As two oil producing nations I believe we need to begin investigating wider international co-operation. In recent weeks we have seen your nation try and use oil as a leverage to gain international standing, something that sadly for you did not work because of my nations own stance to take advantage of this. While I will never apologise for seeking to better my nation I do apologise for not offering our co-operation earlier. Therefore I would ask that you meet with me at the Palace on the Lake in order for us to become the founding members of OPEN, the Oil Producing Economic Network. It is my hope that as two large oil producers working together we can ensure the industrialised world do not take advantage of our generosity. Once we have established this organisation I feel we should pursue membership from other like minded nations and bring about greater economic stability for Mundus as well as ourselves.

It is my hope to meet with you soon.

With the organization of 'OPEN', I do believe this is the interests of my country and can help the likes of both of ours. As such, I shall head towards the Palace on the Lake personally and hope to discuss the future of OPEN.

As always it was a warm day in Seleucid, which made King Akakois rather happy that he'd picked the Lake Palace as today's venue. He imagined the Foxtrovians not really appreciating the heat of his homeland but at least here the gentle breeze off the waters gave relief from the days highest temperatures. There was however an issue with the venue, the Palace sat in the North of the nation quiet some distance from Ipsus where King Graham would land. To speed up his journey Prince Hadi would meet him at the airport and put him into a float plane which gave him a tourist eye view of the desert and salt marshes that dominated much of the nations west confining settlement along the coast and arteries of the river Marvar. Soon the lake that shared the name of the river came into view and the pilot put them down on the smooth watery surface allowing the aircraft to drift expertly alongside the steps to the Palace as two naval cadets hurried about mooring the aircraft to the Palaces island.

The King was accompanied by his three wives and his future wife and dressed in a long white loose fitting robe. "Your Majesty" he spread his arms wide in a traditional gesture of welcome, normally he would have hugged the visitor as was the Seleucid way but unsure how that would go down he opted for a handshake. "I trust you had a comfortable journey" He introduced the man to his wives, Samira the eldest first, then Yanna, next his trophy wife of Katerina and then finally his fiance Oksana. "Please come this way, you must be thirsty" he lead the man up the stairs onto the roof garden an oasis of green plants and trees within the white walled palace. A series of chairs and a table had been set up under the shade of one of the fruit trees and the King waited for everyone to be seated. "So, a drink to get started" he poured everyone a glass of iced water, "and would you like something else, its been a long trip?" the King asked before taking his own seat. "So perhaps you'd enlighten us all of the current state of play back home, I must admit arranging my wedding to Oksana has diverted much of my attention from worldly affairs."

Holy King:
The King of Foxtrove took some to soak in the scenery of the garden and the lake palace, having nothing like that in Foxtrove with it being a predominantly arctic nation, although he could go without the heat of the nation. Take sips of the glass of water, King Graham took some time with his response towards King Akakois. Finally he said, "As of the situation back home, things seem to be fine, although I must say the oil barons and not as happy as I am. Hopefully this trip will change their mind, I hope.” He took another sip of the drink, before asking his question to King Akakois, “So you would you mind telling about this 'OPEN' plan you have in mind?”

King Akakois gave a small chuckle, "You sir would never make it in Seleucid" the King said warmly, "here business meetings take hours, we enjoy the chit chat, the socialisation and then and only then do we discuss business." The King shook his head playfully, "But I respect a man who knows what he wants" the King inched his wooden chair forward. "My proposition is rather simple. Between us we control a great oil reserve and as we know the nations need this. It is not in either of our interests to mess with the supply, so for example you hold back oil for your own political aims and I have to fill that gap, but if I push the price up suddenly I look like the bad guy. Furthermore if you determined tomorrow to flood the market with your own oil then I have to lower my price and I lose money, also not good. Our two nations bare no ill will towards each other, and I believe that we should ensure that stays the case. So what I propose is that we establish the Oil Producing Economic Network, a system where we, and then hopefully others regulate our flows of oil to reach a balance. That balance between allowing the world to enjoy the life it is accustomed to, meanwhile inflating our bank balances as much as possible. So what we do is we build a network of communication, we discuss moves such as oil sanctions, we cut and expand production as the need see's fit to maximise the barrel price while not driving away custom. We share information on safety, on technology, share expertise." Akakois thought for a moment as he took a sip of water. "Think of it as a highly specialised economic treaty, but eventually we get many many others to join us. What do you think?"
