1. Membership of the Council is open to all nations with sovereign territory in Albion and who have signed this charter. Should 60% of active members oppose a signature within 48 hours that nation may not join the Council.
2. Each member nation is to appoint an ambassador to the Council. This person may be selected using any method the signatory nations deems fit.
3. The membership shall appoint a Chairperson in rotation by order of signing. The Chairperson shall run the organisations meetings for the duration of 6 months.
4. The Council shall meet to discuss issues of concern presented to the Chair for debate. The Council shall be free to make recommendations and vote on resolutions.
5. The member nations agree to remove all visa's for travellers spending less than 120 days so long as the travellor has no criminal record and is not deemed a threat to national security.
6. The member nations agree to ensure no member nation pays higher tariffs than non member nations.
7. The member nations agree to discuss with each other before any nation declares sanctions against another nation.
8. The member nations agree to permit students meeting an institutes entry requirements to be considered on the same grounds as a home national.
9. The member nations agree to maintain armed forces for their defence.
10. The member nations agree that should one nation be attacked the organisation shall consider military support in a session of the Council.
11. Member nations agree to refer any disputes between them to the Council for mediation. The verdict of the Council shall not be binding.
12. Member nations agree to maintain active embassies in each nation. The embassies shall be considered sovereign territory of the operating nation and the ambassador shall report to the Head of State of the host nation within 24 hours of being given written notice.
13. Member nations agree to share information regarding terrorist threats to another member nation.
14. Member nations agree to deport suspected criminals so long as the following conditions are meet.
a) Evidence sufficent to prove suspicion of the crime is presented with the extradition order.
b) A trial will take place under conditions set out in the Mundus Convention of Universal Rights.
c) The suspect is considered mentally and physically fit enough to stand trial.
15. Member nations agree that (insert date) shall be Albion Day, and that they shall host events promoting and celebrating the cultures of all Albion nations.
16. Member nations agree to co-ordinate Naval patrols against smuggling and terrorism.
17. Any nation wishing to leave the Council must give 30 days written notice.
