It is the view of Royal Seleucid that Heyra are not Gulf nation in the spirit of the Arrangement. As such we would oppose them having full membership however we would be open to discussing a form of co-operation with Heyra if the other members of the organisation were so inclined. We do not believe that Elysium is sufficent to call yourself a "Nation" despite the arrangements that you hold with Tamora. We do though believe that Elysium could be a beneficial partner for the region in the right circumstances.
We await the decision of the rest of the Arrangements.

What the Empire of Tamora wish to do with their own territory is a decision for themselves however we do ourselves do not recognise Elysium as patr of a Gulf nation. We are keen to ensure that the Gulf arrangement is in a position to widen its appeal to nations of the world and sadly the recent incidents with Elysium and accusations cast towards it have put doubt in many people's minds. We would though be willing, with appropriate safeguards in place, to work with the government of Heyra to put together a trade deal between the G.A.A and Heyra.

It is also our belief that Elysium should not give access to the full extent of the Gulf of Auraxis Arrangement. The intention of the arrangement was for those with historic, cultural and long standing ties to the region to come together. I firmly believe that Elysium is not sufficent to qualify Heyra for such an arrangement. I however am always happy to consider working with other nations and as such would be happy to send my Foreign Minister to such a meeting.

Royal Seleucid are open to discussions on this however not as a full member of the G.A.A we would however be delighted to find some form of co-operation between the G.A.A and Heyra. As such please expect my Foreign Minister Daryush Darzi to arrive in the coming days.
