Fully change military strategy to hit and run guerrilla warfare, using local terrain as cover with artillery support. Increase numbers of tanks and begin the development of expendable drone-based explosives. In case of invasion, destroy the northern dikes and open the dams in the east, limiting the combat zone and making territory more defendable. Imperial Sword assets to be used as a deterrent and actively stockpiled, while the development of delivery vehicles should be continued. In the case of intervention against another regime, use the arms trade to supply weapons to pro-SICR forces. Emigration banned and all immigrants must undergo a rigorous integration course of three years. Economic Policy: Invest in the modern mining and refining industries, tax and regulate the weapons trade/crackdown on the weapons trade, and encourage foreign trade of raw and processed materials for importing of electronic and information technologies. Raise taxes by 12% and tax foreign goods to encourage national economic growth. Allow private companies to flourish under careful regulation and inspection. Give financial incentives for high-level education, and pay for national healthcare and all sixteen years of mandatory education. The financial support depends on occupation and personal financial status. Institute fair taxing system that makes no citizen's income too high, nor too low.
Domestic Policy: Use private security companies to regulate the law alongside BIS government overseers/reform and create a national police force, with the BIS acting as a special response force. Encourage the arts and creative styles of the Nestland, with expanded liberal arts and academic career choices to choose from in school, while sponsoring science and art youth programs. Reduce unemployment by instituting public works projects and launching labor initiatives in conjunction with private corporations. Ban firearms in urban environments as unnecessary and reform the Imperial Court to more strict and fair rulings. Give power to the unions and worker organizations in the form of ownership by service/Workers of companies elect a representative from their number to represent the interests of laborers from each section of industry.
Military Policy: Complete the military reforms and keep the military-size as it currently is. Reduce mandatory military service to only one-and-half years. Begin a policy of deterrence against foreign nations. Build up Strategic Naval Force numbers and seek research into deterrent-style weapons. Focus military budget into finishing the New Great Wall/SAPS and seek purchase and study of EMAC aircraft for the eventual goal of developing advanced indigenous multirole fighter-bomber aircraft.
