The Mundus Development Bank is a multinational effort to foster development, decrease poverty and hunger, and increase the standard of living across Mundus. Through the contributions and efforts of several developed nations fair loans and advice is made available to less developed nations to meet the target goals of the MDB. The International Development Fund disperses funds to work towards the following target goals:

• Eradicate Extreme Poverty and Hunger
• Achieve Universal Primary Education
• Promote Gender Equality
• Reduce Child Mortality
• Improve Maternal Health
• Combat Disease
• Ensure Environmental Sustainability

The Mundus Development Bank is led by a President and two boards: the Economic and Finance Board and the Business Partnership Board. The Economic and Finance Board approves loans and works with applicants for loans to develop plans for economic development and sound financial policy, whilst the Business Partnership Board works with applicants on approved development projects.

Applicant Nation: Cascadia
Projects Seeking Funding: Establishing wildlife bridges in 56 locations over six highways that cut through the country's vast wilderness. Such bridges would decrease risk to automobile traffic while increasing wildlife's ability to roam and decrease wildlife mortality rate. As 70% of Cascadia's land is wilderness and wildlife preservation, it is of importance to all of Mundus these lands be maintained.

An Invitation To The Heyran Republic

Noting the stagnancy of the Mundus Development Bank which was allowed to set in over the Mundus Development Bank the First Empire wishes to extend an official invitation to the Republic of Heyra to rejoin this institution. As we saw during the tenure of its previous President the Bank has a vast potential to positively effect developments across Munds and can hold that potential again given the determination of its Members to act.

The First Empire thus invites the Heyran Republic to again rejoin this Institution and for the Bank to implement the Charter proposed by the Republic for its governance moving forward.

Achkaerin formally objects to parts of Rokkenjima's invitation to Heyra, not because we oppose Heyran membership of the bank - we don't, but we oppose the very cavalier attitude that Rokkenjima appears to be taking here. We remind the Empress that the current MDB Charter is the Charter that Heyra Proposed in 2017 but with two amendments, the first was one that ensured (and continues to ensure in the cases of Rokkenjima, Seaforth and Dartfordia) that member nations were protected against inter-organisational conflicts. This is a safeguard that cannot be thrown away and the Empress of Rokkenjima as a former secretary general of the CTO should know that this point alone makes the Heyran Charter unworkable in the current landscape.

Secondly the current charter ensures that any agreement negotiated by the President must be approved by the bank membership, a necessary step because the membership has the right to say whether it believes a request for assistance falls within the remit of the Bank before any aid is promised. Frankly I'm at a loss as to how simple safeguards such as these are being so blatantly disregarded by the Empress.

Caretaker Administration Of The Bank

With the current state of the Bank being noted I shall be handling the affairs of the Presidency on an interim basis. The goals of this "caretaker" term shall be simple: to restore the Bank's active role, to broaden membership and participation, to explore and enact policy updates to secure the long-term viability of the Bank and to engage in new projects to fulfill the objectives of the Bank.

I look forward to working with the MDB, as well as present and future partners, to accomplish these objectives.
