A build up to the referendum

With the Celts already beginning to put pressure on the Federation Duchess Orlaith needed to try and get things rolling. "The sooner that we can get this referedum bottomed out the sooner the relations between you Celtic nations can begin to return to normal. I have a suggestion for how we should proceed."

1. In 60 days from the signing of this document a referendum of the future of the relationship between The Kingdom of Eigg and the Federation of Dál Riata.

2. Anyone who is a citizen of Eigg may vote so long as they are registered to do so 30 days before the referendum.

3. The referendum shall be made up of two question. Question 1 shall be "Should the Kingdom of Eigg leave the Federation of Dál Riata." the choices given shall be "Yes" or "No.". Question 2 shall be "If the Kingdom becomes independent should the Kingdom of Eigg remain under the leadership of Queen Aoife." the choices shall be "Yes" or "No"

4. Upon the signing of this document the Federation and the Kingdom shall both appoint an official spokesperson for the campaigning period.

5. There shall be an oversight committee run by Major Alex Redfern who shall ensure both campaigns abide by mutually agreed rules regarding TV and press coverage, funding and other relevant details to ensure a fair referendum.

6. Queen Aoife is to be released from custody with immediate effect. She may campaign for independence but may not leave the territory of Eigg.

7. On the day of the referendum members of the East Moreland electoral commission shall man polling stations.

8. Security for ballot transfers and voting forms shall be handled by the East Moreland Military Police.

9. Each of the Celtic nations may nominate an individual to observe the counting of ballots.

10. Should Question 1 receive a majority of votes in favour of independence steps shall be put in place to allow Eigg to become independent on the 1st anniversary of the referendum.

11. Should Question 2 receive a majority of votes in favour of Queen Aoife not remaining as leader of Eigg a constitutional committee headed by Duchess Orlaith Kade and with representatives of political parties in Eigg and royal representatives shall meet with a randomly selected group of 50 eligible voters. The aim of this meeting shall be to frame a new constitution for the nation. Once a constitution is proposed a further referendum shall take place. This process shall continue until an acceptable constitution is reached.

12. The Federation of Dál Riata agree that they shall not hinder the referendum in anyway and shall honour the results.

13. The Celtic nations agree that they shall not undertake any actions that could influence the referendum.

The date for the referendum was set, Thursday, 27 April 2023 would determine the future of the Kingdom of Eigg. Large crowds gathered at the border to welcome Queen Aoife home following her release and already graffiti and posters were going up to support the nation becoming independent.

There were 38 days left until the referendum and members of the independent electoral commission headed up by the Morelanders were busy ensuring tallies of those registered to vote were correct. It was a rather straight forward job as Eigg had maintained a local taxation system for a few decades now and all that was really needed was to match those to the electoral rolls for the Federations elections.

Meanwhile Queen Aoife had been touring the Kingdom as part of her campaign to promote independence from the Federation, meanwhile the Grand Marshall was busy trying to put together his own campaign to try and keep the Federation together. The Grand Marshall was on the back foot in many ways whereas Aoife had spent many of her young years preparing for this moment.

Aoife has sent word to Welt in Heyra asking them to prepare for the campaign team a set of reports about the financial future of the Kingdom if it went independent. Aoife had been told by her own advisers that the Kingdom could see some growth but it would be nice to be able to say to the general public that an independent body had also agreed with their assessments.

Aoife's only disappointment was that she hadn't been able to travel to Ui Cenneslaig to watch her people compete in the Shinty competition but with luck their would be future years to do that as the monarch of a free and independent Eigg.
