"Rokkenjima proposes a tiered path to membership for the Republic. Stage one would allow for Lakhzovia to be present at meetings of the Cross-Straits Council and engage in discussions, but without the ability to vote, nor would its nationals be eligible for considerations for positions upon the Secretariat. Lakhzovia would not have access to the CSFTA at this stage but would be under the provisions of Articles 4, 5, 7, 8, 9, 10, 11, 12, 13, 14, and 15. As Lakhzovia responds to the concerns raised we'll move on to stage two, which would see Lakhzovia transition to full membership in the Union and integration into the CSFTA."
"We're certainly not saying that Lakhzovian failures are to be ignored, what we can and should do is approach these concerns in a manner which encourages and supports the Republic in rectifying them. Brandishing the stick is a certain way to ensure that a cooperative approach becomes impossible, emboldening hard-liners and knocking liberals and reformists off of their feet. We would also add that Rishiri would be a 'half-way' point, with an agreement we will be looking to secure with the Lakhzovians that returning refugees home is a process which must be acted upon swiftly. This approach helps to free space within East Moreland for any future refugee crises while lowering the burden upon Lakhzovia through logistical and material assistance."
