Serena was a little nervous about what had been asked for. She strongly believed in the cause but then again this was Seafoth and they were well connected with nations such as the Cenneg, Rokkenjimans and Morelanders. It was though something of a matter of principle and therefore she was willing to stick her neck out a little. "Look I have to be honest" Serena began "We have to consider the wider international implications of what you are asking but I want you to be assured that we will do what we can to stand with you. Now I don't think we'll be able to effectively put sanctions in place the way you may like but I'll do something. I will also do what I can to stop military supplies getting to the city but that too will take some thought. I however may be able to offer you some support in terms of preparing to undertake such a covert operation that your planning on. I don't mean to sound disrespectful as I know you're a veteran at fighting in difficult situations but I think that if I can get you this help then they could be extremely useful to your cause."

"I shall be making an announcement about your cause in the coming 24 hours once we conclude our business. Is there any other way you would want our help?"

"A joint military unit?" Serena said in a tone that expressed concern. "While I think this can be a long term aim I think its too early in our relationship. It would require a change in our chains of command and intelligence networks. I think for now the eight articles that we have on this matter are good enough. Perhaps as a compromise on point nine we can say that we shall begin a feasibility study into how this joint unit could work. It will give us time to see if the rest of this works and if so that will allow us to better understand how your joint unit idea could work."

"If that is agreeable perhaps we can move onto looking at an educational programme between us. We have seen how East Moreland made a success of their More and Mundus programme and how its helped them gain a better understanding of the world. I think therefore we should look at establishing two things. The first is a large scale exchange programme between us. The second is that we make it easy for University students to access studies in both our Empires. Ideally I'd like to see it that a large number of our students experience another culture as part of higher education or can capitalise on each of our nations skills. Is that a situation you believe we can move towards?"

Amelia is the half sister of the Empress. Her father was the Emperor Franco X however her mother was a surrogate as Empress Lucille was unable to conceive further children and it was deemed neccessary for the Empire to have "spare" heirs to the throne. She was born in 1998 and her mothers identity is unknown to the general public however a stable girl called Maria is her biological mother. Regardless of her family situation she was raised by Empress Lucille as her own daughter and while Amelia does have a relationship with Maria as well this is not as strong as with her adoptive mother.

Like her elder sister she was privately educated within the Palace alongside six other girls the same age as her. To the general public this was seen as normal for the Imperial family however in truth just as with Serena it was a way of her being indoctrinated with the Bene Gesserit faith in secret. As a result of this secret education she has no specialisation as many youngsters do within the faith. At school she was rather good at sciences and took a liking to animals, mainly birds.

At the age of 18 she went to University to study Biological Engineering and upon completion of her degree she did her two years of national service within the Carbinieri and then began work for a wildlife organisation seeking to return the Eastern Wetlands into a nature reserve.

"Integration is not on the cards, the ASDN Charter does not even look at integration between our own economies. We have maintained tariffs and we have maintained checks on imports. We have merely streamlined things to ensure those willing to work together in a spirit of friendship can with ease. You arrive here today asking us to go out of our way to make a special arrangement for you within our organisation. We have a statement that your not looking for friendship and you've offered nothing in return. I began my approach by saying with rights comes responsibilities. You have so far asked for rights but offered to take no responsibilities. What do we get in return for accommodating you?"

Donna Gianni stood once more. "I have heard nothing yet that would make me suggest to the Empress we support this application. I have before me a nation that has said they not have the goal of friendship with the rest of us and will not put their name to the idea that they would do everything reasonable to stop conflict between members while respecting international norms such as the FSC. The idea was never that the ADSN was merely just a trade bloc and our organisation does not exist merely for convenience sakes. Ms.Watson asked why we should trust you and until now I have no explanation to take back to Her Imperial Majesty to speak on your behalf. You say that you want to be able to voice your concerns to the ASDN but if you do not wish to be fully a member why should we worry ourself with your concerns? I do not wish to see this organisation become like the SUN where members pick and choose which bits they wish to follow like some kind of buffet."

Donna Gianna stood to give the first response. "I am minded that this organisation does not permit anything other than full members. It is Aostan belief that with rights must come responsibilities and often we see that people wish to benefit from things such as trade and travel, sit in on meetings but then not do what could be described as the hard yards. I also fail to see how the defence matters of this organisation disallow acting with autonomy.  Article One merely states they will act as friends to everyone in this room. If they did not wish that then they would not be in the room. Article 2 essentially says that if you are aware of an attack on your neighbours you should tell them, surely this is once again merely a corner stone of friendship however the article also contains a caveat meaning this is not set in stone. Article 3 is among many nations a standard practice of embassies anyway. For example if Jiayuan where to carry out say an air strike on Troyes or find information about a terrorist situation then we would expect to be told before the press. Something our Rokkenjiman friends have already fallen foul of.  This would to me seem common courtesy.  Article 4 does not prevent anything except merely placing a responsibility to place a phone call, however if Jiyuan are being responsible global partners then they should be posting details of airspace being used and sealanes being used much longer ahead than 3 days in order to allow civilian airlines and shipping to prepare. Article 5 is merely a statement of following toe Fair Seas Concordat, is the ambassador suggesting their nation would not hold this as a legal document? As for Article 6 again this is about being a good neighbour and not us for example not allowing East Moreland to use our territory to attack say Abertone. I fail to see what takes away their autonomy or is disagreeable unless what is being stated is that they do not wish full friendship with the members of this body. I am open to hear what issues with the security parts of this document the ambassador feels is a barrier to them being our friends."

Empress Serena was keen to hear what Jean-Pierre had in mind. The letter she had received gave her some concerns but she had set the Empire on a route towards helping the people of Troyes and their neighbours in Marseille. She had visited the city a few times and would have been willing to do so again but it seemed Jean-Pierre wanted to visit to discuss whatever it was he had on his mind. While the occasion was not given to the pomp and ceremony of a normal state visit it was important to show the proper respect to a man who was a former President of Marseille. Serena had dispatched her younger half sister,  Amelia, to meet their guest at Ovado airport.

"Mr.Cantona" She greeted him as the aircraft he had flown in on touched down. While there was not a full honour guard there was a squad of soldiers who gave the former President a formal salute. "My sister is very much looking forward to seeing you again" she said as she escorted him to the car that was waiting. Normally he would have been shown into the Palace across the fantastic white marble plaza that dominated the front of the Imperial Palace in the heart of Ovado but today a side gate was opened and the car lead directly into an underground garage from where an elevator took them to the roof garden. A glass construction full of greenery from across Mundus which is the still chilly winter gave a warm, green haven to those who gathered there. A small round table had been set up with a bottle of wine in a cooler and a pair of chairs. Serena was busy pruning a rose bush when Amelia showed her in. The Empress took off her gardening gloves and placed the secators on a table full of garden tools nearby.

"Jean-Pierre" The Empress admired the former President and his campaign as a freedom fighter and his desire to now free Troyes and so warmly greeted him with a very Marseille-sque kiss on each cheek. "I'm pleased to have you come and visit. Please sit, take a glass of wine with me and tell me what I can do for you."

Serena considered what Marco had to say. "Thankfully it would seem that the Eastern side of the Straits is much calmer than the west. Short of the situation in Lodja a while back we are thankfully rather more stable than your neighbours in the West." Serena began. "I am keen to ensure that the instability in Ardia does not plunge us all into a wider war. As such I think such a measure would be a good idea. I would propose to begin with we look at an agreement that we would inform each other of any terrorist or military action that would impact the region. That way we can be prepared. I would also like to establish a joint agency to monitor shipping in the region. While the Straits have not yet experienced piracy like other parts of Mundus I'd rather be pro-active and if possible we can help monitor shipping in the aftermath of flashpoints like the recent Rokkenjima-Daito conflict."

EMPRESS SET FOR TROYES SUPPORT

Following a statement released by the ADSN regarding the future of the disputed city of Troyes in Marseille the Empress has today been seen in the city. As protests took place she was spotted, as was the Rokkenjiman Empress, showing support to those taking part in the long running strike in the city. Empress Serena has visited the city on several occasions and has used todays visit to announce further support. "We initially announced as $10million package to support those of you on strike, we had anticipated that the strike wouldn't last this long but it has and I am amazed at your determination to continue it despite the economic hardship you will be facing. Some time ago we opened a centre here in the city and now that centre will act as an aid station. Any citizen of Troyes who is a member of a Union can go and get a meal there no questions asked. We will be providing clean clothing which can be taken away and a further $30million will be released to support people in hardship. I also today make another offer but this time to any Seaforthian in the city. A time is coming where the city will return to its rightful owners and while this is the only future for the city we wish no harm or hardship for Seaforthians. We will if requested pay the travel costs of any Seaforthian wishing to leave Troyes, we will willingly offer them visas to Aosta if they have no wish to return to their homeland and we will offer each family $2,000 to help them in their move. Any business based in Troyes can approach our support centre and my Ministry of Trade will have a representative there. We will look at ways of fairly buying your business and in the long term placing it in the hands of a native trader for the benefit of their own community."

The Empress then went on to announce a military exercise she is hoping to run. "I have today had a letter delivered to the President of Marseille that outlines the desire for a joint military exercise. It will, regardless of Seaforth's response, to the ADSN ultimatum begin on the 1st of May 2024 and will feature a vast number of transits between bases in Marseille and Aosta effectively passing Troyes on a very very regular basis. The exercise will last a month." Additionally the Empress has said. "We will be inviting screened members of the New Real Marseille to also take part in these exercises as we have seen how the notion of active and responsible militia forces have contributed to the freedom of Marseilles."

The Empress is now heading to the Eastern part of  Abertone where she will enter talks with Emperor Marco.

The Empress was a sports fan but football was not really her thing but she knew Abertone enjoyed it and so hoped that the meeting being at a game might help create a more relaxed atmosphere. Naturally she was a little weary of meeting Marco due to his reputation and while Serena was not arrogant she knew that she had a fair few male admirers. She was just praying that the Emperor would be professional and that Graziano would be present. The Consul had seemed a solid diplomat during their meeting in Rokkenjima and she was keen to discuss several matters with them.

She had opted for a Aostan blue suit with plain white shirt underneath, nothing elaborate but practical business attire. As she exited the aircraft she was accompanied by Captain Olivia Adimari her aide-de-camp who carried with her a red leather briefcase in one hand and a small wooden box in the other. Serena nodded respectfully to the commander of the honour guard and approached the hosts. "Emperor Marco its nice to meet you. Your cousin was a good friend to us in the talks in Rokkenjima. I hope that the two of us can make equally as good a partnership here today." She extended a hand towards the ruler. She then turned to Graziano, "I have for you a small gift" She turned to where Olivia had placed the briefcase down and removed a small packet and handed it the Empress. "For you" Serena said with a smile, it was a small pack of supermarket pasta, "I hope you will now be able to see the wonders of our own agriculture sector." She said with a chuckle remembering some of the opening talks that helped the two nations find their commonalities. "Now a nice pasta needs a equally good beveridge." She now handed the Emperor the wooden box. "A 1904 pressing from one of our estates vines. I hope that perhaps you will join with me to have a glass once we finish our talks. I believe the two of us can work to take the ADSN further than I would be perhaps willing to with other nations. I think your cousin and I have created a solid foundation but like in Aosta all things end up before the throne so with the utmost respect to your cousin I think we need to it down and get to grips with things."

The nations of the Dauntel Sea, Rokkenjiman Sea and Strait of Shaw

MINDFUL of the existence of mutual interests and common problems among countries of the Dauntel and the Straight of Shaw and convinced of the need to strengthen further the existing bonds of regional solidarity and cooperation;

DESIRING to establish a firm foundation for common action to promote regional cooperation in the Dauntel and Straight of Shaw in the spirit of equality and partnership and thereby contribute towards peace, progress and prosperity in the region;

CONSCIOUS that in an increasingly interdependent world, the cherished ideals of peace, freedom, social justice and economic well-being are best attained by fostering good understanding, good neighbourliness and meaningful cooperation among the countries of the region already bound together by ties of history and culture;

CONSIDERING that the countries bordering the Dauntel and Strait of Shaw share a primary responsibility for strengthening the economic and social stability of the region and ensuring their peaceful and progressive national development, and that they are determined to ensure their stability and security from external interference in any form or manifestation in order to preserve their national identities in accordance with the ideals and aspirations of their peoples;

AFFIRMING that all foreign bases are temporary and remain only with the expressed concurrence of the countries concerned and are not intended to be used directly or indirectly to subvert the national independence and freedom of States in the area or prejudice the orderly processes of their national development;

DO HEREBY DECLARE:

FIRST, the establishment of an Association for Regional Cooperation among the countries bordering the waters of the Dauntel, the Rokkenjiman Sea and the Strait of Shaw to be known as the Association of Dauntel and Shaw Nations (ADSN).

SECOND, that the aims and purposes of the Association shall be:

1. To accelerate the economic growth, social progress and cultural development in the region through joint endeavours in the spirit of equality and partnership in order to strengthen the foundation for a prosperous and peaceful community of Dauntel and Shaw Nations;
2. To promote regional peace and stability through abiding respect for justice and the rule of law in the relationship among countries of the region.
3. To promote active collaboration and mutual assistance on matters of common interest in the economic, social, cultural, technical, scientific and administrative fields;
4. To provide assistance to each other in the form of training and research facilities in the educational, professional, technical and administrative spheres;
5. To collaborate more effectively for the greater utilization of their agriculture and industries, the expansion of their trade, including the study of the problems of international commodity trade, the improvement of their transportation and communications facilities and the raising of the living standards of their peoples;
6. To promote shared Dauntel-Shaw studies;
7. To maintain close and beneficial cooperation with existing international and regional organizations with similar aims and purposes, and explore all avenues for even closer cooperation among themselves.

THIRD, that the Association represents the collective will of the nations which border the Dauntel Sea, Rokkenjiman Sea and Strait of Shaw, to bind themselves together in friendship and cooperation and, through joint efforts and sacrifices, secure for their peoples and for posterity the blessings of peace, freedom and prosperity.

FOURTH, that the Association is open for participation to all States which border the Dauntel Sea, the Rokkenjiman Sea or Strait of Shaw who subscribe to the aforementioned aims, principles and purposes.
(a) Any prospective member of the organisation must be admitted by majority vote of the membership

ARTICLE ONE: THE COUNCIL

1. The Council shall consist of ambassadors representing each of the member nations, each member shall have one vote on any matter.

2. Any member may propose a matter for debate, all votes on resolutions are by majority vote unless determined otherwise by the Council.

3. Only a resolution of the Council may amend this document.

ARTICLE TWO: TRAVEL

In order to ease the movement of citizens throughout the ADSN region members of the ADSN agree to the following measures.

1. There shall the the establishment of a four path system for visas. These shall be the Short Term Visa, Business Visa, Educational Visa, and the Temporary Worker Visa.

2. The Short Term Visa shall be available to any individual who books return or onward passage via any means at least 30 days before the date of travel. So long as these dates are no longer apart than 60 calendar days then the individual may enter visa free so long as the receiving nation do not believe that the person poses a risk to the security or good order of the nation. Holders of this visa may not undertake any work while staying in the receiving nation.

3. The Business Visa shall be available to any individual who is travelling on business purposes. To obtain this an individual must have a guarantor from a business within the receiving nation. This visa shall allow an individual to remain in the receiving nation for 180 days and they may undertake paid employment while based there. This type of visa may not be renewed for 90 days. Should the receiving nation believe the individual is a risk to security or good order of the nation then entry may be stopped.

4. The Educational Visa shall be available to any individual who has obtained confirmation of the offer of an educational course within a receiving nation. This visa shall cover the entire duration of the course and will permit the holder to a maximum of 20 hours per work employment during their course. Should the receiving nation believe the individual is a risk to security or good order of the nation then entry may be stopped.

5. The Length of the above visas may be increased at the discretion of the receiving nation.

6. Any individual breaking the conditions of any of these visa programmes is liable to deportation and may be banned from travel to the receiving nation indefinitely.

7. The home nation shall take all reasonable steps to ensure anyone deported and banned from travel is prevented from returning.

8. In the event of an individual traveler in one nation being believed to be responsible, whether individually or as a conspirator, for criminal actions within the jurisdiction of another member state, the individual shall be extradited subject to the following being provided to the visited nations relevant authority.
a) Evidence of the wrongdoing
b) An understanding that the individual will receive a fair trial in a court of law

9. There shall be no obligation for the visited nation to extradite an individual to the death penalty.

ARTICLE THREE: TRADE

In order to effect more prosperous trading oppurtunities the nations signed as members of the ADSN agree to the following measures.

1. Any export to a member nations shall be accompanied by a declaration that the export abides by all local laws. To ensure compliance the receiving nation may carry out any non-destructive test on any product arriving at their nation. Any product deemed to be not incompliance with local laws or not accompanied by a decleration shall see a fine of non more than 5 times the value of the consignment paid by the exporter.

2. On the anniversary of the signing of this document each member nation shall produce a list of tariffs to be paid by all member nations. Those tariffs may be set on any goods or items the nation wish. The tariffs set by each nation must be at a level lower than for any nation with which they do not have a current trade agreement with.

3. This agreement does not prevent member nations making their own trade agreements.

4. Any item with a value of less than $1million exported to a nation for temporary use shall be permitted to enter tariff free so long as it is for a period of less than 30 days.

5. ADSN nations agree to allow operations by businesses from other ADSN nations on condition that those businesses operate following local laws concerning taxation, employment, health and safety and environmental matters.

ARTICLE FOUR: SECURITY

In order to make the region a safer place for all nations members agree to the following.

1. That they shall first and foremost consider their regional neighbors as friends and as such shall do all that is reasonably possible to avoid armed conflict with them.

2. In order to protect citizens of all nations any intelligence gathered by one nation that would indicate a likely threat to another is to be shared in a speedy manner. Should a nation believe that by revealing this intelligence it would place its own safety or operations in jeopardy then they are excused from sharing this intelligence.

3. Each nation shall maintain in their embassy a military attaché who shall share relevant military details with their host nation so long as doing so does not infringe on the attaché's own nations security.

4. Nations hosting military exercises shall, so long as it is safe to do so, advertise via the attaché system the size, scope and nature of these exercises at least 3 days before they begin. They shall ensure all relevant notices to shipping and airmen are made in good time.

5. Nations agree that they shall take no action to prevent or interfere in exercises or movements of another nation so long as it does not impose on their own waters as laid out in the Fair Seas Concordat.

6. Nations agree that under no circumstances will they knowingly allow a third party nation to utilize their territory, waters or airspace to conduct a first strike or similar operation against another member nation.

Serena was a little surprised to have the support of three nations. While she had not prepared to be the host she was though more than willing. She'd got an ambition to make Aosta more respected in terms of international politics and now she had a chance. Since Xiaoling had brought the matter up she had been thinking of what she had that could be offered. By the time the Emperor of Daito had rejected the idea of hosting Serena had at least some idea. She had been merrily tapping away on her small tablet and now spun it into the middle of the table so everyone could see.

"I'm grateful for the support you've shown the Empire. I have a headquarters in mind. Our family own several farms and one of our tennants just outside the city of Ovado on our West coast. Our intention had been to turn it into a venue for events and weddings as a small part of our families businesses. I however believe we could easily repurpose the venue." She showed them the Picture of various changes they would make. "The venue would be out in the countryside, our Carabinieri would easily be able to provide security and there is plenty of space for expansion and leisure. The idea would be that we are taking the metal skinned barn out for a more rustic look, that would serve as the conference centre for any discussions. The farmhouse would be used to provide any visiting dignitary with accomodation and be used as a banquet site. The stables could be converted for our ambassadors to have both office space and accommodation. Meanwhile the 2nd barn would be converted for any administration centres we needed, potentially housing the staff in the villages a few kilometres away. While it would take perhaps a few months for the conversion work to be completed we would use facilities in the royal palace in Ovado until they are ready."

Serena took the silence to mean that no-one else had much, if anything to say. "I believe then the document we've created would appear to be done. If that's the case then perhaps we can move towards signing it and then issue that statement of Troyes."

In order to effect more prosperous trading oppurtunities the nations signed as members of the ADSN agree to the following measures.

1. Any export to a member nations shall be accompanied by a declaration that the export abides by all local laws. To ensure compliance the receiving nation may carry out any non-destructive test on any product arriving at their nation. Any product deemed to be not incompliance with local laws or not accompanied by a decleration shall see a fine of non more than 5 times the value of the consignment paid by the exporter.

2. On the anniversary of the signing of this document each member nation shall produce a list of tariffs to be paid by all member nations. Those tariffs may be set on any goods or items the nation wish. The tariffs set by each nation must be at a level lower than for any nation with which they do not have a current trade agreement with.

3. This agreement does not prevent member nations making their own trade agreements.

4. Any item with a value of less than $1million exported to a nation for temporary use shall be permitted to enter tariff free so long as it is for a period of less than 30 days.

5. ADSN nations agree to allow operations by businesses from other ADSN nations on condition that those businesses operate following local laws concerning taxation, employment, health and safety and environmental matters.

There was also no definite conclusion about Aosta's proposal of a science consortium so consider that null.

While at the recent talks about establishing a cross Straits of Shaw organisation it became very clear to me that our two nations share many views on the region and how nations can and should co-operate. As a result I would like to explore whether these can lead to even better co-operation between our two Empires. If permissable I would like to meet you in the Eastern part of your Empire and discuss such matters with you, perhaps at one of the stadia being used for your world cup?

Serena had at one point considered the CNN as a pathway for her nation yet then had come the East Moreland opinion of the Bene Gesserit, her own secret faith, and there had been a move away from that. "Aosta has always been closer to the Alucard nations than those of the Strait of Shaw. We've ran exercises with Paracambi and we supported Lodja in matters relating to their own recent civil war. These are two relationships we will be building on in the future. My concern is that should......when we do deceide to run joint operations, or exercises off our coast in the Straits your proposal would effectively mean we should consider how you all would feel. Let me give you a real life example. Who were the first to support the cause of the people of Troyes? It wasn't me despite me putting in the proposal here that started our meeting. It was the Nords. For years the Nords have supported the people of Marseille and a case could be made that they are Marseilles closest allies. I'm confident that if we asked the people of MArseille if they would welcome a Nord fleet in the Straits they would undoubetedly say yes. Meanwhile I believe that Tytor, and quiet possibly Rokkenjima currently have sanctions against them, if we're saying to keep foreign assets out the region why should Rokkenjima be able to welcome their Dartfordian friends while the people of Marseille would face perhaps issues welcoming theirs. I will not support any measure that as the Consul suggests would give a foreign power any influence over my own nations foreign policy."

Serena felt she somehow should repay Graziano for supporting some of her earlier points, it wasn't too hard as everything the Abertonian had said was pretty much in line with what she herself felt. Like Abertone the Empire of Aosta already had routes towards people gaining longer work permits. "I am afraid I too feel a kind of free for all would be a mistake, especially long term arrangements. I don't think a complete open worker system is useful in the long term and therefore this, at least in its current format, is not something I can support."

TIMELINE OF AOSTAN HISTORY

The modern day Empire of Aosta is made up of six provinces. While each maintains a ceremonial name and title these are all held by the Emperor/Empress or assigned to heirs or other family members

3. The Principality of Codogno
4. The Kingdom of Porto Viro

Below is an outline of the nations history.


c.4th millennium BC - The first evidence of settlement in what becomes Ovado

c.1412 B.C - The Kingdom of Ovado is founded under Terenzio Martelli

c.800 B.C. -  Under King Balbino III of Ovado the Kingdom spread its influence outward and absorb many minor Kingdoms. King Balbino III renames his Kingdom Aosta after the valley it began in.

703 B.C - Construction of the Grand Library of Ovado. The library has since been damaged several times and is no longer a functioning library but it still stands.

697 B.C - Construction of the Shrine of the Holy Junction in Ovado.

620 B.C - The Great Earthquake of Tortono. A major Earthquake hits the Kingdom of Tortono, a rival of Aosta. In the aftermath of the disaster a stream of refugees fled the region believing in cursed. Using this to his advantage King Emidio II of Aosta marched an army into the region and captured King Gaetano of Tortono who was executed by being thrown from the tower of the Shrine of the Holy Junction after being paraded through the streets in chains.

619 B.C - Following several months of uprisings by the Tortono subjects against their new rulers King Emidio II decimated the population by killing all males over the age of 12. Many fled to other nations before the King's Army arrived after rumours spread across the region. The King placed his brother Orfeo as King of Tortono.

557 B.C - Construction of the first Palace on the site of the modern day on in Ovado.

417 B.C - The King of Aosta and the King of Tortono agree to a double marriage, each has their eldest son marry the others eldest daughter.

401 B.C - The Kingdom of Porto Viro launch an invasion of Tortono aided by the Kingdom of Codogno. The capital of Tortono is captured and King Settimio IV of Tortono is executed by being thrown into a pit of snakes.

399 B.C - The Kingdom of Aosta launches a major counter attack against Codogno and Porto Viro. The King of Aosta is killed in battle.

397 B.C - King Nereo of Aosta drives the alliance of Codogno and Porto Viro out of the capital of Tortono and restores King Settimio's descendents on the throne. He then carries out a three year campaign to fully rid Tortono of invaders.

203 B.C - The Great Fire of Ovado destroys much of the capital. King Celio of Tortono sends aid in the form of engineers to help rebuild, this however is a rouse and marks the beginning of an invasion by Tortono on what had until then been the stronger of the Kingdoms. King Celio slaughters the Aosta royal family bringing the Martelli bloodline to and end.

186 B.C - Duke Teobaldo of Castiglioncello (a city within Aosta and cousin of the Martelli) returns from hiding and begins a rebellion against the Tortono. This rebellion lasts five years and see's the Duke aided by the Kingdoms of Porto Viro and Rosignano. He is eventually victorious and rather than abiding by the terms of the agreement where Aosta would become two Duchies, both governed by Teobaldo but paying tribute to one of Porto Viro or Rosignano he turns his forces against them.

179 B.C - Duke Teobaldo has completed his liberation of Aosta and has also reclaimed the territory of Tortono making himself King of both areas. He sets fire to the Porto Viro capital and pulled down the main temple in Rosignano before having it rebuilt in Ovado.

162 B.C - King Teobaldo I dies. He has no son so his daughter Amelia becomes Queen of both Kingdoms while she is the figurehead of the Kingdom her husband Samuele Nicastro acts as essentially her Warlord and continually raids neighbouring Kingdoms for wealth while ensuring that none of the other Kingdoms are able to launch attacks against his wife's lands.

155 B.C - The Temple from Rosignano is completed in Ovado under the reign of Queen Amelia's descendent King Tammaro.

149 B.C - King Tammaro is assassinated by a man posing as a priest from Rosignano. This see's his son Ivano II first have himself crowned King of Aosta in the Temple from Rosignano with his first decree being one of war with Rosignano. A three year war begins which ends up in a stalemate under which the Princess of Rosignano is forced to marry Tammaro's son Bernado.

142 B.C - King Tammaro dies and his son Bernado becomes King. He has his wife, a Princess from Rosignano, executed so he can marry a Princess from Tortono. This naturally starts a war which lasts 2 years at the end of which Tammaro is victorious with his allies from Tortono. Despite the co-operation Bernado has the family of his wife executed leaving her the sole legitimate heir. As such he becomes the King of both Kingdoms again.

52 B.C - The first running of the Ordeal. This is run every time a member of the royal family reaches adulthood and is a horse race between the six Temples that make up the Way of the Spirits. It has only twice been won by a Royal.

AD 13 - With no male heir's King Amerigo of Aosta and Tortono splits the two Kingdoms by giving his cousins Fausto and Alessandro one of the Kingdoms each on the condition if one dies with no male child the other will inherit his throne. Alessando dies two years later with a one year old son meaning Fausto acts as regent for Tortono. On the child's 12th birthday The Ordeal is run but the boy goes missing and is never found meaning Fausto becomes King.

AD 14- The Swan is adopted as the animal of the Kingdom of Aosta.

AD 72 - King Nero II of Aosta and Tortono launches an invasion of Codogno after bandits from that nation attempt to kidnap his daughter during The Ordeal. He reaches around 20km from the Codogno capital before being stopped. An uneasy peace remains for the next 20 years with the new territory being absorbed into Aosta.

AD 92 - King Nero III of Aosta and Tortono offers to restore the land taken from Codogno in return for a large annual tribute. This offer is accepted.

AD 108 - The Kingdom of Codogno fail to pay their tribute claiming that crop failure because of a harsh winter mean they are unable to pay it. King Tammaro II launches an invasion of Codogno and destroys their capitals Temple before having its alter carried back to Ovado as a trophy.

AD 203 - The Dukes of Tortono launch a rebellion against King Nero IV who is considered an extremely poor King. This rebellion is joined by the Kingdom of Codogno. While Nero IV was a poor King he was sensible enough to hand control of his army over to his warlord Duke Antelmo Speziale. The Duke was a military genius and defeated the rebels of Tortono before sacking the capital of Codogno bringing their King's head back to King Nero IV on a shield. Duke Antelmo had been promised the hand of King Nero IV's 12 year old daughter in marriage as a reward for his service however she ran away rather than marry him. When she was captured and returned her father had her thrown from the tower of the Shrine of the Holy Junction. Dismayed that his reward was not going to be granted Duke Antelmo began his own rebellion which lasted three years.

AD 206 - Duke Antelmo Speziale marches his army into Ovado and captures the royal family. He has Nero IV dismembered and his arms and legs fed to pigs. He then has all male members of the Royal Family beheaded while marrying his own 10 year old son to Nero's 22 year old daughter. The Duke has himself crowned King and names his son as King of Tortono. This begins a tradition that the heir to the throne is given the title King of Tortono.

AD 278 - The Wars of the Six begin which marks a forty year period of infighting between all six provinces that make up the modern day nation of Aosta.

AD 408 - Cristoforo Sabbadin attempt to bring Christianity to the region with mixed success. The majority of the population reject the new faith in favour of their traditional folk traditions. Cristoforo Sabbadin is executed in AD 416 for treason after it is discovered he was working with ?????? to try and invade with a Christian army.

AD 510 - King Primo II states that he is God. The people of Aosta turn against him under the command of a folk Priest called Nunzio Ungaretti. Soon the people remove Primo II and attempt to run the nation under the control of the Priesthood. Primo's son Leopoldo was 10 years old and managed to escape to Tortono.

AD 521 - Following attempts by Unzio Ungaretti to pass his authority onto his son who does not enjoy the support of the other Priests a delegation is sent to Tortono to invite Leopoldo to become King. He agrees and with support from the Priesthood and Tortono he succeeds in retaking his families Kingdom become King Leopoldo II. He then marries Princess Julianna from Tortono who is the sole heir of her father. In 536 they become the monarchs of both nations and upon the birth of their first child Primo reinstate the tradition of him inheriting the title King of Tortono.

AD 684 - King Vico of Aosta and his son Prince Diodato launch an invasion into Codogno. Their campaign lasts two years and brings Codogno under their control. It is made a Principality and Vico's 2nd son Girolamo is named as the first Prince of Codogno. The title of Prince of Codogno is still today given to the 2nd son of the King.

AD 714 - King Paride III of Aosta reorganises the hierachy of the Royal Family. He gives himself a new title "High King of the Lands of Aosta" and the King of Tortono and Prince of Codogno must pledge loyalty once a year. This tradition has continued until this day.


AD 933 - High King Sansone claims to have been recieving visions from a group of spirits that tell him to invade Porto Viro. As such he launches an attack which see's a great success. The King of Porto Viro is captured and executed by being ripped apart limb from limb. Sansone names his daughters husband Berardo as the new King of that area but he must pay an annual tribute.

AD 1076 - The King of Porto Viro launches an invasion of Camalboli but is easily defeated. High King Casimiro comes to the aid of Porto Viro and a 7 year long war begins. At the end of the war Casimiro makes himself Duke of Camalboli.


AD 1183 - Camalboli rebel against the King of Aosta and Porto Viro come to the aid of the rebels. This begins a war during which the King of Aosta is killed in battle. This war lasts until 1187 at the end of which the new King of Aosta has restored the pre-war position of himself as High King of the Lands Aosta, his eldest son as King of Tortono and his second son as Prince of Codogno. He breaks with tradition and makes the Kingdom of Porto Viro to be inherited through the female line after giving it to his sister.

AD 1274 - Innocenzo Caruso arrives in Porto Viro and begins to spread Christianity. This leads to an attempted uprising by a group of Christian converts in Porto Viro. King Amando of Aosta comes to the rescue and executed 1,644 Christians by crucifixion. Several prominent nobles had joined the rebellion and were stripped of their land. As a result King Amando restructed the relationship between the various lands under his control and had himself crowned as Emperor of Aosta in each of the capitals of Aosta, Tortono, Codogno, Camalboli and Porto Viro.

AD 1592 - Rosignano claim to have discovered a sacred artefact. This begins a war as Emperor Nero III demands the object be handed over. This war see's various religious factions form within the Empire causing wars for the next 100 years. At the end of the war Emperor Galeazzo restores order to his Empire and incorporates Rosignano into it establishing the set up of the Empire today. Ironically during the conflict the object was lost and has not yet been discovered.

19th Century - The Bene Gesserit arrive in Aosta and begin "The infiltration" that will one day mean the Empress is a secret member of the Bene Gesserit faith.

STANCE ON PAN-NATIONAL TREATIES/ORGANISATIONS

Uppsala Convention - SIGNATORY

The nation believe deeply in a military with honour. It is firmly believed that a strong military is the cornerstone of the Empire and that while this has often been robustly used at home the nation likes to see itself as firm but fair.

Mundus Convention of Universal Rights - HESITANT

The Empire believe that the MCUR is a good idea in principle and agrees with the vast majority of the document. The Empire however is not happy to sign because of the way it takes key decisions away from the Empire and additionally they do not believe the convention should involve itself in outlining what punishments can be mandated by law (for example the MCUR would prevent a nation changing its laws to bring into force execution for certain crimes).

Fair Seas Concordat - SIGNATORY

The Empire believe fully that the fair and equitable division of the oceans is a necessity in modern days and that it is only right to permit nations to navigate the world freely.

Treaty for the Protection of Hygelac and Hrothgar - SIGNATORY

The wilderness of the North and South Poles should be protected and no nation should own them or their resources.

Outer Space Standards - SIGNATORY

In a similar vein to the Treaty for the Protection of Hygelac and Hrothgar the Empire believe no one can claim territory in space and that the galaxy should be available to all to explore and learn from.

Council of Albion - Reluctant

Having spent the majority of their history pulling together the Empire the nation have had less contact with their neighbours. At present there is little contact formally beyond embassies. The continent is viewed as slightly dysfunctional as it does not seem to work cohesively and in some cases actively appears to oppose itself. There have also been a lack of action in the continent helping its neighbours during times of trouble. In the eyes of the empire the Council is unproven.

Treaty of Unity for Nations of the Alucard - Interested


TUNA have been seen to make some early major decisions. The organisation is of interest to the Empire as it would open up trade oppurtunities and the teamwork presented so far seems beneficial to the region in terms of environmental protection.

INDIVIDUAL TREATIES

Treaty with East Moreland signed at Festival of Sail 2020 in East Moreland. Reduces tariffs, introduces some visa free travel and establishes school exchanges.

The Cross Albion Economic Railway - signed 8th November 2020 and creates a series of economic zones in both nations and a high speed railway connecting them.

Serena was pleased that it seeemed like so far she was broadly speaking getting the deal she believed that both she, and Aosta wanted. The point from Xiaoling was not going to be an issue however there was something Serena wished to get across. " I believe that extradition should not necessarily be automatic. There may be situations where in the future a member nation seeks to extradite someone and doing so would prevent fair trials or the accusation is malicious. I therefore would like to see that extradition takes place only after assurances are made in the courts of the nation in which the accused are based that the accused is going to get a fair trial. I also believe that as none of the visas were suggesting allow an individual to just turn up and travel the police background checks should flag up the accusation before they travel and as such I know Aosta would not allow the travel in the first place. It is also the case that should allegations turn up once they arrived we would consider them a risk to good order or national security, depending on the accusation and so under the terms of a visa they would be deported. I am though happy if our friend wishes to suggest some belts and braces wording. "

Aosta had a track record in the past of having welcomed people from afar, but things were changing. When they'd accepted the Bene Gesserit Aosta had vast stretches of farmland that needed labour, the Bene Gesserit brought wealthy with them and then things began to change, the world had modernised and now in the 21st Century there was  in Serena's view less need for the Empire to need people to do things for them. "I think we perhaps here may see division. I understand the CSTO and CSU had provisions for visa free movement of such. I personally don't hold with that 100% but I do believe if we're to help each other in circules such as science, business and even education then making it easier for some to move will be a good step. I therefore propose the following.

So long as these dates are no longer apart than 60 calendar days then the individual may enter visa free so long as the receiving nation do not believe that the person poses a risk to the security or good order of the nation. Holders of this visa may not undertake any work while staying in the receiving nation.

3. The Business Visa shall be available to any individual who is travelling on business purposes. To obtain this an individual must have a guarantor from a business within the receiving nation. This visa shall allow an individual to remain in the receiving nation for 180 days and they may undertake paid employment while based there. This type of visa may not be renewed for 90 days. Should the receiving nation believe the individual is a risk to security or good order of the nation then entry may be stopped.

4. The Educational Visa shall be available to any individual who has obtained confirmation of the offer of an educational course within a receiving nation. This visa shall cover the entire duration of the course and will permit the holder to a maximum of 20 hours per work employment during their course.   Should the receiving nation believe the individual is a risk to security or good order of the nation then entry may be stopped.

5. Any individual breaking the conditions of any of these three visa programmes is liable to deportation and may be banned from travel to the receiving nation indefinitely.

6. The home nation shall take all reasonable steps to ensure anyone deported and banned from travel is prevented from returning.

Serena found herself trying not to look at Empress Tanya as she spoke, each of the nations had problems, each of the nations had to overcome disparities in development, perhaps Gowu and Rokkenjima excepted. "I'd remind Empress Tanya there has long existed a mechanism to transport goods across Albion. The Aosta-Lodjain high speed railway has been in existence well over a year and through the mechanisms of the Council of Albion and the Treaty of Unified Nations of the Alucard (TUNA) we've been able to put in place a whole host of arrangements. So please lets be clear I will not bring our Empire into any agreement that means goods enter our nation with no controls or no tariffs. I would be open to a process of streamlined entry for goods and lower tariffs but not a total removal. As for things like defence I will not put Imperial Forces into a situation where we are bound to potentially send them to shed blood because of the actions of others in this room. While we are all from lands bordering the same ocean there is little else to bind us as our friend from Gowu has outlined. For now I would like to table this as a section of the agreement we are looking to make."

"I believe this allows us each to protect the sectors of industry we need to protect but helps trade, I also believe the temporary entry clause allows us to carry out exhibitions and showcases with ease."

Serena was happy to sit back and listen while the two other Empresses seemingly had different views. "I'll explain where my nation sits. We do not want full tariff removal. Our economy has an outstanding agricultural and processed foods sector for example. The problem this organisation has in a way is so does the Eastern part of Abertone. As a result if we remove tariffs our own and Abertone's Eastern Empire agricultural markets will be coming head to head and while competition can be good the average workers wage in the East of Abertone is much lower than our own. Potentially our own markets become flooded with Abertone wheat for example and our pasta begins to be made with foreign wheat before being exported to the rest of the region meaning our farmers loose out. They're are likley other such conflicts of interest around the table. What I propose therefore is this. Each year every member nation producers a list of their tariffs for the coming year. We agree that, unless a seperate treaty exists, we all are charged the same tariff rate and that the rate on each item, product, material etc is lower for ADSN members than other nations. For example we may put a 5% tariff on wheat imports into our nation on the ADSN but 6% on non-ADSN members. This promotes regional trade but allows us who wish to protect our economies.

Now in terms of other areas I would like to propose the establishment of the ADSN Science Consortium. I would like to see a body set up that would see each of us who are willing invest a lump sum each year. As such we each receive a equal share of the Consortium. We recruit and fund scientists, engineers and the like and let them be about their work. When they patent something new or unlock some research we all get an equal share of it. For example we saw Heyra and East Moreland work together to create the vaccination for the Yellow Tongue outbreak, their drugs companies no doubt making a profit from its development. We could then utilise the body to undertake such work on our behalf and maybe get the body to be self sustaining in terms of funding."
