While it was a task fully depending upon the Heyran Procurement Office, the finance, in other words the Heyran Finance Administration, still retained the vast majority of powers, even if officially it had been otherwise. "Welcome", Otar Tsabaurashvili said, as he received them. "It is a honour for us to receive and meet you", he added just before informing them about the cars awaiting them.

"I hope your journey was pleasant enough", he told them when they were already on their way. "In any case", he continued, "you may rest or have some appetizers in our headquarters before the meeting, or go directly to business of course if you're ready".

They moved directly to the headquarters of Parebi System, which was located in the northeastern bank of the capital city. It was a large complex, likely one of the largest industrial buildings in the city.

"I introduce you to Zurab Samkharadze, Director of Operations of Parebi System", Otar announced.

"Nice to meet you", Zurab said. "We're pleased to welcome you. I introduce you to Dr. Nino Mjavanadze, one of most experienced and talented engineers in our company".

"Nice to meet you as well", Nino simply replied.

"We'd be happy to start, unless you have any question or suggestion to make, we will be glad to address, of course", Zurab said.

While Karz was more open and friendly with Tsabaurashvili, Riggar had been far more reserved as he had expected.

From their understanding, Tsabaurashvili was well a mtkvarteli government official, as assistant to the Brzdmtsveli, or head of state figure in Mktvartvelo, leading to appreciation of the governmental interest in the meeting that was to be held with the private Parebi System company, even if course they figured out the strategic importance of such company domestically and for their military.

Upon arriving at the headquarters, Karz and Riggar, followed by their men in uniform supposed to test the material and question, would pick a chat.

We would naturally need the additional assurances regarding such, and equally clarifications that perhaps Mrs Tsabaurashvili from your government would be better suited to answer, over the mtkvarteli government policy on the use of mtkvarteli-made weapons? We know some governments restrict how the weapons their companies sell can be used by other nations, and refuse maintenance parts in the future or upgrades because of such, and therefore we are curious as to the policy that is held » went in Karz.

"You're right", he continued, addressing the second question first, "the selling of most our products, including the one you inquiried, requires the approval of the national government. Regarding the Mparveli-2, I must clarify that is, in their last prototype, close but not fully indigenous. It was precisely Shavrinveli 27, which could be considered an improved version of Mparveli-2, our first fully indigenous unmanned aerial vehicle".

The conversation continue in which Director Samkharadze gave some details about other products developed by Parebi Systems, as well as some details about recent successful tests that both Mparveli-2 and Shavrinveli 27 had participated in cooperation with Mktvartvelo's armed forces. Of course, one still obvious difference is that the Shavrinveli is more costly to produce, as it is obvious".

« But so… » said Karz, as to prevent any void and the tone of Riggar to be felt, « Your government engage as to not intervene in any manners by how they are used? And supply the ammunitions and materials for maintenance and use, regardless of the geopolitical context? » he went on, unsure since this question had not been properly replied in his mind. « And for the components that are not domestic of the Mparveli-2, where are they coming from? » questioned Karz, keeping his focus on the first option even if his hosts seem to be keen on selling the Shavrinveli 27.

In the back, the military representatives were satisfied and very keen to see a demonstration after.

"As one can imagine", Zurab Samkharadze replied, "such decision is decided considering many factors, including the interests of the nation, at least from the government's point of view, policy preferences and diplomatic considerations regarding relations with other states. It has been a longstanding policy, held and respected by successive governments, independent of their political inclination, to not directly interfere with internal affairs, particularly regarding security and defense, of foreign nations as much as possible. However, it is difficult to give you a definitive answer, of course, as while we kept a direct contact and active cooperation with the national government, it is not our focus to consider such decisions".

"The original prototype and first model used some components and technology developed by companies based in Seaforth", he explained. "As consequence of some business agreements we have successfully achieved with companies and entities from Ardia, in particular the Allied States of Ardia, recent models have included some components aimed to add some improvements regarding the communication from those countries as well. In either case, it is the aim of our company, which has been already successfully implemented, to build fully native products, with the exception of some cases where a specific cooperation regarding certain projects may be welcomed".

Finally, Zurab asked if they had any further question before a more practical step in the tour, in case they were interested.
