CONFIDENTIALLY DELIVERED VIA DIPLOMATIC BAG

To His Majesty King David III of East Moreland

I apologise for the manner of this delivery and a lack of prior formalities.

It has been brought to my attention by sources in the Charterlands that a Major Delshad Khoroushi is currently residing in the Colony of Reform, a territory in which the population have hailed historically from Royal Seleucid. While initially a quiet private citizen he has over the past few months begun undertaking private speaking functions within the Colony of Reform. During one such speaking appointment he was reported to have discussed "collecting Cultist swords" during the Cultist Genocide there. It is our belief from our investigations that followed that the former officer was perhaps involved directly in the genocide and has escaped punishment. With this in mind I would like to invite you to add to our investigation with any information your Kingdom has on record. It is our intention once we are fully prepared to either attempt to arrest Khoroushi, a not straight forward task in the Charterlands, or trigger mechanisms from your Historic Crimes Treaty to effect his arrest.

I would also like to invite you to visit the Charerlands in order for us to formally look at ways we in the Chaterlands can consider signing the treaty for Historic Crimes while at the same time establishing some diplomatic ground between us.

I hope you will accept my invitation and see that the Reenbergs are committed to justice for all.

It was the job of the King's Head of Royal Household Quinn Germaine to handle all the important diplomatic mail that arrived for King David. At the morning briefing the two shared she went through various ones in turn with the diary open. As she told the King about the invitation from Lady Charlotte, the Charter-Lord of Reenberg, the King seemed to perk up. It seemed an interesting nation and then as Quinn handed the letter over and he read it his interest increased even further. "I know we've a folder on this Khoroushi. From what I remember he's a suspect for several killings. Move some things around in the diary and get me out there as soon as we can. Have Darren from Justice join me, we'll take Grace Yacobs with us as well. If he's back from Lodja we'll take Seb Johnson, but tell him he's to turn up in uniform, a proper uniform." Quinn jotted all this down and nodded.

Later that day as the King was busy writing some instructions for ambassadors across Mundus when Quinn returned. "Your Majesty we've managed to juggle a few things around and made a 48 hour window for Monday. I've got Ironside One being prepared and I'll have the Northfort Royals Rugby game recorded and ready for your return flight. I'm assuming you didn't want Her Majesty to join?" Quinn expected the King to have mentioned during their first talk if Stasya was taking part but with it being aimed at business it was unlikely. David nodded that she was right, "I've planned to brief the media that its quick turn around so you can be back for Rhiannon's school parents evening Thursday." Quinn had become accustomed to dealing with the media, they were often rather friendly but she expected that was because she had Malcolm Tucker on speed dial.

The day of the meeting had come and everyone assembled on Ironside One in the briefing room. Grace and Darren had arrived just before the King while Sebastian had joined the King's security detail at the Palace. He was looking rather smart in his Queen's Regiment of Footguards uniform rather than a Red Legion one, "If anyone asks Your Majesty just say I'm your comms guy" He said tapping a silver metal briefcase. As they flew over the Illumic the King handed out various folders and the team discussed the options of what was to come. The King was adament, "I want this guy. If we need to we get what info we can and Seb and Grace will find a way to put a tail on him. We've a real chance of making sure the Historic Crimes Treaty works but if it seems like its heading south I've no issues us going down other routes."

Once they'd landed in Reenberg the King was keen to meet one of the more unique leaders on Mundus.

While the meeting itself would be between Charlotte and the East Morelanders a good number of the heads of the various different lands that made up the Charterland network. Charlotte had a small detachment of the Reenberg Guard, the families private military force, waiting to pay their respects to the King and his party. She had heard how the King often travelled pretty much alone yet today he had with him rather an entourage by his usual standard. That pleased Charlotte as she believed that it showed the seriousness the King had for these talks to go well. "Your Majesty welcome to the Charterlands" She said loudly for everyone to hear before lowering her voice, "I am particularly excited for you to visit Reenberg Isle." The meeting was taking place on the island settlement at the centre of the large lakes in the North of the nation. It was a place that at one time had been an island of farms with a huge fortress at the centre but now that Fortress was more a tourist site where visitors could walk among the old medieval walls. The airport extended out into the lake itself. The various leaders of the Charters lined up and eagerly greeted the East Moreland King and Charlotte introduced each. They ranged from Kings who despite owing loyalty to the Reenberg family imagined themselves on an equal footing with the Morelander much to Charlotte's amusement, then there were Lords, Dukes, Sheriffs, a President or two and even an Emir.

Once they had completed the introductions the visitors were shepherded into a waiting car that took them to the opposite side of the airfield. While it was a journey of just over a kilometer Charlotte's security team had thought the site of the delegation walking across an airfield was not a good look. Once the car stopped it was a brief trip outside and then onto a water taxi. The high speed design whizzed round the coast of the island as several other ships manouvered back and forth between the island and the mainland sticking to well marked and organised lanes. The one they were on however found itself with a Naval escort of one of the small vessels they kept just for patrolling the Lake. As they rounded the island they came across a rocky outcrop with a castle perched on top. The boat stopped at the bottom and allowed everyone to exit. The trip up to the castle itself was achieved through a small elevator carved through the rocks. Once inside the castle there was a room set aside for their talks.

"I apologise its such a trek but I do love this place. In summer we have some lovely beaches and you can get the kayaks out and enjoy the water. In winter we get some horrid storms but then we mainly head to one of our other holdings." The room was overlooking the lake with a large window door leading to the balcony. "So if I may begin by saying we would like to make this appear like this was a matter you brought up. As such I wonder if you could fill us in exactly on why you want Khoroushi, then we'll tell you how we have him."

The journey to the castle was rather pleasant, a quick trip across the lake and then a nice castle at the end. It wasn't too far removed from Ostlake in some ways. The King sat between his staff and waited for Lady Charlotte to begin the meeting. It made sense that she wanted the Morelanders to be the ones to in effect instigate the investigation and so the King was aware. As the question was asked he allowed Grace to begin to answer. "Well Your Ladyship the situation began, if you believe the Seleucid, when King Akakois left on official business. A group of extremist army officers used the opportunity to put into motion their plan to begin removing the Cultists from the nations military. Soon after this saw military units targeting settlements everywhere that Cultists lived. We saw air strikes against temples harbouring escapees, artillery shells thrown at convoys of refugees. What we didn't see was the Soter family putting any pressure on the officers to stop or to put "loyalist" members of the forces into action to defend the Cultists. Once our forces reached the country we established safe havens. One of these was a pocket at a place called Rellaba. We had to fall back and a unit lead by Khoroushi moved into the pocket and began executing anyone that had been unfortunately left behind. We monitored the situation with UAV's and satellites and we have several examples of mass graves and executions. We also had several captured Selecuid we have statements from that include details of the units actions. We're confident that in front of a jury we could prove that Khoroushi is responsible for the deaths of at least 72 people and could probably with some work get double that."

"Its important to me that we get some Seleucid officers behind bars because of genocide." the King began. " It is my hope this will be the first time the treaty could be used and I hope its successful. The issue is getting him in the bag so to speak. That is where you come in so what do you need us to do to get him."

Lottie had been jotting down a few things as David's representative had spoken. "Miss Jacobs I appreciate the information, I am hoping though that you have some form of evidence I can present to ensure that this extradition could take place smoothly. What my plan involves is creating a folder of evidence that we can present to your historic crimes panels, I can then extradite saying its for the Charterlands better interests. Now we have evidence of our own that once the folder is opened we can add. For example we have audio of him talking to Seleucid nationals in the Colony of Reform at functions for the wealthy where he has spoken of the genocide. Furthermore we have acquired photos from the event that he was showing." She removed some images from an envelope. "We believe that these are images taken during the genocide with Khoroushi posing with swords, seized from Cultists we think." She handed them to the Morelanders. "In terms of seizing him I propose that by the end of today we file documents with your organisations investigators. Soon after you can call for a warrant and then we'll make an arrest. What I need to know however is what happens once its over?"

The Morelanders looked at Darren Bone expecting him to begin explaining the treaty however it was King David who began the explanation. "What we need is for you to hand your folder of evidence to the to the Historic Crimes Investigation Centre. Once it lands there we'll flag it up as a case we want to push and the Panel will then contact you. From there a warrant gets generated and then you can sweep in without triggering the process yourself directly. From there we get him in front of the tribunal and all being well we push for the death penalty and he gets hanged. The one issue we have there however is whether you would be willing to permit as the extraditing party us to utilise the death penalty. What is your nations stance on that and how could I convince you to not stand in the way of the noose?"

Lottie hadn't really considered the issue of the death penalty. It was a punishment that they hadn't used in the Charterlands for the last thirty years. She pondered the answer that she would give King David. "I would be comfortable seeing someone who has committed half the crimes we think Khoroushi swing. I don't think it'll be a problem extraditing him once we receive a valid warrant. That is a process I would like to begin sooner rather than later. My fear is Khoroushi could leave before the process is done unless we move swiftly." She handed over their folder, "We've multiple copies. We'll get one sent over to the panel via diplomatic courier." She summoned a secretary who she instructed on what was to be done and with a polite nod they picked up the ring binder and hurried out the room. It seemed for now that the main business was concluded.

"While I have your company I'd be interested in asking whether we could examine some other matters between us. I would like to establish some arrangement for my territory in the Charterlands to get closer to you. We have good relations among the Charterlands but we need to ensure that the centre, our families lands, are in a position of superiority. I have already heard that several other Charter territories are connecting soon with other nations. You're Kingdom is one of the most respected and active in terms of statesmanship. I want to the Reenberg's be in your camp in that regards. It gives us a leg up with some of the others."

This could potentially be awkward. David didn't know exactly how many Charter territories there were or how each viewed both East Moreland or Lottie. If he dived in too deeply with one or another then it could spell problems with dealings with others however it was clear Lady Charlotte was a strong enough character to run the whole show and so it was probably most important to keep in her good books. "As a nation I've always tried to ensure that East Moreland has as many friends as possible. In an ideal world I'd like whatever we agree here to be something all of the people within your system of nationhood to be able to be part of any arrangement, but I also understand your desire to ensure your position." David wondered if there was a way that both could happen. "How would this work for an idea. Me and you put together an arrangement that would work between ourselves and also between East Moreland and other Charters. What about the two of us make an agreement and then you inform the media that you have convinced me to open it up to the rest of the Charterlands but that they have to come to your palace or estate to make it happen. That gives the impression both in terms of politics that you are doing them a favour and also gives a media oppurtunity of them being reliant on you in a certain way. I however don't fully understand Charterlands geo-politics so that is a call best made by yourself"

Lottie couldn't help but laugh, "Charterlands geo-politics is even something I can't understand." She chuckled as she pondered the Kings suggestions. "I think on reflection that an arrangement between my lands and then having some clause in it that gives me the ability to pick and choose who can be part of the agreement. Naturally I would like as many as possible to be included but I also then would have at least some mechanism to help ensure people follow our rules. I think the following could be a good idea."

David was happy with the majority of the document. He didn't particularly like the fact that the agreements were between East Moreland and a family effectively but that seemed how the Charterlands ran and if East Moreland was going to do business with them then it would have to be done. "While I'll happily agree to this arrangement I'd also like to add that once we make a partnership involving another Charter we can establish a consulate there with them. Additionally what I'd like you to commit to is that when you establish an embassy in East Moreland you do so with facilities for other Charters to maintain some kind of prescence there, whether that be a sub-office, a desk but something. Is this something we can add into this arranegement?"

It would have been to her liking to have control over the channel of communication with the Morelanders but she recognised that the Morelanders would likely need this outlet if the arrangements were going to go ahead. " If your happy this is what we have so far."

If David was being honest there were a host of things he would have liked to add but the truth was also that he had some concerns about how this would all work with the Charterlands rather unique system of doing things. He pondered for a moment wheeling out some of the other ideas he had but stopped himself from saying anything. He read the agreement again and nodded, more to himself than to anyone else. He placed the document on the table. "I think we have in place everything that we need for now. There are things we can revisit in the future and if all goes well then we can expand the document." He leaned back in his chair. "I hope we've managed to do something that's going to benefit both of us. I'm looking forward to meeting the various Charter holders."
