OOC - I was told questions were being taken enjoy

"Concerning the statement just made in regards to the Tribunal, there are three points I'd like to touch one. First according to your statement this tribunal will sit in judgement of those accused of Crimes against humanity during the Seleucid occupation of the Iwi, that is the stated jurisdiction. Now in terms of Lt Twafeek this fits, he was accused of such crimes that is the basis on which he was arrested in Kaitaine and extradited to the Iwi. My question in relation to this is to do with the other Seleucid held by Rokkenjima these are people whose crimes of aiding and abetting Lt Twafeek's escape from custody and murder are not within the jurisdiction of the tribunal, so by what right does the tribunal claim authority claim to try those people? Because I assume from the statement "
the Commonwealth will be requesting that Lt. Yanni Twafeek and those arrested upon his arrival in Rokkenjima be the first to be extradited under this new CNN Tribunal." that the intention is to have the tribunal do so.
The second question in relation to this tribunal concerns what might be seen as a conflict of interest - three of the four CNN nations
[1] are signatories to the Uppsalla Convention. As the Seleucid occupation of the Iwi is still close enough in terms of the passage of time for potential accused to still be serving in the Seleucid military - so in the hypothetical event that a Seleucid soldier were to violate that convention and that same soldier were to be one those being sought for crimes committed during the occupation of the Iwi, admittedly this is only a relatively short term problem what would the CNN's course of action be in the event of both the tribunal and the Uppsalla CAC having an interest in the same individual?
Finally the three steps outlined seem to assume that a nation is willing to extradite and most would likely be willing to. However what is the position if the nation being asked to extradite says that they are willing to extradite but not to the death penalty?"
