The Southern Line

The nations of Ardia have several times tried to conceive a railway system that connects the whole of the continent. To date this has failed because of issues planning a route and disagreements over the manner in which it is to operate. I however believe that a route from Claith in Ui Cenneslaig, through Cantabria, into China, across to Quintelia and finally into New Derusmia is possible. I believe that with five nations discussing this proposal rather than the whole of the continent we can find a solution that makes this route and its construction a reality. Should we succeed where often the continent has failed I believe that we can all share in increased economic prosperity as we find trade and commerce along the route increases greatly. It may also act as a beacon of hope for other nations in Ardia as those such as the Allied States of Ardia or Noobia may one day seek to join the network and thus truly create a wonder of the modern industrial age. I am hopeful that this proposition finds you interested and therefore invite you to Claith where we can discuss his matter.

I would like to accept your proposal for a train line across Ardia. I will be attending all meetings relating to the construction of the new train line, and I hope that this project will help the economy of all nations in Ardia. I will be arriving in Claithe along with my Minister of Trade. Once again, I am delighted to take part in this wondrous project.

As someone who has experienced the frustration of learning from my ministers that the Trans-Ardian Partnership didn't get fully achieved, I would like to accept your proposal to this line. I will also send the same minister, Minister of Public Works, Gabriel Cezo, and Minister of Trade and Industry, Miguel Ibanez as they have the expertise I lack for participating in these talks. I truly hope that this project will not be left in the dumps and will be made into reality instead of staying as spoken words and crumpled papers. Thank you, and may God/Gods bless you.

KIng Finley welcomed the various guests and their representatives. He had elected to host the meeting in Claith's largest train station one that had been built in the mid 1800's and was a monument to grand design with large vaulting roofs and fancy sculptured columns. He greeted everyone at the train stations entrance and following press photos he had them escorted up to one of the First Class lounges that had been comendered for the day. Once everyone was there he got down to business.

"Several months ago the Rokkenjimans came up with a plan for a railroad linking all of Ardia. We had to force our way into that deal and at the end of talks it was, pardon the pun, derailed by last minute changes to plans agreed upon. We therefore wish to put that proposal before you and rather than include the whole of Ardia, because frankly a route is unworkable that does that, we make it apply to just us." Finley sat down allowing his Minister for Transport to take over.

Minister Graham Mackie looked down at his notes and began. "First we agree that each nation shall build a line built to high speed specification. Should that already exist then it must be maintained. Second each nation agrees to construct a dedicated platform for this railway. The section of railway designated for this Southern Line will remain the property and responsibility of the nation through which it runs. We shall create an organisation known as the Southern Line Rolling Stock Agency (SLSRA) which shall operate the trains and distribute the monies made from operating the service. Trains shall run on a route from the western extremes and eastern extremes and local operators may run services branching off from the central hubs. The money to buy the initial rolling stock shall be shared equally among all nations participating as the trains will stop at each hub along the way. SLSRA shall commit to only buying goods, services and materials produced by a nation through which the route flows, or if non exist an Ardian nation. Only when these options have been exhausted would we look outside our continent. SLSRA shall be made up of a board of directors, one from each nation who shall be responsible for making all decisions relating to the running of this railway." He finished hoping he had covered everything. "Any questions, suggestions or comments?" he asked.

"Well, I guess this is a better start than the mess that is the Trans-Ardian Partnership." Minister of Trade and Industry Miguel Ibanez commented.

"ARSE was still a better name though." Minister of Public Works Gabriel Cezo chuckled. "Joking aside, I think Dalton Motors could provide at least a good portion of the trains and heavy machinery needed for cargo transportation. As for the rails itself, they have expanded and can operate in major cities, and as far as I know, they can support high speed trains," Gabriel continued before being cut off by Miguel.

"I have a question though, as you may or may not know, Quintelia is a bit lax compared to our neighbors from both the north and the south. So I'm suggesting that all of the platforms and stations this line will use will have the same security as all the other nations in the line. It doesn't need to be as lax as ours, or as strict as others. And I assume that there is a CEO, if you could it like that, for this SLSRA. Would we cycle through each nation alphabetically, or would we even have one?"

"In terms of who provides the trains that can be the second matter for the board of directors. In terms of a CEO I believe that should be the first decision of the board. Now we of course can establish the criteria in which we want them to operate and one of those matters is your entrance requirements. Now I suggested that we have a dedicated platform because we can utilise the same rules as at airports, we can have passport control that allows people onto and off of the platform thus in a way the platform becomes international territory. This would allow nations like our own to maintain security checks on travellers if need be, while Quintelia can maintain its rather more relaxed entrance criteria."

“Sorry to interrupt, but I would like to say something.” said the Minister of Trade, Irma Mottram. “I have been notified that our Department of Transportation is agreeing on building an electric powered high speed train capable of servicing the Southern Line’s passenger services. This train will be able to travel the whole route in roughly 4 days.” She pauses. “What do you think, your majesty?”[1]

The SICR Minister of Foreign Affairs, Jia-Weiyi quietly listened, privately admitting to herself that the Ministers of Federal and Private Industry would be far suitable for this meeting. Nevertheless, she had been sent for this meeting, and so she aimed to fulfill it to the best of her ability.

"To add onto Minister Mottram, the Ministry of Transportation informed me that dozens of unused Civil War-era military transport tunnels are in pristine condition. Would it be preferred that China utilize these tunnels for our section of the railway or would the nations assembled prefer that we construct a new line entirely? Furthermore, I am sure that the imperial Republic could provide the majority of the building materials, should it be requested."

"Well, seems like us four nations have the resources to be able to build rails and make trains." Miguel replied after the other representatives have spoken. "Although in Quintelia, we might be lacking in rail connection to China and New Derusmia. A rail line could be easily built from the plains of Bulataan to New Derusmia. However, building rails in the mountainous region between Dagohoy province and China, that will require more funding, given the terrain there." Miguel presented his problems.

"Well, how about employment of the workers for the rails? I expect this would be heavily unionized, especially in Quintelia, so would there be just one union group for everyone the company will employ, or will there be a union for every four of us?" Gabriel asked.

The President paused. "To answer your second question, I really have no idea.

"In many ways we are putting the cart before the horse." The Cenneg Minister Graham Mackie began. "We first need to determine whether we are happy with the processes suggested, then we can begin looking at procurement and the like. As such I suggest three questions which we each answer yes or no to."

"1. Do we each agree to construct a railway line, or recondition existing line to a high speed specification that is of common type?

2. Do we each agree to dedicate a section of our capitals railway station to this Southern Line?

3. Do we agree to the formation of Southern Line Rolling Stock Agency (SLSRA) with each nation the route passes through being given equal voting rights."

"Once we have these three factors agreed on then we can discuss issues such as whether any nation needs support funding their building projects, which trains to use and other such issues. For my nations part we agree to all three principles."

"Well this is an excellent prospect." Graham Mackie began, "Now we have this in place we have to determine the following. First does any nation need support meeting their construction obligation. If so we can explore methods to do this. The second thing to determine is which train we should use. I would invite any major railway suppliers to put forward their bids so we can make a decision. Once we've done that we can begin putting together a schedule for when things will begin."

The President spoke first. “We should be able to fund our section of the project very easily. In fact, we should be able to help other nations with funding their own section. We shall also submit our bid later.”

"As mentioned a while ago, we will need additional funding for mountainous regions, however, we will try to shoulder as much expenses as possible before asking for support." Gabriel replied, much to Miguel's dismay. "As for determining what train to use, I suggest using multiple types of trains. Some of the rails in the Quintelian countryside is being used by a few local transport companies. I'd say that it'd be easier for SLSRA to use only a given set of trains than having only one. This way, we can balance the cost to make the trains and the amount we can possibly charge the passengers."

Following successful talks regarding the establishment of a Southern Ardian Railway line we have had to take a break in our discussions to finalise the creation of such railway due to geopolitical considerations.

With that in mind I believe we should now proceed with the following.

1) Each nation to ensure that by 2022 they have a nominated railway route linking their capital to their neighbour which is capable of reaching at least 200kph.

2) Each nation to ensure by 2022 that their capitals main railway station has a dedicated platform for the Southern Line.

3) Nations will be responsible for acquiring the funding for their section of the line.

4) Nations agree to access for all people to the line however retain the right to refuse any individual the right to leave the train within their nation.

5) Nations agree that they shall become an equal shareholder in Southern Line Rolling Stock (SLRS).

6) Nations may distribute their shares however they wish. (i.e Should a nation wish to sell off their shares to private companies they may)

7) Nations agree to appoint a President to oversee daily operations of SLRS.

I believe this covers the agreements so far in a formal manner. Should there be anything I have missed please bring this to our attention, alternatively if there is any reason why these points have changed or an alternative is present please contact us.
