The Cross-Straits Union has received your application to join the Union as a full member, as such it is the custom of the Union to invite a representative of your nation to the headquarters of the organisation located in Ashinxao, Rokkenjima. Arrangements will be made to transport your delegation from the airport to our headquarters where I and some other representatives of the Union will meet with them and discuss the application with a view to making a recommendation to the membership.

Arad Irdan had arrived in Rokkenjima for his first international trip as the new Minister of Foreign Affairs. His rise to the post had not been trumpeted domestically given that the circumstances of his elevation had been the downfall of his predecessor Tesan Cikniye who's position had become untenable after the Trajan leaks implicated him in the East Moreland terror scandal. Arad was distinctly aware that he was resented, and in particular by Kadassa who had been forced to dismiss one of his strongest allies.

Arad was under no illusions as to the difficulties he faced, this meeting was an important one for him; he needed to prove his worth, aware as he was that Kadassa would seize upon any opportunity to remove him when he judged the time right. His task at hand had been made all the more difficult by the fact that Kadassa had been engaging in increasingly provocative unilateral diplomatic moves, seemingly not trusting the new minister and his team to handle things to his satisfaction. This had of course led to his misjudged support for Slava Lavosk and the resultant diplomatic fallout with Rokkenjima. Given that Rokkenjima is needed as a strong ally, especially in the approaching decision about Lakhzov ascendance to the CSU, to have poked the Empress in the eye now was an unforgivable folly.

Arad arrived at the CSU headquarters where a group of officials were waiting to receive him.

"I must say how honoured I, and my country are to be granted the opportunity to begin discussions on our entry into the Cross Straights Union." he said proferring a hand.

Arad stood for what felt like an eternity as Lìosa Càidh seemed to gaze off into the middle distance, as if in a day dream. Arad cleared his throat loudly, and once again proffered his hand for a handshake in hopes that this may rouse the attention of the CSU representative.

It was Johnathon Hunt, Achkaerin's representative to the Cross-Straits Council who was the rather delayed welcoming committee, he hadn't been originally planned for this but then the Commission including the Secretary General had been called into an emergency meeting which was why unfortunately the Lahkzovian representative in these discussions had been kept waiting. He consulted with the reception desk and then approached.

"Mr Irdan, I'm Johnathon Hunt I'm the Achkaerinese representative to the CSU I've been asked to escort you to the Secretary General's office." Johnathon said shaking the man's hand "The Commission is presently in an emergency meeting but the Secretary General will be with you shortly if you'd like to follow me."

Johnathon led Arad through the building and up a few floors to the office of the Secretary General, it was a spacious office that seemed to fuse a small lounge with an office space. The two men had barely been in the office for a minute when the Secretary General Lìosa Càidh walked in running a stressed hand through her hair and exhaling quite deeply, it had clearly been a bit of a worrying meeting.

"Ms Càidh." Johnathon said "This is Mr Irdan, the Lakhzovian delegate."
"Thank you Johnathon." Lìosa said she smiled at the Achkaerinese man who promptly left her office "Mr Irdan I apologise that we kept you waiting for as long as we have, we were all set to meet you and then something came up which I'm hoping Johnathon explained to you. Can I offer you a drink or some cake before we begin?"

Now before we begin I wish to say that Lakhzovia is very pleased to be have been given the opportunity to discuss our candidature for the CSU.

I am also aware that some of the existing member states may have their reservations about our country, but I hope to dispel any such concerns and smooth the way for our full inclusion so as the better advance our Republic both economically and socially."

"Well I'd be lying if I said that Lakhzovia's application hadn't raised a few eyebrows around here." Lìosa said "I guess I should explain what actually happens at this point, as an applicant nation Lakhzovia is invited to discuss its membership with the Union. My role as the Union's representative is to vet Lakhzovia and then to give my findings to my colleague across the hall who then oversees the decision of the membership about whether or not Lakhzovia is admitted to the Union." she finished making the tea and placed a cup in front of Irdan then taking her own cup she sat herself back down behind her desk, taking a deep breath.

"This may appear to be a rather academic first question but I do prefer to ask it for the audience of doubt." Lìosa continued "Have you and or Lahkzovia's Government discussed the treaty that Lakhzovia would be bound by if you were successful in joining the Union?" she paused "I only ask because it's important that I understand that you are aware of the text and responsibilities etc of it and to give you the opportunity to raise any queries you may have as to how the various aspects of the Union work."

"Ah yes, there has been much discussion in the government regarding this. I believe at first the President and his advisory group were somewhat cautious when the possibility of membership was first raised by the Rokkenjimans, however having had the time to extensively study the organisation and the provisions of the treaty our government has come to the conclusion that pursuit of membership is a desirable outcome for our Republic.

If you could elaborate for me what additional steps of the process are required, and any potential obstacles you may imagine arising it would be greatly appreciated."

"As I've already said the purpose of today is for myself as representative of the CSU and yourself as representative of Lakhzovia to meet and talk about Lakhzovia's application and any concerns the CSU membership happens to have with it. Once our discussions are concluded I will write up a summary document of the conversation as well as a recommendation from an independent and objective point of view as to whether or not Lakhzovia should in my view be admitted to the CSU. After that it is down to the Council of Head of States to vote on the matter which essentially is the Emperor of Achkaerin and the Empress of Rokkenjima. Should the Council of Head of States vote for the admission then Lahkzovia will be admitted to the Cross Straits Union and I will be instructed by the Council of Head of States to set an accession date - the date from which the provisions of the CSU shall apply to Lakhzovia, usually this will be from the first day of the following month unless otherwise arranged.

In terms of obstacles I don't imagine that you'll be surprised when I say that both Achkaerin and Rokkenjima have raised a few concerns I believe the main one concerns this" she paused and placed a copy of a news article on her desk in front of the Lakhzovian "Additionally I don't believe Rokkenjima has yet to let the late release of election results go so that probably needs a little more smoothing over and the Achkaerinese representative here on a related point highlighted a concern over a ruling of the Lakhzovia Superior Court around the time of the last Lakhzovian election."

"Ah" said Arad "That issue. Believe me when I say it has not passed our attention, nor has the current refugee situation slipped from our agenda. Lakhzovia is committed to resolving the ongoing humanitarian issues and repatriating the externally displaced citizens at the earliest possible time.

The issue as it stands is that a large number of those so displaced have no documentation proving ownership of the land they lay claim to. In many cases that have been submitted to the Court of Disputation there are multiple overlapping or conflicting claims to title of property and the process of arriving at a just resolution is by its very nature slow.

In a good many cases it may be that it is impossible to ever confirm property ownership and the immediate repatriation of those so affected would be essentially to move them from one refugee camp to another within the state's borders.

Despite this we have been working towards a compromise solution which we feel will be acceptable to all interested parties. At present our administration is finalising plans to put to the Senate that will designate an area of Transmecuria which is demographically majority Utman as an autonomous region within which the Utman people will be able to enjoy the benefits of self-directed development, cultural pursuit and political fulfilment. Through this they will be able to enjoy the national self-determination that they claim to seek. As a part of this plan Kadassa has expressed his desire that the autonomous region's Utman character be solidified and bolstered through the repatriation of the Utman refugee population to this locale. This combined with a drive for international development funding should provide a final resolution to the humanitarian crisis resulting from the civil war.

As for the circumstances of the late release of the election results, this was unfortunate however we have since held elections that international observers accept were free and fair and which returned the current government, more importantly the latest round included a vote for the Presidential Office in which Kadassa was given a strong mandate by the people.

It is true that the the conditions that prevailed before the civil war strained our constitutional system to the limit, yet it did not break and subsequent events have assured the will of the people was realised."

"You might find the Cross Straits Social and Entrepeneur Fund otherwise known as the CSSEF helpful if it's international development funding you want of, though I imagine other agencies and the like would be interested in helping. As an aside I would suggest that if the plans are sufficiently advanced by the time the Cross Straits Summit takes place in a few weeks that you bring them along because part of the summit caters for funding applications from the various funds, businesses and investors that reside within the Union you may find some help there." Lìosa said making some notes as she spoke "I'm pleased to hear that the Lakhzovian Government is intent on taking action on the matter and I'm hopeful that the CSU membership will be equally pleased. So if I may ask my next question - where does Lakhzovia see itself in say ten years time?"

"Lakhzovia's current five year plan is focused on developing and expanding our energy, and other critical infrastructure with an aim of opening up the nation's hinterlands and laying the foundations of a high tech electronics sector. This also necessitates the expansion of our education services and the upskilling of our workforce.

We are at present in the early strategic planning stages of drafting the next five year plan, in which our major focus will be on improving the quality of life and the reduction of poverty to a rate below 15%.

Therefore we can say that economically speaking we intend that Lakhzovia transition from a developing to developed nation in ten years time.

Further to this we will shortly be undergoing a review of our military and diplomatic institutions in order to reorient our focus towards the global challenges that face us. In ten years we hope for Lakhzovia to have a far greater engagement with tackling the issues of international concern and contribute fully to the world family of nations as an equal and respected member of the global community."

Further it is our view that the current economic regime of import substitution, state monopolies and protectionism are no longer serving our people well. We therefore see membership of the CSU as a means by which to bring about the economic liberalisation called for in our reform programme, strengthen our international relationships and consolidate the gains we have achieved in our civil society, helping to further erode the influence of hard line tendencies.

Ultimately we see the CSU as being the ideal vehicle for raising Lakhzovia to the status of a mature, developed and democratic society."

Arad chuckled "I must admit, I had not expected a question such as that. But if I must make a choice on the spot I would have to say that Lakhzovia would be our national animal, the Lakhzov Ibex. The reasons largely being the reason it was chosen as our state animal, we are a national that thrives despite our precarious environment. We remain sure footed and make a path where others see only an impassible cliff-face and we are stubborn defenders of our domain."

If Rokkenjima considers Lakhzovia a stalwart partner then one must wonder what that is being based on, the Achkaerinese concerns are as follows:

1) The Trinitron Cyber Attack was traced to Lakhzovia, as such during the latter stages of the recent civil war in Lakhzovia Achkaerinese forces retrieved the data, in so doing it was discovered that a copy of the data had been forwarded elsewhere in Lakhovia - given the Lakhzovian tone and manoeuvring at the nuclear talks in Paracambi coupled with the lack of detail on the matter calls into question the extent to which the Lakhzovian government may have been the directing mind behind the attack. Admittedly this is not helped by the apparent apathy of the Rokkenjiman Government to pursue a matter that directly threatens its own security, but surely it is illogical to admit Lakhzovia to the CSU before first ascertaining the truth of this.

2) The former Lakhzovian Foreign Affairs Minister Tesan Cikniye, before any shots were fired in the Lakhzov civil war, very clearly implied that the Khaliniz Brigades a militia outfit on the Lakhzov side in the civil war were subject to orders from the Lakhzovian authorities, given that these brigades carried out several high profile atrocities including the mass slaughter of Utman civilians - the implication given suggests clearly that the Lakhzovian government led by President Kadassa was either directing or complicit in war crimes.

3) Lakhzovia's human rights record including summary executions of Utman people is highly questionable.

4) The last Lakhzovian elections do not appear to be safe - according to the relevant article "the Superior Court has ruled that citizens displaced by the conflict have a right to vote in the election in the locality that they are currently resident." This judicial ruling in effect skewed the election far away from the free and fair elections seen in both Union member nations as it meant that the internally displaced Utman, located at that point in a much smaller geographical area than pre-war, were voting in fewer marginal seats and with the Utman vote not as widespread in the country the nature of first past the post as a voting system marginalized the Utman vote and delivered President Kadassa back to power.

5) The Lakhzovian Government has taken little responsibility for the refugees following the war as many are still in East Moreland.

With this bid shot down, this leaves Rokkenjima with less incentives to offer the Republic in reforming previous bad behaviours. We very much fear that this may be a missed opportunity."

"The Trinitron Attack saw Lakhzovia cooperate with Rokkenjiman officials to bring justice to the perpetrators, as well as compensation to the First Empire for the attack. These matters were discussed between the Empress and President Kadassa, who was cooperative and supportive of efforts to put down this joint threat."

"In short, the First Empire is disappointed that Lakhzov admission has been blocked."

"It is frankly shocking that when presented very significant concerns that Rokkenjima shrugs them off in such a cavalier manner. One could almost believe that the Achkaerinese Government puts more emphasis on the national security of Rokkenjima than Rokkenjima itself does.

Rokkenjima has just been informed that based on evidence that it is possible that the Lahkzov Government itself, which by definition includes the President of Lakhzovia, might possibly have been behind the Trinitron attack. Does the First Empire seriously believe that considering that possibility that the Lakhzov Government might be involved that any statement made by Lakhzovia on the matter is credible? Or does the current Empress look at Lakhzovia through the same rose tinted glasses that her predecessor did? Or is this apathy simply the latest example of how the Rokkenjiman state was so extensively corrupted?

Now if Rokkenjima wishes to actually address the concerns raised they're welcome to do so. Or if Rokkenjima wishes to provide a suggestion that will alleviate the concerns and potentially pave the way for Lakhzovia to join the Union then they're welcome to do so, but let's not ignore the issues."

This could have allowed an opportunity for the Republic to build faith where it does not presently exist while seeing the concerns resolved."

"Lakhzovian human rights issues could, likewise, have formed a part of the on boarding process for the Republic in joining the Union. Some situations require great work to resolve, the incentives provided by the Union when coupled with an initiative to resolve longstanding issues within the Republic would have empowered liberal elements of the Lakhzov Government. Instead, we've empowered conservative elements who will see this decision as vindication while removing any leverage those liberal elements would have had in pressing for reforms."

"Rokkenjima will work with the Republic to see the refugee situation resolved, assisting with logistics and a path home for those who have been displaced. This will include the utilization of ships and a transfer point at Rishiri to take some strain from East Moreland, while employing a framework to ensure reintegration within the Republic once they've returned."

"Now that we've established the possibilities for how Lakhzovia can be granted an opportunity to address these concerns, perhaps we should explore them?"

"You don't know who was ultimately responsible for the attack you only know what you were told. You like the rest of Mundus was told that it was 'rogue elements within the Prefecture, the LDC and Lakhzov Home.' Acting on that information Achkaerin mounted the military operation against that element to retrieve the data and in retrieving the data it was discovered that the data had been copied to another party which we believe to be the Lakhzovian Government. And as Rokkenjima knows given that the implications of this are very grave tipping off Lakhzovia is counter productive.

Matters relating to Tesan Cikniye and the Human Rights record are already known by the Lakhzovian's one only needs to look at their reaction to the decision to see that they've rightly identified the issues. The lack of progress on both counts is poor, and they've had a long time to deal with them but have failed to do so.

And you miss the point in relation to the refugee situation. "Leaving aside for the moment the fact that Rokkenjima does not for whatever reason appear to actually grasp the significance of the Trinitron issue, the idea of a tiered path is sensible however the Rokkenjiman proposal lacks the key detail of what we use to measure whether a matter has been addressed or not.

To address the human rights issues there can only be one acceptable yard stick that will bring satisfaction to the Union and that is Lakhzovia's signature on the MCUR.

To address the War Crimes issues only a statement signed by the President of Lakhzovia that affirms the full cooperation of Lakhzovia in investigations relating to those war crimes. Which they are as Uppsalla signatories obliged to give.

And as far as the refugee situation goes nothing less than an agreement between Lakhzovia and East Moreland that resolves the issue will do, let's not have any of this shifting the problem from Hunter's Vale to Rishiri let's see Lakhzovia take back its citizens rather than deny them their nationality.

If Lakhzovia satisfies these conditions then the decision may be revisited."

OOC - Following a discussion between myself and Beatrice we're retconning everything in this thread after the end of the interview (everything after the post of February 3rd 2020) in short this means that the CSU has not made a decision about the Lakhzovian application. Our reasons are mainly that between us we've missed a few things OOCly that Icly wouldn't have been missed, so rather than tie ourselves in knots over it we're retconning the decision and subsequent debate. We will have a statement in the CSU press office up regarding the Lakhzovian application in a few days time.
