PRIVATE COMMUNICATION TO KING HEYDAR

Over the last few months the health of my father, Sultan Yahya IV, has slowly been getting worse. It is now confirmed by our doctors that he is likely to die within the next week. Under our system of government an election shall take place that will see each of the 25 tribes cast a vote for who they wish to become the next Sultan. As things stand I have secured the nomination of my own tribe, the Talafha and our tribe has secured the support of at least 17 of the tribes meaning that I am to become the next Sultan. Our two nations have, under my father, enjoyed close ties and I hope this may long continue. I write though to request help as we suspect there may potentially be a handful of individuals who may attempt to use force to subvert the outcome. I would ask therefore that the military of Royal Seleucid covertly enter our nation and stand ready to support me should my prediction prove correct. At present no one outside our tribe is aware of my father's impending death and so we request that you maintain things this way.

I hope that I can rely on your support.

To My Esteemed Receipiants

Our four nations share vast differences but we do share one thing in common and that is a border with a Soviet state. For some of us that border once swallowed the land they call home forcing people to turn their back on their heritage, culture, language and faith in order to be "Soveitised". I am perhaps fortunate that our lands desert and lack of understanding of our true resources during the highs of Soviet expansionism where not known or perhaps Waddan would have suffered under the oppression. While I am aware the Soviets are not currently in pursuit of expansion we must forever be on our guard against an ideology that seeks to destroy what we each stand for. As such I would like to invite each of you to send representatives to Waddan Blue to discuss an idea to support our safety should their eyes ever look at violent expansion again.

It would be a great honour to host each of you and an oppurtunity beyond this issue for us to build a friendship.

Five days ago the Chief of the Taghlib ibn Wa'il, a man in his early fifties with a pacthy grey beard and a squink caused by decaying eye-sight by the name of Khaliq Darzi had discovered that around 200 members of his tribe had been gunned down by someone, he was yet to determine who. The nomadic nature of the Unified Tribes of Waddan meant no one was ever in one place for very long and the desert was helpful to those who had committed the crimes as its late evening winds and the occasional sandstorm could hide the tracks of even the largest group travelling across the sands which were like oceans between oasis'.  Conflict between the tribes wasn't a common thing but it was usually no more than a few shots fired and the occasional bout of fisticuffs. This was vastly different though, this wasn't a disagreement over which tribe's turn it was to take water or how many head of sheep to trade for a bride. This had been a massacre and had shoked Darzi. His immediate reaction had been for vengeance as the usual way of dealing with even slights was an eye for an eye which explained  why the tribes often ensured so carefully they never caused each other offence. Darzi was in a difficult position now though as he sat in the Red Tent which his tribe used to signifiy those living there were the family of the Chief. He had called some of the tribal elders to him and now sat cross legged on the floor they smoked a pipe and discussed what action to take. "Someone must pay." one of the elders asserted, "If we do nothing the others will know we are cowards and that is bad."

"That is the least of your problems my Chief" a tiny old man with waist length beard added, "If you do nothing then the tribe will think you can not protect them and that spells disaster for you, and for the tribe."

"So what do you recommend?" Darzi asked. He had racked his brain the last few days and had asked himself that question many times already but had failed to really think of anything that he saw a positive outcome coming from.

One of the elders unrolled a document, it was nothing other than a collection of drawings on a map and patterns. It was a document that was designed to show the land rights that rotated between the tribes and was essentially a calender saying who had which watering hole and when. The man pointed at the spot that showed where Darzi's tribe were currently sat. "You must attack the Anazzah. We sit just half a day away by horse from their town of Murqquab. Someone is always there. This time of year it will be unguarded. Word of the attack will spread among the others, if we do things right no one will know it was us, however the tribe that did attack us will be the only ones who suspect it was us as no one outside us and them, whichever scum they are, knows about what has happened so far. They will not be willing to speak out because it will show their own guilt, but our tribe will believe we have taken vengence which protects you. It is the best course of action."

Darzi was not happy about the suggestion. Shedding the blood of an innocent tribe sat uneasy but the township would also be full of the old and infirm making it perhaps even more cowardly. The old man though had spoken sense. If the Chief did nothing then it was likely he would lose the support of his own people and so he reluctantly agreed with the suggestion and gathered the tribe together. "The past days we have mourned in sadness the murder of our brothers and sisters but today I have received word from our scouts who is behind this. The Anazzah tribe wanted to destroy our herds. Well they have a nearby township and soon our warriors will exact vengence there." The crowd cheered lead by a tall man with only one eye. Kazan was the militia officer and Darzi had told him the plan a few moments before the tribe meeting. He knew it wasn't the Anazzah but he wasn't about to tell anyone. He was Darzi's cousin and that meant as long as the Chief retained power he would find favour in the tribe, if Darzi lost the respect of the tribe it wouldn't bode well for his relatives and so to maintain the status quo Kazan would put the township of Murquabb. Truth be told he rather enjoyed violence, it was this that had lead to him losing his eye when he had been just 17 and had it beaten to jelly by an older man after refusing to pay up on a wager following a horse race. It was a foolish mistake but was also the last fight the 35 year old had ever lost and he'd enjoyed quiet a few, the fight ahead should be one of the easiest in his life and he was smiling as his Chief berated the cowards of the Anazzah. This time tomorrow he'd be plundering the old and stealing their cattle.

Dear Ambassador Verspasian Atreides

It has been brought to my attention that as the Bene Gesserit's highest ranking individual in this region of Mundus you may be able to help me with a project. Our nation has a single University and is at present seeking to extend its provision. The strange nature of Waddanite society means our schooling system faces significant challenges. As such it is my understanding the faith that you represent has a long tradition of constructing educational systems in difficult circumstances. We would be interested with speaking with some of your educationalists in order to try and learn from their experience. If possible I would like to invite you, or a representative of the Bene Gesserit educational system to our nation. It is my understanding you have had some prescence in Tamora for some time so we feel that you may have gained some affinity for the region which may make the meeting smoother. We look forward to your response.

To The Esteemed Emperor Abbas of Tamora

As you will be aware following his visit to your nation our Sultan has granted us permission to begin contact with the outside world. While he maintains the sole authority to speak on behalf of the Unified Tribes each is permitted to discuss matters concerning it. I represent the Humaydah tribe and like yourselves we maintain the practice of slavery. Traditionally we have utilised criminals from our neighbouring tribes however as our people have recently discovered a rich vein of Coltan in our lands we wish to exploit this resource and to do so require a larger number of slaves to work the mines. As such we would be interested in arranging a partnership for our tribe to acquire around 150 slaves to man this mine. Additionally we would be interested in setting up some kind of arrangement where the transfer of slaves between our two people's was possible with ease. As such if Your Imperial Majesty could spare me the time to visit and make such arrangements, either in person or through your representatives, I would be honoured.

To the Most Esteemed King Heydar of Royal Seleucid.

Following my Sultan's desire to bring our nation into the global arena I have contacted him regarding me and my family being given permission to visit Royal Seleucid to attend the Shrine in Ipsus which is the centre of our shared faith. Additionally I have a 16 year old daughter who as tradition of our family dictates is to become a Priestess in the Anahitaism faith. It would be a great honour for our family and our tribe if she could be granted permission to train in Ipsus alongside the leaders of the Anahitaism religion. With this in mind I would beg Your Majesty for an audience and permission to visit the Shrine which I believe has access from the Palace your family reside in.

SULTAN BEGINS TRIBAL GATHERING OVER "INTERNATIONAL CONNECTION"

Sultan Yahya IV today has confirmed that he has ordered all the tribal chiefs to gather in the capital of Sabhā within the next 7 days. It is understood that the Sultan has been considering the nation's stance on several international conventions such as the Mundus Convention of Universal Rights, Uppsala Convention and various others that some claim are "international standards." The Sultan explained, "It will be my message that the nation will not sign up to these documents. We shall however not stand in the way of any tribe who believe they represent their values. Unlike many nations we do not believe that a one size fits all Mundus exists and I believe documents such as the MCUR are harmful. They seek to provide equality based on purely outcomes, they fail to provide equality by things such as effort, or by contribution. Take for example the parts that consider access to clean water a universal right, for nations like East Moreland with vast lakes, mountain streams and snow capped mountains this is fine. They have water to spare, meanwhile Waddan see water as a much rarer and more valuable commodity. We believe only those who contribute to the tribe should get water, why is it fair those who do nothing for others have an automatic right to leave others with less. These conditions of forcing recognition of certain ways and status' upon people is not equality, it does not treat people as individuals rather it is a globalist agenda for the world to be run according to the needs and wants of the powerful rather than allowing people to make their own way."

The Sultan went on to explain why they didn't need international treaties for Waddan. "You only need someone watching over your every move if you are a problem. No one in Waddan is victimised, no faith outlawed and no evil permitted. As such we are more than capable of policing ourselves." The Sultan will speak with the Chiefs of the 24 other tribes over the course of the week and will permit any Chief who wishes to sign any international treaty they wish. It is expected that the first chiefs will arrive in the next 48 hours.

Despite being Geographically rather large the nation of Waddan is sparsely populated and as such has an extremely low population density. The nation has very few large urban areas with around 60% of the population still being classed as rural dwellers. This is largely down to the seemingly nomadic existence of many of the population. The nation does still retain a strong agricultural tradition with the herding of goats, sheep and even white oryx highly important. Often during the summer the average Waddanite can be found living in either a series of lodges dotted across lands belonging to their tribe or alternatively in their large tents. During the winter periods the Waddanites retire to what are called Tribal Capitals, small towns or encloseurs used only sporadically. In the 21st Century however these Tribal Capitals have become towns which are capable of supporting small populations all year round. The nation is also blessed with a not insignificant amount of metal ores, as such mining has become one other industry creating urban areas. These small towns have grown rich from the income and have become more developed than many ancient Tribal Capitals.

The nation is home to a rather confusing system of government. In total there are 25 tribes of significant size that make up the nation and since 1700 they have elected from within their ranks a Sultan. The Sultan is responsible for the protection of the Unified Tribes border and its contacts with foreign powers. They are elected for life and must be a chief of a tribe. Once the incumbent Sultan dies all chiefs assemble in Sabhā which is a neutral city. In the ancient fairground square they each must publically cast a vote for one of the other chiefs to become Sultan. If more than two chiefs receive votes a 2nd round a voting is held with the chief with the lowest score being disqualified, this process continues until only two remain at which point the winner is determined by a majority vote. This method ensures that the new Sultan has the support of at least 51% of the tribes. The Sultan then every year appoints an Emir to run the day to day business of the nation such as ensuring education, health care etc. The position of Emir rotates around the 25 tribes. Laws in Waddan fit into 3 categories, 1) Union Laws - these are things such as murder, theft etc and are things that are considered a crime no matter where you break them. 2)Tribal Laws - these are things such as blasphemy, rules on taxation etc and are enforced on the perpetrator by their tribe. 3)Sultan's Laws - these are laws that exist across the whole of the Union's lands but only for so long as the Sultan is alive. Uniquely geographic location of crime is not as significant as what tribe the perpetrator is from. So for example the if a tribe are Muslim and as such it is a crime for one of their members to be an apostate. Meanwhile the Zubaid tribe are largely follows of the native faiths and can not be prosecuted for not being Muslim while travelling across a Muslim tribes land. This system leads to a rather confusing system that at times can lead to heated conflict between groups. These conflicts often end when the Sultan uses his power to pass a Sultan Law which can be used to end conflicts before the Sultan repeals the laws.
