BiographyAlthough he had a fairly normal upbringing, he was exposed to war at a relatively early age of 18. Carlos was promoted early on to be a general in the civil war, leading attacks and raids against government forces in the rural areas of Quintelia. With his success in securing vast areas of land, King Lapu appointed him Minister of Defense

Not long after, he met and dated Kathryn Dalton, daughter of then CEO Ian Dalton Sr. Although the couple loved each other, Ian Dalton Sr. disapproved of their relationship due to religious reasons, thus forcing the two to break up. Carlos did not take the situation very well due to his unstable mental condition, having daily mental breakdowns for five months until in June 12, 2011 when he snapped. Carlos cooked up an IED, using techniques he learned during the civil war, and planted it on one of the Dalton's parties. The explosion killed 59 people, including his Kathryn and her father. For this, he was sentenced to life in Lacatraz Island Correctional Facility, a maximum security prison off the coast of Quintelia.

To Tamoran Minister of Foreign Affairs Alya,

Tamora is Quintelia's closest Midaranyen ally, and is one of the very few allies we have outside of SANE. We would take almost any opportunity to continue the growth and improvement of our relations.

With that said, I am glad to declare that we support President Melos in this incident. We have experienced an incident of greater magnitude a year ago and even with no foreign intervention. However, we suppose that not every nation has the capability to smooth talk things out with their citizens, as such we will send around twenty metric tonnes of food as aid. The requests involving Phuebra, however, cannot be done as we cannot risk the few remaining insurgents to impede the operations, or worse piggyback off it.

As for any further suggestions, my team of experts and I have a few rigid ideas that we can conceptualize if we see fit. The first and most obvious one would be to invite President Melos over for some bilateral (or trilateral if you want us Quintelians to be more involved) talks. This way, we can advise him personally as well as sign an agreement where we can use our militaries to back him up if things worsen in exchange for a few favors.

A proposal of mine would be to have Dizon Farms (and any of your own agricultural companies/entities) be involved in more than just bringing aid. We can have offer the leaders of the farmer's strike compensation for him and his comrades. In exchange, they would have to call off the strike in support of the Melos administration. We can also buy some land from the government to force the farmers to return to their fields. Our own workers can tend the fields, thus pressuring the farmers to go back to their livelihood if they wouldn't want to lose it to foreign companies, although I must say that this would make us look too callous.

Finally, and I agree that this is not the best one, would be to ask Rokkenjima, a nearby superpowers, for help in this situation. I am aware that Tamora does not have the best relations with the said nation, however, it is known that Rokkenjima has had interests in building a canal in the Ardian Peninsula, which President Milos had declined to. Personally, asking another nation, especially Rokkenjima, for help would be my last choice as well, however, if things go south, we might as well do this as a last ditch effort.

Carlos's plane touched down after a few hours of uneasy yet relieving flight, it was finally a fresh air from the eight years of solitary confinement and two years of being in a mental institution. Staring out at the monotone gray sea of clouds, it made his mind wander off and about, his memories of the incident irking him. Almost a decade later and he could still remember the day of the massacre as if it happened yesterday: the feel of adrenaline rushing as he pressed the trigger, the sound of the blast, the jittery melody of the screams that followed, the burning smell of flesh, the sight of the charred corpses. "Make it fucking stop." He thought to himself as he became visibly disturbed. Although he was onboard the Royal Jet, the same plane that carries the King on his diplomatic trips, Carlos was still on edge and Dr. Sison had to give him mild sedatives to calm him down. Before he disembarked the plane, the opiates started to wear off just in time for Carlos to be coherent when talking to his hosts.

"I'm Carlos Juan Adartse, Prince of Quintelia." Carlos introduced himself, extending his hand to be shaken. "Good thing there's no press here, or else we'd all be in a bad situation."

"I'm Dr. Manuel Sison, I'm required to accompany Prince Carlos if anything bad happens." The psychiatrist introduced himself. "Now if you're worried about him and his condition, don't; that's my job." He whispered as he leaned in towards the Habsburgs to avoid being heard by Carlos.

It's been how many years since the last time we talked, twelve years? I think I was merely a senator back then. Anyways these past few years have been tough on Carlos, especially with him still being under the supervision of a psychologist. From what I've heard, he's doing a bit better now and can travel with a professional psychiatrist accompanying him. All I ask from you while Carlos is with your family's company is to keep him away from other harming him and him from harming others.

As for me, I wish that we could chat for a longer time however my schedule does not permit it. I still have too many concerns to attend to both here in Quintelia and in SANE. May luck find you and may God bless you.

“It’s not that doc, it’s that, I don’t feel comfortable doing this whole meeting my dad’s friends.” Carlos replied, repeatedly tapping on his chair. “Why would they want to deal with someone who had a mental breakdown that has led to a murderous rampage? It’s like they’re completely ignorant of my condition Plus I don’t think I’m stable enough to meet anyone, let alone the king and his royal family of some country far away.”

“Don’t say that, your last mental breakdown was more than two years ago and we have had zero incidents since you were released from Lacatraz.” Doctor Sision added as he flipped some records over. “In fact, this trip will be helpful for you as it will give you a chance to finally get some semblance of freedom and for me to gauge how well you’d fair in an environment outside the institution.” He stood up from his chair and asked. “Now, you want to ready your things yourself or have someone else do it for you?”

THE PALACE, LUNGSOD - In 2009, we have witnessed how democracy failed Quintelia when then-newly elected President Benigno Roxas declared the Wewazkangz Tribe, along with other minority tribes, to be illegitimate members of the nation. This led me to lead the Quintelian Mutiny which lasted from 2009 until 2010, though skirmishes occured up until 2012. Democracy, just like socialism, sounds good on paper and in practice in a small scale, but when human greed is taken into account democracy is ultimately worse than a monarchy.

We would like to offer aid both in resources and manpower. We pledge to send 500 metric tonnes of food, medical supplies, and other relief goods for the affected areas along with 150 volunteer workers. We would also like to offer military assets if the situation worsens and the needs arises. I would like to reach out to Pharaoh Akasha for possible bilateral talks on other important matters.

We would like to offer our condolences to those who lost loved ones: family members, friends, and coworkers in the 11/11 attacks. We would also condemn the attacks against civilians, as such actions are cowardly and vile. The Lungsod Cathedral will hold a memorial prayer for the victims of the attacks.

As for aid, we offer to send over medical workers as well as rescue workers to clear rubble. We would also offer $3 million worth of medical supplies, construction equipment, and essential goods. Our condolences once again go to the loved ones of the victims.

"As for land, like I said, we have some that we can sell for you from the Dizon Conglomerate, let me just call a representative over" The king took out his phone to call someone and Minister Ibanez took over.

"While his majesty is making a call for you to buy land, maybe we can also talk about the investment Josai will make." Miguel continued as he opened another bottle of basi. "First and most important of all would be the manufacturing industry. You see we are an agricultural power, one of the top net exporters of food products. However, importing electronics and machinery is way too expensive. So, I'd like to invite Josaian companies to make the Quintelian market more competitive." He took a sip of his drink and cleared his throat. "We can have a regional headquarters for the Southern Ardian region here in Quintelia for your companies, in exchange, we can give them a few tax breaks We would even have cooperative projects both for civilian and military use." Ibanez continued and waited for the Josaian’s reply.

I'll shoulder their costs, as per usual." King Lapu replied. "As for Baarya, how much discount are you talking about, and how much land would you be willing to sell?" He continued.

“As for our military, if you’d still want our assistance, we’d require a sort of base of operations in Phuebra as to handle the logistics and all that. That would mean an airfield and a few hectares of land. Otherwise, it’d just be too expensive for us to continue our operations in Phuebra.” Sofia replied as she finished her glass of wine.

“Now, if we can agree on that, maybe we can start writing up a treaty for this.” King Lapu said as he placed a paper in front of the Phuebran delegation which read:

(1) The parties agree to maintain active embassies with each other. If summoned an ambassador shall present themselves to the host government within twenty four hours of the summons.

(2) Either party may request a twelve hour extension upon receipt of the summons should a level of seniority be required due to the issue concerned.

(3) The parties declare that they shall act in a spirit of friendship and cooperation with a view to further developing and fostering economic and cultural intercourse with one another, each adhering to the principle of respect for the independence and sovereignty of the other and non-interference in their internal affairs.

(4) Should disputes or conflicts arise between the High Contracting Parties over problems of one kind or another, both parties shall settle these disputes or conflicts exclusively through friendly exchange of opinion or, if necessary, through the establishment of arbitration commissions.

(c) Has no criminal record
(d) Is not deemed a threat to national security.
(e) All requirements have been fulfilled in accordance to local laws and procedures when conducting trade and/or business.

(6) Both parties agree to the establishment of a system of extradition for persons accused of crimes in one country to the jurisdiction of the other. Extradition shall take place only when compelling evidence has been presented and the country who would be granting extradition is satisfied that Articles four and seven of the Mundus Convention of Universal Rights has been met.

Section 2 - Trade

(7) The parties pledge to trade fairly with each other and to respect the lawful commerce of each party.

(8) Neither of the parties shall create limits, bans, or quotas on the goods or services of the other party on basis of their origin from the other party, with exception to such taxes, limits, bans, or quotas created by international organizations of which the parties are members thereof.

(9) The parties recognize the right of free commercial navigation through the waters and airspace of the other party, with adherence to local laws and procedures.

(10) Ships entering and docking in the port of Baarya shall pay no fees, and a discount of _% shall be made on the sale of real estate and land within the borders of Baarya.

The Kingdom of Quintelia rejects the proposition imposed by the Royal Seleucid, but will be willing to provide support to both sides should the situation worsen. Quintelia will neither support nor aid any offensive military actions by any members of the OPEN unless such action is deemed beneficial enough to elicit an official action. Until further developments develop, Quintelia shall remain neutral in this situation.

As with the statements put forward by both Bakkermaya and Gowu, the Quintelian government have decided to give SICR three working days[1] to agree unconditionally to the second resolution that has been agreed by the majority of the assembly. As with the dargonaii being staunch in following the rules they made, they should also follow the rules they helped in making. If the allotted time passed and SICR has not agreed to the resolution, then the following resolution shall be made by SANE:

Acknowledging that SICR is in breach of the SANE charter

Aware of the cultural boundaries in SICR's international affairs

2. Any representative of SICR shall not be allowed to attend any SANE meeting

3. Tariffs of up to 20% shall be imposed on all products.

To the Members of the Assembly

Let me also take this moment to officially reiterate[1]condemn SICR's shelling on Sinsu. An offensive action is still an offensive action, may it be an invasion or a few hours of shelling, and thus SICR must follow the resolutions put forward by the Assembly. However, seeing as there is little to no chance that SICR will follow the resolutions, I hereby suggest an additional resolution to go with the passed provisions:

NEW SANE CHARTER SIGNED


Earlier this day, (OOC: Pretend this happened today) a new charter binding the members of South Ardian New Electorate, or SANE, has been signed by all the member nation in the Nueva Lungsod City Hall. The new charter removed redundancies, added a few provisions, and overall made he charter more comprehensive.
In other related news, a design for the SANE Headquarters has been released. As of now, the Nueva Lungsod City Hall serves as the headquarters for SANE, and with more staffs and representatives being stationed there, a separate building is needed to maintain orderliness. "While the SANE HQ is still under construction, we will rent a few office spaces nearby to decongest the city hall." Mayor Diego Moreno said in an interview. The construction of SANE HQ is expected to finish in time for the first anniversary of the signing of the SANE treaty in late April next year.

Let me cut to the chase, I’m not going to be active for a very long time. I’m very sorry to those who I still have active threads with, although I can work around this. As for how long I’m going to be gone, or if I’ll even return, but I assure everyone that I won’t kill myself. However, I’d like to request that Quintelia and Socram and Sarandib remain in the map, have someone else take over them for me. Again, I’m very very sorry about this but I really need to focus on my academics, I know it was fun writing and talking with you all, but I want to do other things and not worry about replying to threads while worrying about my grades and shit.
