Membership Charter of the Oil Producing Export Nations (OPEN) Organisation
OPEN was founded in Tamora following a meeting between His Imperial Majesty Emperor Abbas Safavid of The Empire of Tamora and His Majesty King Akakois of Royal Seleucid. As such these nations are the founder members of OPEN.
This organisation exists to ensure the continued reliable supply of gas and oil to all nations of Mundus. To ensure this is possible nations who are members of OPEN agree to work together to co-ordinate international production and exports. By working together it is believed that both the customer and exporter can benefit. As such OPEN shall adopt the following practices.
1.A permanent OPEN HQ shall be established in Ipsus, Royal Seleucid. It shall host regular meetings of a committee made up of one voting member per nation. A nation may attach as many advisers or experts to their delegation as possible but only the appointed delegate may vote.
2.The organisation will employ a team of analysts to give detailed reports on a range of topics including but not limited to.
a.Forecasts of Global Demand
b.Forecasts of Global Supplies
c.Forecasts of Shipping Prices
d.Technological Advances
e.Safety Advances
3.OPEN shall meet every three months in order to allow each nations delegates to discuss matters arising from information presented by analysts.
4.An Extraordinary meeting may take place should three or more nations request it.
5.All members of OPEN agree to abide by the price for oil per barrel or gas by MMBTU set by the committee +/- 10%. This is to ensure all nations are able to find customers for their products.
6.Members agree to stick to limits set by the committee for production. This is to ensure the stability of the prices set.
7.Member nations agree to not stockpile oil or gas in order to influence the international market.
8.Members agree to establish internationally approved safety practices.
9.OPEN members agree to invest 0.1% of their profits into research for renewable energies.
10. OPEN members decisions will be determined by a majority decision. Any changes to this charter require 65% of voting members to approve them.
11.OPEN shall grant membership to any nation that has a substantial net export of crude petroleum and natural gas, which has fundamentally similar interests to those of Member Countries, if accepted by a majority of of Full Members, including the concurring votes of both Founder Members.
12.Nations with oil production who do not fit the criteria of Article 11 may become Associate Members if accepted by a majority of of Full Members, including the concurring votes of both Founder Members. Associate Members are permitted to access information generated by staff of OPEN as well as receive support on safety matters. They are bound to abide by prices set by OPEN. They may contribute to debates but may not vote individually. Associate Members have a single block vote.
