Addressed to the representatives of those concerned

THE PALACE, LUNGSOD - I would personally like to echo the assertion made by President Ebston Feish with regards to the multilateral exercise "Operation Olympus" around the Antalin Sea and the Quintoppia Bay.

The Empire of Quintelia demands the Imperial Rokkenjiman Navy to cease and desist any naval and military action within the area of operations for the duration of the exercise.  We see these actions as a clear and present military threat towards our nation and our defense capabilities. While we intend to maintain a cordial relationship between our nations, I believe that the placement of nuclear-powered submarines threatens this formed relationship.

I would also like to take this opportunity to criticize the action of President Ebston Feish. Not only have his actions almost compromised the exercise operations, but it has also possibly compromised possibly classified information regarding our naval equipment. Inviting the Rokkenjiman Navy has threatened Quintelia and SANE defense position.

Salam! While I am glad to hear that there has been developments towards achieving peace and stability in the region, however I am aggrieved that the situation in the rural areas have not changed. Sadly, I cannot personally attend this meeting, however I will send Foreign Affairs Minister Sofia Allena and Admiral Dominic Empedrad to attend in my stead. I hope that this round of talks is as fruitful as the last one was and pave the way towards achieving true peace in the region.

QUINTELIAN CASUALTY IN SICR WAR

SICR EMBASSY, NUEVA LUNGSOD - Earlier this year, the Quintelian Military sent ground, naval, and aerial reinforcements to support the SICR’s effort against anti-government forces. The Quintielian Armed Forces deployed a total of 5,700 infantry troops as well as 23 tank crews. The Quintelian Navy deployed the Helicopter Dock QRB Pagong and destroyers QRB Taga-Sira and QRB Siga to the coasts of Wangdu-Essen. The Quintelian Air Force meanwhile deployed 20 fighter squads and 1 bomber squad as well as 40 reconnaissance planes. Non-combatant personnel were also deployed—650 medical personnel, 250 logistics personnel, and 21 technical specialists.

As of Christmas Day, the SICR and Quintelian military confirmed 31 military personnel and 2 non-combatants were killed, with 2 soldiers still missing. The families of those killed-in-action were informed and given proper compensation prior to today’s release.



RAILROADS REGAIN RECOGNITION

MINISTRY OF TRANSPORT, LUNGSOD - Rail transport was the main mode of transportation for Quintelians travelling between cities provinces with an annual pre-Mutiny ridership of 50 million people. The Mutiny however damaged most of the rural railroads and has since been neglected, lowering the annual ridership to just 10 million people. A small modernization initiative was done in 2016 which saw the purchase of some rolling stock however the industry is still largely neglected. On average, inter-city passenger trains run 30 minutes behind schedule, provincial passenger trains around 2 hours behind, and freight trains a staggering 4 hours and 15 minutes behind. With unmaintained rolling stock, shrinking manpower, and an aging rail network, the future for the Quintelian rail industry was sure to decay and have millions be left almost disconnected from the rest of the country

This was until last year when Quintelia signed an agreement with Ui Cenneslaig, Cantabria, SICR, and New Derusmia to build a “Southern Line” which will link southern Ardian nations through High Speed Rails (HSR). The project currently spans six countries and is speculated by geopolitical experts to include a line connecting to northern Ardian Nations. This agreement saw an increase in both public interest for the revitalization of the rail network and private investments to rail companies. Earlier this year, construction began in major cities such as Lungsod and Maasin where tracks were refurbished to be able to support high speed rolling stock.The Main Line will run from east to west from the borders of SICR near Nueva Lungsod to Lungsod and from north to south from the borders of New Derusmia to the borders of Kodumaa. The Quintelian High Speed Rail Network will connect major cities and industrial centers to the Southern Line.

“The Main Line will be the focus of the project, with its construction costing up to $135 billion.” Minister of Transportation, Lucio Tan Ochoa, said in a press conference. “This would include more than 5,000 kilometers of rail being either rebuilt or constructed from scratch, 90 stations would be built of which 17 would be commuter hubs, and 4 southern line hubs where international routes would stop. This project would need 2,430,000 workers including 180 engineers and the logistics would be difficult to handle in the more remote parts, but it won’t be impossible. The biggest hurdle we currently have with the Main Line would be the mountain ranges bordering Quintelia and SICR.”

Section I - Diplomacy

(4) Should disputes or conflicts arise between the High Contracting Parties over problems of one kind or another, both parties shall settle these disputes or conflicts exclusively through friendly exchange of opinion or, if necessary, through the establishment of arbitration commissions.

(5) The parties shall allow citizens of each other to apply for a fast track visas aiding in travel between the two nations for purpose of trade, recreation, and business. These visas shall be available to anyone who meets the following criteria

(a) Has a return ticket
(b) Is able to fund the duration of their stay.
(c) Has no criminal record
(d) Is not deemed a threat to national security.
(e) All requirements have been fulfilled in accordance to local laws and procedures when conducting trade and/or business.

(6) Both parties agree to the establishment of a system of extradition for persons accused of crimes in one country to the jurisdiction of the other. Extradition shall take place only when compelling evidence has been presented and the country who would be granting extradition is satisfied that Articles four and seven of the Mundus Convention of Universal Rights has been met.

Section 2 - Trade

(7) The parties pledge to trade fairly with each other and to respect the lawful commerce of each party.

(8) Neither of the parties shall create limits, bans, or quotas on the goods or services of the other party on basis of their origin from the other party, with exception to such taxes, limits, bans, or quotas created by international organizations of which the parties are members thereof.

(9) The parties recognize the right of free commercial navigation through the waters and airspace of the other party, with adherence to local laws and procedures.

(10) Ships entering and docking in the port of Baarya shall pay no fees, and a discount of 5% shall be made on the sale of real estate and land within the borders of Baarya.

Section III - Extraneous Agreements

(11) The Quintelian Ministry of Tourism and Immigration shall launch a tourism campaign promoting Phuebran tourist sites and culture.

(12) The Phuebran Military agrees to provide a base of operations for Quintelian peacekeeping forces under the direct orders of the Phuebran Military.

Section I - Diplomacy

(11) The parties agree to build a passenger and cargo rail line connecting the capitals of SANE members, namely: Lungsod, Metria, and Nanjing, to the city of Stolitsa.

Section III - Defense and Security

(12) Both parties shall desist from any act of violence, any aggressive action, and any attack on each other, either individually or jointly with other powers.

(13) An armed attack on one party shall be considered an attack on both parties.

(14) The parties agree to share military intelligence that is believed to be in the interest of the safety and security of the other, so long as doing so does not compromise the safety or security of themselves.

(15) The parties agree to an annual officer exchange between their armed forces to promote cooperation between their armed forces.

(16) In the interest of security and mutual defense the two parties give permission and access to military vessels through each of the other High Contracting Party's territorial waters under the following conditions

(a) An official communique shall be sent to the other Party's High Command as to the reason why military vessels are entering territorial waters.
(b) Prior to entering territorial waters a naval route, compliment, and plan shall be sent. Vessels shall not deviate from planned routes unless requested by the other party or it is in response to a SOS call.
(c) Neither of the two parties shall conduct military maneuvers in the others Exclusive Economic Zone (EEZ) without prior authorization.
(d) Continual communication shall be maintained while military vessels of one party are within the territorial waters of the other.
(e) The vessels shall at all times except where otherwise explicitly accounted for act in accordance with the Fair Seas Concordat.

(17) In addition to Section 17, military aircraft passing through each of the other High Contracting Party's territorial airspace under the following conditions

(a) An official communique shall be sent to the other Party's High Command as to the reason why military aircrafts are entering territorial waters.
(b) Prior to entering territorial airspace a flight route, compliment, and plan shall be sent. Aircrafts shall not deviate within 1 kilometer from planned routes unless requested by the other party or it is in response to a SOS call.
(c) Neither of the two parties shall conduct military maneuvers in the others airspace without prior authorization.
(d) Continual communication shall be maintained while military aircraft of one party are within the territorial airspace of the other.

Both have their advantages and disadvantages.” The King motioned for his minister to get drafts from his case. “Also, let me bring this up first, in either of the agreements, the oil rights, marine resources rights, and hunting rights are still under the Kingdom of Quintelia and are non-negotiable.” King Lapu said as the Minister distributed the drafts to the Josaians.

QUINTELIAN-JOSAIAN JOINT AGREEMENT ON TUNGA AND SILAGO CONDOMINIUM

Article 1: Scope of the Agreement

1. The municipality of Tunga, and all of it’s barangays, and the municipality of Silago, and all of it’s barangays, and municipal, provincial, and national infrastructure shall be the main scope of the Special Administrative Zone(SAZ)

2. The 5,037 citizens of Tunga and the 1,513 citizens of Silago shall be subject to the SAZ

3. The topsoil, bedrock, freshwater, airspace, coasts , and 100m of marine water from the coast during low tide within the aforementioned municipalities will be part of the SAZ

4. The rights to the terrestrial extraction of common earth minerals, natural gas, and coal, and the clearing of jungles and marshland would be subject to further discussion

5. The rights to the terrestrial extraction of oil, rare earth minerals, marine extraction of metals, fossil fuels, and any fishing activity beyond 100m from the coast of the SAZ will be fully reserved by the Kingdom of Quintelia.

Article 2: Renaming Convention

1. The Republic of Josai reserves the right to rename the SAZ so long as an elected representative of the SAZ agrees to the renaming.

2. The Kingdom of Quintelia reserves the right to nullify the Special Administrative Zone’s new name for any reason.

Article 3: Jurisdictions
1. The SAZ shall be jointly simultaneously under the national jurisdiction of the Kingdom of Quintelia and the Republic of Josai

a. National laws that contradict will be given to the High Courts of Josai to decide. A municipal referendum may be initiated by the Supreme Court of Quntelia to assist in making the decision.

b. The Republic of Josai reserves the right to approve or decline the inclusion of the SAZ in national elections, polls, census, and referendums.

c. The Kingdom of Quintelia reserves the right to approve or decline the inclusion of the SAZ in national elections, polls, census and referendums.

d. The Supreme Court of Quintelia has the right to exercise jurisdiction over the SAZ for the first ten years. The High Courts of Josai will have the right to exercise jurisdiction over the SAZ for the subsequent years.

I. The Kingdom of Quintelia reserves the right to permit the jurisdiction over the SAZ for any given time provided the High Court of Josai provides a formal written consent.

2. The SAZ shall be independent from the provincial government of Baybayin Province, and thus will not be represented in the provincial congress.

3. The municipal governments of Tunga and Silago shall be united under a single municipal or city government in the next local election cycle 2022.

a. Candidacy for any municipal level governmental position shall be open to Josaians with dual-citizenships, as described in Article 4 Section 3, by the election cycle of 2028

b. The Quintelian Ministry of Internal Affairs reserves the right to impeach and convict any elected and appointed official within the SAZE.

c. The municipal court shall be presided over by the current municipal court of Tunga

4. Barangay divisions and governments shall remain in status quo.

a. Candidacy for any barangay level governmental position shall be open to Josaians with dual-citizenships, as described in Article 4 Section 3, by the election cycle of 2024

b. The Quintelian Ministry of Internal Affairs reserves the right to impeach and convict any elected and appointed official within the SAZ.

c. Creation or dissolution of barangays shall be subject to the approval of the Quintelian Ministry of Internal Affairs.

Article 4: Citizenship

1. Quintelian citizens currently living in the municipalities of Tunga and Silago shall be given dual Josaian-Quintelian citizenship.

2. Quintelian citizens that choose to immigrate to the SAZ shall be given the choice to be given a fast-track Josaian citizenship

3. Josaian citizens that choose to immigrate to the SAZ shall be given the choice to be given a fast-track Quintelian citizenship.

4. Citizens of countries with which either of the two parties had previous agreements shall be given the choice to be given Josaian and/or Quintelian citizenship.

Article 5: Taxation and Services

1. The SAZ shall be subject to the national taxes and services of both nations until 2030.
a. Citizens that are living in, and businesses that have been established in the SAZ as of the time of signing shall not be subject to Josaian national taxes until 2030. After which, it will be subject to taxes based on the decision described in Article 5 Section 4

b. Josaian businesses that have filed for the permanent establishment of residential, industrial, and/or commercial establishments in the SAZ within 6 months of the signing of the agreement shall not be subject to Quintelian national taxes until 2030. These will be subject to scrutiny by the Ministry of Trade and Industry and thus reserve the right to exempt or subjugate a Josaian business to national taxes. After which, it will be subject to taxes based on the decision described in Article 5 Section 4

2. The SAZ shall not be subject to provincial taxes and services of the Baybayin Province.

3. Municipal taxes and services shall be provided until the start of 2030.

4. A municipal referendum will be held in 2030 to determine the continuation of the implementation of taxes for the national and municipal level.

Article 6: Borders, Imports, and Exports

1. The border between the SAZ and the Kingdom of Quintelia shall be open and will not be subject to any border tax and additional security

a. Toll fees for the Quintelian Coastal Expressway shall remain status quo.

2. The maritime border between the Kingdom of Quintelia and the SAZ, as described in Article 1 Section 3, shall be the limit of any land reclamation projects.

3. Deployment of any national military asset of any nation within 1 kilometer of the SAZ shall be considered as an act of aggression to both parties unless authorized by both parties.

a.Deployment of any national military asset by either nation shall be considered as an act of aggression to the other unless authorized.

b.Any military asset by any party passing through the airspace, Quintelian Coastal Expressway, or the Southern Line shall not be subject to Article 6 Section 3 without prior authorization by both parties.

4. Any goods manufactured and harvested in the SAZ and exported to either Josai and Quintelia shall be exempted from domestic and international export taxes of both parties.

5. Imports of construction materials, equipment, and machines to the SAZ through the Maasin International Airport or through the Port of Maasin shall be exempted from domestic and international import taxes of both parties.

6. Imports coming from either Josai or Quintelia shall be treated as domestic imports and thus taxed as such.

Article 7: Payments and Compensations

1. A direct payment of $400 million dollars in gold bullion, or tangible assets of similar worth shall be made to the National Treasury of Quintelia.

a. This payment should be fulfilled within 20 years of the agreement, or can be extended by another 10 years, in which an additional 1% interest per annum will be applied.

b. Failure to fulfill the payment within the time limit will nullify the agreement
2. A direct payment of $92 million dollars shall be made to the Provincial Treasury of Baybayin

a. This payment shall remain unused by the province until 2040.

b. This payment should be fulfilled within 10 years of the agreement, or can be extended by another 10 years, in which an additional 1% interest per annum will be applied.

c. Failure to fulfill the payment within the time limit will nullify the agreement.

3. Each adult citizen of the municipalities of Tunga and Silago shall receive an annual compensation of at least $10,000 and/or be hired by a Josaian company giving them the equivalent amount of wages.

4. Any agricultural plots, residential, industrial, and commercial buildings that will be demolished by Josaian companies shall be justly compensated by the company or by the Republic of Josai.

Article 8: Extraneous Clauses

1.The Republic of Josai shall establish a consulate within the city of Maasin and an embassy in Quintelia.

2. The Kingdom of Quintelia shall establish an embassy in Josai.

3.The option to join SANE as either a full member or as an observer shall be opened to the Republic of Josai.

Article 9: Nullification of the Agreement

1. The agreement can be nullified if any of the agreed upon terms within Articles 1-7 are violated.

2. The nullification will be reviewed and investigated upon by a committee consisting of 10 people appointed by the Republic of Josai and 10 people appointed by the Kingdom of Quintelia and will vote for the sanctioning of the nullification through a unanimous decision.

3. The nullification of the agreement shall therefore fully return the SAZ back to Quintelian jurisdiction. Citizenships acquired in the SAZ shall also be nullified.

Article 1: Scope of the Agreement

1. The municipality of Tunga, and all of it’s barangays, and the municipality of Silago, and all of it’s barangays, and municipal, provincial, and national infrastructure shall be the main scope of the Special Administrative Zone (SAZ)

2. The 5,037 citizens of Tunga and the 1,513 citizens of Silago shall be subject to the SAZ

3. The topsoil, bedrock, freshwater, airspace, coasts , and 100m of marine water from the coast during low tide within the aforementioned municipalities will be part of the SAZ

4. The rights to the terrestrial extraction of common earth minerals, natural gas, and coal, and the clearing of jungles and marshland within the aforementioned municipalities will be part of the SAZ

5. The rights to the terrestrial extraction of oil, rare earth minerals, marine extraction of metals, fossil fuels, and any fishing activity beyond 100m from the coast of the SAZ will be fully reserved by the Kingdom of Quintelia.

6. The lease shall be in place by the start of the year 2021 until the year 2071, wherein a referendum will be held in the SAZ with four options namely:

a. Continued Lease
b. Independence
c. Be Returned to Quintelia
d. Be Left Under Josai

Article 2: Renaming Convention

1. The Republic of Josai reserves the right to rename the SAZ so long as an elected representative of the SAZ agrees to the renaming.

2. The Kingdom of Quintelia reserves the right to nullify the SAZ’s new name for any reason.

Article 3: Jurisdictions

1. The SAZ shall solely be subject under the national jurisdiction of the Republic of Josai

a. The Kingdom of Quintelia reserves the right to approve or decline the inclusion of the SAZ in national elections, polls, census and referendums.

b. The Republic of Josai reserves the right to approve or decline the inclusion of the SAZ in national elections, polls, census, and referendums.

c. The Supreme Court of Quintelia reserves the right to preside jurisdiction over the SAZ during the first and last year of the lease. The High Courts of Josai will preside jurisdiction over the SAZ for the rest of the lease.

2. The SAZ shall be independent from the provincial government of the Baybayin Province and shall not be represented in the provincial congress

a. Utilities and services provided by the province shall be provided until the start of 2030.

3. The municipal governments of Tunga and Silago shall be united under a single municipal or city government in the next local election cycle 2022.

a. The municipal government of the SAZ will be elected in the next local election cycle or through an appointment by the Republic of Josai.

b. The municipal court shall be presided over by the current municipal court of Tunga.

4. Barangay divisions and governments shall be decided by the Republic of Josai.

Article 4: Citizenship

1. Quintelian citizens that choose to immigrate to the SAZ shall be given the choice to be given a fast-track Josaian citizenship

2. Josaian citizens that choose to immigrate to the SAZ shall be given the choice to be given a fast-track Quintelian citizenship.


3. Citizens of countries with which either of the two parties had previous agreements shall be given the choice to be given Josaian and/or Quintelian citizenship.

Article 5: Taxation

1. The SAZ shall be subject to the national taxes and services of the Republic of Josai

2. The SAZ shall not be subject to provincial taxes and services of the Baybayin Province.

3. Municipal taxes and services shall be provided until the start of 2030.

4. A municipal referendum will be held in 2030 to determine the continuation of the implementation of taxes for the national and municipal level.

Article 6: Borders, Imports, and Exports

1. The border between the SAZ and the Kingdom of Quintelia shall be open and will not be subject to any border tax and additional security

a. Toll fees for the Quintelian Coastal Expressway shall remain status quo.

“Before I ask something from Josai, I suppose I must let you first choose the land Josai would develop, then we can negotiate about the price.” The King took out a map of Quintelia and placed it on the table.



“I handpicked three possible areas that are sparsely populated as of now. Their area and population differ but their economic values are in the same ballpark. I will let Buendia here expound on the details of each area.” The King slid the map over to the President.

Minister Buendia Puyat stood up and set up his powerpoint as a visual aid “The northern area consists of the towns of Tunga and Silago with a combined population 6,550. Tunga and Silago both have flat terrain great for farming and building a city with a patch of jungle by the banks of Baybayin River. The coasts of Silago are lined with pristine white sand beaches while Tunga’s coast is settled by several fishing communities. As you can see, the northern territory borders the outskirts of Baybayin provincial capital Maasin City and the Baybayin River. Maasin city is a resort city with a population of 1,345,980 and is served by a medium-sized cargo port and a domestic airport with an expansion project being planned as I speak. Within the next year, if Josai chooses Tuga and Silago,  it would be serviced by the Southern Line and link it to New Derusmia, SICR, and Ui Cenneslaig. As of now, the Coastal Expressway connects the area to Maasin, Lungsod, and even provides access to New Derusmia.”

Buendia took a sip of water before continuing. “The southern area consists of the towns of Gasan, Mogpog, Banton, and Santa Maria with a combined population of 85,230. Mogpog currently has a plantation under Dizon Farms which employs most of the town, while Gasan and Banton have a forestry-centered industry, with patches of cleared land currently used as grazing land for cattle. Santa Maria is more developed than her three neighbors with it being the commercial and industrial center in addition to it having its own medical clinic and a small airfield that can be expanded should Josai choose to. The town also touches the Greater Romblique Swamp, a wildlife and nature reserve, which will be turned over to the Ministry of Environment and Natural Resources should Josai choose this location. While a connection to the Southern Line would not be possible for a few years, possibly a decade, the Romblique Highway currently serves the four towns connecting it to the Provincial capital Lawapan and has a service road to Kodumaa.”

“And last but definitely not the least you have the midlands area in Ilocandia Province which consists of the town of Carasi. Carasi has a population of 2,650 with most of them employed by Dizon Farms. Due to the town bordering the Ilog River, it’s soil is very fertile and perfect for agriculture while still firm enough to set up a city. All of Carasi has flat terrain with a few patches of jungle by the banks of Ilog River. The town is connected by the Central Expressway to the cities of Laoag, San Jose, and Lungsod and the Southern Line will run through the town.”

The King took a swig at his flask and spoke. “Once your excellency has chosen their area, then we can talk terms. As for price, I would like to hear what you can offer in terms of cash, assets, and/or possibly an accord for exclusive trade deals. LEGAL DRUGS: A BLESSING OR A CURSE?

Use of recreational drugs that are usually illegal in other countries such as cannabis, opioids, cocaine, hallucinogenic mushrooms, and even methamphetamines have been formally legalized by the first Quintelian President Boniface in 1901 as a way to maintain traditions and customs of most tribes. Narcotics were then temporarily banned under the Roxas regime in 2008 to "save the economy from lazy Quintelians". King Lapu later on re-enacted the legalization of all recreational drugs in 2011 as part of his "de-regulization". The Ministry of Health later on imposed light restrictions on the processing of opioids and methamphetamines and limited the legal dosage for ketamines, lysergic acid, and ecstacy in 2013.

Historically, herbal hallucinogens have been integral to tribal customs ceremonies since they were founded. One such notable ceremony with heavy use of drugs is the Wewazkangz burial ceremony of a monarch, wherein the Elders of the Tribe and any representative from other tribes take in hallucinogenic mushrooms as the deceased monarch is being burnt on a stake made of hemp. It was also customary for Esiha and Wewazkangz tribe members to drink tea mixed with psychedelic mushrooms, and opium in addition with spices such as nutmeg, cinnamon, and gingee; while coca and tobacco leaves were often chewed with caustic lime as a stimulant. Due to these traditions, herbal and fungal drugs are more often used than synthetic drugs such as methamphetamines and lysergic acid. Moreover, the stipulations put up by the Ministry of Health limits the dosage and consumption of certain drugs, thus making locally-made narcotics safer than illegally-made drugs from other countries.

This gave the country an opportunity for the government to open a new sector in the economy. Drug tourism has attracted tourists from all over the world to visit the Green Market of Lungsod as well as the Red Light District of Ayala City, among other drug hotspots. Drug tourism alone contributes a yearly revenue of more than $9 billion to the Quintelian economy, and the local recreational drug trade has provided $32 billion in tax revenue last year alone. In addition, the Quintelian drug trade currently employs an estimated 1.7 million people as farmers, manufacturers, and distributors. Dizon Pharms, a pharmaceutical subsidiary of Dizon Farms, and Wildflower, one of the largest narco-agricultural companies, spend a considerable amount in researching cannabis, coca leaves and other crop drugs as an alternative remedy. All of this, however, comes at a moral cost.

Recent census shows that between 20 to 33% of all Quintelians consume drugs that are neither alcohol nor tobacco based. International drug smuggling, as per the intelligence agencies of most countries, are mostly attributed to cartel groups shipping Quintelian-made drugs to other countries. Yearly, around 25,000 Quintelians overdose on opioids, ketamine, and other narcotics while an additional 6,000 Quintelians die due to accidents caused by impaired senses and 1,000 suicides were attributed with drug abuse. On top of this, 100,000 Quintelians enter rehabilitation centers yearly costing the healthcare system an additional $1.2 billion in annual cost. Furthermore, drug abuse cost the nation between $19 - $70 billion in lost productivity.

In this four-part mini-series by the 24 Hours News Network, we will explore the good, the bad, and the ugly sides of the Quintelian drug argument, and in doing so, answer the question Quintelians have been asking for the past century: Are our legal drugs a curse, or a blessing?

As for Mr. Nye, I suppose me and Antonio here can meet and have a chat with him some other time instead.”

“Now with your space talk a bit dealt with, maybe we can move on the topic a bit.” Lapu continued, glancing around the room. “Now, as for your CSTO proposal, we may have to look into it more, however I suppose we can consider SANE having an observing representative and vice versa. With a better communication, we can steadily build on inter-organizational policies based on our visions for the region. Cooperative projects between our two faction should be a start.”

The King walked up towards the manor, with one hand on his sword, the other swinging freely. Alongside him was the newly appointed Minister of Trade and Industry, Buendia Puyat, who was reviewing the sites they’re trading away to Josai. King Lapu  and Buendia approached the president, bowing to her and holding his hands out. “Madam President, nice meeting you once again.” The two then shook hands with the secretaries, before Lapu approached Emperor Jindunming. “Nice to see that an ally of ours is here as well.” Lapu greeted. “You also have a city where your approval rating is quite low too?” The King jested and lightly punched the emperor on his shoulder.
