The invitation was intriguing and Queen Talulla was in favour of greater union among the Celts. There were some back home in Ruasliabh who believed that only the Ruasliabians were fitting of the Aos Si , that perfect group of humanity, and therefore alliances and unions with other nations would simply be joining with the lesser but clearly that was nonsense. Talulla had brought with her a selection of the Aos Si's leading scholars to help her once she knew better the field in which the talks would be focused. Having crossed the border just after midnight she arrived early n the morning at the estate King Finley had requested them meet at with a trip by military helicopter not being quiet the luxury she had expected.

Step 1 - Protecting Shipping.

a) The Krimeon will have a recognised maritime trade route that will be divided into zones for each nation. This shall be called the Rainbow Route.

b) Each nation shall maintain a naval, and if possible, aerial prescence in the region designated to them.

c) While this route is in international waters signatories will allow, as far as possible, the nation designated that section of the Rainbow Route to take a lead in handling security for that region.

d) Details of this route will be published and commercial shipping passing through the Krimeon is recommended to utilise it.

e) Details of this route will be published and military shipping from non-signatory nations are recommended to liase with the designated responsible nation while operating in the area.

f) Any nation stopping acts of piracy in the region shall, as far as practical, take any seized vessel and its crew to the nearest signatory nation for processing.

Step 2 - Establishing Co-Operation

a) The signatory nations will, as far as possible, provide resources to a Krimeon Naval Coalition (KNC).

b) The KNC resources will be allocated first to nations who believe they need support fulfilling their patrols of the Rainbow Route and then to a multi-national team patrolling the extremities of the Rainbow Route.

c) The KNC will undertake in October 2023 a series of naval exercises and drills.

d) The KNC will establish an officer exchange programme allowing officers to gain knowledge and experience of different nations militaries.

Step 3 - Preventing the establishment of a Krimeon base of operations for Piracy

a) The signatory nations shall establish a Krimeon Strike Force (KSF).

b) The KSF shall be made up of a collection of land, air and sea assets made avaliable for missions designed to disrupt pirate operations.

c) Each nation providing forces shall nominate an officer to be their nations KSF representative.

d) If a base of operations is discovered within a nations territory or waters (territorial and EEZ) as recognised under the terms of the FSC then the officer from that nation shall take command of disruption operations.

e) If a base of operations is discovered outside of all signatory nations then negotiations with the nation in question shall be carried out by representatives of signatory nations. This may include offering KSF assets to support that nation.

f) Any individuals taken prisoner during operations are to be handed over to their home nation in the first instance so long as that nation will place that individual on trial. If that will not take place then the nation of the ship which was pirated will have authority over the prisoner on condition that they will place the person on trial. Should neither of these things be possible then the nation making the arrest will take control of the prisoner.

Step 4 - Removing the Need for Piracy

a) The signatory nations shall establish the Krimeon Development Fund (KDF)

b) The KDF shall hold a balance of funds as made available by signatory nations, private donations or corporate gifts. Any funds given more than $10,000 shall be declared publicly.

c) Any signatory nation may appoint a Trustee to the KDF.

d) The purpose of the KDF shall be to offer micro-loans to individuals in the Krimeon region who intend to establish or expand small businesses or enterprises.

e) No micro-loan may be for more than $100,000.

f) The development loans can be used for any of the following purposes.

i)To improve regional access to education
ii)To improve the standard of agriculture and aquaculture.
iii)To provide better access to clean water, energy production, health care or waste disposal.
iv)To create employment opportunities for people outside the person applying's family.

g) Those gaining mirco-loans for purposes ii and iv shall make the accounts of the enterprise available for the next eight years. Should the enterprise make in excess of $500,000 before tax the enterprise shall begin repaying the loan. Trustees shall negotiate with the enterprise a reasonable rate of repayment.

h) Once/if the enterprise begin making repayments they will be charged 1% interest. All payments, including interest shall be repaid into the KDF.

i) If after eight years the enterprise has not made in excess of $500,000 before tax then the loan shall be written off.

k) Enterprises located in any nation with a border touching the Krimeon may apply for the micro-loans.

Queen Talulla McElligott had been content to let the others speak as til now they seemed to be saying what she was thinking. She exchanged a few scribbled messages with Major-General Brân Lochlainn and then after the Preorian Secretary of State finished speaking she voiced her view. "Ruasliabh agree broadly with everything that is being said so far however I think what we have is four, not two issues. At the moment we've people discussing ship protection routes and strike teams but perhaps we're not discussing the actual issue. People don't turn to piracy because of its appeal or the fact they're fans of Jack Sparrow. They turn to piracy because they feel they have no other option, or in some cases are forced. I don't know about anyone else but I feel sorry for these people. What we need therefore is a four step approach. Step One is of course to make an immediate stop to piracy. We do that through establishing what it appears we are calling the rainbow route. That will give the vast majority of fishing heading through the region security and thats what we need. That will be achieved either by nations policing their own zone but also patrolling the wider Krimeon if possible. Naturally if a nation can't, for whatever reason, police their section of the "rainbow route"  then we can help out. I suggest nations like Eskdale and Preoria who have already discussed offering forces form a "pool" of assets that other nations can request."

"My second step is to look at a longer term use of policing the region so to speak. "Mr.Harforde has spoken of international squadrons. I think this is an interesting idea however its a long term idea. It takes time for nations to work out how each other operates, to become accustomed with their capabilities and weaknesses. The best time to be doing that is probably not in the middle of a live anti-piracy operation. May I therefore suggest that we spend the next two months focusing on individually tackling the issue of piracy in our waters and at the same time begin sharing intelligence on piracy. Then at the end of those two months we undertake a large scale naval exercise designed to present a show of force to would be pirates and simultaniously allow us to learn from each other. I would even be willing to open my Federation up to hosting officers from other navies onboard our ships during such a thing."

"Step three means that we must not give pirates a place to operate from and therefore I fully support some kind of strike force group to tackle their base of operations as and when we discover their location. Now I am both happy and disappointed that Lakhzovia has not attended. First happy because if they ignore such an invitation to tackle piracy it must be an issue that they are not concerned about and as Mr.Harforde mentioned the fact we are just learning of it means it is not wide spread. I am though disappointed as they are the ones with intelligence at the moment. I therefore propose at the end of this discussion we send representatives to try and get access to those locked up for this act of piracy. This will hopefully allow the strike team to formulate a plan."

"Finally I believe we must look at offering chances to develop areas where piracy takes place. If we can provide people there with legitimate incomes and a brighter future they won't take to the seas. I therefore propose we form an international development fund, accessable to any Krimeon nation regardless of piracy. This fund would be able to collect funds from our governments or even private donations to make avialible funds for such things as education, supporting local entrepreneurs and the like."

A conference for the Krimeon? Queen Talulla McElligott hadn't been expecting anything like this to happen anytime soon but along with Major-General Brân Lochlainn she had made her way to Eskdale. It seemed rather fitting to her that in some way they'd be cruising the rivers on the way to discuss things to do with piracy. She was not too worried about it herself but it was always good to be prepared for these matters. She greeted Henry and then boarded the boat ready for the trip.

NEW INTAKE ARRIVES AT PHRONTISTERY

The Phrontistery school in the town of Pheofharain today has welcomed 50 first year students. The incoming group of fifty students are those who scored highest in the entrance exam administered in May and will now be living and studying at the prestigious school for the next seven years. Those eligible for the school must be members of the Aos Si, a religiously marked out set of citizens who are considered closest to the Gods. While being a member of the Aos Si gives no real advantage in life graduating from the Phrontistery seems to give an individual a great number of opportunities. To be a member of the nations upper legislature you must have graduated from the school and monarchs must be educated there. There has often been much discussion about the school as even though race, class or gender are thought to play no role in the admission process there have been in the past clear imbalances. In previous years the fifty new students have been slanted towards favouring girls. The last five years have seen around 60% of those admitted being female. Another imbalance tends to be on the grounds of class with 30% coming from existing nobility, 25% from the Upper Classes, 20 % from the Middle Class and 10% from Working Class backgrounds, the remaining 5% of students come from Deprived backgrounds. This figure seems to have changed very little this year. The school also currently has 6% of students from non-white backgrounds, which is broadly speaking in line with the nations racial demographics. The current head-teacher is Professor Bhaltair Coburn who has been in charge of the school for the past four years. Speaking at the annual first day photograph he said, "The statistics shouldn't be a surprise. With it being a selective school it is always likely those who have had the best education up to their 11th birthday will do best. The nobility and upper class are usually able to tutor their children and as such we should not be amazed they dominate the school population here despite being a smaller per-cent of the population of the Federation. As for the gender imbalance we are not so sure as to why it exists apart from perhaps the fact that girls tend to get to grips in my experience with more academic subjects earlier than boys." The school have considered expanding the number of places each year with some being ring fenced for certain groups to ensure a better balance.

One of the new starters is 11 year old Catrina Lithgow whose mother Malina is also a graduate of the school. Catrina got the third highest score in the entrance exam and told us, "Mum had brought me here a few times in the past when she visits for special events. I really like it here, they have nice gardens and loads of fun activities. The other school we looked at had just a few sports clubs but here we have things like a Virtual Reality club, a radio station and even a stables. I'm hoping I can make lots of new friends and I know I'm really lucky to be here." Her mother spoke of her pride at a family connection contuining. "I was lucky, I finished 49th in the tests and got to come here from a very working class background. My father was a fisherman and my mother cleaned at the school. I got an education they could only have dreamed of and its helped me do well in life. I'm confident that Catrina can do even better than me because she's a lot brighter than I was at her age."

Jamesina McCrum is at the other end of her time at the school. The 17 year old will graduate in the summer next year and is hoping to train to be a Doctor. "I'm from the city of Macmerry. Our street back home was not great, we had a few people out of work, drugs were a big problem and the local school had one of the highest exclusion rates in the country. I've been able to come here and get an education that is the envy of Mundus. I've been really lucky. I can't think of anyone from our area of Macmerry that has even been to University but now I will hopefully be able to get to medical school and be a doctor. The schools been a great way to improve my chances of social climbing." Over the last ten years 92% of those who have graduated the school have gone on to University with 8% either joining the Priesthood or military.

The Aos Si were a group of people in Ruasliabh marked from birth, the status of their parents mattered extremely little but rather the omens and circumstances of their birth used as a way of determining whether they were one close to the Gods. Even the Queen had been from a rather middle class family as her  father and mother ran a business making decorations for weddings and festivals. The group dominated national leadership and Sir Wallace Acheson found himself as Minister of Foreign Affairs. He had been born on a day when not a cloud had been in the sky and several eagle chicks had been seen circling. That had apparently been enough to determine that he was blessed by the Gods. He had attended the nations elite selective school, the Phrontistery, and graduated fifth in his year. He'd then spent thirty years lecturing on international history before entering politics. Now he had been sent to deal with this matter so it didn't look like Queen Talulla was seeking to influence the matter.

"Grand Marshall I'm sorry we meet under such circumstances. Duchess Orlaith its a pleasure to meet you and the Prime Minister. Mr.Redfern isn't it?" He introduced himself before turning back to Macrae. "I'm sad that it came to us imposing border controls. I've got with me a letter that formally opens the border again if we can put in place an agreement to ensure this matter is settled as quickly as possible. I'll be keeping my fingers crossed that we can achieve that."

Despite us sharing a border we have had limited communication for some time now. As your Southern border region experiences flooding as to have parts of our nation. We have been thankful to the Aos Si[1] that we have experienced little damage however this makes us more determined to help as we are seeing just a few miles from our own border the horrors nature can unleash. We would be poor neighbours if we did not offer our own support. As such I have today authorised members of the Royal Logistics Regiment to prepare the first of what will be, if accepted, alternative daily aid convoys. These can approach the region from the south of your territory and may have better luck accessing some of the regions effected. Additionally our Air Force can carry out aid drops using helicopter and transport planes if required.

We have heard that East Moreland have also offered aid and if required we are willing to open our airspace and air bases to Morelander aircraft to aid in their own logistical effort.

Once the situation has subsided and the immediate danger to your people has been dealt with I would like to visit Djabidjan so that we may discuss a future arrangement to deal with natural disasters as to limit their impacts on both of us.

I am Queen of a Federation which can trace its founding clansman back to the soils of Dal Rathia. As such I take no pleasure in announcing that like our Celtic cousins of Ui Cenneslaig and Arcaibh we shall in three days time halt direct transport between the two Federations. While we do not share a land border this will mean flights will not permitted to fly directly nor shall we permit their ships to dock unless in case of emergencies.

We believe that the plan put forward by King Finley should be the path followed to find a resolution that allows those of us with Celtic blood to return to a kind and loving relationship towards each other.

Dearest Aoife

Following our talks at the Highland Games it was clear that you intended to set Eigg on a path towards independence however I had no suspicion you would trigger this ambition so fully so quickly. Having read comments in your national media I am concerned that the Federation may seek to take action against you should the result go the way we both know it likely will. As such should you need to leave Eigg quickly I have instructed HMS Walter Bell to delay leaving the Alucard following our recent exercises. Troops on board including a four man unit from the GDS Special Forces have been put on notice that should you request it they are to secure you and bring you to a safe port of shelter. When the time comes you can guarantee that this Federation in Ruasliabh stands squarely behind Eigg, and behind your reign.

We wish your vote on Thursday well and hope there will be no need to take up our offer.

Queen Talulla was not a military expert but she understood the Celtic Co-Operative Armament Project well enough. "To try and respond to your two questions I'll do my best. At its highest level it is an agency made up of a minister and an officer from each service drawn from the nations involved. When one of us requires a new piece of equipment we send our minister a description of what is needed. At that point any of the other members can sign up for that need with us. There is then some negotiation and we finalize a specification for the item of equipment. Once this is set up we tender out the various parts, so for a tank, engine, gun, tracks, armour and so on. The work is aimed to be split evenly between the nations involved with the panel of ministers and officers having the final say. Once everything is agreed the project commences with everything split evenly between the nations involved in terms of costs, profit sharing from sales and the like. Now to answer your second question how would it improve your military, well from my knowledge your nations military is already rather formidable. What you have however is an ability to lower the initial cost and research and development and tap into a wider range of innovation. The idea of a large scale co-operative projects can help us all make our nations military a more effective unit based on cutting edge technology. From our view point if you were to join the Project then you would be bringing onboard a wealth of expertise."

Queen Tallulah had been content to much away on some rye bread and scrambled eggs while the others chatted away. The Queen was keen to discuss closer co-operation with her Celtic neighbours and wasn't sure though if or when would be appropriate but there was no time like the present. "I wonder King Finley" she addressed him in a tone that was loud enough for both the Dal Raithian and Arcaibhians to hear. "No doubt you are aware of the Celtic Co-Operative Armament Project, ourselves along with the Dal Raithian and Arcaibhians set it up to jointly fund research into common military needs, so far 5 projects have come from it. We though want to make it more effective. You'll have seen the Zarptica fighter project from the S.U.N. to my understanding it was a highly successful arrangement, as have been our five previous projects. We'd like to invite you to become our forth member. You've a large military and we think you could contribute significantly. It'd benefit you too as we'd be sharing development costs of large projects."



Connor McKee has been dipatched to meet the Eiggites. He was a member of the  Aos Si and the Chief of the McElligott clan from which the Queen hailed. He was in his sixties and had spent much of his life as a lawyer and now in his last years before retirement was a member of the Queen's inner circle.  "In terms of helping your little Kingdom I suspect we'll be able to help. We believe the Gods have marked out people to be blessed by them, that these people are equipped best spiritually to guide our lands. We call them the Aos Si, its clear therefore that a King....or Queen, must guide the nation. I'm sure we can do something like our Cenneg friends to help you."

A lot of this could be avoided if we simply did one of two things

1) Had a supportive system for newcomers. I'm aware of quiet a lot of people who looked at TIO and didn't join or stay long because essentially you throw newcomers to the wolves. Its like sink or swim and unless either Dave or Nova get to you in time you leave.

2) Reward people with something other than a title that implies authority. Most NS regions have governments, mods, admins call them what you want and more often than not they have fancy titles. Don't mask them as nobles create two "Orders" have something like Order of the Pen for people who have contributed good RP stuff and Order of the Scroll for people who have contributed to running the region. You could even have letters after user names like we go with the M.B.E etc in the UK. This could see a whole list of things. So maybe you write your first really engaging open RP you get your first award, then when you've a track record like people such as Markus you get knighted. This means we can still give recognition but when someone first joins they don't assume the leadership are the people in purple. I reckon you've about 30 mins to determine whether someone actually stays with the region or not in terms of interaction and had it not been for Dave or Nova I'd have left by now.

MOUNT ARDAGH "READYING ITSELF"

The National University for Science has today confirmed that the series of small tremors in the region of Mount Ardagh suggest that the mountain is likely to erupt in the next few weeks. The volcano is central to the nations folklore and records show that it erupts roughly every 200 years. With the last eruption coming in 1798 it is overdue. The Aos Si faith believe that volcano is a way for the spirit world to enter our world and that an eruption is usually an omen for great change within the world. Experts have for decades now monitored a series of seismic sensors in the region to monitor its behaviour and that of several other small volcanoes across the nation. While most are classed as "highly unlikely" to erupt scientists have warned those visiting the region, which is mainly upland cattle grazing, to be prepared to take precautions.

Edward Finn is one of those sheep farmers who live close to Ardagh. "In the back of your mind its always been thought we might have to do something but you always believe that perhaps it will have erupted its last. Now we're likely going to see it for ourselves. Most farms have various defences that date back hundreds of years, ditches, barriers and the like. We've been told that if an eruption takes place it is likely to mainly just cover the ground with some ash and be an extremely slow lava flow that will not be a threat. Our biggest concern is what impact it could have on the feed for animals."

The government have prepared the military to step in should circumstances demand it with them already beginning to stockpile animal feed at various depots.

Queen Talulla McElligott was possibly unlike the other monarchs attending in many ways. She was never expected to be a leader. It was only because of the freak nature of her birth that she had been classed as a member of the Aos Sí religious group. Apparently on the day of her birth there had been a bizarre alignment of some planets and a few local reports of deer movement meant local holy figures determined she was connected to this group. That had then opened the door to the best school in the nation of Ruasliabh and then soon after she had thought her life would be one of micro-biology work. She had been amazed to even be shortlisted as Queen and even more surprised when in 2017 she was named Queen by the Druids. Her husband, also from the  Aos Sí, had become King although in their homeland that meant very little as the monarch was the one with the power. The two of them had left their three year old boy Ruarc at home and Talulla was worried as this was the first time they'd both been away from him. Still she was excited at the prospect of the Games. She enjoyed watching the dancing as a child although she herself had very little skill in the art.

They had first checked in with some of the teams from Ruasliabh before making their way to the house to meet King Finley. "Its a pleasure to meet you." Talulla greeted him with a smile. "I am Talulla of the McElligott clan. We're excited for the games. When does the days events get underway?" She asked nervously as this was her first solo visit with a monarch.

Marcaigh na nDéithe (Riders of the Gods)

The Marcaigh na nDéithe are a unit of 25 soldiers who fulfil a mostly ceremonial role. They are made up of 26 soldiers, all graduates of the Phrontistery who guard the building of the Tuatha Dé Danann when in use and still to this day use horse to carry decrees from the Council to the Seanadh an tSléibhe, a distance of 1.5km. In addition they fulfil a number of ceremonial roles such as being used for state funerals, royal marriages and ritual days in the religious calendar. They must have served within the armed forces for five years and be a Corporal or higher.

Gasóga de Scáthach (GDS)

The Gasóga de Scáthach ( The Scouts of Shadows) are the nations elite armed forces. The unit takes its name from the mythological figure Scáthach (Lady of the Shadow) who according to many folktales was the responsible for training several of Celtic folklores heroic figures. Stories tell of those heroes having to complete a number of arduous tasks under her tutoring before being blessed with a magical weapon. Upon completion of training each soldier is given a ceremonial spear head which is decorated according to the omens on day of graduation.

Seanadh an tSléibhe

The Seanadh an tSléibhe translates into "Assembly of the Mountain" and is the name given to the 219 individual elected council. The Seanadh an tSléibhe is open to any citizen over the age of 18 and is determined by votes in geographical areas every four years. The Seanadh an tSléibhe is open to Political Parties and the largest party for the last 20 years has been the Sovereign Alliance Party. The party with the largest number of members appoints the Head of the Assembly.

The Seanadh an tSléibhe is the final hurdle for legislation to become law. If the Seanadh an tSléibhe reject a law and 65% or less vote against it they produce a report on the decree and make recommendations. The monarch can either then accept these and amend the Decree to make it law or reject them at which point the process must begin again. The Head of the Assembly may present a Decree to the monarch if they can first get 50 signatures from the Assembly and at least ten members of the Aos Si.

Tuatha Dé Danann

Tuatha Dé Danann translates as "Tribe of the Gods" and is a name given to a council of 40 members drawn from the Aos Si. Their meeting hall is located at the  Aos Si Phrontistery. It operates on a process known locally as "Dead Man's Shoes" by which point once in the council you are in for life (saving the monarch successfully petitioning for your removal once convicted of a crime). Upon the death of a member the monarch may draw up a list of at least ten individuals for the vacant seat. The Council reduce this to two and the lower council, the Seanadh an tSléibhe then vote on who should receive the vacant seat.

The Council is presided over by a graduate of the Phrontistery but who is not a serving member. Their sole duty is to organise and manage the debates and report of results to the general public. They sit in one of two seats set either side a small throne. The other seat is reserved for the head of the Seanadh an tSléibhe who is permitted to observe the debates but may not give input. The throne itself is reserved for the monarch should they attend the council, which often takes place several times a year. The monarch may contribute in debates and may also vote if in attendance in person.

The Council are tasked with reviewing decrees made by the monarch and either supporting or rejecting them. Rejected decrees must be given amendments while approved ones continue to the Seanadh an tSléibhe where they are finalised.

A special military unit called the Marcaigh na nDéithe (Riders of the Gods) exists attached to the Council. They are made up of 26 soldiers, all graduates of the Phrontistery who guard the building when in use and still to this day use horse to carry decrees from the Council to the Seanadh an tSléibhe, a distance of 1.5km.

THE MONARCHY

The Ruasliabhian crown is not heriditary in a traditional sense. The King or Queen is appointed from a religiously appointed group within society known as the Aos Si. These are people believed to share a special closeness to the Gods of nature and therefore are in the best position to lead the nation. The process of appointing a new monarch begins as soon as it is known that a new one will be required. For example if a monarch is diagnosed with a terminal illness the process would begin so that as soon as the current monarch died it would be hoped the new monarch would be ready. This however is not obviously always possible.

The Aos Si maintain a school called the Aos Si Phrontistery which takes the top 50 academic achievers each year. During their time at the school the individuals are subject to observations by the Druids who help run the school and upon graduation anyone deemed "Crown-worthy" are added to a list without their knowledge. Those on the list known as the Léiriú Ríoga are assessed by the Druids each year in terms of omens, achievements and misdeeds. The list then draws a five most desirable candidates list and when needed they are invited to the Palace where they are put before the leadership of the Druids and the Tuatha Dé Danann. This 50 person panel then determines the new monarch. The system in the past has however been manipulated by families able to get members into the Druids and the Tuatha Dé Danann

The monarchs family are entitled to use other royal titles such as Prince, Princess etc during their relations time on the throne however they revert to Duke/Duchess when the monarch dies.

The Monarch has the power to make laws. This is done by issuing decrees. These are then debated on by the Tuatha Dé Danann, if they approve it then it goes to the Seanadh an tSléibhe. The two councils do have a means of promoting legislation themselves however this can often be rather cumbersome. The system has been described as a kind of reverse Parliamentary procedure. 

The current monarch is Queen Talulla McElligott who inherited the throne in 2017.



Queen Talulla McElligott

Born in 1983 he father and mother ran a business making decorations for weddings and festivals. She is the eldest of three children and has a younger sister called Órlaith and a brother called Donal. She and her sister Órlaith were both named as part of the Aos Si upon their birth. Talulla was a bright student but wasn't expected to pass the exams to go to the Aos Si Phrontistery. In 1994 she finished 48th in her year and was admitted. While at the school she excelled in the stricter confines of the education system there and excelled in particular at maths and science. In 2001 she left the school having achieved well academically. She enrolled at University and studied micro-biology graduating in 2004 with a degree.

Out in the "real world" she found a job with a pharmecutecal company and worked her way up through various research positions until in 2014 being given her own team responsible for examining a range of bacterial infections including anthrax. In addition she began mentoring students from the local university and often visited the Phrontistery to give guest talks.

When King Lakelan's health failed in 2017 she was invited to the Palace and the Druids described her as a "calm and rational woman with a deep appreciation of what she does not know and a desire to understand everything." She received 38 of the 50 votes for monarch.

In 2013 she began dating a scientist called Tierney Ó Briain and they married in 2015. They have one child called Prince Ruarc who was born in 2019 and deemed not to be a member of the Aos Si. King Tierney serves now as an adviser on the National Council for Science and Technology and is a leading academic in the nation on virology.

THE AOS SI

It is believed that a group of individuals exist who are blessed by the spirits of nature with a closeness to the Gods of nature. These people are called the Aos Si and are afforded a high status within society. The monarch must be from within the Aos Si and the upper house of the two chamber system must all be members.

Any person born in Ruasliabh is eligible to be regarded a member of the Aos Si. When a child is born the local Druid is required to take a note of as many circumstances as possible and determine omens. They then make a recommendation as to whether the child is part of the Aos Si. Once they have made their recommendation a 2nd Druid overlooks their recommendation and either confirms or denies the status of Aos Si.

Those who are determined to be members of the Aos Si are permitted to take an educational test at the age of 11 and the top 50 students taking it that year are permitted to attend the Aos Si Phrontistery, which is a school dedicated to creating an academic elite. Only graduates from this school are permitted to become monarch when the previous one dies.

In addition to being able to be monarch the members of this group are permitted to be members of the Tuatha Dé Danann.

While the Aos Si recieve no special privledges legally they are often favoured for certain things such as employment (especially if a graduate of the Phrontistrey), seem to have advantage if running for political office and also academic opportunities.

The Federation of Red Mountain

BACKGROUND

As the Celts left West Ardia and headed East the clan of Conell lead an exploration North East from modern day Dal Riata. Under Lochlainn Conell in the clan began carving out territory and bringing it under the control of a High King. By around 510 AD the push had reached what is today the central part of Ruasliabh where they discovered a huge mountain that seemed to have superb soil around it. As such they constructed a settlement there called Ardagh (meaning High Field) this however was short lived as in 517 AD it erupted as it turned out to be a volcano. The disaster caused the Conell clans to scatter and over the next 800 years or so they headed further North subduing various other clans and peoples until they reached the Krimeon. With seemingly little territory to conquer left it was only a matter of time until the clans turned against each other and until 1603 a series of wars rocked the region as the now monarchies vied for power. It was only under the large religious might of the Aos Sí that this fighting was brought under control and each clan given a set territory. This agreement has held for almost 400 years without fault.

CURRENT GOVERNMENT

The Federation is governed by a monarch that is not hereditary. The monarch though has their power constrained by several checks and balances. The first of these is the " Tuatha Dé Danann" which are a group selected from among a religiously appointed pool of citizens. The second of these is the Seanadh an tSléibhe which serves in much the same way as a Parliament in many monarchies. The Monarch must get the approval of the Tuatha Dé Danann for any law to be changed and a 65% rejection of a law by the Seanadh an tSléibhe.

The monarch must be drawn from the pool of people designated as part of the Aos Sí upon their birth.

The  Tuatha Dé Danann is a kind of upper house of 40 members of the Aos Sí.

The Seanadh an tSléibhe is a group of 219 individuals elected every four years and may be any citizen over the age of 18.
