Proposed Constitution - For The Regional Assembly

Some amendments from me. Free free to go crazy.

Amendment 1:
(3) Should a petition to recall the Grand Chancellor be signed by five (5) eligible members within the space of 96 hours, the Speaker of the Regional Assembly to oversee a recall referendum of all eligible members. Should no Speaker be in post, the Grand Chancellor shall appoint an eligible member. If 75 per cent of those voting vote to recall, then a Constitutional Convention shall be required to appoint a replacement and the Regional Assembly shall pass an Act of Abdication .

Amendment 2:
(10) Any eligible member may bring forward their own legislation and, with the support of four further eligible members, require the Bill to be signed into law by the Grand Chancellor or brought to a referendum of all eligible members.

Amendment 3:
All references to 'Conference Hall' should be replaced by 'Regional Assembly.'

New clause 1:
(9a) Any eligible member may present amendments in the Conference Hall thread of a Bill. Should an amendment or multiple amendments be presented, there shall be an additional 24 hours, or 48 hours for a Bill amending the Constitution, the Criminal Code, the Roleplay Rules or Emergency Procedures, for debate. Should an amendment go unopposed, it will form part of the final Act. If an amendment is opposed by any eligible member, it should be put to a vote within the thread. 

New clause 2:
(10a) The Conference Hall may adopt Standing Orders to govern its procedures, including the appointment of a Speaker, in accordance with this Constitution.

Amendment 3:
(22) An eligible member is one who has been a member of the forum for a period of at least 45 days, has made more than 20 non-spam posts on the forum, is not serving any form of sentence under the Criminal Code (2013), the Forum Terms of Service Act (2015) or the Discord (Terms of Service) Act (2017), and has not been inactive for a period of 14 days without leave of absence.


New clause:
(9a) Any eligible member may present amendments in the Conference Hall thread of a Bill. Should any amendment be presented, there shall be a minimum additional 24 hours allowed for debate. Should an amendment go unopposed, it will form part of the final Act. If an amendment is opposed by any eligible member, it should be put to a vote within the thread.

If 66 per cent of those voting vote to recall, then the Lord Chief Justice shall organise the election of a new Grand Chancellor.

(10) Any eligible member may bring forward their own legislation and, with the support of four further eligible members, require the Bill to be signed into law by the Grand Chancellor or brought to a referendum of all eligible members.

Amendment 3:
(22) An eligible member is one who has been a member of the forum for a period of at least 45 days, has made more than 20 non-spam posts on the forum, is not serving any form of sentence under the Criminal Code (2013), the Forum Terms of Service Act (2015) or the Discord (Terms of Service) Act (2017), and has not been inactive for a period of 14 days without leave of absence.

(17) The Lord Chief Justice shall be appointed by the Grand Chancellor, following the same procedure as an Act of the Chancellery, for an indefinite term. Should a petition to recall the Lord Chief Justice be signed by five (5) eligible members within the space of 96 hours, the Grand Chancellor shall organise a recall referendum of all eligible members. If 66 per cent of those voting vote to recall, then the Lord Chief Justice shall be dismissed by the Grand Chancellor.

An Outline For A Reorganized Orderian Government
Section I: Organization And Powers of the Orderian Government
 
The Government of the Independent Order will be reorganized as follows:
 
The Chancellery:
 
The Chancellery will continue to be comprised of the Grand Chancellor and the Vice Chancellor.
 
The Grand Chancellor will work with the advice and guidance of the Privy Council to direct the policies of the Order, to promote both activity and growth of the Order, and to preserve the assets and cultural treasures of the Order. The Grand Chancellor will serve as the Head of Government and Head of State, and the Commander-in-Chief of the Armed Forces.

The Chancellery will represent the 'executive' branch of the Order's Government and will be empowered to act in the best interests of the region. The Grand Chancellor shall act, in their duties as Head of State, as the Order's chief diplomatic agent.
 
The Privy Council:
 
The Privy Council shall serve to advise the Grand Chancellor on policy and to operate the office under their purview. The Vice Chancellor shall head the Privy Council, which will be composed of the following Officers of the Order:
 
Lord Chief Justice
Roleplay Moderator
World Assembly Delegate
Regional Affairs Liaison
 
The Body Politic:
 
The Body Politic of the Independent Order will be an assembly comprised of all Orderians for the discussion and debate of the Order's policies, as well as a forum from which the concerns and ideas of Orderians may be presented for the consideration of the regional government.
 
Section II: Domestic and Foreign Policies of the Order
 
Foreign:
 
The Order will maintain a foreign policy of engaging with regions we may cooperate with. With this being said, the Order will not engage with diplomacy or relations with regions who exhibit extremist policies, nor will it entertain relations with regions who disrupt the peace and tranquility of other regions. It will also support the right of all regions to self-determination, while acting (when it is capable of doing so) to dissuade the attempts of other regions to disrupt the domestic tranquility of regions abroad.
 
Domestic:
 
Recognizing our population of players who seek only to RP, no burdens or expectations will be imposed upon them to participate in the Regional Government. Those who wish solely to RP may do so, while those who wish to take part in the governance of the region shall be able to do so.
 
Section III: Repeal Of Obsolete Acts and Amendments To Standing Laws

I will be conducting a review of Orderian Acts and, with the consultation of our regional officers, will determine those which are obsolete and of no further use to the Independent Order. This section will be updated once that process has been completed.
This topic is open for the consideration of any ideas which Orderians may wish to put forward for inclusion in this process. Together, I am confident we will see a year of expanding opportunities for our region as we grow in numbers, and expand our reach into other spheres of regional gameplay.

If we're going to try and fix the problems this needs to be moved forward.

A few issues with the proposal which I was hoping this constitution might address.

1. Privvy Council - No idea who it consists of at the moment but it will be headed by CGJ who isn't active, and then made up of Dave and Ach, infact Ach holds two of the four positions and I've no idea who the Regional Affairs Liason is or what they do. I assume they'd be in the new constitution.

2. There is a lot of talk of "Foreign Affairs". Things need to be kept focused on sorting out this place first.
