The Heyran Defense Force, approved by the National Council, after a selection, have chosen for the necessity to replace its aging logistical airfleet, the East Morelander Aircraft Company. Trusting the reliability of their aircrafts, following the 2 year anniversary in service of one unit of a Globemaster, the Heyran Defense Force are satisfied of the said performance and following unlocked budgets decided to move forward with the acquisition of 15 additional Globemaster planes, alongside 8 Galaxy planes, for a total of 4 239 000 000 USD.

The aircraft shall go under a testing process and conformities as to be aligned with Heyran systems as any aircraft entering into the Heyran Defense Force.

Those aircrafts shall allow the Heyran Defense Force to meet its goals regarding the spread territories of the Heyran Republic, alongside the always ever difficult logistics behind its supplies.

The Heyran Diplomatic Corps confirms the disappearance, through incredible and rough force, of the island known as Styx, sometimes referred as “Nurashima”. The exact reasons are unknown yet, and leading Mundus experts in various fields have been called to investigate. The Heyran Republic still keeps its doors open on any proposition of help.

The Heyran Republic shall have a national mourning week in honour of those which have lost their lives. We reaffirm that the spike of the State of Styx shall continue to remain on our flag, and the legal status shall be turned into an honorific one, that shall continue in History, reminding us of what happened and never forgetting such beautiful State part of our Republic.

The Heyran Defense Force, as proposed by the Heyran Diplomatic Corps, approved by the National Council, shall actively participate in the Midaranye Shield exercice, organized by the Empire of Tamora’s Ministry of War with the participation of the Emirite of Royal Seleucid.

The Heyran Defense Force shall deploy a total of 2 ships, the HA Elysium and HA Styx; 8 heavy-lift strategic transport aircraft; 2 F-7 Dragonheart; 8 Tamoran manufactured Su-35; 200 operational soldiers; alongside the first operational prototype of the D001 manufactured by Devex in this military exercice.

The Heyran Defense Force is looking forward to exercice with the military forces of the Empire of Tamora and Emirite of Royal Seleucid, as proof of the importance of such regular exercice to ensure stability and safety in the region in case of threats, alongside strengthening the ties between our nations.

The Heyran Diplomatic Corps is glad to announce to the Mundus, thanking its Juhin counterparts, of the agreement, for the service of the Heyran Defense Force. Effectivley, recognizing the growing expertise in ship manufacturing and maintenance industry, it have been decided to grant the Juhin company JTX the heavy maintenance of the Heyran Defense Force ships assets, through most notably the financement and construction of two maintenance dockyards that shall be guarded and be used by both armed forces of our nations.

It is a pleasure for our people and republic, to engage with the people of Juhin, with whom we share so much common history, and that shares the burden, that time haven’t been friendly with either of our people following the Mhorish Campaign. We hope this association is the first step towards a larger and more firm cooperation with the Juhin Republic, in which we place our trust.

The Heyran Diplomatic Corps wishes to remind that it is the right of the First Empire to impose sanctions upon nations it wishes, even if the Heyran Republic formally disagree on such, and shall continue to pursue diplomatic reasoning with all the parties.

The Heyran Diplomatic Corps wishes to remind the First Empire of Rokkenjima that any company that is heyran, legally, not relying on its ownership as such information is irrelevant in front of heyran law, is fully equal under the heyran law, and that any sanction upon a heyran company, shall result in the direct violation of the C.F.T. alongside, as stipulated by Article VII section b), result in repairs to the impacted nation.

The Heyran Diplomatic Corps finally wishes to remind the Mundus of the heyran laws regarding the existence of a company and its ownership. Both informations are strictly classified, and may only be released publicly by the said company. Therefore any legal actions, would require sufficient proofs to back it. It is also the will of the Heyran Diplomatic Corps to remind nations of the Mundus that newspapers writing articles does not automatically creates the said facts. Facts are to be proven, verified, and checked.

Finally the Heyran Republic is concerned that its closest ally decided of sanctions against one of its state, without any prior exchange or even courtesy announcement. The rokkenjiman ambassador have been convoked by the Heyran Diplomatic Corps to explain and develop the situation. This is considered truly as a stab in the heart of our people, given the close relationship both our nations had developed, and we sincerely hope that the final decision as stated, confirming the released statement, shall be one in favor of the rokkenjiman-heyran relationship and not a treason of our shared values.

The Heyran Republic understands that the current situation in Merina attracts many rivalries, and shall abstain itself from entering in such details. The Heyran Republic wishes to support the talks to be held by the Council of Albion, which invites all the parties of the war in Merina to seat down, and have the possibility to find a peaceful resolution to the current crisis.

The Heyran Republic shall condemn the Kingdom of Tytor illegal actions for putting an embargo (even if limited), in international waters, as it is clear violation of the Commonwealth of Merina’s sovereignty, alongside its composed entities, by limiting trade in that region that is under international law. A violation of the F.S.C. by the Kingdom of Tytor comes at no surprise, as they already threatened to violate it in the past, except that this time, they decide to go into action, requiring therefore the Heyran Republic to answer. The Heyran Republic shall therefore, to this effect, dispatch the HA Elysium, to enforce the Freedom of Trade in the region, and help guaranteeing the sovereignty of the Commonwealth by its accessibility to international waters, in their neutrality given the tumultuous times, while supporting none of the entity involved.

The Heyran Republic is shocked with the latest statement released by the First Empire of Rokkenjima. We do not remember the First Empire consulting us on their statement upon the Merina Crisis, yet those wished us to validate our position on it? The First Empire is directly supporting a clear violation of the F.S.C. by the Kingdom of Tytor, as the Kingdom have no right, nor the legitimacy for such embargo, and international law is clearly on the side of the Heyran Republic. We’d like to remember Empress Evanthe that international law and legality isn’t just a term you can use as it pleases you, you have to read treaties first, and then comply with what you’ve engaged yourself to. The Kingdom of Tytor engaged itself to the F.S.C., and violated it. The First Empire of Rokkkenjima engaged itself to the C.F..T., and violated it. We would be more than pleasured to send a competent lawyer to teach the rokkenjimans how treaties, laws and obligations works.

The First Empire, without any warning, is betraying and taking position against the Heyran Republic, by supporting the Kingdom of Tytor to attack heyran assets which wouldn’t comply with its aggressive embargo. The Heyran Republic have every right, as a signatory and ratifier of the F.S.C. to exercise its right to the freedom of navigation, and did so by sending the HA Elysium. The First Empire itself use that right on a daily basis, by having ships most far away from its shores. The Heyran Republic never had a precedent in being aggressive, or violating international laws. The Heyran Republic feels insulted that the First Empire believes that the HA Elysium would engage aggressively against the Kingdom of Tytor, knowing that it has always supported negotiation, it was merely exercising its right, and any person, with a bit of intelligence, would easily understand that a single destroyer cannot compete against an entire aeronaval group as displayed aggressively by the Kingdom of Tytor.

The First Empire also backs the Kingdom of Tytor into openly threatening, and undermining, the international trade in international waters, and because of the proximity to the Merina’s coast, indirectly violating their sovereignty while talks are to be held by the Council of Albion.

The First Empire is therefore given a choice, as its statement is in direct violation of, not only the F.S.C. by supporting an illegal action which goes against international laws, but also against the C.F.T. which it have signed, with direct violation of Article I and III. The First Empire is given a 48 hours delay to change its statement, apologies for the insult and treaty violation, and release a new statement redefining their position on the situation, and acknowledging the Heyran Republic’s neutrality in the crisis. The Heyran Republic shall ask no compensations as defined by Article VII, in the will of keeping the great friendship with Rokkenjima. Failure to comply would result in the termination of the said treaty, and immediate suspension of all the article and annexes without further warning.

The coming 09 June, the Heyran Republic shall observe a mourning day, which shall be a holiday, to honour the victims and the lost of a state, 3 months since the great tragedy of Styx.

We are grateful to the Kingdom of East Moreland, the only nation which came to help and is actively working with us to try understand the causes of the disaster, and was to respond rapidly as to try saving lives. The Kingdom shows true friendship and esteem in our relations and between our peoples. We respect also Himeyama, with whom, even if we had tensions, shown great cooperations in those terrible times. We regret that other nations only shown interest for the island and its people, when were there territorial conflicts, and now in such tragedy, show indifference to it, as our call for help and cooperation remained silent.

The Heyran Republic sincerely regret the most aggressive stance of the First Empire of Rokkenjima, that they have decided to adopt towards their ally. Such drastic turn in rokkenjiman foreign relations, which isn’t the first time, after all we may remember the immediate threats of sanctions made against the Heyran Republic based on just the mood of the Empress, then removed, just shows how much instable the government is, and we truly hope that reconsiderations of such unthought actions shall be made.

The Heyran Republic, by the National Council, as received by the Heyran Diplomatic Corps, have well received the confirmation of termination of the C.F.T. by the First Empire of Rokkenjima. Therefore, with immediate effect, as the First Empire of Rokkenjima did not even shown any civility in exchanges with us, Heyran Defense Forces shall size the area which was reserved for Q.A.M.B. as it is full and integrative part and land of the sovereign Heyran Republic. In a thought of goodwill, the State of Cocytus shall be evacuated immediately, and left to rokkenjiman administratives to handle, agreeing to terminate the 100 years lease as the area have shown little to no interest for investors given the lack of stability and attractiveness with the surrounding nation. Cooperation between Heyran Defense Forces assets and the Rokkenjiman Navy shall immediately be suspended. The Heyran Republic shall demands for repairs for the cancellation of the contract by the private rokkenjiman company Rosa Shipyards, as the provisions stated by the said contract, given all the wasted time alongside investments made by the Heyran Republic.

The Heyran Republic considering the poor judgement and lack of knowledge in legal, shall renounce to its right to require the First Empire of Rokkenjima’s repairs for the violation of two articles of the treaty while they were still fully engaged in it.

The Heyran Republic is once more shocked at the stance taken by the First Empire of Rokkenjima, and unsure of the authority which ordered a crime to be committed on sovereign heyran territory. After threats of sanctions, and openly violating a treaty signed with us, alongside backing violation of an international treaty, we are in doubts, and in mourning.

Military vessels, under the authority First Empire of Rokkenjima deliberately fired upon heyran sovereign territory, with missiles, and engaged the death knowingly of heyran civil servants. The death count haven’t yet been established, however the Heyran Republic is determined to hold accountable the criminals which purposely murdered heyran civil servants, attacked heyran sovereign territory and harmed the local environment/fauna. It is our hope that the First Empire of Rokkenjima to be cleaned from directly ordering such crimes through full transparency, and shall collaborate with us to arrest the criminals, and hand them over to us for a fair trial. To immediately secure the area, and follow the military vessels that did commit the crimes, and in the hope of accounting responsible the criminals which enjoyed of their authority within the First Empire of Rokkenjima to order such coward act, patrol planes shall monitor the area and follow the military vessels, and the destroyer HA Lethe II and light destroyer HA Styx to shadow and follow closely the military vessels involved in the crime.

The Heyran Republic on its side, shall honour its words and continue as planned, having now let the State of Cocytus to rokkenjiman administratives. It is the second great tragedy the Heyran Republic has known in less than 3 months, and all our people are in deep mourning for this tragedy. Three of mourning shall take immediate place.

We are grateful to our service men and women, that allowed to provisorily control the fired kick-started in a section of the territory of the State of Lethe, which unfortunately was the cause of a foreign power’s actions. Those actions not only putted at risk the service men and women, but also the local population living close-by, following a series of explosions with C4 that erupted and strongly disturbed the local life in most negative manners. The local environment is also potentially permanently damaged, as toxic volatiles materials have been spreading throughout the area, making this dramatic event, an impending environmental tragedy. We hope that the toxic materials shall spread in the air and not affect the local population, even if so far we remain unsure of the consequences. We fortunately do not have related any human casualties, just eventual minor injuries following the expositions, alongside more worrying one following the fire alongside the toxic material released, with the current status going on a positive way for those cases.

A rehabilitation program of the area shall be planned, and we shall seek international expertise in that area as to help to do our best with as purpose the full remove of the toxic materials.

Upon the announcement of the event, Chairwoman Therz, in official visit to Juhi, have been forced to suspend the ongoing talks with President Yun, which have been most comprehensive, and departed for the State of Lethe with a plane rented in emergency by EMAC-AirHeyra where she shall thanks in person our service men and women.

The Head of the Heyran Diplomatic Corps also, at the demand of the Chairwoman, convoked to his office the ambassador of the foreign power.

The Heyran Republic wishes to extend its thanks for the international support regarding the more than questionable actions made by a foreign power. We are delighted by the help of the Kingdom of East Moreland and of the Empire of Tamora, and shall be more than pleased to receive their help, support and expertise to handle the current situation. We hope nations to be more and more prudent regarding the action of the foreign power, and effectively monitor more closely their moves for the sake of their sovereignty, and territorial integrity. The Heyran Republic shall agree to the more than affirmative action proposed by King David III over an exceptional M.I.C.A. meeting on the situation. Said meeting shall be hosted at Panner-Mount by the Chairwoman Therz herself.

The Chairwoman went to the local hospital, which hosted the gravely injured by the chemicals, and the fire, of the destruction of this section of the State of Lethe. She have been greeted by the local officials, and the Governor of Lethe there announced the creation of Outsider-Special Areas, that are to be developed underneath. She offered her support to the service men and women that have been more than brave, giving a speech in front of the hospital. Before departing, suited up to protect herself from the toxic material that, in addition to be present in the air, is now polluting the water, sea and underground. The Chairwoman was guided throughout the former facility to have a full view of the consequences.

Following the incident by a foreign power in the State of Lethe, the Governors of the States of Heyra, Acheron and Lethe, have decided to impose areas prohibited for strangers. Those prohibitions concerns mainly rural areas, and would allow a greater safety in those areas, alongside limiting the risk of any disease to be spread if for instance the bubonic plague was to be repeated. The Outsider-Special Areas, as the Governors have defined, shall mainly envelop hub and business centers. The Governors have not confirmed if those measures were to be held in durability. However it remains certain that they shall be discussed during a future meeting of the National Council. The Governor for Elysium have confirmed on his side that such prohibition shall never take place in the State, and that it’d be in full compliance with its obligations and duties (namely the C.E.P.).

The Heyran Republic formally disagrees with the latest statement of the First Empire of Rokkenjima, which wanted to not only legitimise the destruction of local environment and fauna, but also make the Heyran Republic appear to not have used diplomatic canals. Therefore, the Heyran Republic, even for all the affection and respect it hold for the First Empire of Rokkenjima, shall reestablish here facts, in order to allow the international community to better judge the situation.

The First Empire of Rokkenjima, did decide to terminate the treaty known as the C.F.T., and violently, without any notice made such decision, in a context in which the Heyran Republic hold cordial converations with the Kingdom of Tytor on the embargo implanted by them in international waters which goes against the interpretation of our government over the F.S.C., as our ambassador have been convoked. The Heyran Republic never had interests in the civil war taking place in Merina, and clear evidences support such neutrality in the war as we previously have, and continue to affirm our support of the talks hosted by the Council of Albion. In addition the only concerns of the Heyran Republic was the freedom of navigation, and such freedom have been safely, and within the greatest calm, been ensured by the HA Elysium, a single destroyer which is by far, a minor asset compared to the large and impressive naval superiority of the nations of the Council of Albion. The HA Elysium have always respected international protocole, and never shown any aggressivity.

The Heyran Republic would also like to explicit on the “growing ties” with the Empire of Tamora, as the First Empire of Rokkenjima called them. The Heyran Republic effectively view favorably the Empire of Tamora, which is a nation which, even if you disagree with on human rights, have always been open to talk to prevent conflicts, unlike some other nation. The Empire of Tamora effectively is part of the few nations which agreed to help us in those terrible times, as we have an impending environmental disaster, alongside the Kingdom of East Moreland and the M.I.C.A., and yet we never have an alliance, military or economic with them. Those are a nation led by officials which are always ready to talk, as proven by the talks hosted in Djerb between the Empire and the Republic of Fleur during he Clysperis civil war. The Heyran Republic have no alliance, and never shared any intelligence with the Empire of Tamora, unlike the Holy Empire of Achkaerin, a close rokkenjiman ally, which was heavily involved into the Clysperis civil war by their side. The Heyran Republic recognise the security concerns of the First Empire of Rokkenjima which are perfectly legitimate, however deciding to blow up an entire area on foreign sovereign territory, without engaging talks on a potential delay, with the host nations, is simply inacceptable. The Heyran Republic never have been contacted to negotiate the termination of the treaty, and only saw the unilateral aggressive actions made by the First Empire of Rokkenjima.

The Heyran Republic wishes equally, to note the lack of respect of international diplomatic protocols, and politeness, as we had to effectively convoke their ambassador to get explanations on the actions which were carried on our soil, a simply inacceptable lack of courtesy.

The message sent by the First Empire of Rokkenjima is that, it can with impunity, attack sovereign territory, create a massive impending environmental disaster, without any consequences nor its allies, which are said to be, supporting international laws and environmental regulations, condemning such.

The First Empire of Rokkenjima did not even deem necessary to repair for the damages, alongside the potential issues for the local inhabitants, or even help in such. We are for that grateful to the Kingdom of East Moreland, the Empire of Tamora and M.I.C.A. for doing so.

We find unfortunate how our ally, the First Empire of Rokkenjima, which we have backed and supported in more than one situation, from the corridors of C.T.O., to the Ardian Assembly, have decided to turn its back on us, and threaten us of sanctions, without even engaging a single discussion, with the only talk being asked by us.

The National Council have decided to launch a national debate over the sanctuarisation of the Heyran Republic’s territories, as to legally prohibit the installation of bases or any foreign military installations on the soil of the Heyran Republic.

This comes as the States of Heyra, Acheron and Lethe have imposed areas prohibited to foreigners. Areas as per agreement granting a foreign civilian presence, such as the Ui Cenneg-Heyran telescope in Heyra, or Morelander re-establishment program in Lethe, are still accessible to foreigners without any changes.

Chairwoman Therz allowed herself to state, on the occcasion: « We have seen mistakes be done by my predecessors, and I take full responsibility for such. We however have seen accusations made by some about the lack of neutrality of the Heyran Republic, most notably because of an agreement we have engaged ourselves with the Empire of Tamora, for the greater benefit of all. The Heyran Republic currently shares intelligence with no nations. It is allied militarily to none. And it is committed to stay neutral in foreign conflicts. The Heyran Republic never engaged itself into crisis, it only ever have exercised its freedom of navigation, as granted by the F.S.C.. This policy, ensuring the freedom of navigation, against any embargo, is our value, the same as engaging talks and seeking cooperation with all nations, independently of their cultural differences. When the Heyran Republic engage into freedom of navigation exercises, it never have done so in a negative manners. Courtesy, and innocent passages have always been our rules. I admit the mistake of the rokkenjiman base in the State of Lethe, and shall make sure no foreign troops, ever have a base in our sovereign territory. I have expressed my apologies to the members of M.I.C.A. for the actions of the heyran government, as the environmental disaster going on is a most unfortunate lesson for us, and we shall seek to maintain the neutrality of our state. This incident clearly open a new page for the Heyran Republic’s diplomatic line. We thought further cooperative integration was compatible with our Freedom of Trade policy, however as demonstrated it isn’t. After negotiations resuming, following their provisory suspension with the environmental disaster happening in the State of Lethe, the Juhin Republic and the Heyran Republic both came to a satisfactory agreement which shall facilitate circulation of people and goods between the two nations. Chairwoman Therz, and President Yun both signed the treaty, that shall hopefully be ratified soon by both nations. Most notably, investments shall be free of charge, and respective national companies shall be granted governmental contracts, as to favorise the companies of both nations and limit the dependance on foreign nations. This would be most beneficial for both economies, and create a larger market alongside favorise opportunities.

For reasons, relevant to national security of both nations, alongside respect of current legislations in act, the treaty shall not be made available to the public.

Both nations shall also pursue negotiations on a second treaty, this time over military cooperation, joints efforts on the international scene, and, in our hope, mutual defense.

The National Council has voted unanimously the Reform of Citizenship Obtention Act which shall drastically change the way citizenship works and is organized within our Republic. States shall be given more rights over the issue.

Each state shall dispose of its own (1) passport for its citizen, that shall follow national guidelines, while being able to custom various fields. States shall also, from now on, define themselves the process for the obtention of citizenship and passport of their state. The passport granted by a state, shall have the same value as the former national passport, and dispose of the same status, most notably regarding VISA.

States shall also be the ones defining if they allow or not, bi or tri nationality.

States reserve themselves the right to suspend or remove passport.

The National Council has voted unanimously the Reform of National Taxation and Budget Act which shall drastically change the way finances of the Republic are handled, alongside taxation. All pre-existing taxes are therefore abolished, to only establish a single flat-tax of 2% on any company revenue.

Rules about the budget management have been updated, and shall no longer benefit from supervision of the National Council, but transmitted to the sole authority of the Chairwoman, and management by operations by the Heyran Finance Administration. Such shall allow the full neutrality and impartiality over the spending, reducing the number of issues.

The Juhin Republic officially has deposed a request for the admission of two States to join the Union. A referendum shall take place in the Juhin Republic over the request. Following negotiations over the prerequisites for such admission, alongside reforms that were needed and common agreements allowing to ease relations and reality into this possible future, the definition of the two States, if the referendum is successful, shall be defined as the state of Andea and the state of Mathilda. Those would hold two exceptional elections for their Governor, that shall be in line with the rest of the Union.

If the referendum is successful, no transition period shall take place, with only a 6 month delayed allowed for conformity with legislations and official acts. The National Council has officially voted a 20 billions USD budget for smoothing such transition over tax administration, that have been lighten, defense, intelligence and diplomacy. Justice shall remain the same, as it is a state’s right, the same for citizenship and residentship. However other functions of the State are prohibited by the Constitution, and as defined above shall strictly be conformed. Any financial result that may come from such transition, such as the selling of assets, shall be fully transmitted to the state and exceptionally allowed for them to spend as they seem to fit, while ensuring conformity with the Constitution.

The Heyran Republic wishes to publicly announce that it strongly supports the statement of the Diarchy of Hassfurt even if not member of M.I.C.A., alongside of the Kingdom of East Moreland with whom we share views of. The Heyran Republic wishes to remind the international community that the Tribal Union of Zimalia is not a signatory or ratifier of the Fair Seas Concordat, and therefore pretexting this text to engage into actions against a sovereign nation is not only illegal, but also fundamentally wrong, creating a new context of imperialism. We naturally recognise the good will of the Holy Empire of Achkaerin, being concerned with the current situation, specially since they are a newly member of the Illumic, however for the sake of good regional relations, shall remember that communication alongside discussions, against unilateral actions, are good for the sake of peace, and good relations, a basic element of diplomacy. Even if we have been informed, it was only of the decision and with no delay, making such useless.

We are glad the Tribal Union of Zimalia however recognise in that case the Fair Seas Concordat by asking repairs at an hourly rate, and consider such to be most natural and honest, the Heyran Republic shall take similar actions. The Tribal Union of Zimalia, as a Member of M.I.C.A. and A.K.O. has our full trust over handling the situation, and cooperating most easily for the best interests of the region. As such, the HA 262 and HA 269 shall be dispatched in the region as to express their right to freedom of navigation, and remain available for cooperation with the members of M.I.C.A. and if agreed, be integrated with Zimalian command as the article 14 of the Charter plans grant them authority in such area.

For its part, the Heyran Defense Force shall take heavier measures as to guarantee the integrity and respect of laws into sovereign Heyran soil, alongside coastline. While the Heyran Justice Bureau shall be willing to cooperate with the nations of Hassfurt, Zimalia, Seaforth and East Moreland as to lead further investigations.

An official ceremony, in front of the Republic’s headquarters has taken place, on the Esplanade of The Defense, for accepting the states of Mathilda and Andea into the Republic. Elections, which shall align on the rest of the nation, for the two governorships are ongoing. Those states are from now on, granted same status as any others within the Republic.

The Chairwoman Therz has congratulated the people for their choice, and proposed the people of Heyra to celebrate such event.

Accordingly, the United Remembrance Banner shall be updated, as to include from now on, those two states in its symbolic.

The Heyran Republic is shocked by the First Empire of Rokkenjima great insult at our people and government. The National Council in an emergency meeting have announced to take no economic measures given the ridicule of the statement, just representing the expression of the decadence of rokkenjiman judiciary system, and its great partiality against the people of Heyra ever since it has decided to make explode part of the State of Lethe, creating a massive environmental disaster which it had great issues to recognize its responsability. The Ardian Assembly itself has decided, in a vote, supported internationally, to condemn such action, by pushing a resolution to make the First Empire of Rokkenjima pay for such actions, at 80% of the costs. Such resolution decided domestically, would go against international right, since it decide to suspend exchanges between our nations. We shall therefore brought to the Assembly this matter, as we believe in dialogue.

We regret that the First Empire of Rokkenjima is in violation of the Mundus Convention of Universal Rights, Article 7.2, since slavery is a criminal offense in the Heyran Republic and that no proofs were advanced. The Heyran Republic have always been known to cooperate with great transparency, as our partners in M.I.C.A. and the A.K.O. can testify, and our protection of most humanistic rule of law. We regret the lack of transparency of the First Empire of Rokkenjima in its decision-process, alongside judgement, in applying such harsh sanction for the people of Heyra. The beacon of democracy that our republic is, shall continue to shine, and even if this represent another yet great challenge ahead for our people, we shall prevail as we always have done so.

The heyran communication diplomat to the First Empire of Rokkenjima have seen his position be removed from the Heyran Diplomatic Corps since the rokkenjimans have nor contacted us, nor shown any will to dialogue, in that situation, or even in the precedent crisis.

At last, the Heyran Republic would like to remind that the Empire of Tamora, since it is the matter brought by the rokkenjimans, is treated like any other nation, and does not have special rights to the Heyran Republic, nor trade facilities that any nation may enjoy of, in the Heyran Republic. We also regret that the rokkenjiman administration, in its redaction of sanctions, have misspelled all official appellation of the heyran government, proof of their lack of respect for our people.

In its great will to continue ensuring the Freedom of Trade, and the respect of the Fair Seas Concordat, the HA 261 Styx shall participate in a military exercices alongside its clysperi and tamoran counterparts, all willing to secure the Gulf of Safraen and reaffirm to the Mundus the bond of nations as to ensure safety throughout the seas.

On its part, the HA 262 Cocytus and HA 269 Illumic, under the lead of our zimalian counterparts in the Illumic, as part of an initiative in the M.I.C.A. as per article 14, have shown tremendous results as to be effective in their tasks, and participate in the human trafficking crisis, which the M.I.C.A. have recognized since months, the importance of addressing and securing maritime routes. Cooperations between both navies have been effective, and shown the great unity of the nations of Alba Karinya not only in crisis, but even in peace times and in the principles in which we believe.

The Heyran Republic is delighted to announce the good progress of the Solar-storm Back-up System, led by SafeD, alongside an increase of the 200 millions USD total budget by the investment of bilateral investments firms and groups, which find interest in the safety of such pieces of data. The original 16 millions USD involvement of the Government shall be kept as such, not increasing its share pourcentage nor covering the additional costs of the upgrades to the original plan. The S.B.S. construction is to continue, and be firmly upgraded to include additional protection measures against human threats, and no longer only natural ones.

In a year and a half, the project with its 3 sites, is considered to be tested, and validated, marking the respect of the 4 years deadline.

The Heyran Republic would like to remind the international community, most particularly the First Empire of Rokkenjima which is making an impressive display of military strength in regions where it does not belong, that the Fair Seas Concordat equally applies in Mathilda Channels, protected by both the Heyran Republic and Solace as integrative part of their EEZ, and that therefore innocent passage is required, in fact same goes for any EEZ throughout the Mundus.

The Heyran Republic would also like to express how much it regrets the unilateral position of the First Empire of Rokkenjima, while we equally condemn any breach of the Fair Seas Concordat as active signatory, ratifier and firm believer in the Freedom of Navigation, we believe that local nations such as Solace, Cassiopeia, Daito, Lijiang, Jiyuan and Heyra would have been much more relevant as to handle any issue, through a dialogue, with the Iwi, which are known as reliable partners, as throughout our history of dealing with them, through their culture, they maintain a high deal over honour, something that unfortunately cannot be said for some nations which do not hesitate to strike back with a dagger its own allies or partners.

The Heyran Republic as it already have expressed to the Ardian Assembly for which the First Empire of Rokkenjima have been condemned, does not wish to allow and stand-by rokkenjiman rewriting of history regarding this terrible tragedy. Effectively, the First Empire decision to withdraw unilateral from a treaty with the Heyran Republic without negotiating any terms of transition shows the lack of diplomatic basic skills such nation have always shown, and is still much to this day, unfortunately showing. We’d like also the First Empire of Rokkenjima to see if it is able to say those very words to the families of those who lost someone because of that disaster.

Equally, the Heyran Republic stated no threats to whoever, nor ever did, unlike the First Empire of Rokkenjima, we regret the twisting interpretation of our statement made by the Imperial Media Liaison of the First Empire of Rokkenjima. We however shall consider the threat of the First Empire of Rokkenjima is addressing us, and shall dismiss it, as the Heyran Republic is only responsible to its people, to the international community and the treaties it is tied with, in no manners to the First Empire of Rokkenjima. We find ironic that the very nation pretending to protect “the free trade of the world” is now willing to establish exclusion zones, not only being illegal and on no solid grounds, but also being pathetic. The Heyran Republic shall, as it always have been, respect international treaties regarding the seas and oceans, alongside protocols and curtesy, but won’t bend to any foreign threats. We ask for the rokkenjimans to apply the reciprocal and withdraw their threat.

We also find most hypocrite that the First Empire of Rokkenjima is threatening the Heyran Republic for things that it itself, plans on doing on grand scales and in worst measures, as a statement from rokkenjiman forces itself, “we will be monitoring the actions of vessels, especially those of the Iwi and their CNN allies in the region, and will be reacting at any time we feel they are engaging in actions in contravention to the Fair Seas Concordat”.

Once more, instead of offering a hand, and dialogue, the First Empire of Rokkenjima proceed to close doors, threaten and continue on its line. While our statement may have be seen as realisation that dialogue with local nations would be the most pragmatic and efficient approach to the situation, we are sorry to see that the stubbornness and bellicose attitude of the First Empire of Rokkenjima prevails on its foreign policy.

The Heyran Republic announce today the passing through the National Council of the 2021/12/31 Human Enhancement Act, a piece of legislation that shall allow to remove some of the limitations that remained mostly around the experiment around fœtus and human DNA manipulation, as to allow the 2020/09/01 Cloning Act and the 2020/09/01 DNA Tests Act to be effective, as they have shown to be limited in their deployment by some contrains. This new act effectively falls under the Future Protection Act, and shall allow the thriving of development of new researches which so far have been kept aside, and pushed back throughout the Mundus. The provisions of this act also plan for according the same rights of foreign companies which may be interested to such researches on heyran ground, within certain administrative and financial dispositions, while remaining compliant with the heyran legislation.

Such new act, ensure the development and buildup of a leadership surrounding the fight, against diseases of all sorts, from genetic ones to even neurodegenerative, opening an incredible field of application which we so far had closed. But now, such act allows to dive truly in, and give the necessary means and tools to fight against those, while guaranteeing a future for the demographics of our nation.

The National Council in its decision of the 2021/12/31 also edited the 2020/09/01 Cloning Act as open its scope beyond the simple therapeutic and embryonic stem cells cloning, to effectively plan the path as to allow full cloning of individuals, following a set of very strict and heavily regulated rules.

The Heyran Republic is appalled once more at the First Empire of Rokkenjima violation of international laws it itself signed and submitted to, in addition to the many mistakes contained into their statement. We invite our rokkenjimans counter-parts to reread and take notice of the Ardian Assembly Resolution over QAMB, having the great victory of violating all 4 points of the said resolution -knowing that M.I.C.A. is in no way involved into such- and of violating the Charter of the Ardian Assembly. With that being clear, the Heyran Republic shall ignore the rokkenjiman statement, considering it as a mistake by an intern, as the First Empire ridiculise itself once more on the international scene.
