Constructed to help kick start East Moreland's high tech exports Technology City was conceived by King Sven, however it was his son King David that put it into practice. The concept was to give the brightest young minds a leg up in high tech industries and promote STEM subjects. The city was purpose planned in stages to allow growth to be sustainable. Three stages of construction took place.
STAGE 1
The building of a community of homes and social facilities such as schools and hospitals. This initially catered for around 15,000 people but had built in space for expansion as time goes by. This stage also saw the construction of dry docks for naval research along with facilities to provide wind and wave energy.
STAGE 2
East Moreland Science Park - This project built 2,850,000 sq ft of buildings to allow top class research in fields as varied as biomedical sciences to astrophysics. As part of this stage a new Kings Institute of Science was opened providing world class education for around 1000 students a year.
Further land areas were provided to allow major companies to establish HQ's with help in subsidies and tax exemptions.
As part of this 35 Entrepenaur Workplaces were set up with their own conditions and benefits.
These will be for businesses that are less than three years old and currently employ less than 100 people.
These workspaces will be available to any company wishing to apply on the following conditions.
1. Their business must be connected to Science (any discipline)
2. They must be willing to employ at least 50 more people than they already do and these people must be from East Moreland.
3. Companies must be willing to give work experience to ten students from East Moreland's new Kings Institute of Science for three weeks a year.
In return companies will receive.
1. 50% discount on the use of Kings Institute of Science facilities.
2. Fast track for work visas for existing staff if needed
3. Reduced rates of tax for each 25 people they employ. (approx. 2.5% reduction in business rates per 25 jobs created.
4. Connections with a wide range of East Moreland's most established businesses.
At the end of three years the company must leave the Workplace but can still utilise other accomodation at Chamwick
STAGE 3
East Moreland Technology Park - The centre piece for this was the new East Moreland Aircraft company research, development and manufacturing plant. This facility covers 832-acre (3.4-kmē) and will centralise all of EMAC's operations. Surrounding this flagship facility are units available to a variety of types of companies. Those already with a stake include East Moreland Rifle Company, SmartWorks Software, Avalon Chemical Solutions and Osman Biomedicals. This Park also saw the construction of heavy rail and its own cargo port.
STAGE 4
Business and Innovation Park - This is a facility set up to allow companies to exchange ideas , have their admin headquarters and for smaller companies to obtain office space close to world class research facilities.
Alongside the Four Stages two Universities were established. The Chamwick University acts as a general university meanwhile the Kings Institute is a specialist technological University. Part of the condition of investing in Chamwick is to offer "meaningful" work experience to students at both institutes as well as an annual competition.
CONDITIONS AND BENEFITS OF INVESTMENT
Incentives for businesses include.
*No business rates for 5 years. after 5 years companies pay at a reduced rate.
*Waiving of import/export duties for companies employing more than 400 East Moreland citizens
*50% discount on the use of Kings Institute of Science facilities.
*Fast Tract Work Visas for existing staff
*Reduced rates of tax for meeting set numbers of East Moreland citizens employed.
There are however certain conditions to being allowed to operate here.
*Companies must provide at least ten East Moreland students with at least three weeks worth of work experience each year.
*Companies based there will be expected to collaborate with at least one other company on at least one project every three years.
*All businesses must comply with local health and safety laws.
*All imports/exports must comply with national laws.
