To issue an authorization CADA needs to consider if the potential trade partner poses a threat to Herrenbucht and/or its allies, or if the potential trade partner could pose a threat to its own population. This is done with regards to the laws considering arm ownership and the practice of these laws.
CADA also controls international franchising of Herrenbucht's defense industry as well as foreign defense industry franchising in Herrenbucht. This is done to ensure quality standards, protect military technology and to protect Herrenbuchtian industry from illegal competition
