As recently announced our government has taken the decision to review the current sanctions regime in place against your country, this is in part due to a petition from civil society groups within Lakhzovia which seek an easing of sanctions in order to establish charitable trusts within Tamora aimed at providing debt relief to those at risk of slavery.

We understand that this is a particularly sensitive cultural issue for the Tamoran people and as such we do not wish to proceed in our deliberations without receiving input from your government. We therefore would like to invite you to send a representative to enter discussion with us about the possible pathways for future easement.

I am pleased to hear the Lakhzov government is reviewing the current sanctions regime in place against the Tamoran people. We are aware that civil society groups in your Republic are seeking an ease of the sanctions in order to be able to do their charitable work and commend them for their initiative. We will provide you with the necessary information in order for you to make an informed decision.

I will personally come to Lakhzovia in order to represent the Tamoran government during the discussions.

Irdan met Alya Safavid in the lobby of the Foreign Ministry building. The Tamoran had arrived in the country quietly without fanfare or media attention, however now in the government building entourage in tow there was at last some form of welcoming party.

"My esteemed counterpart, it is my pleasure to welcome you to Lakhzovia. I believe I am correct in understanding that your visit is the first since the establishment of the Lakhzov Republic making this a historic moment. I look forward to hearing your opinions on the future of relations between our two nations."

Each government of Mundus viewed trade between nations differently when it came to how important it was to their own economy. Tamora was a nation that heavily discouraged imports through heavy tariffs placed on foreign manufactured goods. The tariffs were a legacy of old times when Tamora tried to be less reliant on foreign trade and influence from other nations in its vicinity. Whether it was a good policy a few hundred years ago was debatable. What was not debatable was that now that policy meant it propped up Tamoran industries that could not compete with foreign goods on even grounds and relied mostly on the domestic market. In turn Tamoran consumers were captives to Tamoran manufactured goods which tended to be of poor quality because the high tariffs made the better foreign goods artificially more expensive. Unsurprisingly, the Tamoran reluctance to change its ways also extended to their tariff policy. And while the Tamoran people and even Tamora as a whole might not prosper because of that policy, the Safavid imperial family was content with the status quo. It made tens of thousands of Tamoran business dependent on them to not change the tariff policy or else there would go bankrupt which in Tamora often meant not just financial ruin but also slavery. It was for this reason that Tamora did not join any free trade agreements and was reluctant to lower tariffs for good produced in other countries unless it felt confident enough their economy would not be disturbed. So far only Clysperis had made the list.

Yet even for such a nation as Tamora that had policies in place to discourage imports, any sign of other nations willing to ease their sanctions on Tamora was treated with importance as it meant a crack in the wall many nations placed in an attempt to isolate Tamora on the world stage. So Alya’s trip to Lakhzovia was seen as key first step to achieving that goal. Lakhzovia was seen by Djerb as one of the few allies Rokkenjima had so having Lakhzovia move even slightly out of sync with Rokkenjima was also weakening Rokkenjima’s influence aboard which Tamora clearly favored. Djerb had long decided that it was in Tamora’s best interest to see current international order that was dominated by the CNN-Ach-Rokkenjima axis be weaken by encouraging the development of new centers of power like MidAranye and SANE. It was a long term objective but one that Djerb had the patience to attempt to put it in practice.

Alya bowed slightly before Irdan and replied:

“It is a historic moment indeed. Thank you for the invitation” she then followed the host to where the meeting would take place. Once inside, after both delegations took their seats, Alya proceed to resume the discussions:

“I would first like to begin by showing our appreciation to Chief Medaber of Nakim whose initiative that seeks to help Tamorans is to be praised and is the fact the reason that made this meeting possible. He is not of our faith but his act of charity has earned him our respect and his willingness to publicly express his opinions on the matter, opinions which are not popular in all corners, shows that he is a man of deep spiritual convictions which as Tamorans we greatly appreciate.”


“Secondly, I would to say that we understand the reasons why the Republic of Lakhzovia has chosen to place sanctions on the Tamoran Empire. We have seen quite a few nations and since I have been granted the position of Head of Foreign Affairs I can say that my inbox is always full with email from people of various nations that wish to express their disagreements, some of them not in very nice terms, over our domestic policy of allowing slavery.”

“Thirdly, I would say in the time that has passed since the sanctions have been placed on Tamora we have seen that despite them our resolve to continue to conduct our domestic policies in accordance with our beliefs, experience and traditions has not changed. But more importantly, I believe that the Republic of Lakhzovia has also observed that Tamora is not a threat to the Republic. The interests of our two nations are not opposed“ before the hosts had a chance to retort she added “I know that because of your close alliance of Rokkenjima that might not seem so but it is true. Our sphere of influence is in MidAranye and we seek to expand our sphere to developing nations and build ties with nations of the Islamic and Manist faith. We do not seek to make Mundus bend to our rules but we do seek to make sure that no nation or alliance of nations can make us bend to their needs. And with all due respect for your close allies, the Rokkenjimans, they underestimate us if they believe we will give up merely because they are upset.”

“Lastly, despite the sanctions, our nations have engaged in limited collaboration in the past  and I believe that pursuing such collaboration in the future will be beneficial to both nations. With Seaforth’s retreat into isolation, for which we take God and His Prophet, Lakhzovia is now the major in cotf peninsula. We welcome such a development since we see Lakhzovia as a more pragmatic nation than Seaforth and one that understands that there is no point in putting efforts towards things you cannot change such as Tamora’s ways when you can cooperate on a case by case basis to the benefit of both parties.”

Irdan was not surprised at Alya's opening, the key points he had anticipated were all there. The emphasis on Tamoran unwillingness to make concessions on its institutional slavery, the reassurances on the limits of Tamoran ambitions and the hope for pragmatic relations; it was of course this last point that Lakhzovia was most interested in.

"I thank you for joining us and for you frank introduction to the Tamoran position. I am pleased that Tamora has taken the opportunity presented by the Chief Medaber to open a formal dialogue with the Lakhzov Republic, it is my personal belief that despite the superficial differences between our cultures there is a great deal of overlap in our respective values, for one the high regard held for compassionate charity and the willingness to work with others not of the same faith; it is something sadly lacking from many societies.

I will not seek to dress discussions in niceties, but hope to show you the respect of being honest in my dealings. Simply put the Medaber's initiative provided us with an opportunity to begin a process of rapprochement we have been looking to initiate for some time. We were pleased with the outcome of our previous collaboration and have sought since then to expand our opportunities for cooperation.

Now formally this meeting is to discuss the easing of the sanctions regime, the truth is we are all too aware that trade between Lakhzovia and Tamora has always been extremely limited. I had my department pull the statistics and other than some small imports of raw materials into the Lakhzov market there has been almost no economic exchange between our countries, the sanctions then exist almost purely as symbolic posturing. However it is also true that while such a regime remains in place the freedom for Lakhzov-Tamoran cooperation is limited.

Our desire to lift sanctions therefore is in order to allow us to more easily engage in diplomatic work going forward, and to that end I feel I should be clear that Lakhzovia looks to expand into the power vacuum left by the withdrawal of Seaforth and other powers from the Cotf Peninsula. For many years we have been concerned at the domination of Mundus by a particular axis with which nations are expected to align on all matters or face ostracism, sanction and even invasion. Lakhzovia has repeatedly experienced insults to, and attempts to violate our sovereignty. It is our feeling that the remedy to this order is for a more multipolar world where regional issues are dealt with by local powers, too often the self-insertion of the imperialist powers leads to escalation of conflict.

We view Tamora's assurances that it does not seek to be a dominating power outside of Midaranye as aligned with this goal and will gladly work with you where possible to further what I believe is our shared vision for the future.

On the more immediate topic of the sanctions we are happy to lift these and resume imports of goods, though we will be forced for the sake of image to make clear we will not accept business or financial transfers to known slave-holdings. In regards to trade policy it is our understanding that Tamora continues its long-held policy of import substitution and Lakhzovia sees no reason to challenge this, however we would propose perhaps a lowering of tariffs on Lakhzov capital goods which would serve to expand and improve the Tamoran domestic productive capacity without subjecting it to external challenge, further perhaps with the relaxing of controls on financial transactions Tamora may consider allowing Lakhzov financiers to engage in investment in Tamoran firms, we feel this would serve to further strengthen ties between our country in a mutually beneficial manner, allowing both parties to benefit from an expansion of the Tamoran economy while avoiding entry of competition into the Tamoran market.

We understand of course any reluctance on the part of Tamora to make any shifts to the status quo in this area, though we sincerely hope that you will consider the option."

Alya listened attentively to what Irdan was saying, she found his approach pragmatic and in line what the Tamoran Imperial government expected from Lakhzovia.

“I am pleased that there is agreement on both sides that improving relations is beneficial to both our nations. If we there is to be systemic change In Mundus then countries such as our need to cooperate when needed.”

“As for your proposals regarding capital goods and financial transitions, that remains a complicated issue. Our businesses do not have the legal status and privileges in Tamora that other companies have in most other countries. I believe the foreign term used is “limited liability” for the shareholders. Tamora lacks such a legal concept, the shareholders are liable with all their assets. When I say all assets that includes their freedom. This is why most of our businesses are family owned and do not have the large shareholder structures some businesses have in other countries. Owning a business also implies a responsibility and having foreign shareholders in our businesses would mean that should the company become insolvent then they could potentially lose their freedom if they do not have enough assets to cover the business liability. Giving foreigners who might want to invest in Tamoran businesses an exemption from that would create a public outcry among the general public as well as the business community and for good reason. “ She paused for a few moments before resuming.

“The Imperial government is aware that Tamora’s economy has issues regarding its economic performance. This is why we have accepted the partnership with the Heyran Republic that lead to the creation of the Elysium port city on Tamoran soil. Our business can incorporate there and function like any corporation. They are of course foreign companies in terms of Tamoran law but their know-how and profits benefit the Tamoran economy. They also import in Elysium capital goods for the production facilities there, many of those capital goods will find their way to Tamora, after being used there for a while. The recent fallout between Heyra and Rokkenjima shows that Heyra is willing to protect the business interests of its companies so I believe that for now having Lakhzovian and Tamoran businessman open joint ventures in Elysium, acquire stake in Tamoran companies registered there or whatever the two businesses communities might find agreeable is a good start to foster economic relations between us. I would also note that Heyra does not impose any tariffs on its imports thus making trade easy. It would also mean that any investments or exports Lakhzovian businessmen would make to Elysium would be technically to Heyra which should provide your government a plausible excuse that it is not trading with Tamora but with the Heyran Republic. And Lakhzovian businessmen would also have the certainty that they are dealing in a neutral business environment and not worry about Tamoran laws. Many of the Tamoran business ventures aboard like those in Zimalia and Phuebra are registered in ELysium so I believe the two business communities might find ample opportunities for mutual beneficial cooperation. As cooperation flourishes we would perhaps consider making certain exceptions for companies registered in Elysium that would give them limited access to the Tamoran market in limited areas. How does that sound?" she asked. "I also have a dossier for you providing further details about Elysium.* “

“I would also like to take the opportunity to approach another topic. Our government has announced its bid to host, together will our allies Royal Seleucid, the next Mundus games. The only other competitior so far is the Kingdom of Tytor. We would like to ask for the Lakhzovian government’s support for our bid. We believe having the games in MidAranye as opposed to the Kingdom of Tytor, which is part of the international axis that is currently in control of much of the affairs of Mundus, would send a symbolic message that Mundus is not bound by the will of certain nations.  “

"I understand some of the legal complications stemming from the nature of Tamoran businesses, particularly in the area of liabilities. Lakhzovia remains of the view that such would not be insurmountable with a little legal ingenuity, for example the status of the direct investment could be classified as a loan the repayment of which comes from payments based upon business income with an extra servicing fee attached, a specialised insurance provider underwrit by the Lakhzov government would cover the base investment so in the case of an insolvency the liability arising from the Lakhzov investment would be neutralised. In theory such an insurance scheme could be extended to the Tamoran partner as well allowing liabilities to be settled without the business owner having to fear loss of their freedom. Such would in essence be an extension of the Medaber's Benevolent Fund, and it is our view that freed from concerns around their potential loss of liberty business owners would be willing to experiment with innovations and expansions of business model that could prove to significantly increase the productivity and competitiveness of the Tamoran economy.

That said I would not seek to press your government too strongly on the point and am happy to accept your position, we are of course happy to utilise the alternative route you outlined through the Elysium port city and would be happy to have our Ministry of Trade examine the dossier on the set up of the Elysium trade zone.

Finally on your request regarding the Mundus Games, we feel that you should be made aware that Lakhzovia has never participated in international sporting events, and have historically absented ourselves from votes on matters of games hosting. However we will be happy to support the Tamoran bid but upon announcing our support will have to attach to it certain conditions, I am certain you can imagine the nature of these, this would be necessary for the sake of our ability to defend the decision to our allies."

Alya listened attentively to the proposed alternative. It was ingenious to say the least. It also ticked the right boxes. As a potential extension Medaber's Benevolent Fund it could be “sold” in Tamora as a “religious” approach which immediately made it much easier to accept for both the average Tamoran and the clergy. It was also seen as fair in regards to foreigners assuming their liabilities.

“Mr. Arad, I have to admit I am impressed with your proposal. It would seem we have much learn from the Lakhzovian people when it comes to such things. If that is alright with you I propose that for now we use the Elysium alternative until our staff in Djerb analyzes your proposal.  We have to consider the implications it has for our church, our business environment and how the common people would perceive it. We do not want to rush only to find our later that we have not foreseen some important consequences. What I can tell you right now is that my recommendation will be to proceed with it and iron out the details together”. Alya was not lying; unless she missed something Djerb would certainly approve the proposal.

“Thank you for openness regarding the Tamoran bid and naturally understand the nature of your conditions. “   

As far as the Tamoran delegation was concerned all matters on their agenda were discussed and were looking to see if the hosts had other matters that wished to address.

I will see to it that my Office will make the necessary preparations to send a delegation to your Republic with the aim of finding a suitable location. We also make preparations for you to reestablish a permanent mission in Djerb (OOC: I assumed it was withdrawn if not then ignore that part). “
