Draft


Executive government(Section A):
1-The executive shall be voted on every 2 months
2-They shall be the executive senator and will continue to carry out the role of representing their planet and will meet and pass legislation with the rest of the senate.
3-They shall be sworn in officially, where they will swear to do everything in their power to keep the country safe, healthy and stable in times of despair, and make decisions in the best interest of the people, not in the best interest of themselves or any other specific person or persons.
4-the initial executive shall swear to set a standard and be a role model for executives to come.
5-A maximum of 4 candidates can run in the race and an executive cannot run for president any more than 3 times in a row.
6-The people of the nation shall vote for the executive they want, and in the case of a tie, the nation shall revote with just the tied candidates.
7-The executive will have greater voting power when voting in the senate, their vote will count as 3 standard votes.
8-The rest of the senate can vote to overrule the executive senator’s decisions if they feel the executive is making a biased decision to help their own planet.
9-In the case that the Senate believes the executive senator has committed a high crime and is no longer fit to lead the federation, they can vote alongside the court judge to remove the senator’s executive power(See more in Section B Subsection 3), after the executive is impeached, the Secretary of State will be sworn in as president until the next election
10- The executive can pass a grand order, which is a piece of legislation which will bypass all debate in the senate and immediately be voted on. During the voting process on whether to pass an executive order or not, the executive senator’s vote will withhold quadruple power. The executive can pass 2 orders per month.


Court(Section B):
1-The court shall be ruled indefinitely by the Messiah and great religious figure of the commonwealth, due to the fact that Islam is the primary religion in Soleimani.
2-They shall carry out the job of Supreme Court ruler till their death, make final decisions on whether a criminal is guilty or not, and will be unimpeachable, as there will be no need to impeach the Messiah, as he is pure of heart.
3-During presidential impeachment, the Messiah will vote alongside the senate to decide whether the executive shall be removed from office or not. The messiah’s vote will count as two votes.
4-Any citizen of the federation, including all government figures excluding the executive senator, will be tried and either found guilty or not guilty by the Messiah and the Messiah alone.
5-In the case that the Judge still believes a grand order is undermining this very draft, even after it was passed by the senate, they shall be able to review the order and declare it illegitimate if they believe it should not be passed.


Senate and Secretariate(Section C):
1-The senate shall consist of as many members as there are provinces at a time, which at the moment is ten members. There shall be one senator representing their home province.
2-There will be one executive senator voted by the people of the government(See more in Section A)
3-The senators will hold meetings where they will discuss issues and find solutions by making legislation, which will then be voted on by the Senate as a whole.
4-Each senator will also be the secretary of a certain aspect of the government. Their assigned duties shall reflect their province’s specializations, with the exception of the Secretary of State. That job will go to the runner up in the initial election for executive senator.
5-The secretaries will be in charge of advising the Executive Senator on issues within their domain of expertise. They will advise the executive on what decisions to make during the passing of executive orders, but will not be allowed to influence the vote of the executive while voting on legislation. The executive can choose to ignore the advice of the secretaries, however.
6-The secretaries will be in charge of proposing overall budget changes of their domain to the senate, but will be able to decide where the money they get goes, and what the budget of different operations within their respective domains are.
7-The Secretaries are in charge of proposing legislation having to do with their issues under their domain. This however does not prohibit other senators from proposing legislation regarding another secretary’s issues. This only means the secretary’s proposals will be prioritized first.
8-If there are no eligible personnel from a senator’s planet, that senator may take place as governor of that planet.

Soleimani Commonwealth Provinces

1- Kennebunkport
The Northernmost province in the Commonwealth, this province has a large New Englander population and is one of the only provinces with a Christian presence. The province is famous for its rocky and sandy beaches as well as its lighthouses and historic port towns. Tourists can enjoy nice morning walks on the breezy beaches and cliffs.



2- Newport
Located just south of Kennebunkport, this province is the only other province bordering the ocean. This province contains many similar sandy beaches to Kennebunkport as well as a major New Englander population. This province has historic towns and ports and is also home to Bostonia, a historic major city in Soleimani. Bostonia is a port city and is where a large part of the trade through Sovereignty Bay takes place.



3- East Calonia
East Calonia is home to the capital city of Tehranistan and has a significantly sized lakeside area. The region has many medium sized cities and towns located on Lake Escurion as well as Kermanshu, a major city located on the very northeastern part of Lake Escurion. Towards the west, the province features a part of the dense rainforest and somewhat mountainous landscape that is prevalent in western and southern Soleimani.



4. West Calonia
Located just west of East Calonia, West Calonia isn’t as dense, and has generally more forested areas, however, still not as much as some southern regions. West Calonia still, however, has many towns and cities among its more hilly and somewhat mountainous landscape. On the coast of Lake Escurion, numerous towns and cities are popular spots for tourists, and farther inland, among the mountains, the city of Meehani is a very historical and beautiful tourist destination, with numerous historic monuments and buildings, as well as tree-covered hills surrounding it.

Internal Special Forces: Highly trained special forces army branch that patrols and keeps rebellious and highly active areas within the Commonwealth under control.

General Forces: The majority of the army's infantry and weaponry, the general forces fight on the battlefields and use their many assets to their advantage.

Emergency Response Guard: Division of the army which responds to natural disasters or areas that have been negatively impacted by a significant event. They have rescue teams, medical teams and more.

Coast Guard: Patrols the Sovereignty Bay and Lake Escurion for drug smugglers, lost ships, and enemy ships in Soleimani waters.

General Naval Forces: Makes up the majority of the navy's assets, this division fights in the battles and has many large ships and weapons.

Amphibious and Special Operations Forces: Usually carries out top secret and classified intercept and surveying missions, as well as defending Soleimani waters during wartime. Often utilize submarines.

Survey and Paratrooper Forces: Made up of Air Force members who usually fly together in large planes to survey areas of interest or areas of high activity during wartime. The assets are mostly made up of cargo planes, survey planes and deployment planes. This branch also has all paratroopers in the military. They can also be used to monitor and deliver certain areas and things.

Direct Combat Forces: Highly trained forces which fly individually or paired in planes during dogfights or support on the battlefield. Also includes spy planes.

Naval Support Forces: Mostly made up of aircraft carriers and small support ships, this division supports the other divisions of the Air Force while over seas.

SSCARA-Soleimani Stock Car Auto Racing Association



SSCARA is the national professional stock car racing league in Soleimani Commonwealth. The league consists of two separate series. The Pro Stock Series and the National Semi-Pro Series. The Pro series is the main series with the most publicity and profit. The Semi-Pro series is like a training series for young racers to see who’s got what it takes to enter the pro series. The series starts every spring on March 3rd, with the initial race, and ends with the annual ceremonial 500 lap event which takes place at the Bowman Speedway in Kermanshu. Each season consists of 32 races. The season is based on a point system, where the higher you place in each race the more points you get. The final race does not determine who wins the season, but it does determine who wins the Rostami cup, which is given to the winner of the Bowman 500. The closer you finish to first, the farther back you’ll start in the next race.

Rules:

Caution Flag:
When the yellow flag is displayed and the yellow caution lights around the track come on, the field is frozen immediately at the moment of caution. All scoring ends immediately and cars are to slow to pace vehicle speed. Cars will line up behind the pace vehicle in the order in which they passed the last scoring loop on track (there are as many as 18 loops around all standard SSCARA tracks, although the one at the start/finish line is the only one that counts for official race statistics). The exception to this rule is if the yellow flag waves after the white flag is thrown or if the race will not be restarted (typically for rain; but sometimes for darkness if a track does not have night lights), in which case SSCARA will use video evidence to determine the finishing order.

When the caution comes out, the pit lane is immediately closed, a rule first implemented following the 1997 Bostonia 400. This is shown by a flashing red light at the entrance to pit road. Entering pit road when it is closed (with certain exceptions) is a penalty of restarting at the rear of the field. When pit road is open, a steady green light will appear at the entrance to pit road, and a green light will come on in the rear window of the pace vehicle.

Penalties:
Restarting at the End of the Line for the Ensuing Restart   
-Pitting before pit road is open, administered if a driver enters pit road while the flashing lights indicating pit road is closed are on (certain exceptions apply)
-Pitting out of order
Stop and Go Penalty   
-Removing equipment from assigned pit area.
-Speeding on pit road during pass-through penalty.

Historic Landmarks and Buildings in the Commonwealth

Tower Point Castle Ruins
The ruins of the Monarch’s castle, located in modern day Selestan, is what’s left of the once majestic old Monarch’s castle, which was largely destroyed during the Grand Revolution in the late sixties and early seventies. Part of it still stands today as a reminder of how brutal the revolution really was.


St. Lionel’s Cathedral
One of the only major Christian sites of worship in Soleimani, this historic cathedral of magnificent proportion is located in the historic town of Sturbridge, in the Province of Kennebunkport.


Mosque of Mahradin(مسجد مهردین)
The historic Mosque of Mahradin, built under the rule of the Monarch of the same name, has been a cultural site of worship and tourism for many years, located deep in the southern regions of the Commonwealth.


Mosque of Maleki
Located in the heart of Tehrestan, this beautiful and color fully designed mosque is praised for its unique architectural style and is visited by many orthodox Muslims, it’s dome is often visible above the surrounding buildings in the skyline.


Cilladi’s Mosque
An icon of Soleimani, this massive complex is located right next to Lake Escurion, and is one of the most well known sites in the entire nation. Visited by millions of tourists every year, it can even be seen on the official seal of the Soleimani Deparment of the Interior, as well as the Cultural and Historic Protection Subsidiary of the DOI. It is designated as one of the most vital and well protected cultural sites, and controversial legislation was passed that made any attack on the mosque by any nation an act of war, and would lead to mass retaliation.

Soleimani Space Program

(Commonwealth Astronautic Research and Development Association/CARDA)



The Soleimani Space Program was established through a Grand Order by Darius Kazem in September 8th 2006. It is currently involved in researching and developing technology for manned rockets, satellite technology and station capsules. Soleimani has sent in total 26 citizens of the Commonwealth into space, through multiple orbital missions. Soleimani is currently researching technology to build orbital space capsules for a theoretical space station. This research was initiated by Ronan Minstra early on in his first term. Whether or not Soleimani intends to utilize the developments to construct a space station is as of yet unknown. Soleimani has sent seventeen artificial satellites into Mundus orbit with sixteen of them currently operational. Of the active satellites, 7 of them are communications satellites, 4 are remote sensing satellites, 2 are navigation satellites and 3 are reconnaissance satellites. Ronan Minstra has spoken about allowing Soleimani-based private companies such as Tourmeflight and Carinder to become involved in the space program.

Colt Turner initiated research for a killer satellite which would be able to intercept and destroy long range missiles. However, after Ronan Minstra signed the Outer Space Standards Convention, the project was put on hold. Ronan Minstra has spoken about allowing SoleiForce to develop the satellite if the project would be resumed, but it’s currently not likely.

One of CARDA’s biggest projects is the Vodata Unmanned Lunar Lander, which is near its final stages of development. The Vodata lunar lander is expected to lay the foundation for Soleimani to send citizens of the commonwealth to the moon.

A new rocket is under development to replace the current Matro rockets. The new rocket will be able to take astronauts into orbit faster and far more efficiently than the current Matro rocket as well create more momentum and allow the spacecraft its carrying to remain in orbit for longer. The rocket is intended to be at least partially reusable. Both Tourmeflight and Carinder may possibly get involved in the development of the rocket.

Soleimani launches its rockets from the Darius Kazem Space Center in the Southeastern province.
