Few foreigners could understand the implications of the C.E.P. (Heyra –Tamora contract) had for Tamora. While most foreigners would focus on the economic effect and maybe the geopolitical repercusions (such a potentially straining Tamora’s relation with RS) almost none understood the domestic implications such a deal had. While many outsiders viewed Tamora as an authoritarian state with theocratic tendencies infamous for the continuation of chattel slavery in the XXI century that was only a superficial description. Tamora institutions and society were extremely resilient to change and each of the main interest groups: nobles, clergy and businessmen carefully guarded their privileges and where determined to maintain the status quo. Having the Emperor himself sign a treaty (or technically a contract) and giving away Tamoran land not only upset the native Manist Church but also unsettled the kings of Tamora’s federated kingdoms and nobility of their kingdoms. Was the Emperor going to give their land away and create enclaves in their kingdoms without consulting them? What impact would these foreign enclaves have for their tax collection? Could this signal a shift of policy in the Imperial administration, one aimed at favoring business over the nobility? If slavery could be sacrificed for such a deal despite the opposition of the Manist Church then clearly the privileges of the nobility could be revoked too for it was no secret that despite the Tamora’s relative low taxation, businesses would like their taxes to be lower or even to have a greater say in the running of the administration.

So choosing the people that would represent Tamora on this board would have much more importance than non Tamorans would care to know. All the higher echelons of Tamoran society were keen to see who were the representatives and thus speculate what the Imperial government plans and intentions were. The representatives announced were:

Rita Sargsyan, the CEO of a local Attican bank and a loyal supporter of the Queen of the federated Kingdom of Attica (where the Elysium project was to take place).  Furthermore, she had been named by royal decree of the Queen of Attica showing that one of the two positions will be name by the leader of Attica and not the federal authorities. She was to be in charge of the Tamoran delegation.

Azar Iravani, a former colonel in the Tamoran Imperial Airforce, now retired. It was announced that his position would be interim until the project “would advance to a state that would permit the federated kingdom of Attica to assume full control of the representation of Tamora”.

The announcement calmed many fears in the nobility by showing that the Imperial authorities had no intention to assume control and instead would leave the project (the Tamoran side at least) to the regional authorities. It was also clear that the Attican authorities were supporting the project witch further alleviated concerns that this project had been done without the consultation of the regional authorities. The business faction was also pleased to see that the main Tamoran representative would be a businesswoman and thus focused on getting the project done. The Manist Church was not impressed with the representatives but had little reason to be further annoyed.



Just before the two Tamorans representatives entered the room, the aids of the Tamoran delegation made some quick preparations. They made sure that each Tamoran delegate had at this table setting the dual Tamoran-Attican flag. After the aids were done with their preparation. Rita and Azar entered the room. While Rita was wearing the standard business suite so familiar in many Mundus countries, Azar was dressed in his service uniform of the Tamoran Imperial Airforce where he had served for over twenty years.

After Maxime finished his opening line, Azar stood up and almost cut him off and not allowing him to get to the voting part.
“Ladies and gentlemen, as article XI of the C.E.P acknowledges the importance of religion in the Empire of Tamora, let us stop for a moment and say a silent player to God before proceeding further.” While for most readers of C.E.P. it would be clear that article XI had little to do with praying before the meeting, it was clear that Azar was not willing to debate. Rita quickly followed suit and stood up, lowered her head, closed her eyes just as Azar did and after approx. 30 seconds of silence the both of them stood down and allowing Heyrans to continue. Normally Tamorans did not pray in silence but since Azar and Rita were of different religions with Rita being in charge (of the Tamoran delegation), custom was that praying was to be done in silence.
During the very brief voting process none of the Tamorans made any motion and stood still as if observing a ritual and not interfering. Once the formalities were done and Maxime address the Tamorans, Rita replied:

“Congratulations Mr. Anginer, that was indeed Heyran efficiency in action. As far as we are concerned, we are here to make sure you have everything you need to get the project going and to explain the Tamoran customs when need it. “As she said the last part she looked briefly at Azar before looking again at Maxime. “I am prepared to address all the topics you mentioned as well as decided on them during this meeting if consensus is reached.”

As Maxime rebutted Rita on the consensus idea, she smiled and replied in a cordial matter:

"Mr. Anginer, while I understand your concerns and your need for effective decision making, I assure you that in order to not have further issues down the line an agreement of those involved is in the interest of both parties. It avoids unnecessary discussions later.” Rita avoided the word consensus and used agreement instead. While she wanted to convey to the guests that Tamora will be supportive of the project she also wanted to make sure that they do not mistake their willing to cooperate as subservience. 

“Yes, I have full authority on the matter of the borders.” As Carls handed the tablets to the Tamoran delegation, Azar while respectful to Carls, didn't even bother looking at it and casually put it on the table. As the meeting continued, he seem content to let Rita handle negotiations, his role in the meeting would seem to be more related to the domestic affairs of Tamora rather the negotiations held today. Rita, on the other hand, looked attentively at the proposed border. After a close inspection of the proposed borders:

“The general location if fine with us, it is not too close any of our neighbors and the area has no human settlements. While the Tamora’s access to the sea is not that large we would prefer the location to not be very close to our neighbors as to not raise concerns. Also, we would need to make some minor adjustments here and here to take into account some historical sites.“
The historical sites were at the periphery of the proposed border and could be easily adjusted without giving the borders a peculiar appearance or creating enclaves of Tamoran land in Elysium.

“The land starting from the sea and going inland to up to four miles is the property of HM the Queen and thus she can make the necessary arrangements for it to be leased under the C.E.P. agreement in 48 hours. The rest is private land and thus we will need to buy it first in order to lease it to you. Seven days should be enough to make the necessary arrangements and have it leased to you. Royal authorities have already prepared a list with the owners of the lands close to the sea and we know exactly who to contact.”
The federated kingdom of Attica, just like all the kingdoms of the Tamora, had no legislative body with the legislative power resting in the monarch. Expect for the federal authorities and laws, a regional monarch had no real check on its powers so giving away state land could be done extremely easy especially in cases such as this when they had the ok of the federal authorities.

"No objection from us." said Rita. She then proceeded to prepare herself for the next next topics on the agenda :access; policing. There should be plenty of details to discuss on these issue she thought.
After Rita spoke, a silence filled the room. It took a couple of moments for Rita and Azar to realize that they were waiting for Azar to say if he objected or not. It would seem the guests wouldn't accept Rita speaking for the both of them. Azar smiled. He liked strict adherence to rules and regulations. Not wanting to keep the guests waiting he said: "I, colonel Azar Iravani, have no objections".

Rita quickly exchanged glances with the Azar before speaking:

“The project looks good to us. You will also have the full support of the Attican government so that Elysium will be connected by railway and road at the indicated points of your map.  We will of course have to keep in contact during the construction of Elysium so that the connections are finished in time.
Thank you, that would be all.”

“No amendments from me” added Azar.

“There is the issue of policing Elysium” said Rita. “According to the contract policing will be done by the Tamoran side which has delegated this responsibility to the kingdom of Attica. We have more experience here with foreigners than other parts of Tamora so we can accommodate easier. For our part we have begun the process of selecting the police personnel that will handle Elysium, we would make sure they speak an international language as to not have communication issues, we would also need a summary of the laws and certain particularities that they would need to enforce in Elysium. Obviously traffic regulations would be the same so we are not talking about aspects like these.”

“A second issue I would like to raise is in relation to article X of the contract. We would like to know when Tamoran companies can begin to incorporate in Elysium.”

“The third issue is mostly a reminder to our counterparts of the obligations under article XI and to have available both the funds and the land when the Church of Mani decides to ask for the land it is due under the contract.”

“That would be all, thank you.”

Azar Iravani, which for most of the meeting said very little outside of the minimum requirements, immediately retorted:

“Let me correct you there: you might be driving on the left side but Tamora does not. So in Elysium people will also be driving on the right side.”

Rita Sargsyan quickly added: “It’s best if Elysium drives on the right. All the road connections we provide to Elysium will of course using the right side and the overwhelming majority of cars coming into Elysium will have the steering wheel on the left side so having them drive on the left side increases accidents especially when we are talking about trucks not to mention pedestrians who are used to right side traffic. I believe you can imagine the hassle drivers will have to go through to switch the driving  side for a couple of miles they’ll have to be driving in Elysium. You want Elysium to be connected to Tamora’s infrastructure and that already uses the right side driving, it would create needless costs and hassle for everyone involved if Elysium uses the opposite driving side.”

Azar Iravani had the feeling he was being stonewalled but there was little he could do so he replied:"Nothing else from me."

Rita Sargsyan for her part seemed relieved that the answer from the Conglomerate representatives was not one to cause a debate and a potential serious disagreement.  "No, nothing else" she added.
