National Summary


Etymology

The nation's name comes from one of the founders of nation. As such the name Community of Zamenhuf quiet literally means what it states.

History

This was for my old region. Naturally it will change.


In the 14th Century the adventurer Karl Zamenhuf was granted permission to go and explore unclaimed lands on behalf of the crown. After several months he was ready to go and accompanied by three other ships set sail. Around three months later the ships found a bay and a sparsely populated region. With this region largely being made up of nomadic tribes Zamenhuf left a small force there and returned home to report that they had a chance to establish a colony there. However upon returning to his homeland it was discovered the King had died and his tyranical brother had taken the throne. Zamenhuf had the new King had a long history of mistrust and hatred dating back to them both courting the same Duke's daughter. Instead of offering the land to the new King Zamenhuf simply filled his boat with fresh supplies and offered voyage to anyone wishing to accompany him. He was joined by fellow disgruntled adventurers Simon Kurzon, Peter Menoval and Henri Costanau who each arranged their own vessel. Without informing their King they headed off and returned to the newly discovered region. Each of the adventurers established their own outpost and the four are today collectively known as the Pre-Kings. Over the first five years however tribal attacks, failing crops and various other disasters saw the groups numbers dwindle however the territory under the leadership Zamenhuf succeeded. This was largely due to the fact that while Kurzon, Menoval and Costanau had tried to keep old institutions from their homeland alive Zamenhuf had created a new blueprint for his followers. Old titles of nobility had been removed and redistributed due to merit. Furthermore Zamenhuf had recruited travellers from many nations which had passed by looking for trade routes and had created a vibrant community. As such by 1387 only the territory of Zamenhuf remained and Karl Zamenhuf, despite being King in all but name, held open voting for a formal King. He stood against a man called Benjamin Rostafe and Henri Costanau and won easily gaining 80% of the vote. In the months that followed he put in place some key principles that the nation should run on.

With territory back home seeing the monarchs convert to Christianity, often at the swordpoint of invaders, many sought to flee and as such Zamenhuf became a safe haven for those following the worship of the Goddess Orphne. In 1394 King Karl the Founder died at the age of 72. He left behind instructions that his eldest child, Prince Sigmund should become King and this rule has been observed since.

The nation has often offered refuge for those facing persecution or war and as such has become rather multi-cultural and multi-racial. Today the nation has Queen  Anne-Marie Van Asch as Head of State, she is related to King Karl the Founder through her maternal line as very distant cousins.

Demographics

While the nation is very multi-cultural and multi-racial it does have a majority of Caucasians. During the 15th Century it saw an influx of Black settlers who brought with them their own languages and culture. In the 17th Century a series of crisis in Zimalia saw refugees flee to Zamenhuf and they established communities on the coast. There was an expectation initially by this group that they would return home following an end to the crisis however most determined that they would stay and make a new life in Zamenhuf.

Despite the worship of Orphne dominating life in the nation other religions have been welcomed, not always problem free. Christians from Vanora arrived in the 1500's escaping problems. Initially these Christians kept themselves isolated and then initially attempted mass conversions. This was frowned upon and they found themselves ostracised by the rest of the population until St. Carston arrived and helped integrate the community.

Various other religious and social groups have arrived over the years in smaller numbers.

Population

Today the nation has just shy of 50million inhabitants. The nation is split 60% urban and 40% rural with high quality soil producing a bounty of food for the population. The population are highly educated as the Orphne faith and the cultural make up of the nation push educational success. 

Government

The nation is a Constitutional Monarchy. The monarch represents the nation in all foreign affairs while a Prime Minister handles all domestic affairs. For a law to change the Prime Minister must first get the approval of the 213 member Council of the People. Once this is done the Council of the Nobles must also give approval. Should legislation fail to pass this hurdle the Crown Minister for that area of legislation must draft a response to the Prime Minister outlining reasons for rejection. The Prime Minister can either ignore this or amend the legislation to accept the advice. If he rejects the response then a new vote must be called in the Council of the People, this new vote however must see "substantial changes" from the initial draft, the determination of whether it is "substantial" is made by the Minister for the Council who is appointed by the monarch from a short list given by the Prime Minister. Should legislation pass both houses it becomes law when the monarch signs it, they may however refuse to do so which places the legislation on the twice annual referendum programme.

The monarchy is heriditary and based on age. The eldest child of the sitting monarch inherits the throne, if no children exist then eldest sibling, then cousin, then nephew or niece. Should the monarch have no relatives then a public vote takes place with any member of the Council of the Nobles being permitted to seek election.

The Council of nobles is open for any person who holds a title of nobility. In Zamenhuf titles of nobility are not automatically inherited. Upon appointment to a title it is often given a set number of generations. Any family may register an interest in becoming nobles and are granted the right to be called as such should they demonstrate "dedication and commitment to Zamenhuf, its monarch and its success." A system of points exist and once a family reach the threashold they are granted a title of nobility the monarch can determine for how many generations the title may be held. A family gains points for things ranging from gaining University degrees, completing apprenticeships, military service, having children, paying a set amount of tax and such endeavours as winning Mundus Games Medals. When a family have just one generation of inheritance left on their titles they may begin accumulating points for being made noble again.

The Council of the People is open to anyone over the age of 30 or with a University degree. They must be born on Zamenhuf soil or have come from a family that have been nobles for two generations. A system of first past the post exists with the nation split into roughly even seats in terms of population. Votes take place every four years however should 20% of a community demand the recall of the representative then a vote takes place sooner. This however is very rare. The individual with the most support in the Council is invited to be Prime Minister and this is usually the leader of the largest political party however you can be elected without being a member of a political party.

Government Ministers are appointed by the monarch and approved by the Council of the People. They need not be members of any Council. The exception to this is the Minister for the Council who is appointed by the Monarch from a shortlist given to them by the Prime Minister, this must contain at least three names and they may not be a member of any political party.

Foreign Relations

 They maintain a policy of reciprocal trade tariffs for any nation that meets the countries standards in regards to working conditions and health and safety. Any business wishing to trade in Zamenhuf must initially gain a Certificate for Trade which see's them initially inspected to ensure they meet standards and then leaves them open to spot inspections.

The monarch is responsible for maintaining all foreign relations and has formed some close personal friendships across the world.

Economy

The nation has a thriving maritime industry both in terms of construction, merchant shipping and fishing. Seafood is considered a staple of the national diet. The nation has always attempted to stay on the cutting edge in terms of technology and as such has a vibrant industry in software related industries. The nations largest software house Ilamar is responsible for developing much of the software.

The nation lacks its own large scale reserves of oil and gas however has achieved an element of sufficiency with developments of synthetic alternatives. This however still does not fulfil the nations needs.

The nation also has a large scale modern farming industry and is also well respected for producing textiles.

The Queen was educated in two leading educational establishments, the Amaranta Messana Academy[1] and the Royal Academy in Altona. This was done as her father wanted her to get some experience of other cultures. As a student she did not excel in any particular subject but was instead described as a "diligent student who works hard". In 1987 at the age of 18 she was expected to enroll at the nations best University, Finven Crown University, however at the last moment she changed her mind and went to the recently established Kanvan Institute to study Art. The Institute had just been established by respected Zamenhuf artist Aistė Kanvan who the future Queen studied under.

In her first few weeks at University she meet fellow artist Emanuele Scott the son of Lord François Scott a high ranking military officer. The two quickly fell in love and in 1989 married. The two graduated a year later. The pair had a daughter, Lidija who was born in 1996. In 1991 King Vincet I died following a short illness and Anne-Marie inherited the throne as she was an only child. In the year 2000 the family were targeted in a bomb attack by the New Wave Inquisition (NWI) targetting the royals for the nations lack of adopting hardline Christianity.

Many were surprised when in 2002 she announced her engagement to prominent Altonian business-man Rino Beckenbauer.  The Queen however soon discovered that Rino was unfaithful and was also filtering royal funds from the family to prop up his own failing businesses. Despite this the Queen did conceive and had a son called Heike in 2004. Just a few months later Rino died when his self piloted private aircraft disappeared from radar and was found just off the coast of Zamenhuf. The cause of the accident was put down to pilot error however many eye witnesses reported seeing a midair explosion and some residents close to the area reported seeing a "streak of fire" across the sky.

In 2012 she began a relationship with Varius Ivarsson, a 30 year old Lord. He was a member of the National Academy of Arts and the two bonded over their love of art. They married in 2014. In 2020 however the marriage was annulled after it was revealed that Varius had several times been trying to seduce the Queen's daughter Princess Lidija while drunk. As a court ruled this was adultery and neglect of family the marriage was cancelled by the court. Since then the Queen has been single.

POLICIES

1. Make agreements of recipricol tariffs. "What you charge us we'll charge you" this however is subject to companies wishing to export having a valid certificate for trade which means they have been seen to be in line with Zamenhuf health and safety laws and working conditions legislation as a minimum.

2. Forming networks to ensure the nation can acquire and maintain high standards of technology.

3. Wants to use cultural events as a way of raising and maintaining the nations profile internationally.

4. A willingness to recruit experts from across the world to give the nation an edge in as many fields as possible.

5. Promotion of Zamenhuf's native worship of Orphne.

Princess Lidija



Born in 1996 her mother is Queen Anne-Marie and her first husband Emanuele Scott. She attended secondary school at the Amaranta Messana Academy and The Lakeside Academy in Eskdale. She attended the Kanvan Institute to study Fine Art and graduated in 2014. Since graduation she has headed up the Royal Gallery for Youth. She was implicated in a high profile court case when her step-father Varius Ivarsson tried taking advantage of her several times. She is currently single despite several prominent nobles asking for her mothers permission to court her.

Prince Heikie


Born in 2004 he is the son of Queen Anne-Marie and her 2nd husband Rino Beckenbauer, who he never really knew as he died when he was just a few months old. He is currently studying overseas in East Moreland having spent several years at Amaranta Messana. When he graduates in 2022 he will be attending Chamwick Technology Institute to study aeronautical engineering with a mind to join the Air Force

NATIONAL GOVERNMENT

The national government of Zamenhuf is formed of two tiers. The Upper tier is the Council of Nobles. It is made up of any individual who wishes to be part of the Council and holds a title of nobility, currently an average of 200 people each session attend. The Lower House though is the one with more significant power however. The Lower House is elected every four years and from their number appoint a Prime Minister. The Prime Minister is generally the person who is leader of the largest party within the Council of the People.



The People's Council

The People's Council is elected every four years with elections usually taking place in August that year. The Council is headed by a Prime Minister who must be able to "enjoy the confidence of the majority of Council members." this in effect means that they belong to the largest political party within the Council however coalitions are not un common within the nation.

The Prime Minister is responsible for ensuring legislation concerning national affairs is dealt with. This is determined as legislation that would not require consultation with any foreign government. The Prime Minister and monarch work side by side in many issues.

The Prime Minister also appoints a cabinet of Crown Ministers. Each Minister is responsible for having oversight over a significant area of the government. The Prime Minister may appoint any individual to the position of a Crown Minister but the monarch may veto these if they can make a case for removal on the grounds of national security. This is because the monarch has responsibility for Foreign Policy and Defence and Ministers naturally work alongside them on this. The exception to this is the Minister for the Council who acts as a kind of cross between Speaker and arbiter of Council business. The Minister for the Council is appointed by the monarch from a shortlist of at least three individuals presented by the Prime Minister the individual must be eligible to stand for election but may not be a member of any political party. The Minister for the Council can only be removed if the Prime Minister and monarch agree.

There are 213 seats in the Council of the People.

The current biggest party is the Neo-Liberal Party with 24 seat majority.

The Council of Nobility

Any member of the nobility is permitted to attend Council meetings and vote on legislation. Nobility is only inherited in Zamenhuf for a set number of generations unless renewed by the monarch. There are currently 7,392 people eligible for the Council however only around 200 show up per meeting. The Council act as a check and balance on power and can only delay legislation. Once a piece of legislation has been to the Council of Nobility three times and rejected it goes on the twice annual referendum list in the form that it last reached the Council.

The Council does have a small number of groups dedicated to political parties however the vast majority have no recorded membership. The Council is overseen by a person known as the Royal Steward who acts as a speaker figure and liaison with the monarch.

National Referendums

On the 3rd of April and 3rd of October each year a series referendum take place. There are always local issues to be resolved as local councils have a system similar to national government. The referendum though is also used to ensure legislation that has been rejected by either the Council of Nobility or the Monarch are given a chance to be voted on. These are open to anybody eligible to vote in national elections.

The Orphne Faith

According to those who follow the Orphne faith believe that the world begins and ends in fire. At the beginning of time a figure known as Orphne took all the elements in creation and using the heat of fire moulded them into something new and wonderful. Over the course of several millenia Orphne worked tirelessly to perfect their creation. Only once it was complete did Orphne use the fire to create the animals that walk the world, fly in the sky and swim in the sea. The key to this though was warmth, so one existed under humanities feet and above their head. These creatures thrived but needed managing and so in one final act of crafting Orphne made humans. The creator made a pact between themselves and humanity that so long as they followed rules given to them by Orphne the creator would ensure humanity prospered.

Since the creation of humans there was the constant need for reguiding humanity as they at times lost their way on the path to following Orphne rules. Periodically it was necessary for Orphne to send help and this was in the form of Nymphs or Guides. Nymphs were female in form and were generally found during times of crisis and would offer guidance before returning to reside in paradise with Orphne. Guides meanwhile were humans with whom Orphne communed directly throughout their entire life often giving them new sets of rules or tasks to demonstrate Orphne's power.

It is believed though that a time will come when Orphne will themselves expire and though the spiritual paradise they created will survive the physical world will be consumed by flames. At this time Orphne will send a final messenger with instructions for how the faithful can avoid being destroyed in this final firestorm.

Followers of Orphne believe that when we die one of two things happens. If we have lived a life that Orphne would approve of we are permitted to enter the spiritual paradise where a person lives forever never knowing pain or unhappiness. This paradise is the world of the Nymphs and these spiritual beings ensure the worthy faithful are brought from the physical world when the time comes. If on the other hand the follower did not lead a worthy life their spirit is reborn into another physical body. This process of rebirth continues until they are deemed worthy.



The Mandates of Fire


The Mandates of Fire are a list of rules given to mankind by Orphne close to the beginning of time. They are considered the most basic aspects of the faith. The faithful believe it was the 2nd Guide sent by Orphne, Dryad, who was given them during a period of mass warfare across the world. The Mandates are today on the walls of the nations Council building as well as the entrance to every royal owned property.

The Mandates are as follows.

1. You must follow no path other than that set by Orphne
2. Human life is a gift from Orphne and should not be taken in vain.
3. You should not steal
4. You should not lie
5. The firstborn animal each year must be sacrificed to Orphne
6. You must not force labour from another person.
7. You must not oppress the weak
8. Wealth must be shared among the community.
9. You must not eat blood.
10. You must not have sexual relations with anyone connected to you by blood within four generations.
11. A corner of each field must be left uncut so the poor may take what grows there.
12. You must not prevent justice.

While this mandate is the most basic of Orphne's faith there are various other rules dictating festivals, relationships with Nymphs and Guides and even dress in certain circumstances.


The Priesthood

The Priesthood is open to both males and females. It is thought female priests can communicate with Nymphs easier than males however the majority of religious sacrifices must be carried out by men. There is a hierachy in the Priesthood which an individual must go through.

Stage 1 - Apprenticeship

This lasts three years is in all but name a degree in the faith. This is done in one of several recognised Houses of Orphne which are similar to what Christians would recognise as a monastry. In the last 15 or so years though these Houses of Orphne have begun to be recognised in a way that means they can actually issue degree certificates and so it is now extremely common for members of the Priesthood to be degree holders.

Stage 2 - Initiate

Upon completing their Apprenticeship a Priest is permitted to wear the robes of the Priesthood with a black trim. They serve two years as an Initiate at the end of which they are questioned about the faith, its rituals and ceremonies by a panel of those senior to them. Having been found knowlegable about the faith they are permitted to ceremonially trim the black trim from their robes. During time in this stage they are assigned a Priest to help mentor them and are expected to assist in various rituals, help do charitable work for the faith, tend to the Temple and various other basic duties.

Stage 4 - Junior Priest

After being passed as an Initiate a Junior Priest is permitted to wear robes with a red trim. They serve as a Junior Priest for two years which at the end of they are onec again quizzed by their seniors. During this time they are responsible for leading certain sections of worship and undertaking duties in the Temple's area that the Senior Priest may not have time for.

Stage 5- Senior Priest.

After being passed as a Junior Priest they add a yellow trim to their robe along with the red. They are now expected to run a Temple of their own if avaliable or if they do not have one of their own support the work of other Priests through such connections as through schools, helping at the Houses of Orphne or even as spiritual counsellors to bodies such as the armed forces. They lead worship and ensure rituals are carried out correctly. They are also permitted to carry out initiations, marriages and cremations. After serving a minimum of five years in this role they become eligible for promotion if selected.

Stage 6 - Temple Father/Mother

The nation is split into various districts each centred around a large Temple. A Senior Priest may apply to run one of their districts when a position becomes vacant. They are expected to oversee the House of Orphne in that area and ensure that Temples are undertaking their duties correctly. They are also responsible for securing stocks of animals for sacrifice and ensuring that they comply with the rules surrounding their use.

Stage 7 - Envoy of Orphne

There are six of these for the nation (OOC - overseas positions can be arranged). Any Temple Parent may put themselves forward for this position when a place becomes vacant. They are then interviewed by the others of this rank and the best candidate is appointed. They help create guidance for the faith and put in place programmes to promote the work of the faith and help spread the word. In addition they expected to act as judges on religious matters and produce scholar style articles on the faith.

Stage 8 - Grand Envoy

The Grand Envoy is the highest position in the faith and is voted for by the Envoy's of Orphne when the position becomes vacant which is normally only in the event of death. The Grand Envoy is the final authority in the faith and is often asked to interpret the various rules in times of ethical dispute such as issues like human cloning. They are often asked to comment by the media and their influence in the nation is very strong.

 Festivals

4th February - Templa Vestado (Temple Cleaning) - This is a day of duty where it is expected the faithful will visit the Temple and take with them gifts for the Priesthood or the Temple. The Temple is cleaned and any jobs such as painting are carried out by the community. At the end of the day a sacrifice is carried out and those who have helped share the meal as a way of celebrating having ensured the creators house is clean for another year.

21st June - Festivalo de Kreado (Festival of Creation) - This is the most holy day of the year for the faithful. It marks the day on which it is believed Orphne created the first human. People celebrate by sacrificing a creature of the air, land and sea to the creator. They also visit Temple and collect from there a piece of firewood which is used to keep a ceremonial fire burning throughout the coming week. Huge parades take place in local communities where celebrations tend to last 48 hours.

18th September - Tago de la Gvidistoj (Day of the Guides) - This day is put aside to show respect and admiration for the people who have been Guides for Orphne. The local community make effigies of the Guides which are paraded through the area with people throwing fresh flowers onto them as a sign of respect. Once they reach the Temple the effigies are put on display for 48 hours and locals come and pray to them in the hope that on this special day the Guides will be more receptive of their prayers.

21st December - Nokto de Nimfoj (Night of Nymphs) - It is believed that on these evening the spiritual and physical worlds are at their closest and this enables the Nymphs that serve Orphne to move between the two. Communities leave out food for the Nymphs as well as leaving lists of prayers by the fire. It is customary to stay up all night around the fire telling stories with family while eating and drinking in celebration of the works the Nymphs do.

LAWS OF THE LAND


• Abortion: Only permitted before 22 weeks and with approval of two medical practitioners. Guidelines say approval should only be given if an individual is likely to suffer "lasting mental or physical harm"

• Adultery: Not a crime in itself but is one of the grounds for divorce.

• Affirmative action: Not practiced

• Age of consent: 18

• Age of majority: 18

• Artificial insemination: Permitted.

• Assisted suicide: Not Permitted. Any medical practitioner found involved in charged with manslaughter.

• Bestiality: Illegal. Carries a minimum sentence of 5 years per incident.

• Birth control: Widely available.

• Childcare: Subsidised via a voucher scheme.

• Concealed carry: Permitted only for certain calibre handguns and if a person has a licence issued by police based on age, medical records, a background check and attending a training course.

• Death penalty: Theoretically only possible for crimes of regicide and treason. Has not been used since 1931.

• Divorce: Permitted only if there has been violence, adultery or neglect within the marriage. Should this not be the case the couple must have first lived separately for at least two years.

• Double jeopardy: Not permitted

• Drinking age: 18

• Driving age: 16

• Education: School is compulsory for  all between the age of 4 and 18. There are a wide choice of educational options.

• Eminent domain: Only permitted with approval from a local magistrate.

THE MILITARY OF ZAMENHUF

The nations military is seen as a key part of the concept of armed neutrality policies the nation tries to follow. The Armed Forces are not particularly seen as a glamorous or fulfilling career within Zamenhuf and as such recruitment can often be difficult. This however has presented the nation with a chance to offer its military excellent pay and conditions in order to keep the members serving. This means that while the numbers in the armed forces are comparatively small compared to other nations the military are superbly trained and equipped.



ROYAL ZAMENHUF FLYING CORPS (RZFC)

Founded in 1923 when the nation merged the Royal Balloon Observation Corps, the Defence Force Aviation Wing and the Naval Observation Corps into a single entity. The RZFC has a reputation for being the highest funded branch of the military. This largely comes from the fact that its ranks are historically filled with the more well educated and often noble members of society. The high number of nobles to be found in this branch stems from the tradition of recruiting members of its parent organisations from cavalry units and a reimagining of the fighter pilot as the knight of old. The Air Force maintains a mainly defensive inventory with a significant airlift capability.

Founded in 1769 the Royal Naval Service. It has a reputation of being the branch of service that has seen the most action as it is utilised in heavy use for security operations and also in protecting shipping lanes. The Navy is traditionally the branch of service in which the members of royalty serve as it is the oldest of the services.
