The Righteous Emperor of Listeria

The government of Listeria can only be called an Absolutist Theocratic Monarchy. The Righteous Emperor wields both temporal and spiritual power in order to cement their control over the state. They are the legislature, the executive and the judiciary, being the sole political power within the Righteous Empire. All political power emerges from their will. Though the Righteous Emperor is expected to take a heavy hand in the daily running of the Righteous Empire, they are not above delegating power to those with relevant expertise, and as such they are often assisted by small cliques of “Regulators” who exert some influence through their advisement of the Righteous Emperor.
Though the position of the Righteous Emperor was often up for grabs to the ambitious general or diligent noble, in the modern day the position has been locked into passing through the various members of the Walken dynasty. Even then, however, there is still no written down method of succession. Upon the death of the previous Righteous Emperor, there is a frantic scramble by their children and siblings to secure enough support from the army and their family in order to install themselves as the new Righteous Emperor. Succession can vary from an entirely bloodless and smooth affair to a massacre of other claimants to even civil war.
The Imperial Bureaucracy
Whilst the Righteous Emperor stands as the ultimate centre of power, the practical administration of the Righteous Empire is undertaken by a vast but disciplined bureaucracy. The bureaucracy is meritocratic, with potential bureaucrats being required to acquire a specialised degree that teaches both civil service and the teachings of Ceticism. It is not immune to corruption however, as the bureaucracy is a structured hierarchy, with higher-up bureaucrats appointing those below them, going all the way up to the Righteous Emperor, with favouritism and lackeyism being a persistent rot though the bureaucracy becomes far more disciplined and strict as time goes on. Bureaucrats wield immense local power in Listeria, being both local administrators and judges.
