The Bretonnian Republic

To the Kingdom of East Moreland,

Despite our nations being close neighbours ever since the late 13th century when the first Heyran colonists founded what was to become Empire Bay, they're not close friends and as such I President Marc-Antoine Lavaud of the Bretonnian Republic and the undisputed leader of the National Democratic Party, on behalf of the Bretonnian people, wish to set up proper and stable diplomatic relations between our nations in the hope of a prosperous and glorious future for the people in our region and the entirety of Mundus.

King David generally didn't like doing diplomacy with a large entourage, in many ways he considered himself the opposite to his friend Emperor Peter, yet on this occasion he'd described himself as being "practically Achkaerin" as he, his Chief of Household Quinn Germaine and his 2nd Cousin Peter Kade waited patiently at Freestone airport. It wasn't an international airport but it was big enough to get large airliners in and had been a former Bomber Command airfield back in the 1960's. Peter had been invited along as he'd just finished his national service, having first earned a degree and then Masters in Engineering, his time in the Royal Engineers now over he'd just got a job in the Diplomatic Service. "Best way to learn is to get in at the deep end" David slapped the 27 year old 2nd cousin on the shoulder, "You're simply here to carry my briefcase anyway." The King didn't really get much time to see his extended family from his mothers side, he hardly ever saw his paternal cousin Lily, and she carried the title of Princess, Peter however carried no official title apart from "official baggage handler" as his cousin teased him.

"Your Majesty" Quinn handed the King a piece of paper, "This is the itinary of today, we meet the President, head to the Freestone Manor House, after some time there we're scheduled to meet with Rachel Dixon at the Science Museum, we have about two hours there and then dinner." Quinn handed the King a list of various notes for him to refer to.

"Excellent" David folded the paper neatly and put it in his inside pocket just as the President's aircraft was incoming, as was expected a ceremonial unit, this one of the Royal Dragoons, struck up the band as the trio waited for the President's arrival.

This was to become President Marc-Antoine Lavaud's first official state visitation to another country in Mundus since the elections at the beginning of August, bring along with him fellow VP Gabriel Pomeroy, both relatively young for their roles as the supreme executives of Baltikum. Their country and East Moreland were among the most successful and economically thriving countries in AK, faciliating relations was thus an important key step.

Lavaud belongs to a distinguished family in Mundus, whose grandmother Bernadette Lavaud was the 2nd female to become President between 1981 and 1997, her legacy considered to be one of the most significant in modern times, leading the National Democrats and their (at the time) newfound coalition allies the Free Democrats (originally a spliter group of the NDP, to whom Pomeroy belongs to) to victory, breaking the Socialist-oriented government's 64 year monopoly on power and thus successfully invigorating the Baltic people once more into the Right. The NDP-FDP coalition (commonly referred to as the Blue-Yellow Alliance, named after the parties' respective color distinctions) managed to win an absolute majority in both chambers, making it a bit easier for Lavaud's presidency to function smoothly as possible in terms of finalizing agendas. The Pope and Knight Commander may be the heads of states, but their powers mainly extend to the ceremonial and representative areas, it was the Presidency who had the ability to call the long shots, so to say.

Lavaud and Pomeroy checked once again the papers they received from the Morelanders regarding the itinary, which seemed to be quite intriguing enough. "At least we're blessed to have been received with such courtesy and respect" Pomeroy commented looking throughout the window and spotting the Royal Dragoons, in which Lavaud simply nodded in approval, hoping that everything would go well. As their plane landed and taxied its way, the door was finally opened, the red carpet rolled down and thus the show could begin.

"Your Majesty, how wonderful it is to finally meet you, TYP and Lascalles naturally send their regards" Lavaud began and shook hands, likewise with Pom.

"Mr.President, Vice President" the King extended a hand to each, "We're thrilled you picked us for your first foreign venture" he walked them down the line of the Dragoons, what was supposed to be a formal inspection but was a diplomatic photo op, that was until the King stepped through the first rank of the three and made a line for a Corporal. "Corporal Hyde isn't it?" the King asked enthusiastically.

A rather confused soldier snapped to attention ,"Yes Your Majesty" he said nervously.

"We we're in Mavrosia together, built that runway. I recall your wife was expecting, the baby must be what....a year old by now?" the King had been one of the troops sent into Mavrosia on a humanitarian mission, he believed it had been important his people see their King not shirk his military obligation and they'd determined this was as low risk a deployment as you'd get, weeks after his return he'd been shot by an Alander stooge of the Borlanders and that had ended his military career. Hyde had been in the King's work detail for four days and the King had rather liked the then Legionnaire.

"Yes Your Majesty, a boy called Thomas, doing great." the King extended a hand and shook the soldiers.

"Wonderful, send Thomas my best, lovely to see you." he stepped back to the side of the guests. "Nice chap, makes a brilliant cup of tea" the King smiled remembering fondly the times at an evening brewing up round makeshift camp fires. "Now, we're due to head to the cities old manor house, so if you think of what agenda you'd like to set we can discuss that there. Get some preliminery ideas down and then while we think we'll head to an event at the cities Science Museum, our nations first astronaut is opening an exhibit and its a good place to see anyway." They'd reached a car and the King's cousin waited with the door open. David waited for his guests to get in and then joined them, sitting so he was travelling backwards. "So, please pass my respects to the Pope and the Knight Commander, was nice seeing them at Orion's coronation." the car headed off weaving through the white building lined streets of Freestone. "So any ideas for what you'd like to discuss"

Both the President and VP admired the display of true, supreme rulership that the King showed towards his subordinate, it's important to connect to one's own people and not live a life in full seclusion. As they stepped into the vehicle which is supposed to take them to their first destination, they had both a long thinking about what topics the parties wished to discuss about, travelling across the white streets which was full of buzzling life and activity. "Well your majesty," the President began, "Perhaps a bit odd topic to start off with, but it's something that our cabinet has been discussing since lately...namely regional security. From what we understood, it seems these stanic Borlanders only give you headaches...more like migrane...and not us as long as we don't give them ourselves? Perhaps there's something we can do in order to help unless you wish to deal with these pests by yourself...

Also the ongoing civil war in our neighbouring country, the Germanic Empire, where the Imperial government's facing off the Soran extremists, heard that they wish to achieve independence through the force of arms and sheer brutality, honestly they're more like terrorists in my opinion, no need for them to exterminate a high number of innocents if they only wish to have independence and from what we gathered otherwise hate the rest of Mundus...truly crazy times we live in I must say, I've increased the Germanic/Baltic border with extra security measures but I fear that the Sorans will try to infiltrate our land by performing full on assaults on our border and finding loopholes. I did promise our newfound friend and ally that we would try to help alleviate the situation if necessary...I'm just wondering about your view on this matter and whether EM will take precautions, perhaps you would like to share some of your advice since you're after all a veteran warrior hehe.

Regarding security matters, would it also be possible for elements of the Baltic armed forces to conduct exercises within the Mhorish Alps, such as our special forces similar to your Red Legion and ES' Guardians of St. Paul? Considering our country is known to be quite flat and low, we don't have alternatives other than wasting fumes travelling to ES which is frankly too far, figured that considering Baltic families travel to EM during their skiing holidays and contributing substantially to the Mhorish economy for such endeavors...well how do you like the sound of that, given it's naturally uner your supervision?"

David had opened himself a bottle of water from the fridge in the arm of the SUV as he listened to the President speak. "Well I'd be delighted to cover all these topics with you once we reach our destination. Furthermore I would like to discuss an infrastructure project." The car arrived at the Manor House first driving through a set of large bronze gates stuck in the middle of a white stone wall. "Good Morning Your Majesty" Quinn Germaine opened the door of the SUV, "Mr.President" she nodded to their guest, "If you gentleman would like to follow me" she manoeuvred them towards the Manor Houses grand oak door, three photographers gathered by the door, carefully selected for the job of recording the meeting. The King was used to such things as so casually walked past them as they snapped away.

"The first Manor House here was built in the 11th Century, but its evolved and changed many many times since. The current one was finalised in the 1700's, its a rather nice spot" the King held open a door to a lounge where Quinn had ensured a tray of beverages was ready on a table with comfortable chairs sat either side with their respective nations flags on them. The King took to the East Moreland side, joined by his cousin Peter Kade. Quinn gestured for their guests to be seated before pouring them drinks.

"If you require anything Your Majesty I shall be next door, we need to leave for the Science Museum in two hours Sir" she explained, bowed left, shutting a door to the adjoining room as she left.

The King took a pen out of his top pocket, flipped open his leather bound folder and jotted a few bullet points before continuing, "Well if I may begin by addressing the points in the car. First up, the Borlanders, they are, with the exception of Zimalia, contained within our borders as a military force, now clearly there is always the possibility of attacks against East Moreland institutions and interests in other nations so we advise any nation that is friendly to us to be aware and naturally we offer whatever advice they need to maintain their vigilance." he looked down at his next bullet point, "This civil war is one that, if we call it a civil war, has yet to pass beyond major insurgency activity according to their nations media. As such it is something we will not directly involve ourselves in, the Germanic Kingdoms have historically made little diplomatic efforts with us but they can be certain that if they approached such organisations as the Alba Karinya Organisation they would find it, Academica had a similar situation and  they likewise used such an agency to ask for aid. We do not plan to intervene unless we see some request and some more information shared between continental nations. As for what we will do we shall do nothing major, we've had no issue with the Sorans, possibly because of the Alps not being that accessible and being full of anti-Borland patrols, any assault would be swiftly turned back thanks to our remote surveillance and active military in such zones."

"It is for these reasons we would not permit large scale military exercises, after all our Alps can turn into real combat pretty quickly, therefore we wouldn't be permitting military exercises from foreign nations. We do however undertake small scale ones from time to time and I would have no issue possibly inviting small elements from your own nation."

"Now it was interesting you spoke of Baltic families coming to East Moreland, my infastructure project idea, but I'll let Peter explain that." he half turned his chair to face his cousin who took a deep breath. "My cousin is the better engineer so probably in a better position to explain."

"yes...erm....Well Mr.President, you see at present we have road connections through the Alps which can be often hazardous in winter, furthermore we have rail lines weaving through that are pretty ancient. A while ago my cousin here had some stalled talks with Nemeria about a high speed rail network, perhaps covering the whole of the continent. As such it failed to come to light, however would it maybe make sense to reopen the prospect but connecting different nations first. What we are proposing is a 35km long tunnel to cut out most of this and allow for a speedier transit of the Alps. It would furthermore create a lot of construction jobs in both nations and the design we have in mind is a double bore meaning trains passing simultaneously in both directions. It would cost in the region of $10billion to construct over around 15 years, so we're talking a serious project here." Peter looked down at his typed notes and then at his cousin he patted him on the shoulder.

"So, initial thoughts?" the King asked.

Lavaud, most certainly satisfied with the King's answers took a few sips from his drink before continuing. He listened carefully to what his majesty's cousin had to propose; it sounded interesting indeed, a gigantic high speed rail network which would possibly cover the entirety of Alba Karinya, highly intriguing and fascinating. Not only would it create jobs and create long term prosperity with this renewed connectivity but also give some PR coverage to Baltikum as a nation that truly and deeply cares for the betterment of all.

"10 billion you say? Well that price actually sounds reasonable given the ambitions, wouldn't you also say so my dear VP? It's something I could agree to provided it passes the approval of not only the Congress but one has also to keep in mind...the people. You see with such projects, they require the people's consent through a mandatory referena, which can be both a advantage and disadvantage depending on how one perceives a democracy's capacity in general. If this were to pass the people...both of us and perhaps other nations willing to aid in our funding and commitment...would need to advertise and market it effectively and convince them that the advantages of such an interconnection outweighs far the disadvantages...you get my drift?"

Peter felt a little more confident having had his cousin pat him on the shoulder and heard the words of their guests, "We convert the price to a price per kilometer, East Moreland baring responsibility for providing the costs for each kilometer built on their soil, you doing the same for yours. A company known as the Alpine Transport Tunnel Association (ATTA) is formed, and each nations government assigned shares based n the percentage of the funding they provide. What you choose to do with those shares is then your concern, be it keep them in your government's control or sell them off to investors to recoup the costs. Once the tunnel is operational profits are shared in a similar way." Peter looked at both leaders seeking their opinion.

"I believe we'd see the majority of the track in East Moreland however it should still provide more than enough chances to create a nice amount of jobs for Baltic companies, as well as provide some good opportunities for knock on industries." David added having already had talks with various Ministers they'd supported the scheme and he had little issue persuading his people on such matters unlike the President sat opposite him.

In fact this is a brilliantly-laid out plan you described to us Mr. Kade, makes everything more exciting doesn't it? I would suggest we both sign an agreement and later give me some time to see this project through in Baltikum. I think it would gladly boost our economy to even greater heights and capabilities than never before seen, as well as provide a efficient and alternative route for many vacationing families travelling to East Moreland during criticalm seasonal holidays for hiking and skiing purposes in the Alps." the President said with a satisfying tone, smiling in the process, the diplomatic encounter with their Morelander neighbours had gone pretty well so far, the remaining question is what they would like to discuss next.

"So...if we would perhaps go into the concrete fundamental blocks between our nations, may I suggest we first discuss Diplomacy?" The President gave a copy of the proposal as he let him read through the entirety of it.

(1) The parties agree to maintain active embassies with each other. If summoned an ambassador shall present themselves to the host government within twenty four hours of the summons.

(2) Either party may request a twelve hour extension upon receipt of the summons should a level of seniority be required due to the issue concerned.

(3) The parties declare that they shall act in a spirit of friendship and cooperation with a view to further developing and fostering economic and cultural intercourse with one another, each adhering to the principle of respect for the independence and sovereignty of the other and non-interference in their internal affairs.

(4) Should disputes or conflicts arise between the High Contracting Parties over problems of one kind or another, both parties shall settle these disputes or conflicts exclusively through friendly exchange of opinion or, if necessary, through the establishment of arbitration commissions.

(5) The parties shall allow citizens of the other nation to apply for a fast track visas aiding in travel between the two nations for purpose of trade, recreation, and business. These visas shall be available to anyone who meets the following criteria

(a) Has a stay lasting no longer than 90 days
(b) Has a return ticket

This area was more the King's remit and so he took over, "I broadly have little issue, however for me to sign this I have one thing I want removing, one  I wish to see changed and one thing added." The King picked up a pen and began scrawling on the document.

"The first is that Article two needs to be removed, we are looking at a possibility of 36 hours time from an incident to an official response from either nation. Consider many of the situations that have gone on around the world in recent times, 36 hours may as well be a week. If we have reached a situation between ourselves where an ambassador is being summouned then the situation requires swift attention. In this day and age instructions can be relayed from home instantly. 24 hours is in my view the most amount of time I would expect it to take an ambassador to get himself to my office." the King put a cross next to that factor.

"The change I wish to make is Article 4, I believe that the arbitration commission should be established prior to issues arising, of course I hope we never need it but nothing would be worse than trying to reach an agreement on who to hear the matter while we're in dispute. I suggest the AKO be named as the arbitrator of choice, or the CMA." The King suspected the later point would raise a few eyebrows if it got into the public domain.

"The addition I wish to see is that both of us will commit to the railroad."

They were clearly off to a good start, however the second part was one that would require some more delicate balance.

" I'm afraid Article 11, which states  "An armed attack on one party shall be considered an attack on both parties." is not one we are willing to stand by, we have mutual defence clauses with many nations but only ones we would consider close allies, the wording of this article would give us no choice but to enter a war. It also doesn't explain that if this attack is because of provecation it is invalid. I've deployed Morelanders for a whole range of situations, even in nations we don't have these clauses in, but I will not issue such a promise unconditionally. Additionally I would like to suggest a provision where, if you accept, East Moreland would commit to where possible using our Jekars Spear Missile Defence system over your territory, it should give some of your nation an extra, but hopefully not needed safety measure."

So what I propose is a best of three series, one match in East Moreland, a week later a second game which you host and the final game played in East Moreland the first year, then in your nation the second year." Section I - Diplomacy

(1) The parties agree to maintain active embassies with each other. If summoned an ambassador shall present themselves to the host government within twenty four hours of the summons.

(2) The parties declare that they shall act in a spirit of friendship and cooperation with a view to further developing and fostering economic and cultural intercourse with one another, each adhering to the principle of respect for the independence and sovereignty of the other and non-interference in their internal affairs.

(3) Should disputes or conflicts arise between the High Contracting Parties over problems of one kind or another, both parties shall settle these disputes or conflicts exclusively through friendly exchange of opinion or, if necessary, through the establishment of arbitration commission provided by the AKO.

(e) Is not deemed a threat to national security.

(5) The parties agree to the establishment of a system of extradition for persons accused of crimes in one country to the jurisdiction of the other. No extradition shall take place until compelling evidence has been presented and the country who would be granting extradition is satisfied that Articles four and seven of the Mundus Convention of Universal Rights will be met.

With a happy smile and attitude, President Lavaud was more than willing to finally sign the treaty with his signature, shaking the King's hand in the process. "A pleasure and privilege doing 'business' with such a fine, upstanding Morelander such as yourself, your majesty. It was about time the Bretonnian Republic reactivated its presence in the global scenery, thank you for being among the first to give this Republic that opportunity. Now, if I remember the itinerary correctly, you're supposed to take me to your lovely science museum? It has surely something to do with a special project of yours...involving space, yes?"

While giving the majesty an opportunity to reply, Lavaud turned his attention to his Husband and VP Gabriel Pomeroy whom so far remained 'anonymous'. "So babe, doing alright so far?" Lavaud asked Pomeroy giving him a kiss on the cheek, with the latter trying his best to not show uncomfortability, after all he very much preferred their affection to be behind walls so to say; It was thanks to Lavaud once upon a time that Pomeroy accepted his true sexual 'colors'. Marc had the guts to do this, something which Gabe wanted to work upon, being a military dude who happened to be shy strangely enough. "Sure..am doing alright I suppose..." Pomeroy simply replied, noticing King David closely and finding him quite attractive, something which Lavaud was happy about.

"It's alright dear..." he whispered, "We're in this together no matter what..." he said with a smile.

The Science Museum in Northfort was rather deceptive, it may have housed some of the most cutting edge science on Mundus, but the building was an old one. It had been home of the East Moreland Science Academy, an old institution that no longer existed after being split into various more specialist agencies. It's old dark facade was weather beaten from almost 200 years of erosion, the once light sandstone now much darker in colour. Inside it housed everything from the first East Moreland Aircraft Company aircraft, right up to the prototype of the "Golden Spike", the capsule that had made Rachel Dixon the first Morelander to set foot on the moon. The astronaut was waiting for the trio at the front of the musuem along with a gaggle of press and TV cameras. "Good afternoon Your Majesty" Rachel gave a small bow as the King approached extending his hand, he'd meet Rachel many times since her moon landing as she'd become one of the popular faces of East Moreland science.

"Good Afternoon Rachel" the King introduced her to the two Bretonnian guests. "I believe you have a little tour for us lined up." The King followed her as she walked them into the museum, while the place wasn't completely empty of the general public the exhibits where the King and his group where heading had been shut down. After a few trips past momentous objects they came to the Space Room, it was full of old telescopes, models of satellites and space suits, including the very one Rachel had worn when she had first gone into space. It sat there in a glass cabinet a large photo of Rachel next to it, but there dominating the room was the Golden Spike model. Rachel told them all about the vessel before reaching into her blazer pocket.

"They give us old astronauts the key" she smiled as she stepped over the velvet rope and unlocked the hatch. "Feel free to have a look inside, its a tad awkward though." she turned to Pomeroy and Lavaud showing them how to slide feet first into the two person capsule. Once back outside she stepped aside to allow the guests to get in if they wished. "Although its a two seater the first time we went I was on my own so it was a bit more roomy"

As both Lavaud and Pomeroy were shown around the Science Museum it was impressive enough although not something spectacular considering they had similar museums back at home and Bretonnia had its own space program in the form of NASA, yet it was for the kind invitation and gesture to be offered such a guided tour and also the fact that it wouldn't harm getting to know one's larger neighbour more.

"Well hehe, if I would ever venture into space Gabe here would certainly accompany me, isn't that so?" Lavaud said. "So give us a few moments if you be so kind." Both of them went inside the capsule, it was most definitely tight in there although it didn't matter too much for these presidential love birds.

"Y'know Gabe..." Lavaud began as they started to cuddle up.

"What?" Pomeroy replied.

"If only this was during the late hours, when it's totally dark and anonymous, cameras switched off and only us two here...we could then have some 'fun' in here, I mean take the opportunity when it presents itself am I right? Lavaud said, being the more ambitious when it comes to romance.

"Sounds totally bonkers..yet cool at the same time...Aren't you the genius of us two hehe?" Gabe said, with the couple kissing each other before venturing out of the space capsule.

"Thanks Dave and to you as well Rachel...who knew tight and warm space capsules could give such interesting ideas..." Lavaud remarked, while Gabe gave him a subtle kick on his knee.

The King choose to let the impropriety pass and instead handed the tour over to Rachel who had herself grimaced slightly. "If Your Majesty and our esteemed guests would care to follow me." She headed off through a door and up two flights of stairs, a fient metallic noise got louder and louder until they were in a room full of clear perspex pipes and a large glass tank. A school group had been given special access, one of the perks of being Princess Rhiannon's classmates, the six year old hurried over and grabbed her father's hand, "Come on Daddy, their getting them to climb a tube for us." Rhiannon completly unaware of the diplomatic nature of the visit hauled King David across to the tube that ran up the wall. A man in a suit was stood in the glass tanks which came up to his chest, he was talking to the school children and continued despite spotting the King.

"...so now I've finished telling this Swarmbot that we want them to get to the tube of this tube so I put him down" the tiny robot was placed on the floor and immediately wobbled over to a group of five more and docked with them as though a sports team in a huddle, clearly instructions relayed each robot went to see others until they all headed for the tiny Coke can size hole cut into the bottom of the vertical transparent drain pipe size tube. The first bot was pushed upwards by the next, and then the process repeated until twenty bots had effectively made a ladder, the top robot then simply pulled the others up. "And they did that many times on the moon to travel vast distances" the man explained as the bots sat peacefully on the ledge.

"Can we see Blinky, Bob and Solo" a girl in the class asked refering to the "Lunar Three"

Rachel explained to Lavaud and Pomeroy "It's hoped that the Swarmbots can be improved in the next few years and there was talk of sending them to Nergal[1] within the next five years, their also looking at a version for search and rescue missions like building collapses, they'll put me out of a job." Rachel smiled as the group moved on to see the three bots which had tiny little flags attached to them indicating they were the fabled "Lunar 3" the Swarmbots left behind for over a year that had captured East Moreland's imagination, "All I got when I returned was a lunch with the King" Rachel joked before turning bright red, "Which was lovely Your Majesty" she backtracked not wishing to cause offence.

"Oh....so perhaps we should have stuck you in the museum and made you climb drainpipes" David teased her, "Actually if your debriefs were as bad as my old military ones that probably would have been preferable" the pair laughed before Rhiannon interputed.

"Daddy, can I have a Swarmbot?" she asked hopefully.

"No, their not toys. Beside we brought you that remote control thingy you wanted and you've never played with it. You know the rules anyway, you want a new toy and its not a feast day or your birthday you have to save up for it." David reminded his daughter before turing to his guests, "Me and Matilda are trying to teach her the value of money, and with her going to a state school we thought is best to make sure she's not getting her own way all the time." He explained.

Rhiannon had her hand up and asked the museum member of staff a question, " 'Scuse me Sir" she said politely, "How much do Swarmbots cost?" she asked much to the guides amusement.

"Well each of these cost about EM£ 3,000 but they had to be specially designed for Luna" the man explained.

"Ow" Rhiannon pouted and turned to her father, "It'd take me.....erm....erm.....a long time to save my pocket money" she concluded.

"Beside, you've just had your pet Fox" David reminded her.

"He's so cool" Rhiannon smiled forgetting all about to robots. The Princesses teacher Ellie Meadows spotted the King and made her way over.

"Thank you for getting us in today Your Majesty........I'm sorry but I'm going to have to take Rhiannon with me now, we've got to go do some experiments haven't we Rhiannon." the teacher addressed the Princess who suddenly seemed excited.

"We're making Space Safety Devices for our Eggstronauts" Rhiannon reached into her backpack and removed the small tuppawear box containing the egg all the students had been told to bring with them. "My Eggstronauts called Egbert" she giggled before carefully wrapping it up, replacing it in the box. She then gave her father a hug before skipping off, joining hands with her classmate Evie and waiting for the other students to get organised.
