Juglander Open restarted in Emrta

Wyne Bonderik defeated Godric Aaroe in the final match in four sets (7-5, 6-3, 2-6, 6-1), winning the 97th Juglander Open.

The Juglander Open is the oldest tennis tournament in Jugland, reserved for Juglander tennis players who are officially registered in the Juglander Tennis Association, previously known as the Royal Tennis Federation of Jugland. The Juglander Open was held for first time in 1919, but it had been held since the year 2016. The Juglander Open was traditionally held in Albrektberg -with the exception of eleven times-, although this time in was held in the city of Amkhvar.

It was the fourth final for the veteran player Godric Aaroe, who had won the title in 2012 and 2015. A few hours before, Bertha Petersen won the women's final after defeating Idunna Juul by 7-6, 4-6 and 6-3, in a more evenly-matched final, in which none of the players were exactly between the favourites when the tournament started.

Being a domestic tournament, the Juglander Open had a limited coverage, although the organization was pleasantly surprised that most of the matches in the las trounds had a quite high attendance. Between the attendees, there were both political representatives and local celebrities, including Princess Mildgyd, the only member of the House of Welhaven-Goltzam still living in the country. It was precisely Princess Mildgyd who handed over the trophy and medals in the last Juglander Open, in 2016, although this time the honour was reserved to the chairman of the Juglander Tennis Association along the local mayor.

A small rebirth for Juglander motorsport in Achkaerin

Tytorian QAS Racing team obtained the victory in the Stardust Cup, a 24hr motorsport endurance race held in Achkaerin, where two Juglander teams participated.

While none of the two teams participated in the top category, the results gave hope for the future of the racing competitions in Jugland, according to sports commentators. "It's true it's just a race", says Douglas Morgen, a sports commentator based in Jugland, "but it may help to both increase the competitiveness of the local teams and increase the interest of the public".

Nordansk Racing, a racing club sponsored by Jugland's second largest bank, aimed to win their own category and finishing on the top ten overall (they finished second and 13th, respectively). "We did some mistakes", recognized Herewardt Vinje, veteran Juglander pilot, the only one of the Jugland nationals in the race with a proper international career in racing, "but we can be moderately satisfied...finishing only two laps below our aim. We strive to improve in future events".

On the other hand, Aranyanska-Flyttarr had a more disappointing result, finishing last overall. However, their manager was slightly optimistic, as they the pilot proved to be competitive, "a more than acceptable result", he said, "for a team barely completed a few weeks ago".

National Unity government is announced

Following 72 hours of intense negotiation, the largest political groups in the National Assembly have announced the creation of a "National Unity government", which is likely to include most of the national political parties. The decision was announced by a joint press confederence of representatives of the Federal Democratic Party, Liberal Party, Reform Movement, and National Democratic Party.

The representatives justified the need of such national unity government for the decisive moment the nation is experiencing, considering that is the most positive outcome to achieve the aim to consolidate the new constitutional order without increasing division in the country, as well as to pass necessary but difficult reforms in education, healthcare, security, but particularly to estabilize the current complicated economic situation the country is still experiencing.

They agreed on a joint 30-point government program, which was signed by the mentioned parties. The composition of the government is not known yet, however. It is expected that it will be announced in the coming days.

The conservative Social Initiative did not sign the agreement, citing minor ideological differences in some of the points. They, however, welcomed the agreement, and they are likely to support the election of the proposed candidates to the National Council.

The new government will have a more than comfortable majority -nearby 2/3 of the total seats- in the National Assembly. It was not confirmed if President Eadwald Engelsaas or other members of the Provisional Government will join the new executive or not.

Only the Freedom Party openly rejected the agreement, calling it a "step back" and "a mockery of the last legislative election". Their spokesperson declared they are ready to become the only "real" opposition party, the only parliamentary group aimed to defend the interests of the "common Juglander" who supports both "justice and order".

The regionalist Autonomous Movement for Emrta declared that they oppose some of the clauses of the agreement and they will not support the new government, but they welcome that a new government will start to work. They declared to be ready to have a constructive relation and open talks with the new federal government.

National Assembly elects new federal government

The National Assembly elected the seven members of the National Council, the federal government that will replace the Provisional Government. There was a more than expected heated debate during the preliminary session, when parliamentary groups and MPs filled nomination for candidates. However, there was not a great surprise neither in the names of the main candidates (which had been leaked the evening before) nor the final result.

The first National Council will be established under the form of a national unity government, resulting that not only the new federal government is expected to have a more than large majority, but that no political party will have a majority in the council.

Each member of the National Council will head his own department, which would operate pretty much as a ministry - it is actually expected that the current ministries will be assembled and renamed. However, as every Secretary -as the members of the National Council will be officially called- will head their own department, the decisions of the National Council are expected to be collective, being every Secretary both responsible for their own department as well as the decisions of their colleagues' departments and the conduct of the federal government as a whole.

Both the National Democratic Party and the Federal Democratic Party -the two largest political parties in the National Assembly- will have two representatives in the National Council, while the Liberal Party and the Reform Movement will have one representative each, and a final representative nominated by the conservative Social Initiative.

The final composition of the National Council will be as follow:

Quote
  • Johannes Skouen (nominated by the National Democratic Party)
  • Lars Midtvedt (nominated by the National Democratic Party)
  • Raymond Furuholmen (nominated by the Federal Democratic Party)
  • Grimwaldyna Nygaard (nominated by the Federal Democratic Party)
  • Burkhardt Kvalheim (nominated by the Reform Party)
  • Edda Stordalen (nominated by the Liberal Party)
  • Osgard Rimfeldt (independent, nominated by the Social Initiative)

Burkhardt Kvalheim and Raymond Furuholmen were the candidates who received more votes, a total of 301 of 333 MPs supported their election. On the other hand, Lars Midtvedt was the candidates who received least votes with only 271 votes.

The oldest member of the National Council will be Burkhardt Kvalheim, 61, while Grimwaldyna Nygaard, from the Federal Democratic Party, will be the youngest, as she is 36 years old. Kvalheim will be the only member of the National Council with a previous government experience, as he was Minister of Foreign Affairs under Engelsaas' Provisional Government.

It is expected that the elected members of the National Council will take the official oath as members of the government, which is expected to be the last act of Eadwald Engelsaas as President of the Provisional Government and acting head of state. While the National Council will have a ceremonial president and vice-president, officially the National Council will operate as a collective head of state, according the Juglander constitution.

It is still unknown which department will be headed by each member of the National Council. That decision will be officially confirmed only after the first official meeting of the National Council. However, it is likely rumoured that such decision was already discussed and reached by the members of the government coalition during the negotiations, and it could be announced in the coming hours.

The National Council will have a wide support in the National Assembly, but not for that, their own colleagues have admitted in private, their task will be easy. Officially, the government coalition will be formed by the Federal Democratic Party, the National Democratic Party, the Liberal Party and the Reform Movement. Although Osgard Rimfeldt was nominated by the conservative Social Initiative, he was elected to the National Assembly in an individual constituency, being endorsed by the Social Initiative without being a member of the conservative coalition (he officially left the Social Initiative parliamentary group, which he had joined during the first session of the National Assembly, once he was officially nominated by Social Initiative leadership). However, a spokesperson from Social Initiative has declared that their party will be ready to cooperate with the National Council and the new majority of the National Assembly.

Princess Mildgyd and her husband announce divorce agreement

The Office of the House of Welhaven-Goltzam has announced, through a written statement, that Princess Mildgyd and her husband Count Hulderic Sumparr-Gullen av Stykkerby are parting ways and officially filling a divorce.

Princess Mildgyd is the stepsister of King Khrym I, and the daughter of late King Engelhardt III, who ruled Jugland until 2014. The couple married in 2013, and has two children. There were already rumours about the future of the couple, as the Count had been living abroad during most time of the year, officially due to his job as legal representative of a large agrarian corporation.

The announcement comes in the middle of a controversy about the future of the royal family and nobility titles. National Democratic Party representatives -a political party which is part of the new government coalition- have been pushing in the National Assembly for a final abolition of nobility titles. Princess Mildgyd is the last member of the House of Welhaven-Goltzam who remains living in the country, as the former King and his family are reportedly established in Achkaerin.

The statement declared that the couple had a "cordial and amicably separation" after "carefully considering their relationship". It also declares that they ask for "understanding...and privacity for their decision and private life", which -the statement declares- is thought to be the best one "in the own judgement...the best one for the own well-being and that their children".

Protests against the election of former rebel leader

Protests have been called in more of a dozen of Jugland's towns, protesting against the election of the National Council (the executive of the federal government, under Jugland's new constitution).

The protesters and organizers denounce the inclusion of the National Democratic Party in the federal government, particularly the election of Lars Midtvedt, who was well-known to be one of the top military leaders of the National Army during the recent war. Midtvedt, despite being sentenced to death by a military court in absentia, was elected to the National Assembly, following a General Amnesty passed by Engelsaas' administration, and elected to the National Council following his nomination from his own political party, the National Democratic Party. Although Midtvedt is posed to become Secretary of National Security -which would replace the Ministry of Home Affairs-, and not Secretary of Defense as it was rumoured, his position over law enforcement received harsh criticism regarding his role during the conflict.

The Freedom Party was the only National Assembly's political group to openly support the protests. Conservatives, nationalists, and monarchists, as well as police unions and those political groups opposed to either the peace settlement or the amnesty are behind the main groups behind the protests. The organizers have declared that they will continue with their protests during the week, adopting the motto "Terrorists Out Of The Government" and "We Do Not Want War Criminals In The Federal Government".

State constitutional proposal passed in northwestern region

The Constitutional Convention of Nordansk passed the first draft of their state constitution, after weeks of work, aimed to the establishment of the State of Nordansk, under the Federal Union of Jugland.

The constitutional project had a clear support, with 39 votes for, and while 11 members abstained, only two members of the convention voted against the proposal.

The next legal step will be the constitutional project to the National Assembly, where the proposal will be discussed and maybe amended by a majority of the parliament. It is expected that the federal government would then call a referendum in the Nordansk region about the proposal, before it becomes law.

Then, if everything goes as planned, the Constitutional Convention will be dissolved and the National Council will appoint a Provisional Governor, who would appoint a regional government until state elections are held. It is expected that such referendum and state elections could be held during the month of March, although that would probably depend if the National Council decides to hold similar regional referendum at the same date or not.

The Constitutional Convention of Nordansk has become the first regional convention to approve their constitutional document

Protest held in Amvkhar, Emrta

Thousands protested in Emrta, demading direct negotiations and opposing alleged attempts to curve the region autonomy. The protests were called by "New Emrta", a self-defined "pro-independence youth cultural organization", following declarations by Secretary Osgard Rimfeldt in an interview with an Albrektberg newspaper, declaring that the National Council will "have certainly the determination to protect the order and unity of the nation...by any means necessary", which were denounced as a threat by the Autonomous Movement for Emrta and other local organizations. Rimfeldt declared that his words were taken out of context, and he later tried to give a more nuance assessment of his position and the official position of the National Council in a written statement. Secretary Grimwaldyna Nygaard added in an interview on TV but "by no means, the use of the force was being considered" and they were hoping that Emrta's constitutional convention continues their work "in the terms established by the constitution and the law", and the National Council "was willing to cooperate if required, as well as with the other regions' local and regional representatives".

"New Emrta" is not related to any political party, declaring to be an "independent social organization". Autonomous Movement for Emrta, the largest political party in the region in the last National Assembly election, and which has demanded a more ambitious relation between Amvkhar and Midtenstadt, did not officially called to join the demonstration called by "New Emrta", although a few of their local representatives attended the march, leaving it immediately after the protestors reached the Balkarr Square, where the organizators read a manifesto.

The protests was peaceful and without incidents.

Clashes with police in second-day of protests in Emrta

Protests continued in Amvkhar and other cities of the archipelago.

After a largely peaceful gathering of thousands of protesters marched through the streets of Emrta, a second crowd began to form around Hjemrodt Palace, which currently serves as seat of Emrta's constitutional convention. As several protesers started to crawl through the building's columns, and windows, aimed to put an unofficial Emrta flag on the top, police crossed into the square, aimed to push protestors away the place.

Police carrying shields and batons and backed by a number of riot vans charged the protestors in an attempt to disperse them, splitting the crowd in two, and arresting several protestors along the palace.
However, as a large number of demonstrators left the area and, a few minutes after, the own organizators of the protests decided to finish their march and call off the event, they failed to completely disperse the crowd.

Clashes between the police and some protestors followed. The protestors threw bottles, balls, and stones at Juglander officers. At the same time, other protestors attempted to cut a nearby road, setting barricades in places. Some projectiles were fired, and there were a number of both protestors and policemen wounded, although it was not reported serious conditions in the local hospitals.

The clashes continued for a few hours, although the calm returned after midnight, with some minor damage in nearby business and buildings.

"New Emrta", the organization which called the protests, as well as other Emrtan organizations including Autonomous Movement for Emrta, condemned the violence, although "New Emrta" also blamed the government the police for overreaction in a written statement. They also declared that they would meditate if to continue to calling for protests for now, as they are also exploring other forms of action, including sending a petition to Emrta's constitutional convition. However, minor local political groups and pro-independence activists called for continue the protests in social media.

National Assembly approves joining the Mundus Convention of Universal Rights

Jugland's National Assembly voted for a resolution approving the signing and ratification of the Mundus Convention of Universal Rights. The resolution was proposed by the Liberal Party. The proposal received 309 votes for, while 11 votes against.

It is expected that the convention will be signed up by the National Council, as most of the parliamentary groups which form the government coalition voted for the proposal.

The resolution also calls for establishing a parliamentary commission to review if any existing Juglander law enters in contradiction with the M.C.U.R., and propose amends if that would be the case.

Unofficial referendum held in Emrta

A controversial referendum was held today in Emrta, asking the local population about several questions about the legal and political future of the Juglander region. The official turnout was 56%, a few points higher than the recent constitutional referendum, although critics have questioned such number, declaring impossible to verify it.

The referendum, which was denounced by Midtenstadt's National Assembly as an "illegal referendum", and it had no support from the National Council -Jugland's federal government-, which according the constitution, it is required to approve holding such referendum. The referendum was an initiative of Emrta's constitutional convention, which appointed a committee to elaborate the terms and organize the referendum, despite -as it was later revealed- such committee had no legal status. The referendum was declared a "non-binding civic inquiry", and asked voters about five questions, four of them directly related to the state constitution that Emrta's constitutional convention is currently preparing and discussing.

However, in the town of Amvkhar -the largest city in Emrta-, as the local government failed to gain the support of two independents and the Liberal group in the local council for the initiative, the controversial referendum was held without an official census, increasing the doubts about the final result. Many political parties, particularly national political parties, called for a boycott of the referendum. On the other hand, Autonomous Movement for Emrta -the largest political party in the region in the last legislative election- supported and promoted the initiative, and their militants were involved, as well as independent volunteers, in promoting and helping with the logistics of the inquiry.

Some critics have also declared that the wording in the inquiry was sometimes confusing and unclear in some of the questions. One of the most controversial questions include a question with a three-way answer about the political status of the region. The first option gave voters the option to support "the historical rights of the people of Emrta under the Kingdom of Jugland", which seemed to confuse some voters (in a report by a local TV, while some voters understood the question proposing the restoration of the monarchy, other believed that it refered to the legal status of the region from 1849 to 1901, when only certain laws passed by the parliament applied to the territory of Emrta). The second option gave voters the right to choose the current status under the new constitution, while the third option was instead the right to self-determination to negotiate a new status with the federal government. The first option received 33.1% of the vote, while the second one obtained 38.2%, and the last only 28.7%, although those are not official results as it only includes votes from the Amvkhar province, according to the organizators.

Other questions asked voters if they prefered a unicameral or bicameral parliament, about the education and healthcare projects, along other issues. A spokesperson of the National Council declared the inquiry a "shameless attempt to violate the law and surpass...the powers of the constitutional convention". However, he declared that the National Council is not expected to address this issue directly until the next National Council meeting, scheduled the next Friday.

Protests restarted in Amvkhar

A demonstration called for "New Emrta" association, calling the regional constitutional convention to follow and implement the chances proposed in yesterday civic inquiry, resulted in another heated night in downtown Amvkhar, as some protesters clashed with police.

"New Emrta" spokesperson denounced the clashes and condemned the violence, as well Autonomous Movement for Emrta and other local political forces. He also called off the act of protests they had organized for the next day, declaring that -for now- they have decided to continue with another forms of mobilizations, after consultations with other local organizations.

This time, however, the clashes between police and protestors continued after midnight, with severe damage against a few government buildings. There were reported more than 200 people wounded, including half a dozen -a policeman between them- who required hospitalization. It was reported that some incendiary objects were thrown by some protestors.

A National Council spokesperson condemned the violence against the police and called local organizations to stop promoting confrontation and unconstitutional measures.

Controversial resolution rejected by simple majority in National Assembly

A National Assembly's resolution, calling the parliament to give special powers to the National Council in order to "enforce the constitution...by any legal means possible...included the use of the force” to fight unrest in the province of Emrta, was rejected by a final 169-161 vote.

The resolution was promosed by a MP from the Reform Movement parliamentary group and it was supported by the National Democratic Party parliamentary group. However, the Federal Democratic Party voted against it, while Social Initiative had no official position on the vote, many of their MPs voting for both options – while other abstained.

It was the first time the National Council’s government coalition openly disagrees on an important topic in the National Assembly. However, sources from the National Council declare that the members of the National Council continue to work, and there is not important differences between their members about the future of the country or the government coalition.

Secretary Grimwaldyna Nygaard has declares that the National Council will be always ready with dialogue with local representatives as local governments and the members of the constitutional convention, but that dialogue will be always in the terms of the constitution, and that only the "parliament and the people of Jugland" have the power to amend the constitution, so they are not considering the demands in that direction. She also criticized those trying to promote violence and confrontation, and declared that the National Council will keep working on enforcing and advancing the constitution of the country.

Riots in Amvkhar

Riots have erupted following new clashes between police and protesters in the city of Amvkhar, Emrta.

The events happened during a demonstration called by the Independent Student Federation, which called for "the right of self-determination for the region" and "against the threats from national forces". However, when the police blocked the demonstration to advance toward one of the largest avenues of the city, a group of protesters attacked the police.

Although after a few minutes the riot police managed to push back the protestors, the police was finally forced to withdraw for a while after they were attacked by stones and other objects when a larger group of protesters joined. About twenty minutes later, another group of rioters attacked several areas of the town.

In downtown Amvkhar, a group of protesters managed to knock down a police car and set on fire. Fortunately, there were no casualties. However, a large number of both protestors and policemen were wounded. About 200 people were arrested, according to a local newspaper.

There were important economic losses during the riots, which lasted after midnight. Protestors attacked also government offices, and the local headquarters of several national parties - particularly the offices of the Reform Movement and the National Democratic Party. In the latter case, a few protestors managed to broke into and tried to set fire to some of the rooms - although the fire was superficial and it did not damage the building, as they were soon expelled by police and firefighters quickly came.

However, in other areas, firefighting and emergy services were not able to advance easily, resulting in more damages. A few local shops were attacked by looters, and in some areas, many cars were destroyed and damaged.

Most of Jugland's political parties had condemned the violence, although some local organizations had blamed also the police for their strategy, while others have denounced that criminal and radical groups could have infiltrated the protests, with the consent or incompetence of the organizators and regionalist forces.

In social media and media appearances many political and social figures had expressed their concern about the situation. Even Princess Mildgyd -the last member of the former royal house, and who resides nearby Amvkhar- had expressed his worries about the political situation in a rare statement, calling for an end of the violence and for dialogue between all sides.

Meanwhile, the Autonomous Movement for Emrta -the largest political party in Emrta- has announced that they will introduce an initiative calling for the resignation of Secretary Lars Midtvedt.

It is rumoured that the National Council could have mobilized a few thousand policemen to Emrta for the next week, to strengthen the security of Amvkhar in case more confrontation between law enforcement and protesters continued.

Riots continue, one dead reported in Amvkhar

A third day of riots, which had spread from Amvkhar to other towns in Emrta, has resulted in a considerable economic and material damage - likely the most destructive effect since the signing of the armistice in Fall 2020.

Riots police faced organized gangs of protestec in Amvkhar, who threw stones and incendiary objects against the police forces. The headquarters of the Reform Movement in Amvkhar's fifth district were pretty much destroyed, which was met with calls to declare martial law -which would require the approval of the National Assembly- by local party MPs. In other towns of the islands, the riots were minor and more isolated, although they still caused considerably material damage.

About 3:00 AM, it was reported one casuality from a protestor. Emergency services tried to save his life but they failed to reanimate him. The deceased protester was apparently well-known between student organizations. A video recorded him around 22:41 throwing a stone to riot police during a clash between policemen and protestors. It was soon later reported that a second video, about two hours later, that he could have been witnessed in a crowd who were preparing incendiary objects, but it was not confirmed his identity as consequence of the low quality of the recording. The deceased protestors, who was reported to be a 26 year old, a former dropout from Amvkhar National University, was a native from Amvkhar southwestern district, and became the first casuality from clashes with Jugland's law enforcement since the end of thee war - although the causes and circumstances of his death was not confirmed.

About 300 policemen were reported wounded as well, including two policemen who suffered a severe burn, although there lives are not in danger, according to a spokesperson from a local hospital.

Secretary Osgard Rimfeldt blamed the violence and the death on violent gangs and the provocation of local political organizations, although he declared that the National Council was reviewing the situation closely and a resolute but measured response will be decided in order to restore the order immediately.

General strike announced in Emrta

Riots continued in Amvkhar, although there were minor clashes between policemen and protesters compared to the previous days, and these mostly happened in a few isolated areas. In other towns, the protests were mostly peaceful, with minor altercations.

A third contingent of national policemen were sent to Emrta from Albrektberg. It is expected that Secretary Lars Midtvedt will address the National Assembly tomorrow, although he will do it through the parliamentary Permanent Commission of Home Affairs, instead of the general assembly, as some MPs have demanded.

The Freedom Party has demanded both the resignation of Secretary Midtvedt as well as the suspension of Emrta's constitutional convention. Other MPs have called for the establishment of an independent commission to review the events in Emrta.

Meanwhile, the Juglander Labour Federation and the Emrta branch of the Federation of Juglander Trade Unions have announced a joint two-day general strike in the province of Emrta, calling for a political settlement and an independent inquiry on the violence by both the protesters and law enforcement forces.

However, the leadership of the Juglander Trade Union has declared that they will not support this proposal, as they are against "political strikes" in their own statutes.

The Juglander Labour Federation, which has confirmed they have established a special commitee to prepare and review the general strike, has declared that they condemn any violence, and there will establish special groups to avoid that local businesses are attacked or confrontation with police forces. Members of the Emrta branch of the Federation of Juglander Trade Unions as well as independent members will join the special committee.

Government announces special investigation on riots

Secretary Lars Midtvedt addressed the National Assembly today, in an special session of the Permanent Commission of Home Affairs. Even if the majority of the members of the commission were MPs from parties from the coalition government or had given their support a few weeks ago, he faced criticism and tough questions.

Midtvedt admitted shortcomings in the government strategy although he denied any failure in the strategy regarding the recent protests and riots in Emrta. He also rejected the calls to resignation by two MPs.

He also announced that the National Council, in collaboration with the police leadership, will create a special commission to investigate if there were any failure in the management of the riots, as well a report on the causes of the violence, to bring light if they were instigated by any political group.

He blamed the violence in organized gangs and radical political groups, and declared that the police had answered with constraint - a declaration that a MP declared to find disingenuousness at best, giving Midtvedt's political career.

He did not reject the possibility that the National Assembly decided to establish an independent commission by their own, although he did not seem to support the idea.

Freedom Party proposed a vote of no confidence against the Secretary, although it is not likely that such proposal could get enough votes to be successful, according to most reports.

Secretary Nygaard to visit Emrta

Grimwaldyna Nygaard, Secretary for Justice and Federal Affairs, is expected to visit Amvkhar today.

Secretary Nygaard will therefore become the first member of the National Council to visit Emrta since unrest in the island started.

Although the visit was planned before the crisis for a meeting of the Department of Justice, she is expected to meet during her two-days visit the major of Amvkhar and other local representatives. Secretary Nygaard is not expected to address the Emrta's constitutional convention -as "the National Council does not wish to interfer with the workings of the convention in times like these", a spokesperson of the National Council declared- although she may meet with some political representatives of the region, according to government sources, in a likely attempt to alleviate tensions between Midtenstadt and local representatives.

Vestmark and Austland assemblies approve their regional constitution

Vestmark and Austland become the last two regional constitutional convention to pass their own state constitution. Both were passed by a clear majority, although in the case of Austland constitution, it did not receive the support of the Social Initiative. It is expected that both proposals will be discussed and eventually passed in the National Assembly late this week.

Along Vestmark and Austland, five constitutional conventions have already passed their constitutional proposals, which must be reviewed by both the National Assembly and the constitutional council. Only the region of Emrta remains to pass their own state constitution, as the federal capital of Midtenstadt is not required to pass their own constitution, despite having similar competences than the other states.

It is not clear when those state constitutions could be passed. But it is increasingly likely that the National Council would authorize sooner than expected to hold referendums on the final constitutional draft, even if that implies having different dates for some of the referendums, unlike as it was previously rumoured.

First ever Juglander Ostlake winners received back home

Secretary Edda Stordalen received Anthelm Michaelsen and a group of film directors, actors, and representatives from the film industry.

Michaelsen had just returned, along actress Fryda Hexum, from East Moreland, where Michaelsen's short film "Good Business" won the Best International Short Film award in the 2021 Ostlake Movie Awards, the first ever Ostlake award for a Juglander production.

Michaelsen had a background as photographer and director of music videos, rather than in film industry. However, he felt he needed a new direction for his new project. Although he was always interested in science fiction, Michaelsen declared that it was rather his personal experience in the last five years which moved him to start his project. "It was not easy to find funding, but I hope that a new future for Juglander film industry has already been started, not just with own short film, but all those nominated in Ostlake, and other new projects", he declared. He declared that he's just enjoying of their success right now, and not thinking too much on the future, but he's considering to continue his experience in film industry with a new project.

A Royalist alternative discussed in Emrta

Gerulf Solstad, an independent representative in Emrta's constitutional convention, surprised with a both original and strange -some may say- proposal, which was issued and it will be discussed in this afternoon session. Solstad, a former member of the Liberal Party, has proposed that the regional constitution could mirror the Charter of Amvkhar, which established a limited form of self-government in the 19th century.

Solstad's proposal, which would imply restoring the monarchy in Emrta, received support from three conservative representatives -including a member of the Social Initiative coalition-, although Solstad tried to clarified that he is not promoting independence for Emrta. Instead, Solstad declares that his proposal could satisfy both those who wish a distinct form of goverment for the region and those who aim for a regional government flexible enough but still under the current constitutional order.

In an interview with a local newspaper, Kjartan Sandemorgen, who has backed Solstad's proposal, has declared that while a referendum asking directly about this issue is a likely option, they also studying the option that the project could advance through the constitutional convention, following by direct negotiations with the National Council and the National Assembly. Still, the proposal should have at least the backing of the Autonomous Movement for Emrta -the largest political group in Emrta's constitutional convention-, which seems more interested to negotiations for a new status for the region beyond the current constitutional order -which Solstad seemed to accept in a later intervention- that a particular form of government.

Sandemorgen has declared that the House of Welhaven-Goltzam, as the original guarantors of the Charter of Amvkhar, and still legally entity in Jugland, are a likely option to head the proposed government, although he openly rejected the option of former King Khrym, as both a political impossibility and the fact that he legally abdicated from the throne. A direct or indirect member of the royal family, or including the establishment of an elective monarchy, through a regent or a foreign noble, could be options that Sandemorgen mentioned.

There were no words from the Office of the House of Welhaven-Goltzam, and the idea was ridiculized by left-leaning representatives as "an outlandish and bizarre proposal aimed to waste the time to discuss more important issues", as a representative from the National Democratic Party declared. However, the surprising proposal may find opposition from leading monarchist forces, including even the former royal family, as if it was established in the terms originally proposed by representative Solstad, it would imply that the head of the royal house would be in a subordinate position behind the National Council, something unprecedented in Juglander history.

Government considerably reduces Defense spending

The National Assembly passed the National Council's 2021 budget review with a clear majority. The resolution reviewed and amended the year budget previously passed by the Provisional Government for the state expenditures during the present year.

While most changes are to distribute expenditures between the federal government and the state governments, which are expected to receive their competences through the second half of the year, there were important changes to have a more balanced for every of the seven federal department established with the formation of the National Council, although some are still expected to have a larger budget than others.

One of the largest changes in the budget, however, is the one related to defense and military spending. Although it was already expected, the defense military will experience the largest cut in a decade, going from the 6% of the GDP in 2019 to a 1.1% for the rest of the year. Most of that cut is related to the demobilization of thousands of soldiers, although it is expected that most of the saved money will be likely destined to employment programs for former combatants and long-term unemployed, as well as a joint program by the departments of National Security and Defense aimed to the simplification of the access to law enforcement for former soldiers.

Emrta's convention to consider alternative proposal

The Autonomous Movement for Emrta, the largest political party in Emrta's constitutional convention, has given green light that the proposal for the restoration of the Charter of Amvkhar under the current constitution could be discussed in the constitutional convention. So far, this decision will not imply that the Autonomous Movement for Emrta parliamentary will support the proposal, but rather the constitutional convention will have a special session so the promoters of the proposal could advocate for the proposal, and the convention could call citizens to answer questions from the representatives.

It is expected that Kjartan Sandemorgen, one of the promoters of the proposal along representative Gerulf Solstad, could address the constitutional convention and later receive questions from a special committee formed by a group of representatives. The Secretary of the Office of the House of Welhaven-Goltzam will probably invited to be questioned by the special committee, although he is not expected to address the general assembly of the constitutional convention.

It was rumoured that Princess Milgyd -the only member of the House of Welhaven-Goltzam living in the country- could be called to be questioned on the proposals, but this has not been confirmed yet. It is expected that several political groups will call as well a group of experts, including historians and constitutional law professors, both against and for the proposal, to testify to the constitutional convention to give their opinion on Solstad's proposal.

Nobility titles to be abolished

The National Democratic Party, the largest political party in the National Assembly, has announced that they have registered a legislation proposal aimed to abolish nobility titles in Jugland.

The legislation, named "Social Equality Act", which would eliminate nobility titles, as well as any nobility privileges and forbid any Juglander national from accepting foreign ennoblement. Although the new Juglander constitution established all citizens are equals before the law, some clauses from the Kingdom of Jugland's legislation still applies, particularly to land ownership and inheritance taxation.

Although the legislation is not a proposal backed by the National Council, and not all political parties from the government coalition support the legislation, it is likely to be passed by as the Federal Democratic Party and some Liberal Party MPs have expressed support for a similar bill in recent weeks.

However, it is likely that the Social Equality Act would require an amend to be passed by a comfortable majority, as the FDP parliamentary spokesperson declared that the House of Welhaven-Goltzam, Jugland's former royal house, is not officially included as the nobility title to be automatically abolished, as the National Council would prefer that to happen after negotiations with the federal government, mostly for legal reasons, given the long list of state properties and government buildings which could enter in legal conflict.

While the legislation would only affect around 1% of the families, a large amount of wealth could be directly affected by the law, if finally passed, as there are many lands which were granted to nobility families in the past as a concession from the state, and which official ownership may be disputed - likely bringing legal conflicts between the state and families. Gerlach Flogstad, General Secretary of the National Democratic Party, has declared that this could open the chance for an agrarian reform and wealth redistribution, although it is not likely that a majority of the National Council -Jugland's federal government- would support those proposals, according to recent statements.

Midtenstadt International Airport inaugurated

Midtenstadt International Airport, which aims to become one of the three largest aiports of the country, was inaugurated this morning.

The aiport was inaugurated in a ceremony attended by Johannes Skouen, Secretary of Transport, Energy and Communications, Raymond Furuholmen, Secretary of Finance, as well as the local mayor.

Midtenstadt became recently the capital city of the Federal Union of Jugland, although the new capital city is still considerably behind Albrektberg and Amvkhar in terms of population. However, the new aiport, considered the second in the country in terms of size, is expected to contribute to both the growth of the city and the increase of visitors.

A flight between Amvkhar and Midtenstadt became the first one to be received in the new aiport.

Failed insurrection in Albrektberg leaves 20 dead

Police and military forces were able to deter an armed insurrection against the National Council yesterday in Albrektberg, former Jugland's capital city.

While there is not much information about the conspirators and their immediate goals, it has been reported that they aimed to assault several government buildings, including the town council, as well as the headquarters of the state radio broadcaster.

Early in the morning, they were able to assault the City Planning Office and 50 armed men assaulted the state radio headquarters a few minutes later. However, they failed to seize the town council and, after a confrontation with military police, most of the attackers were forced to withdraw to a government building, former headquarters of the Ministry of Public Works. Surrounded after armed forces were mobilized from a nearby military headquarters, the assaulters in the radio building surrendered and were arrested without casualties.

Already at that time, videos of military trucks moving through the city and noises of gunshots nearby the former ministry building increasing confusiong and rumours in social media. However, the only direct confrontation between insurrectionists and law enforcement was in the mentioned building and in a nearby square, after a group of armed men marched toward the Justice headquarters but they faced military police in their way. After a brief exchange of fire, in which one insurrectionist was killed, they withdrew toward a nearby avenue, surrendering after a few minutes as security forces came to assist the miitary police.

About 10 am, the assaulters finally decided to surrender the City Planning Office and were immediately arrested. About 24 people were killed, including 4 policemen. A civilian was wounded, although his life was not in danger.

Most of the insurrectionists were former combatants, mostly recently demobilized soldiers. Sigeweard Hans Dahlgren, a former intelligence officer, is believed to be the leader of the insurrectionists. Secretary Lars Midtvedt has announced an internal investigation as it was confirmed that seven policemen (although only three of them are currently active in the police force) participated in the assault.

Secretary Grimwaldyna Nygaard and Secretary Osgard Rimfeldt were the first ones to address the nation, through a two-hour press conference. Secretary Rimfeld announced that a "conspiration against Jugland's democratic constitution" was successfully defeated by law enforcement. He praised policemen and armed forces for their loyalty, denying reports that the insurrectionists could have any kind of support from the armed forces, as it was reported previously.

About 200 suspects were arrested in Midtenstadt, and about 20 were arrested in other towns, mostly in Amvkhar, Nordheim and Hunnund.

Lars Midtvedt, Secretary of National Security, has announced that he will address the National Assembly this afternoon, to give more information about yesterday events.

Juglander Review

Investigation on failed insurrection continues

While there are still many things unknown about the March 15th armed insurrection, as the investigations is currently going on and many details are secret, some details were released following the intervention of Secretary Lars Midtvedt and reports for security experts.

While Sigeweard Hans Dahlgren seems to be confirmed as the leader of the armed insurrection in Albrektberg, it seems likely he was not alone, and he had likely several co-conspirators. The information we have right now suggests that their plan was to control Albrektberg, seizing key areas of Midtenstadt, probably including the National Assembly and nearby government buildings, and issue a national proclamation looking for support from the armed forces. It was reported that they planned the assassination of General Gaufryd Wygene, Chief of the General Staff. However, that assassination failed, suggesting that probably law enforcement had information about such plans and was able to take countermeasures.

About the goals of the coup, while it is seems clear that they aimed to declare martial law and ban several political parties, including the National Democratic Party. The National Council would be abolished, although it does not seem that they planned that Dahlgren would lead the new government. Instead, they seem to have plans to form a "transtional government" which would include General Stian Mjosberg, Egor Meremam, and Osgard Rimfeldt. The later, current Secretary of Defense, has denied any knowledge of such proposal or any contact with the conspirators. As several of the insurrectionists were former members of the United League, a pro-government conservative milita in which Rimfeldt was once a leading member during the war, it has been suggested that they considered his nomination for his political background without knowning he would accept, likely aimed to gain quickly support from the armed forces. Secretary Rimfeldt has offered to answer any question from the members of the parliament, and even offering his immediate resignation in case a majority of the National Assembly decided so. Despite initial reports, they did not seem to aim necessarily to a restoration of the monarchy, as they were considered a transition toward an unitary presidential republic.

In the last two days, about 500 suspects have been arrested, including two military officers, one from Nordheim and a second one from Hunnund. It is not clear if they were supposed to join the conspiration, but it seems likely they have probably contacts with some of the conspirators. Most of the suspects belonged to conservative and nationalist groups, with a few exceptions. 10 of the suspects were members of the Freedom Party, although a spokesperson of the party has denied any knowledge of the conspiration, declaring that none of those suspects had been neither candidates or played any important role in the organization. However, most of the suspects, particularly those who participated in Albrektberg, were likely former combatants recently demobilized from armed forces, with not likely political background, one researcher has declared in an interview.

Interrogations of the suspects have already been started, and it is believed that the most important suspects behind the conspiration were already surrendered and arrested, with the exception of Godric Larsen. It is likely he played an important role in the investigation, although it does not seem that he participated directly in Albrektberg insurrection. Still, investigators believe that his arrest could bring light about the case, as he seems to have been particularly active during the week before, with contacts with Dahlgren and other leading conspirators. According to a leaked report from Albrektberg Herald, the police believes that Larsen probably fled the country the same day, likely leaving to Royal Selucid via Lazkhovia. It is unclear, however, if he would have remained in the Midanye nation.

Princess Mildgyd addressed current situation in exclusive interview

Princess Mildgyd, the last direct member of the House of Welhaven-Goltzam, former Jugland's royal house, living in the country, has given an interview with one of Jugland's main national newspapers. The interview came only a day after after it was revealed that leading members of a monarchist organization established by the Duke of Oslandet were in close contact with some of the Albrektberg armed insurrection.

Ewald Mannwald Fleischer, Duke of Oslandet, is a relative of the House of Welhaven-Goltzam, as he's a cousin of his brother, former King Khrym I (the Princess and the Duke, however, are not direct relatives, as both siblings were born from different mothers). However, Fleischer's lawyer has declared that his client has no knowledge about such situation, and clarified that he is not being investigated by Juglander authorities (something that it was later confirmed by the Department of Justice).

Both Princess Mildgyd and the Office of the House of Welhaven-Goltzam issued a statement condemning the insurrection, and she tried to assure that such position was sincere and certain, although she "could imagine the skepticism from some people...following the turbulent decade our nation has experienced". When pressed why she did not issue such statements in the past, when violence and crisis erupted in the country, she declared that "it was a different time back then...I have never held a political office -she clarified- but I feel I have a different personal situation right now".

However, Princess Mildgyd declared that she has no role on Kjartan Sandemorgen's proposal on Emrta autonomy. "I have only met them [Sandemorgen and representative Solstad] about twice...we discussed several topics. I was curious about their proposal, of course, but they do not speak in my name, and I am not part of that campagin". However, she declares that she is willing to address Emrta constitutional convention, as planned, in order to answer any question that the representatives may need to ask, either about the proposal or current affairs. Regarding recent reports that fugitive Goldric Larsen visited in recent months Achkaerin and Darfordia, where most of her relatives have established, she simply declared "I can assure, with absolute certainty, that the Office [of the House of Welhaven-Goltzam] has assured that they had not contact or knowledge of said person".

Despite she did not abdicate or renounces her rights to the throne as they were established during the Kingdom of Jugland, she declared that she considers herself another Juglander national subject to the constitution. She denied any symbolism in that decision, declaring "it was the people who gave legitimacy to the Federal Union and the constitution, and they will continue to do so until they decide otherwise".

Asked about if she will continue to be the nominal head of the House of Welhaven-Goltzam until Prince Athanaric becomes legal age -her nephew and former King Khrym's son-, she rather declared that the existance of the House of Welhaven-Goltzam as a legal entity rather depends on the parliament and the courts, and not the wishes of a sole person. She declares that she hopes to reach a constructive agreement with the National Council regarding the status of the royal family, mostly regarding the disputed state properties that where granted to the royal family under Juglander legislation. She declares that she is not looking for a legal conflict regarding such properties as the two main palaces, which she is hoping they will become a museum or a similar cultural project.

Princess Mildgyd, however, did not answer to personal questions, such as her recent divorce.
