This Invitation for Tenders follows the General Procurement Notice for this project which was
published on the MOD standard contracts and foreign investor report 2020

The Republic Ministry of Defence, hereinafter referred to as “MOD”, intends using funding from the available Research, Development & Strategic Procurement budget towards the cost of Project Adhar Glas.
The MOD now invites open tenders from contractors both international and domestic for the prospective contract presented here.

Project Adhar Glas
The Armed forces of the Republic, specifically the Naval Air Arm, have submitted a procurement requirement to replace the existing fleet of Naval Aviation assets for carrier-based operations. The requirement is based upon the following MOD-authourized capability requirements for a servicable 5th Generation carrier-based strike aircraft with the following criteria:

Submitted bids may have leeway in contractual criteria depending on other factors, initial available budget for project is stated at 4BN $Equiv however budget is subject to negotiation dependent on fulfillment of the desired criteria laid out. (criteria is ideal based on availability of assets from potential applicants, project is seeking assets with production or sale of existing assets being immediately available within the stated timeframe)

The Naval Air Arm has laid out a requirement for at least 50 units to be operationally ready within a period of 3 years, (objective stated within MOD Emergency Procurement and Capability Acquirement Paper 2022).

   Negishi Aerospace would be pleased to submit its J/G-28A/B Eclipse for consideration as the aircraft to acquired for Project Adhar Glas. At Negishi Aerospace, we pride ourselves on the quality of our aircraft. From the venerable fighters of the Great War to the world-class Q-7 and J/G-28 which currently serve our nation, our aircraft have inspired fear in the hearts of those who must go against them and admiration from both the pilots who fly them and the aircrews who service them. It is our sincerest hope, then, that the J/G-28 Eclipse platform will defend the Preorian Republic with the same vigor that it defends Daitō.

   But why should you pick the J/G-28 over other aircraft which might be considered? Certainly, it is an expensive air frame, but for the cost you pay upfront, over its service life, you will find that repairs are comparatively cheap. in terms of speed, it is one of the fastest carrier-based aircraft in service, with a maximum speed of around Mach 2.23. But speed alone cannot make a good aircraft, especially when dealing with the rigors of combat. Certainly more impressive, I would argue, is the advanced sensor suite which comes with the aircraft as mandated by the Joint Advanced Strike Technology (JAST) program. The Eclipse is equipped with the AN/ASQ-239 Barracuda electronics warfare suite, providing integrated radar warning, targeting support, and countermeasures under one system, all while providing reduced lifetime costs for the aircraft and providing improved situational awareness for pilot, up to a 360º view of the battlefield. The aircraft is also equipped with the AN/APG-81 Active Electronically Scanned Array (AESA) and the Electro-Optical Targeting System (EOTS) common to all JAST aircraft as well as the J-24 Tiger II.

   In terms of armament, the J/G-28 is capable of carrying up to 8,000 kg of payload, including a wide range of missiles, bombs, and other equipment. Of particular note, the J/G-28, like the J-19, J-24, and all other JAST platforms is equipped with the capability of deploying the AIM-152 AAAM, which has a maximum range of up to 185.2 kilometers. Other missiles, such as the AIM-7, AIM-9, and AIM-120 have also been integrated on the aircraft, while decoy missiles are set to be integrated with the platform by the end of 2023. Provided below is further information on the J/G-28. The East Moreland Aircraft Company would like to present two proposals for consideration of this tender. We believe that our company has demonstrated over the last decade a track record in innovation, excellence and performance. Our company has been privledged to supply the allies of East Moreland across Mundus with aircraft fulfilling a wide variety of roles and we are highly experienced in liasing with foreign governments and their Air Forces in order to fulfil their needs whether that be a royal aircraft for the Emir of Rayyu or basic training aircraft for Chistopol. While in theory each of these projects I will present to you are capable of being used "off the shelf" we also have a long history of working alongside our friends at SmartWar to build state of the art upgrade packages meaning that once you buy from EMAC you can be guaranteed of having access to cutting edge aircraft for the next two decades, and even possibly beyond.

The aircraft has been used by both the East Moreland Air Force and Navy and has seen service in several other militaries around the world. The aircraft type has variants that can operate off of CATOBAR aircraft carriers or simply from land. During the conflict in Marseille the East Moreland Navy conducted well over 1000 sorties in the aircraft which demonstrated a great deal of success. While the exact set up of the aircraft can be tailor made the version in use by East Moreland utilises an Active electronically scanned array (AESA) radar system with a range of well over 200km that provides both high resolution imagery of the ground but also has the ability to actively track 40 targets simultaniously. As the radar has proven difficult to jam in combat conditions this provides your pilots with an excellent resource for their mission. In addition our operating systems allow the data gathered to be shared in real time with both other aircraft and ground stations meaning battlefield intelligence flows effortlessly. The aircraft currently also operates with a SmartWar Defensive Pod which allows the aircraft to detect threats from a variety of sources, provide 360° coverage, and automatically identify threats and respond to them deploying a variety of countermeasures. In terms of your other desired aspects I have outlined how we compare in red.

One of the things that has over the years made EMAC stand out is its willingness to try new things and perhaps push conventions. While I am aware it does not meet several of your required criteria I believe that the options it does present could be useful to your military and therefore would like to place before you for consideration our SeaDragon Strike Fighter. The aircraft entered service in late 2018 to fulfil a role of providing our Navy with the ability to undertake operations that perhaps aircraft like the Dragonskin could not. The aircraft shares many of the radar systems of the Dragonskin however its shape and skin coating make it less visible to enemy radar.

   Zayasu Heavy Industries would like to offer the J-24 Tiger II for consideration in the Preorian Republic's Project Adhar Glas. Zayasu has, for decades, been a leading figure within the aerospace industry, first rising to prominence in the 1940s during the Great War before producing aircraft such as the J-2 Amanokaze, J-7 Tiger, P-2 Archer, P-3 Wraith and most recently, the P-10 Phantom and J-30 Shrike. It is, therefore, our opinion that the J-24 Tiger II, or "Jaguar". if you will, would be an excellent platform for the Preorian Navy. Though yes, its wingspan may, when fully extended, exceed the maximum wingspan required by the program, its capabilities alone would make it worth consideration in spite of this. For starters, the J-24 Tiger II offers a nigh-unparalleled fuel capacity, allowing for pilots to remain on station for longer and thus providing longer-term support for friendlies in the area. In terms of range, the J-24 is unparalleled—capable of reaching southern Tsukishima from Shinkyō without refueling—while its combat radius is equally impressive, at 1,000 nautical miles on internal fuel alone, which is more than enough to cover the entirety of mainland Daitō—or Preoria—as well as the Allied States of Ardia and western Rokkenjima.

   But we at Zayasu know that being the fastest and having the longest range isn't everything. Beyond its payload capacity, which is in itself significant at 9,800 kg, the J-24 Tiger II possesses an advanced array of sensors, ranging from the AN/APG-81 AESA—set to be upgraded to the AN/APG-85 in the coming years—to the EOTS, the crew of the J-24 have unprecedented situational awareness when in flight. The J-24 also includes an electronic warfare suite of its own which can be commanded by the aircraft's radar intercept officer, or RIO. The RIO can also serve as an airborne forward air controller (FAC) or, in the future, act as a drone controller flying several fighter-sized unmanned combat airborne vehicles, which will make the J-24 a force multiplier on the battlefield. And of course, the J-24 does have a variant of it which has improved electronic warfare equipment, which may be worth considering at a later date. The J-24 is capable of carrying a wide range of missiles and air-to-ground ordinance, including the AIM-152 AAAM. And of course, in the future, the J-24 will also be outfitted with radar absorbent material, pushing its already VLO design into the realm of fifth generation fighters. Having consulted with the nations involved in the Sovereign Union of Nations the Project Zarptica teams are delighted to have permission to put their aircraft forward for your consideration.
