As an educator I can tell you no nation has a literacy rate of 100. While North Korea may claim they have that is BS. For example someone with very severe learning difficulties like extreme autism will never be able to read and write, therefore that's why you see many developed nations with 99.9%. Finland always tops league tables for education in Europe and has a literacy rate (according to 2012 data) of 98%.

Well, these are the official numbers, I actually intended to go a bit DPRK with that detail. If we're going meta, the literacy rate in my country is about 94%. Though, at higher population counts, the amount of people who are fully unable to become literate is too low to account for even 0.1%, so you could argue it'd be fine to round to a 100% in such a case.

I think the stats are for realism purpose. In a ooc sense they should be reality, however your more than welcome to in RP use the 100% figure as propaganda. Just for example if in reality a nation had a really low literacy rate they'd be precluded from having a super high tech society, likewise if poor.
