These are the most important articles of the new Constitution

Article 1.  All Phuebran shall be equal before the law. They shall equally enjoy civil and political rights and shall equally be bound by public obligations and duties without any distinction.

Article 2.  Phuebra is a Free Federal Republic the capital of which is Khyat.

Article 3.  The Phuebran flag shall be composed of three vertical stripes, a blue stripe
between a red stripe on the left and a green stripe on the right. The width of the blue stripe shall be equal to that of the red and green stripes.
In the center are a white and a black fish forming a circle.

Article 4. The freedom to express one's opinion orally or in writing, the freedom of the press,
the freedom of assembly, and the freedom of association shall be guaranteed within the limits
established by law.

Article 7. the Senate shall be composed of elected members; their number and
the method of their election shall be determined by the electoral laws in effect. There shall always be equal representation between Buddhists and Muslims

Article 8. In The Free Republic of Phuebra there shall always be freedom of religion

Article 11. Khmer, Arab and English are the official national languages.

Article 21. The President is elected by the people of Phuebra and the Prime Minister is elected by the Senate. If the President is a Muslim then the Prime Minister shall be a Buddhist and vice versa. If it so happens to be that the elected President isn't a Buddhist or Muslim then the Speaker and Prime Minister shall be a Buddhist and Muslim

Article 22. Presidential elections shall be held every 4 years and every Phuebran older than 18 has the right to vote or be a candidate

Article 36. The Free Federal Republic of Phuebra has the right to defend itself and to have an Armed Forces that shall protect and defend the Republic.

"Well first of all, considering our nations are both on the opposite sides of the Karifan Ocean or as we tend to call this part of the ocean: The Strait of Quentin, we are basically neighbours and we also both control this Strait, which is why i think that its very important that our two countries have a good deal on trade, i think this would be profitable for both of us and would also boost our industries and our cargo ports. Taking this all into account i ask to have no tariffs on goods transported between our two countries, Vaguzia offers a lot of possibilities considering our country is rich of Diamonds, Gas and Oil and Bakkermaya also offers a lot of opportunities to us with your country being rich of Metal Ores and Agricultural Products for instance.
I also would suggest that our two navies might do some exercises together in the Karifan Ocean so we can make sure the seas between us are safe, and perhaps we could work even more together in military ways but i guess that that's up to you, but we would be very much open to it, so what do you think? In a meeting between the Free Phuebran Army, Phuebran political parties, Achkaerin, Vaguzia and Quintelia a historic interim agreement has been reached. This agreement says that there will be a Governor of Phuebra being appointed who will oversee the new Phuebran government to make sure they stick to the agreement. The Agreements says the following:

1) The Parties agree to the appointment of (NAME) as Governor who shall serve for a minimum period of 10 years from the date of this agreement, they shall for this period be required to sign off on all legislation passed by the Phuebran Parliament and the use of the armed forces. At the end of the 10 year period the Phuebran Parliament may vote to extend this period by another 10 years or to not renew it.

2) The Governor shall be instructed to sign on Phuebra's behalf the Uppsalla Convention, the Fair Seas Concordat, apply for membership of the Assembly of Ardia and seek a package from the Mundus Development Bank.

3) The Governor shall appoint within one week of this agreement coming into force a Committee to agree a new Constitution for Phuebra. This Committee shall report back to the Governor once every month.

4) Within three months of the Committee mentioned in article three finalizing the Constitution there shall be Parliamentary elections, which the Assembly of Ardia with the exception of Gowu, shall be asked to observe.

5) Coalition Troops shall remain in Phuebra by agreement until February 2022 and after that only by invitation of the Phuebran Government. They shall retain responsibility for counter insurgency and peacekeeping operations whilst also training the new Phuebran military forces.

6) All allegations of war crimes shall be investigated and those responsible prosecuted under the Uppsalla Convention or other law as appropriate. The Network for Genocide Awareness (as established under the Assembly of Ardia) is recommended for this role.

Although it is not clear yet who will become the Governor of Phuebra, it is rumoured that an Achkaerinese diplomat will be appointed, this is very likely considering most Phuebran politicians that have any governing experience, have been arrested. It is also clear that Coalition troops will stay in Phuebra until 2022, Phuebra has also gotten enough time to start establishing a new military that is able to defend Phuebra from terrorists and extremists.

There can also be focus on new elections and writing a new constitution that will need to make sure that our country never has a civil war again, these elections shall also will need to be fair, in which article 2 and 4 will come in handy. Now this agreement has been signed we can finally look to the future and lets hope it is bright.

During heavy clashes between the WMRA and the Vaguzian Military in Juhsuvwi (a town in the North of West Moreland), 17 members of the WMRA have been shot dead by Vaguzian soldiers, no Vaguzian soldiers were wounded or killed during the clashes. The clashes started around 11:00 AM when a few people started throwing rocks at patrolling soldiers, one of the Vaguzian soldiers then shot one of the stone throwers in the knee and this escalated the situation more and soon after this happened, shots were fired at the soldiers and soon Vaguzian soldiers were in a firefight with the WMRA.

The clashes lasted around 2 hours and multiple buildings in the town were also damaged by the bullets. After the clashes, around 500 more Marines were moved to Juhsuvwi to support the Vaguzian soldiers with taking on the WMRA. This has been one of the many clashes between the WMRA and the Vaguzian Military, but also the most deadly as now the situation in West Moreland seems to get worse. Already 18,000 troops have been moved to West Moreland, which makes it one of the most militarized regions in Mundus. But the resistance of the WMRA has also become more violent and Prime Minister Aaron Kaalit has already announced that he is planning to send 6,000 more troops to West Moreland to defeat the WMRA.

The Government is also planning to set up more checkpoints at the borders of other Provinces, right now you can only enter West Moreland if you have permission of the Vaguzian military or if you live in West Moreland, if this both is not the case you wont be allowed to enter West Moreland.

The Civil War has had devastating effects on our Capital city of Khyat, more than 200,000 citizens have lost their lives and about 11,000,000 people dont have a standing house right now. Khyat has been one of the  main stages during the civil war, with the Islamic Rebels first taking over the capital, soon after this there was constant fighting going on between Buddhist rebels, Islamic Rebels and the Free Phuebran army, with Achkaerinese and Vaguziase troops giving air support until the city got liberated by Achkaerinese and Free Phuebran troops.

The most damaged parts of the city are the Northern and Center part of the city, in the Northern Part of the city the most Muslims lived and the resistance against the Free Phuebran Army and Achkaerinese was very heavy, this lead to heavy bombardments of the Vaguzian Airforce which almost completely destroyed this part of the city. In the center part of the city, all embassies and government buildings were located, so here there of course was also a lot of hard fighting. When the civil war ended, the rebuilding of Khyat did start, but only very slow, because right now there is simply no money to rebuild the city

Members of Izra's Guardian (a Vaguzian organisation that helps people in humanitarian crises) have also been trying to help Phuebran finding a temporary home but most of the time this will just be a tent, leader of Izra's Guardian tells us: "The situation right is dreadful, more than half of the city does not have a house right now, we are trying to help rebuild the houses in Phuebra and to give people temporary homes but sadly the money just isn't there right now to give all those people temporary meaning or to rebuild there houses, we ask Mundus to help us fight this hard reality for most Phuebrans, because without help who know how long rebuilding the city is going to take."

Today the Free Phuebran Army has anounced that they will end the Martial Law as soon as there has been formed a new government. Phuebra has had a martial law ever since the start of the civil war and now the civil has ended, people started wondering when the martial law would finally end. General Ouk Chann has promised to give full control to the Government once it has been formed, he has also promised to make sure the country stays as stable as possible until a Government has been formed

"The reason we still have the Martial Law is because even though the civil war has ended, the Terror threat is still very very very high, but with the Martial law, we get the chance to keep the threat as small as possible, with also very important help from the Achkaerinese and Vaguzian troops. Once a new government has been formed, the responsibility lies with them, it is possible that the Martial law stays, but that will be their choice to make, until that we will try to keep order in Phuebra."

Even though the Free Phuebran Army practically acts like the military, officially it isnt, right now the new state of Phuebra does not have an official army and this will likely be one of the first things a new government will change, until that the Free Phuebran Army will act as the Phuebran Military with of course a lot of help of Vaguzian and Achkaerinese troops

The West Morelandish Revolutionary Army (WMRA)

Manifest/Goals/Ideas: The WMRA is a terrorist extremely conservative group who say that the Vaguzian troops should leave West-Morelandish territory and West-Moreland to be recognised as a state, in their early days they wanted to become part of East Moreland but it soon became clear that East Moreland would never want this so since this they fight for an independent state for Cultists in Vaguzia.

Style: The WMRA mainly uses guerrilla warfare but they also do a lot of kidnapping and assassinations.

Major Attacks: Assasination of King Leonard II, kidnapped Lord of West Moreland, have killed around 600 with Guerilla Warfare in West-Moreland.

Where active: Mainly in the area of West-Moreland, but have also had a few bombings in Saburi.




Protectors of the Holy Land

Manifest/Ideas/Goals: The Protecters of the Holy Land wants a "pure" Vaguzia with only Izraïtes, they say they will give Cultists the chance to leave the country and if they don't they shall kill them to make sure there are no Cultists in Vaguzia, furthermore they are very anti-immigrant and extremely right-wing.

Style: Shootings and bombings.

Major Attacks: Shooting of the Temple of Helus in Saburi, 17 dead.

Where Active: Till now they only have been active in Vaguzian cities like Saburi and Doqadis where there is a high percentage of Cultist citizens, but they have threatened to have attacks in East Moreland



Bene Gesserit

Manifest/Ideas/Goals: Bene Gesserit is a religious organization that is fighting the Communist regime of Kaitaine and wants to spread their religion all over Mundus via Lifeboat schools, one of which in Vaguzia which got destroyed in a terror attack. Bene Gesserit is not seen as a terrorist organisation by us but we do view their militia, The Truthsayers, as a terrorist group.

Style: Assasinations, guerrilla warfare and sleeper agents

Major Attacks: The Civil War in Kaitaine, attack in East Moreland, 10 dead.

Where Active: As a religion they are active in various countries in Mundus, but as a terrorist group almost only Kaitaine, with a exception in East Moreland



Hand of Emet

Manifest/Ideas/Goals:  The Hand of Emet is a militia first formed during the post partition crisis with the aim of protecting ethnic Lakhzov communities from attacks during the period of inter-communal violence that characterised the months following the partition.

Following the outbreak of the civil war they significantly increased their numbers and operational role in the conflict, engaging in coordinated operations with Lakhzov government forces and played a significant role in the capture and defence of territory in the hill country of Transmecuria.

Style: Guerrilla warfare.

Major Attacks: The Lakhzovia civil war.

Where Active: Pretty much only in Lakhzovia



Utman Liberation Organisation (ULO)

Manifest/Ideas/Goals: The ULO was formed in the wake of Utman defeat in the civil war and comprises a centralised leadership which styles itself as the rightful government of the Utman territories in exile.

The group is known to be divided between military and political wings with the political branch engaging in propaganda against Lakhzovia in the international media and diplomatic forums, while the military branch is credited with having carried out numerous acts of terror aimed at destabilising the Lakhzov state.

Style: Guerrilla warfare, chemical warfare.

Major Attacks: Lakhzovian civil war, gas attacks in Tamsdin.

Where active: Pretty much only active in Lakhzovia



Warriors of Helus

Manifest/Ideas/Goals: Warriors of Helus are a very conservative group of cultists who wants to keep the Royal Family pure, they have also had revenge attacks in Vaguzia after the killings of cultists

Style: Assasinations, bombings.

Major attacks: An attack with a van on Princess Freya and Redfern, bombing in Saburi, 81 deaths

Where Active: Mainly active in East Moreland and Vaguzia



Kings Blood and Borland

Manifest/Ideas/Goals: Borlanders claim that large parts of the Kingdom of East Moreland is stolen land and they have used violence to "take the land back".

Style: Guerrilla Warfare, rockets attacks, bombings, kidnapping and shootings

Major Attacks: Kingsblood kidnapped 4 people one of which Princess Adriana, Borlander has had countless attacks on East Moreland

Where active: Mostly active in the Morelandish Alps.



Islamic Phuebran Army

Manifest/Ideas/Goals: A group of small militias who are fighting for an Islamic Phuebra, they have lost a lot of manpower and power after the civil war in Phuebra ended but they still form a danger for Phuebra and our own National Security

Style: Guerrilla War and bombings

Major Attacks: Countless war crimes in the Phuebran Civil war, multiple bombings in Phuebra that have killed a total of around 5,000 people, have killed around 1 million in total in the Phuebran Civil War, also a few bombings in Vaguzia which killed 8 in total.

Where active: Mainly in Phuebra and Vaguzia but have also threatened to bomb multiple places in Achkaerin.


Gugnir

Manifest/Ideas/Goals: This is a extremely conservative anti-immigrant group of Odinists, they want all non-Odinists out of Nya Aland and have attacked multiple Churches in Mundus.

Style: Bombings and executions.

Major Attacks: Tried to coup the Nordic governments multiple times in which they executed multiple non-Odinists, have had multiple bombings in Nya Aland which has killed a lot of people, also one attack in Vanora.

Where Active: Mainly in Nya Aland but they also have had an attack in Vanora



Vaguzian Communist Party (VCP)

Manifest/Ideas/Goals: They fight for a Communist Vaguzian state, they want to overthrow the Royal Family, ban religion and ban Capitalism from Vaguzia, in the 80s they started the Civil War of Vaguzia and after this civil war it became illegal to have a Communist Party in Vaguzia and the VCP has been bombing places in Vaguzia ever since

Style: Bombings, shootings and assasinations

Major Attacks: Vaguzian Civil War, bombing in Flumon (1999), 124 deaths, Bombing in Bolzana (2007) 64 deaths, Shooting at the Bolzana Mall (2014) 24 deaths.

Now the tensions between Rokkenjima and the other two most important LISA members, Achkaerin and Vaguzia are rising and Rokkenjima is having referendum on whether  Rokkenjima should stay in LISA or not, the question a lot of people are asking is: What to happen with LISA if Rokkenjima leaves and also if LISA actually needs Rokkenjima at all, in this special edition of L'Oiseau Libre we will try to answer this question.

We first asked these questions to former Minister of Defense Quentin D'Angelo:

"Well if Rokkenjima actually leaves LISA, i first of all think that would be a very stupid mistake. But to get back on the question, if Rokkenjima does leave LISA i actually might think this will make the alliance perhaps even stronger, because if we are going to have a honest look on this, you will see that they Achkaerinese and Vaguzian contribution to LISA has been a far greater one than Rokkenjima. Just look at the horrible civil war in Phuebra, Vaguzia and Achkaerin fought alongside each other, while Rokkenjima did nothing. Rokkenjima also dis nothing for those poor Phuebran refugees where as Vaguzia and Achkaerin did everything they could to ensure their safety. So in conclusion: Rokkenjima leaving LISA wouldnt matter because havent been doing anything anyway for the alliance.

And Mr. D'Angelo has a point here, Vaguzia and Achkaerin have already showed multiple times that they dont need Rokkenjima, Rokkenjima might have an huge military but hasnt been tested in a lot of years, where as the Achkaerinese and Vaguzian militaries have been one of the most active in the whole of Mundus.


We also asked Achkaerinese Diplomatic Expert Christopher Newman this question:
"Would Rokkenjima leaving LISA do anything? Well it's going to be a blow to lose Rokkenjima if they leave but it's not going to be a critical blow an certainly not a fatal one because if you look at the track records of the member states of LISA you can see especially in recent times that Rokkenjima's contributions to international crises has been lacking compared to others most notably Achkaerin but also Vaguzia.
This can be argued to extend back before LISA existed, there was for example no Rokkenjiman support in two Safraen crises, there was very little Rokkenjiman support in Seaforth during the Eugenics war, in Marseilles a 'solid contribution' of 30,000 troops, two carrier fleets and substantial aircraft numbers was promised by Rokkenjima and not one of those things arrived, Rokkenjima was also seemingly content to stand on the sidelines during the Cult of Helus Genocide and the Phuebran war."

Furthermore we also asked our Rokkenjiman correspondence Ivano Castronovo about this:
"Well i dont think Rokkenjima will leave LISA, if we look at the polls, it is all very close, but if Rokkenjima does leave i doubt that this will mean the end of LISA, sure they will miss a big military in all of a sudden, but they havent used that for a while a really much doubt they would soon, and then Achkaerin and also Vaguzia have both already shown that they can be very good functioning allies, and Rokkenjima leaving wouldn't change that., i perhaps even think that LISA would only grow closer to each other if Rokkenjima truly left. If i were Rokkenjima i would not leave LISA and try to work closer with LISA allies and perhaps be open to more compromises. Rokkenjima has bemoaned the inaction of the CTO yet over the last year not one resolution has been proposed - no resolution over the crucifixion of Dilara, no resolution over the detention of 10,000 people in Slava Lavosk, no resolution over the present situation in RS. What was Rokkenjima waiting for?"

It is certainly going to be interesting how the referendum will end and how LISA will continue if Rokkenjima does leave
