Queen Etienne and her Chief Steward, Ealar MacCallion, had made the journey from the Boars Head Palace. It had been some time since she had made a journey beyond her own countries borders but when the Celts called it was hard not to take up the invitation. She had arrived in good time at the estate and was pleased to see Talulla, they had meet several times before and as such she considered the monarch of Ruasliabha to not just be a fellow ruler but also a friend. "Good Morning" she said as she embraced the Queen. "Do you have any idea why Finley determined now was necessary for a meeting?"

First Minister Rory MacDuff would be representing Arcaibh. He arrived at the meeting with Ealar MacCallion the Queen's most favoured member of the Privvy Council. The two had brought instructions with them on what Queen Eithne expected but it largely fell into three points, secure the referendum, reopen the border, ensure an Arcaibhian input into running the referendum. That would be seen to once they began. MacDuff greeted everyone and nodded as Sir Wallace outlined the Ruaslibhian stance. "I can say that in Arcaibh we share a similar opinion as to Sir Wallace here."

After due consideration I have today issued that our government follow the steps taken by our friends in Ui Cenneslaig regarding the arrest of Queen Aoife of Eigg.

In 3 days time our border crossings with the Federation shall cease to operate in either direction for as long as the Queen is imprisoned. We shall however maintain crossings via Eigg.

In addition we support the call for a 2nd referendum and while we support the use of East Moreland as invigilators we believe a Celtic nation should also be included. There is need for the world to see this referendum be transparent and as many Celt nations have called for the Queen's release we believe that a non-monarch Celt nation would be best suited. As a result we would suggest the Theocracy of Kaitaine be called upon to act as co-invigilators.

Following the referendum on the independence of Eigg from the Federation of Dal Raitha it was announced that Queen Aoife of Eigg has been arrested on several charges relating to how the referendum came about and was operated. Speaking today at The Burghs Queen Eithne spoke on the matter saying " For a Queen to be arrested in her own Kingdom is unforgiveable. The people of Eigg have sent a clear message that they wish to be independent from the Federation and should now be given their chance with Queen Aoife at the head. During our meeting at the Highland Games in Ui Cenneslaig she hoped to take steps towards closer co-operation and friendship between Celtic nations and to do that she needed Eigg to be free to pick its own path. This is now going to become much more difficult. The Queen must be released and steps taken to put the referendum to reality."

Queen Eithne has also said that she intends to contact the other West Ardian Celtic monarchs about a unified response in the coming days.

Following the recent joint military exercise between the West Ardian Celtic Nations and the CNN the Ministry of Defence have been undertaking a review on the performance of Arcaibhian forces. Speaking to the Gazette the Minister of Defence, Rory O'Muir, explained what was unearthed and what the future holds for the nations armed forces.

"Overall our troops fared well. They were competitive against an extremely well organised and well disciplined force. Lets remember that the CNN forces have been active fairly recently in a real warzone whereas, thankfully, its been a long time since we have seen any actual combat. I pray it stays that way for a very long time but it did show us that in some ways we were a little naïve. Tactically we did everything by the book however it was clear the CNN did not. They were able to bring into play their experiences. Technologically we were able to go toe to toe in a vast number of areas. The equipment made by the Celtic Co-Operative Armament Project was very impressive but in some fields of operation we lacked some capabilities. It was a series of scenarios that tested everything and I would say I came away giving us a score of 7/10 which when it comes to defence is not good enough, we should be aiming for a score of 10/10."

We then asked Minister O'Muir what steps would be taken to achieve that perfect 10 score he aims for. "There are some areas of technology that let us down. The A-3 Abomination strike fighter lacks the real sophistication needed for modern combat and meant that our ground forces lacked a real close support option. As this platform also provides our platform for electronic warfare and advanced training its perhaps time to move on. I'm going to be asking our representative at the Celtic Co-Operative Armament Project to examine whether other nations see a similar gap in their capabilities and if so look at a way we can work together. If they don't then perhaps we can look at purchases from neighbours. In terms of our forces gaining more real life experience we are obviously not going to go looking for a war just for a classroom. We will though be looking for more exercises against friendly nations. I plan on meeting with Sir Harry Samuelson of East Moreland about some kind of regular exercise between our nations."

The Queen visited several units involved in the exercises and said, "I was impressed at the manner in which our troops were reflective. They've signed up to do a very special job for the nation and its people. My job is to ensure they have the right tools and the right skills. From what they told me and what Minister O'Muir has we need to tighten up in some areas. I'd like to thank the others involved for this learning experience."

The joint military exercise between the Celtic nations of West Ardia and the CNN nations has concluded. We would like to thank nations for allowing these exercises to go ahead with no disruption in contrast to other major military exercises. We would also like to thank East Moreland, The Unified Iwi and Lodja for providing the opposition forces and allowing us to test our forces against troops who have seen much more recent real life experience than our own.

In the coming days we shall be releasing a report from the Ministry of Defence on recommendations that have come about from what we have learned during the past week or so.

Following a series of discussions in Ui Cenneslaig it has been agreed that a large scale military exercise on land, sea, air and in cyber-space will begin in the Alucard and Ui Cenneslaig in the coming days. The exercise will feature two opposing forces, one made of up forces from Arcaibh, Dal Raitha & Eigg, Ui Cenneslaig, Cantabria and Ruasliabh. The opposition force will be made up of forces from each of the four CNN nations therefore Morelander, Cenneg, Lodjain and Maori assets will be involved. It is estimated that each side shall include 10,000 service members from that nation. In addition a handful officers of the Heyran armed forces, having expressed interest in the work of the Celtic Arms Co-Operative, shall be observing the exercise in order to review some of the materials made by the Co-Operative.

The exercise shall last ten days and relevant notices to shipping and airmen have now been posted.

Eithne stepped in before Finley could respond. "I think I'd like to add to Talulla's point. The Co-Op have a lot to offer you, our system has saved us each money and while you have much more than us each penny saved is a penny you can invest elsewhere. We've got several exceptional projects that have been completed. Once a project is in production you've then got local industries thinking up ways to improve further the packages, imagine then not just Cenneg boffins doing this but those of several other nations. In return you can offer something to us, recent combat experiences. You soldiers in Lodja have seen live combat far more recently than our forces. As such you can be a useful adviser as to the real world application of these technologies. I'd be excited at what we could achieve together. Why not come in for an initail project. If it goes well you stay in, if it goes badly you drop out. Nothing ventured, nothing gained."

Queen Eithne helped herself to some of the breakfast while Finley chatted to the young Rhodes boy. She herself was hopeful of the closer union of Celt nations but she first had a more general concern. "Would you happen to know King Finley how the Wallace clan in Ui Cenneslaig are doing. I'd like to touch base with them while I'm here." She was keen to see if there were any opportunities to forge family links that could be seized upon. If the clan wasn't particularly well off the Eithne could do something to maybe help them. "We'd be excited to look at deeper cross Celt relationships though and this is a great start to it having so many heads of state together."



Ealar MacCallion was the Steward of the Queen, it meant he was the head of the Privy Council and one of the trio who made up the Three Estates which organised the decision making of the nation. He had been dispatched to meet with the Queen of Eigg. The people of Arcaibh were highly tied to the clan system and the chieftans and therefore the monarchy played an important part in their society. They'd prefer to do business with another monarch rather than some elected official but part of diplomacy was fitting in with the neighbours. "Good morning Queen Aoife." The steward greeted her and waited to be introduced to the others. "I'm interested in the Theocracy. To have Celts so far from the homeland so to say and I pray they're doing well."

Eithne Wallace was perhaps the opposite of Talulla. Since birth it had been known that one day she would be Queen and she'd grown up in the heart of a nation with strict social hierachies around leadership. Each clan had a leader, each family was part of a clan, and several clans would come under a Earl or Baron depending on where their land was. Each of these in turn owed loyalty to the monarch. It was a system as old as the hills of Arcaibh but it had seemingly worked well for hundreds of years. This all meant that Eithne was well prepared and used to events such as today. She was excited though. Even asked her advisers back home they couldn't recall the last time the clans of Arcaibh had been together with their cousins from Ui Cenneslaig or even as far North as Seaforth. She'd brought with her the First Minister, Rory MacDuff, he was excited for the events having competed in the local games as a young man but now in his sixties he feared his knee wasn't up to the job and as a result he was content to just wear his MacDuff clan tartan and cheer on his kinsman regardless of their nation of birth. The Queen had also brought Lead Bard Senán McKenna with her. He doubled up as the nations highest religious figure but also having a vital role within the nations politics. He'd been spending the morning wandering the grounds and offering blessings and support for those competing. Now they headed as a trio to the Estate house to meet the others. They arrived shortly after Talulla, "Good morning everyone." the Queen introduced her companions to Finley, Talulla and her husband.

CAILLEACH WORSHIP

Cailleach is the name given to the "divine hag" or "great ancestor". It is believed that she created the world by walking its face and planting each tree from seeds in her basket and mountains with stones discarded from her hearth. She carries a hammer for shaping the hills and valleys, and is said to be the mother of all the goddesses and gods She is associated with winter where she ensured that mankind survived the harsh conditions through endlessly patrolling the wilds to provide for each person. She rests during each summer. As such it is the duty of each person to work hard during the year to help Cailleach as she works to see us through winter.

The worship of the Goddess carries with it many traditions connected to the harvests and various significant calendar events.

When each farmer in a district completes their harvest the first to finish the task uses the last sheaf of corn to make a corn doll representative of Cailleach. He then throws it into his neighbours field. The person in the district to finish their harvest last is left with the doll and must store it until the first day of spring the following year. That family are responsible for leading several of the rituals during the winter as they are considered to be giving the Goddess shelter for the winter. The family earn the title Cailleach Guardian for that year.

Another tradition is that on the 1st February the faithful celebrate Là Fhèill Brìghde. This is a day for omens and it is believed that if the day see's good weather it is because the Goddess knows that winter will continue for a significant period and needs the good weather to continue collecting firewood however if the weather is bad it means she has sufficient firewood and the winter will end shortly.

There are several folk-lore tales that explain why the world is the way it is. For example the reason for different races on Mundus is explained by the story that says "she had fifty foster-children in Beare (a fictional place believed to be heaven). She had seven periods of youth one after another, so that every man who had lived with her came to die of old age, and her grandsons and great-grandsons formed tribes and races."

The faithful have no place of worship instead praying in places of nature, usually by the side of rivers or lakes. Ceremonial cairns have been made across the country dedicated to helping Cailleach find her way during winter snows. These range from a village maintaining a pile of stones to the famous Cailleach National Carin Network (CNCN) which are a series of large cairns made at significant places in stories to the goddess. One of the most significant is the Abergeven Carin.

The faithful believe there are several other Gods and Goddesses whom are the children of Cailleach. She even created other creatures such as pixies and fairies to help her in her task of looking after the world.

When a person dies it is believed that when she next passes by Cailleach will gather their soul in her basket and take them to Beare (a paradise) if she deems them a worthy person. Funeral rituals dictate a person is placed inside a shroud and buried in a barrow. On the 1st anniversary of their death the body is taken and burned. It is believed that by this time Cailleach will have collected the persons soul, if she has not deemed it worthy then the spirit is trapped in the body and thus must be destroyed to prevent it becoming an evil spirit upon the world. The ashes of the deceased are then either placed in an urn and kept by the clan in their own vault or more often sprinkled on the land.

A marriage to worshippers of Cailleach is carried out on any day without a full moon. It is believed that on nights of the full moon Cailleach is busy working and could not bless the ceremony. A wedding must take place outdoors so the Goddess can witness it. A groom must build a cairn at which the ceremony will take place, this usually is done the week before with the friends of the groom turning up and helping. This in many ways is a time for the groom and his friends to celebrate the upcoming wedding. The bride must meanwhile collect a flower for each person attending. During the ceremony the two have their hands tied together while a Druid gives a blessing. Following the ceremony a feast takes place at which there is a high table with just one seat that is reserved for the goddess.

THE PRIVY COUNCIL

The Privy Council is appointed by the monarch and serves for no set term. They may be any individual that the monarch deems fit so long as they conform to four rules.

1. They must be at least 30 years of age.

2. They must have served in the public sector for at least three years.

3. They must have no criminal record

4. They must have lived in Arcaibh for at least five years.

The Privy Council has no set number but usually is made up of 12 members. The Steward of the King/Queen serves as the most senior member of the Council.


Ealar MacCallion

The current Steward of the Queen is Ealar MacCallion. The 56 year old was appointed in 2020. He is a former army officer who then served in the police force until 2009. He is the nephew of the Earl of Sandrick who recommended him for service on the Privy Council. Having first been used as an adviser on military and security matters he was then promoted to the Council in 2018.

THE BARDS COLLEGE

Central to the  Cailleach Pagan faith are the Bards. It is their job to perform the rituals required and also collect and perform songs that tell the stories of the spirits that watch over man kind. The Bards College is made up of 60 members of the College appointed by the Lead Bard who is also a member. They have no rules surrounding term limits or elections.  The Bard College historically is the least likely to present legislation. The College also has the duty of being the school where trainee Bards are prepared for a life of religious duty.


Senán McKenna

The 78 year old Lead Bard is Senán McKenna who took on the role in 2016. He has continued the tradition of not presenting legislation to government but has been outspoken on several key matters including environmental protection, relationships with other faiths and education.

THE BURGHS

The Burghs is one of the Three Estates.

It is made up of 150 members of the public with 75 members being elected every two years. Members of the Burgh serve four year terms and represent a geographical area. They are elected on a first past the post system and while membership of a political party is not required most Burghess (name for those serving) do. The Burghs select a representative to meet with the monarch and the other Two Estates as part of regular meetings and this individual also has their legislation ideas fast-tracked in debates. Therefore the First Minister is usually the person from the largest political party.

The Burghs is one of the two bodies that may, along with the monarch, instigate legislation change. Once a bill is presented the Burghs debate on the matter, this is controlled by a member of the Privy Council serving as a speaker. After sufficent debate it is voted on and if successful must gain the approval of either the Privy Council or College of Bards before the monarch either approves or rejects it. If a bill is rejected by the monarch this can be overcome should the Estate which has not yet approved it does so with at least 60% voting in favour.


First Minister Rory MacDuff

First Minister Rory MacDuff represents the Conservative Party and has been a member of the Burghs since 2010. He represents the South Kirkwell area and as well as being a politician he is a respected author on animal husbandry having been a livestock farmer for a large part of his life. He was born in 1961 and is married with two children. He stood on a platform for removing red tape for business, return of the death penalty, tax cuts for the fishing industry and heavy investment in youth activities in schools.

THE MONARCHY

Current Queen -  Eithne Wallace

The Monarchy of Arcaibh passes down to the eldest child of the serving monarch either on their death or their abdication. Should the heir apparent be unable to take the crown or deemed unsuitable then a Royal Decree may pass the throne to anyone within the current top ten spots in the line of succession.

The monarch is the final arbiter of legislation within the nation and is responsible for commanding the armed forces (usually delegated to officers), appointing judges, acting as a figure head of the Cailleach Paganist faith, appointing government Ministers and organising foreign diplomacy.

The monarch usually resides at Boars Head Palace.

The Kingdom of Arcaibh was established out of various clans in conflict in the 7th Century AD. Under the command of Ougein Mac an Aba the Mac an Aba clan carved out a sizeable Kingdom and offered protection to other much smaller clans in return for annual tribute. While this largely held until the 1600's there was occasionally conflict. In the 1700's a civil war between the then monarch, King Archibald III, a civil war began between the King and his supporters and a army lead by Earl Roderick MacAngus. The main reason for this civil war was for Prince Fraser, Archibald's heir, being responsible for several drunken assaults, particularly on the daughters of the Royal Court. The young Prince was permitted to get away with it and in some cases the girls charged with "immoral behaviour". This lack of justice lead to MacAngus gathering several Earl's against the King. Many peasants supported the action as Archibald had been increasing taxes while also imposing higher quotas on goods to be paid to the Royal Court in tribute. In the aftermath a more equitable sharing of power was established which holds to today.

Every summer the people of Beuna Fe party. For a week each year the people celebrate the story of the all powerful Maes returning the first monarchs of humanity from the underworld. Each evening people take to the beach and streets to party and dance. Local religious groups such as Temples and social clubs put together huge ornate floats and groups of dancers drag them through the street, although today they are more motorised by using cars or vans underneath them. This year the Prime Minister,  Lady Louisa Ramos, was keen to utilise the festival as best she could to attract tourists from across Mundus. She'd authorised a huge spending campaign putting adverts into international media, TV adverts in almost every language and flooding the internet with YouTube adverts. She now hoped it would be enough. The highlight of the event would be a gala parade made up of each of the previous six days winning groups with a prize giving by Queen Adela V.

At Rufino's International Airport tourists had been coming in large numbers. Patricio Paredes was a young 20 year old employee of the hotel the Rufino Grande, one of the nicer hotels in the country. "Welcome to Buena Fe" he repeated in several languages while holding up a sign for the hotel and giving it the occasional gradual spin. He was counting down the hours, his shift finished at 5pm giving him enough time to clean up and hit the streets to party himself.

At the Terminal opposite Duke Narciso, the Queen's youngest brother, waited to greet any of those of high status visiting from across the world. They'd be sat in a special royal box and a private party was being hosted following the prize giving. The Duke was 25 years old and was rather enjoying flirting with the air port staff while he waited.

Born in 1982 Louisa is the cousin of Queen Adela V.

In 2019 she was elected as a representative of the city of Rufino which is the nations capital. She stood as a member of the Royalist Party which won 52% of the vote. In the 24 hours that followed she was named as the new leader of the Royalist Party thus becoming Prime Minister. Her main agenda is to see the nation begin to build a series of connections across Western Ardia and the Alucard.

Louisa is married to Lord  Jorge Hernández who is a fellow Royalist Party Member and the current Minister for Education. They married in 2007 and have a son called Jorge Jnr who was born in 2010.

Louisa attended University between 2000 and 2004 gaining a degree in Biology. She then served three years in the Royal Logistical and Ordenance Corps specialising in bio-security. Upon leaving the military she entered politics being elected Mayor of Rufino in 2010. She held this position until 2014 when she first stood for the House of Representatives. She won her seat in Rufino with a majority of around 25% and was named Deputy Prime Minister. As is tradition with the Royalist Party the most senior member of royalty elected is named leader of the party and following the resignation of her father from politics at the age of 73 she was named his successor and following the 2019 elections Prime Minister.

The current Queen of Buena Fe was born in 1983 and inherited the throne in 1992. Having inherited the throne at such a young age she was not permitted to take up her position beyond a ceremonial role. She took the throne fully just four months before her 18th birthday.

She married Duke Marcelino Guerra in 2006. The Duke was a distinguished member of the nations Royal Flying Corps and was ten years older than the Queen. The pair though didn't have a successful marriage as the Duke was injured in an air accident and turned to painkillers and drink. Despite having a son in 2009 the Duke's behaviour remained rather wild and he began a string of affairs. In 2014 the Duke died of an overdose from a cocktail of drugs and drink.
