BACKGROUND

Jiāyuán started out as a colonial outpost of the Great Zheng Dynasty from their original imperial homeland in Ardia. The first settlement was in 1590, which is today the coastal city of Dianghuo which is now the largest city and capitol of present day Zhiubao province, which was then known as the Great Zheng Albion Territory.

The colony was originally meant to act as an expansion of Zheng Territory and a military outpost for a naval launching in case of a war in the Straits of Shaw, the settlement beyond some farming lands and military outposts in Zhuibao province didn’t start expanding until a group of explorers lead by Lei Cheifang discovered vast mineral deposits Copper and Iron Ore in modern day Maoshun province in the central part of the nation.

A vast landmass of the continent was still unknown to the Great Zheng, thus they gave a mandate to Lei Cheifang to form a charter company to settle more land and pursue more economic interests on behalf of the great Zheng Dynasty, to that end the Zheng Expeditionary Charter Company was formed in 1604.

The full exploration of the settlement of the land which makes up most of present day Jiāyuán was a venture which extended from 10/04/1604-25/11/1606 (783 days). In which time with every expedition and information sent back to the colonial government back in Dianghuo settlers were sent to the newly explored and relatively uninhabited areas of the nation to settle the land and living with the native inhabitants.

Synopsis: The Jiāyuán Civic Union is the only governing party in Jiāyuán. Initially the party started out as a revolutionary republican movement dedicated to the overthrow of theocratic rule in Jiāyuán. The ruling party since 1960, it was founded in 1952 as a nationalist political movement, it has gone on to dominate the political system of the nation.The party’s main purpose was the removal of the clerical regime of the Council of Sages and modernise the state. The Party has been credited with consistent and stable economic growth and the secularisation of the state and doing away with a feudalistic economic system as they saw it as a way of perpetuating poverty.

Positioned on the centre-right of conventional politics and is usually considered ideologically conservative, the party has adopted policies a kin to economic liberalism-favouring free market policies, however also putting up strong competition and consumer protection laws to root out dubious trade practices as well as financial services oversight to cushion the effects of market shortfall, as well as establishing various welfare programs such as unemployment payments in the form of training and workfare to ensure a skilled workforce and employability in order to cushion the effects of market failure.

Government Administration

Executive:The head of the executive branch is known as the Secretary General who acts as both head of state and head of government and is also the head of the Jiāyuán Civic Union. The Secretary General is the supreme commander of the Jiāyuánese military. The Secretary General appoints the members of the Federal Secretariat which acts as his his/her cabinet. The Secretary General is responsible for the day-to-day administration of the country. The Secretary General is voted in by the legislature and serves 1 term of 10 years and has the right to make a propose laws within the Federal Diet.

Legislative:The Legislature is simply known as the Federal Diet and operates on the principles of the Westminster system. The Federal Diet is a unicameral body and makes legislation. The members of the diet are simply known as Diet Members or DM’s and are elected via popular vote in their provinces for 3 terms of which are 5 years at a time (15 years max). The Federal Diet has the power to declare war and peace, review international treaties, and has the power of the purse. 

Judicial:The Judicial system is based on the inquisitorial system based on the German Civil Code. The final authority and highest court in the country is the High Court of Jiāyuán. The court is made up of 7 justices who are all elected by the Federal Bat Association and the legal benches of every province to ensure judicial independence from both other branches of government. The judges serve terms of 20 years on a rotating roster. The High Court has the power of judicial review in the case of clashing legislation or constitutional grounds, the final court of appeal and can make laws on the basis of judicial precedent.

The PFS (Pharmaseutical Funding Subsidy) introduced in 1973 under the Shangzin Provision to cover a percentage of the cost of selling on counter and off counter drugs to east the cost of medications which is averaged out and capped to the Consumer Price Index (CPI). Currently the subsidised price rate of counter and off counter medications is 67% and is reviewed every 3 years. The Public Health and Safety Act of 1970 lays out the groundwork for creating the agencies of the FCPA (Federal Commission of Pharmaceutical Administration) which grants regulatory power over the price of medications in compliance with the PFS and have safety standards for medications. Also created the FOPHR (Federal Office of Public Health Research) which is charged with funding and conducting research and development of projects in the areas of epidemiology, immunology and virology and disease prevention. 
Gun Laws The ownership and use of firearms is regulated by the Firearms Ownership Act of 2001. A license is always needed for possession of a firearm and all firearms as well as the suppliers of firearms are all registered. Firearms may only be carried while they are being used for a specific purpose (e.g. hunting, shooting at ranges). Differing laws regarding the usage of firearms as a means of self defence vary each province
