Prince Meir might have been the heir to the throne of Kodima but he wasn't here as a diplomat, just someone on a mission so to speak. Meir was fortunate enough that his father gave him freedom and expected him to effectively have a day job. That had granted Meir oppurtunities he knew other royals likely didn't and today he had two sets of credentials hanging around his neck. First there was the purple lanyard that marked him as a foreign guest, then there was the press ID he'd been issued by the Kodima Journal of Culture, a magazine that wrote stories about the traditions and rituals of Mundus. He'd had a good chance to travel and take photos, something he loved and if given a choice between being a Prince or Photographer would have opted for the life behind a camera rather than on a throne. He'd spent a lot of the opening with the various other photographers getting shots of the ships coming in but during the opening ceremony he'd been able to get into places other photographers could have only dreamed of. He was conscience though that people also wanted some privacy and so now as he entered the VIP area he put the camera away even though he suspected he could have got some interesting shots. He looked around and saw the Morelander King surrounded by visiting royals and so determined that could wait for later. He scanned the room again and spotted Jocelyn Hopkins, she was an artist he was familiar with  her work and so he figured it could be an interesting opportunity to make some contacts. "You are Jocelyn Hopkins aren't you?" He asked, "I'm Meir from Kodima, I wonder if I can join you. I'm a follower of your art work and while our mediums are different I do consider myself a bit of an artist" he tapped his camera bag.

Dear King David

I would be grateful if you would permit IMS Jehoiakim to moor in Portworth during your Festival of Sail. The ship is currently fitted as a survey vessel. It would be good for its crew of approximately 70 sailors to take some time off and enjoy the sights of a new destination. Should it be possible we would be willing to allow tour groups aboard to see a working scientific based vessel. I would also like to visit myself and meet with you as we have not yet had this oppurtunity.

Trying to be as respectful as possible. I understand we all have lives outside TIO but we seem to end up here every few months and it seemingly is the same stuff.

We've seen you say several times "I'll gladly speak with anyone" and "my door is always open" but as someone with the leadership of the region is it not on you to be more pro-active. You say you  want to "forge the way" then perhaps the way is to be more about approaching people. Every RP I've seen of yours has either been with Ach, Daito and Tytor, pulling Dave occasionally or has expected people to come to one of your huge gatherings that seem to just be about Rokkenjima looking good or giving something away. Its almost like two regions exist.

I hope this time the things you say happen as I think I've now read this speech in various guises several times since joining TIO. Meanwhile we've lost several people because of these issues.

Emperor Malachi V had not expecting the meeting to take place in the middle of nowhere. Tuwal was a place that had taken Kodima's Air Force several moments to locate before even planning the Emperor's trip. Thankfully it wasn't that far of a journey for Malachi and his Minister of Finance, Devorah Yacin. Once they had landed in a helicopter they made their way over to where they were shown the Emir was waiting. The younger monarch had just finished talking with a group and entered the tent as the Emperor arrived. "Good morning Emir." Malachi greeted Sulaiman. "I'm intrigued as to what has dragged us all out into the desert. Its a rather unconventional place to gather." The Emperor was not annoyed, just intrigued.

Emperor Malachi had been pleased that the document had been achieved. It would fit rather nicely with the rabbinic law and so he had no hesitation adding his signature to it. "I'm grateful that the Emir organised today's meeting. While the faiths that underpin this charter share a common heritage it is my hope others, perhaps not even of the Abrahamic faiths, will see its value and add their backing to ours.  Emir Sulaiman congratulations on this moment." The Emperor signed the document and offered a hand to the host and then the others.

"While I welcome your intent I think we must consider a reality. High speed links from Gulf to Gulf are not new, from Gulf of Auraxis to Clysperis sure, but a route already exists between ourselves and Vanora, remember in the hearts of many of my countrymen we are one nation so it is natural we have ties there. If the matter is merely about coming up with a way of getting trade goods from Gulf to Gulf then we would perhaps find it hard to put aside the fortune it would cost to install such a line to you, hard but not impossible. It would depend on the arrangement and deal. Now as for associate status in the G.A.A I see a huge roadblock. The charter says all permanent members must agree to give associate status to a nation. In recent days you've had a spat with the Emir of Rayyu, I know a meeting between yourself and the Sultan of Waddan did not end well and your long standing issues with Royal Seleucid's King Heydar are well documented. I suspect therefore you may have my vote but not the others, I understand despite your relationship King Heydar has made economic oppurtunities avaliable in Blue to your nation and you have not used them, so why should we believe you'd be a good G.A.A partner if when economic co-operation is already on the table it has not been taken? If you are serious about G.A.A associate status I think you would first need to patch up things with the Emir of Rayyu, he's rather a vain man but reasonable. Then the Sultan of Waddan, maybe you'd get lucky and his current illness take him leaving an heir more open to yourselves and I believe if it makes economic sense King Heydar will support it regardless of your relationship. If need be I'd be happy to try and smooth things if you can think of how this could be achieved."

Amos Shalev was the armed forces of Kodima's leading Rabbi and a close friend of Emperor Malachi. As they arrived at the mosque the Emperor was pleased to see the Emir again. They'd meet at the Gulf of Auraxis arrangement and the Emperor believed he was someone he could build a good working relationship with. "Thank you for allowing us to visit this beautiful building" Malachi said having greeted the Emir with a hearty "Shalom" He introduced Shalev and then when permitted addressed the group. "I am grateful for being permitted to attend. Like the Emir here my concerns are more of a nature of running a country day by day but I do try, not always well," he smiled a little, "to follow the ways of my faith. There have been times when cheeseburgers have tempted me but thankfully I have resisted. Today I am here merely as someone with an interest in religion and a desire to learn. While you may agree some principles I would like to understand the reasoning behind it, therefore I'm going to push my chair back." Malachai stood and moved his chair back a little so he was sat slightly behind Amos before retaking it, "I'm content to sit, enjoy the scenary, the tea and of course the wisdom."

Amos then spoke on behalf of Kodima. "My Emperor and the Emir are both men I can admire for having the knowledge to understand that in some matters they are still students. I like to think so am I. As a Rabbi it is my job to know the Jewish faith like the back of my hand, and I've a good working knowledge of Christianity and Islam, but I think a deeper understanding is always possible. I too look forward to learning. If I may indulge for a moment as Mansur suggested and ask that we be blessed with the spirit of friendship to see past our differences, embrace our similarities and though we entered as strangers leave as friends." He paused for a moment finishing his own private prayer. "Now as for this newspaper I think it a wonderful idea. I'm encouraging young Rabbi's entering our military service to write, discourse among our people over matters of faith is something we encourage and for that to take place we need an outlet. While we have social gatherings among Rabbi's where we happily discuss the words of God late into the night nothing beats writing for a purpose. I'd throw my support behind this and can recruit some willing authors, I'm sure." he glanced backwards, "Our Empire can find a few coins to throw into it too." The Emperor gave a small nod indicating his support.

"Kodima and Clysperis are left currently at the same point as when I walked in." Malachi began. "We had no diplomatic arrangements between us and we still do not. While we have on the table a kind of historical exchange in the grand scheme of global geo-politics its less important. Its great we will see young people with a greater understanding of each others nations, cultures and histories. But presently we've nothing between us that either of us what be happy to report to our citizens. We've nothing that shows we're establishing anything new. That is why I asked where you see our relationship as that is clearly the reason you contacted us in the first place and why despite our concerns I came. The fact we've meet and aired our honest opinions could be a step forward but I need to know where you see that. If you see yourself as merely a corridor between a wider arrangement involving us and Achkaerin then things are best left here, if you envisage some kind of formal Kodima and Clysperis arrangement then we need to talk about matters that impact all our people not just academics."

It is also our belief that Elysium should not give access to the full extent of the Gulf of Auraxis Arrangement. The intention of the arrangement was for those with historic, cultural and long standing ties to the region to come together. I firmly believe that Elysium is not sufficent to qualify Heyra for such an arrangement. I however am always happy to consider working with other nations and as such would be happy to send my Foreign Minister to such a meeting.

Malachi was aware of the close ties that had formed between Clysperis and Achkaerin and suspected treaties and agreements between the two existed that would be seeing much more Achkaerin involvement in the region. What would be important for Malachi was to ensure that any inroads were kept to a minimum and that under no circumstances would they get backdoor access to Kodima. It seemed as though Akasha was a cheerleader for the Achkaerin government and that would make these talks difficult. "There will be no exploration of interaction that way any time soon. That begs the question then of where does this leave Kodima and Clysperis?"

Recently the Empire of Kodima completed discussions with Paracambi to buy some of the TUNA endorsed systems for cleaning up the Alucard Garbage Patch. These systems are currently en-route to us however they can easily be diverted to Daito to tackle the oil slick forming in the region. We believe that it is vital that action is taken immediately and for the good of the environment.

EMPEROR GATE PROPOSAL REJECTED

Following a phone call between Emperor Malachi and Duke David Aragon the Emperor's proposal to re-open the Golden Gate, sometimes called the Gate of Mercy, has been rejected. In Jewish tradition it is said that when the Messiah arrives he will enter the city through this gate however in 1187 after being captured by Muslims in the Crusades. The gate provided one of few entrances directly to the Temple Mount however today it has been transformed into a mosque. The proposal of reopening the gate would have seen funds made avaliable for a new structure near the Al-Aqsa Mosque while preserving access to the city itself. The offer of funds from Kodima were rejected as was the proposal. Emperor Malachi said, "I am saddened that more of our heritage is kept away from us and there are rumours that the construction of the mosque there has destroyed Jewish artefacts. People may believe that keeping the gate bricked up will prevent us experiencing the return of the Messiah but to him I suspect a simple stone wall will prove no obstacle"

The gate had been visited by Prince Meir when he recently visited the city.

As Akasha said her ancestors "Perhaps even" saw people of alternative faith as a resource the Emperor and Yehonatan  exchanged a sideways glance. The words sounded like some attempt at denials of what Malachi had outlined. It seemed the Pharoah was more concerned with having the Kodimans accept her world view and reformation than addressing what Malachi had brought up.  "I apologise if I'm telling you something you already know. Our faith believes in teshuva, its best described as atoning for the past. There are set things that must be done, in order. Yonah Gerondi a famed rabbi and scholar said there are 14 things that must be done to achieve it. My problem is I could perhaps say Clysperis have in the past maybe completed a few of these, more thankfully in recent days. All 14 though have not been fulfilled and frankly what I have just heard make me think some may never. So let me perhaps suggest a few things. You are of the bloodline that utilised my bloodline as a resource, no perhaps about it, our Torah uses the word "zakhor" or remember a great deal, including around tales of Moses in Abydos under your ancestors. You must therefore see the situation I am in. While I see you taking steps towards teshuva you have not completed it and effectively white knighting Achkaerin doesn't help. Let me give you an example. One of the steps of Teshuva is to seek to do works dedicated to truth. Should you put aside your pyramids and structures similar to those of your ancestors in Abydos reminding people of the horrific role Jews were forced into in their construction then you are displaying that element. I would also feel more confident knowing that when teaching about your cultures history the enslavement of mine is taught." The concept of Collective Memory was central to Kodiman culture and Clysperis showing respect for that would be a significant step forward.

"My second issue is that there is no Teshuva with Achkaerin. Everywhere you dig in Jerusalem you find history of it being a Jewish city yet now because of their occupation that city see's those people unable to guide the city fully today. Any arrangement me make must recognise that in no way through loopholes or other means must Achkaerin benefit."

Malachi smiled, "Benson I am thrilled that we've got this agreement. Both our nations aren't going away and we have plenty of time to become friends. You've agreed to help me sort out the pollution issues the Gulf of Auraxis has and we've hopefully secured a future of fruitful trade. I think this has been a very good days work." Malachi extended a hand across the table and shook Benson's hand warmly. "Naturally it will take a while to have the documents drawn up officially but then I suggest we invite the media to witness our signing.



Some hours later

The Plaza outside the Emperors residence had been set up with a long table, a crowd of media in attendance and Prince Meir in prime spot to capture it all with his camera. At the appointed hour the two Emperors made their way to the table and Malachi unfolded some notes from his suit pocket. "Today marks the first time Emperors from two far away lands have meet. I have enjoyed meeting Emperor Benson and to hear of a community within Paracambi with historic links to this land. To those of the Rastafarian community who have sent us best wishes and gifts I would like to publically send my thanks and as they share a close affection for King Soloman. I promise them I will learn more of their faith and hope that despite our differences this common bond can spread between our people. I am thankful for the deal we are about to sign and hope in years to come we can add to the document as we deepen our political and hopefully personal friendship." Malachi signed the document and then handed Benson the pen.

Malachi was aware of the stance and proud heritage of Paracambi when it came to slavery. "When we proposed the Gulf agreement we had hoped that the fact so many of the tribes of Waddan could now trade favourably the benefit of that would see the remaining tribe give up slavery. As the charter talks of goods and services crossing the border complying with local laws I can rest assure you that no item procured by slavery will reach our nation. Similar safeguards will be put in place with you, we'd only negotiate a trade deal with protections in. I don't want the deal between us to see you become a filter for goods from within Albion or TUNA, nor would I expect you to wish to become one for you. I would however urge you to look at the trade elements of the Gulf agreement and perhaps we can base our agreement on that."

i) Nations agree that any business who has its headquarters in either nation may take advantage of the terms outlined here.

ii) Any materials may cross freely from one nation to another with no tariffs so long as the materials do not leave the two nations. Materials are defined as unprocessed naturally occurring item. Materials must comply with local laws.

iii) Any products may cross freely from one nation to another with no tariffs so long as its whole process was undertaken within the other. For no tariffs to be charged the product must remain within the two nations. A Product is defined as any item that has seen materials changed from their natural state. All products must comply with local laws.

iv) Any service provider may offer its services within the two nations so long as they pay taxes on profits accrued in that nation to the local government. Furthermore all service providers must ensure that all services being offered comply with local regulations.

v) Once a material or product has entered into the agreement region and a tariff has been paid no further fees or tariffs for crossing a border shall be liable so long as the item remains in the same condition it entered the first nation. Should one nation have a "no tarrif" arrangement with the exporting nation then tariffs shall be liable at the first border it crosses after entry.

vi) A nation may set limits on items covered in ii and iii so long as it is declared on the 1st of April. Any nation setting such limits will automatically have tariffs placed upon their own exports of such materials.

vii) Any product or material crossing a border must comply with the laws of the nation it is travelling through even if these are different to those of the final destination.

viii) Any product or material leaving the agreement region by a 3rd nation is liable to tariffs at a rate set by the nation from which the export takes place.

ix) A business may transport items for promotion and marketing without having to pay taxes on them for crossing the border. This is regardless of where their final destination is.

x) Staff required for promotional and marketing purposes may cross the border freely so long as their event is confirmed 7 days ahead of schedule and that they spend no longer than 14 days within the nation. While in that nation they must comply with all employment law.

The Pharoah had, at least to Malachai presented a few problems even before they began their journey, "And many of those sites your apparent fore-fathers constructed were done so with the blood of my people." the Emperor began. "Imagine the civilisation we would have made had it not been dashed by various incursions into our lands." he spoke matter of factly. "We were reluctant at first to accept this invite. You consider yourself the continuation of the culture that brutalised members of my faith. What you see as a site constructed by your forefathers I see as one cemented together with the blood and bones of mine. You must understand then that sitting hear with someone using titles such as "Beloved of Amum, Chosen of Ra, and the like is something that may make my own fore-fathers hang their heads in shame as people with similar titles caused them misery. It is also difficult because of your closeness with Achkaerin. A nation that occupied our home land of Jerusalem for close to 400 years. During their occupation our Temple was destroyed and today sits under a mosque. As you can imagine you two are not people my subjects would expect me to sit with. But these were things done by people long dead to people also long dead. They do though still matter. We do have some communalities, both of us have been forced to rebuild our nations away from our ancestral homelands. We are both moulded by those ancestors, we walk in their footsteps, we have read all the books they left for us and their experiences have shaped who we are and I for one will not betray their experiences. This therefore leaves us at a tricky cross-roads. On one hand I would not have accepted the invitation yet a wise man once said "A person should always take care not cast his thoughts backwards to the past, for his eyes are placed on his face and not his back. So I accepted your invite. With all cards now on the table where do you see these talks heading?"

The Emperor and Yehonatan Anan smiled as they gave a small bow of acknowledgement to the Pharaoh. "Its a pleasant house" the Emperor said rather simply as they made their way inside. He had followed the matters of the Clysperis Civil War with interest but had seen it as something a new Emperor was better off leaving to the locals but that had kind of backfired upon him in some way. Now nearly three years after taking the throne it was a mistake that perhaps would haunt him for years to come.

"Our nation is one that at heart is very simple. We exist because of a need felt by our people, by that I mean our Jewish people, to ensure we have a strong place to call home. While in our hearts that will always be Jerusalem generations of our people have turned Kodima into a nation dedicated to our faith, dedicated to keeping our people safe and independent. In our deep history that was not always the case and we are a people who have very long memories and the scars of those times run deep. While on paper our people may speak of creating a nation from Jerusalem to the Gulf of Auraxis in reality we know that will not happen as we seek peace. It is my hope that moving forward Kodima will become a central part of Midaranye and I'm proud that we've already grasped a decent start with our southern neighbours. Now as we glance North we must see if such success can be replicated. I am however a little more cautious in this regard" Malachi was trying to tread delicately. " I suspect over the next few hours we may find places that we can not work with each other on but I will promise to give each proposition a fair hearing" Malachi explained. "Perhaps a explanation of Setri may be  good place to begin our discussions, I understand we sit in a new city, a place built for trade and enterprise. Quiet impressive so soon after your recent conflict."

The flight from Kodima to Setri was shorter than many Malachi knew he would experience when it came to international diplomacy. It was also one he was a little uneasy in taking. While it was true the city on paper looked fantastic it was part of a wider "Modernisation" that Clysperis was living through and to his eyes it all seemed quick. They'd changed moral stances, they'd built ultra modern buildings and everything about Clysperis seemed to be in a state of flux. Things like that worried him, where they true changes or merely ways of winning short term favour. He suspected that he would soon find out. #

He had brought with him Yehonatan Anan. He was a young Minister from the Foreign Office with a growing reputation. Short of stature and with closely cropped hair he wore thick rimmed black spectacles that made him look like a stereotypical geek. He was a man who had served once as a Rabbi in the Imperial Military but had given up the career four years ago to enter politics where he'd been a shining light for Consul Esther Kogan's Independent Alliance. The nations Consul had a hope to create a new generation of diplomats from within her party having just recently cemented them as firmly in control of the nation. Anan was therefore her pet project and as the Emperor had agreed a Minister would accompany him on any diplomatic visit Malachi was thankful for his company as they arrived in their hosts shiny pet project.

This was a good start. It had been a low risk strategy to get the Paracambians to help in the Gulf as a starter. The question of the Treaty of Wellow though was one that Malachai wasn't perhaps prepared for although he was of course aware of the treaty. "I like the concept of trying to get nations to take care of the environment but I fear that it is an agreement that lacks teeth. There is no punishment for failing to hit the targets and even if there was I don't think it would be enforceable. Don't though think we're opposed to trying to improve the environment. We believe mankind has been given stewardship of Mundus and as such we'll protect what we can but arbitary international targets aren't ones we'll sign up to. If it helps I'd be happy to share our own internal targets with you." Malachai offered.

PRINCE MAKES FIRST SOLO TRIP TO JERUSALEM

Prince Meir has today flown to the Holy City of Jerusalem on a three day visit which marks his first trip there with no other members of the Imperial Family. The 24 year old Prince is the heir to the throne and as such owns the title Duke of the Dung Gate, in reference to one of the many entrances to the Holy City. The visit to the Gate is an annual one undertaken by the family and usually coincides with the Emperor visiting the Gate of Mercy which he holds the title of Duke for. On this occasion though Prince Meir has gone alone and was spotted carrying out what is largely a symbolic inspection of the gate which he is duty bound to pay to have maintained. Following this he was seen distributing sweets to visitors to the city entering via the gate and holding conversations with several people heading to the Western Wall. The Prince himself went to pray there before joining Kodiman students based in the city for a walking tour of many of the cities Holy Sites. This evening he will host a dinner at the Kodima Embassy in the city which it is hoped the Vanoran Head of State, Duke David Aragon, will attend along with several other guests.

A spokesman for the Prince stated, "The Imperial Family are proud of their association with the city and with our cousins in Vanora. Prince Meir has enjoyed his first day in the city and is excited for the remainder of his visit." The Prince has recently graduated from University with a degree in Classical Art and is said to be keen to visit some of the non-Jewish sites on the city to view some significant art works. He has also cited his desire to visit the site of Masada, famed for a last stand by a group of Jewish fighters  around 2000 years ago. The Prince has formally requested to be able to walk the old siege ramp which is normally not permissible for tourists due to the desire to preserve the site. It has not yet been confirmed whether this request has been granted. On the final day of his journey the Prince will tour the Mount of Olives where some of his families ancestors are buried and is expected to leave several visitation stones.

It is expected that the Emperor will make his annual visit at some point in the summer where he is said to be keen to discuss easier access for Kodimans to visit Vanora.

The start of the meeting seemed to be going well, Benson seemed personable and the way that he had responded to Meir in such a nice way. Once his son had managed to snap some decent looking pictures Malachi headed towards the families home with Benson alongside him. "I'm going to be honest I don't know a huge amount about the Rastafarian faith but our nation do revere King David, his namesake star is on our flag after all. I would be greatly interested in hearing more about the faith that has given us this gift. I will ensure by the time you leave that we have a gift for their community and I would be grateful if you would return it to your homeland with you." They had now reached the lower floor and a large open foyer was filled along the walls with statues of former Emperors. They took a set of steps up to the second floor and onto a balcony which overlooked the plaza they had just been in. To their right was a small river running along the old ancient wall that seperated the Palace complex from the city itself.

"Please take a seat." A long shade covered bench sat opposite a coffee table. "As I stated in our letter to you I think that we have a great deal to offer each other. You're a nation that has a history that impresses me with it morality, you as a leader have not allowed your nations relative size to limit your involvement in key matters across Mundus. The ambitious Alucard environmental clean is particularly impressive. I firmly want our nations friends to be ones who stand up for others and have a care for the whole of Mundus and obviously Paracambi is a shining light in that. Its my hope that we can begin by talking about co-operation in an environmental project. The Gulf of Auraxis is a region we believe could benefit from a similar project, we now have a "in" so to speak with our regional neighbours and so if you'd be willing to mentor us with setting up our own version. Is this possible?"

Malachi had already enjoyed entertaining his fellow Gulf monarchs in the city of  Tlalim, a city affectionately known as "Half our Destiny" by the Kodimans. Once they had left their homeland in the 4th Century BC they had established a new home away from where every Kodimans heart lay, Jerusalem, the city that formed the other "Half our Destiny". Nothing would have made Malachi happier than to bring the Holy City under his control, resurrect the Temple and hold dominion over it, but that was a fantasy and not a foreign policy decision. The best Malachi could hope for was the city of Kodima, "The First of Many", a city that had housed the first refugees and grown over the centuries from a village into first a fortress town, then the centre of an Empire that had thrust southwards until it had bathed its feet in the Kyne sometime in the 17th Century. It would be this city, modelled as closely as they could on Jerusalem that Malachi would host Emperor Benson. The man may be the worshipper of false Gods but that was not his fault as the Paracambian had not had the fortune to be born into their faith. That didn't mean he couldn't be a good friend, it just meant that he was a man with whom trust would need to be built up with first, baby steps designed to lead down a path where they grew ever larger until they could be the best of friends. The Royal Palace complex had been freshly prepared. Staff had been out sweeping the large marbled plaza that separated the Emperors dwelling from the Imperial Office where the day to day business of the Empire was carried out.

Malachi and his wife, the Empress Nitzan II waited in the lounge of the highest tier of their Palace watching the neatly dressed white uniformed Imperial Guards run through their final preparations. Prince Meir, the heir to the Imperial throne was keeping a closer eye on them a camera in hand. The 25 year old fancied himself as somewhat of an artist and went nowhere with his camera or sketchbook. As the men drilled the Prince happily took image after image and his father would be content today to allow him to take no part other than the official photographer of the occasion. Meir had plenty of time to learn the ropes of diplomacy and having done his national service at 18 he had only just finished University recently graduating with his degree in Classical Art.

Meir was waiting really for the Paracambian Emperor and his entourage to arrive and had taken up position with the Guards between him and the gate to the Palace complex. The complex had a long straight road that lead to an air-base used by the military but also by the Imperials, it was convenient enough to make transfers speedy and effortless but far enough away that the city could almost appear tranquil. The small cloud of dust on the road indicated that Benson must be close and Meir motioned up to his father who made his way down to the Plaza itself accompanied by the Empress. They were content to allow Meir to set himself up as he wished and the Prince snapped several shots of the car entering the archway and pulled up in the centre of the Plaza, the only time a vehicle was allowed onto the marble centrepiece. The Guards gave a salute as one of their officers opened the door and offered a more personal greeting. Malachi walked forward his hand already extended in friendship. "Emperor Benson thank you for coming to our home. I'm excited to have you as our guest. I hope you had a pleasant flight?" He could see his son Meir moving round to get several shots and was sure Benson wouldn't recognise the young man. "I am afraid we had to document the occasion of such a visit, today my son Meir is our official photographer, maybe not a traditional Princely past-time but art is a noble virtue I believe, I just suspect his pallet is a shutter button rather than a paintbrush. I hope you don't mind him taking the pictures?"

Following our successful negotiation of the Gulf of Auraxis Agreement I am determined to ensure that the Empire of Kodima continues to forge strategic and purposeful relations across Mundus. Today Emperor Malachi V has successfully reached an agreement with three regional partners. The agreement between the Empire of Kodima, Royal Seleucid, Waddan and Rayyu will be known as the Gulf of Auraxis Arrangement and was signed by the Head of State of each of the four nations. The four leaders meet at the coastal resort town of Tlalim and was described by the Imperial government as being "highly productive."

The key take-away points of the Arrangement are;

  • Removal of tariffs on goods traded within the Gulf region
  • Support for regional projects such as Blue, KHELPS and similar concepts
  • Creation of the possibility of "Associate Gulf Nations" allowing room for collective negotiations with non-Gulf nations.
  • Easing of visa requirements for non-business reasons.
  • Creation of the Gulf Games, an annual sporting event to act as a warm up for the Mundus Games
  • A pledge to take steps to avoid war during any disputes
  • An intelligence sharing obligation
  • Pledges to co-operate on matters of piracy and safety in the regions seas.

During the signing ceremony all leaders hinted at potential future increases in co-operation between the four nations. The Emperor is now keen to target further trade and diplomatic arrangements with other nations across Mundus.

Section 1 - The Economy

The Nations of the Gulf of Auraxis recognise that streamlined trade between them can lead to greater prosperity for all nations. In addition that region wide investment can bring the living standards of all to become higher. With this in mind the nations of the region have agreed to the following arrangements.

i) Nations agree that any business who has its headquarters in another Gulf nation may take advantage of the terms outlined here.

ii) Any materials may cross freely from one nation to another with no tariffs so long as the materials do not leave the Gulf region. Materials are defined as unprocessed naturally occurring item.

iii) Any products may cross freely from one nation to another with no tariffs so long as its whole process was undertaken within the Gulf. For no tariffs to be charged the product must remain within the Gulf. A Product is defined as any item that has seen materials changed from their natural state.

iv) Any service provider may offer its services within the Gulf region so long as they pay taxes on profits accrued in that nation to the local government. Furthermore all service providers must ensure that all services being offered comply with local regulations.

v) Once a material or product has entered into the Gulf region and a tariff has been paid no further fees or tariffs for crossing a border shall be liable so long as the item remains in the same condition it entered the first Gulf nation. Should one Gulf nation have a "no tarrif" arrangement with the exporting nation then tariffs shall be liable at the first Gulf border it crosses after entry.

vi) A nation may set limits on items covered in ii and iii so long as it is declared on the 1st of April. Any nation setting such limits will automatically have tariffs placed upon their own exports of such materials.

vii) Any product or material crossing a border must comply with the laws of the nation it is travelling through even if these are different to those of the final destination.

viii) Any product or material leaving the Gulf region by a 3rd nation is liable to tariffs at a rate set by the nation from which the export takes place.

ix) A business may transport items for promotion and marketing without having to pay taxes on them for crossing the border. This is regardless of where their final destination is.

x) Staff required for promotional and marketing purposes may cross the border freely so long as their event is confirmed 7 days ahead of schedule and that they spend no longer than 14 days within the nation. While in that nation they must comply with all employment law.

xi) Materials or Products destined for the Blue projects will be granted entry to the Gulf tariff free. Should they then leave the Blue project they will be charged Tariffs at the rate set by the country in which they entered the region.

xii) All Gulf ports agree to the docking of the KHELPS project without fees or taxes unless paid also by local vessels.

xiii) No nation shall knowingly take action designed to harm the economy of another Gulf nation.

xiv) Should the Gulf members all agree then a nation may be recognised as an "Associate Gulf State" which will see them granted recognition as a preferred trading partner and thus receive reduced tariffs on a reciprocal arrangement

Section 2 - Cultural Co-Operation

The Nations of the Gulf of Auraxis recognise that they are each uniquely positioned to offer their citizens strong cultural enrichment opportunities. With this in mind the nations of the Region have agreed to the following.

i) Nations will permit anyone travelling for non-business reasons to enter their nation for a maximum of 21 days without the need for a visa. An individual on entry must prove they have a return ticket, have accommodation for their stay and sufficient funds.

ii) A citizen of any nation may apply for places at educational institutes at any Gulf nation so long as they can fund their study and have reached a minimum educational standard set by the institute.

iii) Individuals working as performers, athletes, musicians or artists shall be permitted to engage in their work in any Gulf Nation so long as they have a contract with a local company or organisation. They may only be stopped from working in other nations if they are deemed a threat to national security or public order.

iv) Sports teams travelling to other Gulf Nations may do so without the needs for visas so long as they are to take part in games sanctioned by international governing bodies.

v) A month prior to the Mundus Games there shall be the Gulf Games. This shall be hosted in a different nation each year on rotation. Should a nation wish to skip their opportunity to host they shall be under no obligation to do so.   

Section 3 - Security
The Nations of the Gulf of Auraxis recognise that the spectre of war and threats to security will prevent the citizens of the Gulf from being able to enjoy the prosperity and opportunities this document creates. With this in mind the Nations of the Gulf of Auraxis have agreed to the following:

i) Nations pledge that they will do all that is reasonable within their power to avoid war.

ii) Should a dispute arise between two nations who have signed this document the other nations shall do all that is possible to mediate between them to avoid war.

iii) Nations discovering a threat against another Gulf Nation agree to share that information so long as doing so does not endanger their own national security.

iv) Nations agree to maintain where possible a military element able to respond to humanitarian and military crisis that may occur in the region.

v)Nations agree to maintain active anti-piracy and search and rescue patrols within their region and should they be unable to maintain this will seek support of the other nations to ensure maritime safety and security is maintained

vi) Prior to conducting military exercises in the region nations agree to give other nations at least 48 hours notice.

With the final agreement coming from the Sultan it seemed everything was in order. The Emperor found himself giving a small clap as he stood up. "Gentleman I'm excited that we've reached an agreement, even more excited that we've been able to do so in such a friendly manner. I think this is the beginning of great things for our peoples and our region." He called in one of his staff and handed him the information that they had agreed upon. "It'll take them some time to get the official documents arranged." The Emperor informed his guests and in the mean time the four men made their way to a private terrace to enjoy the fine weather, drinks and small talk while they waited for the documents to be finished.

In a highly efficent manner the civil service had written the documents up, checked them and translated them into each official language before having them presented in neat booklets. A fifth copy had been made in each of the nations languages and this would be stored safely as the "original" in the Imperial Archives. A small gathering of press had been herded into the conference room of the hotel that had been hastily turned into a press conference centre.

Emperor Malachi waited for everyone to be assembled before standing to address the room. "The Gulf of Araxis stands with the potential to be one of the most economically prosperous regions of Mundus. With a wealth of oil, gas, natural minerals and great ingenuity we have the ability to shape a future that will allow our citizens to become some of the happiest and successful in the world. What has held the region back has been a lack of co-operation like those seen in other parts of Mundus. With today's historic agreement I firmly believe each of us will go from strength to strength in the coming years. I look forward to working with the Sultan of Waddan, King of Royal Seleucid and Emir of Rayyu further as we move this arrangement forward." He picked up the pen and made his way down the line signing each of the documents in turn before taking a seat at the end.
