BACKGROUND

Miteravia has always been a strong proud nation; held under the yoke of a Nationalist government for too long, a popular uprising occurred leading to the first truly democratic elections held here for almost three centuries. Previously a merchant republic, Miteravia is currently in the process of attempting to re-establish trade links with the world. Its economy and military prowess are growing in the wake of the Civil War. Miteravia is famous for its highly liberal population and government with a stellar civil rights section of its constitution as well as strongly lassiez-faire policies towards drugs, gay rights and almost everything but the economy.

ECONOMY

The economic situation of Miteravia is quite dire due to recently ended civil war, however it is recovering quickly. Its main industrial format is State Operated Enterprises or SOEs which are for-profit corporations with the Government as Primary share holders, share trading is heavily regulated in SOEs. In Miteravia approximately 2.5% of the GDP is produced by Private Enterprise since it is discouraged by the State not recognising the difference between the company's finances and individual share holders. Foreign business are exempt from this. Black Market dealings and crime are almost nonexistent since the legalisation and decriminalisation of all narcotics, organised crime has difficulty funding itself; common black market goods are experimental medicines, firearms, raw materials and banned animal products.

PEOPLE

A hard working, industrious people are the Miteravians yet are world-renowned for being exceedingly friendly, liberal and tolerant. A variety of ethnic and religious minorities are present within the population, with a recent uptick in inwards migration from expatriated Miteravians claiming asylum all over Mundus and an increase in foreign immigration too. Miteravians are considered one single ethnicity with three sub-groups (German Miteravian, Polish Miteravian, Czech Miteravian) that all have slightly differing genetic haplogroups and slight variation in dialect from standard Miteravian German. The Polish Miteravians are primarily Catholic or another christian denomination, with small pockets of irreligiousness, the Czech Miteravians are almost entirely (85% estimated) religiously unafilliated with sizeable Christian populations within, the German Miteravians are a mixture of Protestant, Catholic and irreligious with smaller communities of Islam and other religions. Ethnic divides are not too deeply set or exacerbated by any governmental policies, although due to the slight instability after the civil war there are a few separatist movements although theses are small and few in number.

Drugs LawPossession and consumption of all narcotic substances is legal on private property by individuals over 18 years of age. Public consumption of all substances accept from nicotine and alcohol is banned although rarely enforced. Large scale addiction treatment programs are in place.
Same Sex Marriage   Legal in all cases
EducationBegins aged 5, standardized testing at 12, 16 and 18. All education including University is free.

HISTORY

Merchant Republic
In 1701 a the proto-Miteravian peoples came to an arrangement; confederating their individual land holdings into a Plutocratic Republic on the Northern coast of Albion under a treaty called the Oklan Accords, moving the capital to Oklan and holding elections every six years with candidates being nominated from three Merchant families, they were:
  • The Gottliebs, traders of raw materials such as iron, wood and copper
  • The Nowaks, traders of precious metals - were widely unpopular due to rumors of illicit methods of obtaining their products including piracy and extortion
  • The Neužil, traders of flour and crop foods


A Miterav Trading Flute

When Steffen Neužil was elected President in 1834, the result of a shock victory over the Gottlieb incumbents, he and his family imposed heavy tariffs on iron and copper to weaken the Gottliebs grip on the Presidency. This, coupled with severe forest fires in 1835, cost the Gottliebs almost all their foreign trade and they could not procure sufficient domestic business to continue trading. On August 8th 1836 the Gottliebs were forced to liquidate their assests and surrender almost all their personal possessions to their debtors. With only the Neužil and the Nowaks still exercising authority a vicious period of civil unrest ensued, known as The War of Wheat after an incident where the Nowak-backed militia ransacked a Neužil storehouse, resulting in the Neužil arresting and executing all male members of the Nowak dynasty. The War of Wheat concluding in 1840 leaving the grandson of Steffen Neužil, Niklas, to pass The Enlightenment act, proclaiming a 'Republican Monarchy' which today would be referred to as a fascist dictatorship.

Nationalist Era: Neužil Dynastic-Regime
The Neužil ruled Miterarvia as a dictatorship from 1840 to 2018, initially under Niklas and his two sons Andreas and Kuba the Government behaved as a one-family merchant republic. After Kuba's death in 1888, Andreas' son Seweryn took office at the age of just 19. Under Seweryn, Miterarvia was locked in a state of perpetual wars with its neighbors as both aggressor and defender. Seweryn gained the epithet 'The Fierce' for his infamous bursts of rage that often times resulted in at least one execution, he was mercilessly plagued by separatists in conquered territories and by rebels in his home provinces which resulted in those loyal to him gaining a very xenophobic and jingoistic view of the world. These two qualities underpinned Miteravian foreign policy for the next 100 years after Seweryn's assassination in 1902. Through the 20th century Miteravia was comparatively stable until 1990 with the Spring Uprising, where over a million citizens rioted and marched on the capital, demanding open and free elections. From April to June 1990, 37,000 protesters were killed and thousands more injured.

The result of the Spring Uprising was the implementation of a General election, however only relatives of the current Neužil president - At this time it was Bernd Neužil - could run for the highest offices, this concession placated the population until November 2016 when the Great Uprising occurred.

The Great Uprising
On the 9th of November 2016, the votes had finished being counted in every district and unitary authority. The unsurprising results were announced at 11:52 am. Jan Neužil had won his 2nd office term. By 2:00 pm, 100,000 demonstrators were on the streets of Oklan baying for Jan's blood and the end of the Neužil. Neužil sent in the National Guard to suppress the dissidents, 1200 were dead by midnight. The combat raged for over a year, killing thousands in every major city. On December 1st of 2017 the infamous Winter Siege began, Democratic forces had driven the Nationalists out of every major city, all except the capital, Oklan. Jan Neužil was holed up with 2,800 Loyalist soldiers remaining surrounded by nearly 30,000 Rebels. At 8:41 am of March 27th 2018 it was announced that a platoon of the Revolutionary soldiers had intercepted a convoy attempting to leave the city in the western suburbs. At 8:47 am the radio frequencies were abuzz with the news that Jan Neužil had been shot dead. At 11:30 am the Neužil heir to Jan, Jaromír Neužil, agreed to surrender and democratic elections to be held on the condition that the remaining Neužil family members be spared. The Ecclesiastical State had provided backing for the revolution after the Neužil openly flaunted specific distaste for the Catholic revolutionaries in the state of West Miteravia and Oklan, which included the burning of church.

Military of Miteravia
The military is split into 5 branches: The Revolutionary Army (RA), The Wings of Liberty (WoL), The Seafaring Freedom Fighters (SFF), Intervention Specialist Taskforce (IST) and The Guard of the Revolutionary Militia (GRM). The Whole Military is under the Supreme Command of the Secretary of Defence: Colonel Klaus Austerlitz, a decorated hero of the Civil War.

The Revolutionary Army


The true backbone of the Miterav Military, 78,000 Active service men and women most of whom fought in the recently concluded civil war. Most ranks were earned on the field of battle against the Neužil forces. These men and women have completed either a year of active combat during the revolution or the 6 month basic training program.

The Guard of The Revolutionary Militia
The GRM are, as defined by The Uppsala Convention, a militia. They are only ever utilised in emergencies, each state maintains its own militia and the militia has no legal loyalty to the central government so in the event of central government becoming oppressive, the collective militias are designed to rise up and dissolve the MGUP; this is a right enshrined in the constitution. They can be identified, when raised, by an armband with the flag of Miteravia with the letters GRM on it, coupled with a black Kevlar vest with the word militia across the shoulders and the state on their lower back. The also wear a standard issue black/camoflage military helmet and boots. There is no other part to their uniform. Each large town will have a militia barracks where all the firearms, ammunition and other non-personal equipment is stored while the militia is at rest. Current numbers of registered militiamen and women are at 125,000.

The weaponry used by the Militia varies from state to state since all equipment and pay comes out of local state funding. While at rest the Militamen are only permitted to carry sidearms, defined by law as any firearm sufficiently operable by one hand with a calibre less than .44 inches, a magazine/cylinder capacity lower than 14 and is semi-automatic. If the Militia is raised they may use any weaponry deemed a proportional response by the state or district captain. The State Colonel has the right to raise the militia for any given reason, provided the response is deemed to be proportional, for example the militia should be fully raised in the event of widespread rioting, a severe natural disaster, enemy invasion or other serious event. The militia could be partially raised (e.g certain detachments declared raised) in the event of a less severe event such as small scale rioting/protests or minor natural disasters. If the militia is deemed to have been raised illegally it is deemed to be the sole fault of the Colonel of the State and they would be culpable to charges in the event of any avoidable deaths or injury as they acted with reckless intent. Although the term 'Militiaman' seems male-exclusive it is believed male and female participation rates in the militia are approximately the same, as the militia are based of the remnants of the revolutionaries that won the civil war which had very high female participation rates.

The Seafaring Freedom Fighters

The SFF are the Miteravian Navy, a very capable military unit with the primary objective of protecting international and Tamrov Island-Miterav Mainland trade in the Sea of Kyne and Lancelyn Bay. They often hunt down modern pirates with small vessels. Almost the entire navy was based at Tamrov Port on Tamrov Island during the Neužil reign and during the Civil War was captured almost instantly. The current Miterav Navy is almost identical to the Neužil navy from before the war with the exception of a frigate that was destroyed in the war that had to be replaced

The Wings of Liberty
The WoL are the air force branch of the Miterav military, unlike the SSF the WoL were completely rebuilt from the ground up after the civil war and have been a source of significant funding drainage since, however the public sees it as money well spent since the air force was heavily neglected before so the funding has brought the Miterav military into modernity.

Intervention Specialist Taskforce
The IST is the Miterav specialist branch of the military who perform a range of functions. They are the elite unit within the military, all members are highly experienced and exceptionally trained combatants. Some are trained in amphibious warfare in the event of the requirement of a marine landing, some are trained to look after and theoretically deploy Miteravia's chemical weapon store although use is prohibited by the Uppasla Convention it is currently cheaper and safer to maintain the storage of the chemical weapons. The remainder are either trained in stealth combat for small scale covert operations or are trained as espionage agents to perform a range of tasks for the state in foreign nations.

The IST has the following divisions:
IST Marines (1,150): Amphibious combat specialists.
IST NBC [Nuclear, Biological and Chemical] (850): Chemical weapons storage detachment and defence against NBC weapons specialists. Current chemical weapons include 1625kg of Chlorine gas, 140kg of Sarin.
IST SCIE (Pronounced Sky) [Stealth Combat and Intelligence Espionage](1,000): Specialist of covert operations and espionage.

IST is headed up by the Secretary of Defence who is given the ceremonial rank of Colonel.

Health


MHC is the only healthcare provider in Miteravia and as such receives the vast majority of the Ministry of Health's budget allocation. The purpose of the MHC being the sole provider of Healthcare in Miteravia is to provide a free and fair service for all Miteravian citizens and permanent residents. Healthcare services are seen as the most important public amenities, according to polls. The MHC is also a major employer within Miteravia, employing approximately 3.5% of the Population directly as either full time or part time workers; another 1% of the Population is employed in a subsidiary capacity as everything ranging from sub-contracted cleaners to fully-qualified ancillary consultants.


Costs

Healthcare is free for all holders of Miteravian citizenship or permanent residency, this includes all treatment and prescriptions issued anywhere in the world. All foreign nationals who require healthcare treatment within Miteravia are entitled to use the service and receive the same treatment as if they were Miteravian, however foreign nationals may be billed. Those with work visas and members of allied armed forces/emergency services pay reduced fees, as do children under 18 and adults over 65.

Exemptions for foreign nationals are as follows:
  • If the individual was the victim of a violent crime.
  • If the individual was in a car accident with the vehicle they were in or hit by being operated by a Miteravian citizen or permanent resident.
  • The condition was sudden onset and the individual had no prior history of the condition, e.g a heart attack with no history of heart disease.
  • If the individual has travel insurance any excesses will be covered.
  • The individual has refugee status/asylum seeker or other protected status.
  • The home nation of the individual denies treatment on the grounds of their religion, ethnicity, sexual orientation, gender identity, disability or other protected characteristic.


Failure of a foreign citizen to pay for their treatment will result in the MHC attempting to obtain the cost of their treatment from the country of residence, their country of residence holds no obligation to actually reimburse the MHC. In the event that the neither the individual or their home country pays for the treatment they received in full, then the individual can be deported and banned from re-entry.


Function

The MHC system is meant to provide all necessary health-related treatment services which included mental health, family planning and contraception, prescription dispensary, help quitting smoking/drugs and many other functions and services. Advice is available online in a centralised form from the MHC website. Dental services of all forms are also part of the MHC domain. Cosmetic surgery is provided for on a case-by-case basis, it is more commonly assigned free of charge to transgender individuals, fire and acid burn victims and those with a significant body dysphoria and dysmorphia.

Private healthcare services may not insure for benefits already covered by the MHC and thus are functionally irrelevant if the insurance policy holder is a citizen/permanent residient who does not travel. MHC provides basic travel cover for free although only for necessary procedures, not including planned surgery or giving birth for example. Generally, additional insurance is unnecessary.



Welfare


Miteravia possess one of the most extensive welfare systems in Albion or even in Mundus, with the purpose of 'caring for those in need', it is one of the most extensive outside of socialist/communist nation. It is the brainchild of a coalition of the members of the Worker's Party and SLP and thus is seen as the cornerstone of their bi-partisan alliance. The MCP stands staunchly opposed to such high public spending in this sector and the high tax rate associated with it. Establish initially during the war as a system of care and aid for the wounded, it is the earliest notion of a government scheme produced by a democratic government in Miteravia. If an individual's income from work and benefit entitlement combined is over $40,000 annually then they may not receive any benefits taking their actual income over $40,000. The $40,000 mark is often refereed to as the Maximum Entitlement Cap (MEC).

Wages and Hours
Notably, minimum wage and maximum work hours varies with age as follows:
  • Under 14 - 0 Hrs of paid labour
  • 14-16 Year olds may work up to 15 hours a week with a minimum wage of $4.50
  • 16-18 Year olds may work up to 28 hours a week with a minimum wage of $6.20
  • 18-25 Year olds have no limit on the number of hours they work and have a minimum wage of $10.75, a 40-hour working week gives a weekly salary of $430 or $22360 annually.
  • At the age of 25 minimum wage rises to $12.50 an hour, a 40-hour working week giving a weekly salary of $500 or an annual salary of $26000
  • At the age of 65 weekly work hours are capped at 45
All employers must provide a minimum of half an hour of paid break per 4 hours of work undertaken by the individual and may allow unpaid breaks as frequently as they please. Practically all SOEs provided a 1 hour lunch break for an 8 hour shift, they are also obligated by law to give an annual pay rise of at least half of inflation. Overtime payment is a mandatory minimum 50% increase in hourly pay. Minimum annual paid leave is 5 working weeks a (a 5 day week would give 25 days holiday) year although commonly employers give between 5 and 6 weeks, employers have no obligation to those who don't work on public holidays although those that do work over a public holiday are entitled to overtime. Sick leave up to 1.5 working weeks is paid by the employer, after that Extended Illness Benefit (EIB) sets in.

War Reparation Benefits (WRB)
Any individual wounded as a direct result of the Civil War and subsequent Revolution is entitled to benefits from the state. The purpose of the WRB is to provided financial aid to those who have lost the ability to be as productive. All WRBs are independent of other benefits and thus do not effect disability benefits.

Walking Wounded
Currently the most widely claimed benefit of the WRBs is the Walking Wounded benefit, it applies to civilians who did not take part in active combat or aid the revolution but experienced a minor wound (Deemed to be non-debilitating and temporary injury, e.g flesh wound from a bullet or shrapnel). A claimant is entitled to receive $87 a week until the condition resolves itself. Walking Wounded may only be claimed for two years before the injury is considered long-term.

Heroic Wounded
Another widely claimed WRB is the Heroic Wounded benefit which is for those who took part in active combat or aided the revolution (e.g medics or administratively) and were wounded for their troubles, receiving a minor wound (as defined above). A claimant is entitled to receive $103 a week until the condition resolves itself. Heroic Wounded may only be claimed for two years before the injury is considered long-term.

Long-Term Wounded (LTW)
This WRB is designed for those who have either been afflicted by minor wounded for more than two years or will be afflicted by a major wound (loss of limb/paralysis/blindness etc.) for the rest of their lives. If the individual has claimed Walking Wounded or Heroic Wounded for two years then further assessment by a doctor is necessary before they can claim LTW. If they initially claimed either Minor Wound benefits then the individual is entitled to $103 a week until the condition is resolved, if the condition goes unresolved then they continue receiving the benefit. If the individual suffered a serious wound then they are entitled to $167 a week (on top of disability benefit if they are entitled), upon death the state also pays funeral costs.

Heroic Sacrifice
If a combatant died during the conflict fighting for the revolution the individual is entitled to have their funeral costs covered by the state and their next of kin will receive $175 a week. If the individual has no living next of kin or the next of kin is deemed to be a significantly distant relative (such as family members that had never met the individual) then they benefit is not paid out. If they had a will with a clear beneficiary such as a non-married partner, charity or friend then they will receive half of the Heroic Sacrifice benefit.

Social Protection Benefits (SPBs)
SPBs exist to help provide for those who have fallen on hard times or otherwise are struggling to make ends meet. This set of benefits is born from the governments goal to have no citizens below the poverty line before 2022, it is also designed to temporarily form the backbone of income for people and families who are financially struggling and to provide a sufficient supplement to those who are financially unstable.

Job Seeker's Allowance
Upon an individual becoming unemployed, after they have received their last paycheck from their previous job, they may register as a Job Seeker with their State Employment Center. A registered Job Seeker will then be entitled to claim the Job Seeker's Allowance for as many weeks as they have worked in the last 30 calendar months. Job Seeker's Allowance is paid at 70% of previous earning up to the MEC, therefore a maximum of $769.23 a week can be paid out under this scheme for individuals who earned more than $571428.57 annually before becoming unemployed.
