, so she will hopefully understand when we say this - we strongly recommend the immediate withdrawal of Rokkenjima's legal challenge as it will do nothing other than waste the time of the Court, this will be explained when the Rokkenjiman Empress meets Empress Serenity. We further recommend that Rokkenjima focus on that which is possible in this sense rather than that which is not possible.

Statement on the Concert of Democracy
At Questions for the Crown, Empress Serenity stated that there would be a response to the proposed Concert of Democracy, we have since that session seen a response to the concerns raised by the Empress provided by the Kōshaku. While we acknowledge that the Kōshaku is attempting to provide a view that the proposal is workable, it is not workable under the current text for the reasons Empress Serenity raised, we can assure the Kōshaku that she and the Empress were reading the same text and we would strongly encourage the Kōshaku to read it more closely, the concerns and reasoning stand as follows:
The first concern mentioned is that the proposal essentially has its members give up the right to defend themselves - this is raised in regards to the following two articles:
1. The Parties pledge never to use military force, and never to plan to use military force, against one another except in the event of a coup or revolution within a specified member nation.
7. Action pursuant to article four and consistent with the purposes of presently existing international law, including the use of military force, may be approved by a two-thirds majority of the parties.
Article one clearly rules out the possibility for a member to defend itself against armed attack by a fellow member, the article relies entirely on good faith something which organisations throughout Mundus's history have proven incapable of fostering. It is also evidenced in Mundus history that nations have signed treaties and then disregarded, or sought to disregard them when they became inconvenient. The existence of an organisation is not sufficient deterrent in this respect.
Article seven puts the ability of a nation to deploy military force in certain circumstances in the gift of an international organisation, which invokes foreign political agendas and to some extent means member nations would be giving up command authority over their militaries, that's not an acceptable set of circumstances. Ultimately there should be no mention of military elements in this proposal whatsoever.
The second concern raised by Empress Serenity is that the Concert ""impose(s) by proxy conformity to international treaties that its members may not be signatory to" we would at this point refer the Kōshaku to article 3 of the proposal:
3. The Parties commit to uphold internationally recognized civil and political rights for all their citizens and to make these rights enforceable by an independent judiciary, including rights recognized by the MCUR and Abrahamic Declaration.
The final part of article 3 is what raises the concern as presently worded it states that rights guaranteed under international law are to be enforced by the judiciaries of member states and that these include rights under the MCUR and the Abrahamic Declaration. Let's consider a nation such as Tytor which is not signatory to either of those treaties, if Tytor signed up to the Concert then by the current phrasing of that article Tytorian Courts would be required to enforce the rights of the MCUR and the Abrahamic Declaration despite the sovereign right of the Tytorian Government to determine which treaties it does and does not sign. In effect signing up to the Concert means a nation is by proxy signing the MCUR and the Abrahamic Declaration.
In the Imperial Address the Empress spoke about wanting to return to the Common forum, if the Concert is an attempt at that it presently falls short because it isn't open to all which a common forum must be. We would strongly encourage the Rokkenjiman Government to recognise the issues that exist and for them to do the necessary leg work to address concerns that they know exist if they wish their aims to come to fruition.

Statement on the Rokkenjima/Kusan Situation
The Achkaerinese Government welcomes the decision of the Rokkenjiman Empress to stand down the use of military force against Kusan. We would however respectfully point out what we presume is an error born of inexperience on the part of the Empress she stated "I've heard the pleas of Ri Sang-Hee, she says she is an innocent woman, that the state she leads is innocent; I will allow her the time to prove that both are in fact true." This is surely in error as Rokkenjima is signatory to the Uppsalla Convention which embodies Article 7 of the MCUR which states "2. Everyone charged with a criminal offence shall be presumed innocent until proved guilty according to law." In effect the Empress of Rokkenjima having accused, or rather charged, Kusan with complicity in the terror attack on Pyrettania would appear to be seeking to place the burden of proof on Kusan, who in the context of Article 7 are entitled to the presumption of innocence. The burden of proof is not on Kusan, the burden of proof is on Rokkenjima. It is not for Ri Sang-Hee to prove that Kusan is innocent it is for Rokkenjima to prove that Kusan is guilty, Rokkenjima has so far failed in that respect and we would strongly advise a clarifying statement in this regard.

Statement on Nya Aland Situation
The Achkaerinese government reaffirms its staunch opposition to terrorism in all its guises. The current situation in Nya Aland is one that we have every confidence in the ability of the Alander Government to resolve, we will not be closing the Achkaerinese embassy at this time though there shall be an increased security presence. If the Government of Nya Aland finds itself in need of assistance during this time then we're more than prepared to provide such assistance.
