Re the Great War, having today written up the Rodina factbook the Rus Empire for histories to work is already gone at that point I have the collapse of the Rus Empire in 1760 in a Communist revolution which then spreads to Kaitaine in the 1800's given that the Rus Empire has little relevance to the current RP it's fairer to collapse that earlier than ask people to rework established histories. This also coincidentally helps the war period a little in that it allows the possibility of Abydos having an empire and being a more prominent player which is good because that's the nation that's getting the bomb dropped on it at the end of it.

I'd also like to suggest that the period run from 1913 - 1945 with the trigger for the war being Sutherland's successful revolution against the Ardian's as that can spark other uprisings in the area and force conflict. I'll leave the Horn to the peeps who are there because they've already got things well advanced.

BACKGROUND

Formerly the heartland of the Rus Empire that was a powerful and influential nation in eastern Cotf Aranye for centuries, the Rus Empire fell during the Communist uprising of 1760 and following a subsequent revolution was reborn as the United Soviet Rodina but would commonly in later years be referred to as the USR. It was a powerful nation during the Great War period and would become the second nation to develop nuclear weapons (Achkaerin being the first). During the Post War era the country under the leadership of the Stalin dynasty would spread it's communist reach to other nations such as Zimalia through the Dhirg and Marseilles, the latter including the forced annexation of Aquitaine. In the twenty first century the country got into a heated rivalry with Rokkenjima and created the WARSAW alliance. The country would collapse into chaos following the death of its leader Joseph Stalin and military defeats at the hands of the CIS in Safraen and Meche. Following a brief crisis it has now re-emerged.

Just quickly going to flag something on the alliance front here - three nations working together to combat piracy works easily enough as it would probably originate on the seas before it got near becoming anything formal. In terms of pirates just be aware that the reasons for piracy will differ from group to group so chances of them allying would probably be slimmer.

History / OOC- Mundus Christianity (something I remembered)

Not a criticism, not a major issue more something I remembered from when I joined back in 2014 - I discounted Christianity as Achkaerin's religion for several reasons but there were two major ones

1) Lack of Holy Land - this is now resolved and the Christian narrative in the Bible now makes sense when applied to Vanora and assuming Abydos takes the Egypt role in Exodus.

2) What I call the 'Paul Problem' - As Christians will be aware a large section of the New Testament in the Bible is given over to Paul's letters - written to small fledgling Christian communities in the very early days of the Church. Now obviously these places do not exist on Mundus so I struggle to reconcile the existence of the letters in the Mundus Bible given that the places ICly do not exist. I believe given that it would only be a semantic change and not a theological one that we could substitute in nations of Mundus or we have to establish where such cities might be. I am aware oh...controversy but given we're talking history a lot these days I thought I'd throw it out there.

Also we did do this (and it is just a thought) I'd want to pencil Achkaerin on the Corinthians or Corinth

Statement from the Achkaerinese Government

To President Bjørn Thurinson,

Achkaerin believes firmly in helping others suffering under circumstances such as this because if we were in that position we'd want others to help us. It concerns us that Stål is in need of assistance and we are prepared to offer what assistance we can though I hesitate to mention that such assistance is unfortunately nowhere near what we would like to offer due to our country having recently thrown an awful lot of humanitarian aid into operations in Nya Aland in the city of Uppsala, consequently our resources are somewhat drained but we do still have some capability. We can make available personnel experienced in this type of situation on both engineering and medical sides and if necessary one of the Achkaerinese Navy's medical vessels for treatment purposes if that is also a concern.

If you would like to discuss this in more detail please do not hesitate to contact my office

Mini Event #1 New Faces

Every aspiring boxer needs a team around if they want to go all the way to the top and win belts. The most important in this team is a coach. Every boxer needs one and here is the chance for your boxers to impress some coaches. Demonstrate your skills to impress the coaches sat in the stands watching you.

At the end of this mini event coaches will be assigned to each boxer, coaches come with rewards most commonly bonus points (however there are other rarer rewards) but they also allow you to upgrade two skills by two points for the duration of a fight, this is to reflect strategy. A good coach can be the decisive factor as to whether your boxer wins or loses a fight.

So for this min event each boxer is asked to do the following -

1) Describe themselves (imagine you've been asked the question 'tell us about yourself' in a job interview)

2) Demonstrate ten skills - you may demonstrate one skill up to three times, and another two twice but you must demonstrate a minimum of two non punching skills. Do not choose personality as that element is accounted for in the first part of this mini event.

Post your answer and choices below you have until the 23rd of October.

The General Assembly,

Concerned by the delay which was witnessed in the release of Lakhzovian election results which has cast a shadow of doubt over the validity of said elections,

Noting the allegations of electoral misconduct which have been raised by the International Electoral Monitoring Group, a coalition of thirty one international non-governmental organisations who have lodged several concerns as to the conduct of the Lakhzov elections,

Acting in the support of democracy and those free institutions which exist in Lakhzovia,

1. Rejects at this time the results of the Lakhzov election.

2. Reserves the right to recognize the results of the election, as presented by President Kadassa, once an independent body has verified the results and concerns of misconduct have been satisfactorily addressed.

3. Commissions an observation team to visit Lahkzovia to investigate claims of electoral misconduct where observers may have access to any and all data relevant to the elections.

4. Requests Lakhzovia adopt the recommendations of the East Moreland report on the Vilniz Chemical Plant (noting recommendation four has been satisfied). The CTO further requests that the review identified in article three be reported on publicly or copies of the findings and subsequent recommendations of the review be made available to the international community and the Secretary General of the CTO.

5. Endorses the East Moreland Four Point Plan and urges Lakhzovia to engage with the plan, noting that the Utman have made known their readiness to negotiate.

6. Nominates Sakura Sheppard to chair the negotiations under point four of the above mentioned plan.

Ygritte Amberbrook had been stood around the arrivals terminal of Valtheim International Airport, this had been very much thrown together at the last minute but they would manage it as best they could. She glanced up as some quite obvious Scandinavians walked out of one of the gates. She pushed off the dividing barrier she'd been leaning on and made her way over

"Your Majesty I am Ygritte Amberbrook I've been asked to escort you to the Marble Palace. If you would follow me I have a car waiting." she said


At the Marble Palace metal was striking metal as Emperor Peter Azurewind took part in one of his fencing sessions, his opponent for the day was Maki, though fencing probably described something a lot more constrained than this, what they were doing was close to a full on duel. Maki was quick on the attack as they fought but Peter was experienced enough to retain control and he was moving a lot less than she was. The room they were in was sort of a gym though more for sparring than anything else there were various handheld melee weapons hanging on the walls and in stands around the perimeter of the room while a large canvass mat dominated the floor.

"I know what you're doing." Maki said as they circled each other again "The old water strategy, you let me wear myself out and then take me down when I'm exhausted."
"Rion teach you that?" Peter asked
"She sure did." Maki said twirling her blade "But she also taught me how to counter it."

Maki rushed at Peter who saw her coming, like her he knew the counter that was generally taught - surge the attack, hit and run, get your breath and then hit again the aim was to cajole Peter into attacking rather than defending with counter tactics. But that said Peter was cunning enough to know what to do, he blocked Maki's swing and in so doing continued his motion as he span around her letting her momentum carry her forwards and an accurate kick to the back of the knee send her onto the floor her blade skittering across the floor.
"Enough for today." Peter said

They put their blades back on their stands and Maki then sat down on a chair, she was sweating, she took a towel and ran it through her hair and over her face. Peter meanwhile was taking a drink of water before offering Maki a bottle.
"Thanks." Maki said
"So what's going on?" Peter asked "Why did you ask the King of Scandinavia here?"
"You know I went on well...let's call it enforced leave to Ecclesiastical State?" Maki asked
"Yes Rion told you to take time off after what went down in Zimalia." Peter said
"Well I met a girl..." Maki said "Sophia, brilliant, beautiful, intelligent..."
"You like her?" Peter asked sitting next to Maki
"Yeah." Maki said running a hand down her legs, she was wearing a t-shirt and shorts because it was the practical clothing for the exercise "Anyway we were accosted by King Oscar and he asked me whether I'd consider taking his place on the throne."

"Are you thinking about it?" Peter asked
"I've never wanted that power." Maki said
"Neither did I." Peter said "Seemed like too much responsibility, too much pressure...I was so worried when I took the throne that I'd screw it all up."
"But you didn't." Maki said

"No I didn't. The paradox of a Monarch is that they can be granted all this power but the true Monarch's never have any need of that power." Peter said he glanced at Maki "If you do this take my advice build your household out of those loyal to you, better to face the threats from outside than from within. Remember that a Monarch is not served by the people they serve the people take the feudal pyramid you've learned in High School and flip it on its point. Stay true to yourself and your instincts, you're a survivor, a fighter, you're young and you're likable remember it is not the Crown that defines a Monarch but the head that wears it. It's not easy and it's not a game, there's no score you'll have the answer sometimes and other times you won't. Most importantly don't try to be someone you're not, let it come naturally."

"Promise me something." Maki said
"What?" Peter asked
"I can't do this alone." Maki said
"You've got my number." Peter said
"Will you sing at the coronation?" Maki asked
"Is that a deal breaker?" Peter asked, Maki raised an eyebrow "Deal." he chuckled

"What?" Maki asked
"I'm just remembering the first time we met." Peter said "And now I can't believe how much you've grown."

Emerson had to smile he'd had this sort of lecture before though not for a few years and the last time it had come directly from the Emperor himself.

I raised her daughters Olivia and Maia, with the same code expected of any man in regards to a woman - cherish her, respect her, honor her, love her. And in Achkaerin we are great believers in our word being our bond."

"To be honest Evanthe needs a holiday and she's needed one for a very long time, perhaps once Somerset's had it's big celebration I'll deal with it, there's a reason my adopted daughter has Euphemia's phone number after all."

Maki had initially been sizing up the men who had surrounded them, calculating height weight, strategizing how best to get her and Sophia out of there but then the King of Scandinavia had shown up, Maki had to half smile at the thought - right from when she'd found out she was a Nueva Ardian Princess the one thing she had never wanted had been the Throne, no she'd have rather that had gone to her older half sister Janelle, not being the heir apparent had been helpful back then and even now Maki didn't desire that kind of power she'd never been raised a Royal so that was probably why she'd never really thought about it.

"Come to Valtheim in three days[1] I'll give you my answer then." Maki said "And I'm sure you'd appreciate the opportunity to kill two birds with one stone." this wasn't something she was going to jump blindly into, no she wanted to talk to the closest person she had to a father first.

"We're not disputing the need for a re-run, I'm simply making the point that the Utman are potentially not necessarily party to the disputed election as that would be the Democratic Alliance. However having listened to the point made I accept it and believe we can proceed with all four articles but I would like to see some mention of the Democratic Alliance in there."

If there was one thing Justicars loved it was a good code breaking exercise, the response from the Truthsayers had been sent directly from the Marble Palace to Justicar Operations where they'd figured it out the meet was on. But that was the easy part of this, the hard part was actually making the meet. Jerusalem had been picked for many reasons, it was a busy city for one and it was neutral ground for another. Robyn Mears was down at street level wandering around the stalls in what appeared to be a market place as the chimes of the clock ticked to midday.
"Time." she said glancing around "Are we clear?" the question was asked over her earpiece
"Looks clear from up here." Joe Ochre said, he was sat in a cafe at a higher level looking out of the window that afforded an excellent view of the Memorial.
"Nothing suspicious at all." Anthony Vilani said from where he sat opposite the Memorial.
"Ash you're clear to approach." Robyn said

From an adjoining street walked Ashley Selvaria, she was playing the part of tourist but her eyes were darting all over the place even though they'd translated the Truthsayer response they now needed to apply it, as expected there was a small crowd around the memorial she couldn't tell who was the contact until her eyes spotted the badge bearing the image of a Jerboa, on the flight down the team had studied what this creature was and what it looked like.
"Eyeball." Ashley said
"Have that." Robyn said "Proceed."

Ashley walked up alongside the girl who wore that rucksack the pair essentially side by side seemingly marveling at the memorial.
"What does a Jerboa do when midday comes?" Ashley asked, but not in her native tongue this she asked in Gaelic

"When I joined the Navy I took an oath which among other things included promises to defend the innocent , protect the helpless, uphold justice, freedom, self determination and most importantly a pledge of allegiance to my country. " Serenity said "As a Lieutenant in the Achkaerinese Navy my Commander in Chief is the Emperor and that is the case for every service man and woman in the ranks of the Achkaerinese military. In Rokkenjima the Commander in Chief is the Empress, in East Moreland it is the King or Queen I believe. If Achkaerin wasn't already leaving the CTO we'd walk the second the CTO got an army because you do not have the right to ask or demand that soldiers go against their superiors, imagine we had this peacekeeping force and the General Assembly voted to deploy it but say East Moreland voted against it are you seriously expecting East Moreland soldiers assigned to that peacekeeping force to be deployed? You can't compel that. It gets even better though because in all likelihood the commander of that force would be a Morelander. I'll speak plainly the CTO is an organisation not a nation, the best you would be able to achieve without directly interfering in the sovereignty of nations over their military forces is to encourage nations to put elements of their military's on standby for CTO action, something most already do."

"The issue is not the lack of willingness on the part of member states but that that willingness does not seem to translate into boots on the ground, look at Marseilles there were more than ten nations willing to get involved in CTOMM in the end it came down to four." Sakura said "And half of those came in late. I don't believe the CTO needs an army nor I do believe it should have an army. Because I do not believe creating that will solve the issue it will merely create a much more dangerous one.

At this point my belief is that the CTO is not fit for purpose in its current format, it has a bureaucratic nature that takes too long to put things in place, it  has organs that are surplus to requirements. Therefore my question is this - are we flogging a dead horse? Because it strikes me that there is a very simple alternative in the form of the Round Table. Simply getting nations around a table on a matter by matter basis to work out a way forward, and it has a strong track record this is the format that conceived of the Treaty for the Protection of Hygelac and Hrothgar, that ended the Toshikawan Civil War, that resolved in some way the Scordisci situation and formed the basis for the Achkaerinese and Vaguzian coalition in Phuebra. No votes, no membership requirements, flexible format. To me that sounds a lot better than what we have and it removes the problems.

So before this goes any further I would ask that people consider whether the CTO should be salvaged, or whether we should in fact here and now propose its disbanding and in its place put a system that works for everyone and does not put the kind of pressures on nations that the CTO does."

It had been a while since Kristina Ayanami had been abroad for something like this - not a summit but a celebration and finally something that she could rely on her education to help her with, the charge the celebration invoked thoughts of sounded somewhat similar to something from the Crusades where one of her own ancestors Erin Ayanami had played a leading role. She was still remembered over in Vanora and it was ticking towards the nine hundred year mark. However Kristina was just glad to get out from Artaxia and actually for once not get the chain of command delegation back home in Achkaerin. It was also an Ayanami family occasion as her husband Steven and daughter Rion were accompanying her, which was in itself a rare event given that they all led demanding lives. Also along for the ride was Alexandria Savage otherwise known as Alex, the former terrorist leader turned to the good side by Rion in the War of the Enlightenment, once the issue of Alex's mental illness had been properly addressed things had changed for her, and how given that she now worked as the Emperor's aide and bodyguard. She was sort of like a second daughter to Kristina and Steven and every bit a sister for Rion.

"Knight Commander Lascelles." Kristina said "The people of Achkaerin offer you greetings and friendship. I am Kristina Ayanami, this is my husband Steven, my daughter Rion and our family friend Alexandria."
"We weren't quite sure what to bring in the way of a gift as such things are customary on such an occasion" Steven said "I hope this meets with your satisfaction" he handed over a cherry wood box in which was a bottle of wine from the Artaxian vineyards as well as four specially cut silver goblets each engraved with the Mountjoy coat of arms, date, occasion and who it was to and from.

This wasn't something Amelia Whitaker had ever imagined herself doing, being the Emperor's cousin did occasionally thrust her into the spotlight but the advantage of not being in the immediate family was that she could usually pick her moments but over the last few years as she'd got to the point of not having anything else to prove, having made her name independent of her cousin's position she'd taken on some Royal duties, being the interim ambassador to the CMA was the latest one and was a position she'd hold until Achkaerin formally left the CTO.

"If I may just make a point of clarification point two refers to the election issue being a matter of contention between the Lakhzovians and the Utman, this is not accurate the election issue stems from the refusal of the Kadassa regime to release the results, Kadassa claims that this was due to electoral malpractice but Achkaerin isn't so certain of that. There is a serious belief that the concerns of electoral rigging did become manifest, it is entirely possible that the Democratic Alliance won the election and that the withholding of the results allowed tampering as described by the Free Mundus Network to take place.

I make this clarification to point out that the election issue and that of the Utman are two separate issues so the two sides mentioned in article two should be the LNCP and the Democratic Alliance.

Apart from that I have no arguments with the resolution as it presently stands. I will also add that should a humanitarian operation become necessary Achkaerin does have assets in the area that can if required be made available for such an operation."

The General Assembly,

Concerned by the delay which was witnessed in the release of Lakhzovian election results which has cast a shadow of doubt over the validity of said elections,

Noting the allegations of electoral misconduct which have been raised by the International Electoral Monitoring Group, a coalition of thirty one international non-governmental organisations who have lodged several concerns as to the conduct of the Lakhzov elections,

Acting in the support of democracy and those free institutions which exist in Lakhzovia,

1. Rejects at this time the results of the Lakhzov election.

2. Reserves the right to recognize the results of the election, as presented by President Kadassa, once an independent body has verified the results and concerns of misconduct have been satisfactorily addressed.

3. Commissions an observation team to visit Lahkzovia to investigate claims of electoral misconduct where observers may have access to any and all data relevant to the elections.

4. Requests Lakhzovia adopt the recommendations of the East Moreland report on the Vilniz Chemical Plant (noting recommendation four has been satisfied). The CTO further requests that the review identified in article three be reported on publicly or copies of the findings and subsequent recommendations of the review be made available to the international community and the Secretary General of the CTO.

5. Endorses the East Moreland Four Point Plan and urges Lakhzovia to engage with the plan, noting that the Utman have made known their readiness to negotiate.

6. Nominates Sakura Sheppard to chair the negotiations under point four of the above mentioned plan.

OOC- Given the speed that the relevant threads are moving on at I'm going to say 48 hours before this goes to a vote if no one says anything.

Also on a more minor point, I was drafting something up for the CMA and noticed that in the original FMN article on the old forum concerning this (found here) that Agran Tsagarai is identified as the leader of the Shanata Party while Laian Illaniy is stated to be the Democratic Alliance leader. I'd just like Lakh to confirm whether their respective positions have been swapped round because of the current narrative identifying Tsagarai as the DA leader.

FOREIGN AND DEFENCE POLICY REVIEW DELIVERED

The much awaited review of Achkaerin's Foreign and Defence Policy has concluded with the delivery of the report earlier this afternoon. Perhaps the first surprise was the identity of the person delivering it - Nettie Taylor, the former Rokkenjiman Councillor for Foreign Affairs and before that Premier of Rokkenjima, now she works as part of the Achkaerinese Royal Household advising the Emperor on her field of expertise in Foreign Affairs. The full text of the speech is below:



Achkaerin Foreign and Defence Policy Review Speech

"This report is the result of many weeks work by the Achkaerinese Crown, Achkaerinese Ministry of Foreign Affairs, Ministry of Defence, the Military Defence Initiative, Achkaerinese Intelligence and Military leadership. Special recognition is also due for the Cabinet Secretary Michelle Lowe who has spearheaded and driven this process, we had initially hoped to present this report at an earlier date however to do so with the prospect of having to subsequently review the review due to the CTO referendum wouldn't have been the best use of time. We therefore decided to wait until the referendum result was known as this would allow a smoother and more accurate report.

The findings of the review show that Achkaerin's military has been stretched to breaking point consistently for an extended period of time, ever since Marseilles through Uppsala, Toshikawa, the Cult of Helus Genocide and now presently Phuebra and on standby for Lakhzovia should that descend into another such event. We pay a respected tribute to our service men and women returning from active service in Uppsala, to those still out on active service and also to those who have made the ultimate sacrifice, considering the role that it seems our service men and women have been put in lately it was clear that there was a need to change. In the area of Foreign Policy Achkaerin has often apparently had issues with communicating it's positions with many stances being decided on a case by case basis, this is a great strength but also somewhat seemingly confusing for other nations. It was determined that steps to remedy this needed to be taken.

We remain committed to the Treaty's we are signatory to and to the principles we stand for - equality, justice, freedom to name only a few but above all truth, there are many sides to each story and only one truth and it is the truth that must be pursued at all times. To better shape our diplomatic contacts and to reinvigorate them Achkaerin has been trialing the Prefect System -this is a system that establishes a hierarchy within the ambassadorial corps in that for each continent on Mundus one Achkaerinese diplomat is appointed to the position of Prefect, this has been piloted on the continents of Ardia and Alba Karinya with great success and is now being rolled out to Aranye and Albion. The Prefects will be responsible for the Achkaerinese diplomats on those continents and be a point of contact for nations at a more localized level, they will report directly to the Foreign Office. The Prefects are as follows - Declan Cox is confirmed as the Prefect of Ardia to be based in Ui Cenneslaig, Tommy Walker is confirmed as the Prefect of Alba Karinya to be based in East Moreland, Victoria Conway is appointed the Prefect of Albion to be based temporarily in Dartfordia while permanent arrangements are made. The Prefect of Aranye is yet to be determined.

The Emperor is mindful of the need to establish broader diplomatic relations with other nations and hopes that this system will allow us to do that. Pursuing a mutually beneficial and cordial relationship is to be the cornerstone of Achkaerinese policy when making first contact with nations. We will go back to basics and build from there. We will maintain our bonds with our close friends while we make new friends.

Military force is always a final resort, it is not something we rush to, nor are decisions around the deployment of forces taken lightly. We have a very clear overriding directive when it comes to the sanctioning of or military intervention of some description. A directive which states that Achkaerin does not intervene in the internal affairs of another sovereign state unless under one of the following conditions:

Achkaerin has been attacked - this is self explanatory, an armed attack against Achkaerin will be responded to in a proportionate manner and we make clear that a nation has the right to self defence, if we are attacked we will strike back, we will eliminate the threat and we will make sure that those responsible face the consequences of their actions.

Achkaerin has been asked to step in - this would be comparable to action in Phuebra, we were asked to help stabilize the country by the democratically elected government. I want to make it clear just because Achkaerin is asked to assist does not mean we will assist, any decision made in this respect is made having reviewed the evidence and in the case of Phuebra we saw a clear case of a religious fault line leading into a civil war with a coup taking place. Having seen that we determined that it was right to step in as requested.

Achkaerin is obligated by Treaty to intervene - this is straightforward as it covers stuff like mutual defence clauses so events such as the Seaforth Eugenics War and the War of the Enlightenment, under the CIS Charter we had an obligation to defend those nations and we did.

There is an International Mandate for intervention - This would cover circumstances such as Marseilles and Uppsala, Achkaerin was not obligated by Treaty to commit to these efforts but did so following careful thought and deliberation of all the evidence and implications of such a commitment. Naturally following the referendum result Achkaerin is no longer bound to CTO resolutions but we shall continue to monitor events at the Palace of Nations should the organisation continue to exist, if it does not then we shall see what can be done to build something anew.

To not intervene would be abhorrent and or immoral - Simply put this is the Cult of Helus Genocide, when you have people being massacred because of skin colour, faith, sexual orientation or ethnicity even tribe identity it is not acceptable. It would have been completely unthinkable to not defend the innocent and save them from certain death.

The seeming continued deployment of Achkaerinese forces for extended periods of time has led to the need to refocus our efforts around the capabilities of our military, we don't have the numbers of other nations in terms of boots on the ground so we have to play to our strengths which are found in the Imperial Navy and Achkaerin Air Force. We must take measures to fight smarter as this is how we can make up the deficit to other nations. Therefore we will be bringing into service in the coming days the SCION network, as some may guess this is an Achkaerinese developed system that builds upon the principles of Rokkenjima's ICON network. We will launch the network through our new satellite generation when they go up into geo-synchronous orbit. For those interested SCION stands for Strategic Communications and Integrated Operations Network. This will allow us to identify, analyze and neutralize threats more effectively and maintain a secure communications network. We will continue the development of in progress projects that will see more strings added to our bow, it is sensible to do so as with a military that has been called on time and again in a multitude of environments and situations of late that we do everything possible to ensure that they can do the job more effectively and efficiently. Part of this will be the introduction of the Yangtzee Khiang Class support vessel to the Imperial Navy replacing our Gladius Class support vessels. This new vessel class, currently in production following successful testing, will allow us to move greater amounts of cargo around Mundus and respond to crisis situations far more quickly than our present capability allows us to. These ships are akin to the Global Pre Positioning Ships used by East Moreland and like East Moreland has before us Achkaerin will be seeking homes for these vessels.

Achkaerin is a nuclear power, in fact it is the nation that created nuclear weapons, something which we can't take back no matter how much we may want to, the current Achkaerinese arsenal will be cut down to the bear minimum required for us to be able to support a nuclear deterrent, this is what we term 'Plowshare'. A clear indication of a step in the right direction.

Our policy's are not changing that much there was not much wrong with the intent but more the practicality and logistics this will be addressed by the details of this report and the institution of these measures."



Following the review statement Ms Taylor was asked several questions mostly about the review though one did cheekily ask how she was finding life in Achkaerin to which she answered "It's different to Rokkenjima, it's a lot more relaxed up here, I don't know if that's the cold air or what. It's just nice to not have an office to work in but be able to feel like I'm working from home." As for the public opinion on the review it's been a mixed bag but is mostly positive though as with the media most were taken by surprise at the presence of Ms Taylor and her new job advising the Emperor but in the words of one shopper in the Valtheim Market "She's experienced, intelligent and she knows what she's doing I think this is a good thing."

The review's measures and recommendations are to be debated in the Senate later in the week and are expected to pass with no problems whatsoever.

Peter sat in his study with his Foreign Affairs Adviser Nettie Taylor, Chief of Staff Kumiko Arkwright and Defence Minister Adam Sheppard.

"We're running out of time here." Nettie said "The question that needs an answer Peter is this - at what point do we go in?"
"Adam?" Peter asked
"Difficult one Peter." Adam said "We have the capability to go in but we need a clear reason for doing so and at the moment all we have is a frightening rhetoric from Lakhzovia and Saheristan. We could take a closer look at the Chemical Plant but all we'd have is circumstantial evidence. We have a clear and justified concern and if this spirals out of control to the extent we fear then we'd have just cause, but for all the frightening narrative being fronted up there's nothing going on that isn't outside the norm."
"Give me an overview Nettie." Peter said

"We've had the Utman at the negotiating table from day one." Nettie said "Getting Lakhzovia there is the issue, there's East Moreland's four point plan which works provided the Utman agree to it which I think they would because it gets them and Lakhzovia to the table. But Kadassa may not come to the table and if he doesn't then this could be madness."
"You think he's stalling?" Peter asked "Buying time for something?"
"I think the lack of any response to your offer which you caveated with a guarantee of him coming to the table is an indicator of that but it will be interesting to see the Lakhzovian response to the East Moreland four point plan." Nettie said "It's simple and common sense he can't refuse it."

"One move left." Peter said "We call the Utman's bluff."
"So we're going to put it all on Olivia at Establishment Day?" Kumiko asked
"Kadassa wants a resolution to the situation we'll give him one and while we're at it we'll satisfy ourselves and everyone else as to the intentions of the Utman while ensuring concerns on all sides are put to rest." Peter said "What's Sakura going to do?"
"Push the Morelander plan I'd expect." Adam said
"One way or the other that resolution needs to get sorted." Nettie said "Kadassa must either commit to a negotiation process mandated by a CTO resolution or he declines and shows his true colours."
"Adam two contingencies you know what to do." Peter said
"Yes." Adam said

Nix Williams came down from her boss's office, Rion wasn't around so she was presently the senior Justicar on site, she ran the floor day to day anyway but she wasn't the usual leader. Stepping down onto the floor of Justicar Operations Nix made a beeline for the head of tactical operations, the experienced hand Paul Kessel

"What's the word?" Paul asked
"We've got Alex McArthur and the link to Makin suggests that Kaitaine could be behind the murder of Franchesca Owens." Nix said "Implication being..."
"That Franchesca Owens was one of these Truthsayers." Paul said "So what's the action?"
"Deniable Operation, contact the Truthsayers somehow get some answers." Nix said "Mark Sharpe's made it clear that we cannot have state sponsored murder going on unanswered."
"So how are we going to contact them?" Paul asked
"Well the sat phone we used before is dead." Nix said "Amy, Emma."

The two were now joined by Emma Hastings and Amy Taylor.
"We've been tasked with contacting the Truthsayer's." Paul said "Suggestions?"
"We're operating on the assumption that Franchesca Owens was a Truthsayer or a member of the Bene Gesserit?" Amy asked
"Yes." Nix asked
"Then use the mother." Amy said "If she's one of them then she'll pass the message on for us. Meanwhile we set up a dead drop using a cipher..."
"Which we'll have to construct." Emma said
"Well I'll construct it." Amy said "We use the dead drop to bring about a meeting."
"Where?" Nix asked
"Seventeen Delta?" Paul asked
"Agreed." Nix said "Safe and secure. Do it."
"I'll get on the phone to Nina." Paul said
"I'll send something over to her." Emma said

Emma and Amy headed back to their respective desks which sat a few feet apart
"So we give Wendy Owens a message that she doesn't even know she's carrying but is likely to discover later." Amy said "So it's got to be hidden somewhere."
"Got it." Emma said "Item sixteen on Franchesca's personal affects list.", Amy brought it up
"I'll get on it." Amy said "Where do you want it to lead them?"
"Valkyrie Memorial in Vanora." Emma said


A while later Nina walked into the interview room of the police station where Wendy Owens was still sat, Nina was carrying a cardboard box of personal items that had belonged to Franchesca and had formed part of the police investigation.
"I thought you'd probably want these back." Nina said she placed the box into Wendy's waiting hands
"Thank you." Wendy said
"Constable Newton will drive you home when you're ready." Nina said, she smiled and left - the top item in the box was a CD of classical music not something uncommon for an Achkaerinese citizen to have there was an adhesive label on the case that said 'For Mum' on it - it seemed like Franchesca had been thinking about her mother's next birthday, among the tracks on the CD was Ride of the Valkyries, except the arrangement had been changed somewhat from the norm it was some of Amy's best cryptography to hide a message in the music that would, they hoped, point the Truthsayers to the Valkyrie Memorial, it was situated just off the central plaza in the capital of Vanora - Jerusalem, a quick look at Wendy's background had shown musical taste including regular attendances at the last night of Edelweiss where that piece was a crowd favorite so she'd notice the difference that much was highly likely.

On the INS Seònaid Ayanami the atmosphere was mixed, on the one hand they'd managed to extract the person of interest from Lakhzovia, on the other hand that created a slight issue for them but on the plus side that was a much more controllable situation with Tsagarai on their ship. Jade Watson the ship's captain stood on the flight deck as Fiona and Tsagarai made their way over having landed safely.

"Welcome aboard Mr Tsagarai." Jade said "We have some quarters set aside for you and we'll be stationing an escort with you at all times and for the moment we'll have to confine you to the ship, this is due to political matters elsewhere that may compel me to do something I'd sooner not but as the saying goes sir we shall cross that bridge if and when we come to it." she was referring to discussions at the Palace of Nations if the CTO let the arrest warrant stand which they'd probably have to then she'd have to enforce that warrant as Achkaerin was still a CTO member state. Still that didn't really bear thinking about yet. She had enough to worry about with this whole Lakhzovian situation anyway.


Emerson nodded
"James make the arrangements for the Empress to travel to the Seònaid Ayanami" he said glancing at Evanthe "If you want to talk to Tsagarai it'll have to be there I'm afraid."
"Of course." James said

Emerson then followed Savannah into the captain's quarters
"So what do you want to discuss?" he asked closing the door behind them.
