Cultural Exchange Treaty
Purpose
The Purpose of this Treaty is as follows
1. To promote cross regional co-operation in all aspects of cultural research and education.

2. To allow all citizens of the region to take ownership of their own culture and traditions.

3. To allow all citizens of the region to experience and appreciate the culture and traditions of their neighbours.

4. To promote greater respect and understanding between the nations of the Independent Order

To these ends the signatories of this treaty agree to the following

1. The remains of any human found must be returned to the nation of origin if that nation requests it. The repatriation should be carried out with 12 months and costs will be meet by the nation requesting it. Any disputes will be handled using Appendix 1

2. A standardised regional method of cataloguing artefacts will be drawn up and all attempts should be made to digitalise this allowing access to scholars of all levels across the region.

3. Any artefacts discovered which are thought to be non-native are to be catalogued as in Article 2. These artefacts should then be made available to the native nation on the same conditions as Article 1 after approval has been given by the panel of scholars. The panel of scholars shall follow the guidelines as set out in Appendix 1.

4. Scholars of all nations should not be prevented from accessing sites of interest in other nations as long as the following conditions are meet.
i ) The study does not interfere with research already being undertaken at the site.
ii) Non destructive techniques are used.
iii) Scholars undertaking the study comply with all local customs and laws
iv) If an area is considered "off limits" by the government of the nation then alternative methods of study must be contemplated.
v)A nation may reserve the right to refuse entry if the nation has evidence of actions, speech or beliefs that contradict those customs and or laws of the host nation."

5. Each nation will establish a faculty at a University which is devoted to the study of non-native history and cultures.

6. Each nation is to make available for loan a series of artefacts they believe represent a overview of their nations history. These are to be made available for loan to any Treaty nation for a period of 6 months. It is the financial responsibility of the nation loaning the artefacts to cover safe transport costs and to compensate the home nation should any loss or damage occur.

7. The establishment of a Cultural Treaty Organisation which will oversee the administration of the following.
i ) A register of sites which are of interest to more than one nation. The process for admission onto this register shall be as follows. Applications will be made by the government of the nation in which the site is located. Applications to be on this register will be submitted to the panel described in Article 8. A simple 3/4 majority of scholars from treaty signatory nations will enrol sites onto the register.
ii) A quarterly Historical and Cultural Journal which will contain peer reviewed articles by scholars from across the region. This will be open to all citizens of the Independent Order.
iii) An annual conference to take place where the aims of this Treaty can be discussed and promoted.

8.Should any disputes arise between nations over the issues of repatriation of artefacts or remains an international panel of scholars will be created that will arbitrate such matters. The panel will consist of one scholar from each nation, the scholars of the nations in dispute will be excluded from passing judgement on the matter disputed. The panel of scholars will use an independent set of guidelines (Appendix 1) to judge disputes.

9. Any nation wishing to join at a latter date may do so as long as they meet the following criteria
i) Agree to uphold the Articles of this Treaty
ii) Obtain the backing of at least two other Treaty nations

APPENDIX 1 - Guidelines for Scholars


1. The panel will be made up of one scholar per nation.
2. The chair of the panel will be held by one nation for one calendar year, this will then rotate. We suggest this work alphabetically to avoid disputes.
3. Upon any dispute arising between nations the chair will convene a meeting of the panel. If the chair's nation is involved then they will be disqualified from the meeting and the next country alphabetically will take over the lead of the meeting, that is obviously unless they too are involved in the dispute, in which case it simply rotates to the next.
4. The first role of the chair during the meeting will be to negotiate a mutually acceptable agreement between nations.
5. Should this negotiation fail the chair will instigate an investigation into the dispute.
6. Once the investigation is complete the chair will call for a meeting between the nations involved and the panel. During this meeting all sides may present their case.
7. The panel will retire and discuss their decision, they have the option of awarding artefacts to either nation or awarding "Shared custody" (this will be defined as 6 months in each)
8. In the events of a split vote the Chair will have the casting vote.
9. Should any nation fail to comply with the decision of the panel they will forfit the right to remain part of this treaty.
10. All nations signed to this treaty agree that military threats or use of force will not be used to solve disputes or influence the panel.
11. Disputes must be brought to the attention of the panel with 24 months of an artefact being catalogued.

To the Members of CETO

The Missionara Protectiva of the Bene Gesserit faith are a group of scholars dedicated to the study of history, literature and theology. They have over the last 1000 years amassed some of the largest collections of ancient texts and artefacts outside of a nations direct control. With this in mind we believe the Missionara and CETO could form a very healthy symboitic relationship and thus we ask that the Theocracy of Free Kaitaine be admitted to this organisation. Should our application be accepted we would gladly open our archives to the none Missionara, thus in one fell swoop making over 1000 years of historical documents and objects avaliable for visiting academics to study. Furthermore our Missionara are among some of the most experienced geneologists on Mundus thanks to our faiths emphasis on family lines, they would be more than happy to use this experience to support academics from across the globe.

We therefore ask for CETO to accept the our nation, the homeland  of the Bene Gesserit as a member of CETO and therefore hope two of your members will see fit to grant us admission.

Quintelia rejects the application of the terrorist organization of Borland. The nation of Quintelia does not recognize the nation and I suggest everyone do the same. Even if I supported a "terrorist organization" as some may see Kaitiane, that's because it is a nation currently fighting tyranny with terror. Borland, however, has been a brute that targets innocent people for a show of whatever little power they have.

I would also like to call for the temporary dissolution of the CETO as I urge the current chair of the panel to hold a meeting as to review the charter and to put any application on hold.

In regards to the applications of the "Kingdom" of Borland and The Principality of Northern Borland we reject the proposal of the "Kingdom" but support the application of the Principality.

Our reason for doing so is that it is clear that the Principality is a Sovereign State it its own right. Sovereignty is the power of a state to do everything necessary to govern itself, such as making, executing, and applying laws; imposing and collecting taxes; making war and peace; and forming treaties or engaging in commerce with foreign nations. In 2016(OOC-????) the nation of Zimalia granted territory to the individual known as Kyle Barren and permitted him to establish a settlement under his own jurisdiction. The Zimalian President, Binyamin Lewes has gone on record saying that the Principality has the right to make its own laws, collect taxes , raise an armed forces and has signed treaties with Zimalia. They are in effect a sovereign nation. We therefore see no reason in denying this nation a place within CETO.

We further oppose the dissoloution of the organisation as that shall disrupt the valuable work this body carries out and leaves the future of it in crisis.

Lakhzovia rejects the application from self-titled "Kingdom" of Borland. We feel it would be an abuse of this international organisation for political ends to accept the illegitimate terrorist entity that is Borland into CETO.

This great organisation must not be allowed to become a tool in the machinations of terrorists against legitimate member states.

APPLICATION TO HAVE SEITCH RECOGNISED AS AN INTERNATIONALLY IMPORTANT SITE

I am writing to the scholars of the Cultural Exchange Treaty Organisation in order to request them to recognise the city of Seitch as an internationally significant site.

The city sits on the edge of the desert of Kaitaine in the far west of the nation. It is significant for four main reasons.

1. It is thought to be the only still inhabited city in the world which features high rise constructions made out of mud bricks.

2. It is home to the Palace of the Corrino family a ritual centre for the Bene Gesserit faith.

3. It is the only place in the world where the spice Melange, vital to the Bene Gesserit faith rituals, is produced.

4. It is considered the birth place of the Bene Gesserit faith.

In order to convince the respected scholars of this organisation please allow me to outline each reason in turn.

Built in the early 3rd Century AD the city is made out of a mixture of mud bricks and a limited amount of sandstone. While the vast majority of the buildings today date from the 16th Century they still use a largely traditional construction method. The city is contained within a 3 meter high wall which is made in the same manner of the buildings. It is believed that the city may feature some of the first "skyscrapers" as some of the largest buidlings have 12-15 floors, each floor contains four appartments. Not only does the construction method make the city rather unique the windows are often decorated with religious scripts from the Bene Gesserit faith. A large number of the appartments also contain balconies. Each block also contains a garden roof something that was thought important as the city sat on the edge of the desert agricultural land was at a minimum. Most of the blocks also contain significant underground constrcutions which in many cases have today become further living accomodation, shops or recreational facilities.

The city features a trademark narrow street, something that has prevented cars from entering the city and most commerce still relies on using porters to move goods through the city or convoys of donkeys. A handful of motorbike and mopeds do make their way through the streets though however these are not a common daily occurance. The city also see's an annual season where buildings are recovered in new layers of mud to ensure they stay in good condition throughout the year ahead. This has lead to the Festival of Mud whene the community take pride in coating the buildings while celebrating the cities existance.

Overlooking the city of Seitch from a rocky outcrop is the Corrino Palace, sometimes called the Palace of the Sands. It is the ancestoral home of the Corrino family who were made the guardians of the city of Seitch in the 12th Century. The family were considered to be among the most holy families by the Bene Gesserit faith and as such given dominion of the desert which features significantly in the faith's folklore. Additionally it gave them a unique status in the faith as the Palace is the place where the new harvest of the ritual spice Melange is blessed, not a single shipment of the spice may leave Seitch without passing through the Palace. The Palace itself is also a fort and was built to provide an additionally refuge for the people of Seitch in times of crisis. The Palace is today the official residence of Duke Niklaus Corrino.

The city of Seitch is also home to hundreds of what are called Spice Farms. These are large recessed stone tanks filled with sand and home to in same case hundreds of Kaitaine Sandworms, a unique species of sand dwelling worm. Every year the worms grow and shed their skin which is collected and ground up to make the red spice Melange which is a central part of the Bene Gesserit faith. Bene Gesserit folklore talks of how at one time their ancestors harvest the spice directly from the desert when the worms would grow up to 40 meters in circumfrance and some 400 meters long. Today however the worms grow no more than 30 centremeters long. Every year the tanks are emptied and the shed skins collected and ground up. Many small tradesman still use traditional methods where the work is done by hand, first by shovelling the sand out and sieving the sands to find the living worms, remove the deceased ones and most importantly find the shed skins. The Spice farm is the refilled with sand and the living worms replaced. In recent times however more modern Spice Farms have been built with devices built in allowing sand to drain out through a kind of filter which captures the worms and shed skins. It is believed that over two tons of spice is farmed in an average year. No spice is permitted to be used until blessed by the Sisterhood.

One of the key aspects of the Bene Gesserit folklore is that all four Holy Houses descend from an individual called Selim Wormrider. It is he who is thought to have established the first rules of the Bene Gesserit faith and was the first to discover the spiritual power of the spice Melange. Stories tell how Selim was outcast from his tribe and made to walk into the desert where the giant sandworms would consume him. He was gone for several years and naturally presumed dead until one day he returned for vengence against those who had sent him to the desert to die. Stories tell of how he had summound the largest of Sandworms known as Shai Halud, the creature thought to carry the dead to what lies beyond. The worm consumed those that had exiled him and left him alone on a rocky outcrop at the edge of the desert. It was here other tribes having seen the tracks of the giant sandworm found him meditating and where he established the beginnings of the Bene Gesserit faith. As such the city is today seen as the most holy place for the Bene Gesserit and therefore makes the city not just important to the Bene Gesserit Sisterhood, its followers but also to the world as the Bene Gesserit faith today has crept into every corner of Mundus.

It is our hope therefore that this application will be accepted by the members of the Cultural Exchange Treaty Organisation and that Seitch may be entered onto the register of protected sites.

The Kingdom of Clysperis hereby notifies the membership of CETO of its desire to join the Organisation. As an ancient civilization and people what Clysperis lacks in material riches, it more than makes up for in cultural riches. Sites such as Khemnen Palace and the Pyramids of Nafu (pictured below) are but two of Clysperis' cultural treasures.

Our pyramids and temples remain in excellent shape compared to those we left behind in Abydos, and offer insights into the lives and culture of my People which may be invaluable from a research perspective.

I have determined that as a nation with a proud heritage and past the Empire of Abertone shall apply for full membership of the Cultural Exchange Treaty Organisation.

Should we be admitted our appointed University shall be the Academy of Humanity in Luperta. Professor Isabella Manchelli shall be our appointed individual.

The Empire of Fusan opposes the application of the People's Democratic Republic of Kusan, citing concerns with regards to conflicts between Kusanese government policy and the Cultural Exchange Treaty Organization. More specifically, we note that while the charter strives to, quote, "allow all citizens of the region to experience and appreciate the culture and traditions of their neighbours.", the People's Democratic Republic of Kusan, a totalitarian state which maintains a firm grip on power at the expense of the common people, imposes heavy restrictions on access to the outside world upon its populace, thus preventing it from exercising this goal of the charter. To accept Kusan would be to normalize the continuation of these measures, which lack any place in the modern, globalized world.

In Support of the People's Democratic Republic RE: CETO

The First Empire of Rokkenjima believes that, while the points offered by the Empire are fair, they deny the People's Democratic Republic an opportunity for normalization with the world around it. We feel that allowing the People's Democratic Republic to join CETO would be an opportunity for the PRDK to share with the world while, at the same time, knowing more of the world around it. Denying the PDRK this opportunity may only serve to continue the cycle which has resulted in the PDRK being as isolated as it has been in recent decades, a state of affairs which the First Empire of Rokkenjima will work toward seeing broken, for the sake of the People of Kusan. Denying the PDRK at this stage would, perhaps ironically, perpetuate the normalization which the Empire states in their reasons for rejection.

For these reasons, the First Empire supports the ascendancy of the People's Democratic Republic of Kusan to join the Cultural Exchange Treaty Organisation.
