Proposing A Third Path

Throughout the long arc of history we have seen cycles, many of which have been dominated by alliances locked in opposition, all of which held within their remit the ability to impact events on a global scale. Even the mere hint of their involvement in any scenario would compel another to act or, in some cases, doom a nation to the prospect of most certain military action occurring within their sovereign borders without objection or recourse. To address these (and other) concerns the international community came together first in the formation of the Covenant of Nations and, later, the Commonwealth Treaty Organisation. We also witnessed the creation of the Cross Mundus Agency, with each institution professing similar aims and motives in their formation.

Even with the formation of the Covenant, and later the Commonwealth, we have seen the continued existence of vast accumulations of military might. Whereas we once saw an era dominated by the CSTO/CIS, whom both shared several key founding principles, aligned against the Warsaw Powers, today we have many of these same nations, including new additions amongst their ranks, constituted in the CNN and, now fading, LISA alliances. In this modern era, however, neither has a clear adversary in sight nor an immediate threat to their security; there is no Warsaw, nor is there an alliance or other such grouping of nations which could realistically pose a threat to either of these alliances other than their counterparts. Despite any proclaimed reason, the mere existence of these levels of military might under a single banner presents a real and lasting threat to the peace, prosperity and overall stability of Mundus.

The First Empire recognizes the role it has played throughout these eras, first as a leading power of the CSTO and, later, as a founding member of LISA. Our collective approach to maintaining international peace and stability, while rooted in good cause, has precipitated a vicious cycle which sees the outbreak of war and conflict most often the inevitable conclusion to the crises facing Mundus. Instead of alleviating the fertile soil which gives rise to conflict and addressing those issues which often cause nations to reach a point where armed conflict is indeed inevitable, we have placed our focus upon that inevitable spectre of conflict. Another issue of contention, one which this First Empire has had an equal hand in perpetuating, is conflict along cultural grounds, resulting in an atmosphere where one set of cultural expectations and norms are held as a standard above all others.

Should we wish to truly break this cycle and promote a Mundus which is that much more peaceful and just a new approach is demanded. One which sees a principle of mutualism amongst all nations transplant a paradigm which sees competing self interests and ego drive international affairs. A community of sovereigns which sees value in respecting all cultures, assisting each other through mutual aid and a spirit of common defense against undue foreign aggression, is one capable of tackling the crises which often are the mother of wars and conflicts. Those nations, which come together at times of great need and assist according to their ability, may see not only increased standards of living but also a transformative movement which sees not competition in every pursuit but opportunities for us to remember, ultimately, we are all common inhabitants of one small dot in the universe; through assisting each other we ultimately ensure our national interests in providing for a more stable Mundus.

As the prospect for conflict is one which may always linger, especially for those states who maintain minimal relations or forgo those with certain powers, the First Empire thus proposes an International Collective Association (ICA). The ICA shall not function as a contemporary military alliance, itself being based solely upon the principle of optional defence with no mechanisms possible for aggressive military actions being undertaken by the Association. Furthermore, there shall be no requirements beyond an agreement for members of the Association to, according to their means, give due consideration for those requests for assistance from fellow members of the Association.

The First Empire shall henceforth be reviewing all international treaties to which it is a party to and shall determine whether or not they support such a shift in paradigms while at the same time conducting a review of present Rokkenjiman military policy in addition to ongoing Rokkenjiman military operations or deployments with the same objective in mind. In the coming days we shall propose an association of nations, one which builds itself on a foundation of mutual assistance, collective self-defense and disavows the collective use of aggressive force. With vast accumulations of military might already existing a network of nations dedicated to the common self-defense is necessary to ensure not one further intrusion upon a sovereign nation. In this pursuit I hope that this First Empire may work towards creating a better Mundus for all of our children, and making up for her contributions to this present untenable state of affairs.

The First Empire has, at times, been guilty of applying its influence in situations which did not warrant it, a fact which has moved me beyond any doubt as to whether or not the ICA is worth pursuing or not. If one is incapable of recognizing when they are wrong and not willing to act to correct such behaviour, their words are empty and without due significance. Ultimately, by combating directly the root causes of conflict we may ensure they do not arise before the threat of military action is a bygone conclusion. Let us remember that between all of us we share one blue marble in the vastness of the universe; let us join together in a spirit of assistance and concern for our fellow neighbours, helping to the best of our ability and leaving the common heritage of Mundus in a better position for those who shall come after us.

Those who wish to join with us on this endeavour are cordially invited to Pyrena Castle for what shall be the first Summit of the International Collective Association, to be hosted on the 4th of May. I look forward to what our collective efforts shall bring into fruition.

It is the purpose of this communication to once more address a misunderstanding of the role, purpose and mission of the Conradh na Náisiún. There seems to be a misconception about our organisation and it being necessary to have a "clear adversary". The CNN was not established as a military alliance, this is evident by the fact that our charter has 54 articles, 3 of which are connected to taking joint military actions meaning just 5% of our organisation has any military involvement. People are ready to consistently label the CNN as "Military" alliance, however since our foundation we have carried out one joint military run operation and that was in response to humanitarian crisis in Nya Aland. The organisation has also carried out joint sporting events, educational conferences, a technology forum, an ongoing joint Space Programme and was instrumental in gathering the data that enabled the first ever images of black hole to be produced. Our organisation is one dedicated to the prosperity of opportunity for all citizens of its members as well as being a force for positive advancements in the world.

We wish any nation seeking this "Third Path" the best of luck.

An Update On The Association

Following several drafting sessions I am pleased to present the following Draft Charter for the International Collective Association which shall be presented at the first Summit. This allows a chance for all states to see the intent, and aims, which the First Empire holds for the ICA. They are, by no means, set in stone; it is the very nature of the ICA to be an open body where any member shall have a hand in forming and, later, directing the ICA as it develops beyond the first Summit. Through sharing this blueprint it is my hopes that we may invigorate discussion, and forge further interest, leading up to our first Summit.

Charter of the International Collective Association

Preamble

Recognizing that international affairs have long been determined on the basis of the competing interests of the States,
Realizing the root causes of conflict, be they religious or cultural, also share roots in poverty and national crisis,
Noting the threat posed to international peace and stability by vast accumulations of military might, regardless of the stated purpose for said accumulations,
Seeking to provide for a new international paradigm based on the principles of mutualism as well as providing a shared defense against aggressor states and decrease the spectre of more violent international conflicts through disavowing the collective use of aggressive force,
Hereby adopts this Charter of the International Collective Association (ICA).

Criteria For Membership

Membership in the International Collective Association is open to all independent nations. A candidate country should display practices in accordance with the following Eight Guiding Principles:

  • Respect for the sovereignty and territorial integrity of all nations.
  • Recognition of the equality of all races and of the equality of all nations, large and small.
  • Abstention from intervention or interference in the internal affairs of another country.
  • Respect for the right of each nation to defend itself singly or collectively.
  • Refraining from acts or threats of aggression or the use of force against the territorial integrity or political independence of any country.
  • Settlement of all international disputes by peaceful and diplomatic means.
  • Promotion of mutual interests and co-operation.
  • Respect for justice and international obligations.

The aspiring country should also adhere to the principles and purpose of the Association which have been established and affirmed by this Charter and the member states such as independence, territorial integrity and the sovereignty of states, equality among nations, full respect for international law, pacific settlement of disputes, the democratization of international relations, the development of human resources, the protection and promotion of all human rights and fundamental freedoms, including the right to development, and the co-existence of different systems, cultures and societies. Solidarity with the Association shall be considered an additional criterion for admission of new members and will be assessed in light of support for ICA initiatives and proposals.

Procedure for Admission

A country wishing to become a Member of the Association, should submit a written application by its Head of State/Government or Foreign Minister, addressed to the Secretary-General, who shall then circulate it to the Members of ICA.

The application should be submitted within a reasonable period of time prior to the Summit or the Ministerial Conference in which a decision will be made on that application. The Council of Heads of State should consider the application and, if no objections are expressed, recommend the admission to the Summit or the Ministerial Conference. Ministerial and Summit Conferences should only consider admissions recommended by the Council of Heads of State

Observers

Within the framework of the need to promote the opening of the Association to the contributions of other actors in the international arena, the practice of admitting states as observers to the ICA meetings shall be implemented. States which fulfill criteria for admission as members will have the option of applying for observer status. Observers may attend and, with the Council’s permission, address the Plenary of a Summit Conference or Ministerial meeting. The procedure for admission of members will apply for admission of observers.

Guests

Interested States, Inter-governmental Organizations and relevant Non-governmental Organizations may be invited as Guests to the Summit and Ministerial Conferences. Nevertheless, there will be no permanent guest status. Guests will be invited on an ad-hoc basis to each Summit and Ministerial Conference. The current guests of the Association are to be included at the leisure of the Association. Guests shall only attend the opening and closing ceremonies of the Conference and do not have the right to attend and participate in the deliberations.

Structure of the Association

The Association shall be managed by the following institutions. No institution of the ICA shall have the authority to impose laws or policies upon members of the Association, however, such institutions may propose guidelines and suggestions for the consideration of Association members, and to promote coordination across the Association.

Secretary-General

At each Summit, a new Head of State formally becomes the Secretary-General, and assumes that position until the next Summit. The Secretary-General is responsible for promoting the principles and activities of ICA, and the Foreign Ministry and Permanent Mission in Kōgawa of the Secretary-General's State assumes administrative responsibility.

The order for which the Secretary-General shall be determined shall be the date upon which a member state ratifies the Charter of the International Collective Association, in ascending order.

Council of Heads of State

The Council of Heads of State shall meet regularly to coordinate and promote the interests of independent and emerging countries in the international community. These meetings shall be convened each six months, while off-schedule meetings may be convened by the Secretary-General to address matters of pressing concern.

Security Caucus

The Security Caucus consists of ICA countries who volunteer to serve as the first line of defence for the Association. Any member of the Association may serve on the Security Caucus, with each contributing according to the capabilities of their respective armed forces. These States shall provide for a common optional defence as well as reflecting the decisions and positions adopted at ICA Summits and Ministerial Conferences.

Mutual Aid and Optional Defence

Members of the Association agree to a provision of optional defence among all members of the Association. Due consideration must be given to any request for military assistance. Cases where an independent or emerging nation faces an external threat, or where covert means have been employed to usurp the government of an independent or emerging nation, are cases where this Provision would be applicable.

The Association disavows the collective use of force against any sovereign state. In its pursuit of a doctrine of optional defense the Association prohibits the coordinated deployment of member states armed forces in any aggressive capacity whatsoever.

Members of the Association also agree to uphold a commitment of mutual aid among each other. The Association shall collectively provide for common resources to alleviate conditions of poverty, build and improve infrastructure, and improve the standard of living throughout the Association.

Mutual aid may come in the form of providing humanitarian relief in response to a natural disaster, dispatching doctors and medical supplies following calamity, rebuilding infrastructure damaged by natural disasters, assisting in the construction of infrastructure where it does not presently exist, etc.  Each member state is expected only to provide that assistance which is within their capabilities.

The Association shall work with the Mundus Development Bank to provide low-interest loans for the completion of projects to build and improve infrastructure.

Economic Provisions

Members of the Association agree to consider a fast-track visa process to allow for the freedom of movement within the Association. Such application may be denied at the sole discretion of the member state.

Members of the Association agree to lower the barriers of trade between one another, and to refrain from employing sanctions against a member of the Association.

At present Bakkermaya will not be attending this summit. Our reasons for that are the fact that we are unsure of what exactly is being created. On one hand language such as it seeking to be an organisation that "is one capable of tackling the crises which often are the mother of wars" seems like you are attempting to reform the CTO. However the charter is critical of nations forming "accumulations of military" might, yet then calls for military assets when it says " each contributing according to the capabilities of their respective armed forces" Therefore at present this organisation seems as though it does not know whether it is the CTO 2.0 or a CNN/SANE.

Additionally we have the following issues with the Charter.

1. The mechanism for membership is not clear.

2. It seeks to impose the ICA on nations. For example seeing "emerging" nations as something that need to be co-ordinated by the organisation.

3. Lacks definitions of key matters, for example what is an "emerging" nation.

4. Makes its "optional Defence" policy ineffective by its own wording. Yet removing this makes the organisation essentially the same as the CNN which the charter is seemingly opposed to.

5. Duplicates successful NGO's and usurps their support.

6. Politicises utilising the Mundus Development Bank which is by its merit supposed to be a NGO.

In addition to this I also believe that arguments could be made that most nations in Mundus would not qualify as members under the measures cited in the charter.  Even the language of the charter does this, for example drawing the distinction between independent and emerging nations, this implies that "emerging" nations are not independent. Additionally as the charter membership talks about "Recognition of the equality of all races and of the equality of all nations, large and small." this idea of labelling nations as "emerging" goes against this. The principles also state "Respect for the right of each nation to defend itself singly or collectively." yet the preamble notes "the threat posed to international peace and stability by vast accumulations of military might, regardless of the stated purpose for said accumulations," runs counter to that.

I would urge the Empress to first define what the ICA seeks to be, is it an alliance trying to distance itself from military affairs, or is it CTO 2.0. While this can not be determined I believe the ICA can not take flight.

A Reply To The Grand Duke

Respected Grand Duke,

It is for these very reasons I have introduced the Draft Charter, so that the process leading to the formation of the International Collective Association may be the most open of any institution to proceed it. Your concerns are heard, and while your nation may not be committed to the Summit, I hope that this open process may endear you to considering future engagement in the process in a more formal capacity.

The ICA is designed to be neither a CNN competitor, or a replacement for the CTO.

Our nations aligned will work to replace the present international order with one which focuses its energies upon an underlying principle of mutual aid. You have highlighted areas which require a voice, and one which I welcome as a partner in peace and stability. Should Bakkermaya not be a voice in the open summit which approaches, I assure you that your concerns shall be presented by this First Empire and modified into the Charter upon its introduction for consideration.

I thank you for your efforts and hope they shall be continued moving into the future. In the mean time I invite yet more nations to give their voice to this process and to make this ICA a truly international pursuit of the community of nations.
