Dirty Bomb Sends Fleet To Straits


"They attacked us for helping victims, now they are our enemies", Empress proclaims.

A so-called "dirty bomb" was detonated at the sight of the most successful blood drive in Rokkenjiman history, a bombing which has demanded a most certain reaction from the Imperial Rokkenjiman Navy in this expanding conflict. Both the Imperial Rokkenjiman Kyne Fleet and Home Fleet stated deployments, with the initial death toll hanging in the low hundreds. The Empress spoke to the nation stating every day life "continues as usual, but remain vigilant, report what is extraordinary to the authorities."The Matilda Straits represent a major trading route for Rokkenjima, aside from her ties to Rishiri.

"These terrorists have launched out without information as to our capabilities," a Rokkenjiman official said on record, "we'll see for each Rokkenjiman life lost a village of theirs is lost. We do not play with the lives of our citizens, and we do not negotiate with terrorists. We'll see them felled by our hands in the coming days wherever they should choose to hide. Nowhere on Mundus is safe for them."

Empress Addresses The Empire


"Violence has been brought to our shores and, once again, we must answer the call of the defense of not just the Empire, but of civilization itself."

Following the attack upon the heart of the Empire, Pyrettania, the Empress spoke to the nation this evening. Her remarks follow below in full.

"Fellow Rokkenjimans, Friends and Allies of the First Empire, honourable delegates from afar, I thank you for joining me here this evening.

Yesterday, during a time where people are commuting home from work to join their families at home, a dirty bomb was detonated at the Rosari Blood Bank of Pyrettania. In addition to the damage wrought by the release of nuclear materials we've also witnessed the collapse of the building which housed the blood bank. At this hour the whereabouts of family members of at least two dozen families are unaccounted for, however, first responders are doing their best to comb through the debris and this very much remains a rescue mission at this hour. Following meetings with Imperial High Command and the Imperial Naval Intelligence Service I have established a level of alert appropriate for the present threat potential though, at this time, we do not believe any further attacks are imminent. Rokkenjiman authorities have increased security throughout the Capitol and beyond, with increased security measures being employed to ensure the safety and security of our People.

In recent days we have witnessed attacks upon Daitō, Mersch and now, upon our own nation. We have faced retribution for the generosity and kindness we've shown to Daitō and Mersch, for our efforts to send to them much needed supplies and blood; our enemy has tried to make us afraid to show humanity in the face of inhumane cowardice. Yet blood donations have seen an increase since the strike in Pyrettania, monetary donations have picked up pace, and I've even been informed that a grandmother in Takara has sown blankets, clothing and other personal effects for dispersal to those foreign victims of the terrorist menace. I personally reached out to thank her and her response was so heart warming I have to share it with you all. She said to me:"

My dear, I have seen seven grandchildren through school, I've patched their clothes and mended all the damage they've done over the years, it's what I do. Those boys and girls abroad, they deserve some sort of normalcy through this, even if it's something as simple as a shirt, a pair of pants or a blanket to fall asleep under. I might not have an understanding of international politics or a bunch of money to send but I've a sowing machine, and I Know how to use it. I'll give them what I can so they don't have to be without, their world might be turned upside down right now but listen to me, if they have the basics covered it's one less thing they have to worry about. So we'll take care of them, just as we'd take care of our own, because when these [expletive deleted] [expletive deleted] [expletive deleted] throw us their best shot, it's never going to beat us. Excuse me your Highness, I've work to do.

"Her words stick with me, "we'll take care of them, just as we'd take care of our own," because that very sentiment is what separates us from the terrorists and it represents the spirit of Rokkenjima so very well. As I speak our brave women and men are headed to the Matildas to deliver our response to this attack upon our nation. Though I must disagree with the Rokkenjiman official who spoke to the RBC yesterday; we are not deploying to destroy villages for each of our lives lost, nor will we see felled any beyond those responsible for these attacks; I recognize their anger and pain, however, that is not how the Imperial Rokkenjiman Military conducts itself. Battleship Edward Truden, joined by the aircraft carrier Eleanor, spearhead our response to these attacks in addition to their supportive vessels and the Pods which lurk beneath the waves. The response they shall deliver will be deliberate and, in conjunction with the forces of the Empire, we will see that every individual responsible for these attacks upon our shores will not harm anyone ever again.

Failure is not an option here, just as every terrorist who has trained themselves against this First Empire have learned, you've only awoken a slumbering lion. Just as they lashed out against our People we will strike out against their leaders, just as they deployed their best shot against us, we'll prove our shots drive the final nail in their coffins. Today, this First Empire embarks on perhaps its highest calling, the extermination of terrorism wherever it may come from. We have been safe because, to date, our adversaries have been state actors, we can no longer take solace in that, nor may we ensure our security under an outmoded understanding. Our enemies lurk now in the shadows, striking at us without warning. Now, we shall strike at them without warning, and the scope of our firepower will crush them.

Today marks our fight against terrorism, and it's a fight we're joined in with our Daitōjin cousins, and countless nations across Mundus. We shall not yield, we shall not surrender, for the tomorrow they would lead us into is one where cowards dictate the course of human history. We will find you, we will destroy you, and we will defend the rights of our Peoples to live in freedom; freedom from wanton violence, freedom from fear, and freedom to live our lives as we see fit. You have accomplished only in securing the full force and might of the Imperial Rokkenjiman Armed Forces against you. Whereas before we provided the Daitōjin only with humanitarian aid, now we join the hunt. I look forward to accepting your surrender.

May the Seven Divine watch over us, may they keep our service members through each day, and may they see that you pay for the damages you've wrought upon civilization itself. Thank you."

Teikokutō Sweeps Elections As Centre Party Dwindles


Teikokutō has mounted a resounding return to power, amassing enough seats to govern nearly uncontested.

We begin our story tonight much as we did in January, with the Party of Hartnell. In a reversal of fortunes from its performance in the January elections the Centre Party has receded, shrinking from 423 seats in the Commons and just two seats in the House of Councillors. The biggest winner of the night, Teikokutō, won a majority of the House of Commons with 427 seats and a respectable showing in the House of Councillors at 30 seats. The Socialist Party, which aligned itself with Teikokutō against the Government of Ofdensen, likewise saw increases in both Houses; 203 seats from 82 and 25 seats from 13 seats, respectively. The Green Party also saw gains at the expense of the Centre Party in both Houses, largely in part due to their distancing from the Centre Party in the wake of the Ofdensen Plot.

Katsuhiko Sugano shall serve as the Speaker of the Councillors as further work is required by the Imperial Government, rendering the governmental situation as that which existed prior to the election of Mr. Ofdensen. However, the Empress has promised elections for a new Premier by September the First. Speaking with the RBC Katsuhiko Sugano thanked the supporters of his Party for "a strong showing, and for working together to ensure our country is firmly within our hands. I look forward to working with Her Imperial Majesty in addressing the shortcomings of our elected government which were exploited by Mr. Ofdensen, and to lending the full weight of Teikokutō to the execution of her agenda and vision for the First Empire and her People. I also look forward to working with the Socialist Party in the House of Councillors, taking advantage of the deep working relationship we established during the Ofdensen days to advance legislation which best serves the People of this First Empire."

The Empress is expected to meet with Katsuhiko Sugano in the coming hours to determine what the Imperial Palace is calling "a joint path forward between Chrysanthemum Throne and the elected government. Her Imperial Highness looks forward to working with the new Government for the benefit of the Rokkenjiman People."

Imperial Diet Upholds Imperial Ordinances of the Empress


The Imperial Diet has upheld the Imperial Ordinances issued by the Empress during the Ofdensen Crisis.

One of the first actions of the Imperial Diet was to uphold the Imperial Ordinances issued by Chrysanthemum Throne in the aftermath of the Ofdensen Crisis. Speaking with the RBC Katsuhiko Sugano, Speaker of the Councillors, said that "the actions of the Empress, in the opinion of the Imperial Diet, were in the best interests of the safety and security of the First Empire and her People. As such, the Imperial Diet has voted in approval of the actions undertaken by the Empress and those actions shall stand with full legal backing. A team led by myself and ranking members from both Houses of the Diet shall meet with the Empress as we prepare for the reintroduction of the position of Premier, an election which is slated to occur by September 1st of this year, while we ensure that the mechanisms which were exploited by Mr. Ofdensen are sealed off from further exploitation. This has been a long process but it's one which is working, and I thank and appreciate the trust shown in us by the People of Rokkenjima as that process continues. We all must maintain faith in the process, as to rush it would invite our Empire further risk and the potential for ruin, something I feel none of us desires."

The Speaker also stated that his meeting with the Empress was "productive, and lays before us a roadmap that I think serves the best interests of both Rokkenjiman security and democracy. We've a long road ahead of us, but it's one I have absolute faith in accomplishing the goals of the Empress to reinvigorate the spirit of Rokkenjiman Democracy, not just for her generation but both those which follow and those which preceded hers. We've realigned the rails, so to say, and we both have the same goal in mind: increased representation in the Imperial Government and a greater sharing of power between Chrysanthemum Throne and the Premier; noted goals of the Saisei Empress. We're on the right path and, so long as we maintain faith in the process, I am confident we will get there."

INIS Foils Assassination; First Strikes Recorded In Enemy Territory


Tamaki Kado, Director of the Imperial Naval Intelligence Service, revealed the brazen plot to the public.

In a shocking revelation Tamaki Kado, Director of the Imperial Naval Intelligence Service (INIS) revealed a foiled plot within Daito which involved "a number of Rokkenjimans working at the behest of the PAFK to stage an attack upon the Daitojin Empire; in effect, utilizing the failed playbook of Charles Ofdensen to see cousins killing cousins. We foiled this plot and detained those involved and are investigating the links between them and the PAFK to their fullest extent." A Minister of the Daitojin Government was selected for assassination, however the INIS discovered the plot and alerted its Daitjin counterparts who successfully rendered the attack inert.

"If you're aligned with the terrorists I promise, we will kill you," he said in remarks to the Press. "If you're aligned with our enemies, we will kill you. If you're aligned against our Empress, again, we will see you die. Choose life over death."

Imperial Liaison For Foreign Affairs Speaks On Troyes


"Troyes must be returned to Marseilles, there is no other path forward. Seaforth must go."

Gregory McKenna, Imperial Liaison for Foreign Affairs, spoke with the RBC on the issue of Troyes in a candid sit-down with the RBC. Nephew of James McKenna, Duke of Caledonia, Chancellor and head of the Royal Council of Seaforth, many had questioned what the Rokkenjiman response would be to calls for Seaforth to vacate its occupation of Troyes. "There is no question in my mind," McKenna said to the RBC, "a continued Seaforthian presence in Troyes has long outlived its welcome and Troyes must be returned to Marseilles and finally answer the call President Papin made in January of 2017 for all CTOMM forces to withdraw from the nation. Regardless of Seaforth's incorporation of Troyes, a decision the Imperial Government does not recognize as holding any legal basis, Troyes must be returned to Marseilles. There is, quite simply, no other path forward. Seaforth must go."

The remarks follow calls from Empress Serena for a return of Troyes to Marseilles, calls that were met with opposition from King Aldwin VI who urged the Empress to essentially cool her tone. "The First Empire has had its own hand in Marseilles, and it is not a record we should be taking pride in. However, we are proud to lend our support to the efforts of Empress Serena in righting a wrong which sees a continued Seaforthian presence in our region and the deprivation of the right of self-determination of the Peoples of both Troyes and Marseilles which is represented in the Seaforthian incorporation of Troyes. Let me be clear in no uncertain terms: Troyes is sovereign Marseilles territory; regardless of whatever mechanism Seaforth has employed it shall never be Seaforthian soil. It has to be returned, and Seaforth must take measures to ensure that Troyes is left in a good position following their departure. This little experiment in Seaforthian imperialism half-way across the world must be brought to a close."

While we spoke in the Imperial Palace the Empress joined us for a few moments where she echoed the remarks of the future Vicegerent. "A good few Rokkenjiman Empress' made the wrong calls on Marseilles, making promises only to break them. Today, I make a promise that will be kept: we will see Troyes returned to Marseilles. Rokkenjima has always stood for the right of all Peoples to self-determination, today that struggle is before the People of Troyes. Through Imperial Decree I am proud to join Empress Serena in offering fishermen from Troyes tariff-free access to Rokkenjiman ports, expanding their markets and further lifting the shackles imposed upon them. I, and every Rokkenjiman, stand with the People of Troyes in their march for freedom, as should all free Peoples of Mundus. King Andrew, I implore you to make the right decisions and take your forces home; do the right thing and return Troyes to Marseilles in a graceful exit from Albion."

The Empress also noted her interest in taking part of one of the tours at St. Johns Fort. "History is, often, written by the so-called "victors" and I am proud to see the People take that power back. I would certainly be interested in such an experience to see what they see, empathize with their struggle, and perhaps see what help the Rokkenjiman People can offer. We didn't get it right before, and I'd be happy to start getting it right and see that our neighbours across the Strait have the same rights all Peoples are entitled to: the right to live free of occupation foremost at this moment."

Empress Remarks On Lakhzov Election


"As always Rokkenjima will stand beside the Lakhzov Republic, represented and respected through the Pyrettania-Nakim Accord."

With the defeat of President Kadassa, representing the closing chapter of 36 years of his reign over the Republic, Empress Sutāraito conveyed the "utmost respect of the First Empire and our well-wishes in the demonstration of the democratic will of the Lakhzov People. As always Rokkenjima will stand beside the Lakhzov Republic, represented and respected through the Pyrettania-Nakim Accord. This Treaty, one of Friendship, Cooperation and Security, has served the interests of our Peoples well for many years and stands as a testament to the friendship which exists between our Peoples. I look forward to meeting with President Tesan Ciknije in the coming days as we have much to discuss."

The Empress continued, "That there is some idea that Lakhzovia is subservient to Rokkenjima indicates a problem, perhaps a misunderstanding, and it's certainly one I look forward to clearing up swiftly. Rokkenjima does not desire a Lakhzovia which is seen as a subordinate or a "junior partner" so to say; as always, Rokkenjima views its treatied partners as equal partners. Pyrettania-Nakim is not a Treaty of dominance over Lakhzovia but one which establishes a partnership and a shared foundation of friendship between equal states for our Peoples to work from. During our meeting President Tesan Ciknije and I shall discuss areas of concern which may exist and chart a path forward, together, in the spirit of our friendship and partnership. I am confident that the incoming Government will remember Rokkenjima's support and recognition of Lakhzoviaas the principle power in the Peniche Bay as well as our support for Lakhzovia through multiple issues and crises over the years."

"Our relationship is not based upon one man or one Empress, and I feel as though the relationship shared between former President Kadassa and my mother, the Saisei Empress, has in some ways cast a shadow over the Rokkenjiman-Lakhzov relationship. Lakhzovia has a new President and Rokkenjima has a new Empress, it's time the two of us had a chance to sit down and discuss the future together and ensure that our nations continue to work toward a shared future of security, prosperity and harmony. It is my hopes that President Tesan Ciknije shall join present discussions at the Imperial Palace where I am hosting a housewarming of sorts, an invitation which was unfortunately ignored by his predecessor, and we may together tackle what I feel are shared concerns and desires to see a vibrant and healthy relationship between the First Empire and the Republic."

In addition to the remarks of the Empress Rokkenjiman investors have assumed a markedly cautious attitude towards Lakhzovia, with some cutting back on planned investments into the Lakhzov market until some semblance of certainty can be ascertained. Abstergo Industries, which had been considering Lakhzovia as a candidate nation for its Alba Karinya-Cotf Aranye headquarters, has stated that "until stability is assured any interest of Abstergo must be placed on hold, as we would not wish to invest deeply in an uncertain future." Furthermore, the Imperial Sovereign Fund has suspended Lakhzovian-focused initiatives and has instead chosen opportunities in Seaforth "until certain concerns are quelled in regards to the new Lakhzov Administration."

Meanwhile IRN Alexander Vaughan, a Reverence Class Battleship which was to make a port of call in Lakhzovia, diverted course and will instead be docking in Seaforth amid tensions in Albion regarding the City of Troyes. The Imperial Rokkenjiman Navy stated "the election results and the following statements had no impact on the change of destination for Alexander Vaughan." Still, some are speculating that the IRN is seeking to smooth ties with the Seaforthian Royal Navy, which it has traditionally held a strong working relationship with, over the Lakhzov Navy which outsiders are speculating is being seen as "increasingly unreliable" following recent developments. The IRN declined a request for comment over the issue, referring the RBC to its previously released statement on the matter.

Empress Saisei Departs On Maiden Voyage


Blue Star Line's answer to Queen Mary 2, the Empress Saisei, has departed Shachi, Estvua Prefecture for Nagato.

In one of the most storied of launches for a Blue Star Lines vessel since the days of IMS Olympic the Empress Saisei departed Shachi, Estvua Prefecture, on her maiden voyage. Blue Star Lines, working with both Dartfordian and Daitōjin officials, sees a route which departs Rokkenjima, stops at Nagato, and continues to Arendelle, Kingdom of Dartfordia. In a tradition which has taken place since the days of Dartfordia's membership in the Cross-Straits Treaty Organization Empress Saisei will pay homage to Queen Elizabeth 2 before docking in the Dartfordian city where she will take on Dartfordian passengers destined for Nagato and Shachi. Blue Star Lines reported that, at time of press, Empress Saisei was "making steam" (RBC note: while Empress Saisei houses a diesel-electric power plant Blue Star Lines have retained a traditional manner of speaking in regards to their ocean liners) "toward Nagato at 30.7 knots, enjoying calm and tranquil seas in the Dauntel."

Although her entrance into service was delayed her maiden voyage marks the departure of the largest ocean liner in the world, a title held by the Kingdom of Dartfordia since the entrance of Cunard's Queen Mary 2 into service. "Our competition is healthy," a spokesperson from Blue Star Lines shared with the RBC, "and we'll see what Empress Saisei's sister brings to the table upon her construction. Today, Blue Star Lines has set the longest and largest ocean liner into service, and we'll be pleased to hold that crown until Cunard, or Saisei's successor, innovates even further which would see us retain that crown."

Joining Empress Saisei on the Shachi-Nagato-Arendelle route as her running mate is the famed Rokkenjiman liner, IMS United States. Though built with different philosophies in mind Blue Star Lines stated they "could not think of a better running mate for Empress Saisei; her career is just beginning and United States is a historic vessel which holds records she dutifully earned plying the seas. While United States is a destination in herself her focus has always been speed, whilst Empress Saisei has focused on returning a level of luxury not seen since the days of the joint Rokkenjiman-Dartfordian Olympic class vessels. Many will note that two of Empress Saisei's funnels are redundant; that is on purpose though. She hearkens back to the days of great liners such as Olympic, Queen Mary, and Queen Elizabeth 2 were still leaving their impressions, while making her own debut with the class and distinction often reserved for a monarch in her own right. We look forward to the memories we'll create, together with our passengers, upon Empress Saisei."

Olympic Work Update: 75% Of The Way There Says Rosa Shipyards

Blue Star Lines has announced that since her return from Daitō IMS Olympic has received "upwards of 75% of the necessary work to see her return to the seas in a service-ready fashion." While Olympic will not be returning to regular liner service the Empress has allowed for a series of regulatory exemptions to allow her to be restored to a period accurate state of condition allowing for her to sail under her own power. This has necessitated training those in Rosa Shipyards on the maintenance of the systems used in 1910, with great care and attention being paid to her boilers and engines. In addition to the exemptions granted to her power system she will be accompanied by modern Rokkenjiman ships to ensure that waste from Olympic are disposed of by modern standards as she transits from Rokkenjiman ports to international ports, such as those in the Kingdom of Dartfordia where many hold a fascination of her similarities to her Darfrodian sister, RMS Titanic, which struck an iceberg and sank with a tragic loss of life.

"In her time of captivity she was, relatively, well taken care of," a spokesperson for BSL shared with the RBC. "We've been working with Abstergo Industries on a variety of technologies to ensure that Olympic is operational on a clean coal basis without altering the ship as much as possible. Utilizing space in the fourth funnel, traditionally used for ventilation, Abstergo devised a series of technologies designed to lessen the impacts of operating Olympic under her designed fuel. While we cannot entirely mitigate the effects of burning coal our efforts have led to a 93% reduction in the environmental impacts of utilizing coal to power an ocean liner, which makes the project to keep Olympic as true to her time as possible within realistic expectations. As she will not be running a full liner service and will only operate under her power for special occasions we have parnered with various environmental organizations to see that such emissions are countered by investments in planting trees, carbon sequestration and other greenhouse warming mitigation efforts," the spokesperson continued.

IMS Olympic is scheduled to make her first trip under her own power to Arendelle, Dartfordia early next year.

Rokkenjiman Astronaut Fairuza Kuto captured NS-2013, known to Rokkenjimans as the "Eye of Islyna" as it makes its decennial passage by Mundus. Speaking from the Caelestis Curia Grand Maester Yuna, the Most Humble of Islyna, said that the regular passings of the comet are "a reminder to Rokkenjimans, and Rosari Faithful throughout Mundus, that the All-Mother has not forgotten us, that she is watching over us and the Empire. That it has come so early in the reign of Empress Sutāraito I believe that the All-Mother is conferring her blessings upon the young Empress, renewing the promise between the All-Mother and her descendants which has guided the First Empire from its earliest days. The year ahead, indeed the decade ahead, has been given her blessings and I should expect us to see prosperity and peace follow its wake."

Rokkenjimans and Rosari Faithful across Mundus marked the passing of the Eye of Islyna with various feasts and celebrations, although some commemorated the passing more solemnly in the shadow of the terrorist attack in Pyrettania, holding vigils in remembrance of those who perished in the attack. "Islyna's also reminding us that she's here, protecting our nation while making it visible to our enemies that retribution and justice will always defeat the cowardice of terrorism," one Rosari Faithful said from Jenka-Jenkinson. "We celebrate its return, but we're also still in a time of mourning and so some of us have elected to forgo the usual celebrations and instead make time for a period of reflection, remembering the lost, and making sure such an attack is not possible in the future."

Fireworks illuminated parts of the Rokkenjima Sea while the Grand Maester noted much of her day had been "spent in prayer and communion with the Seven Divine as the First Empire navigates this period of history." She prayed for Islyna to "confer her knowledge and guidance to the Empress, to watch over Rokkenjima and her allies, and to help the Empress work toward ensuring an era of peace and stability. May this period of military conflict, necessary to be certain, be short and definite in a victory for Rokkenjima and all free Peoples of Mundus. If the enemies of peace cannot be reasoned with, we must do what is necessary to bring the threat they pose to a most certain end."

For her part the Empress marked the passing aboard the Austrana in the company of the Earl of Eastwood where they watched the fireworks display and took pictures of the Eye of Islyna. "Not only are we marking this passing together, but I invited those of the Arovium Provincial Orphanage to join us aboard the Austrana to mark the occasion. I'm pleased to say that the Imperial Palace has worked with the Orphanage to see that each child who lives there receives an "Imperial Visionary" scholarship, which will grant them a full four years at Rokkenjima's finest universities as well as universities in our allies and friends abroad. Just as Islyna watches over us, I feel a special responsibility to those who have the least in this world. To those in Rokkenjima and abroad in difficult straits, you'll always have a friend in me. I care not your station in this world, my lines of communication will always be open to you and I promise, I'll do what I can to help. We're all in this together, and if I can't use my advantages to the benefit of those with little or nothing, well, I wouldn't want the Throne any longer."

Jacob Reid Elected First Minister Of Rishiri


Jacob Reid, former Lord Protector of the Elpidian Federation, has been elected First Minister of the Rishiri Imperial Overseas Dependency.

Following the revelations that Ms. Marino was in fact Princess Kyōko the Rishiri Imperial Overseas Dependency has held elections to announce her permanent successor following the stewardship of the caretaker government. With an overwhelming 89% of the vote Jacob Reid, former Lord Protector of the Elpidian Federation, won the election, with much of his support coming from the city of Elpidiana. Speaking with the RBC Mr. Reid said he was "pleasantly surprised" by the results of the election and promised "to rule with the interests of Rishiri at the front of my mind and to serve Rishiri with the care and attention I showed in my tenure as Lord Protector of the Federation. Rishiri is home to the largest population of Elpidians anywhere in Mundus following the fall of the Federation, so my duties impart a great responsibility on my part to see that their interests are properly represented. We're fortunate that the First Empire has granted great autonomy to Rishiri, to see to our own affairs and even engage in international diplomacy at our leisure, apart from the First Empire as well. While we may be small in numbers the Federation lives on through each of us, and I think in that vein we can't say that the Federation ever fell, but merely evolved into something new."

When asked what his first priorities were the First Minister answered confidently. "We're rather lonely up here in the Illumic, so I'll be looking to build links with the Illumic Council as well as working toward increased relations with our Cotf Aranye neighbours. There's a new rail initiative and I'd love to see an underseas tunnel which connects Rishiri to the mainland and increases our opportunities for trade and transit. I also feel we can do more to forward our economic interests, expand registration with foreign ships under the Rishiri flag, and utilize our position to increase our economic base and bring yet greater prosperity to the People of Rishiri. I know the history of Rishiri has been controversial, yet I also know what we have to offer to the region and hope they'll meet with us as equal natives of the Illumic and Cotf Aranye, because in truth we are natives here. While we're thankful that Rokkenjima has given us an opportunity to continue to exist, we need to take advantage of the autonomy that Chrysanthemum Crown has granted us to ensure that Rishirian interests are pursued first, and that our status as a group of people distinct from the broader Empire is known to our neighbours."

"We're not an outpost for Rokkenjiman interests in the Illumic," he continued, "we just want to be welcomed and join our regional neighbours in pursing the interests that impact all of us on a daily basis. If he's willing I would like to host King David so we may discuss a path forward in those interests and see Rishiri make connections with those in our region, enhance co-regional prosperity and see Rishiri further integrated into the region. I know the road ahead is long there, but let's get the process started, yes?"

United States Ends 2023 Routes, Begins Preparations For Tour


The United States has ended its regular routes for the remainder of 2023 and will be used by the Empress for a "tour of goodwill." She is pictured above approaching Oceania Shipyards for routine maintenance in preparation for the tour.

The United States has entered Rosa Shipyards where she will undertake routine maintenance after ending a "successful 2023 service." The storied Rokkenjiman liner which was built during a period of time in which the Federal Republic adopted the name "United States of Rokkenjima" saw a short service life of just seventeen years before being removed and left to rust for decades in a dock in Ashinxao. It was then, in the year 2014, that the Saisei Empress personally oversaw her restoration, not to serve as a museum or seaside attraction, but to once again ply the high seas of Mundus. On July 10th, the date of her return, the Empress Emerita shared the following with the RBC:

"I'm pleased to see that the day has come for the United States to make her triumphant return to service! After a long and expensive process of reconstruction, along with some tender love and care, the United States has been granted the new lease on life she so certainly deserves. I've been personally involved in her revitalization from day one, often stopping by Oceania Shipyards several times a week to view her progress. Thus it's especially exciting and rewarding to be aboard her for her maiden voyage to a foreign port for the first time in over forty years, and I look forward to her re-establishing the bar for oceanic travel!"

United States was built in 1952 for Rokkenjiman Federal Lines in a venture partially funded by the Republican government, with her design allowing for conversion to a troop carrier should the need ever present itself. She was withdrawn from service in 1969, after which she passed through the hands of many owners before finally being docked in Ashinxao in 1996. Her interiors have been restored to their former midcentury glory, as well as conversion work on her engines to allow for more sustainable fueling options for the vessel. Refit efforts, funded by the Saisei Empress, cost some र250m ($462.5m) and, upon her return to service, the Empress Emerita would meet her upon each return to Ashinxao (in a fashion similar to her designer) and still calls her whilst out to sea to check on her performance and mechanics. Designed with a naval-grade hull, she benefited from over-engineering to survive long enough to be saved by the Saisei Empress some 45 years after her removal from service. Indeed, the United States became just as much a passion for the Empress as she was for her designer, naval architect William Francis Gibbs.

During her extensive refit a suite was installed for the personal use of the Empress along with adjoining portions of the ship being reserved for the utilization of the Imperial Government. "She's been "chartered" by the Imperial Government a few times in the past, and her refit was conducted with the idea that would occur from time to time," a spokesperson for Blue Star Lines shared with the RBC. "As the Saisei Empress funded her refit and then sold it to Blue Star Lines for र1, the United States has always been at the disposal of the Empress should she require the additional space and, indeed, remarkable speed of the United States. We know that she'll be in good hands with the current Empress and are proud to be of service to the First Empire. The commissioning of Saisei Empress came at a fortunate time so we would not have to shuffle another liner to cover the remainder of United States service this year."

Whilst the Austrana is as always available the Empress wished for "a speedy arrival between destinations" and thus requested the United States for her Tour of Good Will. While her official top speed has yet to be revealed by the Imperial Government (although some estimate it to be 42 knots) officially the liner has recorded speeds of upwards of 40 knots (46mph/74.08kmh). "I hope to see those who couldn't join me for the housewarming at the Imperial Palace, friends both new and old, and ensure that the relationships Rokkenjima builds under my reign aren't chained by the past. Let's talk and build links to the future," she shared with the RBC.

United States Lets Her Legs Stretch


In a maneuver usually seen by IRN vessels United States executes a high-speed turn in testing prior to her service to the Empress.

As the United States is serviced for her service in the name of Her Imperial Majesty she was subjected to a new round of sea trials. Utilizing the full horsepower of her naval-grade power plant, the largest ever installed in a passenger liner, the United States executed a maneuver most often seen by Rokkenjiman and foreign aircraft carriers during sea trials, highlighting that she was not only designed to be the fastest ocean liner but also one which could be converted from a luxury ocean liner into a ship capable of transporting 14,000 troops over 10,000 miles without the need for refueling. Her top speed, which remains classified, is generated by tandem four and five bladed propellers which were designed and fitted under the strictest of scrutiny to avoid detection by the Tytorians and other adversaries of the Federal Republic. Her high temperature, high pressure dual engine rooms likewise remain behind a shroud of secrecy with no official specifications available to the public. Indeed, even during her refit undertaken by the Saisei Empress whilst other areas of the ship were photographed and made available to the general public no images from her engine room have been released to date.

Thanks to the innovation involved in her design her internal compartmentation would have seen the United States survive the collision which sunk the Dartfordian liner Titanic. Her designer took pride in the fact that "you can't set her on fire, you can't sink her, and you can't catch her." In a remarkable demonstration a cabin aboard the ship was set alight and, whilst the effects of the passengers were torched such as clothing, the drapery of the cabin remained after the fires had subsided. To save weight the United States utilized an innovative process to fuse her all-aluminum superstructure with her battleship-grade, two inch thick steel hull. The use of aluminum in the design of the United States was unprecedented in any structure until the construction of the Decapolis Twin Towers in the Kingdom of Tytor. Her lifeboats, also the first to be made of aluminum, are also fully fireproof.

Utilizing just two-thirds of her power she smashed the Trans-Kyne speed record in both directions on her maiden voyage making steam for 35.59kn (65.91 km/h; 40.96 mph), shaving ten hours from the time it took the previous holder of the Blue Riband, the Dartfordian liner Queen Mary to make the same voyage. "While she was constructed in the darkest days of Rokkenjima it was still Rokkenjiman engineers who built her," the Saisei Empress shared with the RBC via video communications. "Saving her from the scrap heap remains one of my proudest moments, and I still call in to check on her when she's out to sea. I do miss greeting her upon her returns to Ashinxao, but I'm beyond happy that my daughter will be safe and comfortable as she conducts her duties on behalf of the Rokkenjiman People on her tour of good-will. Rest assured, I'll be checking in on both of my daughters regularly as that unfolds."

Oceania Shipyards expects to hand United States over to the Imperial Government following additional work to ensure that various government officials, such as the Vicegerent, Imperial Liaison for Foreign Affairs, military and intelligence officials and certain members of the Imperial Diet and Cabinet are best positioned to join the Empress on her tour.

Empress Declares Azukishima Name Of Equal Standing


The Empress has formally proclaimed that Azukishima, the original name of the Empire, would be known as a name of equal standing moving forward.

In a move expected for some time the Empress has declared that Azukishima, the name of the Empire prior to the Federal Republic, is to be "a name of equal standing for the Empire. The Republicans felt they had to use a different name for our land, perhaps in an effort to solidify that the Empire of old was dead in the minds of our People, yet as we've seen their attempts in that pursuit failed. Even while recognizing that Rokkenjima is not the original name of our Empire, globally we are known as Rokkenjima. Thus I am directing the Imperial Government to use the name "Azukishima" internally and in texts released upon the international stage in the Azukishiman language, whilst maintaining "Rokkenjima" in our diplomatic affairs and texts released in English. This means, at times, we may see declarations and documents which refer to Rokkenjima as the "Empire of Azukishima" where appropriate. I will be providing information to our allies, friends and international partners to assure that this measure does not lead to confusion or unnecessary difficulty moving forward."

In light of the decision of the Empress some have questioned whether the RBC will adopt an Azukishiman name. While this was a topic of great debate within the RBC we have elected to remain the RBC as it is a brand which is well known within, and outside, the borders of the Empire. With the adoption of Azukishima as a name of equal standing Rokkenjimans may elect to identify primarily as Azukishiman, and the means to do so on official documents and forms of identification will be made available at the beginning of the new year. The Imperial Bank has stated that it will maintain its present name and that the Ducat will continue to be named the Rokkenjiman Ducat given its prevalence in foreign markets. "We do not feel that rocking the boat, so to say, would benefit either the Rokkenjiman People, her economy, or standing in foreign markets," a spokesperson for the Bank shared with the RBC.

The Empress also faced questions over the situation with Lakhzovia, with some concerned that the timing of her decision could have an impact on Rokkenjiman operations against the PAFK. "Rokkenjima is working with a concert of nations to address the threat which terrorism has brought to our shores. It was terrorism which sought to damage Azukishima-Ashinxao Nuclear Power Station and put the lives and ecological safety of millions at risk. It was terrorism which saw the Rokkenjiman Embassy viciously attacked in Nakim, and it was terrorism which saw cowards detonate a dirty bomb in the heart of Azukishima. It is beneath the station of the Empress, indeed beneath the station of this Empire, to place the positioning of military assets or the trading of resources above the values we so loudly espouse. My predecessors, for whatever reason, never adequately addressed the attacks upon our energy infrastructure and seemingly forgot the Nakim Embassy Siege in what I can only hope was a bout of collective amnesia. Rokkenjima will continue to work with her allies, those who have provided intelligence and support in our darkest of days, and trust their word instead of bull-headedly casting aside everything important in the pursuit of irrelevant gains. We remain a friend to the People of Lakhzovia, nothing there has changed, yet we cannot sit idly by while those who had a hand in attacks upon our Empire now control the levers of power in Nakim. It would have been a dereliction of my duty as Empress had I not taken the actions that I did, and I am confident that my actions have in no way hampered our position in responding to the actions of the PAFK against the Empire and the Rokkenjiman People."

"While we are on the topic, I must grant my thanks to the Empire of Daitō who, just as we do, sees what is before all of us. Imposing sanctions is never a decision which is taken lightly, and as I am sure they will come under fire from Nakim I promise the Emperor and People of Daitō that we shall stand side-by-side, shoulder-to-shoulder, and prove the worth of the treaty our Nations and Peoples now share. Indeed, the world we share is ablaze, with threats ranging from terrorism to the plight of the enslaved, and while I believe many had hoped to see our two Empires divided in these days, instead we have resolved to show them what is possible through our cooperation. It is no accident that our region of Ardia has known peace, prosperity and plenty aside from the aberration in these recent years and I am only confident that position shall grow stronger as Pyrettania and Shinkyō stand together, rather than in opposition. With our joint blood being spilled there is not just the Aittsu and the Kojō, in that blood spilled on our shores what remains at the end of the day is only Ōnishi, and I pray our Okhoku brothers and sisters do not see the horrors unleashed on our shores."

Flight of Rokkenjiman Capital And People From Mktvartelo


Following a statement from Grand Maester Yuna Rokkenjimans and other Rosari Faithful are seeking flights out of Mktvartvelo

Airports across Mktvartvelo were abuzz with activity as Rosari Faithful heeded the words of Grand Maester Yuna and booked flights to the Empire Proper or the Imperial Rishiri Overseas Dependancy. One individual, who identified herself as Shimamoto, said "When the Grand Maester is concerned for our safety, we listen. Today it's the Tytorian Reformed Church, tomorrow, it could be us. We're transferring all of our financial assets to those held in Rokkenjima as well, as I've heard many of my neighbours are doing as well, and we'll find a new life in the motherland. Islyna always has a way of beckoning us back home, and today sealed the deal for my family." Reports of flight from Mktvartvelo, both in terms of presence and capital, are rising even ahead of a formal statement from the Empress on the matter. Rokkenjimas have invested in the economy of Mktvartvelo since their arrival and are now seeking "safe haven" investments to replace them moving forward.

"Like the lass before me, I'm insulating myself from the Mktvartvelolian market," one investor shared with the RBC. "Sure I've made investments there but now, no question, I'm looking elsewhere as they've become a decidedly less valuable market," he continued. "You can try to regulate faith, you can try to prescribe something for your society to follow but, at the end of the day, I'm looking for something stable and will not invest in an economy that tries to regulate God or the Gods in this case. I, and many others in my circle, are pulling out before things really nosedive, especially as the Grand Maester suggested the Empress take further action against Mktvartvelo. Their economy is a deadzone to Rokkenjiman investors."

IRN Sterlet Ordered To Matildas


The Sturgeon Class LPD represents perhaps one of the most versatile vessels in the IRN, carrying with it a landing force of 66 officers and 633 enlisted troops.

As the First Empire continues its response to a terrorist attack in the heart of the Empire the Imperial Rokkenjiman Navy has ordered IRN Sterlet to the Matildas, enhancing the capabilities of the Rokkenjiman vessels already present while carrying aboard her a landing force just shy of 700 (including commanders and enlisted troops). The First Empire has maintained a position that "an end to the threat posed to the First Empire and our international friends, partners and allies is the only ending acceptable to the First Empire following the cowardly attack in Pyrettania" with some speculating that Rokkenjiman efforts will extend beyond naval firepower, including elements of ground operations in support of allied operations. Sterlet is set to join Edward Truden and her associated battle group and Kitsune and her associated carrier battle group in delivering the Rokkenjiman response to the attack. Rokkenjiman servicemembers serving in the Matildas were reportedly served an assortment of beef, shrimp, scallops, lobster, chicken, vegetables in addition to sushi for dinner according to anonymous reports to the RBC which, while not always, often comes before potentially frustrating news for the crews of IRN vessels.

Whilst social media has been abuzz with speculation, to date, the only Rokkenjiman actions have been a so-called "proportional response" which saw Rokkenjiman forces strike against bridges, an electric plant, and an airport in the now beseiged nation of Kalasin. The expected second push of Rokkenjiman forces in the area have many expecting that "proportion" will be removed from the equation to be replaced with "disarmament." "We all saw the scenes in Pyrettania, of the collapse of that building, and of the suffering and chaos which followed too. I pray for our forces, for them to ensure that what happened just a few short months ago, can never happen again, not on Rokkenjiman soil," one anonymous insider shared with the RBC. "We must remove from them the capacity to bring human suffering to foreign shores once and for all."

Viceregent Emerson Ravenswood addresses a joint session of the Diet

Viceregent Emerson Ravenswood has addressed a special joint session of the Imperial Diet in which he introduced a proposed new Constitution for the First Empire, the proposal which has reportedly been many months in the planning and drafting is expected to be debated on for some time over the coming days and weeks after which it will be followed by a vote that must secure a two thirds majority in order to become the new Constitution, the proposed Constitution can be found in full on our website. The Viceregents statement in full is below.

"Mr Speaker, members of the Diet. One will corrupt, two will divide, three will balance to fans of the Lord of the Rings television series Rings of Power those words will be recognised as referencing the power of the three Elven rings and the settlement thereof, however it's also a true phrase when we apply it to the power of governing. Conventionally we talk of three pillars, the executive, the legislative and the judiciary and how the power to govern is vested in each of these pillars to ensure a strong and capable democracy. The legislative makes the law, the executive enacts the law and the judiciary enforces and applies the law. I think we're all familiar with the understanding of separation of powers. Mr Speaker what brings me here today is introducing a Biill that technically will go down as the first attempt to amend the Rokkenjiman Constitution, however as members will note from the papers provided this is closer to a substantive rewrite than a simple amendment. It is a matter of great consequence for this nation and I don't think anyone is expecting this to be passed quickly, I'd like to extend my thanks to my sister Jacinta Ravenswood for agreeing to help me out today and to the experts who've helped draft and prepare the document you have before you. I should probably explain how we intend to proceed today, I am in this statement formally introducing the legislation for your consideration, after I've concluded my statement there will be an adjournment following which members of the Diet will gather in their respective chambers, where debate will begin, I will be answering questions in the House of Commons and Jacinta will be answering questions in the House of Councillors.

Let's begin with the obvious question - why does Rokkenjima need a new Constitution? The answer is simple, because the current one does not work, it's not fit for purpose, it lacks in key areas specifically checks and balances not to mention accountability but it's main failing is that it can't decide what type of nation it's for. On paper the current Constitution would suggest that Rokkenjima is a Parliamentary democracy, not too dissimilar from Tytor and Achkaerin in that respect, but reality suggests something else entirely we've all seen it in recent years the Empress has held control of policy, Imperial Councillors given greater authority than elected Ministers and all of that with no consequences for the Empress and no recourse for the members of the Diet, that isn't a democracy. If the Constitution delivered the democracy it says then the elected would hold the authority, the Premier whether it be Hartnell, Taylor, Faust, Abe, Koizumi or even Ofdensen would have had control of government policy as befits an elected head of government yet not one of those six did. This represents the great identity crisis of the Rokkenjiman Government, it can't function as written on the paper. What is before you addresses the primary failings of the current Constitution, it balances the authority out among the branches of government, it establishes that checks and balances exist and it rights wrongs that were done the first time around. The model proposed to you resembles a Presidential model to all intents and purposes the Monarch fulfills the role of President, the Imperial Council fills the role of cabinet, the Diet retains the legislature role and of course the courts retain their position. Executive, legislative, judicial - the three pillars all represented and all with equal weight.

So to the changes between what you know and what you have before you today. The first thing to note is that chapter one has be renamed from the Empress to the Crown, this has been done for a few reasons the most glaring of which is that currently if anything were to happen to Empress Sutaraito and then Crown Princess Shizukesa, by which I mean both were rendered unable to perform the duties of the Empress then the Rokkenjiman throne would pass to the other blood sister of the Crown Princess and Saisei Empress, Empress Serenity of Achkaerin by blood relation she currently sits second in line to the Rokkenjiman throne and while she would undoubtedly bring all her excellent qualities and experience to the role in such an event, it would only happen by the folly of the current Constitution. Several years ago the Emperor Emerita Alexander Anselmo stood here infront of a joint session of the Diet and declared that his son was dead, he didn't mean biologically but constitutionally, the Rokkenjiman throne passes along the female line at present therefore Prince Lucius cannot inherit the throne, likewise if Empress Sutaraito were to have a son he would not be able to inherit the throne. Without a female descendant the family branch that should be the safeguard is in fact closer than it ever should be. This proposed Constitution calls on you, the members of the Diet, to fulfil the words of the Saisei Empress, to extend full equality to the Chrysanthemum Throne and to ensure that on the occasion of his sixteenth birthday that Lucius Anselmo is named Crown Prince of Rokkenjima.

Staying with the Crown further changes of note are firstly the removal of the current article three which states 'The Empress is sacred and inviolable.' this is removed for a very simple reason in that it no longer applies, it is no longer true. If the Empress be inviolable, then that means inviolable at all times and that principle was defeated at the Palace of Nations in 2016 when the international community said that the Saisei Empress was not above the law. An important part of any nation is the right of the people to hold those in power accountable for their actions, this is not served if those in authority have a magic shield that they can raise at any time. Presidencies have term limits called elections, being a Monarch is a lifetime commitment and no one should be allowed to be immune to the law for decades. The next change of note in respect of the Crown concerns Imperial Ordinances currently these can be issued 'when the Diet is not sitting' which basically means if you're all on holiday and something happens the Empress can do whatever she likes, the proposed Constitution changes the wording to 'when the Imperial Diet cannot be convoked' this means that it has to be under circumstances where it's not physically possible to assemble this body, so we're talking things along the lines of that seen in the Designated Survivor television show, it does not mean that you're all on holiday because if you're on holiday you're reachable and you can travel back here early. An Imperial Ordinance is an emergency power by definition it should be used in an emergency situation and not on a whim. The final change of note proposed that relates to the Crown is that the Crown loses the power to dissolve the Diet alone, instead this now requires a vote in the Diet first otherwise there is a fixed term time set.

Turning briefly to the chapter regarding the people, this remains largely unchanged except for a few minor updates for example it now includes digital within the list of communication types. It's been said of other things in recent times that the Mundus of 2023 is not the Mundus of 2014, the same applies here the Mundus of 2023 is not the Mundus of 2004. The area of citizens rights must constantly be reviewed and updated, what this chapter represents is where we stand today not where we'll be in another decade. Also largely unchanged except for some formatting is the chapter relating to the judiciary, the hierarchy is now spelled out more clearly, the issue of competencies is made clear where previously it was not a matter of importance considering that this concerns the main recourse of the people to those in power. The chapter relating to finances also remains unchanged except for matters of presentation.

I'm sure members are curious as to how this Constitution affects them and the body of which they are members. Well let's start with the headlines, enshrined into the Constitution is a Business Committee for each House, this means that the legislative schedule for each House is controlled by the members of the Diet i.e. the legislative and not the executive. It also identifies what triggers the dissolution of the Diet, there are five circumstances spelled out under article 48, these amount to a petition of the people, a vote of the Diet, a procedure of the Imperial Council which we'll come to shortly and a declaration of business stagnation which is defined as no legislative business is being undertaken or to put it another way the Diet is wasting time on housekeeping and not law making. What I'm sure will catch many members eyes is the inclusion of the power to override a veto of the Crown being given to the House of Commons, this represents the installation of a check on the power of the Crown being given to the elected representatives of the people. If the Crown vetoes a law presented to it then the Commons under this proposal is permitted to override that veto with a two third majority vote. The role of the Speaker is also given specific definition in terms of its voting powers, role and membership. The purpose of Speaker is not to be partisan but to chair debate, the role is a prestigious one and is open to all members of the Diet to seek as laid out in the proposal you have before you. The Diet also gains the requirement to have to confirm certain appointments to certain positions which forms a further check against the power wielded elsewhere. The proposals are intended to give the Diet the necessary teeth to be able to do its job without being subject to the whims of the Crown.

Turning now to the Imperial Council this is a body that sees significant changes. Currently it would be fair to say that the Imperial Council is an extension of the Crown, that they serve as advisors, under the proposed Constitution the Imperial Council becomes a separate body with its own powers independent of the Crown, the key changes are that the Council is chaired by a designated chair and not the Crown or the Viceregent, the Imperial Council is required to consent to any Imperial Ordinance, the requirements to serve as an Imperial Councillor are spelled out as are the portfolios of its members. Most significantly the Imperial Council is granted the ultimate check against the power of the Crown by being afforded the mechanism to remove the Monarch, this would require a two thirds majority vote of the Imperial Council and the grounds under which the Crown can be removed are listed in article 68 it is a fairly straightforward list - crimes against Rokkenjima, crimes against Mundus, medical incapacity or conduct unbecoming. There is also in article 70 a clear accounting for circumstances such as the Crown going under a general anaesthetic. It is worth noting that the purpose of the Imperial Council remains giving advice to the Crown it simply acquires further powers to hold the Crown to the standard required by society. Additionally members will read that under the proposal before you that no serving member of the military may sit on the Imperial Council, this does mean that Grand Marshall Rowe would not be able to continue as Imperial Councillor for Defence, however naturally that does not mean he cannot remain an advisor of the Crown, it is sensible to assume that in times of crisis the military commander would need to be consulted, however that need for consultation does not neccessitate a seat on the Imperial Council, rather that the Imperial Council would along with the Crown be the ones doing the consulting. This decision is no reflection on the Grand Marshall's record it is simply establishing a clear separation between the government and the military and he will undoubtedly remain a vital advisor to the Empress and those who come after her.

Speaker: Constitutional Vote Will Be Held In Near Future


Speaker Katsuhiko Sugano said that the vote would be scheduled following a slate of bills related to the present conflict and combatting terrorism abroad.

While Speaker Sugano thanked the Vicegerent for visiting the Imperial Diet and "presenting a vision for our future as a nation rooted not in republicanism but democracy" he has slated a vote for the amendments to follow a series of bills related to Rokkenjima's response to the Pyrettania terrorist attack. "This is a busy week for the Diet, with appropriations matters dominating the scene not only in our response to the attack upon our shores, but also in addressing the growing threat of broader international terrorism. We have a marathon week ahead of us, with no less than four bills which will see the adequate support necessary in our ongoing response to the attack in Pyrettania, but also expanding the authority of the Crown to respond to acts of terrorism, wherever they may take place, and allow for the First Empire to stand as a friend and supportive force to any nation who has faced the extreme brutality and barbarity that we've so unfortunately come to know. I would expect a vote on this proposal to take place mid-next week, at the latest," the Speaker continued, noting he had coordinated with his counterpart in the House of Commons prior to speaking with the RBC.

"We, unfortunately in this hour, find ourselves as a nation at war; not against a state, not against a traditional adversary, but against a foe which views civilians as legitimate targets and terror as a valid avenue for fulfilling their objectives. The Imperial Diet's responsibility is ensuring that our Armed Forces have all the resources at their disposal to dispatch this threat, that our People are protected from any further attempts by terrorists to spill Rokkenjiman blood, and that we're in a position to not only defend ourselves, but to lend the full force and might of the Imperial Rokkenjiman Armed Forces to any state that finds itself the target of the cowardice and barbarity we saw in Pyrettania, and that entails ensuring that the Empress has existing and new tools to do so. Once these bills have moved through the Diet, which should take no longer than the close of this week, we may hold a vote on the proposal the Vicegerent has delivered on behalf of Chrysanthemum Throne."

While sources within the Diet are pleased with the proposal the Rosari Faith has been clear in its position that "political considerations do not have any bearing upon the clear language of Islyna." Rokkenjima Fills Long Vacant Lodjan Ambassador Position


The Princesses of Estvua, Sophia and Euphemia, avoided the pitfalls which saw the undoing of other members of the Anselmo Family.

The Empress has filled a position long vacant since the resumption of diplomatic relations between the First Empire and the Queendom as she appointed Princess Sophia, 22, a graduate of the Imperial University of Ashinxao with a masters degree in international affairs. The sisterof Princess Euphemia has relatively little known about her in the public sphere, no doubt in part to the efforts of Princess Euphemia who has undertaken great efforts to keep the spotlight away from her branch of the Anselmo Family. Princess Sophia graduated early from Pyrettania Central Academy, enrolling in the University of Ashinxao while remaining largely focused upon her studies whilst in university. Following her graduation the family enjoyed some time to themselves before Princess Sophia was introduced as a working member of the Imperial Family. The route taken by Princess Euphemia has proven largely successful; whilst the Saisei Empress has at times found herself embroiled in controversy, no such shortcomings have befallen Princess Sophia who remains unscathed by similar controversies.

Princess Sophia shared her hopes with the RBC upon her appointment by the Empress, saying "we've fallen short of the lofty ideals held in past ages, looking inward we lost opportunities to engage with the world around us and be friends to so many nations. I shared those concerns with the Empress and she agreed with my argument that more needed to be done to turn course in those regards, so I move forward knowing I have a friend on Chrysanthemum Throne who will back my endeavours to make things right. And I know I'll have the support of my sister, a former Vicegerent herself, in moving forward on this path. In a way I'm following in her footsteps and, hopefully, I'll make her and our People proud. There's so much lost ground to catch up on with Lodja, so while I'm happy for the appointment the gravity of it will never be lost on me."

Likewise, Princess Euphemia shared her confidence in Princess Sophia. "I know she'll put all her energy into fulfilling this appointment and being a responsible and gracious representative of the First Empire to the Queendom. The last time we held talks was some time ago, and I'm pleased that the Empress is placing a keen focus on restoring ties between the First Empire and the Queendom to an extent we hadn't seen under Saisei or Ōkami. I'm confident that this commitment and decision marks a new chapter for Rokkenjima, and a reinvigorated approach to our foreign affairs. Naturally, I'm proud that my sister will be leading the charge here and, given her accomplishments in her time at university, I'm likewise confident she's the right woman for the job."

Princess Sophia Speaks To RBC


The Princess of Estvua, shared her thoughts with the RBC

The RBC presented a series of questions to the Princess of Estvua, Sophia, earlier this evening and is pleased to get to know her alongside our viewership. In an interview which spanned 30 minutes some of the most telling moments are shared below.

"You grew up in Gowu. Can you tell us what that was like?"

"It was just as so many of us experience in our adolesence, I'd think," she said with a pause. "Palling around with my sister, being a hellion at times, not coming in at 5 PM for dinner because we had a game of hopscotch that became entirely too serious. The street lights came on but we had to finish, you know?" When asked of her return to Rokkenjima, and her potential links to the Achkarinese Empress, she sighed, "Returning, following all that happened, I kept my nose clean so to say, and just thinking of those relations, in addition to being a Princess, just one of those is a lot to unpackage. I'm in your view for five minutes and already I'm giving what could be life altering statements? Can we pump the brakes here?"

"I will say though," she continued, "as any Rokkenjiman I grew up to love the sea. What is above, and below, the surface; I have dreams of emerald skies dotted with ships in the distance because those are the stories I was told as a child; a beautiful scene always with a ship transiting in some fashion, it's why in my education I had a tour or two with the Rokkenjiman Coast Guard; I'd get to see the ocean while volunteering my time to the defense of the Empire. I've seen a few sights on cutters and cruisers, sights I'd not otherwise have seen, and I think no matter what my future holds I'd like another round of service in the Navy. The opportunity that is there, absent even of the amazing sights, is truly something all of our youth should consider. We're a maritime power after all, any donation of your time to our Navy is something you'll tkae forward, and something our Empire will appreciate in kind."

When asked why she threw her name into the pool of potential brides in Neu Uburzis the Princess seemed to shy away from the question. "It's a competition to be sure," she would answer, "and it was a decision that I thought on for some time, I mean look at the Empress and her relationship with the Earl of Eastwood; they found themselves somehow by mishapenstance; I'm not going to emulate the actions of my family here. He'll either enjoy my company or detest it, each are okay and neither result would translate to interactions between the nations we represent but, and what if, we hit it off? For our own personal interests that would be awesome but maybe, we're two lost souls swimming in a fishbowl all these years after and we find each other. Also awesome! We'll see what happens though."

Unprecedented: Three Sovereign Class SSGNs Surface


Prudence receives a small payload of supplies as the IRN tests multiple delivery mechanisms for its deployed submarines.

In an unprecedented event three Sovereign Class SSGNs surfaced at sea; one in the Krimeon Sea, one in the Dauntel, and one in the Kyne as the Imperial Rokkenjiman Navy tested additional delivery mechanisms for deployed submarines. Drone, helicopter and tender options each were explored, with the IRN stating that depending on the payload and needs of any particular resupply "each option will be explored for its effectiveness while ensuring operational security prior to, during and following the resupply in question. Each of these trial deliveries succeeded in bringing their payloads to the submarines in question," a spokesperson for Imperial High Command shared with the RBC. Rokkenjiman social media has been abuzz that something had occurred behind the scenes, however, especially after reporting involving an official who shared information in an anonymous manner on the surfacings.

An estimated map of where the submarines surfaced according to an official who spoke on condition of anonymity as they were not authorized to speak on the exercise.

"If you want to send a message to someone, one that's clear and most certain, I'd say that 460+ Tomahawks that you're in range of speaks in a huge amount of potential firepower in anyone's language," the official shared with the RBC. "We all saw the reorganization of the IRN under Empress Evanthe which saw a greater focus placed on our submersible assets; they're typically invisible by design, lurking under the surface of the ocean so that we maintain an option to strike at the moment of our choosing, not operating on the timetable of our adversaries," the official continued. "If I had to guess, we should count ourselves lucky because whatever has transpired in the ongoing conflict is most assuredly what led to this "exercise", and it's god-awfully horrible. I'd say the recipients of this message know who they are and, I imagine, they're considering the actions they take in the next 48 hours with great gravity."

Imperial High Command maintained that the exercise was purely of a training nature and "no party, nationstate or otherwise, should take these manouvers as being targeted at them. Each day we're hard at work to improve the efficiency of our logistics capabilities and this is, albeit a very public one, an example of our commitment to ensuring the swift and efficient delivery of supplies to our sailors at sea. I'd further add that the speculation of the supposed official the RBC has cited is just that; speculation, and wildly inaccurate speculation at that. No officer of this Imperial Navy would broadcast positions such as this, and any further information you should report on with them as a source should be taken with a grain of salt."

Empress Sutāraito Shares Trappings Of Crown With Princess Sophia


"As the Princess is in a competition to be Empress I've placed a few tools in her arsenal, assets that have proven useful for myself as Empress," Sutāraito shared with the RBC.

As Queen Stasya of East Moreland weighed in on the Princess' approach Empress Sutāraito wished her cousin well. "I know that Princess Sophia is not as well known to you all as she is to me, however, I know that she has a sound heart, a good head on her shoulders and a depth of empathy that I've rarely seen in others. She's one of the truest friends I've known, I recall how she was always amongst the first to stand up for those being troubled by other students in school for a variety of reasons; she exemplifies the best of our code of benevolence; '...those who do hold a power within them that must be used for good. Through compassion they assist those who have no other advocate, helping those around them at every opportunity. When an opportunity does not present itself, go out and make one. The compassionate defense of the meek is a service of the highest order, and is expected of all Rosari Faithful.' Truth be told if there was a situation which rendered me incapable of fulfilling my duties to Chrysanthemum Throne she would be near the top of my list of those entrusted to preserving the safety, security and integrity of Rokkenjima because I know that she'd be a strong advocate, especially for those voices who most often times find themselves disenfranchised."

On the matter of the duties of the Princess as Ambassador to Lodja the Empress stated that until the conclusion of the competition Princess Evanthe would be stepping in as Interim Ambassador to Lodja. "I have all faith in the Princess of Arovium to serve in this position in the interim. As an Empress Emerita this places within Lodja a strong conduit to the Imperial Palace and it's one I hope they'll utilize as we make up for lost time between our nations." In addition to temporarily relieving Princess Sophia of her official duties the Empress presented a few gifts to the Princess, "in a way, I'm sharing the tools I have at my disposal as Empress which I think is fitting as Princess Sophia finds herself in a competition to become an Empress herself. Her studies have prepared her to navigate several scenarios and be a steady and even-keeled partner in any relationship and, it just so happens, with my utilization of the United States for my tour I've an Imperial Yacht that has a blank itinerary."

The Empress has allowed for Princess Sophia to utilize a secondary Imperial Ryūsei and the Imperial Yacht Estvua.

"In addition to the Estvua I have authorized Princess Sophia to have full and ready access to our secondary Imperial Ryūsei for the duration of the competition. She will also have access to briefings at the same level as those shared with the Imperial Council, allowing for her to have an always-informed understanding of current international events and developments. Finally, as I'm not presently utilizing it due to my ongoing global tour, I intend for my Aspark Owl to be at the disposal of the Princess should it be allowed upon Neu Uburzis roads." The Empress also spoke to the potential eventualities should the Princess succeed in ousting her competitors.

"Naturally such a development would pave the way to deeper relations between our Empires, yet also place a genuine heart and soul at the side of the Emperor. She's had the opportunities to live a life that looks more normal; something my mother was denied and something she wished for me, so her understanding of people is more tuned in with concerns and desires that people across Mundus can recognize no matter what walk of life they come from. I'd also say that her capacity to inspire is almost infectious, even in the darkest of moments she'll find a shimmer of light and turn it into a cause for hope in any situation. Initech Files Antitrust Suit Against Abstergo Industries


Initech has alleged that Abstergo Industries has engaged in uncompetitive business practices and represents an illegal monopoly under Rokkenjiman law.

Initech, a name which is known in both consumer and military technology, has filed an antitrust lawsuit against Abstergo Industries claiming that the corporation has engaged in "a series of uncompetitive practices which have ensured that Initech, and other Rokkenjiman businesses, are unable to establish even an inch of space in the markets they operate in which, as I'm sure you know, is a list which is quite extensive," a representative from Initech stated to the RBC. "Everywhere you go you see AbsterGO powered phones, on each desk in Rokkenjima sits a computer powered by Abstergo Windows. Most Rokkenjimans wouldn't know about Initech's offerings in those spheres because Abstergo offered most generous discounts to PC manufacturers who manufactured computers running Abstergo Windows solely; it's a similar situation in the mobile space and we see, each year, a new AbsterGO flagship released by a mobile manufacturer as the Abstergo Ultimate edition; in fact, our Empress sports the latest AbsterGO Ultimate device and each tweet she sends proudly advertises "Twitter for AbsterGO" and, why wouldn't you want the same clout attatched to your social media presence?"

The spokesperson continued, "our efforts to break into other markets, take our efforts to provide solutions for gaming or military software, Abstergo has a solution preferred in both fields and our offerings rarely receive even a review by the Imperial Government. Our tax dollars are used to make every deal the Imperial Government makes with a corporation for their services, and so many of those deals go to Abstergo which is a corporation with a majority control holding by the Anselmo Family. It's natural for someone to draw lines and consider the appropriateness of many of these deals and, I think, given a proper investigation we'll find that the spirit of Rokkenjiman inovation has been smothered for some time. We need to consider this situation and many more with Abstergo winning the most prime contracts and maybe, step back and allow for competition to resume in the Rokkenjiman economy."

The Imperial Palace has denied that favouritism has been shown to Abstergo Industries and has stated that the Attorney for the Crown would not be taking any role in "any suit against Abstergo Industries as the allegations of the suit are without merrit. We have every confidence that Abstergo will ultimately be cleared of these biased charges."

Imperial Bank Releases "Historic Empresses" Series


A र2 Banknote of the 2023 Series featuring the Great Matriarch and her Imperial Council.

Imperial Bank Governor Josephine Faust announced the release of a new series of the Imperial Ducat, the "Historic Empresses" series. Featuring notable Empresses of Rokkenjima the series aims, in part, to represent the history of the First Empire. "We have enhanced our processes with the polymer-based system, increased the anti-counterfeit capabilities of the Ducat focusing on the Chrysanthemum Chip, and really looked into the history of the First Empire to not only design what I feel are beautiful banknotes, but to share a brief look to our past. The र2 note, for example, features the Great Matriarch, Empress Asuna, and the Imperial Council that worked alongside her, a team which brought 40 years of Ardian rule over Rokkenjima to an end and established the First Empire of Azukishima."

The र20 Ducat banknote which features Empress Meishō and her Imperial Council. Empress Meishō, while ultimately defeated by the Ardian Empire, has long been revered for her warrior spirit. Instead of capitulating she personally led her forces into battle against the Ardians, dying on the field of combat.

The र20 Banknote, meanwhile, features Empress Meishō, the Empress defeated by the Ardian Empire 40 years prior to the Great Matriarch taking the Throne. "The story of Empress Meishō is not viewed in Rokkenjima as one of defeat," Governer Faust explained, "indeed, Empress Meishō is to this day revered for her warrior spirit and her defense of Azukishima. Instead of fleeing or hiding Empress Meishō personally led her forces to battle against a vastly superior force and fought to her dying breath to defend her country. It's the opinion of the Imperial Bank that her exclusion would have been an injustice and so the Empress and her Imperial Council proudly adorn the र20 Banknote."

Imperial Government Faces Legal Challenge From Former Republicans


Attorney for the Crown Lucius Stanley swiftly filed a motion to dismiss the lawsuit as "baseless and frivolous."

In what may be the most unusual case Rokkenjiman Courts have had to consider this year comes a lawsuit filed against the Imperial Government by individuals tied to the Federal Republic. The individuals, now living abroad, claim that they were unlawfully stripped of their citizenship and property in the aftermath of the Second Patriotic War. They've demanded "fair compensation and a recognition of the violations of our rights as Rokkenjiman citizens." Attorney for the Crown Lucius Stanley has filed a motion to dismiss the lawsuit stating "the Federal Republic was an illegitimate government, and its history of cultural genocide and subjugation of the Rokkenjiman People in the pursuit of their objectives make this case a mockery of the very ideals which the Rokkenjiman justice system is founded upon. Those who were members of the Federal Republic, just as those who benefited from the looting and attempted smothering of Rokkenjiman culture, saw property which was stolen from the Rokkenjiman People returned either to them, or their living descendants. I implore the Court to dismiss this lawsuit as it has no ground to stand upon; in the victory of the Anselmo Restoration we saw the resumption of the legitimate Government of Rokkenjima, ousting a force with backers in foreign lands who saw Rokkenjima as little more than a collection of resources to be exploited."

Going on to dismiss the lawsuit as "baseless and frivolous" Mr. Stanley noted that many of the individuals, who have not been publicly revealed, may be "persons of interest in ongoing investigations to the activities of the Federal Republic in its last throes. We'll be seeking all avenues to ensure those who had a role in crimes against Rokkenjima and its citizens face justice for the crimes perpetrated against both. I anticipate a response from the Court as to our motion to dismiss by the end of the week, after which we will pursue all avenues possible to bring individuals who have thus far escaped justice to face it."

Empress Reportedly Proposed To Earl of Eastwood


An Imperial Palace insider has claimed that the Empress has formally proposed to the Earl of Eastwood.

As the Empress embarks on her Tour of Goodwill one guest aboard the United States has been the subject of constant speculation: Thomas Emmanuel Roland Frederick Xavier Waverly-Edwards, Earl of Eastwood, heir to the Duchy of Vigil, and great nephew of King Michael I of Tytor. In an exclusive to the RBC a member of the crew of the United States shared that the Empress proposed to the Earl shortly before their arrival in Daitōjin waters. "It was such a tranquil and pure moment," the anonymous source shared with the RBC, "almost like the moment in Titanic where we saw Jack and Rose on the bow of the ship; I wasn't on station to ascertain his response as I was called upon the bridge before he could give his answer. I do believe, as I saw countless times with Empress Saisei and Alexander though, a moment that will be remembered for generations."

The Imperial Palace declined, as per its policy, "on a matter of pure speculation. The Imperial Palace, as always, encourages the media to respect those moments private for the Empress and to not engage in sensationalism."

Abstergo Industries And Initech Apparently Reach Settlement


Abstergo has reportedly reached a settlement with Initech in a development confirmed by representatives from both corporations.

While the amount involved in the settlement remains to be disclosed Abstergo Industries has seemingly fended off an antitrust suit against the corporation raised by Initech, a competitor in the consumer electronics sphere. Albert Relkin, CEO of Abstergo, spoke with the RBC on the development stating that he was "pleased we could avoid a lengthy, and costly, battle in the Courts regarding the concerns raised by Initech. Abstergo is not only a business which seeks to provide solutions to our global consumers, but one which wants to be a good neighbour in all of the markets we participate in. The settlement we've negotiated with Initech helps us to be a good neighbour in our home market. The agreement we've seen with Initech sees Abstergo investing र150m ($277.5m) in Initech's efforts, something we're proud to do to encourage competition and choice in the Rokkenjiman market. I'm certainly pleased that cooler heads have prevailed and we won't have to go through a costly litigation process."

Initech stated its approval of the process, noting that Abstergo's "willingness to compromise is a key factor in our willingness to settle on this case. We look forward to a competitive Rokkenjiman market moving forward and are pleased Abstergo recognizes where it has erred." The tone of the Attorney for the Crown was dismissed by Initech as a factor in accepting a settlement, "We firmly believe that the Rokkenjiman judicial system would have processed this case without bias, however, if we can work things out between us without litigation that is always the preferable avenue. Abstergo has made pledges and an investment into Initech, and I feel we may all walk away from this arrangement with a smile on our faces."

Princess Sophia Entitled Grand Duchess Of Josai


The Empress has formally entitled the Princess of Estvua as the Grand Duchess of Josai, broadening her portfolio of responsibilities.

The Princess of Estvua, Princess Sophia, has been entitled the Duchess of Josai after Empress Sutāraito divested Chrysanthemum Throne of the role it has held in that capacity since the days of Empress Saisei. "The Princess of Estvua has shown great potential, potential which I feel is wasted in any other position in the Imperial Government. It is thus my honour and privilege to entitle her the Grand Duchess of Josai, to be the conduit of their word to the Imperial Government and to conduct affairs on their behalf. She will be empowered to engage in international diplomacy apart from the First Empire, as well as representing the interests of Josai apart from the First Empire. It is, at this moment, the closest I am capable of granting her the same privileges I have as Empress of Rokkenjima, and I look forward to what she will do with them. I remain certain that she will dominate the role and make me even more proud of her," the Empress shared with the RBC.

Princess Sophia, Grand Duchess of Josai, meanwhile said she was "truly humbled" by the trust placed in her by the Empress. "Perhaps only the the Tri-City Megapolis holds such a crucial role in the Rokkenjiman economy and international markets, truly I am humbled to be trusted with such a responsibility as the Grand Duchess of Josai. I thank the Empress for her trust and promise her that I will serve this role to the fullest depths of my abilities, and I'll ensure that the present economic potential of Josai may only expand from the present. First Empire To Challenge Saisei Plea


The Empress has announced that Rokkenjima shall challenge the Plea and subsequent developments made by the Saisei Empress.

The Empress has announced that Rokkenjiam intends to challenge the plea made by the Saisei Empress in regards to her conviction tied to the Andean Genocide, noting that she was acting in a drug-induced Parkinsonism at the hands of Charles Foster Ofdensen who, at the time, controlled the Imperial Household Ministry and thus access to the medical personnel of the Empress, who was at that time Saisei. "The records indicate that Charles Foster Ofdensen had the Saisei Empress on a drug regimen which produced drug-induced Parkinsonism; hence the actions of the Saisei Empress were not of any consequence of her own hand in a chain of events she was wholly unwitting in. We have the records of the doctors of the Saisei Empress, daily dosages, all at the direction of one Charles Foster Ofdensen; how is that not an extenuating circumstance?
