To - The Honourable President Daina Testruvial of Matthelon

I am writing to you in order to gauge your interest at a meeting between our two nations. As nations of Eastern Aranye it has been far too long since our nations have sat down and talked together and I am hopeful that we can change that in the coming months. I have always longed for greater co-operation in the East of Aranye and would be delighted if perhaps our two governments can begin us down that path. With that in mind I would like to invite your government to come to Tartu for formal meetings between Prime Minister Darijus Laine, myself and your own delegation.

Should your calendar not permit a foreign visit we would be only too happy to visit your Federation at your earliest convenience.

There had been preparationary talks between various members of SUN and Lijiang but to date no agreements had been made. It was for this reason Mari Sepp, the Chistopol ambassador to SUN, had convened a BBQ at her home in Golgagra close to the HQ building. She had invited the three other ambassadors as well as various other members of the SUN team. An invitation had been sent to the Dragon-Emperor himself or one of his representatives. The BBQ itself had been lit and the ambassadors staff had cold drinks ready for when the guests arrived.

The talks would be informal at first, their task was simple gauge Lijiang's interest in their organisation. They believed that the Dragon-Emperor would fall short of fully joining the organisation but perhaps they could get them to accept some economic arrangements that could be of use to them all as the Lijiang market was potentially huge and untapped in many regards. Adding to SUN's membership was a long term aim of the body but today would perhaps not be that day.

Darijus Laine had been rather annoyed when he had heard what Pharaoh  had said to her own media, she spoke with a lack of apparent knowledge of Chistopols own conflict but when you had the arrogance to call yourself "Sovereign of Sovereigns" perhaps it was permissable to not know much of other nations. That hadn't stopped the First Minister extending an invitation. His dislike of royalty was well known, he didn't believe anyone who just so happened to have popped out the correct vagina should be entitled to rule over people's lives. It was bad enough having to negotiate day to day business with the family of King Kārlis IV, but at least the King was content to act in a mere role as a figurehead with only seemingly small trappings of power. It was Crown Prince Kārlis who was the thorn in his side and so the First Minister was pleased when at Tartu airport the King had arrived.

King Kārlis IV was soon to turn 90 years of age and having spent all but three months of his life as King of his nation he had known a life of service. Today he was a man smaller than he had been in his prime but even after his knees had stiffened, his back begun to bend he still insisted on climbing out his car unaided except for the polished black wood walking stick. "Good morning Darijus" The King extended an arthritic hand to his First Minister.

"Good Morning Your Majesty" Darijus responded with politeness but no bow. "I wasn't sure whether you or your son would come today."

"I think it important if a monarch is visiting I dust off my diplomatic skills." The King smiled. "Beside I'm not letting him have all the diplomatic adventures. I felt rather sad I missed Waddan."

"It was different to say the least" Darijus had to admit the meeting had gone better than expected. "Has anyone used that saddle yet?" The Minister asked in regards to the Royal Families gift from the Sultan.

"Young  Princess Jana has been casting envious eyes on it." The Kings eight year old grand-daughter was turning into somewhat of a horse-woman and no doubt would take over the royal stables at some point. "It seems the day is about to begin." The King added as he spotted the visitors aircraft arriving. As if by some process of magic the King seemed to grow a few inches as his ancient spine seemed to stretch as his posture miracously improved and it seemed almost as though his cane was not needed.

If Tartu was the gem of the Kingdom is was one that had been chipped and lost its shine long ago. What had once been a thriving city through the 19th and early 20th Centuries had been the scene of vicious fighting in the 1960's and even after had struggled to regain its lustre. The city was made up of row upon row of concrete housing blocks, the ground floors of which were turned over to commerce while the residents of the city lived above them. Thankfully the one positive of the rebuilding of the city was the fact that there had been plenty of oppurtunities to put green spaces in so that those consigned to living in the small flats that most Tartuites called home had places to stroll and relax on the frequent sunny days.

Today one such of these green spaces was off limits to the general public as it was effectively surrounded by a ring of steel with large temporary metallic panels put around the Royal Park. The perimeter of the park was being patrolled by khaki clad soldiers who appeared pretty casual about the days proceedings. At Tartu International Airport there would be a small welcoming party but the aim was to keep the arrival of the Bene Gesserit Reverend Mother rather low key. In the view of the First Minister, Darijus Laine it was important to find out about this "Sisterhood" as it appeared the Kingdom may have a significant number of them and added to that they had the place the Bene Gesserit considered the Holy Land on the doorstep the downside however was several influential nations called them terrorists and until The First Minister could work out which nations they saw as the most significant to befriend they didn't want to upset them. A convoy of black armoured cars made their way up to the entrance to the park and it was here the First Minister and King Kārlis IV would meet their guest.

"Reverend Mother, welcome to the Kingdom of Chistopol" The First Minister was the first to greet her extending a hand in welcome. It had been determined that he should be the first to welcome the guest as it would show that while on paper Chistopol was a Kingdom it was the people who had the real influence. Darijus though was a man who respected the King and believed that he was the personification of what was good about the nation. "It's my pleasure to introduce His Majesty King Kārlis."

"Dear Lady" the King stepped forward his left hand gripping the top of a black wooden cane topped with a silver decretive panther's head. The King figured that for this short meet and greet followed by the walk into the park itself he didn't really need the cane but he had good days where he could walk for hours but then other days his legs would suddenly feel like heavy weights and occasionally had failed him. He did not want that to be his first impression. "Its good to meet you. I hope you've had a safe journey. Where have you come from as I heard you'd been busy on business around Mundus." The two Chistopolians and the Bene Gesserit delegation entered through the metal protective screen. The park featured a network of white gravel paths that were flanked by avenues of trees under which every ten meters or so nicely carved benches sat with most having brass plaques pinned to them dedicated to some family that had died during the fighting for independence. As they reached a small lake that swans elegantly glided on a small bridge jutted out into the lake to a small island on which sat a kind of cross between a bandstand and a gazebo. At the centre of this was a table set up with various seats surrounding it. "Please take a seat" the King said as he carefully lowered himself into his own seat. "I am eager to learn about this faith of yours. I am also eager to see if we can in someway show support to the faith." The King began before the First Minister interrupted him.

"We however will support the faithful, maybe not the Sisterhood." Darijus explained, "My concern is this Chistopol is a nation that probably recognises your problems more than most, but I was elected to complete the rebuilding of Chistopol and not lead us into another war. My concern is also that we may be at a point where we are forced to choose a friendship with the Sisterhood and your Theocracy or friendships with nations across Mundus. While my heart wishes to support the Theocracy at this point my head is telling me that would be a mistake for my people. I hope this is understandable and I apologise if it isn't what you wanted to hear. I am though keen to hear what your faith is about and how you think we can support the near million or so members of it here in the Kingdom."

Kārlis spent his childhood constantly on the run from the Communist invaders from Kaitaine and Rodina. He was born in 1932 and was the third child of King Robertas II and Queen Sigrid II however when he was just a couple of months old the invasion began and the royals were captured by Communists who had infiltrated the Palace staff. Kārlis however was in another part of the Palace at the time and his nanny Iveta Saar and a squad of Royal Guardsman were able to smuggle the child out of the Palace and to safety. The rest of the royal family were executed meaning at just three months of age Kārlis became King of Chistopol.

For the next 16 or so years Kārlis was moved from hiding spot to hiding spot by loyalists and it was during this time he began to be educated in guerrilla warfare as it was seen as a necessity that he would need to aid the fight for the Kingdoms liberation from Communism. The young King became a renowned climber and was often utilised in the rocky outcrops of the interior to help launch sneak attacks on enemy positions. In 1950 he was given command of his own unit which were known as the King's Royal Rangers (KRR) however he was still unwilling to take command of the whole loyalist forces. During an offensive in 1957 the town of Arsk was liberated from Communist rule for a week, during which the Royal Guardsman oversaw the official coronation of King Kārlis ensuring the photos and video of the event were smuggled out of the nation to show the world. Having been crowned the 25 year old took more and more direct command of his military and utilising smuggled weapons and captured equipment forged the guerrilla army into a more regular force. Little by little the Loyalist forces pushed the Communists out of the nation but at a great cost in human life, a fact that the King still struggles to come to terms with today. In 1966 the final Communist forces were driven out of Chistopol and the Communist leader Bruno Petrauskas was beheaded by a mob who had stormed the government building before the military arrived.

In 1967 the King had a 2nd coronation and began a process of re-establishing the various elements of the government that had been in place before the conquest. The King realised that it would be necessary for the people to begin to have the final say in the decisions of their nation and so his reforms saw gradual change in balance of power. Before Kārlis' reign the Chamber of the People had been seen as a tool to carry out the will of the King however from 1967 onwards Kārlis began to adopt an approach where the monarch was simply the person who carried out the orders of the people. Since 1975 King Kārlis has taken no action, except in times of national emergencies, without it either coming through legislation from the Chamber of the People or having received their approval.

The King maintained service in the military as a reservist until 1984 becoming the General of the National Reserve Forces. In total he had served 36 years in the military.

In 1952 a then 20 year old Kārlis married a fellow Guerrilla fighter called Kaia Liepiņš. She was crowned as Queen in a ceremony the day after Kārlis was named King. The couple had one son, Kārlis Junior who was born in 1956. Sadly Queen Kaia was killed during an air-strike in 1960, Kārlis Junior survived however the four year old did lose the sight in one eye.

In 1967 the King remarried this time marrying the grand-daughter of Iveta Saar who had rescued him as a baby from the Palace. Anneli Saar became Queen Anneli I and gave birth to two children, Prince Oļegs in 1970 and Prince Motiejus in 1973. The pair were married until 2009 when Anneli died from complications during a operation.

The King is well known for being public about a lack of what he calls "Book Learning" with no formal education he openly admits he struggles to read many official papers without advice and often requires briefings on significant global pieces of legislation and organisation. This is one reason why he was so desperate post the occupation by the Communists to get an education system established. He had Prince Oļegs sent to Lodja for his education and Prince Motiejus was sent to Kodumaa to ensure both received a standard of education denied to him. In 2017 the King tried to set an example to his people about the importance of education by sitting his high school Russian and Maths exams, he scored a C in Russian and a D in Maths. Many media outlets painted this as an error in judgement publically announcing he had sat them and his results. The Royals though pointed to the King's military records where he had always scored in the top 5% of any course he had taken.

The King in his spare time is a major fan of football and still partakes in some woodwork, he has restored many furniture items for the Palace.

KING TO HOST UNIQUE VISIT

Having turned 88 just a month ago  King Kārlis IV is about to embark on a series of international visits as well as hosting state visits from others. There have been leaks from the Foreign Office that a meeting is being worked on between the nation and Heyra but no official confirmation has been given yet. The first official announcement on the King's diplomatic calendar though is with the not globally recognised "Theocracy of Kaitaine". The aging King is scheduled to meet the head of the Bene Gesserit Sisterhood a religion with a small diaspora in Chistopol whom have attempted to hide themselves away for several years. The Reverend  Mother of the Faith is due to meet the King on Saturday and will be accorded honours usually reserved for Heads of State. A representative of the Foreign Office explained saying, "We consider this a fact finding mission. The Reverend  Mother of the Bene Gesserit faith is a leader of a religion with members across Mundus. As a show of respect to such a person it is the right thing to do to offer a formal state welcome. Our policy on the Theocracy is not yet worked out. I need to emphasis this is not us welcoming a leader of a nation such as if we do arrange a meeting with Heyra, this is a meeting with a significant religious figure."

It is estimated that around 800,000 members of the Bene Gesserit faith currently live in Chistopol however some think the number may be higher. "In the last Census 21% of the nation claimed to follow other faiths. This would mean 29 million people who are citizens of the Kingdom are followers of some faith other than our native faiths, or alternatively don't see themselves as religious. Some of those are certain to have not declared being Bene Gesserit at the last census which took place two years ago."

The on going civil war in Kaitaine has seen the territory next to the border with Chistopol occupied by fighters proclaiming the Theocracy. So far the Kingdom has not given an official stance on the Theocracy but today the King said. "We will not tolerate our territorial sovereignty being breached by anyone. We've been there before and the suffering it caused is not something I wish upon any nation. We are aware many think the militia of the Bene Gesserit are terrorists and perhaps that is true. We need to know more before we get to a decision the Chamber of the People approve of." So far not a single member of the 700 members Chamber of the People has confirmed that they are members of that faith.

Extra security is being brought in for the Mother's visit to Chistopol and considering the scenario of the Sisterhoods global status the location of the meeting is not being announced.

BACKGROUND

Chistopol was is located in Eastern Aranye with a small coastline on the Rodinian Sea (name disputed by Chistopol) and a larger coastline on the Karifan Ocean. The earliest signs of human habitation in the area dates back to around the time of 10,000 BC and has been continually populated throughout History. The nation though did not appear in its current manner until sometime in the early 10th Century when various smaller Kingdoms were conquered by a single monarch, Bendiks I. The nation was ruled as an absolute monarchy until the 1500s when a rebellion in the North saw King Andrus II issue a proclamation (at sword point) that a charter granting landowners certain rights and limiting the King's power over taxation and military conscription This established the Chamber of the Nobles. This charter was again amended in 1743 following growing fears of another rebellion this time by peasant farmers. As a result King Bendiks VI issued a proclamation granting peasants more rights and giving them representation before the crown thus creating the Chamber of the People.

In 1932 however the nation experienced a series of political assassinations by the National Workers Party which saw King Viktor II killed survived only by his three month old son Prince Kārlis. The nation descended into chaos and troops from Rodina and Kaitaine invaded imposing a Communist government on the people. Members of the Royal Armed Forces in hiding however began a guerilla war and the Communist government lead by former National Workers Party leader Ott Ilves carried out heavy reprisals. Through the late 1950's however the Royal Army began to become more organised and as a single unit began to make inroads into removing the Communist threat. In 1957 the ceremonial town of Arsk was liberated and troops crowned the now 25 year old Kārlis as King Kārlis IV. The new King fought through the remaining years of the war as well as trying to bring order to the liberated parts of the nation. In 1966 King Kārlis IV and his forces had removed the Communists from the nation, however as it became inevitable that the Communists would be defeated they removed much heavy machinery from industry and destroyed fields. The scorched earth policy and the 30 or so year occupation of the Communists saw around 42million people die.

Since 1966 King Kārlis IV implemented a series of reforms diluting the power of the monarchy and implementing deeper and deeper democracy within the nation.

Greetings rom the Kingdom of Chistopol. As a nation destroyed in the 1960's by the ravages of a twenty year occupation by TBD we are slowly rebuilding our nation to the glory of its former past. We have now reached a point where the people of the nation via the Chamber of the People have issued instructions for King Kārlis IV to open the nation for interaction with the world. In the following weeks His Majesty shall be setting forth on a journey of discovery across the globe on behalf of his people.

Joined having had a telegram a while back from East Moreland. Tried a few RP regions but most just seemed obsessed with everything being on Discord and I had no idea what was going on. Seems like here there is a MASSIVE amount to get my head round.

My nation is kind of a Russian/Baltic type in terms of some inspiration for its culture. I see us having been occupied by Communists, Fascists, Nutters, Imperialists or whatever people can suggest from maybe the 1930's/1940's with attempts made to wipe out the culture or history of a nation that was proudly patriotic. King Kārlis IV is now in his 80's and as a Prince was responsible for helping turn what had been time spent trying to fight back against the invaders in small guerilla groups into a full blown fight for independence. As such the guys a national hero. The monarchy was restored in the late 1960's as the occupiers essentially scoreched earth'd their way out of Chistopol and back home. The situation is that today King Kārlis IV has given up much of his power to the version of a UK style Parliament and now only acts with its instructions. I'm gonna jump on Discord soon and hopefully someone can give me some ideas for how this could all fit together.
